College gets $1 million Saskatchewan’s Advanced Education Minister Don Morgan has announced that the Provincial Government is providing $1 million in design funding through the 2013-14 Budget to Parkland Regional College for a new Trades and Technology Centre in Yorkton. “Our government recently rolled out the Saskatchewan Plan for Growth to support the growth of our province and provide a better quality of life for all Saskatchewan residents,” Morgan comments. “I am pleased that the Trades and Technology Centre will support the goals of the Growth Plan by investing in infrastructure and educating, training
– province announces local funding and developing a skilled workforce.” “The Saskatchewan government was facing many fiscal choices this spring, we are honoured that it has chosen to support local skills training to address the ongoing labour shortage,” Parkland College President Dr. Fay Myers adds. “The government’s leadership is critical for the success of the Trades and Technology Centre, and we couldn’t be happier that we have the province’s support.” “With the significant economic growth in our province there are a
large number of employment opportunities projected to occur in trades, transportation and equipment operators,” Yorkton MLA Greg Ottenbreit says. “I am delighted that the future Trades and Technology Centre will be able to train more skilled workers closer to home in the Yorkton region.” The college is currently conducting a fundraising campaign and hopes to raise at least $5 million from local partners toward the project. The city of Yorkton has contributed land valued at almost $3.5 million.

Finding opportunity in the junior markets The TSX Venture Exchange often dips following the annual Prospectors & Developers Association of Canada (PDAC) convention held each March in Toronto, and this year is no exception. Interest in junior mining conferences even declined with PDAC essentially flat versus 2012, the Mineral Exploration Roundup conference dropping 5%, and the Cambridge House Vancouver Resource Investment Conference attracting 13 per cent fewer attendees. Part of the market decline can be attributed to the current financing environment and the solvency of many junior companies. According to Canaccord Genuity analysts, over 575 junior mining companies have less than $500,000 in cash and equivalents reflected on their last reported balance sheets (predominantly September 2012). Analysts believe that many companies are likely struggling to cover overhead and do not
have the funds to invest in exploration and development. Turmoil breeds opportunity. Many analysts suspect that underfinanced junior companies will be forced to undertake austerity measures and divest assets. While unfortunate for those companies, it is welcome news to those with healthy balance sheets who can use their advantage to acquire quality assets at discount prices. For the discerning (and patient) investor, spending some time sifting through the rubble could prove to be worth the effort. Given the current state of the junior market, potential investors should first determine the capital position of the company. According to Sprott Asset Management, a publiclytraded junior exploration shell needs a minimum of $300,000 to $400,000 per year to stay afloat and a company with anything less than $500,000 is extremely vulnerable. www.reynoldsinglis.ca financed, the question is how long they can remain solvent. Investors should find out about current and projected burn rates. If a company has cash now but is burning through its reserves due to onerous costs or poor decisions, their cash advantage will soon dissipate. Assuming a company is careful with their finances and perhaps planning accretive acquisitions, investors need to determine how the company plans to finance the acquisitions and when cash flow can be expected. Quality management is key. A junior mining company can have the best property on the market but, if the management team lacks the experience to get things done, the underlying
value will never come to fruition. Management should also have a significant vested interest in the company. Analysis should be done to assess who currently owns the shares. Investors should determine the prices of previous financings and whether the stock from
those financings is freetrading. If shares are purchased at higher levels than previous financings, then investors need to be concerned whether existing shareholders will be doing any profittaking, thereby affecting stock price. Finally, investors should also assess the overall quality of the assets. Not only should the property have high potential for good exploration results, it must be in a politically stable jurisdiction with the necessary infrastructure in place to execute plans. The junior markets have certainly been difficult the last few years;
however, there will always be leading companies who emerge victorious. Investors who do their homework will know who is coming out of the turmoil stronger and better. Saskatchewan exports surge Thanks to strong demand for quality Saskatchewan-made products, the province’s export sales have hit record levels. Recently revised data from Statistics Canada indicate that provincial exporters sold more than $32.6 billion worth of products in 2012, a 10.3 per cent increase from the year before. This moves Saskatchewan past British Columbia into fourth place among the provinces when it comes to exports. Saskatchewan exports have more than tripled in the last decade. The province is Canada’s largest exporter on a per Member Owned — Truly Canadian

“This new initiative will help producers and the industry tell the story of modern agriculture and its benefits.” Saskatchewan is home to nearly half of Canada’s arable farm land, 30 per cent of Canada’s agriculture biotech industry, and the second largest beef cattle herd in the country. In addition, in 2012 Saskatchewan remained Canada’s top agri-food exporting province, with more than $11 billion worth of agri-food exports, which accounts for more than one-third of all provincial exports. The Agriculture Awareness Initiative will provide funding to producers, commodity organizations, agribusinesses and agencies to develop and implement agriculture
awareness and education activities. Eligible projects include: • providing information documents, training and education campaigns; • planning, organizing or hosting summits, workshops and conferences; • recruiting and training industry spokespersons; and developing manuals, videos, websites, educational materials, displays, publications and other awareness resources. The Agriculture Awareness Initiative will reimburse up to 50 per cent of a project’s eligible expenses. Each applicant will be eligible for funding of up to $25,000 per project to a maximum of $50,000 per applicant, per year. In addition to the new Agriculture Awareness Initiative, the provincial government has
made agriculture awareness a priority by being the first provincial government to sign on to the Agriculture More Than Ever initiative and hosting the Agriculture Awareness Summit in February. “As farmers we are dedicated to producing safe, healthy food, while also respecting and caring for the land and environment,” Chairman of Saskatchewan Pulse Growers’ Board of Directors Morgan Nunweiler says. “It is important for the general public to understand where their food comes from. Dangerous times for gamblers/preachers Ed, my neighbor next door, calls me “the circuit rider preacher in a red car.” This happens if I leave on a Sunday morning with my briefcase and my alb. On April 7, I rode my Pontiac to MacNutt and then Langenburg in the relentlessly falling snow. I left at 8:30 a.m. and got home just before 4 p.m., so Ed had to come over to find out where I had been all day. The first question Ed asked was, “Who had to suffer through your preaching today?” Ed likes to claim that preaching is the safest job in the world for the preacher, but those in the congregation could die of boredom. Ed says that even in the old lawless West, sheriffs and gamblers got shot, but not preachers. I told Ed that he should have studied history in Deadwood, South Dakota instead of gambling. Then he would know that there, in the gold strike’s early days, it was dangerous for preachers as well as sheriffs and gamblers. Preacher Smith, (Henry Weston Smith) recognized as the first ordained minister in the Black Hills, was a circuit rider preacher between the gold mining camps of Deadwood Gulch and Crook City. He worked at various jobs during the week. On Sundays, he spent his day preaching on the

On Sunday August 20th, he set out to preach at Crook City and was shot dead in the heart. Some said he was murdered by those who resented his preaching. Resentment, anger, hate and revenge easily become murder on a lawless frontier. Ed commented that it was better even back then to be a gambler rather than a preacher. I reminded Ed of Wild Bill Hickok, who was so focused on his gambling that Jack McCall walked up within three feet of Hickok’s back, pulled out a pistol and shot him in the head. McCall claimed it was revenge for Wild Bill’s killing of his brother. It was considered an acceptable defense and McCall was let go. Later, on March 1, 1877 McCall was hung for Hickok’s murder, because when drunk, he repeatedly
bragged about murdering Wild Bill without cause. In the Bible, murder goes way back to Cain and Abel, the sons of Adam and Eve. In anger, resentment and jealousy, Cain attacked his brother, Abel, and killed him. In the Old Testament, revenge for a family member being harmed or murdered meant, “Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.” Jesus taught that the anger and hatred that is in our hearts is also murder. The Apostle John wrote that anyone who hates his brother is a murderer. Jesus commanded us to love our enemies and pray for those who persecute us. We are not to take revenge, but leave it to God to avenge and repay others. If our enemy is hungry, we are to feed him. Most of all, we are to forgive our enemy whether he deserves it or not. We have been forgiven without deserving it by God for Jesus’ sake. Being forgiven, we forgive others.

Wintonyk, Barry Wayne Barry began his new life, surrounded by his loving family, on Monday, April 15, 2013. He passed away at Yorkton Regional Health Centre following a lengthy illness at the age of 55 years. Barry is survived by his loving wife of 30 years, Elaine (nee Rae), his two sons, Jesse of Yorkton and Jody (Crystal Schneider) of Saskatoon, his parents, Mary and Walter Wintonyk of Yorkton (formerly of Churchbridge), mother-inlaw Hilary Rae of Surrey BC, two brothers and sister-in-law, Rick Wintonyk and his children Grayden and Callen of Lac du Bonnet MB, and Rob and Karen Wintonyk and their children Rebecca and Isabella of Kitchener ON, brothersin-law Raymond Rae (Susan Wingate) of Surrey BC, Leslie (Patricia) Rae of Lethbridge AB and their families. He will also be remembered by uncles and aunts, George and Lorraine Flunder of Yorkton, Rodney and Adelia Flunder of Churchbridge and Mary Rubelitz of Yorkton as well as cousins and many friends. Barry was predeceased by his father-in-law Ernie Rae and grandparents Jim and Dora Flunder and Metro and Nettie Wintonyk. Barry and Elaine married in 1982 and settled in Churchbridge, where Barry worked with IMC (now Mosaic) at K1 and K2. He started his employment underground and later joined the staff at IMC in 1987 as Safety Supervisor. He served as instructor for the Mine Rescue teams and was responsible for supervising safety issues of IMC employees. Barry was eventually promoted to Occupational Health and Safety Supervisor. All who came to work at Mosaic over the years knew Barry as he was responsible for the orientation of new Mosaic employees as well as the employees of any Contractors. From 1990 to 1993, Barry and his wife Elaine, also owned and operated the "Pool Room" and then "Splashers" in Churchbridge. They moved to Yorkton in 1995 and due to his illness, Barry left his employment with Mosaic in 2010. Barry enjoyed several sports including baseball, hockey, golf, darts and the occasional game of poker. He coached his brothers and sons in hockey. Barry also was very involved with the Churchbridge Imperials over the years. As a member of the Army and Navy and The Royal Canadian Legion he played in the dart leagues at these organizations and served on the executive of both leagues. He participated in District and Provincial Dart Championships for these leagues. Barry also played darts for the Yorkton Elks and earned his spot on the 2008 Provincial Team playing in the National Championship. A prayer vigil will be held on Sunday, April 21, 2013 at 7:00 p.m. from St. Gerard's Roman Catholic Church in Yorkton. Funeral Mass will be celebrated on Monday, April 22 at 10:00 am from St. Gerard's Roman Catholic Church, 125 3rd Ave. N. in Yorkton. A private family interment will take place in the Garden of St. Mark at the Yorkton Memorial Gardens. Flowers are graciously declined. Memorials in memory of Barry may be made to the Diabetes Association or to the Heart and Stroke Foundation as gifts of remembrance.
