WILCOCK – Wilfred Wilcock, in his 95th year, went to be with his Lord on April 6, 2018 at Garden City Manor, St. Catharines, Ontario. He was born on May 13, 1923 on a farm two miles east of Sheho, Saskatchewan, the youngest child of Thomas and Minnie. Wilfred farmed his entire working life. He married Susan Steingard (Kehler) on October 3, 1964. They began their own farm right next to the one he grew up on. One of his greatest joys was making Christmas displays that lit up the sky along Hwy 16. He spent many hours putting up the lights which were a joy to all who saw them. Wilfred lived on the farm near Sheho until age 92, moved to Aspen Bluffs Villa in Yorkton, Saskatchewan, then to Garden City Manor in St. Catharines, Ontario. Wilfred is predeceased by his wife, Susan, his parents Thomas and Minnie, infant brother Wallace, brother Thomas (Gladys), infant nephew Gordon, Wilfred Elaschuk (husband of niece Phyllis), sister Mary Babichuk (Bill), nephew Norman Wilcocks and great niece Kathy Landstad (Wilcocks). Left to honour Wilfred and his love are his three children, Shirley Perron and her son Serge, Ruth Wilcock (Amy McGrath), Sheila (Scot) Leys and their three children, Cassidy, Carter and Kara, his nephew Arlon Wilcocks and family, his niece Phyllis Elaschuk and family, and the family of the late Norman Wilcocks. Burial at the Sheho cemetery and a Celebration of Wilfred's Life will be held in Sheho at a later date. If so desired, memorial donations may be made to the Alzheimer's Society of Canada. LEGGE - Winnifred Mary Legge, daughter of Lenard and Mary Kilgour of Buchanan, SK, was born April 30, 1933 and passed away at home in Yorkton, SK. Winnifred was united in marriage to Gordon Legge in 1972. The marriage took place and Lenard Kilgour’s farm. Winnifred attended school at Bellenden, SK. Winnifred had one daughter Bonnie Lynne Thomas (nee Kilgour) who was born on June 24, 1965 to a previous marriage. Winnie and Gordon were blessed with a son, Robbert Colin Legge, born April 25, 1973. Winnifred also had three step-children, Judy Hershmiller, Dianne Thompson and David Legge. Winnifred was known for always helping anyone who needed it. Winnifred was always having dessert and coffee ready for company. Friends and neighbors were always complimenting her on her gardens and flower beds and especially her cooking. Winnifred was predeceased by her loving husband, Gordon Legge, her son Robbert Colin Legge and granddaughter Carol Lynne Lyndsey Focht, parents Lenard and Mary Kilgour, brother Len Kilgour, sister Betty Paulson, brother Jack Kilgour, sisters in law Mary Kilgour and Barb Kilgour of Michigan, brothers in law Tom Currah, Lawrence Belitski and Dory Paulson, and niece Bernadette Belitiski. Winnifred leaves to mourn her sisters Dorothy Currah of St. Thomas, ON and Penny Belitski, daughter Bonnie Thomas of Yorkton, SK, step children David Legge (Karen), Judy Hershmiller (Don) and Dianne Thompson, grandchildren Kathy, Colin, Maryanne Focht and Carrissa and Bryce Kurtz. She also leaves great grandchildren Christian and Matthew, several nieces and nephews and countless friends. Winnifred lead a devoted life to those she loved. She will be greatly missed.

GROSS - It is with deep sorrow that we announce the peaceful passing of our beloved husband, father and grandfather, Alvin Gross on April 6, 2018 at Yorkton. He was 90 years of age. Alvin Arnold Gross was born on March 29, 1928 on the family farm in the Stornoway district, the son of Fred and Molly (nee Ruf) Gross. He attended Glasgow School and began farming with his father at an early age and later with his brother Eric. He worked on a dairy farm and later for a farmer in the Wroxton district until he acquired his own land. On October 7, 1955 Alvin was united in marriage to Mary Puritch. This union was blessed with a son Brian Frederick (1963) and two daughters, Anne Maureen (1960) (died in infancy) and Joan Marie (1967). Alvin and Mary lovingly shared 62 years together. Alvin was a successful farmer growing various crops, but he especially enjoying growing canola. He loved working the land, planting the seed, watching it grow into wavering fields of grain and later harvesting the reward of his labours. A skillful mechanic, whether he was replacing a broken gear on the combine, overhauling a tractor or fixing a broken toy....Alvin was successful. This gift earned him the name “Grandpa Fix It” given by his cherished granddaughters. In 1967 Alvin and Mary moved to their home in Yorkton and Alvin became a “lunch - pail farmer” travelling to the farm each day to continue his farm work. Alvin retired from the farm in the fall of 1996 and concluded his lifelong career with an auction sale in the spring of 1997. His retirement gave him more time for hunting, fishing and working on his “little farm”, his GARDEN, growing various kinds of tomatoes and many other wonderful vegetables. He shared the abundance of his garden with family, neighbors and friends. His weekly drives to the farm to cut grass made for enjoyable summer outings. He enjoyed travelling to places like Vancouver, Cold Lake, AB, Greenwood, N.S., Ottawa, Comox, BC, Calgary and Winnipeg. Alvin’s deep faith in God gave him guidance, strength and hope throughout his life. God’s work in his life brought him joy and peace. Alvin was predeceased by his father, Fred (1946), mother Molly (1991), daughter Anne (1960), nephew Craig Vaughan (1980), brothers-in-law Richard Burback (2005), Norval Vaughan (2014) and brother Eric (2016). Left to cherish his memory are his loving wife Mary of Yorkton; son Brian of Calgary, daughter Joan (Craig) Frost of Winnipeg; three granddaughters, Kaitlyn, Carmen and Cassidy Frost of Winnipeg; three sisters, Miriam Burback of Yorkton, Lillian Nesbitt of Edmonton and Ruth Vaughan of Yorkton; sisterin-law Joyce Gross of Yorkton, numerous nieces, nephews, cousins and many dear friends. The Funeral Service was held on Tuesday, April 10, 2018 at Yorkton Memorial Gardens Family Centre with Jim Atcheson, Jack Reddekopp, Betty Petersen and Linda Wainwright as the officiants. The pianist, Sherrie Gullacher led the congregation in the singing of the hymns. Guest Register attenders were Brenda Hermanson, Shirley Graham, Marla Munro and Viola Hermanson. The ushers were David Hermanson, Rocky Munro and George Osborne. The interment followed in the Garden of St. Matthew at Yorkton Memorial Gardens with Rick Vaughan, Kelly Burback, Trevor Puritch, Bryan Elaschuk, Ron Hermanson and Regan Cobb serving as the casket bearers. Memorials in memory of Alvin may be made to the Heart & Stroke Foundation as gifts of remembrance. Condolences can be sent to the family at www.baileysfuneralhome.com.

The kitchen is separated from the dining area and great room by a prep island with a three-seat eating bar. The L-shaped counter configuration will save steps for the cook, who

will also appreciate the window over the double sink. Across the corridor from the second bedroom is a roomy walk-in pantry, as well as a storage closet. The master suite looks out to the back garden and includes a threepiece en-suite and a walk-in closet A linen closet is located just outside the laundry room, which has a coat closet and access to the double garage. In bedroom no. 2, the closet occupies a bayed-

out space. Outside the window in the third bedroom or den is an outdoor planter. Both these rooms share a threepiece bathroom. The double garage has access to the laundry room, as well as to the stairway to the bonus room. An optional stairway location is included in the plans. Exterior finishes include wood siding, with board-and-batten on the gable end. A brick pillar marks the entrance. This home measures 35 feet wide by 54 feet deep, for a total of 1,355 square feet. The bonus room measures 276 square feet. Ceilings are nine feet high throughout, except in the bonus room. Province hits Yorkton unfairly Forgive me if I’m not as positive on the provincial budget as many others seem to be, but after listening to Yorkton Mayor Bob Maloney’s press conference last Wednesday, this effort by the provincial government to be ‘fair’ is a bunch of nonsense. I also stand to be corrected if I’m wrong, but from what I understand over the last two years, Yorkton gets the shaft. There is nothing fair about ripping up a lifetime contract that the City of Yorkton had with the Saskatchewan Government with regards to franchise fees being paid back to the city in exchange for selling their municipally owned hydro company back in 1958 (exact year may be incorrect), which is what occurred and which was the agreement. This really can’t be disputed based on the information I have absorbed over the past year. There is nothing fair about charging Yorkton residents and businesses a 10 per cent municipal surcharge on my SaskPower bill when a portion of that money no longer is coming back through these franchise fee payments. The least you can do if you are breaking a contract is to stop collecting the money. And, if you need the money, get your proposal for a further 10 per cent rate increase in front of the Public Utilities Board. Be up front about the fact you are jacking up our bills. Stackhouse Soapbox viously, the fact of the matter is that Yorkton taxpayers are the ones giving the money. Not the provincial government. The provincial government is taking money that is, rightfully, Yorkton’s and using it as a piece of what is distributed provincewide. Meanwhile, Yorkton city taxes go up when they don’t need to. Basically, your taxes go up so Swift Current can get more money from the province, hypothetically allowing their city government to lower taxes on its residents. Sound fair? Your Saskatchewan Government thinks it is. Now, I don’t blame Mayor Maloney for putting a positive spin on this. After all, the provincial government is providing over $200,000 to Yorkton as a ‘backfill’ so that we aren’t worse off than last year as far as revenue sharing; but what’s happened in the last two years is that this city is being punished for having a good economy with bigger businesses than what you’d typically see in a city this size. Why would Mayor Maloney criticize further when the province hammered us as it is for playing nice? The franchise fees paid to Yorkton from the province through the SaskPower contract were directly related to our SaskPower consumption. That’s why the money given to Yorkton seems high. It’s because we have a very productive city with big business here. But in one fell swoop, the province gutted a significant chunk of the city’s revenue that it was entitled to and decided to keep it for themselves because they have their own financial troubles. Therefore, they just take what, really, isn’t theirs to begin with and Yorkton jacks up the taxes and we all get mad at Mayor Maloney and his councilpeople (thanks Trudeau for influencing the column) when they really have no other options at their disposal. People need to understand that grants-in-lieu and revenue sharing are not the same thing. If the province wanted to give Yorkton a bit less in revenue sharing because the franchise fees (or grants in lieu) are so high, then that’s a discussion worth having. But, yanking money that’s entitled to this city and still making

the citizens pay as though it is coming back as it used to and then distributing that money ‘equally’ all across the province isn’t fair. What we’ve lost in our country is the ability to understand that fair and equal don’t have to be one in the same. In fact, they shouldn’t be. While we are on the subject of fairness, the provincial government seemed to boast about putting over $6-million into the urban connector program to help municipalities across the province rebuild roads that are a shared access between cities and the province. York Road, which leads to the Yellowhead HIghway, would be a good example of this. Well, $6-million spread out across the province, means Yorkton can expect to get help for about 15-metres of the entire road. Sound fair? Your Saskatchewan Government believes it is. Side bar - It sounds like passing lanes are coming for the highway between Melville and Yorkton and then from Yorkton to Canora. So, give credit where credit is due. The other thing that’s fair, introduced by the provincial government this week is that if you end up getting a good deal on a used vehicle, too bad. You pay the tax on the ‘red book’ price. Should you get hosed by someone selling you a used vehicle and you pay more than the ‘red book’ price, guess what? You pay the tax on the higher price. Fair. Provincial government style. I don’t know why they don’t just send out agents to tax yard sales. In closing, I hope you lefties don’t have your hopes up. This isn’t about ‘choosing’. It’s about wanting real fairness. Not something unfair dressed up and called fair by my government. I expect more from them and not all they do is wrong, but this issue with our city government is not right at all.
