Area schools under review – fate uncertain

The fate of two more area schools is uncertain following a decision recently made by the Good Spirit School Division (GSSD). At its regularly scheduled Board meeting of Thursday, October 3, the GSSD Board of Education passed a motion to undertake the school review process at both the Calder School and Fort Livingstone School (Pelly). Both Calder and Fort Livingstone Schools have been identified for review of future school viability based upon the criteria established in Board Policy 17 and The Education Act, 1995. Board Chair Bryan Cottenie says a number of criteria – such as enrolment figures, location, transportation considerations, grade configuration, staffing, operational costs, facility standards, program offerings, and extra-curricular activities – are considered before a school is placed under review. “The findings are used as a basis to undertake dialogue and open discussions in regards to appropriate options for the

future. “The review of a school’s viability is not a process undertaken lightly by our Board members,” he adds. “Data was brought forward by senior administration that we thoroughly reviewed, and, at this time, it was decided that we need to investigate the sustainability of these two schools. The school review process is important as this next step simply means that we want to review more information.” At the same meeting, the Board of Education passed a second motion for the establishment of a Review Committee in each of the two communities. Committee representatives will be identified by October 31. “The communities of both Calder and Pelly will now become a very important part of the decision making process. Being accountable and transparent is our definite priority in these important discussions. Our number one interest is without a doubt making sure that the best future for students is the focus of this process,” concludes Cottenie.

GROWING THE FUTURE – On Saturday, October 5, area 4-H members, including members from the Yorkton area, had the opportunity to help harvest a canola crop as part of a new fundraising initiative called “Growing the Future.” Developed by Federated Co-operatives Limited (FCL), 4-H Saskatchewan and Ducks Unlimited Canada (DUC), the project partners are working together to grow a canola crop with all proceeds split equally between 4-H and DUC. Last weekend 4-H members from east central Saskatchewan helped harvest the crop and in doing so, they also learned that conservation is part of sustainable crop production. – Photo courtesy Ducks Unlimited Canada.

College appoints new board The Parkland College has announced the appointment of four new members to its Board of Governors. David Cisyk, Ernie Iluk, Raymond Sass, and Darrell Sobkow have joined the board, effective Sept. 16. Sally Bishop and D. Lydia Cyr retain the positions they’ve held since 2009 and 2010, respectively. “Our new representatives bring a wealth of knowledge and experience to the board,” says Parkland College President Dr. Fay Myers. “We look forward to benefitting from their unique perspectives as the College advances.” David Cisyk is from Esterhazy, where he works as a geologist and manager of mine engineering for Mosaic Potash. He’s impressed by what he’s seen as he joins the Parkland College Board of Governors. “In the industry that I’ve worked in, we require a lot of educated people or people with training,” Cisyk says. “This is a good opportunity for me to contribute.” Ernie Iluk is a resident of Melville and is active in various organizations within the community. He has been involved with the Melville Millionaires Junior Hockey Club for over 30 years. As a board member he hopes to tap into knowledge from his lengthy career in the financial sector.

“It’s a real experience,” Iluk comments. “When we had the initial meeting, the material that was submitted to me, I was really amazed at how thorough everything is and how much is involved in the whole program.” Raymond Sass, a Yorkton resident, returns to the board on which he served between 2008 and 2010. He has worked as a trustee and chairperson of the Good Spirit Board of Education over the last 10 years, and is an active board member with the Anglican Church of Canada and the Saskatchewan Civil Air Search and Rescue Association. “I was excited to be approached,” says Sass. “I know the College is doing some great things, especially around the Trades and Technology Centre, and I’m excited to be able to contribute.” Darrell Sobkow also hails from Yorkton. He has spent nearly three decades in the agriculture industry and currently works for Richardson International. “I’m honoured to serve on the board as Parkland College grows and becomes more important with all the communities that we live in. Certainly in my field, it’s been a great asset for us to have access to the College, so I’m more than willing to help contribute to its success and growth.”

The Parkland College Board of Governors meets monthly to oversee the College’s operations and provide direction and guidance on institutional decisions. Board members advocate on behalf of the College and support efforts relating to regional economic growth.

Long-term care review done A review of health care in each of the province’s regions – including the Sunrise – is complete and the results have been released. Health Minister Dustin Duncan says he received feedback from each health region CEO on the conditions in every long-term care facility in the province. The findings in these reports are based on facility-byfacility tours by the senior leadership in each respective health region. These visits were directed by the Minister last spring. “I want to thank the CEOs and their staff for their work,” Duncan says. “The results of this review vary greatly across the province, but overall it shows that we need to do better for seniors in need of our care, especially for the vulnerable seniors in our longterm care facilities.” The facility tours this spring identified both positives and negatives. CEOs noted the constructive impact of Resident and Family Councils, the dedication of staff, the beneficial impact of resident-centred recreation programs, and the positive role played by volunteers. Some of the challenges identified by CEOs included food (quality, variety and meal times), care issues (complexity, behaviour management, delays in provision of care), safety (resident needs, staff training), resident mix (placing young with older, frail residents), and aging infrastructure. “We are committed to making improvements that address these issues and improve quality of care and quality of life for seniors,” Duncan adds. “That is why our response today includes designating $10 million to address urgent is-

sues identified by these reports, but also why I view this as only an initial step in transforming our long-term care system.” Highlights of today’s response include: • $10 million Urgent Issues Action Fund to address priority issues identified by health regions (e.g., purchasing required equipment, more baths, improved nutrition, improved responsiveness to call bells, training to deal with residents with dementia, etc). • $2.5 million to expand the Home First/Quick Response pilot program from Regina Qu’Appelle to both Saskatoon and Prince Albert Parkland Health Regions, totalling a $4.5 million investment between the three regions. • Additional Lean work in select facilities aimed at identifying efficiencies that maximize staff time spent on direct resident care. “We are taking the concerns expressed very seriously, and challenging the health system to do better,” Duncan furthers. “It is clear to me that we need a path forward that ensures we are using our resources more effectively to improve quality of care for our seniors.” To support better feedback about challenges in the system, greater transparency about how money is being spent, and accountability for senior leadership of the health system, Minister Duncan directed several additional actions be taken, including: • Establishing Resident and Family Councils at all long-term care facilities (94 per cent complete). • Creating a quality of care survey for Resident and Family Council members to be provided

directly to the Minister annually. • Annual CEO visits to their respective longterm care facilities to provide updates to the Minister on improvements. • Requiring 60 day, 90 day and 120 day reports directly to Minister on the outcomes achieved in facilities that receive money through the Urgent Issue Action Fund. • A stakeholder engagement session later this fall, drawing together health system leaders, long-term care providers, families and other stakeholders from across Saskatchewan, to focus on quality and appropriate models of care in longterm care settings. • These actions are over and above the ongoing monitoring the ministry does to ensure all regions are meeting direct care standards, such as ensuring key quality care indicators are being achieved, in areas such as medication use, care for pressure ulcers, pain management, restraint use and incontinence.

Maximize education savings According to a poll conducted by Leger Marketing for CIBC, 33 per cent of Canadian parents with children under the age of 25 have assumed additional debt to help fund their children’s education. As a result, 60 per cent of those polled have saved less for their retirement than they had planned, and now face a greater likelihood of having to work longer. Given the rising cost of postgraduate education, this is not surprising. A Canadian Centre for Policy Alternatives report found that tuition and other compulsory fees for Canadian undergraduate students are projected to rise to $6,842 by 2016-17. That will be a tripling of the cost from 1990. Ontario, the most expensive province, will rise to $9,517. Factoring in other expenditures such as books, living expenses and transportation costs, a four-year undergraduate degree is estimated to cost $80,000. The pain associated with saving for a child’s postgraduate education can be reduced with early planning and, of course, the first step is to create a comprehensive financial plan. It adds perspective, helps in the visualization of goals, and creates the foundation for a savings plan and debt management. It’s wise to develop strategies that combine the benefits of various registered savings plans. By integrating

www.reynoldsinglis.ca plans for Registered Retirement Savings Plans (RRSPs), TaxFree Savings Accounts (TFSAs), and Registered Education Savings Plans (RESPs), parents can greatly enhance funding for future education. Consider an Ontario parent earning $75,000 per year who contributes $1,000 every month to their RRSP. The annual tax savings resulting from the $12,000 in contributions would amount to $3,853. The parent could choose to invest the tax return in a TFSA, up to their allowable limits, and benefit from tax-free growth. At the end of each year, the parent could withdraw some funds from the TFSA to make an RESP contribution, leaving the balance to continue growing taxfree. Once inside the RESP the contributions will also be growing and, although the contributions are not taxdeductible, the investment income is taxsheltered as long as it remains in the RESP. In addition, the funds may be eligible for government contributions. Under the Canada Education Savings Grant (CESG) program, the RESP

receives a federal government grant of 20% on every dollar of the first $2,500 saved in the RESP each year, up to a maximum lifetime grant of $7,200 per child. The lifetime RESP contribution maximum is $50,000. Maximizing the CESG grant and RESP contribution maximum essentially translates into an easy 14% return without factoring in any investment growth. Students and their parents can only be sure of one thing – the cost of postgraduate education will continue to rise. Planning early is the best way to address the increases. Canadians are lucky in having many different investment vehicles at their disposal which, when used in combination, can generate a significant advantage. Travelling dinosaur coming to Yorkton Pre-historic exhibits are changing it up in the province and that means a new display for Yorkton. Big Bert, a 92 million-year-old ancient crocodile skeleton that was discovered in 1991 along the banks of the Carrot River, will make its debut as a travelling exhibit this month. The display is moving from its home base at the Royal Saskatchewan Museum (RSM) to the Western Development Museum in Moose Jaw, where it will be displayed until March 2014. The nearly six-metre-long fossil is the world’s most complete Terminonaris crocodile skeleton. A Glimpse of T. rex and its World, also known as “Scotty’s skull,” is moving from the Moose Jaw Western Development Museum to Carlton Comprehensive High School in Prince Albert. Scotty, 65 million years old and one of the most complete T. rex skeletons in the world, was discovered near Eastend in 1991. “These travelling exhibits deliver exceptional learning opportunities to residents across the province,” Parks, Culture and Sport Minister Kevin Doherty says. “This is important because we want to ensure people living in all parts of Saskatchewan, not just our largest urban centres, are enjoying a high quality of life.”

Founded in 1906, the RSM aims to inform and engage the public, through research, exhibits and programs focusing on Saskatchewan’s natural and cultural history. Biking around town is too much work Ed, my neighbor next door, has noted the daily bike rides my wife, and I take around town. Last night, I was getting set for a bike ride by myself after supper. My weight is up and extra bike rides are necessary for me to slim down. Ed decided to try out his, sixteenyear-old grandson’s bike, by tagging along on my bike ride. I told Ed that he could tag along as long as he could keep up. Bike riding is ideal as you get an up close and personal view of the street you are biking along. Ed’s not a biker or a walker, so he noticed many things that he has never noticed before while riding his grandson’s bike. It caused problems as Ed was so curious about houses having their roofs shingled, houses getting new siding, houses getting set on new basements, houses with newly poured cement driveways, houses with additions being added to them and houses with for sale signs; that I often had to pull over and wait for him to catch up. A few times, Ed was so busy checking out houses beside the street that he wasn’t watching where he was going

When we went by Matthews Funeral home, I yelled, “You need to rest in a coffin Ed?” I won’t tell you what Ed replied, but it was with some huffing. Ed did keep up, but I made sure we went completely across town and back. When we got home Ed said, “I’m not

doing that again it is too much like work.” You can be working when you are biking uphill or biking against strong wind resistance. A long bike ride may seem like work or at least tiring. Mostly, anything can seem like work. Sometimes, our attitude towards the work we need to do is negative. We may complain about work saying that we work likes slaves. How difficult the lives of actual slaves must have been. The Bible outlines teachings for Christian slaves, which is a picture of how to approach our own work. It says, “Slaves obey your earthly masters in everything and do, not only when their eye is on you and to win their favor, but with sincerity of heart and reverence for the Lord. Whatever you do, work at it with all your heart, as working for the Lord, not for men. It is the Lord Christ you are serving.”
