Sask. education property taxes on the decline Property owners who pay education property taxes to either Good Spirit School Division or Christ the Teacher School Division have seen significant reductions in the amounts they pay annually over the last five years. They, like property owners across the province, now have access to additional information on school division funding.
The provincial government is providing visitors to the Ministry of Education website with easy-to-access information on government operating grants and education property taxes. According to the government, education property tax has gone from $26.13 million in 2007/08 to $16.60 million in 2012/13, a drop of 36 per cent. Meanwhile, grants from the
province to Good Spirit have gone from $26.3 million in 2007/08 to $50.2 million in 2012/13. That marks an increase of 91 per cent. In Christ the Teacher, property owners paid $3.6 million in education property tax in 2007/08, representing a reduction of 24 per cent. The province’s share of funding to Christ the Teacher dur-
ing that period increased a full 31 per cent. The province paid $10.9 million in 2007/08 and increased that to $14.2 million in 2012/13. The education funding chart allows users to select one of the 28 school divisions in Saskatchewan, or a provincial total, from a drop-down menu. Government operating grants and education property tax
are provided on a year-by-year basis for each school division from 2007-08 to 2012-13. Users can access the funding chart through the following link at: www.education. gov. sk.ca/ed-funding- specific-sd. As announced in the budget in March, the Government of Saskatchewan’s overall funding to school divisions in 201213 will be $1.73 billion.

VICTORY FOR PTRA – On Saturday, October 13 the Parkland Therapeutic Riding Association held its annual wind-up at Moon Shadow Stables (Karen Nordin and Garth Bode) just outside of Yorkton). At the event the Yorkton 4-H Light Horse Club presented the association with the following tack: English therapeutic riding saddle, kids pony saddle and pad, pony reins, ladder reins, two sets of breakaway stirrups, therapeutic riding pad and a book of themed lesson plans. Earlier this year the Yorkton Light Horse Club applied for a $2,500 grant from Cargill – Victory Canola Reaping Returns 4-H Community Funds Grant. To be eligible, the project had to centre on one or more of three focus areas: Health and Nutrition, Environment, and Education and these funds would be given back to be a worthwhile community project. The 4-H members chose the Parkland Therapeutic Riding Association to be the recipient of this grant money. It’s Co-op Week in Sask. The Saskatchewan government proclaimed October 14-20 as Co-op Week promoting the theme Enterprises Build a Better World, and joined the United Nations in celebrating 2012 as the International Year of Cooperatives. “Co-ops have been a reliable partner in economic development across the province and continue to be the business leader in many communities,” Economy Minister Bill Boyd says. “Saskatchewan’s economic prosperity has partly been built on the foundation of the co-ops proving successful in urban and rural Saskatchewan.”
There are more than 1,200 co-operatives operating in virtually every economic and social sector including agricultural marketing and processing, community development, financial services, retail services, child care, health care and recreation. The Government of Saskatchewan applauds the Saskatchewan Cooperative Association and its member co-ops for being an integral part of the province’s economic growth. Saskatchewan co-operatives provide jobs for more than 15,000 people, and control billions of dollars in assets.

SHR announces new senior medical officer Sunrise Health Region President and CEO, Suann Laurent has announced Dr. Phillip Fourie as Senior Medical Officer (SMO) for the region, effective October 15, 2012. Dr. Fourie has practiced family medicine in Yorkton for over ten years, coming to Yorkton in 1999 from South
– Dr. Phillip Fourie takes the helm Africa where he completed his medical degree at the University of Stellenbosch in 1995. Dr. Fourie also holds a Diploma in Anesthesia from the College of Medicine of South Africa. Past-president of the Saskatchewan
Sask. growth plan
Saskatchewan Premier Brad Wall released the “Saskatchewan Plan for Growth”, setting a goal of 1.2 million people living in Saskatchewan by 2020, outlining his government’s roadmap for getting there, and emphasizing that improved quality of life in Saskatchewan is the purpose of growth. “Over the past five years, Saskatchewan people have seen the benefits of a growing province - more jobs, more opportunities and more revenue to deal with the challenges of growth,” Wall says. “Those benefits are why we seek growth – so we can improve our health system and shorten surgical wait times, so we can do more for the most vulnerable people in our province, so we can balance the budget and pay down debt, so we can have more career opportunities for our young people. That’s why growth is important and why we want it to continue.” Wall says the six core activities the government can undertake to foster continued growth are: • Investing in infrastructure; • Developing a skilled workforce; • Ensuring competitiveness; • Increasing export trade; • Advancing the province’s natural resource strengths through innovation; and • Maintaining sound fiscal management. He also says the government will invest at least $2.5 billion in infrastructure over the next three provincial budgets and also announced an immediate infrastructure commitment of $150 million from the province’s Growth and Financial Security Fund. “This is on top of the $50 million announced earlier this month for a number of priority highway project. This further $150 million will be used to establish the new SaskBuilds Fund and will leverage hundreds of millions of dollars more through financing innovation like public-private partnerships.” SaskBuilds is a new government organization designed to drive innovation in infrastructure financing, design and delivery. “This new funding will be used to develop partnerships with other levels of government and the private sector,” Wall said. “Our government will work with Saskatchewan municipalities to develop a municipal infrastructure program funded through SaskBuilds. When used as a base for P3s, this initial $150 million will leverage hundreds of millions more for SaskBuilds infrastructure projects”. Wall says the $150 million commitment to SaskBuilds will leave just over $500 million in the Growth and Financial Security Fund (GFSF) to manage any unforeseen events that affect the province’s finances. “The foundation of our growth plan will continue to be sound financial management, balanced budgets and debt reduction. Our government will work to maintain a target amount of $500 million in the GFSF, with any excess amount used to invest in infrastructure and reduce debt.” The Saskatchewan Plan for Growth sets a goal of reducing the debt by another $400 million by 2017, which means the debt will have been cut in half from $6.8 billion to $3.4 billion – in the 10 years since the current government took office in 2007. Wall also announced the Saskatchewan Heritage Initiative, to be headed by former University of Saskatchewan President Peter MacKinnon. MacKinnon will identify options and provide advice on how to best utilize Saskatchewan’s non-renewable resource revenue once the province’s debt has been retired. Continued on Page 5.

House full of company? Go to the barn! Ed, my neighbor next door, found that he and Ruby had a house full of company on Thanksgiving weekend. Ruby’s sister and family showed up completely unexpectedly from Quebec. Ruby’s sister, Ruth, never gives notice they are coming. She likes to surprise her relatives with a knock at their door. Some of Ed and Ruby’s grown children were also coming home for the weekend, so they were busting at the seams with company. It brought Ed to our house to borrow our folding chairs. Ed has a longtime aversion to his sister-inlaw, Ruth. Ruth wanted Ruby to ditch Ed for some fellow, quite a bit better, when Ed and Ruby were first dating. Ed sees no reason all these years later to let Ruth’s poor judgment be forgotten. “When I kept cattle, I could go to the farm and make myself scarce when unwelcome company showed up. Now, I can’t even hide at the barn from Ruth and her husband, Edgar, a banker. Having a banker in the family is almost as bad as having a preacher. At least I’m thankful there are none of them in the relatives,” Ed informed us as he gathered up our folding chairs to take home. Some families seem to accept each other easily, even those members with poor judgment.

Competition, jealousy, and different personality traits can result in irritation and distance between family members. Some relatives are welcomed as kissing cousins and some are greeted like they can cause hives. Thankfulness doesn’t always come easily to us. The Bible says, “Do not be like the horse or the mule which have no understanding but must be controlled by bit and bridle or they will not come to you.” It seems that we must be led to be thankful, for it does not come easily or naturally to us. What we are not thankful for often overshadows our thinking, as this poem suggests: “The frost is hard to scrap off my windshield, and the blowing wind is bitter from the snowy field. “Don’t expect me to be thankful for bitter win-
ter weather or weekly work, nor for bills or ills or spills! “Some are thankful for health and wealth but not when they’re sick or in debt or cold and wet. “Who is thankful for getting older and for God they have not met in person yet?” When Jesus was on his way to Jerusalem he met ten lepers who stood at distance and begged Jesus to have mercy on them. Jesus told them to go show themselves to the priests and while they were going, they were cleansed of their leprosy. Only one of them returned to give thanks to Jesus for his healing. The other nine were too eager to get declared clean by the priests to take the time to say thank you to Jesus. Sometimes, we are like the nine unthankful lepers, for we fail to say thank you for Jesus’ great healing of our sinfulness. May God bridle us with His word and lead us with it as a bit of thankfulness in our daily lives.

“The most lasting legacy we can leave our children and grandchildren is a debtfree province,” Wall adds. “Once that is achieved, we need to look ahead to ensure that our resource revenues continue to benefit future generations. I can’t think of a better person than Peter MacKinnon to assist us with this task.” Wall said Saskatchewan’s business tax structure must be competitive with neighbouring provinces in order to sustain economic growth. “Our government delivered significant reductions in personal income tax, education property tax and the small business tax in our first term,” Wall says. “The Saskatchewan Plan for Growth will see the corporate business tax rate lowered to 10 per cent – the same rate levied in British Columbia and Alberta – by 2015.” Wall also said Saskatchewan must also ensure it has a well-trained workforce to meet labour demands now and in the future. “If we are going to grow to 1.2 million people by 2020, that means at least 60,000 more people working in Saskatchewan by then. These workers will need to come from a number of places,” Wall said. “We will work to encourage more career planning and development initiatives in high schools. We will increase training seats at SIAST for trades like carpenters, electricians and welders, occupations where we have shortages. We will work with First Nations and Métis organizations to improve educational outcomes and increase employment. We will work with the federal government to increase the annual cap on the immigrant nominee program by 50 per cent from 4,000 to 6,000. Programs benefit small business A government program that provides small businesses with loans has disbursed more than $2.45 million in the 2011-12 fiscal year, benefitting 224 successful applicants in Saskatchewan. The Small Business Loans Association (SBLA) has increased its loan limit from $15,000 to $20,000 effective July this year. “As we celebrate small businesses this week, I would like to highlight the SBLA program that has been supporting small business in the province with loans for the past 23 years,” Economy Minister Bill Boyd says. We’ve recently increased the loan ceiling to encourage entrepreneurs interested in starting a small business to contact SBLA and contribute toward Saskatchewan’s economic growth.” The province is also collaborating with business infosource, a government organization that provides free information to Saskatchewan entrepreneurs to help them start or grow their business.

The Good Spirit Cross Country Ski Club has enjoyed and benefited from wonderful cooperation on the part of Good Spirit park staff in past years. “I see no reason for our partnership to be diminished in any way,” said Dudar at the meeting. Discussions and action plans were formulated regarding trail clearance, access to trails, wood acquisition for the shelter and winter grooming of trails. Darryl Stevenson of Burgess Beach and Anne Stupak of Yorkton are currently serving on the club’s Park Liason committee and will continue to work with Brian as the club moves into the coming season. Anyone who wishes to ski the trails and utilize the club’s ski shelter is encouraged to consider taking a membership in the club. Since wood is “put up” by club members on a volunteer basis, those who intend to light fires in the club shelter are encouraged to acquire a membership. A membership committee will be accepting these memberships in the near future. For those who would like further information visit www.goodspiritski.blogspot.ca. This site will soon be re-activated and updated. It will have the most current information about the club. The club makes an effort to provide timely updates after each trail grooming. The funds may go towards starting or expanding a small business. The SBLA program is available to Saskatchewan businesses. During National Breast Cancer Awareness Month, we stand together in our support for a cure and our support for the women who are faced with the disease. By encouraging breast cancer research and raising awareness of the importance of early detection, we can all help save lives. It is estimated that nearly 200,000 women will be diagnosed with breast cancer this year, and that more than 40,000 of these women will die. Breast cancer is a threat to women of all ages, races and walks of life. Even men are at risk for breast cancer, with approximately 1,700 men diagnosed each year. Early detection of breast cancer is the best weapon against the disease, which means breast self-exams should be performed regularly, with clinical breast exams every one to three years. In addition, healthy lifestyle habits like physical activity, not smoking, minimizing alcohol intake and consuming plenty of fresh fruits and vegetables can help women reduce their risk factors.
