Savings on the horizon

– Gov’t announces tax breaks Lower taxes will make 2013 a good year for Saskatchewan taxpayers says the province. Indexation of provincial income tax will continue to protect Saskatchewan people from inflation and save Saskatchewan taxpayers an estimated $20.2 million in 2013,” promises Finance Minister Ken Krawetz. Individual taxpayers now pay no Saskatchewan income tax on their first $18,455 of income while a family of four pays no Saskatchewan income tax on their first $47,790 of income – the highest tax-free income threshold for a family of four in Canada. “A family of four with

$50,000 annual income has now seen their provincial income tax cut by more than 90 per cent since our government took office,” Krawetz says. “In 2007, they would have paid about $2,300 in income tax and in 2013, they will pay about $200 in income tax – a savings of more than $2,000 a year. “Ensuring that provincial taxes are competitive and as low as possible has always been a priority of this government and is an important part of our government’s Plan for Growth. Continuing to index the income tax system to inflation every year is one of the

ways we are keeping life in Saskatchewan affordable.” Since 2008, Saskatchewan residents have saved more than $300 million through lower personal income taxes, and 114,000 low-income Saskatchewan residents have been removed from the tax rolls. The Saskatchewan government has taken a series of steps to reduce personal income taxes over the past five years, including: Increasing personal, spousal and child exemption amounts and introducing a new Low Income Tax Credit in 2008; Continued on Page 3.

The Sunrise Health Region has announced the Government of Saskatchewan has named Lawrence Chomos of Esterhazy as Sunrise Regional Health Authority Chairperson and Donald Rae of Yorkton as Vice-Chairperson. The appointments are effective immediately with terms extending to May 17, 2015. Lawrence Chomos has performed the duties of Acting Chairperson for Sunrise Regional Health Authority since August 2012. He has served on the Sunrise Regional Health Authority

since 2007 with many years of prior experience on the boards of St. Anthony’s Hospital and the former North Valley Health District. Chomos is an educator whose career has included positions at the school and senior administration levels in Alberta and Saskatchewan as well as Regional and Regional Director of Education in Saskatoon. Currently, he is a consultant with the Saskatchewan Education Leadership Unit at the University of Saskatchewan. Continued on Page 4.

Heritage fund helps preserve Sask. The Saskatchewan Heritage Foundation is working with individuals, communities and organizations across the province to preserve the province’s architectural heritage and maintain its cultural resources. This week the foundation announced the results of its second and final grant adjudication for the 2012-13 fiscal year. A total of 32 proposals were reviewed and $167,700 was allocated to 22 initiatives. Funding was provided for projects in the following categories: 16 conservation, six research, and one special project. Individual grants ranged from $1,905 for exterior rehabilitation of the CN Water Tower in the community of Harris, to $5,000 for continued archaeological investigation of the Original Humboldt historic site, to $30,000 to assist with the ongoing conservation of the landmark Anglican Cathedral of St. John

the Evangelist in Saskatoon. “Projects supported through the Saskatchewan Heritage Foundation’s grant programs develop pride in our province and promote tourism opportunities through the sensitive rehabilitation of landmark structures,” Parks, Culture and Sport Minister Kevin Doherty comments. “By working together, individuals, organizations and communities across the province preserve our shared heritage, thereby building a stronger Saskatchewan.” “The Saskatchewan Heritage Foundation’s funding assistance complements the hard work and economic resources of heritage property owners and others across the province who seek to conserve, research, develop and promote our rich and diverse heritage legacy,” Heritage Foundation Chair Wesley Moore adds. “Historic places are tangible

links to the past, reflecting events that shaped our communities and commemorate the vision and contribution of those who came before us.” The Saskatchewan Heritage Foundation is a government agency that works closely with the Heritage Conservation Branch of the Ministry of Parks, Culture and Sport. In addition to its funding activities, the foundation is mandated to acquire, manage and develop real and moveable property in the name of the Crown, and accept the donation of cash monies, property and other bequests. Grant applications are reviewed by the Saskatchewan Heritage Foundation twice each year. Application deadlines are April 1 and September 15. National 4-H program celebrates 100 years

The year 2013 marks the 100th anniversary of 4-H in Canada. For 100 years, 4-H programming in Canada has helped generations of youth build confidence, learn new skills and become leaders in their clubs, communities and beyond. Throughout the year, numerous activities and events are being planned in recognition of this milestone, both at the national level and within the province of Saskatchewan. The first Boys’ and Girls’ Clubs were formed at Roland, Manitoba in 1913. In 1932, the Canadian Council on Boys’ and Girls’ Club Work was formed to guide the program at the national

level. In 1952, the name 4-H was adopted. 4-H Saskatchewan will celebrate its 100th in 2017. Plans for the centenary include: • A Gala at the Fairmont Winnipeg on May 30, 2013 themed “Food for Thought,” a nod to the importance of food production, sustainability and the role of youth as future leaders in feeding a growing planet. • A food drive for local food banks across the

county. • An online 4-H Living History experience. • A “100 for 100” fundraising campaign. Also scheduled is a National Public Speaking Contest and a Youth AgSummit entitled “Feeding a Hungry Planet” in Calgary, Alberta August 19-25, 2013. More locally, 100 years of 4-H will be marked at provincial public speaking, curling and judging events, as well as

• Introducing a new Active Families Benefit of $150 per child for cultural and sports activities in 2009; • Raising personal, spousal and child exemption amounts again in 2011; • Expanding the Active Families Benefit to include all children 17 and under (previously, it only covered ages six to 14) and introducing a new First-Time Homebuyers’ Tax Credit in 2012; and • Indexing all income tax brackets and credit amounts each year to the rate of inflation to protect Saskatchewan taxpayers from “bracket creep.” In 2013, all of

these amounts are being increased by two per cent. When income tax savings are combined with new tax reduction programs introduced since 2007 that include the refundable Low Income Tax Reduction and the Active Families Benefit, a single person with $25,000 annual income will benefit from $839 in lower provincial tax in 2013 than in 2007. A family of four with $50,000 combined income will see tax savings of $2,722 and a family of four with $75,000 combined income will see tax savings of $2,493, when comparing 2013 to 2007. “These are significant savings for Saskatche-

wan families,” Krawetz says. “By the end of 2013, that family of four with $50,000 income will have saved well over $12,000 through our government’s tax reductions. Making life more affordable for families is a big part of the Saskatchewan Advantage.”

I know my restaurant friends will dislike me saying so, but the return on your investment in a cooking class is far greater than just a full stomach from one “dining out” visit. expensive mainly because of supply/ demand. In my hometown onions are usually priced at about 60-75 cents per pound, while shallots are three dollars per pound. If there was a gradual increase in the demand of shallots, the cultivation of these root vegetables would be increased and the price would eventually start falling. Predictions for 2013 Big Savings are here! by way of Mexico Ed, my neighbor next door, ended 2012 with a big surprise for everyone who knows him. It was, as the old saying goes, a big enough surprise to knock your socks off. After spending Christmas week in Mexico with his wife, Ruby, and their whole family, Ed dumbfounded Ruby and his family with the news that he and Ruby would be staying a week longer and flying home January 5. Word is that Ruby wasn’t totally surprised, as it has been the story of their married life: she can hardly get Ed to go somewhere and then he is never ready to go home when it is time to leave. A series of emails from Ruby announced to all the folks who regularly attend their annual New Year’s Eve party that it was canceled this year. It did contain three predictions that Ed wanted the folks to keep in mind so 2013 will not shock them. Even I got Ed’s predictions for 2013 which as usual range from silly to ordinary. Ed’s predictions begin with a national forecast that in the coming year Justin Trudeau will jump to another political party, either becoming Finance Minister to Stephen Harper or becoming the leader of the NDP. On the local scene, the price of wheat will be up, hay will be scarce and gasoline prices will decline to 85 cents a liter in the coming year. Each New Year, Ed challenges me to predict something of a religious nature, since I’m a retired pastor. He claims people would rather hear predictions than sermons any day of the year. I’m not sure what Ed uses to base his predictions of the coming year on – is it tea leaves or the position of the stars or the amount of frost on the trees? The only predictions I could make would be based on the Bible in a very general sense: sin is rampant every year. Sin has to be very bad before people get concerned. Only God can save us from the sin that holds us. The year 2012 upset many because of the evil of the shooting of children at Sandy Hook Elementary School. Sin

seems harmless until it gets out of control and innocent people die. The Bible tells us that King Herod had all boys in Bethlehem and its vicinity who were two years old and under killed. He did this to try to kill the one born “king of the Jews.” King Herod was filled with selfish ambition when he ordered the murder of innocent children in an attempt to destroy any possible threat to his throne. His private or personal sin became the public evil of the mass murder of innocent boys. Each year, sin becomes compounded and easily grows out of control into evil actions. We may deny or ignore sin as if it isn’t the cause of evil. Yet, sin never rests among us. God alone undoes our sin. It is God and His word that makes us aware of our own sin and the need of His forgiveness through faith in Jesus Christ. God’s forgiveness and love alone can undo the sin that binds us in any given year.
