Executive Summary The Trustees of York College of Pennsylvania (YCP) are excited to announce the search for the College’s fifth president. They seek an inspirational leader who will engage our enthusiastic and supportive community, build on the College’s outstanding success, strengths, and reputation, and enhance the College’s legacy of positive impact on the lives of students, alumni, and the region. A private, four-year college on 190 picturesque acres in the city of York in southeastern Pennsylvania, the College is known for its focus on experiential learning and community engagement. It serves 3,500 undergraduate and graduate students in more than 70 baccalaureate majors, along with 30+ professional graduate degree and certificate programs. Deeply rooted in the liberal arts and recognized for excellence in its professional business, education, engineering, and nursing programs, York is ranked among the nation’s Best Value Schools by Niche. The College’s robust recreation and athletics program is among the best in the region, and is home to 24 NCAA III Division sports teams and 30+ intramural sports. Role of the President The president of York College of Pennsylvania is the chief executive officer of the institution and is responsible for articulating and leading the pursuit of an aspirational vision that will set York College apart as a leader and innovator in higher education and in the greater York community. The president reports directly to the Board of Trustees and provides overall leadership and management of the enterprise, oversight and direction of Strategic Plan 2.0, and effective stewardship of the College’s resources in service to its mission of preparing its graduates for productive and purposeful lives. The president’s principal duties are to: • Articulate the mission and core values of York College and establish a culture that drives the College’s strategies; • Ensure that the College presents high-quality diverse undergraduate, graduate, and postgraduate academic offerings aimed at the achievement and success of its students; • Work closely and collaboratively with the Board of Trustees in regularly reviewing and refining York’s strategies for continued growth, success, and fiscal sustainability; • Lead faculty, staff, and administrators to pursue focused goals in a clear, purposeful way, including those that address the ever-changing student needs, teaching, experiential learning, academic scholarship, programs of service and leadership, and the enhancement of dedicated faculty and staff; • Strengthen and build partnerships with local, regional, and state community leaders, and elected officials to further their appreciation and investment in York College; • Encourage alumni engagement in the College and its activities; • Serve as the institution’s chief advocate and fundraiser; and, • Model the College’s mission and values.

Vision Over the last decade, York College has vigorously pursued its vision to become a “premier destination for students” and to be “a catalyst for positive change in higher education and the broader community.” The College’s next president will join an institution in motion, building on the success of its first comprehensive campaign, which far exceeded expectations, a culture and practice of planning and execution, a passionate and enthusiastic community eager to engage with new leadership on charting the course forward, and a rich network of relationships and community support. An anchor institution in the city of York and York County, the College occupies an important servant leadership role, serving as an economic, cultural, and social nexus for the region. Its history of experiential and hands-on learning, preparing students for lifelong learning and successful careers, has proven essential to the region’s business, healthcare, government, and nonprofit communities. As the campaign demonstrated, a growing number of alumni of this relatively young institution are seeking to engage with the College. Strategic Plan In May 2022, the York College Board of Trustees approved Strategic Plan 2.0 (SP2.0), which is intended to build upon prior plans while guiding the College’s evolution to ensure graduates are prepared for a changing landscape. SP2.0 allows the College to pivot to meet the needs of future students through three areas of focus, each of them informing the next president’s strategic priorities while providing room to pursue new ideas and initiatives: Experiential learning and high-impact practices

Experiential learning and high-impact practices have long defined a York College education and are among its historic strengths. The College is well-known for strong programs that produce graduates who are well-prepared to meet the needs of the region’s and nation’s employers. The region’s population is both growing and diversifying along multiple fronts. SP2.0 anticipates this dynamic environment and maps out a number of objectives that will strengthen the College’s ability to serve its current and future students as well as employers. The next president must ensure that the College continues to evaluate and invest in academic excellence and that its faculty and staff can deliver high-quality programs and student experiences. SP2.0 and a Middle States accreditation process beginning in 2023 will serve as frameworks for continued dialogue and assessment of the College’s mission, vision, future direction, and organizational ability to meet its strategic goals. The faculty and staff would welcome a president who will engage them as collaborators in strengthening existing programs while developing new ideas and innovative approaches that will distinguish the College both as a national leader in experiential learning and high-impact practices and as an outstanding citizen in service to its community.

Enrollment and student success York College has invested strategically in its campus and programs over the past ten years to strengthen its ability to attract and serve students, from its beautiful facilities and strong athletic programs to a strong suite of programs, spanning the liberal arts, sciences, business, engineering and professions like nursing and criminal justice. Yet, like most of higher education, York College’s enrollment has been impacted by increased competition for traditional-age undergraduate students, a dynamic economy, demographic shifts, and the COVID pandemic. It will be essential for the president to leverage the College’s outstanding regional reputation and relationships to gain broader national visibility through enhanced marketing and branding efforts. Among the major priorities and goals in SP2.0, the next president will be expected to ensure the College not only develops and executes an effective sustainable enrollment management plan, but that it also builds the infrastructure, staffing, and programs to serve and retain the students when they arrive. A number of priorities in the campus facilities master plan have the potential to aid recruitment and retention efforts. Additional potential lies in the recruitment and retention of a diverse and non-traditional student body. Organizational resilience York College has successfully navigated higher education’s challenges by remaining true to its mission focus on students; professional, graduate, and career-ready opportunities; launching its entrepreneurial ventures; and safeguarding and building its asset base. The College benefits from a rich mosaic of external relationships and partnerships, outstanding faculty and staff, loyal alumni, and flexible financial and capital resources, all of which have fueled organizational resilience. Decreases in enrollment over the past five years coupled with the College’s commitment to a low-cost, high-quality model have contributed to an operational deficit that needs to be addressed with a long-term financial plan, one of the priorities in SP2.0. The remarkable success of the comprehensive campaign is an indicator of untapped potential among the College’s alumni and donor base, and its new ventures with the Knowledge Park and other initiatives hold promise for attracting further investment from the College’s partners. The next president will be expected to serve as the College’s chief advocate, fundraiser, and relationship builder, maximizing access to the people and resources that will enable York College to reach its ambitious goals.

Relational leadership and talent management York College’s people are its most valuable assets. This tight-knit community will welcome a president who leads and manages by establishing trust, building relationships, and communicating both effectively and transparently. A successful president will leverage existing talents among the faculty and staff in new and creative ways in order to develop solutions to current and future challenges. The College instituted a five-school and dean structure for the first time just prior to the pandemic that is still evolving toward distributed decision-making responsibility and accountability in an environment that values shared governance. The president will be expected to promote the recruitment and retention of outstanding faculty, staff, senior administrators, and volunteer leaders while maintaining a communication and decision-making culture informed by data.

Professional Characteristics and Personal Qualities The incoming president will be an energetic, inspirational, decisive leader with the competencies and skillset that align with York College’s mission, values, and strategy. The president should demonstrate strong financial acumen, the ability to build and retain a talented team, effective decision-making skills, and the capacity to maximize the College’s access to resources. The president must also be a consummate relationship builder and a community-minded individual who thrives on and derives inspiration from York College’s extended family. An earned terminal degree and a record of teaching, scholarship, and service commensurate with an appointment to the York College faculty at the rank of professor are preferred. Leaders from within and outside higher education demonstrating a notable track record of success will also be considered. In addition, the next president of York College of Pennsylvania should possess the following: Minimum qualifications • A distinguished record of accomplishment and demonstrated leadership skills at a senior management level in a comprehensive/ regional college, university, or other organization, with an appreciation of the values and objectives that emphasizes quality teaching as a primary purpose; • Demonstrated ability to serve as spokesperson for York College representing the value of higher education, locally, regionally, and nationally; • Experience in building and promoting an inclusive campus culture that values diversity; • Commitment to undergraduate, graduate, and professional education; • Ability to work effectively with the Board of Trustees; • Respect and work with a tradition of shared governance with faculty, and collaboration in which staff, administration, and student organizations each play a role; • A track record of implementing innovative approaches to enrollment growth by attracting and retaining traditional and nontraditional students; • Evidence of ability to communicate effectively and transparently at all levels with faculty, administration, staff, students, families, alumni, legislators, community leaders, and other external constituents; • A track record of being student-centered with an interest in and willingness to engage the student body in many and various ways;

History
Presidents of York College of Pennsylvania
Founded in 1787, York College of Pennsylvania’s history has been one ripe with innovation brought about by incremental advances in teaching and learning. The College traces its lineage to three institutions—York County Academy, York Collegiate Institute, and York Junior College— all of which shared a pragmatic approach, educating students to assume leadership roles in the local community and beyond. From religious instruction to college-prep courses, to opening the doors of higher education to returning veterans, the education each institution offered earned them respect and support. In 2018, York College celebrated fifty years as a four-year institution. York College of Pennsylvania was established through community support in 1968 to serve a growing population with a new mission including granting four-year degrees and providing residential opportunities for students from beyond the local area. New programs, facilities, and faculty signaled a different era.

Supporting students’ academic and personal success York College’s Student Success Division provides the support that students need to perform at their best, both academically and personally. The components of the Division include the Academic Advising Center, which pairs advisors with students from the start to guide them on their academic and career path; the Academic Support Center, where students get help reaching their academic goals through tutoring services, academic coaching, and supplemental instruction; the Community Scholarship Program, which identifies and prepares a group of York City youth as future business and professional leaders for the York community; Student Accessibility Services, dedicated to serving the needs of students regardless of disability by providing a quality learning experience; the Study Abroad Center, which helps students find international opportunities to meet their personal and professional goals; Undeclared Student Advising, for students who need guidance to pick their academic program; and the Writing Center, where students receive feedback and help on their writing. Degree Planner is a tool shared by students and academic advisors for creating and managing academic plans, monitoring progress toward graduation, and facilitating more productive advising meetings. Academic opportunities York Country Day School (YCDS) York Country Day School is an affiliate of York College. As the premiere private day school for grades Pre-K-12 in the region, YCDS offers an enhanced education experience with academics in arts, engineering, robotics, and an opportunity to enroll in courses at York College. With over 65 years of excellence, YCDS encourages students to develop a love of learning that will motivate them to continue to seek knowledge and acquire understanding throughout their lifetimes. To this end, YCDS encourages students to take an active role in the learning process. Throughout their years at York Country Day, students develop the skills necessary for independent inquiry, critical thinking, and creative expression. They are committed to maintaining a challenging academic program designed for students who possess high-academic goals. YCDS recognizes the uniqueness of each individual child and strives to help each fulfill their potential. Generation Next (General Education) Generation Next allows students to explore a variety of academic areas so that they learn more about topics of personal interest as they develop a breadth of knowledge that complements their major. International Opportunities York College was selected in 2019 to participate in the American Council on Education’s (ACE) Internationalization Laboratory, which helps institutions develop strategies for comprehensive internationalization efforts that align with their mission and vision. Career Development Center Career Development Center staff works closely with students to identify how their interests, skills, values, and personality are essential as they explore career fields and gain experiences to find their path. Governance and Accreditation York College is governed by a Board of Trustees, which currently numbers 23 active members, not including nonvoting emeritus members. The Board elects Trustees for renewable three-year terms. The Trustees meet three times a year, and the Executive Committee of the Board meets six times a year in months when the full Board is not meeting. The Board has nine standing committees: Executive Committee, Finance Committee, Audit Committee, Investment Committee, Advancement Committee, Academic and Faculty Affairs Committee, Student Life Committee, Facilities Committee, Trusteeship Committee, and a new ad hoc committee on Strategic Initiatives, Enrollment, and Marketing. York College also has two advisory councils—the Center for Community Engagement Advisory Council and the York Country Day School Advisory Council. With the creation of the GCCI, York College is distinguishing itself from other institutions by providing a Center for educational research and development. Here, ideas are generated and shared that drive innovation in all facets of the institution. The Center supports collaborative solutions across schools, bringing together faculty and administrative units toward shared problem-solving. The GCCI serves as the unifying element for three interconnected campus entities: 1) the Engaged Scholars and the Graham Collaborative Innovation Fellows, a corps of innovative student leaders from diverse disciplines who learn through real-world experiences; 2) the Center for Academic Innovation that develops, supports, and encourages faculty to make high-impact educational practices and digital pedagogy central features of a York College education; and 3) the Knowledge Park, a learning laboratory that enhances opportunities for students and faculty to interact with local businesses and organizations.
Center for Community Engagement The Center for Community Engagement (CCE), home of the Arthur J. Glatfelter Institute for Public Policy, serves as a center for fostering connections between York College and the community at large. Two downtown York locations—the CCE and Marketview Arts, a hub for culture and creativity—provide a variety of spaces for York College classes, meetings, and art exhibitions. The CCE also partners with local organizations to host community events in both downtown venues. Past events include Downtown Inc’s Business Series workshops; First Friday Latino; and health summits organized by Family First Health and the city of York Bureau of Health.
York College Community Opportunity Scholarship Program (YCCOSP) The York College Community Opportunity Scholarship Program (YCCOSP) began in 1989. This unique, locally founded leadership development scholarship program is administered by York College of Pennsylvania, in conjunction with the Crispus Attucks Association and the York City School District. YCCOSP provides a selected group of promising and deserving students in the York City School District the opportunity to attend college regardless of financial circumstances, and to promote and assist with career and leadership opportunities in their home community.
Community and Economic Impact Report York College has created a Community and Economic Impact Report to share the effects of its reach and contributions on the local community. The Report is a summary of the economic, social, and cultural impact of the College that presents a number of key findings and provides an overview of some of the many and varied ways in which the College, its staff, and students generate economic benefit and wider social and cultural value.

Undergraduate Enrollment Admissions Profile - Class of 2026 York College’s Class of 2026 includes more than 900 students from 20+ states and Washington, D.C. Students come from as far as California and Oregon in the west; Florida, Alabama, Virginia, and North Carolina in the south; Kansas and Michigan in the Midwest; and Massachusetts and Connecticut in the North and East. Twenty-six percent of students come from the Mid-Atlantic States of New Jersey, Maryland, New York, and Delaware. Sixty-nine percent of students come from Pennsylvania. This year, York College welcomed students with many international backgrounds and citizenships, including students from Brazil, Canada, Chile, Dominican Republic, Egypt, Haiti, Kyrgyzstan, Lebanon, Mexico, Morocco, Nepal, Nigeria, Philippines, South Korea, and Tajikistan. Six students ranked #1 in their high school class. Thirty-five percent come from the Top 25% of their high school class academically; 15% are from the top 10%. The average GPA is 3.5. Early Decision brought 19% of the Class of 2026 to York College. More than 20% of transfer students are from out-of-state and international. Athletes make up 15% of the class, 20% or 157 of our first-time student class members had a relative attend York College, and five sets of twins chose to enroll as Spartans!

Organizations range from academic honor societies to Greek Life, from drama to publishing, from exploring cultures to participating in student government. Athletics York College has 24 NCAA Division III athletic teams, including men’s teams for baseball, basketball, cross country, golf, lacrosse, soccer, swimming, tennis, track and field (indoor and outdoor), and wrestling. Women’s teams compete in basketball, cross country, field hockey, golf, lacrosse, soccer, softball, swimming, tennis, track and field (indoor and outdoor), volleyball, and women’s wrestling (beginning in Fall 2023). York has been a member of the Middle Atlantic Conference (MAC) Commonwealth since the 2020-2021 academic year. During its first two years with the MAC, the College earned 9 team championships, 7 Coach of the Year awards, 12 MAC Player of the Year/Positional Player of the Year awards, and four MAC Rookie of the Year awards. Prior to 2020-2021, the Spartans competed in the Capital Area Conference (CAC), a league they helped found in 1989. They left the CAC after 29 years of successful competition that included 33 team championships, 49 Coach of the Year honors, 37 CAC Player of the Year award winners, and 57 Rookie of the Year honorees. York’s nearly 500 student-athletes often represent some of the College’s strongest academic achievers. In 2020-2021 and 20212022, the overall GPA of student-athletes was 3.41. Student-athletes also have a higher retention rate and graduation rate compared to the general student body.

Located in the heart of south-central Pennsylvania and just north of the Mason-Dixon Line, York is a geographic, historic, and cultural crossroads of the East Coast. Forty percent of North America’s population is within a four-hour drive. Interstate 83 offers easy access to Harrisburg International Airport, Route 30 (America’s first highway), Interstate 95, and Interstate 76 (Pennsylvania Turnpike). York is nestled between Philadelphia and Washington, D.C. (two-hour drive); Baltimore, the second largest East Coast port (45-minute drive); Harrisburg, the state capital, (30-minute drive); and the Delaware and Maryland shores (three-hour drive). A hub of industry and manufacturing with a growing arts scene, York is a perfectly sized city (population 45K) abundant with opportunities for connection, collaboration, and professional growth. Its downtown area hosts a diverse group of restaurants, shops, and galleries, as well as Central Market. Historic buildings, including the restored Golden Plough Tavern built in 1741, line the streets; the city of York was the birthplace of the Articles of Confederation and the site where the words “The United States of America” were first spoken. With a population of 447,628 according to the 2020 census, York County is one of the fastest growing counties in Pennsylvania and the fastest growing county in the Commonwealth, attracting 20 to 35-year-olds. It features a rich array of medical and educational, manufacturing, agricultural, construction, professional, and tourism services and jobs. Among the many attractions in downtown York are the Appell Center for the Performing Arts, York Symphony Orchestra, Goodridge Freedom Center and Underground Museum, and York Revolution Professional Baseball.

York College in the City York College attracts both residential students and visitors to York. Of the 3,500 students who attend York College each year, more than half live on campus and often patronize local businesses. From fall 2017 to spring 2019, more than 15,000 individuals visited the College campus. Visitors often stay in nearby hotels and enjoy local restaurants, shops, and attractions. The College’s two facilities in downtown York, the Center for Community Engagement and Marketview Arts, attract visitors by renting space for private functions and community events. Marketview Arts also supports local artists by facilitating artwork sales and renting studio space.
Partnering for Progress York College is a partner in the 1.4-mile Codorus Greenway, a $75-million transformation of the Codorus Creek through the City of York’s neighborhoods and downtown. Beginning adjacent to the College’s Knowledge Park and extending downstream to People’s Bank Park, the Codorus Greenway will include multi-use trails, riparian buffers, reconstructed flood walls, boat launches, and new public access points directly connecting to affordable and market-rate housing, educational institutions, the central business district, and the City’s primary public transit facility. York College Hospitality Management faculty and students collaborated with the leaders of the Yorktowne Hotel renovation project. The historic 11-story hotel, located in downtown York, will reopen as part of the Tapestry Collection by Hilton. Through projectbased learning, students observed how the team of professionals planned and implemented the renovation of the hotel. Others contributed to the planning of a training program for hospitality workers.

Finances Budget, Financial Position, Bond Rating York College of Pennsylvania had operating expenditures of $110M in FY 2022, $4.7M of which were one-time, pass-through HEERF aid payments to students. (From FY 2020 through FY 2022, the College received three allocations of HEERF funding.) The College consistently ran operating surpluses until FY 2020 when, due to COVID-19, it ran an unrestricted operating deficit of $76K. In FY 2021, the College posted an unrestricted operating surplus of $3.2M, and in FY 2022, it posted a $1.9M unrestricted operating deficit. York College, including York Country Day School (YCDS), employs 226 professional administrative staff personnel (192 FT, 34 PT) and 171 service personnel (105 FT, 66 PT) to support its academic, student life, and auxiliary programs. There is no collective bargaining unit or other labor union representative on campus or at YCDS. At the end of FY 2022, York College’s pooled investments market value was approximately $237M. Its endowment spending policy is 5% of the three-year annual moving average market value of its pooled investments. York College continues to maintain a strong balance sheet and has an A- bond rating from Standard & Poor’s as of July 2022.

Enrollment, Tuition, and Financial Aid York College recently embarked on the development of a comprehensive cross-divisional, five-year Strategic Enrollment Management Plan focused on addressing the demographic shifts impacting our region by stabilizing first-year student enrollment while growing graduate enrollments. The College’s first-year enrollment for Fall 2022 increased by 3% compared to the incoming class for Fall 2021. With the addition of several new graduate programs, the College’s graduate enrollment has been increasing, which has partially offset the recent decline in undergraduate students. Fundraising The EVOLVE Campaign is York College’s first comprehensive campaign in the 230+-year history of the institution. Begun in 2017 with seven philanthropic priorities—Graham Center for Collaborative Innovation, Academic Excellence and Innovation, Spartan Commons, York College Fund, Athletics, York Country Day School, and Scholarships—the Campaign was launched with a $50-million goal. The largest campaign in York’s history prior to the EVOLVE campaign was $21 million. The EVOLVE Campaign will wind down at the end of 2022, six months early. While final totals are yet to be determined, the generosity of the York community has been outstanding, with more than $85 million raised. The success of the Campaign will be celebrated with a campus picnic for all donors on April 29, 2023. In addition, President Pamela Gunter-Smith will travel across the country for the first six months of 2023 to thank donors and show them the return on their philanthropic investment. Over 10,000 donors supported the EVOLVE Campaign. Nearly 3,500 of those donors were York College alumni. Additionally, more than 6,000 donors made their first-ever donation to the College. Finally, in a true demonstration of generosity and trust in the future of York College, 512 individuals and organizations made philanthropic investments of $10,000 or more.

Campus Facilities and Master Plan Campus Facilities York College’s campus sits on 190 acres and includes 79 buildings (30 residence facilities and 17 academic and administration) for a total of 1,752,073 square feet of space. In addition, the College owns a shopping center adjacent to campus and two downtown properties, the Center for Community Engagement and Marketview Arts. York College has invested $225 million in recent facility improvements to residence halls, laboratories, classrooms, athletic and fitness facilities, and a performing arts center. While much of this was supported through donations and grants, the College has $100 million in outstanding debt (65% is fixed-rate) primarily related to funding residence hall construction. The average age of the plant is 11.9 years.
Knowledge Park
Current Projects Knowledge Park - The Knowledge Park is a learning laboratory that will enhance opportunities for students and faculty to interact with local businesses and organizations. It is being constructed on the 40-acre site of the 200-plus-year-old Schmidt & Ault paper mill, with support from a Pennsylvania Redevelopment Assistance Capital Program grant through the Department of Community and Economic Development.
Mill House
Mill House - Part of the Knowledge Park complex, the Mill House is being renovated to house the Graham Center for Collaborative Innovation. The project is expected to be completed by the end of the 2022 calendar year. Expansion of the Naylor Ecological Building - To provide adequate space for its new Environmental Horticulture major, York College will expand the Naylor Ecological Building, which provides teaching and research labs for ecological students and includes a large aquaria space with an aquaponics system and a controlled growth chamber. Environmental Horticulture majors also have hands-on learning opportunities at Millbourne, a private, 50-acre estate that serves as a learning lab. Fountain Project - York College’s iconic fountain was constructed in 1974 with support from that year’s graduating class. A fundraising campaign partnering with College alumni will update the fountain and the surrounding mall.

Tennis Complex - Phase One. Six new courts of York College’s tennis complex was completed this summer in time to host competitions for the 2022-23 men’s and women’s tennis seasons. When completed, the Complex will include eight courts and a facility with locker rooms, restrooms, and storage.
