Building Canada – funding available

This is part of the “bull test,” which tests comprehension, safety and ability. The test consists of a dress drill, a search and rescue, a ladder drill where they climb 100 feet, carry a 50lb roll of hose up three flights five times, load hose, a hose testing comprehension, and what is pictured above, dragging a 300 lb hose two blocks. The exercise is meant to test mental and physical ability to get the best candidates for the department. Seven candidates took part in the testing, and only four made it to the bull test.

It’s presents an opportunity for growth and improvements for local communities. Yorkton-Melville MP Garry Breitkreuz recently announced the New Building Canada Plan is now accepting applications. Yorkton and area communities are invited to apply! The goal behind the initiative is economic growth, job creation and long-term prosperity through quality infrastructure. The New Building Canada Plan, a continuation of the Building Canada Fund which ran from 2007-2014, will see the Government of Canada invest over $53 billion in infrastructure across the country over the next 10 years from 2014-2024. For Saskatchewan, this represents more than $1 billion in dedicated federal funding, including almost $437 million under the New Building Canada Fund and an estimated $613 million under the federal Gas Tax Fund. “Under Building Canada, many communities throughout our area were able to receive funding for infrastructure projects such as road upgrading (RM of Insinger), water treatment plant expansion (Yorkton), and sewage lagoon expansion (Kamsack), to name a few,” details Breitkreuz. “The New Building Canada Plan provides an opportunity for many more to enhance infrastructure in their own communities.” There are two major components under the New Building Canada Plan: 1. The $4-billion National Infrastructure Component (NIC) which provides funding for projects of national significance; and

– local opportunities to improve infrastructure

2. The $10-billion Provincial-Territorial Infrastructure Component (PTIC) which supports infrastructure projects of national, regional and local significance. The PTIC is divided into two sub-components: • $9 billion for National and Regional projects (PTIC—NRP); and • $1 billion for projects located in communities of fewer than 100,000 residents through the Small Communities Fund (PTIC—SCF). “The Small Communities Fund will be of particular interest for communities throughout Yorkton-Melville,” adds Breitkreuz. “Our towns and villages will have a fair opportunity to apply for funding for projects without having to compete against cities like Regina or Saskatoon.” Eligible projects under the PTIC— SCF include: • Drinking water • Wastewater • Solid waste management • Disaster mitigation • Local and regional airports • Short-line rail • Highways and major roads For a full list of eligible projects and info. on how to apply for funding under the New Building Canada plan, please visit: www.infrastructure.gc.ca/plan/plan-eng.html.

65 years young It’s a year to celebrate! To help celebrate the 65th anniversary of the Western Development Museum, the WDM is encouraging people to visit their local branch this year. Those celebrating their 65th birthday in 2014 will receive free admission on their birth date, as well as a birthday present from the Museum! On April 6, 2014 admission to the four WDMs in Moose Jaw, North Battleford, Saskatoon and Yorkton will be only 65 cents and visitors will receive a FREE Gift! Like most organizations, the WDM is affected by both global and regional trends, as well as by changes within the organization. External trends include globalization, changing demographics (aging population, influx of newcomers to Saskatchewan, growing First Nations and Metis populations), and new technologies. With the pace of change accelerating, how will the WDM look even a decade from now? For one thing, the Museum is changing its focus for collecting artifacts. The WDM is now seeking items that reflect the culture, social life, innovation, and economy of postSecond World War Saskatchewan, particularly during the 1950s, 1960s, and 1970s. “People are visiting and supporting WDM in droves, and our staff and volunteers are working really hard to keep the Museum vibrant and exciting,” says Joan Champ, Executive Director. “As a result, our attendance has increased; we have opened exciting new permanent and travelling exhibits throughout the system; we have forged some terrific new partnerships; and more and more new Canadians are visiting the four WDMs.”

Board appointed The Yorkton Housing Authority has announced the reappointment of a dedicated board member. Effective immediately, Loreen Poier has been reappointed to the Authority Board of Directors. Wages to rise

The Government of Saskatchewan has announced it is increasing the province’s minimum wage from $10 to $10.20 per hour effective October 1, 2014 and will soon introduce regulations to provide for regular indexing of the minimum wage each year. “Increasing the minimum wage will give minimum wage earners more disposable income and improve their standard of living,” Labour Relations and Workplace Safety Minister Don Morgan says. “Indexation of the minimum wage will provide security for minimum wage earners and ensure predictability for business owners in the province. Since 2007, we have increased the minimum wage in Saskatchewan six times and have gone from $7.95 to $10.20. That’s 28 per cent, which is well ahead of the rate of inflation.” Highlights of the new minimum wage regulation will include: • Indexation formula will be based on the equal weighting of the percentage changes in the Consumer Price Index and Average Hourly Wage for the previous year. • A change in the minimum wage will be announced on or before June 30 of each year, with that change coming in effect on October 1 of the same year. The Government of Saskatchewan says it has reduced the tax burden on minimum wage earners by increasing the basic personal, spousal and child benefits and by creating the Saskatchewan Low Income Tax Credit, removing about 112,000 people from the tax rolls. Individual taxpayers now pay no Saskatchewan income tax on their first $18,650 of income while a family of four pays no Saskatchewan income tax on their first $48,320 of income.

Three strikes and you’re out Ed, my neighbor next door, has no patience for athletes who do not perform well. Word that the New York Yankees have made a $175 million dollar investment, in Japanese pitcher, Masahiro Tanaka, has Ed both impressed and depressed. Ed is impressed that the twenty-five year old pitcher can command such a huge contract. What spoils it for Ed is the possibility that injuries or the pressure of a major league spotlight might derail the young man’s potential. Ed claims that a top pick athlete comes or goes like the hiccups. Both are often temporary situations. According to Ed, a $175 million dollar pitcher should be unbeatable with the result of strike outs with every batter. I asked Ed if it wouldn’t get monotonous if it was always batter up and batter struck out.

Don’t prune your elms now To reduce the risk of Dutch elm disease (DED), pruning of elm trees is prohibited throughout Saskatchewan each year from April 1 until August 31. During this time, elm bark beetles that spread the disease are most active. Fresh cuts from pruning can attract the insects and increase the chance of a DED infection. Proper pruning is encouraged, outside the annual ban period. Pruning helps keep trees healthy and better able to resist all diseases, including DED. Removing dead and dying elm wood through pruning also helps reduce places for beetles to breed, and curbs their populations. Throughout

the year, including during the ban period, DED-infected elms should be removed promptly. Under provincial regulations, commercial pruners of elm trees must have completed a recognized training program or be under the supervision of someone who has. Improper pruning techniques can spread many tree diseases, including DED. Elm wood must be disposed of promptly, using the method and locations chosen by each municipality. Because of the risk of spreading DED, transporting or storing elm firewood is illegal. For more information, call the Ministry of Environment’s Client Service Office at 1-800-567-4224.

Jesus wanted her to think in terms of the living water or the spirit of God, but she was focused on the obvious, as if God was no more mysterious than the drinking water in her pail. The woman was focused on where to worship God. The Samaritans worshipped God on the mountain of Jacob. The Jews felt God should be worshipped at the temple in Jerusalem. Jesus asked her to call her husband so she could realize God is spirit and truth and able to see our sins plainly. Worship of God isn’t about where we worship, but from one’s heart directed by truth. Our worship of God is from the love of Him in our hearts, so that, we love Him with all our soul, mind and strength. Jesus told the Samaritan woman that he was the Messiah, the Christ and that God must be worshipped in spirit and truth. Love or spirit for God comes from our heart so that, as we love him, so we worship Him. Truth comes from God’s word. Love and truth are how we worship God wherever we are.

Shedding light on compact fluorescent bulbs In Canada, as of January 1, 2014, incandescent light bulbs are being phased out. There are a few options available to replace them, including compact fluorescent light bulbs (CFL), light-emitting diodes (LED) and incandescent halogen light bulbs. You may be wondering why the phase-out was introduced and what this change means for you. Perhaps you have heard that CFLs contain mercury and you are worried about possible health effects. The new efficiency standards for light bulbs were implemented to help Canadians save money and reduce greenhouse gases. Old-style incandescentbulbs lose about 90 per cent of their energy as heat and only last about 1,000 hours. CFLs use energy more efficiently and can last 10,000 hours while LEDs last up to 25,000 hours. Here are some tips from Health Canada on using CFL bulbs safely: • Always handle them carefully. • If you have skin sensitivities to UV, or an autoimmune disease that makes you sensitive to UV, buy low UV CFL bulbs and try to place the bulbs in fixtures where you can be 30 centimetres or more away from AUCTIONS

them. The presence of mercury in a CFL does not pose a risk to your health, unless the bulb is broken. If you do break a CFL: • Ensure that people and pets move to another room during the clean-up process. • Ventilate the room for at least 15 minutes prior to starting clean-up by opening windows and doors to the outdoors. This will ensure that mercury vapour levels are reduced before you start cleaning. • Do not use a vacuum to clean up the initial breakage as it will spread the mercury vapour and dust throughout the area and may contaminate the vacuum. • Wear disposable gloves, if available, to avoid direct contact with mercury and to prevent cuts. • Scoop or sweep up the broken pieces and debris with two pieces of stiff paper or cardboard. Do not use a broom. Use sticky tape, such as duct tape or masking tape, to pick up any remaining fine glass or powder. • Wipe the area with a damp paper towel, cloth or disposable wet wipe to remove any residual particles.
