– distracted driving RCMP focus Two of the main contributing factors to traffic fatalities, non-seatbelt use and distracted driving, are once again the focus of an RCMP traffic blitz taking place province-wide this month. “We’re now starting to see distracted driving play more of a role in fatal collisions, so this month’s blitz will once again focus on the dangers of cellphone use behind the wheel, as well as other forms of distracted driving,” says Andrew Cartmell, President and CEO of SGI. “While wearing a seatbelt won’t prevent a collision, it can save your life. More than one-third
of all fatalities involve non-seatbelt use, and our goal is to see those numbers come down.” Distracted driving, which includes cellphone use, contributes to more than 9,400 collisions each year on average, and is a factor in 50 fatalities on Saskatchewan roads. Non-seatbelt use contributes to about 55 fatalities each year. “Winter in Saskatchewan can present challenges on the roads and motorists need to be ready to react quickly to these conditions at all times,” adds Chief Superintendent Brenda Butterworth-Carr, Officer in Charge, Criminal Operations “F” Division,
RCMP. “We need drivers to take that responsibility seriously and give the task of driving the attention it deserves. Having all of us operate vehicles without distraction results in all motorists being safer on the roads.” Law enforcement also wants to remind motorists of some basic winter driving safety tips. By completely clearing windows, windshields, headlights and taillights of snow and ice before driving, motorists can ensure they have a better view of the roads and that other vehicles can see them. Tickets can be issued for these types of obscured vision as well.
Sask. LPNs leading the way

According to the report Regulated Nurses: Canadian Trends 2007 – 2011, released earlier this week by the Canadian Institute for Health Information (CIHI), licensed practical nurses in Saskatchewan are more likely to work in acute care than their Canadian counterparts. The report found that 60.9 per cent of LPNs work in Saskatchewan hospitals compared to 42.9 per cent of LPNs across Canada. One in five nurses in Saskatchewan are LPNs and 98.6 per cent work in direct patient care, compared to 90 per cent of RNs in the province. “Licensed Practical Nurses play a crit-
ical role in the delivery of health care,” said CUPE Health Care Council president Gordon Campbell. CUPE presented their brief Full Utilization of Licensed Practical Nurses: A Practical Solution to the Nursing Shortage to four health regions last year. The brief calls for consistent advancement of LPNs. CUPE is also urging health care employers to implement mentoring programs for new LPNs in the workplace, by allowing them to job shadow full-scope LPNs. “By fully engaging LPNs, Saskatchewan can address the nursing shortage and ensure quality patient care.”

TFSAs or RRSPs Financial freedom by Kim Inglis
www.reynoldsinglis.ca A frequent financial planning question is whether to contribute to a Registered Retirement Savings Plan (RRSP) or a Tax Free Savings Plan (TFSA). With the ratio of Canadian household debt to annual disposable income at a new high, limited resources are forcing many to choose one over the other. Making the decision begins with a basic understanding of each. RRSPs are designed to promote long-term retirement savings. The maximum annual contribution limit for 2012 is $22,970, with individual amounts varying based on factors such as unused past contribution room. RRSP contributions are tax deductible, and that deductibility offers the greatest benefit when the tax refund is re-invested. Withdrawals are subject to withholding taxes and fees. TFSAs are savings vehicles that allow contributions up to $5,500 per year (effective 2013) in cash and investments. Unused contribution room can be carried forward indefinitely and never expires. Withdrawals can be made anytime in any amount, without being taxed, and can be fully re-contributed the following calendar year. An individual can fund a spouse’s TFSA and the income earned is not attributed back to the partner who provided the funds. TFSAs make a lot of sense for many young people beginning to save for retirement, as they are still in lower
income tax brackets and won’t benefit much from the tax deductibility of RRSPs. It may be better to accumulate RRSP headroom until their marginal tax rate is higher. The funds in TFSAs are also accessed more easily, providing a source of emergency funds. The emphasis is on emergency because the convenience of TFSA withdrawals is a downside for those tempted to withdraw on whimsy rather than absolute necessity. For investors in higher income tax brackets, RRSPs make sense because their tax deduction is likely at a higher marginal rate than it will be when withdrawals are taxed in retirement. And, RRSP contributions may be used to drop their current taxable income to a lower bracket. Higher income earners are also less likely to have to choose between the TFSA and the RRSP, and may wish to contribute to both and link the benefits. Assuming the RRSP contribution is fully deductible, a BC investor with an annual income of $100,000 who contributes $22,970 to an RRSP would get a tax savings of approximately $8,317. The refund could be placed into a TFSA, up to allowable limits, to be invested and grow without fear of taxation either now or in retirement, multiplying the positive impact of the original RRSP contribution. GIVING BACK – Members of Pelly’s Royal Canadian Legion Branch 65 recently presented The Health Foundation with a cheque for $1,100 in support of the Stars Air Ambulance campaign. “We are very grateful for this very generous donation toward establishing our local STARS air ambulance program,” says Ross Fisher, Executive Director of The Health Foundation. “The Pelly Legion has donated to a number of our projects in the past and we are very pleased that the Legion continues to support our work.” “This will be one of the final things the Pelly Legion does, as we are closing and our members will be joining the Norquay Legion. Our membership has gotten smaller and smaller over the last few years, and it just doesn’t make sense for us to try and keep going on our own,” says member Cora Stobee. The members present to award the cheque to Fisher were: Tom Brown, Vi and Lawrence Off, Vern Seversen, Joe Brown and Cora Stobee. Not present but still active members of the Pelly Legion are Steve Kineschuk, Robert Brown,
Adrian Makahoniuk and Ed Bandura. The Pelly Legion was established on October 16, 1926, with 23 Charter members. In the 1920’s, 30’s and 40’s the branch was combined with Norquay; so in some ways the Pelly Legion is returning to its beginnings. On October 11, 1949, Pelly Legion Branch #65 was formed. There were 28 members in attendance at the founding meeting. The Ladies Auxiliary was formed June 12, 1950 with 12 Charter members. The auxiliary remains active to this day. The Pelly Legion moved into its current hall in 1963; all the work on the hall was completed by Legion members. The walls in the lounge of the Legion Hall have pictures and a brief history of most of the WWI, WWII, Korean War, and peace time members of the Pelly Legion. Comrade Cora Stobee created the wall. At present the Pelly Legion has 21 members. Due to their age most of the members are not active. The legion is proud that there are still approximately 100 people who attend the Remembrance Day service.
SaskTel has announced that its 4G wireless network in the Yorkton area has been enhanced to meet increasing customer demand and provide improved coverage and capacity. These enhancements have increased the overall capacity of the 4G network in the Yorkton area. Tests show that in the Yorkton area the dropped call rate is now down to approximately one per cent. Dropped data sessions have fallen to approximately 0.5 per cent. Both of these percentages are below the target performance specifications and industry norms for 4G network performance. “I’m pleased to announce the increase in network capacity in the Yorkton area, as it supports our vision of all Saskatchewan residents having access to the largest, fastest and most complete wireless network in the Province,” says Greg Ottenbreit, MLA, Yorkton. “An increase in service that will reduce dropped calls to approximately one per cent in the Yorkton area shows SaskTel’s commitment to providing rural Saskatchewan with high quality service.”

Promising beginning to the year with NHL Ed, my neighbor next door, is unusually upbeat this January. Returning from Mexico a few days after New Years, Ed was soon greeted with the joyous news that the NHL is about to come to life for a shortened season. “Canada will soon have big league hockey again and the world is back on a right course,” Ed has been saying. According to Ed, now that I’m retired with lots of time and money, I should take him to an NHL game in Winnipeg, or Calgary if I prefer. I can drive us because Ed likes to sightsee and talk and driving interferes with these two of his favorite activities in a car. Long car rides also make him hungry and it’s hard to snack and drive and not get the steering wheel either sticky or greasy. I told Ed I would chauffeur him to either city for a price. He pays for the cost of the gas and both of our tickets into the game. I also offered to give him a bottle of water and a good supply of junk food for our trip. I think that I have offered Ed an outstanding deal, but we are in a deadlock. I would be willing to negotiate a deal with Ed about our NHL excursion, but it seems Ed isn’t ready to return to any talks soon. The

The first temptation by Satan challenged a starving Jesus to turn stones into bread if he was the Son of God. Although Jesus had the power and authority of God, he never used it to
show off. If we know who we are, we need not be tempted to prove it to others. Jesus told the tempter, “Man does not live by bread alone but on every word that comes from the mouth of God.” Next, the tempter took Jesus to a high point of the temple and told him to jump off if he was the Son of God, for angels would catch him or keep him from harm. Jesus, as the Son of God, refused to prove it to Satan. He told the devil, “Do not put the Lord your God to the test.” Finally, the devil took Jesus to a very high mountain and showed him all the kingdoms and their splendor. He said that it can all be yours if you will bow down and worship me. Jesus answered, “Away from me Satan! For it is written: Worship the Lord your God, and serve him only.” Thankfully, with God, good overcomes evil.

Yorkton X-Country club Skis for the Gold Yorkton’s XC Ski Club recently had Mayor Bob Maloney officially open the trails at Deer Park and wish the club the best as it hosted it’s second annual Ski for the Gold Poker Derby at Deer Park Golf Course. Thirty two skiers attended and skied the five km outer loop to collect poker chip to trade in for the best poker hand of the day. Dan Giroux took home the pot of gold, total $80. The event was a part of the clubs fundraising efforts to purchase new trial grooming equipment. The Yorkton XC Ski Club purchased a new snow machine for grooming the trails last year and the club wants to purchase the track setter and snow grooming equipment this year so it can host both classic and skate skiers on the course. The golf course is challenging for any skier and a great training course for the more competitive skier and having both styles of trails will open the door to more skies to participate. The Yorkton Club has over 40 paid members to date and Club President Barry Rogers would like to see the club grow in membership so it can get young skiers into a Jack Rabbit Program and develop some members to become coaches. In the years to come it is planning to host Sask Ski Provincial meets. For more information on the Yorkton XC Ski club contact Anne Stupak at 783-6617.

Asessippi welcomes one million Spending quality family time on the snow has become a holiday tradition for many in Manitoba and Saskatchewan and this season has been no exception. December 31, alone brought in over 1150 guests including the one millionth guest to the Asessippi Ski Area. The resort experienced an approximate 10 per cent increase in traffic during the holiday season over last year and has been very pleased with the terrific snowfall to date. “Guests are really enjoying the upgrades we made this fall,” explains Roz Pulo, director of marketing for the resort. “With more lifts, we now have people spread out in different areas, which means less congestion and short-
er lift lines.” Asessippi installed a new 650 ft. Magic Carpet in the beginner area, named the Ollie Express. They also expanded the tubing park and installed a handle tow in the Robin's Run Terrain Park. Upgrades the to Squirrel Chair were completed and opened just a few days after the resort did. Currently Asessippi is offering a $9.99 Sample Sunday, to encourage people to come out and try the sport. A bunny lift pass, rentals and friendly instructors on hand to get you started. The taxman cometh so plan ahead To paraphrase Ben Franklin, in this world nothing is certain, except death and taxes. With April 30 approaching, the certainty of filing a tax return is almost here. “Taxes and procrastination seem often to go together, but your return will be much easier if you think about it before the deadline,” says Cleo Hamel, a senior tax analyst at H&R Block. “Scrambling to find receipts or understand complex tax forms at the last minute will probably lead to missed credits or deductions. Everyone wants to make sure they get the biggest refund they are entitled to.” Hamel offers the following tips for preparing your own return with ease and peace of mind: Be prepared: Gather all of the necessary paperwork before you start
the actual filing process. These might include T3, T4, T5 and other income slips, along with your deduction slips for RRSP contributions, childcare expenses and other living expenses that quality for tax credits. Take the time: Select a time to review your slips and forms to make sure you have everything. If you do your own taxes, make sure you have no interruptions or distractions. If you use a tax professional, you should have all your paperwork together for your appointment. Do not wait until April 30 to begin. Get the right resources: If you are using tax software, look for a certified package which offers the support you want. Some tax preparation software, like H&R Block At Home (www.hrblock.ca), provides free audit assistance in case your
return is reviewed by the CRA. If you choose a tax professional, make sure the person has been trained on the latest tax law changes and will support you in case of an audit. Be safe: Your tax forms contain important personal information, so keep your files secure. Paper forms should be secure. Or look for software that has high-level security and works closely with tax authorities to ensure all of your personal information is well protected. Think about next year now: Tax slips and forms can come in throughout the year. Start a file for 2013 now so you can collect the paperwork as you receive it. It will make it easier when the next April 30 deadline rolls around.
