As part of the province’s plan to strengthen health care in rural Saskatchewan, the province has announced it is exploring the implementation of Collaborative Emergency Centres (CECs) as an approach to provide emergency and primary health care. Saskatchewan’s Minister responsible for Rural and Remote Health Randy Weekes has just wrapped up a visit to Nova Scotia, where he toured Collaborative Emergency Centres to gain a first-hand perspective on operations and applicability in Saskatchewan. Weekes was accompanied by Dr. Vino Padayachee, Chief Executive Officer (CEO) of the Saskatchewan Medical Association (SMA). “I am very excited to learn about the potential the Collaborative Emergency Centre model holds for Saskatchewan as a way to address the challenges of health care delivery in rural and remote communities,” Weekes says. “Interest in this model of care has been steadily growing over the past months, and we are optimistic the CECs could benefit Saskatchewan residents. I am particularly pleased Dr. Padayachee with the SMA was able to join me and I look forward to working closely with other health care providers as we consider this

HALL OF FAME – They are prominent in the snowmobile community and now they are being recognized for their efforts. Chris and Jeannie Brewer are from Regina Beach, Saskatchewan. So avid are the pair that they got married on snowmobiles in 1990 dressed in matching snowmobile suits. Smitten by the bug at age 11, Chris spends his life promoting, developing, volunteering, grooming and organizing snowmobile clubs and activities including in this area. He has received numerous honors including the International Snowmobile Industry Association Snowmobiler of the Year and Saskatchewan Groomer of the Year. In 2000 Chris was hired by the Saskatchewan Snowmobile Association as its Executive Director, a position he continues to hold. Jeannie started snowmobiling in 1967 and has the same passion and dedication to the sport as does Chris. She annually rides at least 1,000 miles. She is very active in many local and provincial club function, grooming promotion, fund raising, and volunteering for almost any need-
ed job that involves snowmobiling. A breast cancer survivor, Jeannie was instrumental in starting Prairie Women on Snow to bring attention and to raise funds for the cure. She has won the CCSO Snowmobiler of the Year in 2008. Her administrative talents have been recognized and she now serves as the Chief Financial Officer of the Saskatchewan Snowmobile Association. The weekend of September 14-15-16 will see a gathering of many of the most influential and well-known snowmobilers in the sport. They will come to Eagle River, WI for the annual International Snowmobile Hall of Fame inductions. All snowmobilers are welcome to attend the weekend events. SHOF is located in the World Snowmobile Headquarters building just north of the famed Eagle River Derby Track. It also hosts the Iron Dog Brigade, Antique and Vintage Snowmobile Museum, Derby Hall of Fame, Women on Snow and Radloff Gallery. – brand inspection services to see changes
Saskatchewan’s Agriculture Minister Lyle Stewart has appointed an advisory committee, made up of livestock industry representatives, to examine industry-led delivery options for livestock brand inspection services in Saskatchewan. “We want to consult with livestock producers, industry and other provinces to explore alternative delivery model options to achieve more efficient brand inspection services in Saskatchewan,” Stewart explains. “This committee will be tasked with looking at all options and presenting their findings to our government.” The Brand Inspection Services Advisory Committee will study the current brand inspection models in Saskatchewan, Alberta and British Columbia, review options for industry-led brand inspection and recommend a preferred option to the Minister of Agriculture. Brand inspection services in Saskatchewan are currently delivered through Ministry of Agriculture livestock inspectors. The service is provided to ensure that animals offered for sale are rightfully owned and verified through a brand registry. The role of government in verifying ownership of livestock is unique in Saskatchewan. No other agricultural commodity is purchased or sold in the province with a government service to verify ownership. Stewart says the group will look at all options including an integrated western Canadian approach. Alberta, for example, currently has an industry-led and delivered brand inspection system. The advisory committee will conduct comprehensive analysis and stakeholder consultations and finalize a recommendation by early 2013. Members of the committee include two representatives from the Saskatchewan Cattlemen’s Association, two representatives from the Saskatchewan Stock Growers Association, one representative from the Saskatchewan Horse Federation, one representative from the Livestock Marketers of Saskatchewan and two member-at-large representatives. “I look forward to reviewing brand inspection services in Saskatchewan,” Saskatchewan Cattlemen’s Association Chair and committee co-chair Mark Elford adds. “An integrated western Canadian brand inspection system will help ensure the rightful ownership of everyone’s cattle and be a win-win for everyone involved.” “We welcome this review of brand inspection and I look forward to examining the options on how industry can improve these services for Saskatchewan producers,” Saskatchewan Stock Growers Association President and committee co-chair Harold Martens concludes

eHealth Saskatchewan is inviting residents of the province to visit a website to learn more about electronic health records and participate in a short survey to answer questions about what type of electronic services would be useful to them. “We are emerging into a world of huge possibilities in technology allowing people access and information to empower them to be an active partner and decision maker in care options with their health provider or in managing the care of a loved one,” eHealth Saskatchewan CEO Susan Antosh explains. “This survey will help us determine what’s important to Saskatchewan residents and if they even desire things like access to their own medical test results, for
example.” “We have made a great effort to ensure we are putting the patient first in our health care system, and that includes their electronic health information,” Health Minister Dustin Duncan adds. “It’s important that we know what the patient or caregiver needs and wants in that technology and that will be of the most value to them Eventually every person in Saskatchewan will have an electronic health record (EHR) that is a private, lifetime record of their medical information, which will provide authorized health care professionals with immediate access to test results, past treatments and medication profiles.

Stats can be misleading
Figures released recently by Statistics Canada indicate there were fewer crimes across the nation in 2011 compared to 2010. However Melville/Ituna RCMP S/Sgt. Ewan Booth says these figures are difficult to interpret. “You have to be careful when you read these types of statistics,” says Booth. “They say Regina has the highest crime rate (per capita) in the country but really if we had one or two murders here they would say we have the highest crime rate per capita.” Canadian police services reported almost two million Criminal Code (excluding traffic) incidents in 2011, about 110,000 fewer than in 2010. Among the provinces,
Saskatchewan had the highest Crime Severity Index (CSI) in 2011 and Regina and Saskatoon reported the highest CSI value out of 239 Canadian cities. “I would be reluctant to say crime has gone up or down in this area,” says Booth. “It’s sporadic. We identify with certain individuals in the area who continue to commit offenses. “In other cases we have prolific offenders who cause disturbances and nuisance-type crimes. They inflate our crime rate and often only get a slap on the wrist. We are treating them differently now and really trying to get them in the courts.” He says although crime might not have increased over the past year, the number of offenses re-
ported has risen because the public is more aware and thanks to organizations like Crimestoppers it’s easier to apprehend lawbreakers. “There is also a drug issue within the area. Drugs like marijuana and methamphetamine are not only being brought into the area from larger cities but are also being made in the city.” In the Melville/Ituna detachment area Booth says crimes like drinking and driving and driving under the influence of drugs are common offenses. Property damage and vehicle thefts from people coming from out of town are also issues within the area. Booth says cases of domestic or spousal abuse do occur in the city but they are few and far between.

Currently, some of the infrastructure already in place, or under development, which will feed into the information for the EHR includes a Radiology Information System and Picture Archiving Communication System (RIS/ PACS), RIS/PACS is a data system that captures diagnostic images such as x-rays, CTs, ultrasounds, MRIs and Mammography that can be accessed by clinicians from anywhere in the province. The Pharmacy Information Program includes information about prescriptions filled within Saskatchewan community pharmacies, and more recently, the Saskatchewan Lab Results Repository was created to allow health care providers to view lab test results for patients. Information collected through the surveys, combined with feedback be-
ing gathered through health sector workshops taking place over the summer, will help shape the future of electronic health records in Saskatchewan. “I encourage people to take the time to do the survey as it will help to ensure priorities for EHR are aligned with patient and family-centred care,” Antosh says. The survey can be found at the eHealth Saskatchewan public engagement website at www.ehealth-sk.ca and will be available until midnight on September 7. eHealth Saskatchewan is the Treasury Board Crown Corporation responsible for planning and building a provincial EHR and supporting and maintaining electronic systems that make up the electronic network for the all health regions and health stakeholders in the province.

Ed, my neighbor next door, told me he was going fishing Sunday morning. Of course I had to ask, “Are you going to church first?” He answered with a resounding, “No church for me any Sunday!” “Don’t you ever go fishing?” Ed inquired. “I fish only for souls,” I replied. “What is the best thing about fishing besides catching a fish?” I asked Ed. “The silence – being on the water in a boat and just waiting for a bite, a time to relax and daydream and enjoy the solitude and the promise of a great catch,” Ed answered. “Do you realize four of Jesus’ disciples were fishermen?” I questioned Ed. He conceded that Jesus knew how to pick good fishing buddies. I told Ed that when Jesus indicated where to fish, they caught so many fish the boat began to

God calls us to be still and know that he is God. It is important for us to be silent and still, so that God can get His word into our souls. Yes, God’s word says

Nova Scotia has been implementing this model in communities where maintaining 24-7 emergency service is difficult. CECs are open twenty four hours a day, seven days a week, and are staffed by a primary health care team during the day and a team that includes a nurse and a paramedic, with physician oversight through the emergency health system, during the night. The benefits of the CEC model include: improved access, shorter waiting lists, same day appointments, reducing number of visits to emergency rooms and increased patient satisfaction. “Collaborative Emergency Centres are an innovative, made in Nova Scotia approach to providing emergency care in Nova Scotia,” Nova Scotia Health and Wellness Minister David Wilson comments. “I am pleased Saskatchewan has decided to explore our model to provide better care sooner to residents in rural and remote parts of their province.” Adapting the elements of Nova Scotia’s Collaborative Emergency Centre model is one of the recommendations of the first report of the Health Care Innovation Working Group, led by Premiers Brad Wall and Robert Ghiz. The report was released today at the Council of the Federation meeting in Halifax. This innovative way of delivering health care also aligns with Saskatchewan’s recently announced initiative to strengthen its primary health care system says Nilson. The goal of the initiative is achieving a primary health care model that is sustainable, offers a superior patient experience and ensures better access to services.
