Flood preparedness program in place The province’s Minister responsible for the Saskatchewan Water Security Agency (WSA) Ken Cheveldayoff confirmed the government of Saskatchewan will continue to assist residents faced with threats of flooding with the 2013 Emergency Flood Damage Reduction Program (EFDRP). The program provides engineering and technical assistance to municipalities while sharing the cost of permanent and temporary flood prevention works. “As Saskatchewan readies for a significant spring run-off, our government is committed to supporting its citizens and communities faced with potential flooding,” Cheveldayoff comments. “Since 2011, the government of Saskatchewan has provided $25 million to assist in the construction of 580 permanent works across the province. Investing in community-driven mitigation efforts creates protection from flooding not only this spring but in years to come.” The EFDRP covers 100 per cent

of costs for engineering assistance and purchase of sandbags by local governments. The program also reimburses individuals for 85 per cent and communities and businesses for 75 per cent of the cost of approved, permanent flood protection works built to provide protection from imminent flooding in 2013. These include projects like berms, culverts and lift station work. The program will also cover 50 per cent of the cost for temporary flood protection measures such as purchase of sand for sandbags and pumping. Projects must be approved by the WSA in order to qualify for funding. Requests for assistance under the program should be directed to the nearest WSA regional office or by calling toll free at 1-866-727-5420. Further information is available at www. wsask.ca. The Water Security Agency was created to lead implementation of the 25 Year Saskatchewan Water Security Plan.

The province has committed $2.8 million to address structural problems at the Invermay Health Centre. Saskatchewan Health Minister Dustin Duncan toured the Invermay facility this week. In January, long-term care residents and staff at Invermay Health Centre were temporarily relocated to health facilities in neighbouring communities, following the discovery of some structural damage and presence of mould in the building. Temporary relocation of staff and residents to other facilities, including Canora Gateway Lodge, was required while damage to the Invermay facility was assessed and repair work began. Helping patrons take over Saskatchewan’s Agriculture Minister Lyle Stewart has announced further options to help federal community pasture patrons assume operation of their community pasture. “We have been 100 per $ from the start cent clear that patrons of these pastures are the priority for our government,” Stewart says. “We have been talking to and meeting with patrons on a regular basis and we are working to be flexible in order to make this transition a success.” Patron groups will have the opportunity to either lease or purchase their pasture. If a patron group chooses to lease, the provincial government will offer a 15 year lease term. In addition, the provincial government will provide use of fixed assets to patrons at no cost, provided patrons perform regular maintenance. These assets include fences, dugouts and cattle handling facilities. Patrons also have the option to purchase these improvements at zero per cent interest over the term of their lease, if they wish to do so in order to gain

equity. The sale of these assets to patrons posed a significant increase in costs in some pastures and the federal government has indicated they will be transferred to the provincial government at no cost. Funding of up to $120,000 per patron group is also available to assist with the costs of establishing legal entities, developing business plans and accessing training. Ten federal community pastures will transfer to the provincial government and to patron operation for the 2014 grazing season. The remaining pastures will be transferred to patron operation by the 2018 grazing season. “Patrons have been working with the province toward assuming operations of their pasture,” Saskatchewan Cattlemen’s Association Director and federal pasture patron Larry Grant adds. “We appreciate the flexibility and options being provided to make this transition successful.” “The majority of patrons are also pasture managers and environmental stewards on their
own ranches and recognize this is an opportunity for them,” Saskatchewan Cattlemen’s Association Director and federal pasture patron Howard Toews says. “We recognize and appreciate the province’s commitment to patrons, as well as the time, effort and flexibility allocated to assist with this transition.” “Cattle producers have proven their environmental stewardship, are the best managers of land, and are best suited to make decisions regarding the future of these pastures which they have been grazing for decades,” Saskatchewan Stock Growers Association President Harold Martens says. “We know this transition is a significant process and we appreciate the provincial government’s commitment to working with patrons to make it a success.” The provincial government will continue to work with patrons on this pasture transition. “It is a top priority for our government to provide a comfortable and safe place for long-term care residents to stay, and a suitable work environment that allows health care staff to provide quality care,” Duncan said. “We are pleased to see the Sunrise Health Region has begun repairs at Invermay Health Centre to ensure that residents may return to their home as soon as possible.” “We expect the repairs will be completed within six months,” Sunrise Regional Health Authority Chairperson Lawrence Chomos said. “We appreciate the understanding and co-operation from residents, families, staff and the community. The safety, health and comfort of our long-term care residents are the region’s priority.” Duncan also toured the Canora Gateway Lodge, which recently sustained damage in the dining room due to a cracked ceiling beam. The Sunrise Health Region is further assessing the facility and associated costs to repair the damaged area. Since November 2007, the government has made an unprecedented $814 million investment in provincial health system major capital projects, building improvements and equipment upgrades.

Ed, my neighbor next door, has been known to say, “I’d give my right arm for it.” He said it the other day and I cautioned him about saying it in case it came true. I told him I had just read an article where that very thing happened. Ed gets frustrated with me when I tell him what I have read. I told him about the story I had read anyway. A twenty-two year old burglar in New York gave his right arm for a television he tried to steal. He and two friends broke a store window in which the television was on display. As the young burglar reached through the broken window to grab the television, the top part of the broken plate glass window fell on his right arm, almost severing it. Although he was rushed to the hospital, his arm had to be amputated above the elbow. I asked Ed if he could guess what was tattooed on the burglar’s left arm. Ed grumbled that it maybe said, “Born to steal.” He refused to talk about the story. Even the mention of a cut or bleeding makes him uneasy. He changed the subject by saying that there is so much snow in his yard; his grandchildren would need

I agreed that there is a lot of snow and folks fear that the snow melt could cause flooding. I asked Ed if he realized that fear was a force in the first Easter. Before he could answer, I explained what I meant. The enemies of Jesus were jealous of his popularity and his fame for raising Lazarus from the dead. The religious leaders feared losing their position and their nation if the people continued to turn to Jesus and away from their authority. They refused to believe Jesus came from heaven to save all sinners. With the help of Judas Iscariot they arrested Jesus, put him on trial and found him guilty of saying that he was God. They pressured Pontius Pilate to impose the death sentence of crucifixion on him. When Jesus died on the cross, and was buried and sealed in a tomb, it seemed that his ene-
mies were done with him. Yet, no one can get rid of God or his love for all. The grave could not hold Jesus, for God is a living, active God. The tattooed saying on the burglar’s left arm was not “born to steal,” but “born to lose.” Born to lose was what Jesus came to earth to do. He was willing to lose his whole life. He first fulfilled the law for us because we cannot be sinless. Then he willingly sacrificed himself on the cross, taking upon himself the punishment for our sins. The Bible confirms “Jesus was raised on the third day. He appeared to Peter, and to the Twelve. After that, He appeared to more than five hundred of the brothers and sisters at the same time. Then He appeared to James, to all the apostles, and last of all He appeared to me (Paul).” Jesus calls us from fear to trust in his words “Because I live, you also will live.”
