Sask job vacancy rate increases slightly After a year of almost no change, Canada’s private sector job vacancy rate edged up 0.2 percentage points to 2.6 per cent — or 329,900 jobs — in the second quarter of 2017, according to the latest Help Wanted report by the Canadian Federation of Independent Business (CFIB). In Saskatchewan, the private sector job vacancy rate edged up from record lows in 2016 to 2.2 per cent representing 7,500 unfilled jobs in the province. While gaining 0.1 percentage points from Q1 the vacancy rate still remains well below previous peaks. In contrast, in Q2 of 2014, Saskatchewan’s private sector job
vacancy rate was at 3.7 per cent representing 13,000 unfilled jobs. “We are starting to see a growing number of unfilled jobs in most provinces across the country,” said Ted Mallett, Chief Economist at CFIB. “Nationally, the job vacancy rate has regained about two-thirds of the loss it had seen since the advent of the resource price crunch at the end of 2014.”
the biggest climbs in unfilled positions in recent quarters, has a vacancy rate of 2.8 per cent (78,600 jobs) and is followed by Ontario with a vacancy rate of 2.7 percent (134,300 jobs). Weaker labour market conditions, which tend to show up as low vacancy rates, were again prevalent in Alberta which had a vacancy rate of 1.8 per cent, representing 28,500 jobs.
Regional vacancy rates
Industry groupings
British Columbia continues to have the highest vacancy rate in the country at 3.1 per cent representing 56,000 unfilled jobs. Quebec, which has seen
Among broad industry groupings, rising vacancy rates in Q2 were seen in the oil and gas sectors, construction, manufacturing, transportation and hospitality.
In contrast, vacancy rates declined in the information, arts and recreation, finance and real estate industries.
Job vacancies and wages
As with past Help Wanted reports, the Q2 2017 report shows a clear relationship between job vacancies and wages. Businesses with at least one vacancy reported planned average organizationwide wage increases of 2.1 per cent, while those fully staffed reported planned increases of only 1.6 per cent. For detailed tables on vacancy rates by province and by industry see the Q2 2017 job vacancy report.
APAS calls for moratorium on closure of producer car loading sites The Agricultural Producers Association disagrees with the Canadian Pacific Railway’s decision to close at least 10 producer car loading sites in Saskatchewan. In a letter to Federal Transport Minister Marc Garneau, APAS is requesting a moratorium on the closure of producer car loading sites until a full review of railway costs is completed. The letter also requests legislative changes to ensure that the closure of urban and rural sidings are subject to the same requirements. “Producer car loading is an important source of competition and innova-
tion in Saskatchewan’s agriculture industry,” said APAS President Todd Lewis. “Shipping grain by rail is far more cost-effective than hauling grain long distances by truck and results in a much smaller carbon footprint.” Lewis also pointed out that once a loading site is listed for discontinuance, it is extremely difficult to have the site re-listed for service at a later date. “Although demand for producer cars has declined in recent years, our industry is very dynamic,” Lewis said. “There is the potential that crop diversification and increased production could lead to more
demand in the future. This demand will not be met if producers lose access to their local rail sidings.” Grain producers have a legislative right to order rail cars through the Canadian Grain Commission under the Canada Grains Act. This is to ensure that producers have meaningful access to market their grains using Canada’s rail network. However, in the last decade, Canadian railways have been closing public loading sites at an accelerated rate. If these closures proceed, the number of loading sites on CP rail lines in Saskatchewan will be reduced to 26, down

Although the number of sidings have decreased dramatically over the years, the railways are currently compensated for maintaining the same number of sidings that existed in 1992. “The Maximum Revenue Entitlement program’s formula is clearly out of date,” Lewis said. “What we are saying to the Minister is no more closures until we get a costing review to bring it in line with today’s operating environment.” Under the Canada Transportation Act, railways can close a loading site after 60 days of publi-

By Cindy Elavsky Q: I just finished binge-watching “Glow” on Netflix, and I have to know if it will be back for another season. — Frank C., Albany, New York A: “Glow,” which premiered on the streaming network in June, will indeed have a 10-episode season two. The exact date has not yet been announced. For those unfamiliar with the series, the based-on-real-lifeevents wrestling comedy is set in 1985 and centers on Ruth Wilder (played by “Community” alum Alison Brie), a struggling actress who stumbles upon her latest gig of starring in a new concept entertainment series about women wrestlers, aka the Gorgeous Ladies of Wrestling (GLOW). Q: I saw a commercial on PBS for a movie called “Farthest.” Can you tell me what that’s about? — Kenny T., via email A: My New York colleague, Michael Dressel, attended the press screening of the documentary for me. Here’s what he reported back: “’The Farthest’ celebrates 40 years (and counting) of the Voyager interstellar mission. The twin unmanned spacecraft, each no larger than a compact automobile, launched in 1977 on a ‘grand tour’ of the outer planets of the solar system — Jupiter, Saturn, Uranus
Alison Brie in “Glow” and Neptune. “The two-hour film features interviews with the Voyager mission team, capturing the tension and elation of a historic mission that sent back unprecedented data and imagery. The film is both an adventure story and an aspirational tale, one in which mankind hopes to find something of itself in the vastness of space. Throughout its far-flung odyssey, the Voyager mission is an emblem of hope and human curiosity. “Included on each craft is a pressing of the Golden Record. Made under direction of famed astronomer Carl Sagan, this message in a bottle — a primer of life on Earth for any extraterrestrial being that might encounter it — includes music from Beethoven to Chuck Berry, messages of greeting, nature sounds and pictures of Earth and its inhabitants. “In one particularly poignant moment, the Voyager craft, its mission complete, turns its camera back to capture Earth as a pale blue dot in the
expanse of space, now one of the most famous images of our planet, which Sagan poetically described as the place where ‘everyone you love, everyone you know, everyone you ever heard of, every human being who ever was, lived out their lives ... on a mote of dust suspended in a sunbeam.’” Q: When will “Vikings” be back? It seems like forever since there’s been a new episode. — Gian W., via email A: I know the wait seems long when it’s an awesome show like the Travis Fimmel-starring historical drama. Travis plays Ragnar Lothbrok, a farmer who rises to fame by successful raids into England, and eventually becomes a Scandinavian king. “Vikings,” which is based on historical events, will be back for 20 new episodes when season five premieres Nov. 29 on the History channel. DEAR DR. ROACH: I am plagued with canker sores. I get four to five outbreaks a year. The products that are sold to heal them do not help much. Do you know of a mouthwash that could be used to prevent or maybe reduce the severity of canker sores, and what would you recommend for use on canker sores? What, in your opinion, causes them? — J.H. ANSWER: Canker sores, also called aphthous ulcers, are painful sores that are located in the mouth. When they keep coming back, as in your case, it is called recurrent aphthous stomatitis (“stoma” is the Greek word for “mouth,” and is sometimes used for surgically created openings). While it isn’t clear why they occur, there have been studies that show there may be a defect in immune function in people with RAS, making it similar to Behcet’s syndrome. It may be associated with celiac disease and inflammatory bowel disease, and it can be triggered by many things, including stress, food and drug hypersensitivity and trauma. The most common effective treatment I know of is a medium- or highpotency topical steroid. It can be prepared specifically for use on aphthous ulcers, such as Kenalog in Orabase, and this can speed up healing, especially when applied early. Some people swear by vitamins, but they were not found to be effective in a study. Thalidomide, a potentially dangerous medication that has extremely high risk for birth defects, can be used in severe cases. DEAR DR. ROACH: I offer my experience with a prostate treatment not covered in your article. I had no symptoms. A routine annual test revealed that my PSA had risen rapidly to 5.1. At the recommendation of my urologist, I had a biopsy (actually,

13 individual biopsies). My Gleason score of 7/8 predicted a painful death from prostate cancer if left untreated. My options were surgery or radiation therapy. I chose radiation, which consisted of nine weeks (45 treatments) of one or two minutes of actual radiation. Extreme caution was taken to avoid damage to other organs. I had no side effects during or after treatment. Two years later, my PSA is 0.04, and I expect to continue an active lifestyle at 82 years of age. — J.A.G. ANSWER: I appreciate you writing in to share your story. Most men I hear from have accepted surgery in your situation; however, many experts feel that radiation treatment offers a better balance of effectiveness and side effects than surgery. I did know an oncologist in a situation almost exactly like yours who also decided on radiation and had excellent results. I do want to caution that a perfect outcome like yours is not guaranteed. I occasionally see men who, despite abundant caution, have developed radiation damage to the rectum or bladder. However, the risks with modern radiation therapy are low. READERS: The new booklet on the prostate gland discusses cancer,
enlargement, infections and erectile dysfunction in detail. Readers can obtain a copy by writing: Dr. Roach -- No. 1001W, 628 Virginia Drive, Orlando,

weeks for delivery. Dr. Roach regrets that he is unable to answer individual letters, but will incorporate them in the column when-
ever possible. Readers may email questions to ToYourGoodHealth@med. cornell.edu. To view and order health pamphlets, visit www.rbmamall.com.

Giving your alfalfa stand the winterizing treatment Nadia Mori PAg, Regional Forage Specialist Saskatchewan Ministry of Agriculture If not properly managed, alfalfa can suffer winter injury or winterkill. Several factors play into good winter survival of your alfalfa stand. Taking a Second Cut For alfalfa, early fall is a critical time as plants are storing nutrients needed to survive the upcoming winter. Cutting plants during this period adds double the stress to the plants as they have to expend energy for regrowth as well as nutrient storage. During a minimum of six weeks after cutting, alfalfa plants need good growing conditions to ensure suffi-
PICKS OF THE WEEK “Guardians of the Galaxy: Volume 2” (PG-13) — Our unlikely group of misfit heroes returns with a follow-up space adventure, this time taking a fresh look at family and friendship across the universe. Fans of the first film will be more than satisfied, as this sequel keeps all the irreverence and playfulness of Volume 1, while deepening our ties to these charming characters. And I dare new fans not to be hooked after watching the first few minutes of the film, which heavily features an adorable Baby Groot dancing amidst a stylish fight sequence. Peter Quill (Chris Pratt), Gamora (Zoe Saldana), Drax (Dave Bautista) and Rocket (Bradley Cooper) probe Peter’s origins on his father’s home planet (Kurt Russell stars as the aptly named Ego, Quill’s dad) while struggling to define and protect the ties that bind their own family bonds. Yondu (Michael Rooker) — always the bounty hunter — returns with piercing secrets of his own. Add this to your Awesome Movies Mixtape. “Kill Switch” (R) — In the not-too-distant future,
cient regrowth and energy storage to support winter survival. Plants harvested after August 15th may not have six weeks before a killing frost and may be susceptible to winter kill. A killing frost is considered minus five degrees Celsius or lower. Harvesting after a killing frost does not affect food reserves but reduces the amount of stubble which helps trap snow. The trapped snow provides an important insulating blanked for alfalfa crowns. Fertility If alfalfa makes up 50% or more of the production in the stand and was properly inoculated at seeding, nitrogen is generally not a concern in the forage stand as the alfalfa will fix the nitrogen required by the stand.
Phosphorus, potassium and sulphur are the three nutrients which should be considered in stands with large proportions of legumes. Phosphorus and potassium are particularly important as they support root and nodule health and over-wintering capability. Both of these nutrients can be fall applied as they are relatively immobile in the soil and will not leach or volatilize to the atmosphere like nitrogen. The most cost-effective way to maintain adequate soil fertility is to do a fall soil test. Stand Health An otherwise healthy stand can be impaired by insects and disease such as alfalfa weevils and downy mildew. Scouting for insects during June is important in noticing and
minimizing insect feeding damage while disease resistant alfalfa varieties are your best defense against various root and leaf diseases. Environmental Factors Not all factors in alfalfa fall management are under your control. For example, dry conditions may have added additional stress on plants while wet soil conditions in the fall can reduce the plants ability to harden prior to winter. Lack of snow cover is also a concern as alfalfa crowns can be exposed to extreme cold. Snow cover can be improved by leaving sufficient stubble height. Planting cold tolerant and disease resistant varieties along with a good fertility program and careful cutting management all around to help her through. Unfortunately, new friend Adam Wilts (Jack Grazer) has a dad who is hunting mermaids, and he’s after Siren! Don’t worry, though, because the kids and the town come together to protect her, allowing Siren to become her true self. It’s a sweet and sappy mermaid story that kids of a certain age will like, but there isn’t much to keep adults tuned in.
Chris Pratt in “Guardians of the Galaxy: Vol. 2” Alterplex — a power company — has installed a tower reaching the heavens. It brings unlimited quantum energy that can sustain perhaps the entire planet. But, of course, this energy comes at a price. Strange things begin to occur, all attributed to the tower. Turns out the energy the tower tapped into is being drained from a mirror earth with its own tower. Dan Stevens stars as former NASA pilot and physicist Will Porter, who is tasked with straightening out the mess by jumping into the Echo, as the other Earth is called, to install a device that will equalize the power surge — at least that’s the story from the power company. This film started with a great idea and just tried a bit too hard. Great swaths are filmed from almost a first-person shooter perspective, and it ends up being neither compelling
storytelling nor heartpumping video-game action. “Scales: Mermaids Are Real” (PG) — Hasn’t every young girl dreamed that she was secretly a mermaid? Well, for Siren Phillips (Emmy Perry), it’s true. As her 12th birthday approaches, she finds that she’s “transitioning,” and there are mermaids

• Here’s a great recipe for DIY dishwasher pods for use in your automatic dishwasher: Mix 2 cups of baking soda, 2 cups of borax, a half cup of salt and 10-15 drops of your favorite essential oil. Stir in 1/2 cup vinegar and allow it to settle. Then scoop it into an ice-cube tray and pack tightly. Let it dry overnight, then pop your pods out into an airtight baggie or jar. Label and store in a cool place. Use one per washing cycle. • To get paint splatter off your hands after painting, try this old kitchen trick: Wet hands and then pour sugar or salt into palms. Use it as an abrasive to scrub paint away. • Waxed paper can shine a kitchen or bathroom faucet. Simply use it to buff away the marks. No spray cleaner necessary. • “If you have dirty blinds, keep in mind that spraying them with a liquid is going to turn the dust to muck. Always dry dust first, then use a barely damp microfiber cloth to remove spots. (This is for hard material blinds, not for fabric blinds.)” — L.G. in Kansas • Sticky irons can ruin fabric. Never fear, though, because cleaning one is a cinch. Heat your iron to its hottest setting, no steam. Sprinkle about a tablespoon of salt onto a piece of newspaper. Iron over it, rubbing vigorously. Finish with a pass or two over a plain paper towel. • Track tools in a workshop by hanging them from a wall. Trace around the tools with chalk, and you can tell quickly what goes where when it’s time to clean up. Send your tips to Now Here’s a Tip, 628 Virginia Drive, Orlando, FL 32803.

ing up. You must find what Blue’s anxiety triggers are. Chances are he is getting stressed well before he reaches the park. How do you do this? Teach Blue a basic command, like “sit” or “lie down,” until you are confident Blue will do it immediately. Later, on your walks, give him this command. If he responds well, he’s probably calm and focused, which is good. If his response falters or he doesn’t obey at all, something is up — he’s getting distracted or stressed. Blue needs to develop confidence that he will be OK in unfamiliar situ-

People who do not adhere to vegan diets may assume that such diets are void of taste. But vegan foods can be just as flavorful as more traditional alternatives. Such is the case with the following recipe for “Roasted Baby Parsnips with Sherry-Maple Glaze and Chanterelles” from Tal Ronnen’s “Crossroads: Extraordinary Recipes from the Restaurant That Is Reinventing Vegan Cuisine” (Artisan). When roasted, parsnips produce a sweet flavor, while the chanterelles provide a woodsy taste to prove that vegan foods can indeed be incredibly flavorful.

nips, root ends trimmed and peeled •3 tablespoons extravirgin olive oil •Kosher salt and freshly ground black pepper •1⁄4 cup pure maple syrup •2 tablespoons sherry vinegar •1⁄2 teaspoon red pepper flakes •2 tablespoons Earth Balance butter stick •1 shallot, minced •2 garlic cloves, minced •1⁄2 pound chanterelles, wiped clean, quartered if large •Finely chopped fresh flat-leaf parsley, for garnish •Flaked sea salt, such as Maldon To prepare the parsnips, preheat the oven to 400 F. If using larger parsnips, peel and quarter them lengthwise so the pieces will be uniform in size and cook more evenly. Put the parsnips in a large mixing bowl, drizzle with 2 tablespoons of the oil, season with kosher salt and black pepper, and toss to coat evenly. Spread the parsnips out in a single layer on a large baking sheet and roast for about 20 minutes, shaking the pan from time to time, until tender
and slightly charred. Set aside. (The roasted parsnips can be prepared a couple hours in advance, covered and held at room temperature. Reheat before serving.) Meanwhile, prepare the glaze. Combine the maple syrup, vinegar and red pepper flakes in a small saucepan and cook over medium-low heat, swirling the pan around occasionally, until the mixture is reduced and syrupy, about 10 minutes. Cover and keep warm. To prepare the mushrooms, put a large sauté pan over medium heat and add the remaining 1 tablespoon oil and the butter substitute. When the butter substitute has melted, add the shallot and sauté until soft but not browned, about 1 minute. Add the garlic, tossing to combine. Add the mushrooms and sauté, stirring frequently, until they lose their moisture, soften and begin to brown, about 5 minutes. Remove from the heat. To serve, crisscross the parsnips on a platter, overlapping them just slightly. Drizzle with the maple glaze and top with the mushrooms. Scatter chopped parsley on top and season with flaked sea salt.
Experiment with scrambled eggs Scrambled eggs are a versatile breakfast and brunch staple. Many ingredients can be added to scrambled eggs to give them a fresh taste every time. The following recipe for “Bacon and Tomato Scramble” from Norman Kolpas’ “Buongiorno! Breakfast and Brunch, Italian Style” (Contemporary Books) makes for a beloved breakfast dish. BACON AND TOMATO SCRAMBLE Makes 4 to 6 servings •4 Roma (plum) tomatoes •6 strips good-quality lean smoked bacon, cut crosswise into 1⁄2-inch pieces •3 tablespoons unsalted butter •2 shallots, minced •12 extra-large eggs, beaten until slightly frothy •Salt •Freshly ground black pepper •2 tablespoons finely shredded fresh basil With the tip of a small, sharp knife, cut out the cores of the tomatoes. Cut each tomato in half crosswise and, with a fingertip, scoop out and discard the seeds. Cut the tomatoes into rough 1⁄2-inch dice.
Scatter the bacon pieces evenly in a nonstick skillet and cook over medium-low heat until golden brown, about 5 minutes. With a slotted spoon, remove the bacon from the pan and drain on paper towels. Pour off almost all of the fat from the skillet, leaving just a thin glistening. Return the skillet to medium-low heat and add the butter and shallots. Sauté until the butter has melted and the shallots begin to sizzle, about 2 minutes. Add the eggs and cook, stirring occasionally with a wooden spoon and scrape the bottom of the skillet, until the eggs form very moist, creamy curds. Stir in the tomato and bacon pieces, season to taste with salt and pepper, and continue cooking to your liking, taking care that the eggs remain on the soft and creamy side. Serve garnished with the basil.

“Firsts” come to mind as fall approaches. First smile, first tooth, first day of school. The list continues for a lifetime really, if we had the inclination to keep track. Even those little milestones missing from developmental charts are highlights of growing, changing and understanding the world around us — like planting a bean in an empty milk carton in elementary school, and being amazed when it grows right before our eyes. Another first! Remember that? I do, and that’s when my curiosity about growing things in dirt took root. The following spring, I bought radish seeds with allowance money and dug right in to plant the easy-to-grow vegetable in a small quadrant by Mom’s sunny flower garden. When the green seedlings grew 3-4 inches tall, I learned to thin out the neat little rows. (Little did I know then that the supernutritious, mildtasting and tender microgreens I plucked from the soil would become the culinary trend they are today for garnishing soup, pizza and open-faced sandwiches.) Harvesting mature rosy-red radishes less than three weeks after planting was rewarding for an impatient kid like me. Then, as temps began to
drop in August, I eagerly planted the remaining seeds in the packet for a successful second harvest come September. Now is a good time to plant radish seeds for fall. Choose a traditional easy-to-grow variety, or try something new, like heirloom watermelon radishes for their green exteriors and rosy flesh. Whether you grow your own, or buy a colorful bunch from your market, enjoy dipping radishes in coarse salt for a classic French-style snack, slice and toss for a crunchy addition to a lettuce salad or try this yummy crostini appetizer using herbed butter that kids will love to stir up and slather on toasted baguette halves. RADISH CROSTINI WITH HERBED BUTTER •1 stick soft unsalted butter (8 tablespoons) •3 tablespoons chopped fresh chives or fresh dill with extra for garnish •Sea salt •1 medium baguette
sliced in half lengthwise and grilled on cut side •8 radishes sliced in rounds •Freshly ground black pepper In a small mixing bowl, combine soft butter with chopped chives or dill. Spread butter over cooled baguette halves. (If you have extra herb butter, use as a topping on vegetables or meat and fish.) Slice bread, add radish slices and top with ground pepper and chopped herbs. Arrange on a large platter and serve as an appetizer. With kids heading back to school, it’s time to plan your daily lunch-making routine. Thanks to some simple safety guidelines, and my kid-pleasing recipes, you can create a delicious lunch that will keep your children (and the adults in the family) happy and healthy all year long! School Lunch Safety Tips: • Keep food preparation areas in the kitchen clean. Wash countertops, cutting boards, utensils and your hands in hot, soapy water. And don’t let the family pet jump up on kitchen counters. • After preparing lunches, remember to immediately return unused portions of perishable foods like cheeses, deli meats and mayonnaise to the refrigerator. Don’t let them sit out on the counter. • Make sure that cold foods are cold before packing them in a lunchbox. If possible, prepare the lunch the night before and store it in the refrigerator. (This also takes the edge off the mad morning rush!) • Sandwiches made with refrigerated items such as luncheon meats, cheese, tuna or mayobased salads should be carried in an insulated lunch bag with an ice pack. Nestle a frozen juice pouch or an ice pack inside the lunch kit, and your lunch should be safe to eat after 3 to 4 hours without refrigeration. • At school, instruct the kids to store their lunchbox out of direct sunlight and away from radiators or other heaters, if possible. • Keep hot foods, like soups, stews or chilies, hot. In the morning, bring the food to a boil and then immediately pour into a sterile vacuum bottle. (Sterilize the vacuum bottle with boiling water.) Lunch foods that can be eaten at room temperature include: •Peanut butter •Jams and jellies •Breads, crackers,
• It was pioneering Mexican-American musician Carlos Santana who made the following sage observation: “The most valuable possession you can own is an open heart. The most powerful weapon you can be is an instrument of peace.” • Those who study such things say that men who tend to be womanizers when they’re single are more likely to be jealous husbands once they’re married. • The beginning of a new school year seems a good time to note the origin of that lunchtime favorite, peanut but-
cereals •Clean fruits and vegetables •Dried meats, such as beef jerky •Baked products, such as cookies and cakes •Canned meat or poultry products that are eaten immediately after opening. This recipe for Pizza Pasta Salad with Chocolate Surprise Pudding for dessert is a great lunch (or dinner) for both children and adults. You can add any number of your favorite pizza ingredients to this salad. And it’s a great way to use up leftover cooked vegetables and meats, or those little packages of cheese and pepper flakes you may have on hand from your favorite pizza delivery service! You also can “recycle” leftover pizza by reheating it for a few minutes and scraping the cheese and toppings from the crust. Mix them with the noodles, spices, Italian dressing and any other ingredients you may want to add (see instructions below). The crust can be toasted, cut into strips or cubes and served as croutons.

But in order to get them together, they had to fire James’ TV wife, played by Errin Hayes, who was wonderful in the role, telling her it wasn’t because of her, but the situation. While we’re happy to see James and Remini together again, because they have great chemistry, did it have to come at the expense of a really good actress?
