claim the intent is still worth the reward and acclaim. Asking for active help and contribution towards a real vision especially solving some serious problems involves risk and humble participation. In our topic of producing enough food to trade and thrive with your fellow neighbors and their family, the problem in developing a community that wants to feed itself will attract some virtues as well as
negatives. Lets begin without me sounding too much like I read the dictionary a lot. (which I do) If ten families lead by one family, were asked that each family grow and contribute one item that could feed ten families, this would be some of the response; This is great, yes, I agree let’s do it, we were hoping to do this, how can we help, I can help, I want to help, let’s try, I don’t know about this, I can’t, I cannot, it won’t, I want to but, its not going to, no, you know what I think, I would like to — yeah but.
When did it become wise to be the most negative person in the room? It’s as if there is a great virtue in saying the worst thing you can possibly think of, and others will applaud you as the great thinker of the group. First of all, I do not subscribe to this “yeah but” style of culture and thought. Food and heat if not provided will cause a crisis and real problems will need real solutions from people willing to contribute. It is at this point, I pose a question — If you would like to avoid and persevere through
a crisis, which persons would you like to work with? I have heard stories of small communities who will agree to purchase a very large Solar power array and supply all their needs, while all are contributing to the future result of eliminating their power bill. This problem was not solved by joining together the people who said, no, it can’t, this will never, yeah but. Neither can this issue of food security and many other issues. Can two walk together unless they agree? Here’s the battle plan to the solution: begin
a conversation with friends or family about food security, do not approach from a basis of fear, find others you can connect with and discuss food that is nutritious and cheap. Group together those people who will be able to continue to achieve the same goal, and enjoy every milestone. I am one of them, and all of us at Problem Solved are as well. We would love to start a conversation with you. For more info, check out our Facebook page at Problem Solved — Alternative or email us at service@myps247.com

PROBLEM SOLVED Benjamin Galay Perhaps you may have noticed that it is difficult to rally people. Asking for volunteers or willing partners has likely been difficult in any era except when it requires little effort or it’s easy. When it is to work hard to attain a vision, every problem is the distraction and excuse to devalue participation and yet many will

Annuals for forage - what are my options? Nadia Mori, PAg, Regional Forage Specialist Saskatchewan Ministry of Agriculture Dealing with uncertain weather patterns is never easy. Annuals can provide livestock feed within a relative short period of time or during unexpected pasture shortages. Annuals are also a staple in extended fall grazing and winter feeding options such as greenfeed and silage. Cool season annual options include barley, oats and triticale. Barley
is usually the preferred choice for swath grazing, greenfeed or silage and suitable for all soil zones. Smooth-awned forage varieties should be used. Harvest is recommended at the soft dough stage. Oats provide a high yielding forage option particularly in the black and grey soil zones. Overall feed quality is considered lower than barley but can be a useful swath grazing or greenfeed crop. Oats should be cut at the late milk stage. Triticale can produce similar yields to oats on
black soils. It matures later compared to oats and barley. Triticale should be cut at the milk to early dough stage. Mixing cereals like oats or barley with forage peas can provide a higher protein greenfeed option. Cereal/pea mixtures should be cut based on staging of the cereal in the mixture. Warm season annual options include millets and corn. Millets can be grown in all soil zones but perform best on well drained, south facing soils. Because they are a warm season crop, most
of the growth will occur during the hottest summer months. Golden German Millet, a foxtail millet, takes between 70 to 90 days to heading and is generally higher yielding compared to proso millet, a crown millet, which takes around 60 to 65 days to heading. Millets for silage are cut around early heading while millets for swath grazing are cut about two to three weeks after heading. Corn can be useful as a silage crop but can also be grazed standing. Corn
can provide high yields but is also an input intensive crop requiring high fertility and intensive weed control. Weather factors like early frost can dampen yields. Corn should be grazed at the 50 per cent milk line. When considering annuals, it is important to know the economics involved to determine a good fit with the rest of the livestock operation. Fertility and weed control are often critical. Annuals should be feed tested as nitrates can be a concern. Gradual introduction to annual fora-
ges and limited access to high grain feed can help prevent grain overload in ruminants. Spread risk of feed loss by avoiding a feeding plan that relies on a single annual crop. For more information, please contact: • Your Regional Forage Specialist, • Agriculture Knowledge Centre (1-866457-2377) or • Visit our website at http://www.saskatchewan. ca/business/agriculturenatural-resources-andindustry/agribusinessfarmers-and-ranchers.
New rules keep consumers informed Starting February 1, consumers will have stronger protections when it comes to buying a vehicle in Saskatchewan. New vehicle dealer regulations are being incorporated in The Consumer Protection and Business Practices Act, which is administered by the Financial and Consumer Affairs Authority (FCAA). These new rules work to ensure two outcomes: protecting consumers and ensuring fair trading in the marketplace.
Licensed dealers have new advertising requirements and vehicle history disclosure rules, as well as new minimum warranty requirements on the sale of used vehicles. The regulations now cover leasing activities on the part of the dealer. Additionally, unlicensed dealers now face stiffer penalties and fines for selling without a licence.
The Drive Away Price Consumer complaints about extra fees
and charges above and beyond the advertised price have led to these new rules. Licensed dealers must include accurate pricing in their advertising. If a dealer advertises a vehicle for a specific price in an ad, that price must include any fees and levies up front (not including taxes), this is called “The Drive Away Price.”
The Vehicle’s History Licensed dealers are required to tell consumers important information that might affect their decision to buy. Some of these disclosure
requirements include, but are not limited to: providing a SGI VIN search, disclosing if a vehicle had its odometer rolled back, if it was a rental, and if the vehicle is new and was damaged in transit totalling more than 20 per cent of its value.
Buy From a Licensed Dealer, Not a Curber The FCAA encourages all consumers to purchase vehicles from licensed dealers. These new protections do not apply to private sales. Unlicensed persons who are in the busi-
ness of selling vehicles for profit represent a serious risk to consumers. Known for parking vehicles on the side of the road with a “For Sale” sign in the window, these unlicensed sellers are referred to as “curbers” or “curbsiders.” Consumer complaints related to curber activity often relate to hidden damage, unexpected repair costs, odometers being rolled back or the sale of vehicles that aren’t road worthy.
FCAA411
If consumers have questions about used vehicle purchases or have a dispute with a licensed dealer, they can contact FCAA toll free at 1-877-880-5550 or by email at consumerprotection@ gov.sk.ca.

Bachelor Degrees (Four Years) BACHELOR OF INDIGENOUS EDUCATION
BACHELOR OF SCIENCE IN NURSING
BACHELOR OF SOCIAL WORK
Providing a holistic First Nations teaching perspective, the Indigenous education program from First Nations University of Canada provides tremendous opportunity whether you want to teach elementary or secondary education. The program is generalist in approach and emphasizes language and arts and requires a concentration in Indigenous education. Specific Indigenous education courses have been designed to introduce teachers to the unique needs of First Nations students.
The U of S College of Nursing has partnered with Parkland College and Sunrise Health Region to deliver world class distributed nursing education. Through the use of distributed learning technology, students in Yorkton are able to learn where they live. The Bachelor of Science in Nursing (BSN) is a non-direct entry four-year degree program, which includes a pre-professional year of university level courses, followed by three years of nursing education and clinical practice opportunities. Admission to the program is a two-step process.
The BSW program from the University of Regina emphasizes preparing students to gain the skills necessary to counsel individuals and groups, develop and administer programs, empower community groups, conduct social research, analyze programs, policies and issues, and develop and implement problem solving strategies. The program is generalist in approach and will prepare you to work with minority and disadvantaged groups in urban, rural and remote areas. Classes are available as a mixture of face-to-face blended and online delivery.
University Classes FIRST YEAR & DISTANCE DELIVERY Thanks to partnerships with the University of Saskatchewan and University of Regina, students are able to take the first year of almost any undergraduate degree from the two institutions at Parkland College. First-year students take classes in a wide range of subject areas to get a broader understanding of learning at the university level. The College’s smaller class sizes and access to instructors often help students get better grades. At the end of your first year, you can apply for professional programs such as Pharmacy & Nutrition, Nursing and etc. Take a look at our website for the full list of options and then make an appointment with our academic advisor to go over your program plan and ensure you have all of the prerequisites lined up.
Diplomas (Two Years) BUSINESS (MANAGEMENT SPECIALIZATION)
PRACTICAL NURSING
Open the door to an exciting and challenging career. You’ll develop the skill set to perform administrative or management functions in all types and sizes of organizations. If your goal is to start your own business or work in accounting, financial services, human resources, general management or marketing, we can put you on the right path.
Licensed practical nurses (LPNs) are in demand across Canada. There are more job opportunities now than ever before, and more chances to create a career that suits your interests. LPN’s typically work in an area of interest such as gerontology, maternalchild, medical, mental health, palliative, pediatric, rehabilitation or surgical nursing. Applications for the February 2017 cohort will be available online from March 1, 2016 to June 30, 2016.

Assiniboine Watershed Stewardship Association
Contest is open to all Grade 5-7 students
Hello everyone my name is Dexter. I am a 2 year old pitbull/lab x. I am up to date on all of my vaccines and I am Àxed. My ideal new family would be someone who had no cats or other dogs as I do not like them all that much. Also I would love a farm or a large yard so I have plenty of room to run and play. I really love children mostly because they have a lot of energy to play with me. I may be a big dog but I love to snuggle and have a lot of love showered upon me. If you are interested in learning more about me or even meeting me please contact our facebook page or email carmenyasinski@sasktel.net.

ALUS Saskatchewan Assiniboine Project ASAP’s strength lies in the producer friendly simplicity of the ALUS project model. The ALUS vision: Alternative Land Use Services (ALUS) has a simple, yet revolutionary goal…create a healthy landscape that sustains agriculture, wildlife and natural spaces for all Canadians. ALUS is a community-developed, farmer-delivered program that provides support to farmers and ranchers to enhance and maintain nature’s benefits. Simply put, ASAP creates a cash value for the natural benefits a producer’s land provides. We offer the following annual payments to producers: Project Classification Forage ProjectConversion* Classification Forage Conversion* (Baled or Grazed Acres) Wetland Conservation Project < 2Classification acres

AWSA s Work on the Upper Spirit Creek Pilot Project
The key changes in the new regulations are: ensuring that impacts related to flooding, water quality and habitat loss are addressed as part of the drainage works approval process (as shown in the photo, the negative impacts of drainage can be overlooked by producers) x allowing landowner agreements as evidence of land control (rather than easements) x flow control structures required in high risk drainage basins x culvert, weir, or other structures that will slow the flow of water as it leaves a producer’s quarter x simplifying and streamlining the application approval process x no longer exempting works constructed before 1981 from requiring an approval (no “grandfather clause”) x enabling the use of “qualified persons” in the design of higher risk drainage works x dead storage, in some cases landowners may be required to retain a portion of drained water x
The new regulations are the first step in a phased-in approach to bring all drainage in the province into compliance over the next 10 years. These changes facilitate the start of the overall approach to the agricultural water management strategy. The WSA is beginning to phase in these rules through on the ground application in two pilot project areas. One of the pilot areas is in the Upper Spirit Creek basin where the AWSA is acting as the qualified persons to be the facilitators between the WSA and producers.
Given the large area of land located within the pilot, we are unable to reach each producer at once. We have begun meeting with producers in smaller drainage basin networks just North-East of Rama. There are 4 smaller networks we have begun with. Network 17 has 9 quarters, Network 18 has 10 quarters, Network 19 has 12 quarters (will likely be expanded), and Network 20 has 9 quarters involved in the applications. We have been meeting with producers one on one to discuss the new regulations and explain changes from the previous approval process. Once we have worked through the details of the regulations we provide the producer with a site plan which outlines any wetlands (existing or drained), drainage works, and the acres of water in total that have or will be drained. We then communicate back and forth to ensure the site plans provided are an accurate representation of the current state of their land. We have met one on one with approximately 20 producers to date. Once the site plans have been confirmed by the producer we are able to proceed with a joint application. WSA would like to see neighbours work together by applying for a joint application instead of individual applications within a network. The advantage of the joint application is that the land control is locked in regardless of any name changes on the titles of land included in the approval. This involves working with the producer starting “at the top of the hill” to the producer at the bottom of the drainage basin, where WSA has defined the adequate outlet. The alternative is an individual application with separate land control agreements. The drawback to individual agreements is that they are no longer valid if any name on title changes. The individual applicants would then need to re-apply for approval. In order to help expedite this joint application process we held a group meeting with producers in the same networks on November 2, 2015. It was an informative meeting with AWSA and WSA staff who were available to answer questions producers had after our initial meetings. We held another joint meeting on December 3, 2015 in Rama. At this meeting we had the applications drafted, as well as approvals drafted, so producers knew what they would be signing and what the result of the application would be. Our next steps are to finalize the applications within our current networks and get final approvals issued from WSA.

By Cindy Elavsky Q: Can you tell me when “Game of Thrones” will return. Now that the next book in the series by George R.R. Martin has been delayed, I’m going through some serious withdrawals! — Meaghan T., via email A: While you wait (and wait) for the release of “Winds of Winter,” you can warm yourself up with 10 new episodes of “Game of Thrones,” which begins its sixth season on HBO beginning April 24 at 9 p.m. ET/PT. Also debuting that night are “Silicon Valley” and “Veep,” which will be premiering their third and fifth 10-episode seasons at 10 and 10:30, respectively. Q: Give it to me straight; I can take it: Has “Legends” been canceled? — Jonathan T., Middletown, New York A: TNT has indeed canceled the Sean Beanstarring spy thriller after only two seasons. The second season itself was a bit of a gift, but even a season-two retooling of characters and storyline wasn’t enough to save this sinking ship. Also on the chopping block for TNT: “Public Morals,” Edward Burns’ 1960s crime noir series; and “Agent X,” the much-hyped Sharon Stone-starring vehicle. On the renewal front, TNT announced that it has reupped “The Librarians,” “Murder in the First” and “Major Crimes.” Q: Is Michael Weatherly really leaving “NCIS”? — Katie P., via email A: After 13 seasons of playing Special Agent Tony Dinozzo on the No. 1 crime procedural, Michael Weatherly is indeed turning in his badge. He tweeted: “DiNozzo is a wonderful, quixotic character [and] I couldn’t have had more fun playing him over the past 13 seasons.” READERS: It’s that time of year again. The 88th Annual Academy Awards will be presented Sunday, Feb. 28, on ABC
Michael Weatherly with Chris Rock as host. Here are the nominees for the main categories. Best Picture: “The Big Short,” “Bridge of Spies,” “Brooklyn,” “Mad Max: Fury Road,” “The Martian,” “The Revenant,” “Room” and

This Week Marketplace | February 5, 2016
DEAR DR. ROACH: About seven years ago, my blood pressure was high, and I was overweight and in a stressful job. I quit the job, my blood pressure went down, and I lost over 40 pounds. I have kept the weight off all these years. I work part time, standing on my feet about 25 hours a week. My doctor has been happy with me. At my last
appointment, I was told my BMI is too high and that I am obese. Where did this “BMI” come from? I am 5 feet, 6 inches tall and weigh 194 pounds. I am a largeframed woman (I delivered 12-pound babies through NATURAL childbirth!). Now I feel like I should forget it and go back to eating what I want, when I want! — P.S. ANSWER: BMI, the body mass index, is a way of determining obesity by standardizing weight for people of different heights. It is equal to weight (in kilograms) divided by height (in meters) squared. BMI predicts the development of Type 2 diabetes, heart disease and even
Neudorf woman wins $50,000 Geraldine Hallicks had a good feeling about the numbers she found inside her fortune cookie. That good feeling led to a $50,000 lottery win on December 30th WESTERN 649 draw. “I checked my numbers online and saw that I had 5 numbers and the bonus number,” she said. “Then I looked the Lotto Facts pamphlet and it said that 5 numbers and the bonus is a $50,000 win!” The happy winner said she wasn’t too excited at first because she wasn’t sure if she would be splitting the prize with another winner. “I couldn’t really believe it until we took it to the ticket checker and saw $50,000 on the screen,” she said. “It took my breath away!”
“I nudged my partner so he could see it, and then we walked outside and looked at each other in disbelief,” she continued. Hallicks plans on using her winnings to pay off some of her bills. She will also visit her sister and brother, who live outside of Saskatchewan. The Neudorf resident purchased the winning WESTERN 649 ticket at Neufoods Co-operative Limited, located at 109 Main Street. overall mortality rates moderately well. It is certainly not a perfect measurement. Someone whose BMI is obese (over 30) might have very little body fat; he or she might be very muscular or have larger bones than another person of the same height. Some physicians measure waist circumference, since that looks at abdominal fat, and research shows that using both measurements gives a more complete picture of health. Personally, I congratulate you for getting and keeping off 40 pounds, and think you made a wise investment in your health by finding a lessstressful job. Your BMI is 31, just in the “obese” range. However, women of your BMI but whose waist circumference is less than 31.5 inches (80cm) have a much lower risk of medical complications later. By the way, having babies that large does indicate an increased risk for Type 2 diabetes later in life. Your doc-
tor hopefully is checking you periodically. Getting regular exercise and eating a good diet reduces your risk for Type 2 diabetes and heart disease, so please don’t get frustrated by this single, incomplete measure of your health. DEAR DR. ROACH: Last night I washed my face with soap and water. I toweled dry and saw blood dripping from the side of my nose. I figured I must have scrubbed too hard and opened a pore. This pore bled and bled for over an hour before I used styptic powder.
That stopped the bleeding instantly. Now I’m afraid to wash that area, as it may start bleeding again. I’m 61. I don’t take any medication except a baby aspirin every night, and Aleve when my arthritis kicks up. Is this common? — J.R. ANSWER: No, that isn’t common. It makes me concerned that the pore you think is bleeding actually may be a subtle or early skin condition predisposed to bleeding. The ones I am most concerned about are basal cell and squamous cell cancers. See a

dermatologist and get it examined. Aspirin and naproxen (Aleve) do make bleeding more likely, but I still think you should get it looked at. Dr. Roach regrets that he is unable to answer individual letters, but will incorporate them in the column whenever possible. Readers may email questions to ToYourGoodHealth@ med.cornell.edu. HOLLYWOOD — What is the “Bourne” franchise without Matt Damon as Jason Bourne? “The Bourne Identity” cost $60 million and grossed $214 million. “The Bourne Supremacy” cost $75 million and grossed $288 million. “The Bourne Ultimatum” cost $100 million and grossed $444 million. The fourth film in the franchise was “The Bourne Legacy,” made without Matt Damon and starring Jeremy Renner, who was not in the first

How many of you parents work hard all week only to watch your kid get yelled at by some borderline psychopath coach on the weekends? Why do we all stand there on one side of the field — that we all pay to seed and mow, by the way — watching somebody on the other side yell out their life’s frustrations? One day, I was watching a coach melt down, and I surveyed the parents on the sideline. There were lots of quality individuals watching the game in my estimate. Many of them drove Bavarian-styled cars, and you could tell they fol-

Desperate times require drastic measures. The fifth “Bourne” film (as yet untitled) will not only have Damon back but will have him as a producer and a writer with Paul Greengrass. Julia Stiles and Tommy Lee Jones also are on board. They’ve already shot scenes outside Paddington Station in London and Washington, D.C., and are currently shooting in Las Vegas, causing the Vegas Strip to be closed down for up to 10 days. We always knew Rocky Balboa would go on forever! Sylvester Stallone’s new “Rocky”

lowed the maintenance guidelines. We easily outnumbered the maniacal person yelling at our kids by a factor of hundreds, but we did nothing. “Are you seeing this?” I remember asking one parent. He had a cowboy hat on. Seemed like a stand-up guy. Without even looking at me, he nodded. “Yup.” “I don’t understand this. When do we foment an uprising? We have nice rims on our cars ... we don’t need to take this.” “We also don’t have to coach,” he replied. Good point. We decide it’s a teaching moment for the kids: Don’t be that guy. The other day I was watching my nephew play flag football. It’s a tie score and there are parents telling their kids to
“ease up on the throttle.” They drive Porsches and Audis that go zero to 60 mph in 5 seconds flat that they got by being ruthless adversaries in the business world all week, but now we have to stand around and root for a tie on a freezing weekend morning in January? I look at my sister as the “teaching moment” starts getting bandied about by the coach. He’s a nice guy. “You know what they say about ties?” I ask her. “No. What?” “It’s like kissing your sister.” She springs into action, cuts out the middleman and motions for her quarterback son to come over. “He’s been open all game on the right. They can’t defend him. End this.” Two seconds later he

film, “Creed,” cost $35 million to make and so far has taken in upward of $130 million. Still a far cry from the original “Rocky” which cost $1.1 million back in 1976 and grossed $226 million. “There’s no doubt that we’re making a ‘Creed 2,’” says MGM CEO Gary Barber. Stallone admits he’s already getting ready to step back into the ring for another sequel where he’ll play Rocky Balboa, and maybe even see Carl Weathers return as Apollo Creed. Stallone, now 69, has said he will not do “Rambo 5,” admitting, “The heart is will-
ing but the body says stay home. It’s like fighters who go back for one more round and get clobbered. If I can’t do better than the last time — and I can’t — then why?” While standing at the West Hollywood Pavilion’s customerservice line, I noticed singer/songwriter Neil Sedaka, now 76 years old, standing behind me. He asked me, “Is this where I can buy a lottery ticket?” Even successful songwriters want to win the lottery! I asked if he was still making music, and he said, “I release an album every year for downloading on the
Internet, but the music industry as we knew it is gone.” Then I spotted Charo coming into the store, and by the time I looked away from her, Neil Sedaka was gone. Just another day in old Hollywood.

throws a strike, does a little dance, the game concludes and we apologize to the coach. “We have seat warmers,” we explain. We think it over and backtrack a bit on the drive home. We clarify to her son that winning at all costs isn’t the way to go ... that you don’t want
to show up your opponents, be a good sport. And we explain that sports don’t have to be a chore. But it is OK to win. It’s more fun, and you don’t have to apologize for it if you do it the right way. Mark Vasto is a veteran sportswriter who lives in New Jersey.
Finally, I’m sorry to report that Meredith Viera’s daytime talk show has been canceled after two seasons. Who wants to be a millionaire anyway? But Ellen DeGeneres’ show has been renewed through 2020. Imagine, kids 13 and under have grown up in the Ellen De Generation!

ARIES (March 21 to April 19) A gracious Lamb can learn more about a problem-filled situation than one who is openly suspicious of what could be happening. A friend might offer some welldirected advice. TAURUS (April 20 to May 20) Getting adjusted to an unexpected change might be difficult for the Bovine who prefers things to go according to plan. But help could come from a most welcome source. GEMINI (May 21 to June 20) This could be a good time to get a head start on those careerrelated plans. The sooner you check out the pluses and minuses, the sooner you can act on your information. CANCER (June 21 to July 22) A personal situation you thought would no longer present a problem suddenly could produce some surprises. Try
to sort things out with the help of trusted colleagues. LEO (July 23 to August 22) An upcoming move holds both anticipation and anxiety for Leos and Leonas who have some big decisions to make. Advice is plentiful, but it’s up to you to decide which way you want to go. VIRGO (August 23 to September 22) Someone from a previous project could provide valuable guidance on how to handle a current problem, especially where it might involve a legal matter. LIBRA (September 23 to October 22) A business situation presents some unexpected complications. But rather than try to handle them all at once, it would be best to deal with them one at a time. SCORPIO (October 23 to November 21) You just might get what you want, despite the odds against
it. In any event, be sure to thank all those people involved who believed in you and went to bat for you. SAGITTARIUS (November 22 to December 21) Before you even hint at an accusation, remember that you’ll have to prove what you say. So be sure you have what you need to back up your comments. C A P R I C O R N (December 22 to January 19) A romantic situation takes an unexpected turn that favors some Sea Goats, but causes others to reassess how they’ve been handling the relationship. AQUARIUS (January 20 to February 18) A surprise turn of events could unsettle the Water Bearer. But it also might help open up an entirely different way of working out an important matter. PISCES (February 19 to March 20) A smoothly running operation could bump up against an obstacle. This is where your ability to assess situations and make adjustments can restore things to normal.
