If you are having a small contained fire on a grill (maximum 24” x 36”) for cooking purposes, a permit is not needed as long as the fire is supervised. Fire Prevention in the Kitchen The leading cause of house fires in Ontario is cooking. Know how to prevent a cooking fire in your home: • Never leave your cooking unattended, it takes only seconds for a fire to start • K eep a proper-fitting pot lid near the stove when cooking. If a pot catches fire, slide the lid over the pot and turn off the stove. Never use water on a cooking fire—it will make it worse • W ear tight-fitting clothing when cooking to prevent your clothes from catching fire (if it does catch fire: stop, drop and roll – never run!)

Avoid Nuisance Alarms
• Thoroughly clean your stove on a regular basis to prevent food build-up
Here are a few simple steps that could help in eliminating false smoke alarm activations:
• Ensure you have an ABC type fire extinguisher in your home
• Consider moving your smoke alarm if it activates every time the stove is on or if someone is having a shower
• If a fire is getting out of control – leave the house immediately and dial 9-1-1 from a neighbor’s house.
Candle Safety
• Purchase a smoke alarm with a hush button feature on it – this will temporarily silence the alarm, and it will reset itself after several minutes.
• When you go out, blow out! Always blow out candles before leaving the room.
• Keep ovens and stovetop burners clean, use the fan on the range hood when cooking
• Burn all candles in sturdy candle holders or purchase battery operated candles. They look (and even smell) like real candles!
• Clean out crumbs from the bottom of toasters and try turning down the timer setting
• Avoid using candles during power outages, as flashlights are much safer • Keep candles away from combustible materials.
• Consider purchasing a photoelectric smoke alarm – they are less prone to nuisance alarms caused by cooking activities.
Carbon Monoxide Alarms
• Keep candles, matches and lighters out of the reach of children.
Working smoke alarms save lives Most fatal fires happen at night when people are asleep. A working smoke alarm will detect smoke and sound an alarm to alert you, giving you and your family precious time to escape. It is the law that every home must have a working smoke alarm on every level of the home and outside all sleeping areas. If you have children, install smoke alarms in their bedrooms as well. Studies show that almost half of children under the age of 12 will sleep through the sound of a smoke alarm.
Smoke Alarm Maintenance
You cannot see, smell or taste carbon monoxide, but it may be in your home. Carbon Monoxide is produced by gas furnaces, gas dryers, gas stoves, wood or gas fireplaces, automobiles and other fuel-burning appliances. It will make you very sick and can be fatal. You are required to install at least one working carbon monoxide detector in your home. • Install carbon monoxide alarms according to manufacturer’s instructions outside all sleeping areas to ensure that all family members hear it. For added protection, install one on every level of your home. • Replace all carbon monoxide alarms according to manufacturer’s instructions. Detectors older than 7 years need to be replaced. • Test on a monthly basis
• Install and replace smoke alarms according to manufacturer’s instructions • Smoke alarms older than 10 years need to be replaced, even hard-wired ones
• If your detector operates on batteries, or has a battery back-up, replace them at least once a year – when you change your clocks, change your batteries
• Test alarms on a monthly basis
• Treat a carbon monoxide alarm as you would a smoke alarm – get out quickly and then dial 9-1-1
• Replace the batteries twice a year – when you change your clocks, change your batteries, or whenever the low battery warning sounds.
Plan to Escape
• Gently vacuum smoke alarms every six months to prevent build-up of dust and other materials in the detection chamber. For electrically-connected smoke alarms, first shut off the power to the unit, and then gently vacuum the outside vents of the alarm only.
Every second counts in a fire and it is important that you and your family be prepared for the unthinkable in your home: • Draw a floor plan of your house and indicate two ways out of each room; escape routes can be cut off in a fire, so you always need two exits.

Fireworks Safety Fireworks are used in many celebrations, but it is strongly recommended that you leave fireworks to the professionals. Every year there are thousands of visits to hospitals for injuries related to fireworks because few people understand the risks. For those who still choose to display them at home, please refer to Richmond Hill’s Fireworks By-law for more information on restricted dates and times for displays. We also ask that the following safety tips are observed: • Always read instructions and warnings. • Do not smoke while handling or displaying fireworks. • Ensure a stable base for set up in clear and open space. • Check for wind with respect to where spectators are situated. • Keep a bucket of sand, a fire extinguisher and water supply on hand. • Keep spectators at least 25 feet away from the display and ensure that children are supervised. • Handlers should be a minimum of 18 years of age, wearing protective glasses and gloves. • Never attempt to re-light a dud. • Dispose of used fireworks safely using sand and water.

The York Region District School Board is comprised of 12 trustees, representative of all municipalities in York Region. Elected by ratepayers for a four-year term, trustees are empowered under the Education Act to set policy for the operation of all public schools in York Region. Trustees also have budget, personnel and committee responsibilities.
Separate Schools
The taxes you pay each year to the Town go towards the many services the Town provides, as well as a portion for regional services and education. The Town issues two tax bills per year. The interim bill is mailed in January with installments due in February and April. The interim bill is based on 50 per cent of the previous year’s taxes and is shown as a reduction on the final bill. The final bill is mailed in June based on approved tax rates from the Town, Region of York and the school boards. Installments are due in July and September. The full amounts of both the interim bill and the net balance on the final bill must be paid. A breakdown of where your tax dollars go, as well as an online tax calculator are available on the Town’s Website.

Seniors’ Centre
If you recently purchased a newly constructed home, your property may not be fully assessed yet. If this is the case, your property tax bill will be based on the value of the land only. A separate billing, called a supplementary bill, will be issued for taxes relating to the structure portion of the property and the bill will be retroactive to the date of occupancy. It is recommended that you plan for this billing as it will be issued six to 12 months following occupancy and may overlap with the regular billing schedule.
Payment Options There are a variety of ways to pay your property tax bill including: electronically through your bank, in person at the bank, pre-authorized payment programs, by mail, in person at the Town’s Municipal Offices, or by using one of the drop boxes at the Municipal Offices and the Operations Centre. Assessment Rolls Assessment rolls contain information about every property within the Town. They contain the owners’ names and addresses, legal descriptions of the properties, lot sizes (frontage and square footage), assessed values and the property classes (for taxation purposes).
Budget Preparing and approving the Town’s annual budget is an extensive process involving many members of staff, the Budget Committee of the Whole and Council. The Town publishes its budget annually. Copies of the budget reports are available for viewing at the Town’s Municipal Offices. Copies of the Town’s audited statements for the previous year are available from the Corporate & Financial Services Department and on the Town’s Website.
The McConaghy Centre, operated by the Community Services Department, offers activities and events for residents who are 55 years of age or older. Drop by and become a member to receive many benefits, including: • free workshops; • priority registration for all Seniors’ Centre programs and special events; • free seasonal brochures; and • free admission to daily drop-in programs. Other activities and programs available include badminton, bingo, bridge, euchre, cribbage, fitness programs, dance classes, snooker and candlelight dinners. In order to keep in touch with the concerns and interests of teens, Richmond Hill has a local Youth Action Committee. It is comprised of young members of the community who volunteer their time to assist the Town in providing quality programs for teens. The committee meets regularly, organizing events and discussing issues of importance and acting as a resource to Council. Skate Park In September 2004, the Town officially opened its new Skate Park with an area of more than 2,450 m2 for skateboarders and in-line skaters to ride for free. Located at the northwest corner of Richmond Green Park, it is ideal for all levels of skaters – beginner, intermediate or expert. The park features modular ramps, banks, stairs, ledges and rails, as well as a mini ramp with spine and pump bumps. Just bring your boards and blades! Please note that BMX bikes are not permitted.
