Flu causes restrictions The Sunrise Health Region has announced visitor traffic will be reduced at the Yorkton Regional Health Centre (YRHC) in an effort to reduce the spread of the flu. A respiratory influenza circulating in the community has infected several staff and patients in the medicine and inpatient surgery wings of the YRHC. Visiting and traffic through the hospital will be restricted in order to contain and eliminate spread of this contagious illness. Until further notice, no visiting is allowed on first floor medicine unit and third floor, inpatient surgery unit. Compassionate visiting (e.g. visiting a terminal-

– outbreak limits visitors ly ill patient) can be arranged by calling ahead to the nurse’s station where the visitor will receive instruction on how to limit exposure and transmission. Visiting is allowed in other areas of the hospital at this time however, children under the age of six years should not visit and persons who have a cough, fever or other flu symptoms should not visit patients and should consider staying home. During this illness outbreak, the Sunrise

is advising visitors do not use the main entrance of the hospital. All members of the public are asked to use the Emergency/Patient Admitting entrance. Respiratory influenza illness will generally result in discomfort for several days in a healthy person, but can be much more serious for those who are very young, very old, or who have an acute or chronic health condition, states a report issued this week by the Sunrise. “It is important that contagious illness be identified early and steps taken to keep illness from spreading to others, especially in healthcare facilities. Earlier this week Federal Agriculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart announced $3.4 million in funding for 23 livestock and forage research projects. Sask. focuses on youth tobacco reduction The Government of Saskatchewan has announced it is continuing efforts to reduce tobacco use in the province, particularly among young people. In recognition of National Non-Smoking Week (January 20-26), the Ministry of Health has launched the second phase of a youth anti-tobacco campaign, targeted at young people between the ages of 11 and 14 years. This age group is particularly vulnerable to experimenting with tobacco and the campaign encourages them to remain tobaccofree or quit using tobacco. “Protecting youth and educating them about the harms associated with tobacco remains a priority for our Government,” Health Minister Dustin Duncan states. “This campaign has a strong anti-tobacco message coming from Saskatchewan youth, and we hope the voices of

their peers will help persuade young people to stay tobacco free.” The campaign includes a television and cinema ad, (view at www.health. gov.sk.ca/smokestream) online and Facebook ads featuring compelling comments from Saskatchewan youth about the negative impact of tobacco. The comments were collected during phase one of the youth anti-tobacco campaign in 2012 through smokestream.ca and classroom presentations to more than 3,000 Saskatchewan students. Through the provincial tobacco reduction strategy, Saskatchewan has made progress in important areas of tobacco reduction by supporting a number of initiatives, including: • Amending The Tobacco Control Act to further restrict smoking and protect people from the harmful effects of environmental tobacco smoke. This legislation

includes restrictions on the sale and advertising of tobacco, as well as a ban on smoking in enclosed public places, on school grounds and in vehicles with children present. • Providing funding to the Canadian Cancer Society, Saskatchewan Division to deliver the Smokers’ Help-Line (1877-513-5333), which offers cessation advice to smokers. • Assisting people looking for help to quit using tobacco through Partnership to Assist with the Cessation of Tobacco (PACT) and online PACT cessation training to professionals from a variety of disciplines. PACT resources can be accessed at http://www. makeapact.ca/. The “View and Vote” program in which students in Grades 6 to 12 view anti-tobacco ads and vote on the ones that they think are most effective. View and Vote has been offered every

This funding will leverage an additional $3.1 million in third-party project funding. Earlier this month the federal and provincial governments announced $6.5 million for crop-related research projects, making the total 2013 ADF investment nearly $10 million for crop, livestock and forage research. In addition, annual operational funding will continue to be provided from ADF to the Vaccine and Infectious Disease Organization ($300,000), the Prairie Swine Centre ($330,000) and the Western Beef Development Centre ($395,000).

This research funding is part of a record $20.4 million provincial agriculture research budget in 2012-13, which is an increase of more than 50 per cent since 2007. More than $57 million in research project funding has been provided through ADF since 2007. This investment in agriculture research will help achieve goals set out in the Saskatchewan Plan for Growth, such as increasing crop production by 10 million tonnes, increasing provincial agriculture exports by $5 billion, expanding livestock production and establish Saskatchewan as an international leader in biosciences by 2020. Funding for ADF projects is provided under Growing Forward, a federalprovincial-territorial (FPT) initiative. Under Growing Forward 2, FPT governments will continue to support the development of an innovative, competitive and profitable Canadian agriculture and agri-food sector. In spring 2012, more than $700,000 in funding was awarded to three regional projects that reach people and areas of the province with the highest tobacco use rates: The Green Light Program, Northern Saskatchewan Tobacco Reduction Initiative and the Battlefords Family Health Centre Smoke-free Community Initiative.

The Ministry of Health has been collaborating with provincial stakeholders throughout the implementation of the tobacco reduction strategy. Saskatchewan’s overall smoking prevalence decreased by 3.4 per cent between the 2007/2008 and 2009/2010, according to the Canadian Community Health Survey. In 2009/2010 (the most recent year for which data is available),

22.0 per cent of the Saskatchewan population aged 12 years and over reported smoking daily or occasionally, which is an all-time low. The national average is 20.4 per cent. School year becomes uniform All Saskatchewan students will receive more consistent face-to-face, instructional time in schools starting this fall. Legislative and regulatory amendments that set instructional hours in a school year at 950 were proclaimed on January 1, 2013. The changes will apply to the 2013-14 school year. “We have been working with our stakeholders for the past year on these changes,” Education Minister Russ Marchuk says. “These changes will help to ensure all Saskatchewan students benefit from more consistent instructional hours and will bring us in line with our western Canadian counterparts.” Following consultation, a minimum of 950 instructional hours was chosen to be the standard as there was a variance of approximately 30 hours between schools divisions. This move is also consistent with other provinces. The Provincial Auditor raised concerns in 2011 that Saskatchewan school divisions do not offer a minimum amount of instructional time resulting in inconsistency in instructional hours. The regulatory changes

introduced for the 2013-14 school year provide school divisions the flexibility to work with their local communities to develop calendars that include consistent and adequate instructional hours. The amendments were developed in consultation with education stakeholders. Consultations began in December 2011 and included the Saskatchewan School Boards Association, the League of Education Administrators, Directors and Superintendents, the Saskatchewan Teachers’ Federation and the Saskatchewan Association of School Business Officials. School divisions are required to submit their calendar year plans to the Ministry of Education by May 1, and these regulatory changes must be incorporated, with classes scheduled after Labour Day and ending by June 30. School divisions, in partnership with the school community councils and local teacher associations, develop school calendars outlining breaks and professional development days within the framework of 950 hours of instructional time.

It’s Red Tape Awareness Week in SK. The Government of Saskatchewan proclaimed January 21-25, Red Tape Awareness Week in Saskatchewan, in recognition of actions taken by government ministries, crowns and agencies to reduce regulatory burden and create efficiencies for businesses and Saskatchewan citizens. “Our province has been working non-stop to modernize our regulatory system and make it more relevant, efficient and effective,” Economy Minister Bill Boyd says. “In the last year alone, our ministries, crowns and agencies updated more than

100 regulations, policies, procedures and programs that have reduced the impact of regulations on Saskatchewan’s citizens and enhanced customer service.” The government has been actively reviewing its regulations over the past few years, making significant progress in consolidating regulations into a more manageable form that will be more clearly understood; resolving overlapping and inconsistent regulations; and removing obsolete or outdated regulations that were unenforceable or were no longer relevant

due to changed circumstances. The 2012-13 Regulatory Modernization Progress Report detailing more than 100 changes undertaken by government ministries, crowns and agencies to cut red tape and improve the regulatory environment, will be available Tuesday on the Ministry of the Economy website at www.economy. gov.sk.ca. “Saskatchewan needs to offer a better business environment, so that we can stay ahead of other jurisdictions and achieve our full economic potential.”

Selling is good but is giving really silly? Ed, my neighbor next door, and I can agree on a few things, but often it gets down to head shaking, muttering and the feeling between us both that the thinking of the other one is off track or derailed all together. We just went through another mean snowstorm and it seemed to blow some snow through Ed’s one ear and out the other. It was like there was nothing there when I told him the green garbage bags and boxes on our porch were to be picked up by the Community Living truck. “Why are they picking your stuff up – did you sell it to them?” “No, they ask for donations of household articles and clothes and people give them what they want to contribute,” I explained to Ed. He, of course, thought it would be better to have a garage sale with such stuff in the spring and make some money rather than just give it away. “Sometimes a person has to almost give their stuff away in a garage sale to get rid of it. When you give to a charity like Community Living, it helps those who need it. Most of us have things and clothes we never use and they are still in good shape, so others might as well make use of them,” I said.

Someone always has a hand out and their hand is not going into his pockets. According to Ed, the world would be better off if there was no help offered at all. The tiresome do-gooders like me, who give to help others, only make things worse instead of better! People should learn to mind their own business, unless it directly affects them. Ed ended with, “Preachers, like you, Ray, need to quit yapping about the need to

do good!” Ed listened to my reply shaking his head in disagreement at my words. I said, “There will always be people in need and the chance to help is often resented and refused by many. Sometimes, helping others hurts, as some people can and do take advantage of the help given. However, minding one’s own business isn’t always positive. Should people be left alone? In the recent gang rape case in India, the victim and her friend were both left at the side of the road beaten, naked and bleeding. It took over two hours on a busy public street before anyone would help them. People are capable of doing both great good and great evil. Good, as I see it, means that the blood of Jesus purifies us from our sins so that we would do good to others as Jesus did good to us. Is it good if we are focused on our own good, minding our own business and ignoring the needs of others?”

Kaitlyn is a respectful and mature young lady. She is kind, a great friend and she gets along with everyone, both young and old. Kaitlyn tries hard in all her classes and comes to school early to get extra help if she needs it. Lower prices on the way The recent announcement that Canadian provinces and territories are moving forward on price setting for six generic drugs will realize an estimated annual savings of close to $10 million for Saskatchewan residents, private insurers and the provincial government. The price setting announcement was made today by Saskatchewan Premier Brad Wall and Prince Edward Island Premier Robert Ghiz through the Council of Federation. The two premiers led the Health Care Innovation Working Group, which recommended action on generic drug prices last summer. “Saskatchewan is pleased to collaborate with other provinces and territories to realize significant cost savings on important drugs that patients rely on,” Health Minister Dustin Duncan says. “By working together, we can do more to bend the cost curve.” Participating provinces and territories will leverage combined purchasing power and have agreed to establish a price point for six of the most common generic drugs at 18 per cent of the equivalent brand name drug. The types of services pharmacists provide align with the goals of primary health care redesign by providing improved access to appropriate patient care and enhancing the patient experience with the health care system. In recent years, the Ministry of Health has supported a number of significant initiatives and programs, including enhanced pharmacist prescribing services, to enable pharmacists to work to their full scope of practice and to provide important medication management services for Saskatchewan residents.

The new prices are to be in effect by April 1, 2013. The six generic drugs to be priced at 18 per cent of brand are: Atorvastatin; Ramipril; Venlafaxine; Amlodipine; Omeprazole; and Rabeprazole.

Clean Spot Terriers win A-Side in Roleau The Yorkton Clean Spot Novice Terriers won the A side at a tournament held in Rouleau on Saturday, January 19. The Clean Spot came out on top in their first game against the Regina Whalers by a score of 11-0. Goal scorers were Reid Pfeifer with 5 goals and 1 assist, Chett Ostapowich with 3 goals and 1 assist, Ashton Schuster had 1 goal, Landon Burkell had 1 goal and Owen Bahrey had 1 goal and 1 assist. The Yorkton team then went on to beat the Regina Broncos 16-0 in their second game of the day. Ostapowich scored 7 goals, Pfeifer had 6 goals, Daxton Kulcsar scored 3 goals and Bahrey had 2 assists. This brought the team to the A-final in which Yorkton beat the Regina Avalanche 11 – 1. Pfeifer scored 4 goals and had 2 assists, Ostapowich had 3 goals and 3 assists, Burkell had 3 goals and Madix Vitkauskas had 1 goal. Dray Sobkow was strong in net all day tallying two shut outs.

Playoff changes for SJHL The Governors of the SJHL recently held their semi-annual Governors Meeting, and made some changes to the way playoffs will work in the league. There will be three Divisions with four teams in each division. LaRonge Ice Wolves; Flin Flon Bombers; Melfort Mustangs and Nipawin Hawks will be in one division. Battleford NorthStars; Kindersley Klippers; Humboldt Broncos and Notre Dame Hounds will be in the second division. Estevan Bruins; Weyburn Redwings; Melville Millionaires and Yorkton Terriers in the third division. Playoffs will see the teams with the most points at the conclusion of the regular season be deemed the Division Winners, and will be seeded based on most points in positions 1, 2

and 3. The teams that finished second in each division will then be seeded based on the most points in positions 4, 5 and 6 for playoffs. The four teams which haven’t already been seeded which have the most points will be seeded 7, 8, 9 and 10 and part of a wild card playoff, with the 7 and 10 seeds facing off, as well as the 8 and 9 seeds. The winner of these two series, which will be a best of five, will then go on to be 7 and 8 seeds in the playoff series. The goal of the new seeding system is to make each game more important to the teams, whether it’s against a division rival or not. The Governors believe this new playoff system will create more interest in regular season play and will create some interesting series battles during the playoffs.

Raymond “Ray” Walsh Passed away on January 16, 2013 at the age of 83 years in Kamsack,SK. Prayers were held on Sunday, January 20, 2013 from St Stephen’s Roman Catholic Church in Kamsack, with a funeral mass being celebrated on Monday, January 21, 2013 also from St Stephen’s Roman Catholic Church. Interment followed at the Riverview Cemetery. Ray was born on September 16, 1929 in Yorkton, SK to William and Mary Walsh. He was the youngest of seven children. He received all of his education in Yorkton and began employment with Sask Power Corporation in 1950. During this time he worked in Weyburn, Melville and Yorkton. Ray married Joan Pfeifer on July 25, 1957 at Yorkton. They settled in Kamsack where Ray worked for the gas division of Sask Power which later became Sask Energy. Ray and Joan were parents of two children, Tim in 1965 and Camille in 1968. Family was Ray’s life and were most important to him, with his free times being spent with Joan

and his children. He took them on many vacations and trips especially during the summer when they would travel in northern Saskatchewan and Manitoba camping and fishing. He also took his family to Europe on vacation for three months. Ray was a volunteer fireman. He was always willing to lend a hand to anyone who needed help or something fixed. Ray retired just shy of 40 years of service with Sask Energy and spent his retirement at Madge Lake during the summer months and in town during the winter months on his computer. He was a quiet gentleman of very few words but always was humming or whistling a tune. He is survived by: His loving wife Joan (nee Pfeifer), Son; Tim, Daughter, Camille Heisler, 3 Grandchildren Tiegan Boom, Riley Heisler and Tasia Albright. 2 sisters; Ellen McKenzie and Rose Schindler, numerous nieces and nephews and a special niece Donna Allen of Calgary. He was predeceased by: parents: William and Mary Walsh, brothers: Hubert and Patrick Walsh, Sisters: Rita (who died in childhood), and Marie Scott. Applicant with certification will be given preference. We require at least a full year of work experience in spa or massage clinic.
