A new program has started at the Horizon Credit Union Centre’s (HCUC) Cardiac Care Centre to promote a healthy heart. Sunrise Health Region (SHR) registered nurses Kerry O’Donnell and Kayla Morash, who work in the primary health care department out of Yorkton, conducted the first session of the cardiac rehab program last Thursday at the facility. “Most of the people in the program have been referred by their cardiologist or their cardiac surgeon because they have had a recent admission into the general hospital in Regina,” says O’Donnell. “The staffing and the medical equipment is all provided by the SHR and there is no fee to participate in the program.” Part of the programming provided by primary health care is the cardiac rehab program which was brand new with SHR starting in May of last year. There is two parts to the program, education and exercise. Participants learn how to start their exercise program again after having a heart attack, open-heart surgery or bypass grafting. Participants are medically supervised while in the program with heart rates and rhythms monitored as well as blood pressure. Continued on Page 3.

Be cautious about rabies

Several confirmed cases of rabies, (a serious disease of the nervous system caused by a virus) have been reported throughout the Sunrise Health Region (SHR) and as such the region is urging residents to take precautions. Rabies in Saskatchewan most commonly occurs in wild animals such as skunks, bats, and raccoons but may also be found in domestic pets such as dogs and cats. Farm animals such as cattle and horses can also carry the disease. Exposure to rabies is considered to have occurred when the saliva or other potentially infectious material of a rabid animal is introduced into a person through a bite or scratch. Rabies can also be introduced through abrasions or cuts on an individual’s skin or by the spraying of saliva or other infectious material on the mucous membranes of an individual. Signs and symptoms of rabies can occur days, weeks or months after exposure. Signs include rapidly progressive central nervous system symptoms such as difficulty swallowing and seizures. Once it appears, rabies usually causes death. Animals with rabies show a variety of signs including depression, paralysis which might occur in a number of areas including the face or neck, hiding, and wild animals losing fear of humans.

Another sign of rabies in animals is aggressiveness which may include attacking objects or other animals. If you or someone you know is bitten by an animal that you suspect may have rabies, flush the wound with plenty of soap and water, confine the animal, place it under observation if possible and seek immediate medical attention, even if you think the bite is minor. Individuals exposed to rabies will have their level of risk determined by their physician and may receive preventive treatment for rabies. To minimize your risk of contracting rabies: • treat unknown or wild animals with caution; • do not approach or touch a wild animal, especially if it appears to be sick; • teach children not to touch or feed animals that they do not know; • have your pets vaccinated yearly for rabies. For information on animal bites, contact the Sunrise Public Health office at 786-0600 or the HealthLine at 1-877800-0002. If you are bitten by an animal that is suspected of having rabies, immediately contact your nearest emergency medical centre for treatment. To report an animal that is suspected to have rabies, contact the Saskatchewan branch of the Canadian Food Inspection Agency at (306) 780-5180.

The WDM Access Pass
The Saskatchewan Western Development Museum (WDM) has announced it has joined forces with the Institute for Canadian Citizenship’s Cultural Access Pass program to welcome new citizens to its four provincial locations in North Battleford, Moose Jaw, Saskatoon and Yorkton and introduce them to Saskatchewan’s history. From coast-to-coast, CAP provides new Canadian citizens, and their children, a year of free access to more than 1,000 Canadian attractions from museums and historic sites to national and provincial parks. The Cultural Access Pass program introduces our country’s newest citizens to Canadian experiences, even offering access to volunteer and employment resources. With an average of almost 100 registrations per day, more than 50,000 new citizens have become Cultural Access
Pass members. “The CAP program is one way the WDM can help meet the challenges of a growing Saskatchewan, educating new Canadian citizens about our province’s unique heritage,” says Joan Champ, Executive Director of the Museum. “We look forward to welcoming Saskatchewan’s – and Canada’s – newest residents through our doors.” Gillian Hewitt Smith, ICC’s Executive Director and CEO agrees: “It’s important new citizens have the opportunity to learn about the history of the places they choose to call home. WDM’s participation in our program makes this opportunity a reality for Saskatchewan’s newest citizens. They are a welcome addition to our roster of partners.” CAP’s aim to include new citizens in all aspects of Canadian life is supported by Canadians on
Citizenship, a national public opinion survey and recent ICC collaboration: 30 per cent of Canadians, both native and foreign-born, feel that one of the best ways to make new Canadian citizens feel like good citizens is to simply reach out and include them. The Cultural Access Pass is introduced to every new Canadian citizen (approximately 170,000 a year) at the time of their citizenship ceremony. As the diversity and value of CAP experiences increase, so too will the pace and rate of new registrations – this year alone, the ICC estimates an additional 35,000 new members! CAP is supported by the Canadian Museums Association and the RBC Foundation. Hang it up and buckle up Operation Hang Up, Buckle Up, Gear Up, the second safety blitz to target the issues of non-seatbelt use and cellphone use while driving, took place June 20 and 21. Motorcycle safety was also highlighted. Police reports indicate that over the two days, law enforcement officers issued more than 700 tickets, including more than 200 for improper or non-seatbelt use, nearly 90 for cellphone use while driving and six for motorcycle-related offences. The remainder were for infractions such as speeding, failing to stop at stop signs and other traffic safety offences. Through these monthly traffic
safety blitzes, SGI and law enforcement partners aim to raise awareness of various traffic safety issues in the province. The ultimate goal is not to issue a certain amount of tickets, but to make the roads safer for all Saskatchewan motorists. Agencies involved included rural and larger municipal services and the RCMP, among others. Last month’s coordinated traffic safety blitz, Operation Overdrive, resulted in 1,300 tickets being issued, including 50 impaired driving charges, 700 for aggressive driving, more than 120 for improper or nonseatbelt use and nearly 60 for cellphone use while driving.

You need a ride stranger? Ed, my neighbor next door, says I was just being paranoid when I didn’t stop for a hitchhiker who was trying to catch a ride the other day. It was raining a steady cold rain and I slowed down and considered stopping for the poor wet guy, but I went by him and felt guilty. “You should know it usually isn’t strangers who murder you, but friends and family members,” Ed informed me. “To my way of thinking, that really isn’t such a comforting thought or much of a reason to give a stranger a ride,” I told Ed. I have heard that people have more to fear from the people they know rather than strangers they don’t know, but I wasn’t going to agree with Ed. “An old preacher like you shouldn’t worry. The stranger would have been the victim if you got around to preaching at him. He could have died of boredom or been forced to jump out of your moving car to escape you,” Ed elaborated with a lot of enthusiasm. “Like you would know Ed,” I confronted him. “You have never come out to hear me when I preach, so either do so or admit you don’t have a shred of evidence to stand on. Show up when I’m preaching or dry up,” I offered. Ed informed me that he would lay odds of a hundred to one that he will never be at church to hear me. He claims he is allergic to church – like when he got married and fainted twice there. I have heard of someone in the bridal party fainting once, but

I asked Ruby if Ed was exaggerating his fainting, but she confirmed it was the absolute truth. “Fainted twice, but I married him anyway,” Ruby said. The way she said it discouraged me from asking anything more about it. I asked Ed if he would have picked up the hitchhiker in the rain. He answered a resounding no, because he would not have a stranger getting his truck seat wet. I drove on by the poor guy even though a wet car seat would not upset me. Much as I feel sorry for those hitchhikers needing a ride, I have this cold-hearted reaction and I don’t pick them up. It is selfishness on my part, my anxiousness that I might be putting myself at risk if I stop. It leaves me feeling guilty because I may be car-less and walking sometime and hoping someone would give me a ride. I suggested to Ed that my sense of compassion is pretty faulty. I think real compassion reflects the compassion of Jesus. For my own satisfaction, I show compassion to those I know and like. I guess my compassion mostly stops at who I’m comfortable with or know. Compassion needs to be more about the real needs of others and not so much about me.

But when you give a banquet, invite the poor, the crippled, the lame, the blind and you will be blessed.” Compassion can be given to the people who we know and like as they need it, but the danger is that our compassion may end there.

New vaccines
The Sunrise Health Region has announced it is now offering residents in the region the opportunity to purchase the Shingles vaccine (Zostavax) and the Human Papillomavirus (HPV) vaccine. Shingles, also known as herpes zoster, is a viral illness caused by reactivation of the chicken pox virus following a chicken pox infection. Shingles is most common in older adults, children who had chicken pox before two years of age and those with a weakened immune system. Symptoms include a painful blistering skin rash which usually appears on one side of the face or body and lasts from two to four weeks. Other symptoms can include fever, headache, chills and upset stomach. Shingles can lead to scarring, secondary bacterial infections, pneumonia, loss of hearing or vision, inflammation of the brain and death. Approximately one in every five persons with shingles will experience post-herpetic neuralgia (PHN) which involves burning, shooting or stabbing pain that can persist for months or even years. Depending on the age given, the shingles vaccine prevents the disease in approximately 40 per cent to 70 per cent of those vaccinated. While it may not prevent the disease in all cases, the vaccine may reduce the
frequency of post-herpetic neuralgia (PHN). Human Papillomavirus (HPV) is a common virus that can lead to cancer of the vulva, vagina or cervix in women, cancer of the penis in men and genital warts, cancer of the anus, tongue, mouth and throat in both men and women. HPV is one of the most common sexually transmitted infections and there are more than 100 types of HPV. It is estimated that 75 per cent of sexually active individuals will have at least one HPV infection during their lifetime, with the highest rates observed in women aged 20 to 24. When given before exposure to the virus, the HPV vaccine (Gardasil®) prevents most cancers of the cervix, vagina and vulva in females and cancer of the penis in males. The vaccine also reduces the risk of spreading the virus. The shingles vaccine is intended for adults 50 years of age or older. The Gardasil® vaccine is approved for females aged nine to 45 and males aged nine to 26. Both vaccines can be purchased via the Sunrise Health Region Public Health Office; in Saskatchewan, Gardasil® is provided free of charge to females in Grade 6 only. Farm stress help
The province has announced Mobile Crisis Services will assume responsibility for calls to the Farm Stress Line starting July 4, 2012. This transfer to Mobile Crisis Services will provide improved service to farmers and ranchers who use the Farm Stress Line, with one-an-one service now available 24 hours a day. Previously, if a producer called after hours they could choose to be connected with Mobile Crisis Services or leave a message on the Farm Stress Line message manager, Now there will be staff available to take calls at any time. The existing number will remain the same (1-800667-4442) and farmers and ranchers will continue to receive the confidential counselling, support and referral services they may need. “Transferring the Farm Stress Line to Mobile Crisis Services will proVide farmers and ranchers with 24/7 access to the support they may need in tough times,” Agriculture Minister Lyle Stewart says. “While the demand for these services has decreased, we still want farmers and ranchers to know they can continue to rely on these services when they need it.” Calls to the Farm Stress Line have been decreasing in recent years, with approximately 330 calls last year, or less than one caller per day. Mobile Crisis services is a non-profit community based agency, They have a full complement of frontline staff, primarily social workers, trained and equipped to handle a Wide range of issues, and have been providing crisis intervention services since 1974. “The Farm Stress Line fits well into our existing services,” Mobile Crisis Services Inc. Executive Director Glenda Jenkins adds. “Our employees are trained and well equipped to provide the confidential counselling services farmers and ranchers may need.” The change in delivery of the service will save the provincial government approximately $100,000 per year.

Help for low income seniors
The Government of Saskatchewan has unveiled the new Personal Care Home Benefit (PCHB), and announced increases to the Seniors Income Plan (SIP). The moves are part of the government’s Seniors Affordability Plan and come into effect July 1, 2012. “These programs will help seniors with low income with their costs of living,” Social Services Minister June Draude comments. “We know some seniors are having difficulty making ends meet, and that’s why we made the Seniors Affordability Plan an important part of our election platform last November. I am very pleased to be able to follow through on that commitment.” The PCHB will provide seniors with monthly financial assistance to help them with the cost of living in a licensed personal care home. Those eligible for the program will receive a monthly supplement, amounting to the difference between their monthly income and the threshold of $1,800. To be eligible for the PCHB, an applicant must be 65 years of age or older; have a monthly income below $1,800; live in a licensed personal care home in Saskatchewan and be receiving the Old Age Security pension. The government has committed $3.5 million this year to the PCHB, which will benefit about 1,500 seniors.
In addition, seniors receiving benefits under SIP will receive up to $50 more each month, which will automatically be added to their payment in July, 2012. SIP benefits were last increased in 2009, when the maximum rates rose to $190 per month and new eligibility criteria expanded the program to approximately 8,000 additional low-income seniors. The new monthly maximum will be $240, and further increases of $10 per year are planned for the next three years. As of a result of these enhancements, by 2015, SIP benefits will have tripled since 2009. “Our government is committed to making life better for Saskatchewan seniors,” Draude adds. “These enhancements will make a definite difference in the quality of life for seniors with low income in our province.” Applications and further information about the Personal Care Home Benefit are available on the Ministry of Social Services website at www.socialservices.gov.sk.ca/pchb.
