Ambulance fees set to climb – services to improve

Crestvue Ambulance and the Sunrise Health Region have announced they are enhancing ambulance services by providing Advanced Care Paramedic services in the Yorkton area, twentyfour hours a day, seven days a week. The change will come with an added cost. Effective August 6, new ambulance fees will be implemented to support this service enhancement. The basic pick-up fee will increase from $245 per call to $325 per call. The transportation fee of $2.30 per kilometer remains unchanged, as does the wait time charge. Fees for seniors, aged 65 and over, will continue to be capped at $275 per ambulance trip as part of the province’s Senior Citizens’ Ambulance Assistance Program. Other provincial programs such as Supplementary Health Benefits program and the Family Health Benefits program will continue to provide financial assistance for emergency transport. People with employee benefits plans or other supplementary health insurance are reminded to check with their insurer about possible reimbursement of ambulance fees.

Caution is merited with index approach Canadian investors have been steadily accumulating exchange-traded funds (ETFs) in their portfolios, with many viewing them as a one-ticket solution for such things as diversification, liquidity, low fees, flexibility, transparency, and tax efficiency. A research report from National Bank Financial states that Canadian ETFs attracted $1.5 billion for June, despite negative returns for both stocks and bonds. This puts total Canadian ETF assets just over $59 billion, and a large portion of the June net inflows can be attributed to the iShares S&P/TSX 60 Index (TSX: XIU), which had a whopping $1.1 billion of the flow. Unfortunately it appears that investors are not doing their homework; instead buying ETFs blindly, without assessing whether particular products are right for their portfolios. The popularity of XIU is a case in point. Over 70 per cent of the ETF is comprised of financials, energy, and materials. While financials tend to be more stable in nature, the energy and materials sectors are subject to high volatility. In fact, the materials sector is down -33 per cent on the year and is one of the largest contributors to the underperformance of the S&P/TSX this year. According to RBC Wealth Management analysts, Canadian equity portfolios with TSX Composite-like sector composition face the prospect of sub-par returns in years ahead. RBC analysts believe the main Canadian equity sectors are set to confront a number of headwinds that are

www.reynoldsinglis.ca unlikely to abate in the foreseeable future, and that maintaining such a high level of concentration risk is an approach unlikely to be rewarded. The key reasons are the effect of high household debt levels and inflated real estate markets on the financial industry, and pending issues in the commodities markets. That’s not to say that investors should avoid the Canadian index ETFs. Rather, they should be more cognizant of the products they are purchasing and realize that more diversification may be warranted. To diversify Canadian equity portfolios, investors should consider ETFs that provide exposure to other areas of the index; creating a much more balanced approach. Investors could purchase the First Asset Morningstar Canada Momentum ETF (TSX: WXM) and the First Asset Morningstar Canada Value Index ETF (TSX: FXM). The former uses price momentum as a core component of its

screening process while the latter screens for price-to-earnings ratios, cash flow ratio, price-tobook value and sales, and earnings estimate revisions. A combination of the two has provided a better risk-adjusted return with reduced volatility, and has outperformed the benchmark every year since 2001. The BMO Low Volatility Canadian Equity ETF (TSX: ZLB) is another interesting product. As the name implies, the ETF has been designed to provide exposure to a low beta weighted portfolio of Canadian stocks. This ETF’s sector allocation has a much heavier weighting in the more defensive sectors such as consumer staples and utilities. Investors without the time or inclination to “do the homework” for proper diversification can opt for a professionally managed ETF portfolio, either through Separately Managed Accounts or with wraps. In the former, investors have direct ownership of the individual ETFs but institutionalcaliber managers handle the investing and ongoing rebalancing. The latter are similar to mutual fund wraps, except that the underlying investments are generally much more cost effective. Take cover – a line of storms is on the way Ed, my neighbor next door, has been thundering around like stormy weather this past week. He aggravated his right shoulder while playing baseball with his grand kids. The pain has refused to leave, and every day it throbs on Ed gets more and more ill-tempered. When the weather channel announced a line of thunderstorms was heading our way yesterday, Ed started flashing some lightning of his own. He reluctantly asked me to put some things from his yard in his garage. His sore shoulder wasn’t allowing him to do any lifting. “If we get strong winds I don’t want stuff blowing to ‘Kingdom Come.’ If it hails it will ruin the crops,’’ Ed said in frustration. “I’m fed up with my bum shoulder and thunderstorms and everything and anything,” Ed grumbled. “Better keep a good distance from me as I want to throw a tantrum, yell and blame everything I‘m grumpy about on someone else,” he said. Thankfully, I was spared Ed’s possible tantrum because rain chased us into our own houses. Blame is like a clap of thunder that startles us. We may wonder where it came from, and if we are in for a cloud burst of fault-finding, pouring down upon us. Sometimes we do not deserve blame and sometimes we do. Often nothing upsets us more than being blamed for what we didn’t do. I have sung the, ‘don’t blame me,’ song so often that I have perfected it. Then there is my other long standing, ‘it’s your fault,’ ballad. Both songs seem to pop up in times of stormy relationships. The worst part of dealing with blame is when we cannot escape singing the blues because we are rightfully blaming ourselves over our own error. Self blame can eat at us like acid even if it isn’t truly deserved. We have a basic need to feel blameless or

One Christian, Charlotte Elliott of England was well aware of her failing to do better when it came to sin. She couldn’t make progress at improving herself before God. Charlotte became an invalid at age 30 and remained an invalid until her death at age 82. She lived between 1789 and 1871. Being an invalid also caused her to fall into feelings of great uselessness. A preacher by the name of Dr. Caesar Malan invited Charlotte to go in belief to Jesus just as she was. Her willingness to go to Jesus in faith would later be shared in her best know hymn, ‘Just As I am.’ In her life time she wrote 150 hymns in spite of being an invalid for fifty of her 82 years. The Bible makes it clear the devil is the great tempter and accuser. He destroys lives with blame, guilt, shame and self condemnation. Yet, God calls us to come forward to Him in boldness and receive mercy. God is faithful and will forgive our sins and cleanse us

Traditional iridology is based on the study of the iris, or colored part, of the human eye. It is an ancient science, dating back at least 3,000 years in recorded history. Hunting license system now online Saskatchewan’s new online automated Hunting, Trapping and Angling Licence (HAL) system is now fully operational. Beginning August 6 all game bird, big game and big game draw licences will be available for purchase 24/7. “Over the last several years, the ministry has consulted with many hunters, anglers, trappers and issuers, and has heard that the current system needs to be updated,” Environment Minister Ken Cheveldayoff says. “The fact that hunters and anglers have purchased over 170,000 licences, demonstrates that HAL is meeting the needs of the public.” There are three options to purchase licences through this system, online through your personal computer any time, through private issuers, Ministry of Environment and select provincial park offices; or by phone at 1-855-848-4773 (8 am to 9 pm). Customers who want to purchase a big game licence online from home, must first obtain a convenience pack of seals to complete the transaction. A convenience pack of six seals is free and can be obtained from a private issuer, a Ministry of Environment office or select provincial park office beginning August 6. Once you have them, you can complete your transactions online, 24 hours a day. In Yorkton, there are three locations where a licenses can be purchased. Those locations are Canadian Tire, Home Hardware and the Ministry of the Environment. Only one HAL account is required per person. If you have already created an account for angling or the Big Game Draw, you do not need another account. Just access your account and make the purchase. Although August 1 was originally noted as the date hunting licences would be available for sale, the ministry delayed the opening of sales to ensure there is a seamless administrative transition from the sale of angling licences to the sale of hunting licences. Last year the ministry issued over 200,000 hunting licences and 200,000 angling licences. This activity contributes about $40 million to the GDP, and over 2,500 direct jobs, benefiting rural areas and helping to grow local economies.
