Local cadet sails the high seas

– balanced budget released

SAIL AWAY – As friends and family stayed warm and thought of the upcoming spring break, local Sea Cadet Adam Rusnak, 17, took to the frigid winter waters of the Pacific Ocean, in the beautiful landscape of Vancouver Island’s Royal Victoria Yacht Club. Rusnak sailed away with twenty-two other sea cadets from across the prairie provinces. From March 8-18 twenty-three Sea Cadets and a number of officers from the Canadian Forces took part in the ultimate sea cadet adventure – Wintersail 2012. Navy Lieutenant Sandra McKay, coordinator for the cadet training event, says, “they are proven dedicated cadets and have been part of the program now for many years. Our premiere sea cadets get this great chance to learn more leadership and sailing skills during this week.” Rusnak has been part of the program for five years. Asked why he joined the sea cadet corps from in Yorkton, he says, “I was in Navy League when I was younger and enjoyed sailing. Now I have travelled with the Cadets all over Canada and had adventures, sailing, travel and great times. Saskatchewan’s Finance Minister Ken Krawetz tabled a balanced budget Wednesday that the Sask. Party says improves access to health care and makes life more affordable for Saskatchewan citizens while ensuring spending on government services remains affordable and sustainable. Krawetz says the budget keeps government promises made in the recent provincial election campaign and focuses on keeping the Saskatchewan Advantage of sound fiscal management, sustainable spending and a strong economy. “The Saskatchewan Advantage is real,” Krawetz states. “The people of Saskatchewan have worked hard to make the gains that have made life better for everyone, and we want to ensure that they keep those benefits.” The 2012-13 Budget posts a pretransfer surplus of $95 million in the General Revenue Fund and a surplus of $15 million in the Summary Financial Statements, which take into account all government operations, including the Crown corporations. The Growth and Financial Security Fund is forecasted to finish the year with a balance of $756.4 million – money that can be used to deal with emergencies and unforeseen expenses, if necessary. Sask. Party announces a balanced budget Con’t from Page 1. Revenue for 201213 is forecasted to be $11.29 billion, while expense is expected to be $11.2 billion, up by 4.7 per cent over last year. This is consistent with the plan outlined in the 2011-12 budget and in the government’s recent election platform. The budget makes a number of key investments, including: • $98 million increase or 3.5 per cent for Regional Health Authorities; • $60.5 million for the Saskatchewan Surgical Initiative, to perform 8,000 more surgeries and continue reducing surgical wait times; • $16.9 million more for the Saskatchewan Cancer Agency, for 6,000 new patient referrals, almost 30,000 chemotherapy treatments and 39,000 mammograms; • $4.0 million to expand the colorectal screening program province-wide, providing early cancer detection and improved survival rates; • $5.5 million more for

the Shock Trauma Air Rescue Society (STARS) Helicopter Ambulance; • $3.5 million for the Senior Personal Care Home benefit, estimated to be $278 a month, rising to $369 per month by 2015-16; • $24.2 million, a $3.3 million increase to provide Seniors Income Plan benefit increases of up to $50 per month starting July 2012, an increase of up to $10 per month in each of the next three years; • $113 million, a $17.8 million increase to provide expanded Saskatchewan Assured Income for Disability eligibility. The benefit will increase and the number of clients will expand from 3,000 to 10,000; • $237.4 million in Municipal Revenue Sharing, an increase of $20.6 million or 9.5 per cent; • $4.6 million to meet the commitment to establish the Saskatchewan Advantage Scholarship, that will provide new high school graduates with up to $2,000 toward tuition fees at

any Saskatchewan postsecondary institution; • $3.0 million increase to expand the Active Families Benefit Program to include all children and youth under 18; A new rental housing construction initiative providing a 10 year rebate of Corporate Income Tax equal to 10 per cent of the expected rental income from new multi-unit residential rental projects; and The new Saskatchewan First-Time Homebuyers’ tax credit of up to $1,100 against Saskatchewan income tax payable.

The 2012-13 Budget also makes a total of $788 million in capital expenditures across government, including: $42.7 million to begin construction of seven previously announced Long Term Care (LTC) facilities under a new co-ownership model with health regions. Construction will continue on six LTCs already begun; • $88.7 million for 21 approved major school projects; and • $581.5 million in highways spending, commencing the government’s commitment to spend $2.2 billion over

four years. In order to make these improvements and ensure that government programs remain sustainable says Krawetz, the Budget also seeks efficiencies across government. Third parties such as Regional Health Authorities, post-secondary institutions and school divisions are all being asked to look for savings within their operations. Efficiency measures in this budget include: The Film Employment Tax Credit will be wound down, saving $8.0 million a year after previously approved productions are completed; The province will no longer fund the Enterprise Region program, saving $4.0 million this year; and Charges under the Seniors’ and Children’s Drug Plan go up by $5 per prescription, which

Do you suffer from environmental allergies? DO YOU SUFFER FROM ENVIRONMENTAL ALLERGIES? Have you recently gone for a walk, specifically for your health, but came back feeling physically worse than before you left? If so, you may have experienced ill effects from environmental allergens, so common at this time of the year. WHAT IS AN ALLERGY? An allergy is an adverse immune system reaction to a substance that does not bother most other people. Allergies can appear in many forms, from mild to severe, including fatigue, headaches, sneezing, watery eyes and stuffy sinuses, following exposure to any of a variety of allergens. Some allergic responses are so common to allergy sufferers that they consider them a normal part of living. WHAT ARE COMMON SOURCES OF ALLERGIES? The main sources of environmental allergies are pollens of various plants, such as trees, weeds and grass. House dust, mites, molds and tobacco smoke are other sources. Less common, but just as serious, are products used in the home, including cosmetics, perfumes, cleaning products, fabrics and gas used for cooking and heating. WHAT CAUSES ALLERGIES? A primary cause of allergies is an impaired immune system, which substantially increases the risk of allergic reactions. This can occur when the immune system, which may already be weakened by hereditary problems, becomes stressed, due to an overload of toxins. Besides directly causing allergic reactions, drugs can also confuse the immune system.

When this happens, it can no longer tell friend from foe. It starts reacting to all sorts of things which are not foes. These substances then become treated as allergens. This very often leads to fatigue, allowing viruses, bacteria and fungi to invade and cause damage. Due to environmental toxins, the prevalence of pesticides and preservatives in food, and the over-use of medications, our normal intestinal flora can be damaged. This sets the stage for colonization of opportunistic parasites and yeast overgrowth (candidiasis). The boundary between the intestinal tract and the bloodstream can also be damaged (leaky gut syndrome), allowing many allergenic substances to enter the bloodstream. In turn, an allergic reaction is triggered by the immune system. NUTRITION IS ALWAYS IMPORTANT

gies. HOW CAN THEY BE OVERCOME? In order to truly overcome allergies, it is necessary to address their cause rather than dealing only with the outer symptoms. This involves identifying the allergens and eliminating exposure to them. The body also needs to be purged of toxins, while the immune system is stimulated and strengthened. Imbalances of intestinal flora are common among allergy sufferers. To normalize this situation, we need to restore the balance with a daily program of probiotics, friendly bacteria that inhabit the intestines under healthy situations. Homeopathy can be particularly helpful. Often, minutely diluted doses of the allergen can be prepared as a homeopathic solution that trig-

gers the body’s natural ability to heal itself. For instance, if someone is allergic to ragweed pollen, a homeopathically diluted solution of it, taken, sublingually, often neutralizes the person’s reaction to it. Hay fever sufferers have been shown to reduce or even prevent their allergic reactions by beginning a course of homeopathic pollen supplements a few weeks before the pollen count rises. Gemmotherapy is also valuable for allergies. This refers to natural remedies made from the buds and young shoots of plants that are designed to support new growth. They are considered regenerative and are very effective for a wide range of problems. No two people are alike, so therapeutic approaches need to vary, according to individual needs. Usually, a combination of therapies, such as whole food based nutritional supplements, homeopathic cleanses and/or appropriate gemmotherapy remedies constitute the best course of action. The Sunrise Health Region (SHR) is offering new help for those dealing with cancer The Healing Journey workshop is a new six week education and support program assisting individuals and their families who are dealing with cancer. The Canadian Cancer Society indicates that, based on current incidence rates, 40 per cent of women and 45 per cent of men in Canada will develop cancer during their lifetimes. “A cancer diagnosis brings many changes and a significant range of emotions,” says Tamara Krasowski, Medical Social Worker with Sunrise Health Region. “By offering the Healing Journey workshop, we would like to ease the stress and emotional turmoil that cancer brings by providing support and information to residents in our region.” Education takes part in small group settings with the groups meeting once a week for six weeks. Each

session lasts for approximately two hours and is facilitated by Krasowski. The program is a practical course that offers simple, psychological and spiritual tools which promote inner peace and healing. The skills learned can improve communication with others, lessen anxiety and depression, and provide a sense of control over their life. Session topics include: Coping with cancer stress; Taking control of your life; Relaxation techniques and mental imagery for healing; Emotional expression; and Goal setting. The Healing Journey workshop is offered free of charge and is also open to spouses, family members, friends or other support persons. New growth can come from old roots Ed, my neighbor next door, recently joked, “What do call a farmer who lives in town?” Without waiting for my reply he answered, “A townhouse commuter.” Ed is a farmer who lives in town and drives out to his farm. Ed and Ruby’s farm house became worn out about ten years ago. It was either open heart surgery on the old house or build a new one. With retirement a growing spot on their horizon, they decided to build their new home in town instead of in the farm yard. Town life has its perks for Ed, who now doesn’t need to drive into town to have coffee at the café with his buddies. It is not all positive for Ed. The downside is being a next-door-neighbor to me, a retired clergyman. Ed feels pastor types should be kept at a healthy distance - like the next province rather than the next yard. It is our human nature to take pride in what we have done which can be

hard to distinguish from arrogance. Who will take warning that, “Pride goes before destruction, a haughty spirit before a fall?” When the settlers came to the prairies were the challenges so great that there was less boasting and more reliance on God? With God before us there is no boasting or pretending there is only the truth that everything depends on Him. The Bible says it this way, “Unless the Lord builds the house its builders labor in vain.” Those who cut down trees know that from the tree stumps may come new life. In every generation there are those who cut God down and dismiss Him as dead or as useless as a tree stump. In the Old Testament David Son of Jesse was a great King. It was God who would bring a shoot from the stump of Jesse, a shoot of new life generations later. This shoot was Jesus who brings new spiritual life to our human roots that would seem totally dead.

Murray was born and raised in Saskatchewan. He moved away to work in Alberta for 15 years, and returned to work in Saskatchewan in 1975. He has lived in or near Yorkton for the past 37 years. Murray has been a credit union member for over 20 years and enjoys the people and friendly service. “I am, like Cornerstone, community minded”, comments Murray. His volunteer activities have included being past president, Board member, or volunteer with: Kinsmen; Lions; Rotary; UCT; Canadian Cancer Society; Masons; Shrine; CHAC; Sask Abilities; and his condo association. Some activities involved confidential information and certainly trust and integrity. “I believe in principles before personalities, and do not believe in using my involvement for personal gain. It usually costs to belong,” Murray explains.
