Mendenhall bank barn has a new look…temporarily By CAROL BROOKS freelance writer cab1hp@gmail.com The view along West Main Street in Jamestown across from the City Lake Park entrance might be a little jolting for a few weeks as the bank barn at Mendenhall Homeplace is undergoing repairs. Right now it looks like a candy cane. It is all part of some needed work on not only the bank barn, but the Richard Mendenhall House and Madison Lindsay House. After all, the structures are each over 200 years old.
“The 2023-2024 Exterior Painting and Repair Project [of the barn] includes necessary exterior repairs,” said Shawn Rogers, director of the Mendenhall Homeplace. ‘The first phase of the project, which includes carpentry repairs is finished, with the exception of a bit of detail work that I will complete. The painting phase will be completed in the spring.” Rogers said it took about two weeks to do the siding on the barn. Levi Rainwater of Solid Rock Ranch Designs did the work. The Historic Jamestown Society owns the Homeplace but as a
non-profit , it must raise funds to do large projects. “The total cost of the project is $22,000,” Rogers said. “A partnership with the Town of Jamestown has funded the first phase ($6,000). “The Marion Stedman Covington Foundation has awarded HJS a grant of $5,100 to help fund the painting phase. We also have a pending request for a Daughters of the American Revolution grant in the amount $5,800. This is a highly competitive national grant. Over 180 applications have been see barn, page 6

Caregiver’s Support Group The Dementia/Alzheimer’s Caregiver’s Support Group that meets each month at Jamestown United Methodist Church will be meeting in new rooms beginning Feb. 6. Caregivers will meet in the church library and the respite room for their loved ones will be in room 101, the Rooks room. Meetings will continue to be held on the first Tuesday of the month at 2:30 p.m. Drop off is located in back of the church, under the portico. Someone will be there to direct participants to the new meeting rooms.
Leaf collection winds down The Town of Jamestown’s annual Leaf Collection Program will finish the season Feb. 23. Have all leaves at the curb prior to Feb. 22 to be guaranteed pick up. After Feb. 23 you will need to bag your leaves in paper bags approved for yard waste or in a Town yard waste toter. The bagged weight cannot exceed 50 pounds when full and should be of a size that one individual can lift. Note that plastic bags are no longer accepted and will not be picked up by the Town. Council discusses 2024-25 CIP budget By CAROL BROOKS freelance writer cab1hp@gmail.com What improvement projects would you like to see in Jamestown in fiscal year 2024-25? That was the question posed to Jamestown Town Council members at their Jan. 23 Budget Retreat. It was one of the longest budget retreats in recent memory at 3.5 hours but it just covered the Capital Improvement Program (CIP). The council used to hold one budget meeting a year but as the town has grown, more items need their review. This is the first year the CIP has been singled out.
With two new councilmembers, it was important that the meeting began with Howard Owen, of the North Carolina League of Municipalities, addressing the council on capital budgeting. Owen is a municipal operations consultant who provides technical assistance to members on financial and operational challenges and opportunities. He has served as a city manager and mayor pro tem of Burlington. Owen congratulated the newly-elected all-female Town Council and noted the council charts the course for the town. He also praised the town for what he called outstanding policies and noted that
some communities the size of Jamestown do not have fund balances nor do they have strategic goals. “Local finance is critical,” Owen said. “Twenty years ago the concept of online sales tax had just come up. We preached that to our legislature since day one. None of us had any idea what the importance of online sales tax would be to every local government in the state.” He believes the Town of Jamestown has just the right amount of staff, something other towns go overboard on. Instead of adding fulltime staff, Jamestown hires temporary contractors to do see council, page 6
passed by or paused to perform. “We had a great time judging,” said Mayor Lynn Montgomery, who along with club member Martin Senell, presented plaques to the winners. New this year was a performance category. Participants had up to two minutes to perform in front of the judges. “We realized there had not been any way to recognize these groups in the past,” Cliff Paddock, parade chair, said. “Club members felt it was important to include them.” The Best Holiday Performance went
to the Magic Feet Dance Company. Accepting the award for the group was Kody Shaw, who introduced all her dance teachers. Other winners included Black Powder Smokehouse, Best Decorated Float, accepted by Will Ragsdale; Ragsdale High School, Best Holiday Spirit, accepted by band director Andy Oldham; and the Volkswagen club, Good Ole Volks, Best Decorated Vehicles, accepted by Charles Michaux. “We look forward to this every year,” said Jerry Brett, Rotary club president.

March will be an exciting month for Jamestown Lions Club members. It will mark the club’s 67th anniversary and the group has already begun planning a special Meet and Greet for the occasion. The date is tentatively set for March 14 at Parkwood Baptist Church on Penny Road. The Lions Club began as a vision of Melvin Jones of Illinois, who wanted to start a club focused on helping others. The group held an organizational meeting in June 1917 in Chicago and conducted its first national convention in Dallas, Texas, in October. Within three years it had Photo by Norma B. Guilford County funding allocated to the Town of Jamestown will be distributed on a reimbursement basis. Reimbursements will only be made with clear documentation of all expenditures and after review by the Guilford County Pandemic Recovery Team and Guilford County Accounts Payable staff. The Town has received some questions about why water/sewer infrastructure projects were not selected as projects for use with the ARPA awarded funds. The answer is simple – it’s all about timing. The ARPA funding timelines require funds to be encumbered before the end of 2024 and projects must be completed by the end of 2026. Planned improvements at Piedmont Triad Regional Water Authority and High Point’s Eastside Wastewater Treatment Plant would likely not meet Federal timeline requirements. The Town of Jamestown is a capital partner in those entities and is not responsible for their operations. Regarding awards and allocations granted to other municipalities, the Town of Jamestown cannot speak to those as it has no authority to do such. All documents and contracts between the Town and Guilford County were reviewed by Guilford County staff and Town of Jamestown staff, including legal representatives from each entity. After staff review, the contracts were sent to the governing boards of the County and Town for their approval. Finally, before being sent out for signatures, the contracts went through the standard Guilford County review workflow, which includes approval from staff from their contracts team, finance department, legal department, and planning and development department. Town staff work diligently to provide the highest levels of service at the lowest possible costs to our citizens. Using opportunities such as the ARPA funding mechanisms, grants, and other awards, our staff work to provide for capital improvements without the use of tax dollars. We encourage you to approach information you see on the internet with a discerning eye and to listen with a discerning ear. More importantly, we would encourage anyone who has questions about the process or the ARPA funding awards to reach out to our Finance staff who are devoted to accurate and transparent reporting of the Town’s finances and how they are used to benefit us all.
The Town has been approached by the Jamestown News to help clear up some information written on a local opinion blog website regarding the Town’s use of funding from the American Rescue Plan Act (ARPA). The following information is a summary, but should any citizen wish to have further dialogue with the Town’s staff, we would welcome that opportunity. The Town of Jamestown has received two awards from the American Rescue Plan Act funding sources. The first award of $1,429,995.43 was received directly from the Federal government through the State and Local Fiscal Recovery Funds program under the American Rescue Plan Act (ARPA). The Town utilized their funding using the “Revenue Replacement” use category, which is an allowable use per the law. Spending funds in the Revenue Replacement category allows a local government to undertake a wide array of potential expenditures including: salaries and fringe benefits for employees, park improvement projects, purchasing equipment and supplies for local government operations, renovating public buildings and facilities, and many more. The Town chose apply those funds to capital purchases and projects that would directly benefit the Town’s citizens. Guilford County also received a direct allocation of approximately $104 Million under the same program. Guilford County Board of County Commissioners chose to use a portion of their direct allocation to support municipal projects that were identified during the Request for Ideas process. The Town of Jamestown was allocated approximately $2.82 million from Guilford County’s ARPA dollars for three projects they submitted as ideas to the County. Of those funds, $2,294,795 were allocated to multiple sidewalk projects, $315,000 was awarded to offset matching funds requirements for the PARTF and AFP grants (for major improvements at Jamestown Park), and $210,000 was allocated for use on a stormwater infrastructure project at Jamestown Park Golf Course. The US Treasury identified seven expenditure categories for use of ARPA funds. These categories include addressing the public health emergency, economic impacts of the pandemic, water and sewer infrastructure, public employee premium pay, administrative expenses, and revenue replacement. The group also needs help funding other important preservation projects at Mendenhall Homeplace. Some of the damage was clearly visible to visitors, like rotten sill plates and missing battens. A batten is a strip of wood which covers the seam where two siding boards join together. This seals
out weather and covers imperfections in the boards. At the bank barn, the battens are the lighter vertical boards covering the reddish siding boards. “Great care was taken to retain as much of the historic fabric, as possible,” Rogers said. “Only a relatively small amount of the vertical siding boards required replacement. Nearly all of the siding battens were replaced. Most of the sill damage was limited to the northeast corner of the building and the transition between the circa 1840s and circa 1920s sections of the barn.” Rogers says the target date for repainting the barn is sometime in June. “It will be painted ‘iron oxide,’”
Rogers said. “Actual rust particles were used as paint pigment years ago. That’s why so many buildings were painted red. Green paint utilized copper oxidation as its pigment.” Iron oxide was the original color of the barn. The last time the barn was worked on this extensively was during the 20th Anniversary Captial Campaign, circa 1994, according to Rogers. However, work is ongoing to preserve the historic buildings. “In 2018 and 2023, two separate Town of Jamestown grant awards were used to fund work to address structural concerns in the circa 1920s [eastern] section of the barn,” Rogers said. “Portions

ducted a variety of fundraisers throughout the years to fund their many projects. One of the best known was YesterYear in Motion, which ran from 1971-2011. Moore, an enthusiast of old engines and who had a collection of several, donated the use of his property on Dillon Road for the yearly event. It began with 25 exhibitors who displayed old engines. It grew to include music, corn shucking, an apple cider press, horseshoeing, tractor pull, molasses making and other activities representing times past. Following Moore’s death in 2011, the club held one final YesterYear in his memory. More recently the club has sponsored pancake breakfasts to raise funds. Although women played an important part in helping with fundraisers, they did not become official members of the club until 1987 when Lions International began to include both men and women. Members currently meet the second and fourth Thursday at Parkwood Baptist Church. The focus of the Jamestown Lions Club continues to be to help the visually impaired. Members collect used eyeglasses, many of which are shipped to third-world countries. The club also supports Camp Dogwood, a recreational retreat center at Sherrills Ford, N.C., and the NC VIP Fishing Tournament at the Outer Banks. Recent local projects have included conducting food drives for the Hand to Hand Food Pantry, ringing the bell for The Salvation Army at Christmas and hosting a meal to honor
firefighters at the Jamestown and Mackay Road fire stations. For years, members have placed flags in Wrenn Miller Park for Veterans Day, at the library for Constitution Week and line Jamestown’s Main Street with flags for July Fourth and Memorial Day. “We also provide food for the backpack program at Florence and Jamestown elementary schools,” said Pat Floyd, club president. The Jamestown Lions Club is always open to new members. Jonathan Paarlberg is the most recent member of the Jamestown Lions Club. “I moved to the area not too long ago and wanted to join a civic organization,” Paarlberg said. “Because my grandfather had belonged to the Lions Club in Indiana it was the first club I thought of. The Jamestown group is a member of District 31-O, which includes 53 clubs. The Jamestown Lions Club evolved from two local clubs. On March 7, 1957, the Union Hill Lions Club was chartered with 25 members. The group took its name from the school at which they met, and Willard Moore was the first president. A club in Jamestown was chartered close to that date. When membership began to dwindle in each, they combined to form the Jamestown Union Hill Lions Club. The group was rechartered as the Jamestown Lions Club in 2002. The Lions Club is the world’s largest service organization. Its motto is “We Serve,” which is reflected by service to local, state, national and international communities. “You have to want to do something for somebody else,” said Edward (Pinkey) Jordan, who has been a member of the Jamestown Lions Club for 25 years. “The Lions Club is a great outlet to help people.” Gene Hassell has only been a member of the Jamestown Club for approximately seven years, but has been a Lions Club member for 46 years. Being able to help the visually impaired is one reason he has continued to participate in that group. “It is such a worthwhile cause,” he said. “I want to help wherever I can.” Members of the Jamestown Lions Club have con-

This type of barn is typical of Pennsylvania, but is quite unusual for this part of the country. In fact, this is the only known authentic Pennsylvania-style bank barn in the South. It is built into the bank or slope of the hill, so that both levels can be accessed with relative ease. A cantilevered, projecting bay at the rear of the upper level identifies this structure as a “Pennsylvania Style” bank barn.

Owen admitted that there will always be increases in water and sewer costs. The use of certain chemicals in the water system can lead to serious health issues. These chemicals must be removed … at a cost. “Maintain what you’ve got. Keep doing what you’re doing,” Owen said. “Remember you’re here for all kinds of people … and what their needs are.” Capital Improvement Program Finance Officer Faith Wilson, in her first report since taking over for the nowretired Judy Gallman, noted that the CIP is a plan for the future. “It’s for things we need now and for things that will be coming down the pipeline in the future,” Wilson said, noting that the Fund Balance is used for emergencies, not everyday operational spending. It is basically a savings account for the town. When questioned whether the Fund Balance was in a high-yield investment account, Wilson said most of that kind were low interest and that the interest goes back into the budget. Councilmembers were presented with a proposed CIP with items separated into must-do, should-do and could-do projects. Department heads offered brief explanations why their projects were necessary. Town Manager Matthew Johnson reported on recreation for Recreation Director Scott Coakley, who was absent. He mentioned the must-do CIP list for 2024-25 includes the restrooms at the shelter area at Jamestown Park. Council asked that Wrenn Miller Park restrooms be moved to the must-do section from the should-do. Costs for each project is estimated to be $450,000. Councilmember Martha Wolfe suggested seeing if the North Carolina Department of Transportation had funds available to repave the parking lots at Jamestown Park. “There has been a five-fold increase in rentals at the soccer complex,” Johnson said and estimated that will bring in approximately $30,000 this current fiscal year. However, the increase in use translates to an increase in maintenance. The town is looking into re-opening the concession stand at the complex. “The [golf] course is in pretty good shape this year,” said Head Golf Pro Marcy Newton. She pointed out the need to replace a storm shelter between holes No. 14 and 15. It’s in the should-do column. But while Newton said the course is in pretty good shape, behind-the-scenes is another story. Golf Course Superintendent Jamey Claybrook said several pieces of equipment need replacing, all of which are in the must-do category. Re-construction of the sand traps is also needed. “This would greatly enhance the quality and esthetics of the golf course,” Claybrook said, noting the traps are old, have
rocks in them and do not drain well. The irrigation system is not a must-do right now but after around 70 leaks the previous year, over 1,000 lines to sprinkler heads need replacing at an estimated cost of $700,000. The main lines do not need replacing. Claybrook noted this had first been discussed 15 years ago. Sidewalks along Oakdale and Penny roads are must-do items for the Planning Department. Additionally, sidepaths along the greenway, Guilford, East Fork and Dillon roads are could-do items. This would widen paths to eight feet for cyclists and pedestrians. Before that is done, Planning Director Anna Hawryluk said a Main Street Corridor study is a must-do item, projected for the 2025-26 fiscal year, to include streetscapes, sidewalks, parking, biking lanes and possibly traffic circles. “Jamestown has the opportunity to reimagine Main Street,” Hawryluk said since the bypass has diverted some traffic off the street. She recommended doing a traffic count first. Road maintenance is important to the Public Services department. “The [approximately] $120,000 in vehicle fees per year [we raise] goes to roadway improvements,” said Public Services Director Paul Blanchard. This is in addition to the $200,000 Powell Bill funds the town receives. Items on the must-do list include a sidewalk connection from Vickrey Chapel Road to C.J. Greene Education Center, roadway paving, storm damage control and street improvements. In the Water/Sewer fund, Blanchard is looking at several water line projects and a sewer outfall line and other related projects. Johnson said the town is looking into having a street festival on Main Street and is talking to several groups in town for help. “We need to get a feel from the residents,” said councilmember Pam Burgess. Wolfe suggested a 50th anniversary event for Jamestown Park. Johnson said there are no plans at this point. Johnson talked about plans to renovate the fire station or move it to another location. The town will split the fee for the architectural study with Pinecroft Sedgefield Fire Department in 2025-26. The town’s part could be between $10-$12 million. The station will have designated space for use by the town for meetings, overflow council meetings and voting. There may be grants available for this. After a break, councilmembers had the opportunity to mark which parts of the Strategic Plan they thought was the most important. They suggested some changes to the wording.
The Town Council retreats are open to the public. Only two people, former councilmember John Capes and this reporter, attended Jan. 23. There will be three total retreats prior to the presentation of the 2024-25 budget. The next meeting will be March 19 at 9 a.m. in the Civic Center at town hall.

Chow down with John Batchelor at Full Moon Oyster Bar By JoHn BAtCHeloR freelaNce writer john.e.batchelor@gmail.com Full Moon Oyster Bar in Jamestown is part of a family of seven Full Moon restaurants. All my visits took place in Jamestown. The website describes the décor as “beachy,” and that’s as good a characterization as I could imagine. Diners are seated at a long table that winds around the interior of the restaurant. This facilitates direct attention from your “shucker” if you are ordering fresh oysters, the raison d’etre for this restaurant. Oysters are available raw, roasted, char-grilled, or steamed, their origins identified. They are shucked at your location and served on the half shell, with cocktail sauce and horseradish. You can pick the quantity you want- get them as a starter or a main course, mix origins, compare the taste of the local waters. If you are an oyster fan, Full Moon gets a solid recommendation for this feature, although there are plenty of other good reasons, too! A starter of Crab Stuffed Mushroom Caps, for example, provides just enough crab flavor to justify the title, but most of the taste is from the mushrooms, breadcrumbs, and butter. That quibble notwithstanding, the overall taste is quite good. Deviled Eggs also contain crabmeat, which is evident in flavor, but most of the impact comes from lobster meat. I would praise the eggs by themselves, but the impact of the lobster takes them to a higher level. Entrées come with cole slaw and steamed red bliss potatoes, both made in-house. The slaw bears a
tuna poke light mayonnaise-based dressing, also sprinkled with celery seeds. The potatoes are soft-cooked, their simple flavor enhanced with just the right amount of salt- a compliment that I hardly ever pay. This kitchen gets the details right. Jambalaya incorporates chicken, shrimp, and andouille sausage in Creole sauce over rice. The flavor is pronounced- the menu warns “spicy” in red, and the caution is justified. In other words, for me, it’s just right. Clams Linguine uses shellfish fresh from Pamlico Sound. Their flavor blends well into a light broth of white wine, garlic, capers, and diced tomatoes with a sprinkling of Parmesan cheese. This is served with sliced Leidenheimer French bread (from New Orleans). Seafood Mornay is rich and creamy, with tender scallops and shrimp in Alfredo sauce over penne pasta. It also comes with that Leidenheimer French bread. In Tuna Poke, the tuna is diced to bite size, marinated in wasabi-soy sauce, and joined with shredded carrot, which actually contributes to flavor, further supplemented by a drizzle of chili sauce. This is presented over rice, with sliced avocado plus seaweed salad, as well as a succotash of
Clams linguine Mexican sweet corn and edamame (steamed soybeans). Crisp wonton strips add crunch. Of all the entrées I tasted, this was my favorite. I wasn’t as enamored with the Fry Basket. You get oysters, shrimp, and flounder. The menu cautions “No Substitutions.” If they offered just the fried oysters, I would jump on those in a heartbeat. They are plump and moist, bigger and more flavorful than just about any I have had hereabouts. I liked the shrimp, too, just not as much as the oysters. They are lightly coated and fried just a little firm, still pleasantly fresh tasting. But the flounder is thin- just not as much fish flesh or flavor as I would prefer, although the crisp texture is commendable. Beer-battered French fries are crisp, conveying a moderate level of potato flavor. Hush puppies are coarse and crisp, with appropriate corn meal taste. A half ear of steamed corn is provided as well. This adds up to a lot of food! I can’t remember seeing Salmon Bellies on any other menu. Don’t let the “bellies” term put you off. These are cut from a fattier section of the fish, which makes them more flavorful and tender. The salmon really doesn’t

Although seafoods get the most attention, the menu offers steaks as well. A member of my party ordered the Wednesday special, Petite Filet Mignon with Shrimp, accompanied by asparagus and mashed potatoes. The tender beef shows solid depth of flavor, cooked just as ordered, the shrimp are tender and fresh tasting, and the vegetables bear appropriate taste and texture. Randy Russell is founder and President of the Full Moon organization. He went to culinary school and gained restaurant experience about 40 years ago in small operations, a diner, then he worked in sales for years. After seeing numerous buyouts that put his employment in jeopardy, he decided to start his own restaurant. The first Full Moon was in Clemmons, backed with partners. The organization has tended to grow personnel from within. Rob Russell, Randy’s son, is VP/Oper-
ations. He started out shucking oysters in Clemmons right after college. Rob Fox moved from the Clemmons location to manage the Jamestown restaurant when it opened in December 2014. The Kitchen Manager there is Jordan Line. He was originally employed as a cook at the Jamestown location, then was promoted about a year later. The Regional Manager is Dennis Copley. He started at age 16 as a dishwasher in Clemmons; he now oversees three properties. Full Moon is definitely a family business. And from a customer’s point of view, there is a family feel to the place as well. Kind of like everybody around the table is family. I’ll be there with friends as often as I can manage in the future. I like this place!
