New Mayor for Yorkton

– Bob Maloney takes the helm By SHANNON DEVEAU N-R Writer While it didn’t come as a big surprise, Yorkton’s newest Mayor elect Bob Maloney says he is humbled by the honor to represent the city and is looking forward to the next four years. Garnering 95 per cent of the votes, Maloney won out over a young Richard Genaille who was not in attendance as poll results came in at City Hall Wednesday evening. Elected to council to serve a four year term with Maloney were former mayors, James Wilson and Chris Wyatt, Randy Goulden, Larry Pearen, Les Arnelien and Ross Fisher. Maloney believes experience factored in when residents made their decisions and cast their votes. “We’re going to have a very experienced council... Councillor Goulden, obviously she has lots of experience, she represented us very well during a number of issues... especially with SUMA... it’s great to see

her back on council. Our whole group is very experienced. We have two former mayors. We have Les Arnelien who has all kinds of experience. Ross Fisher is coming back for his second term, Larry Pearen has done very well in the community... When you look at that group of people you have to be pleased.” Maloney also acknowledged those who weren’t successful in their bid to serve on council. “They put their names forward and put themselves out there. It can be tough and bruising to the ego so you have to respect the people who come forward for their communities.” Not making the list this year was councillor Richard Okrainec and first timers Robby Bear and Aaron Nagy. The goal now says Maloney, is to move forward and to get on with the business of managing the city’s growth. There will be challenges he says and no council is perfect, but he’s in it for the long haul and says he is committed. Continued on Page 3.

Pasture transitions begin

NEW YORKTON MAYOR BOB MALONEY offers congratulations to others who were successful in their bid to sit on council for the next four years. Candidates and members of the general public gathered in council chambers Wednesday evening as poll results were tabulated and final numbers came in.

Agriculture Minister Lyle Stewart announced the first 10 federal community pastures to be transferred to the province and to patron-controlled operation for the 2014 grazing season. Patrons will have the opportunity to own or lease these pastures. “Patrons have had cattle grazing these pastures for years; they know this land better than anyone else; they are our best environmental stewards; and they will continue to have access to these lands which are important to their businesses,” Stewart said. “We will continue to work closely with patrons to ensure a smooth transition as they take the steps necessary to operate these pastures.” The following federal community pastures will transfer to patron operation for the 2014 grazing season: Estevan-Cambria; Excel; Fairview; Ituna-Bon Accord Keywest; Lone Tree; McCraney; Newcombe; Park; and Wolverine. Province works to transition community pastures Con’t from Page 1. These pastures were selected primarily based on interest from patrons, proposals received and consultations and discussions with patron advisory committee chairs. Other factors such as land titles and oil and gas activity were also considered. The 10 pastures selected are best suited for a successful transition to the patrons by 2014. The Governments of Canada and Saskatchewan are working on a

memorandum of understanding that will ensure federal staff continue to manage all 10 pastures through the 2013 grazing season. This will give patrons more time to plan and prepare for this transition and to assume operating these 10 pastures in 2014. Ministry of Agriculture staff will meet and work with patrons throughout the transition process. “For many producers in this area, pastures are important to their operations,” Chair of the patron advisory

committee for the Ituna-Bon Accord Community Pasture Aaron Ivey adds. “I believe producers will welcome the opportunity to take more control of their pastures at a local level. This transition can ensure they have access to the grazing into the future.” In May, an industry advisory committee was formed to provide advice and recommendations on this transition. The following recommended principles will guide the transition of these pastures

to patron groups: • Pasture patron groups will have the opportunity to own/lease each pasture; • Each pasture will be maintained as a complete block; • Any sales will be based on market value; and; • Any sale of native prairie land will be subject to no-break and no-drain conservation easements. Conservation easements are permanent and stipulate that the land is not broken or drained. These ease-

ments will ensure this land continues to be used for grazing, as it has been for many years previously. Saskatchewan already has thousands of acres protected by conservation easements and producers continue to demonstrate their respect for the land. In addition, the federal Species At Risk Act is enforced on both privately- and publicly-owned land and will continue to be

in effect on these pastures. There are 60 federal community pastures in Saskatchewan, which will be transferred to the province and to patron controlled operation by 2018. The Saskatchewan Government continues to work with Farm Credit Canada to develop workable financing options for patron groups interested in purchasing their pasture.

The first was the From Our Home to Your Table cook book, which collected recipes from senior residents in a book which had a print run of 300 copies, and quickly sold out. The second was six afternoon teas, which also raised funds and collected food. In total, $1,429.51 and 176 lbs of food were collected from the efforts. Record sales for Saskatchewan

August was a record month for retail trade in Saskatchewan as sales increased for the seventh consecutive month on a month-over-month basis. Retail sales rose by 0.6 per cent in the province, the third highest percentage gain among the provinces and double the national increase of 0.3 per cent, to a record value of $1.48 billion. “Saskatchewan consumers are confident in the direction our economy is heading and that is reflected in today’s numbers,” Economy Minister Bill Boyd says. “Retail sales are an important fac-

tor in economic growth and today’s report is definitely a positive trend we hope will continue.” On an annual basis, retail sales in the province were up 9.3 per cent, the highest growth rate in the nation and well ahead of the 2.7 per cent posted nationally. “Saskatchewan’s fortunate to have had steady job growth and increasing wages for some time now,” Boyd adds. “Our new growth plan will build on our strengths so that we can continue to be an economic leader among the provinces in the months and years to come.”

Wisdom for going into overtime: life is short Ed, my neighbor next door, is home from hunting with both bad and good news. The bad news started when he and his hunting buddies stopped at a small town diner for a quick supper before the last twohour drive to the hunting cabin. All four of them became ill before they got to the cabin. The first two days were rocky and it was the third day before the group’s health was pretty much back to normal. They shot a moose, but it had to be carried out a fair distance before they could get the ATV in to load the meat onto it. One of the hunters sprained an ankle. Another hunter snored so loudly they forced him to sleep in the truck and Ed can’t sleep well sitting up. Because they like to get at least two moose, their hunting went into overtime. They shot one moose on day four and then had no luck at all. By the end of two weeks and beginning the third week, patience and good humor had totally disappeared. It was then that Ed tried his famous moose mating call and a foolish young moose came running. The good news was that the hunters were able to leave after a day of overtime with two moose and Ed as a moose-calling hero.

Neighborly Advice According to Ed by Raymond Maher www.accordingtoed.com It’s not unusual for hockey games to go into overtime. Sometimes three regular periods of twenty minute hockey is not enough to establish a winner. Overtime hockey tends to be very intense. Every player knows it is an all or nothing time, a do or die time, a win or lose time, and they do their best to pick up their game for a win. Ed was surprised when I told him that God’s word speaks of overtime for our lives. The Bible says, “The length of our days is seventy years – or eighty, if we have the strength, yet their span is but trouble and sorrow, for they quickly pass, and we fly away.”

“Lots of people live past seventy and eighty! Are you saying once they are past seventy or eighty they are into overtime?” Ed asked. “I think so, but remember we are all to number our days and gain a heart of wisdom before it is too late. If we literally number our days using seventy years, that means if we reach seventy we have used up our 25,567 days. If we are forty we have 11,000 days left. If you are 60 you only have 3,652 days left,” I told Ed. “Where does that leave you Ray?” Ed asked a little too eagerly for my liking. “At 66, I have about 1, 477 days left, so I will be gone or facing overtime before much longer,” I answered. “I’m not planning on dying before seventy – or after it.” Ed said with a smirk. “Good luck with that. George Bernard Shaw said, ‘Life’s ultimate statistic is the same for all people – one out, one dies.’ You can’t beat those odds,” I told Ed. Whether before seventy or after seventy, wisdom teaches the same lesson, “Life is short; Death is sure; Sin is our curse; Christ is our cure.”

Bridge/culvert work the focus as winter season nears With winter weather starting to move into Saskatchewan, the major highway construction season is coming to a close. “We’ve had a productive construction season this summer,” Highways and Infrastructure Minister Don McMorris says. “We were blessed with a particularly warm summer, allowing our construction crews to complete many projects. With winter coming, we will be focusing on bridge and culvert work that can continue into the winter season.” One of those proj-

ects is the $1.1 million bridge replacement near Maidstone in the eastbound lanes of Highway 16. The 15 metre-long precast concrete bridge over Birling Creek is scheduled to open to traffic in November with some paving work to be completed during the next construction season. “No council is perfect. We make mistakes... but that’s the nice thing about municipal politics. If you don’t like what’s going on you can fix it...” The plan Maloney says, is to stay the course and manage growth. “We have a Gallagher Centre to pay for. We have a fire hall to pay for. We have landfill issues. I think the community may see increased costs in landfill fees in years to come... There are some issues out there but I don’t think we’re going to be seeing big projects or big spending... I’m a proponent of paying down debt and making sure we can afford the things we get into.” Yorkton is good shape he adds. “And if the province comes along and wants to cost share on a project, we’re positioned to do that... I know James was always very good at finding those deals for us and I’m sure we’ll continue to work on that in the future.” Both local school divisions also elected board representative Wednesday evening.
