SILENCE FOR SOLIDARITY – Students from St. Michael’s School in Yorkton recently participated in Free The Children’s “We Are Silent” campaign. They took a vow of silence to take a stand in solidarity for children who are silenced by the denial of their human rights. These rights include access to clean water, food, education and health care. Along with being silent for the day, the students collected pledges which will be sent to Free The Children and will then go to communities in need.
Lieutenant Governor Vaughn Solomon Schofield recently presented eight citizens – including one from this area – with the Saskatchewan Volunteer Medal. The medal recognizes outstanding volunteer service or exceptional community involvement. It is a privilege to present the Saskatchewan Volunteer Medal to eight such generous and capable individuals,” Solomon Schofield comments. “I congratulate each of them on this well-deserved honour and I thank them for their enormous contributions to our province.” The 2012 recipients are: • Phyllis G. Cameron, Arcola; • Master Corporal (Ret’d) Leslie Good,
C.D., Moose Jaw; • Colonel (Ret’d) Charles Keple, C.D., Regina; • Namarta Kochar, Saskatoon; • Dr. Jim Leskun, Regina; • André Moquin, Gravelbourg; • Dennis B. Sanderson, La Ronge; • and, Joan Wilson, Saltcoats. Including the eight new recipients, the Saskatchewan Volunteer Medal has been presented to 156 outstanding individuals since 1995. Medal recipients are selected by the Saskatchewan Honours Advisory Council from nominations submitted by the public. Saskatchewan continues to have one of the highest rates of volunteerism in Canada.
Rural roads funded: needed improvements on the way
The Government of Saskatchewan has announced it is providing a total of 51 rural municipalities (RMs) – including some in this area – with funding for 173 kilometres of road improvements and 40 bridge and culvert repairs or replacements. The $25.5 million Municipal Roads for the Economy
Program (MREP), funds rural roads, bridges and culverts impacted by Saskatchewan’s growing economy. Funding was increased by a total of $2 million in this year’s budget. “Economic activity in rural Saskatchewan continues to grow from our oil and gas, potash, grain and manufac-
turing industries,” Highways and Infrastructure Minister Don McMorris states. “It is important that we reinvest that money back into rural Saskatchewan. Rural Saskatchewan remains one of our government’s foremost priorities. Over the past six years alone we have invested $163 million into roads, bridges
and culverts throughout rural Saskatchewan.” “The government’s support and investment in rural transportation infrastructure will continue to help grow Saskatchewan’s economy and benefit rural residents,” Saskatchewan Association of Rural Municipalities President David Marit adds.
MREP, which is administered by the Saskatchewan Association of Rural Municipalities (SARM), provides funding for municipal roads impacted by increased truck traffic. MREP also funds RM bridge and culvert projects. Continued on Page 2.

College/Peepeekisis Cree Nation ink a deal
Parkland College’s commitment to partnering with First Nations in East Central Sas-
katchewan continues to expand. The college has forged an official partnership with Pee-
peekisis Cree Nation near Balcarres through the signing of a memorandum of understand-
ing. Parkland College is committed to partnering with First Nations in East Central Saskatchewan to improve their skills training and labour market participation. The affiliation with Peepeekisis Cree Nation will involve tailored Essential Skills programs, Adult Basic Education, and specific skills training designed
to link members of the First Nation with industry and jobs. “We are dedicated to strengthening the programs and courses offered to our partners,” says Michael Cameron, director of Training and Business Development at Parkland College. “This agreement will help us improve the way of life of more people across the region.”
The MOU will be in effect for five years. The agreement lays out terms and directives by which both parties will work to secure training allowances for students learning on reserve. Officials from Peepeekisis Cree Nation and Parkland College will meet at least twice a year to assess the progress made during the collaboration.

Grants cover 50 per cent of the costs of road projects and 30 to 90 per cent of the costs of bridge and culvert projects. Highlights of the 2013 MREP grants include: 12 RMs will receive $7.3 million in grants for HH/HV projects, including hot mix asphalt work in Sherwood on roads impacted by Global Transportation Hub traffic, plus a grading project in Orkney which serves Yorkton’s canola crushing plants. 17 RMs will receive $4.3 million in grants to develop primary weight truck routes through SARM’s Clearing the Path (CTP) initiative, including White Valley which serves the oil and gas sector, two grain elevators, a shortline railway, a livestock operation and the T-rex Discovery Centre. 26 RMs will receive a total of $5 million to replace or repair 40 bridges and culverts.

Trying to give temptation away Ed, my neighbor next door, almost passed out from shock when I took him a huge piece of my birthday cake. I wish I could confess that it was solely a generous offer of sharing. The sorry truth is that I had to get rid of its temptation before I ate more of it. We have been on a diet for what seems like years only to experience a miracle for my birthday. My wife baked a chocolate cake that smelled wonderful baking and looked too good not eat, even without icing. I like to blame the torture and starvation of the diet as to why I had a piece of cake hot from the oven and then more pieces for lunch and supper and before bed. On my birthday, I ate nearly half of my birthday cake. Needless to say, I suffered with a restless sleep and a rolling stomach from eating too much cake. The day after my birthday, as I struggled to wake up with my coffee, I spotted Ed from my kitchen window, outside his garage door smoking a cigarette. I knew in an instance of revelation that I was a cake addict just like Ed was a cigarette one. I had to take drastic measures with

I cut the remaining half a cake in half, put one part in the freezer and rushed the other half over to Ed as a gift. I should have known Ed would be suspicious. He was certain I must have baked the cake. He thought it must taste terrible and I was trying to play a trick on him. He had to phone and check with my wife that I didn’t make the cake. Convinced it was safe to eat, he had a small piece and then two more while I drank a coffee and watched him eating the cake calories that had been tempting me. Ed was still suspicious about the sudden gift of cake, but was considering eating a bit more cake as I left him in his kitchen. Unexpected gifts to other folks do tend to confound and
confuse them. I know trying to give temptation away is a poor way of dealing with it. To some, the temptation to overeat cake or have a cigarette or two isn’t worth considering. Temptations always come with the label “No big deal.” For me, a little overeating here and there can mean pounds on the scale. One ciga-
rette usually means many more – like a pack or two a day. Self control is very easy when we are not tempted by cake or a cigarette. We spot other people being run over and spit out by temptations that don’t entice us, but we aren’t as aware about the temptations that trip us up. There is a part of us that desires what is not good for us. It is easy to welcome temptation as its consequences show up later. I wanted cake, not more pounds. Ed wanted a cigarette, not breathing problems. We ask God to help us see beyond the lie that temptation is “no big deal.”

Speed enforcement Drivers speeding in work zones on Saskatchewan highways run the risk of getting ticketed by the Highway Transport Patrol. “Additional enforcement is the next step in our campaign to improve safety in construction zones,” Highways and Infrastructure Minister Don McMorris says. “Our government has put in place a number of measures including better signage, new safety devices such as rumble strips, and increased fines.” Transport officers will be situated in work zones across the province and issue speeding tickets to any driver exceeding 60 km/h. Once the province’s new photo radar system is in place later this spring, transport officers will occasionally augment the new system and the RCMP. The Highway Transport Patrol’s primary role is the enforcement and education of commercial vehicle regulations, including speed enforcement. Increased enforcement is part of a package of safety improvements implemented in work zones since the death of flag person Ashley Richards in the summer of 2012.
