Ottenbreit seeks third term as Yorkton MLA
Yorkton MLA Greg Ottenbreit has announced he will run for a third term after a nomination held earlier this week as the Saskatchewan Party candidate in Yorkton for the next provincial election. “Years ago, I realized our province had so much potential that we were failing to
live up to,” he says. “I knew Brad Wall and the Saskatchewan Party had the leadership and a plan to help Saskatchewan fulfill its destiny. And today, Saskatchewan is leading the nation, which inspires me to continue serving as part of this team. I want to ensure our growth and the improved quality of
life for the citizens of Saskatchewan continues.” Ottenbreit was first elected to the Saskatchewan Legislature in the 2007 provincial election. Currently the Government Whip in the Legislature, Ottenbreit has had a number of legislative responsibilities, including Chair of the
Legislature’s Standing Committee on Human Services, Legislative Secretary to the Premier for Vulnerable Youth, Legislative Secretary to the Minister of Environment on Recycling, and Legislative Secretary to the Minister of Social Services on Community Based Organizations. “As the Legislative Secretary
to the Premier for Vulnerable Youth, I was able to consult many stakeholders, including youth, for direction and ideas on how to help them live up to their potential, take part in Saskatchewan’s economy, and improve their quality of life,” Ottenbreit details. Continued on Page 2.

The impact of U.S. estate tax on Canadians Canadian residents, who die owning assets such as vacation properties in the United States or stocks in U.S. companies, may be subject to U.S. estate taxes. For tax purposes, assets include real and tangible personal property situated in the U.S., shares of U.S securities and units of U.S. mutual funds, certain U.S. debt obligations, deposits in a brokerage account in the U.S., assets of a business carried on in the U.S., and U.S. retirement plans and annuities. Under the CanadaU.S. Tax Treaty, Canadian residents with worldwide assets valued at US$5.34 million or higher will be required to pay U.S. estate tax as high as 40% on the fair market value of U.S. situs assets. Fortunately, some relief is possible. Canadian residents
may be able to claim a unified credit exemption equal to the greater of US$13,000 or a prorated amount based on a formula using the value of U.S. assets relative to total worldwide assets. For example, a Canadian resident with a total estate value of $10 million, owning $1 million of U.S. assets, will be subject to US$345,800 in estate tax. Claiming the unified credit exemption reduces the U.S. estate tax liability to US$137,620. Other credits are available. A marital credit is provided to those leaving U.S. assets to a spouse on death. Foreign tax treaty relief may be available in the form of a credit against Canadian income tax. Small estate relief exempts Canadians from estate tax if their
Financial freedom by Kim Inglis
www.reynoldsinglis.ca worldwide gross estate does not exceed US$1.2 million at death, subject to conditions. There are other ways to further minimize or defer U.S. estate tax. The most obvious would be to reduce the estate value to less than US$5.34 million as this would completely eliminate U.S. estate tax on deaths in 2014. Similarly, gifting U.S. situs property to certain U.S. charities on death will exempt those assets from U.S. estate tax. Those who own U.S. real estate may wish to
use a non-recourse mortgage to finance it. This effectively allocates the liability directly against the value of the U.S. real estate, thereby reducing the value subject to U.S. estate tax. Regarding U.S. equities, Canadians might use a Canadian corporation to own U.S. securities. However, although it excludes the U.S. situs assets on death, it may not always result in tax savings as the taxes on investment income and capital gains could be more than would have been
payable through the U.S. estate tax. Others may elect to re-structure their U.S. equity investments altogether. For instance, they may choose a Canadian mutual fund focused on U.S. equities instead of buying them directly. Such investments are not considered to be U.S. situs property because the mutual fund is essentially considered to be a corporation. Another planning tool is to use life insurance to fund any U.S. estate tax liabilities, but this can be tricky because of some of the rules applying to the unified credit exemption calculation. Clearly, when planning for an integrated solution to U.S. estate tax liabilities, it is wise to work with a qualified U.S. tax expert proficient in cross-border issues.

Dollars for Scholars golf event sells out
For the first time in its nine-year history, the Parkland College Dollars for Scholars Golf Classic is sold out. The annual scholarship fundraiser takes place at Deer Park Golf Course in Yorkton on June 20. The event has room for 36 teams and the final spot was claimed on Friday. “This support is incredible,” says Dollars for Scholars co-chair Brendan Wagner. “We came close to filling all
the spots last year, but I’m amazed how quickly people signed up this year.” Although the Texas Scramble’s 144-player limit has been reached, a waiting list is being put together in case some teams have to cancel. Anyone interested can contact the College to be put on the waiting list. Businesses can still sponsor the tournament with cash or prize donations. Individuals can
support it by purchasing tickets to the postevent steak supper at $25 apiece. There will also be door prizes, a silent auction, contests, and 50/50 sales. Golfing begins with a 1 p.m. shot gun start. The later start time was a new addition to last year’s tournament and was well-received, allowing more people to get away from work for the afternoon. All proceeds from the non-competitive event go to the Parkland Col-

Born in Regina, Ottenbreit has resided in Yorkton for most of his life. Prior to his public service, he was a local entrepreneur, owning and operating a private environmental waste disposal business, Ottenbreit Waste Systems. Community involvement is also important to Ottenbreit. In partnership with his wife, Leone, the two started Brayden Ottenbreit Close Cuts for Cancer,
an initiative encouraging volunteers to shave their heads to raise money for cancer research. In 2005, both Greg and Leone received the Saskatchewan Centennial Medal for their community involvement and volunteerism. Ottenbreit says he is excited to be part of the team that is moving Saskatchewan forward. “It has been an honour to serve my home of Yorkton since 2007.
This community has been so good to my family in some of the most difficult situations I could imagine, as well as in our past business interests. If given the opportunity, I would love to continue serving the people of my constituency and province.” With Ottenbreit’s nomination as the candidate for Yorkton, the Saskatchewan Party has nominated 28 candidates for the next provincial election.

CAMPAIGN SUCCESS! – As a recent Lenten campaign, the community service group at St. Michael’s School in Yorkton organized a silver drive to raise money to go towards building schools in Kenya and India. Every classroom collected coins as they were competing to be the class with the most in donations. Staff challenges also took place and if teachers didn’t hit different milestones, they had to dress up in costumes. There was also a contest to see who could find the marshmallows in the pudding, dancing in front of the school, a rap performance, musical entertainment, and dyed hair! After two weeks a grand total of $2648.94 was raised.

It’s great news for Yorkton and area producers. Richardson International Limited has announced it has increased canola crushing capacity at its processing plant in Yorkton by 25 per cent due to continued demand for Canadian canola and canola products. Following a $30 million expansion project, Richardson’s Yorkton plant began processing 3,000 tonnes of canola per day, an increase from 2,400 tonnes per day, on April 1. The facility now has the capacity to process more than one million tonnes of canola per year. “Combined with strong origination capability through our Richardson Pioneer network across the Prairies, we
are in an excellent position to keep up with ever-growing demand for canola oil,” says Darwin Sobkow, Richardson’s Executive Vice-President, Agribusiness Operations & Processing. “We opened our Yorkton facility just under four years ago and we have continued to reinvest to enhance our operations and improve service to our customers.” Richardson first opened its $170 million, state-of-the-art canola processing facility at Yorkton in June 2010. In addition to expanding crush capacity, the recent expansion project also included upgrades to the plant’s truck receiving system. Richardson added a third truck receiving pit and now offers a ful-
ly automated delivery system to provide customers with quick and easy access for delivery of their canola. “Canola is a true Canadian success story and we are committed to continuing to increase our presence in the market to meet growing demand for its products,” adds Sobkow. Combined with its canola processing plant in Lethbridge, Alberta, Richardson now has the capacity to process approximately 1.5 million tonnes of canola each year. The company also continues to explore opportunities to increase
canola crushing capac$ ity at its Lethbridge 22,900 plant. Richardson International is Canada’s largest agribusiness and recognized as a global leader in agriculture and food processing. Based in Winnipeg, Richardson is a worldwide handler and merchandiser of all major Canadian-grown grains and oilseeds and a vertically-integrated processor and manufacturer of oats and canola-based products. One of Canada’s Best Managed Companies, Richardson has over 2,500 employees across Canada and the U.S.

Improved stewardship Federal Agriculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart have announced improvements to the Farm Stewardship Program. The program provides support for producers to adopt beneficial management practices that maintain or improve the quality of soil, water, air or biodiversity resources. “Farmers and producers have always been excellent stewards of our land, air and water resources,” says Ritz. “The changes being made to this program will enable them to continue producing high-quality agricultural products in a way that is both environmentally responsible and sustainable in the long term.” “The Farm Stewardship Program recognizes that good environmental practices and a successful agriculture sector go hand-in-hand,” Stewart adds. “Saskatchewan producers continue to be leaders in environmental stewardship and these improvements will help the industry continue to grow.” The Farm Stewardship Program, with an annual budget of $4.6 million, provides eligible Saskatchewan producers assistance to implement practices that ensure the long-term health and sustainability of their operations, positively impact economic and environmental viability and minimize negative impacts and risk to the environment. New beneficial management practices added to the Farm Stewardship Program will increase focus on important areas such as precision farming and land management.
