The Government of Saskatchewan has announced it is investing $10.2 million to continue First Nations Community Police Services through the Royal Canadian Mounted Police (RCMP) First Nations Community Service Framework Agreement. Combined with Government of Canada funding of $11.4 million, the agreement will provide approximately 128 RCMP officers for Saskatchewan First Nations communities. “This agreement is very important for Saskatchewan’s First Nations citizens,” the province’s Minister Responsible for Corrections and Policing Christine Tell comments. “Through this agreement, First Nations receive effective, professional and culturally appropriate policing services with officers to develop close working relationships with the First Nations community.” The agreement has been in place since 1994 and is supported by 34 separate Community Tripartite Agreements. The deal is regularly amended or renewed to reflect the actual cost for RCMP First Nations Community Policing Service operations throughout Saskatchewan says Tell.

Be cautious before you buy
SGI is advising the public to beware of purchasing flood-damaged vehicles. If you’re thinking about buying a vehicle from Alberta, be cautious of damaged vehicles coming from areas affected by the recent flooding. Many flood-damaged vehicles are not eligible to be registered for use in Saskatchewan or in any other Canadian province. However, due to the extent of the flooding in Alberta and the number of vehicles affected, there may be a delay in the identification of flood-damaged vehicles by insurers. Also, in situations where the flood damage is not covered by insurance, the vehicle’s history may not show a claim to indicate the vehicle sustained flood damage. “Flooding can cause serious electrical and structural damage to a vehicle, putting you and your family at risk,” says Lyle Mosiondz, Assistant Vice President, Auto Fund Vehicle and Support Services. “It’s really a case of buyer beware. Make sure any vehicle you’re considering buying from Alberta is safe and eligible to be registered in Saskatch-
ewan by thoroughly researching its history prior to completing the sale.” Flood damage to a vehicle’s electrical system can affect important vehicle safety systems, such as airbags, antilock braking (ABS) and electronic stability control (ESC) systems. The vehicle’s structural components, specifically designed to protect the occupants and absorb collision energies in the event of a crash, can become corroded. Toxic contamination due to untreated waste and mold is also a concern. Though all vehicles purchased outside of Saskatchewan must be inspected prior to registration, you can’t rely solely on the inspection since the effects of flood damage may not be readily apparent or easily identified. As a result, it’s important that you’re confident in the vehicle’s history before you consider buying it. One way to protect yourself is to buy from a licensed dealer. Dividend investing to continue: do your homework Dividend stocks have been on a roll for a few years now and the trend is unlikely to abate anytime soon. As economic uncertainty continues, investors are expected to stick with the dividend theme to hedge portfolios against market volatility. According to Canaccord Genuity analysts, there are several reasons why dividend investing will continue to attract investors. From a tax perspective, dividend investing makes sense. On an
after-tax basis, dividends are generally worth 1.31 to 1.45 times more than the earnings on interest income. In other words, a three per cent dividend yield provides approximately the same after-tax income as a four per cent bond yield. The risk/reward trade-off is more advantageous with dividend investing. The financials, utilities, and telecom sectors, as well as exhibiting lower volatility, have all generated higher total returns versus the S&P/TSX Composite Index over

Morgan Asset Management, 42 per cent of the total annualized returns earned in the S&P 500 Index can be attributed to dividends, making income as important as capital gains. Changing demographics will be influential. The proportion of baby boomers in the Canadian population will increase from 21 per cent today to 39 per cent over the next 15 years. As boomers age they are less inclined to assume risk, preferring low volatility investments that provide income during retire-
ment. These investments primarily take the form of balanced funds whose equity components are largely comprised of dividendproducing investments. Underfunded and maturing pension funds are another contributor to the continued success of dividend investing. According to Canaccord Genuity data, most defined benefit pension plans in Canada are severely underfunded and many mature pension funds are facing a shortfall in cash flows. To make up for cash flow shortfalls, pension fund managers are likely to favor the regular and timely payments of dividend investments.
The overall corporate landscape is also favorable for dividend investing. Many corporations are carrying high levels of cash, prompting senior management teams to enact share buybacks, takeovers, and dividend increases. Telus Corp (TSX: T) is one of a number of companies who have regularly raised dividends and have stated a commitment to increasing them. Not only is this a positive for dividend investors, but it is also good from a capital appreciation standpoint as favorable dividend policies tend to result in higher stock prices. When looking for dividend investments, investors should do their homework and companies should be analyzed to determine the sustainability of the dividend. Payout ratios should be examined to determine whether growth is possible within the existing business model. If companies are able to

Given the current market volatility, a continued defensive approach is warranted. When assessing dividend investments look for quality and take advantage of market dips to add to positions.

Ed, my neighbor next door, accused me of smelling like old fashioned medicine. That left me confused as to whether my scent was good or bad. “Do I stink like a skunk or smell like aftershave?” I asked Ed. “Neither one – more like horse powder from the vet,” Ed said. “We used a powder for mange, a skin disease, when the horses were itchy and had patches of hair loss,” he explained. “You sure smell like the powder we used on the horses.” Then Ed asked, “Are you trying it for your baldness or do you have the mange?” “The fact is,” I explained, “sometimes, after I shower my skin is itchy. So, I bought some Gold Bond body powder. It says on the container that it will give triple

Ed has told me often that sin happens and mostly it don’t matter unless you get caught in your sin. He added that when people are caught, they can usually make excuses or find
a way to give their sin another name. I once asked Ed if he is indifferent to sin when it bites him. He said, “I guess it depends on how bad it bites me and how often I get bit by it.” Our sin bites God as well as us. The Bible speaks of sin as stealing, defrauding and robbing your neighbor, holding back the wages of a hired man. It is a sin to seek revenge, bear a grudge, hate another in your heart, spread slander and share nothing of what
you have for the poor. Sin is to fail to love your neighbor as yourself. It is to fail to love God with all your heart and with all your soul and with all your mind. I say sin is like you and I in an area swarming with mosquitoes. In life, we will get bitten by sin. Our need is to try not to get bitten by what God warns us about. Thankfully, we can show our sin bites to God and get relief of their itch through the power of Christ.

es may be a viable option for those seniors who are “asset rich but cash poor,” they are not suitable for everyone. With interest rates at historic lows, serious consideration should first be given to looking for cheaper funding options such as a home equity line of credit. Assuming an interest rate of 3.5 per cent and a $250,000 balance, a monthly (interest only) payment of $729 will need to be made. While this will impact cash flow in retirement (particularly when interest rates begin to rise), after 12 years the homeowner will have $505,534 in equity left in their home (as compared with only $125,991with the reverse mortgage). This leaves sufficient equity to downsize the home (and live off the difference), to borrow additional funds if needed, or to pass the bulk of the home’s value to beneficiaries. For those who have spent decades paying off their mortgage, going right back into debt may seem unattractive. In this case alternatives such as reorganizing retirement finances, downsizing to a less expensive home now, tapping into RRIF accounts, or even working part-time, should be explored. Understanding how reverse mortgages work, the alternatives available, what they cost, and the dangers to avoid, is essential for anyone considering this option. For instance, consider what happens if a home with an appraised value of $500,000 is used to secure a $250,000 reverse mortgage. Assuming an interest rate of 8 per cent (compounded) on the reverse mortgage and a 3.5 per cent annual increase in the value of the home (the long term historical appreciation rate according to TD Bank), the projected value of the home in 12 years (the average time homeowners will continue to live in their homes) is $755,534, while the balance owing on the reverse mortgage is $629,543. This leaves the homeowner with equity of just $125,991. With higher interest rates and lower property appreciation rates expected in the future, homeowners with reverse mortgages outstanding can easily find themselves with little or no equity remaining in their home. As a result they may be unable to downsize to a smaller home or to borrow additional money to pay bills when they need to. Owing the reverse mortgage lender an amount equal or greater than the home’s value also makes it impossible to pass the home to the intended beneficiaries or to even pay the expenses of the estate (e.g. taxes outstanding) using the sale proceeds of the home. While the home’s equity can be preserved by paying back the reverse mortgage early, be aware that stiff pre-payment penalties may apply. While reverse mortgag-

The growing number of retiring baby boomers has given rise to a significant demand for reverse mortgages, which promise a way to unlock the equity they have built up in their homes to pay for travel, home upgrades, or to help out their children, without having to dip into their savings. Unlike a conventional mortgage, applying for a reverse mortgage does not require either a confirmation of income or a credit check. All that is necessary is that both spouses be age 55 or older and have clear title to their home. Once approved, a maximum of 50 per cent of the home’s appraised value may be received tax free as a lump sum, a series of regular payments, or a combination of the two. It is important to note that the actual amount approved can be significantly less than the maximum, as it depends on the age of the applicants and the home itself. As reverse mortgage lenders cannot insure their mortgages and benefit from low-cost government-backed funding, their interest rates are significantly higher than on a conventional mortgage or secured line of credit. A reverse mortgage must be repaid when the mortgage term ends, the home is sold, or upon the death of the homeowner. As there are no required payments, the interest payable is added to the loan balance. This causes the outstanding loan to quickly grow and the homeowner’s equity to (just as quickly) disappear. In the case of a secured line of credit, borrowers must pay the monthly interest charges. However, this is not the case with a reverse mortgage. It is actually a key selling point that “you do not have to make any payments – interest or principal – for as long as you or your spouse live in your home.” This is taken from the brochure issued by the Home Equity Bank, which administers the program.
