Council hears more about stormwater utility fee

Dennis and Carol Brooks Water quality maintenance Beginning around Dec. 2-5, Jamestown, surrounding cities and the Piedmont Triad Regional Water Authority utilities will implement a water quality preventative maintenance program that will involve temporarily using chlorine instead of chloramines to disinfect the drinking water. Jamestown officials are expecting chlorine-treated water to reach Jamestown around Dec. 5. The switch to chlorine is scheduled to end the week of May 5, 2024. This temporary, scheduled change in disinfectant is a standard practice in water treatment, since rotating the two disinfectants periodically helps keep water mains clean and free of potentially harmful bacteria. The rotation process is meant to keep the water safe for drinking while optimizing the quality of the water in the system. During this time, some users might notice water taste or odor differences. Specialized industries such as medical facilities offering kidney dialysis, fish tank and pond owners and some businesses that use water in their production process should take precautions and make the required adjustments to their current filtration and treatment systems. If you have questions, please call the Jamestown Town Hall at 336-454-1138. Choice books and gift baskets for sale The Friends of the Jamestown Library will hold a Choice Book Sale and soft reopening of the Corner Book Shop on Dec. 2 and 9 from 10 a.m.-1 p.m. Recently published Choice books are $5 each, cash or check only. There also will be a variety of beautiful gift baskets and lots of jigsaw puzzles available. These make great Christmas gifts. All proceeds go to help the library in multiple ways throughout the year. The renovated Corner Book Shop includes 14 new bookcases. Adding more bookcases and filling the shelves with books will be an ongoing project until totally finished. Your patience as this project is completed is appreciated. Christmas parade There is nothing like the excitement of a parade as it makes its way down Main Street, but for those who cannot attend the parade in person, the Jamestown Rotary Christmas Parade will stream live Dec. 3 at https://www.youtube.com/watch?v=y8pdIwbY-44. Letters to Santa The Letters to Santa mailbox is in the lobby of Town Hall. All letters are due by Dec. 8. If a return address is on the letter, Santa will reply. Candlelight Tour Mendenhall Homeplace, 603 W. Main St. in Jamestown, will hold the annual Candlelight Tour Dec. 9 from 6-8 p.m. Admission is $10 at the door. Enjoy hot chocolate and cookies at the Madison Lindsay House on the grounds. Live Nativity For more than 10 years, members of Lutheran Church of Our Father have hosted a live drive-through Nativity scene to help the community celebrate the Christmas season. Kayaking as a sport leads to adaptive teaching By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com For 30 years Bev Paddock and her husband Cliff have enjoyed the sport of kayaking. Looking for something to do after retiring from a 40-year career in diabetic education, the Jamestown resident realized many of the same skills she used then could be used to assess people’s abilities and teach them how to kayak safely. Five years ago she became a L2 kayak instructor with the American Canoe Association. Two years ago, she attended an Endorsement Workshop and began teaching adaptive kayaking. “I love teaching all classes, but working with the adaptive classes is my passion,” she said. “The first year we put 13 people on the water. Jamestown Rotary supports Feeding Lisa’s Kids

Looking at this point in the previous fiscal year, revenue is up $85,593 this year. Expenses are 69 percent less that the previous fiscal year. Volunteers from the Feeding Lisa’s Kids program, which was started by Southern Roots owner Lisa Hawley, gather on the first Wednesday of each month to distribute food to those in need in the greater High Point area. November found them making a second distribution — turkeys and all the trimmings — just in time for Thanksgiving. The Jamestown Town Council had a short agenda for its Nov. 21 meeting, but it still lasted almost one-anda-half hours. This value has been calculated at 4,000 sq. ft. Therefore, each residential customer will be billed 1 ERU or $5 per month. “Commercial/Industrial customers will be billed based on the actual amount of impervious surfaces located on their property. For example, if a commercial property has 200,000 sq. ft. of impervious area, that total would be divided by 4,000 (1 ERU). In this case, 200,000/4,000 = 50 ERUs. 50 ERUs x $5 = $250/month for that property.” A portion of the proposed ordinance states it will address the stormwater management needs “… including but not limited to the continued implementation and management of the State mandated NPDES phase 2 stormwater permit and management of structural and natural stormwater and drainage systems with the overall goal of safeguarding the public health, safety, and general welfare of Jamestown citizens and protect water quality and aquatic resources.” At the Oct. 24 Town Council meeting, Robby Stone, public services director for the City of High Point, discussed the operation of the Eastside Wastewater Treatment Plant. At the same meeting, Gregory Flory, executive director of the Piedmont Triad Regional Water Authority, discussed the operation of PTRWA. Prior to the November Council meeting, the Town hosted a Stormwater

Symposium open house so concerned residents could speak to representatives of Blue Stream Environmental regarding why a stormwater utility fee is necessary. Lindsey Lengyel of Blue Stream also addressed the Council that evening. She has worked with the Town since 2021 to research the stormwater problem and offer solutions. “When Greensboro enacted the fee, residents complained [and asked] why they had to pay the fee if it hadn’t rained in months,” Lengyel said. “The fee pays for the compliance of the Town’s stormwater permit. “Many residents think this will pay for a stormwater issue or stormwater pipe or fix a catch basin but most of this is really funding the compliance of the permit. “ She added that the Town is required to six minimum measures to comply: public outreach and education (like the meeting just before the Council meeting), public involvement like a creek event or litter cleanup that involves the community, elicit discharge detection reporting that includes inspection, reporting documentation, construction site cleanup, post construction inspection, and good housekeeping and pollution prevention. The latter includes training the staff how to identify elicit discharges, how to do dry weather screenings at outfalls and making certain landscapers have a pesticide license and proper storage. “So much of the fee is going to all this and not towards ‘It rained tonight and flooded my driveway,’” Lengyel said. “Most towns the size of Jamestown and

Blue Stream Environmental will be in the lobby at Town Hall during Christmas on Main Dec. 6, 13 and 20 to answer questions. A quorum was in attendance to vote but since Councilmember Rebecca Rayborn was absent, Mayor Lynn Montgomery proposed continuing the public hearing until the Dec. 18 meeting so Rayborn could offer comments and vote. Other councilmembers agreed. If approved, the Town would begin billing new Stormwater Utility Fee Jan. 1, 2024. manager’s report Johnson reported that over 40 tons of leaves have already been collected during three circuits of the town. Stephen McCoy Harvell
JAMESTOWN — Mr. Stephen McCoy Harvell, 84, resident of Jamestown, passed away peacefully surrounded by his family on November 13, 2023, at High Point Medical Center. He was born June 11, 1939, in Guilford County, a son to Charlie T. and Georgia Anna Hall Harvell. As a resident of this area all his life, he was a longtime employee of Dorsett Printing and was a member of Bales Wesleyan Church in Jamestown. He loved sports, especially football and basketball, always pulling for the Panthers and Tar Heels. He also loved NASCAR and watching wrestling. In 1959, he married the former Eunice Irwin, who preceded him in death in 2018. His sister, Nancy Kidd, also preceded him in death. Surviving is his daughter, Sherry Yacuzzo of High Point; a son, Stephen Michael Harvell and wife Karen of Lexington; a brother-in-law/son, Charles Irwin and wife Andrea of High Point; two brothers, David Harvell of Jamestown and Larry Harvell and wife Bonnie of Harkers Island; four grandchildren, Michelle Tenpas and husband Austin, Marina Harvell, Emily Yacuzzo and Shea Johnson and husband Adam; and two great-grandchildren. Funeral services were held at 11 a.m. on Saturday, November 18, at Bales Wesleyan Church with Rev. Carl Pulliam officiating. Interment was held Tuesday at Guilford Memorial Park Cemetery in Greensboro. The family will received friends from 6-8 p.m. Friday, November 17, at the Cumby Family Funeral Service in High Point. from the Jamestown Rotary Club to Feeding Lisa’s Kids. “Rotary District 7690, which our club belongs to, puts up grant money for a worthy cause that a club has to match,” Swan said. “In 2018 and 2019 we received grant money, $1,657 and $1,786 respectively, that was used to purchase fresh fruit for families in need and distributed through Feeding Lisa’s Kids. “Our first golf tournament to support the program was in 2018. Every year since, the proceeds from our golf tournaments have gone to support this program.” In 2021, the Rotarians renamed the golf tournament the Bow Stafford Memorial Golf Classic and have raised thousands of dollars to donate to Feeding Lisa’s Kids. Hawley first realized there was a food shortage among some of the students while visiting her children’s school. She discovered several of the children were saving food from their lunch to take home for their supper. She decided to do something about the situation and set up Feeding Lisa’s Kids. This program is all volunteers and is currently administered by Wesley Memorial Methodist Church. Originally, food items were collected and sorted into boxes to be distributed to families. Now the program is supported through donations and Hawley purchases the needed food. December will see distributions like the ones in November, on the first Wednesday of the month and again closer to Christmas.

cONtiNUeD frOM frONt disabilities who want to learn paddling strokes, techniques and safety that can lead to more inclusive paddling opportunities. “GetOutdoors is known for wanting to teach people,” Paddock said. “Our goal is to move participants up.” The classes have a one-onone safety ratio with most of the instructors L2 certified. Other volunteers who serve as safety boaters have kayaking experience. “All volunteers are safety boaters, but not all are instructors,” Paddock explained. From May to September, kayak classes are taught on a lake. Classes have been held on Lake Higgins in Greensboro,
which has an inclusive dock, Oak Hollow Lake in High Point and Salem Lake in Winston-Salem. Using different lakes allows the kayaking programs to serve more communities and gives people the opportunity to paddle on more lakes. On other months kayaking is done at the Ragsdale Family YMCA pool. Each one-time class lasts approximately one and a half hours, but participants may sign up for as many classes as desired. “I do phone assessments before each class to determine what type of boat or equipment is needed,” Paddock said. “Sometimes I find someone who needs to do tandem paddling. I also find
older participants with no physical issues who want to paddle. “My vision is to have adaptive and inclusive programs. There are things we do on the adaptive gamut that can be used in the aging process.” Paddock attends adaptive events to market the kayaking programs. She says Greensboro Parks and Recreation has been very supportive of it by advertising the programs on its website. It has purchased tandem boats and other adaptive equipment to use at Lake Higgins. Adaptive & Inclusive Recreation puts the class dates on its calendar and High Point and Winston-Salem recreation departments advertise the pro-
gram to people with disabilities. “We also communicate with different support groups such as Parkinson’s,” Paddock said. Due to the popularity of the programs, more volunteer safety boaters with experience in kayaking are needed to allow more people with disabilities the opportunity to kayak. “The cool thing is seeing the smiles of people when they get on the water or when they do not want to get off,” Paddock said. “The interest and networking opportunities in the adaptive program have been way more than I expected. Now I am also interested in working with adaptive camping.”
Using a wheelchair has not kept Mark Springfield from enjoying time on the water in a kayak. In fact, he has participated in a number of the adaptive kayaking classes offered through GetOutdoors Pedal and Paddle and is now working toward becoming a safety boater volunteer. “I work with the Disability Advocacy Center in Greensboro,” Springfield said. “We serve five counties including Guilford, Alamance, Caswell, Rockingham and Randolph. We push anything that supports independent living and helps people with disabilities have equal services and opportunities.” Springfield attended school for sports therapy and sports medicine and is now certified in sports medicine, search and rescue, construction management and remodeling for people with disabilities. When Springfield learned about the adaptive kayaking program through Greensboro Parks and Recreation he wanted to be part of it. “I can show others with disabilities that they can still do things and enjoy outdoor water sports,” he said. “Bev [Paddock, an adaptive kayaking instructor] has been a great mentor and role model to me. Everyone on the staff has helped.” In the past, Springfield used to canoe but had not done anything like that since becoming disabled four and a half years ago. He admits he was afraid his first time on the water in a kayak. “Everyone was patient with me and I learned how to do it,” he said. “Now I can go with my consumers [clients of the advocacy center] and can reassure them.” Springfield recently completed his first deep-water self-rescue for which he had to rely on his upper body strength. “It took a lot of thinking, strategy and self awareness to complete Springfield said. “Participating in the adaptive kayaking program has helped my self-confidence and allowed me to give others hope they can do it as well. I want to help the program grow to be bigger and better.”
