– funding applications available Applications are being accepted for the funding of projects under the Enabling Accessibility Fund, and Garry Breitkreuz, Member of Parliament for Yorkton-Melville, is encouraging community organizations throughout the riding to consider applying. “The Enabling Accessibility Fund was established by the federal government to help Canadian community organizations fund construction or renovation projects on their facilities to ensure accessibility for those with disabilities,” says Breitkreuz. “Providing better access to facilities like our rinks, community centres, and museums is a way to ensure participation barriers are removed for all Canadians.” The Enabling Accessibility Fund was originally announced in Budget 2007 as a three-year, $45-million Program to support community-based projects across Canada that improve accessibility for people with disabilities. Applications currently being accepted are under the Small Project Component of the Enabling Accessibility Fund which provides grants to projects that improve the accessibility of existing facilities. BHP work progressing

City forges ahead with land plan – annexation deal finalized

It’s been a little over a two year process but an annexation deal between the City of Yorkton and the RM of Orkney has been approved meaning council can go ahead with development plans in and around the area of the airport. The city officially received approval from the Saskatchewan Municipal Board late last week and as such takes over full responsibility of land that while city owned, was previously governed by the RM of Orkney. It’s a fair deal says Mayor James Wilson, adding the only sad part is, it took so long to reach an agreement “We’re pleased ” he says “that

6 STEPS TO SUCCESS A concrete driveway represents an investment that is designed to last a lifetime, provided proper procedures are followed. The average homeowner will not normally be able to install a concrete driveway without expert assistance. It is strongly recommended that a qualified contractor be engaged to ensure a satisfactory job. To provide a quality driveway, the following guidelines should be carefully observed. (Concrete should be placed between April and September. If placed outside this time frame, additional precautions will be necessary.) 1. COLLEGE PROGRAM GETS GOOD GRADES – The Parkland College was pleased to recently play host to two representatives from the Lakeland College Emergency Training Centre (ETC) of Vermilion, AB for an examination of the firefighter training site based at the college’s Melville location. The inspection was required to assess whether Parkland College satisfies the accreditation standards for the National Fire Protection Associate (NFPA) 1001 Professional Firefighter Qualifications training program. Chris Senaratne, Dean of the ETC, and Kirk McInroy, Manager of Technical Services, made the visit to inspect the fire training site, apparatus, and equipment, as well as to discuss working arrangements, procedures, and service needs. All indications are that Parkland College’s training is indeed meeting those requirements. The inspection revealed a few minor deficiencies in the current set-up which can be easily corrected, according to Larry Pearen, Manager of Business, Health, and Human Services at Park-
land College. “We are very committed to making this area of training the best it can be,” Pearen says. “We look forward to strengthening our relationship between the two colleges as we grow this division.” Parkland College acts as a broker to provide the 13-week NFPA 1001 program in cooperation with the Lakeland College ETC. The program is the only one of its kind in Saskatchewan, providing a comprehensive blend of theory and practical skills required for entry-level firefighter positions. Eight platoons have completed the program at Parkland College with the most recent class graduating in June. The next program offering is scheduled to begin March 2013. 2. SITE PREPARATION Concrete can be placed directly on uniform subgrade after removing the topsoil, or on deteriorated asphalt pavement. Excavate or bring to grade as necessary using granular ‘A’ as leveling course (typically 100 mm). a) Make sure subgrade is uniform, well compacted and contains no frozen material. b) Slope away from buildings at 2%. c) Install isolation joints using asphalt impregnated board strips (see Figure 1). d) To form driveway, use stiff wood forms kept in position with stakes not more than 1 metre apart. Top of stakes should be flush with, or slightly below the top of form at finished grade [see screeding – section 4(e)]. e) Plan exact position of concrete joints [see part 6] before starting the project and mark the locations on the formwork prior to concrete placement. DO NOT ALLOW power floats or trowels to be used. Overworking the fresh concrete causes scaling. This extra finishing is not required and will reduce the durability of the slab. 3. PLAN YOUR REQUIREMENTS FOR LABOUR AND MATERIAL a) Concrete: Class C-2; 32 MPa; 0.45 w/ cm ratio; 5%-8% air entrainment; 100 mm slump (maximum), for all exterior slabs on grade as required by CAN/CSA-A23.1 & OBC using quality proven aggregate. 48 hours advance notice of delivery should be provided. b) For coloured concrete, it is recommended that the colour be integrally mixed with the concrete at the time of batching. Air entrainment (5%-8%) must be measured after the colour has been mixed in. c) Make sure adequate labour is on hand when concrete will be delivered – normally a minimum of 3 persons, but more for larger jobs or when placing on hot, dry days. d) Check list of tools and materials needed: • large roll of plastic sheeting (protection from rain) • wheelbarrows and shovels • water supply for curing and wetting subgrade • long handled bullfloat about 120 mm wide minimum (preferably wood or magnesium for air entrained concrete) • straight rigid board for screeding • vapour retardant concrete broom for texturing • curing materials (burlap and water or chemical curing compounds).

4. ORDER AND PLACE CONCRETE a) Dampen the subgrade without leaving freestanding water. Oil the forms before placing concrete. b) A 100 mm slump is adequate for placement. Adding water to increase the slump or workability has a very detrimental effect on both strength and durability of the concrete. c) Distribute concrete using wheelbarrows (or directly from concrete mixer truck if possible); use shovels to bring to rough grade avoiding segregation. d) Strike off the concrete to finish grade by using a straight board on edge between the forms – use “sawing” motion. Tap forms to consolidate the concrete. e) Screeding: Smooth the surface using the long handled bullfloat (use edging tool to finish edges) – DO NOT USE STEEL TROWELS. f) For final non-slip finish use a concrete broom, burlap drag, magnesium float or impressed mat finish. g) IF PLACING ON A HOT, DRY OR WINDY DAY, TAKE SPECIAL PRECAUTIONS • protect fresh concrete from rapid moisture loss by covering with plastic after screeding to keep surface moist, or use wind screens, fog nozzles, vapour retardants, etc. • be prepared for fast setting during warm weather • protect hardening concrete by curing concrete immediately after final finish h) During cold weather, longer time is required before performing final finish. Do not perform final finish while concrete is still bleeding. NOTE: Improper procedures can result in a poor quality job. 5. CURING AND SEALING a) For proper curing, moisture must be retained in the slab for an extended period. Curing must start immediately following final finish and is accomplished by using: (i) curing membranes/compounds, which can be easily rolled or sprayed on as soon as the finishing operations are complete. MAKE SURE THAT THE MANUFACTURERS’ RECOMMENDED DOSAGE AND COVERAGE IS OBSERVED. OR (ii) wet burlap, soaking hoses, waterproof paper or polyethylene film to keep the surface CONSTANTLY wet for 7 days. Do not place hoses on surface. b) DO NOT APPLY DE-ICERS (e.g. SALT) UNTIL THE CONCRETE HAS GONE THROUGH ITS FIRST WINTER. DO NOT USE AMMONIUM BASED DE-ICERS AT ANY TIME. c) If the concrete is placed in the late part of the year below 5°C, use polyethylene film or other cold weather curing methods. An air drying period of one month after the curing period is required before de-icing salts can be applied. A PENETRATING SEALER can be applied as caution against chloride penetration. d) Under normal conditions the concrete may be sealed with a PENETRATING SEALER according to the recommendations of the manufacturer: (i) after 30 days if a curing membrane has been used (ii) after a period of air drying if water-cured. 6. CONTROL JOINTS As concrete ages initially, it shrinks because of water evaporation and cooling of the concrete. CRACKS will occur at random locations unless they are controlled in a pre-determined manner. a) Control joints (preferably sawn) shall be: (i) cut as soon as possible without pulling the aggregate out, usually within 4 to 12 hours after concrete has been placed (can be much longer in cold weather). (ii) cut 1/4 the thickness of the slab – this is the minimum depth. (iii) not more than 3 m apart for 100 mm thick slab, 4 m apart for 125 mm slabs, and 4.5 m apart for 150 mm or thicker slabs. (iv) control joints should be cut in a square pattern.

Driving the old fashioned way Ed, my neighbor next door, had no sympathy for me when I told him our relaxed holiday turned out to be a do-ityourself experience. We like to take the train from Minot, North Dakota to Vancouver, Washington. We were all set to relax on the train and leave the driving to the train engineer, but a train derailment down the line left us facing travel delays that could stretch into more time than we had to spend for our holiday. It meant either driving to the Pacific coast ourselves or going home. In a matter of minutes we were turning my trusty Pontiac westward for a run through South Dakota, Montana, Idaho, Washington and Oregon State. We bought a general map of northwestern U.S.A. and travelled without MapQuest or a GPS. We sped across America by map and road signs and pulled up to our destination early evening the second day of our travel west. Ed is always intent on what things cost. “How

I tried to answer so he would have lots of material to calculate the costs in his mind. “It was slightly more than five thousand kilometers. We spent four nights total in expensive motels, but my wife says they were cheap. We ate two meals out a day and I starved in between the two meals,” I told Ed. Then, just to get him really wondering, I added that we could
bring back sixteen hundred dollars worth of goods tax free between us, as long as we had the receipts to verify the cost of what we bought. I suggested that it can take a while, as they add up your receipts at the border. Ed assured me that it would be seconds if it was his receipts. He was then quick to ask if we spent at lot of money while at our daughter’s at Vancouver. It is hard to put a price tag on all the things we do. Exploring the pacific coast at Depoe Bay with my daughter and grandson was priceless. Climbing bluffs, finding starfish, checking out countless tide pools on the beach, dodging ocean waves
crashing along the shore was worth millions. Being with our family for meals and celebrating an anniversary with cake and champagne was better than gold. Families do not always stay together. Some must move for work or school. Some in a family will die. This side of heaven there is no permanence and plans change abruptly. Everything costs in terms of time or money or effort. Thankfully, God gives a value to us that is priceless. It will not rust or decay. It cannot be stolen. It cost Jesus His life. Many believe that there is no cost to sin, that it doesn’t hurt the one who sins, God or others. God has always tried to keep us from the high cost of sin and its destruction. His final answer was to give Jesus to us to pay the price of sin for us. The cost of sin was paid with His holy precious blood with His innocent suffering and death for us. It is too good of a bargain to miss!

It will proceed with work in the area as planned, according to company spokesperson Bronwyn Wilkinson. “At Melville, nothing has changed,” Wilkinson said from her office in Vancouver. “Once we have completed the drilling program we will assess the results together with the results of our seismic program. We will also be in a position at the completion of our drilling program around the basin to decide which project will follow Jansen. “This approach has not changed. We are evaluating our overall land portfolio, we see Melville as highly prospective but we do have a large land position and are identifying the next best development opportunity,” Wilkinson explains. Saskatchewan’s potash industry the last few weeks has experienced a ‘hiccup’ of sorts and has sparked speculation about the future complexion of mine development in the province. The first was the announcement by Brazil’s Vale SA it would postpone development of a $3 billion potash mine at Kronau, about 30 kilometres

south-east of Regina. Vale originally planned for the project to start construction possibly by next year but has not indicated what the new timeline is. Meanwhile, BHP, the world’s largest mining company, announced it would delay a decision whether its Jansen project would proceed. That decision, the company says, won’t be made before the end of fiscal year 2013. However, Wilkinson says the $1.2 billion previously committed to the Jansen project was still in place and work would continue. BHP, Wilkinson notes, has decided to double the size of the first phase from two million tones production per year to four million tones. Wilkinson outlined the work that’s been done in relation to the possible development of a potash mine in this area.
The “Concept Study” began in March 2011 and involves studying the area in more detail than was done in initial exploration. “The completion date of the Concept Study depends on information we gain from exploration and some of the internal priorities we have in relation to work on other projects as we continue to explore the basin.” The last 3D seismic program was completed in March and BHP is currently processing the data from this work, Wilkinson says, adding these programs were designed to assess the quality of the potash in the area as well as the geology in which the potash is located. BHP said in an earlier interview it would drill anywhere from 30 to 60 holes at a cost of $1 million to $1.5 million each
and those projections remain, Wilkinson says. At that time, BHP said the Jansen project was its first priority with Melville, Young and Boulder also under consideration although there was no development priority finalized for any of the three projects. Wilkinson says once the drilling is completed around Melville area, the company will be better able to determine “which project will follow Jansen in the project pipeline”. Melville Mayor Walter Streelasky says he recently discussed the Melville project with a BHP official who told him drilling was still being conducted and the project was still going forward. BHP has a large investment in the area so it seems natural the company would continue with the project, Streelasky says.
GETTING ORIENTED – The Parkland College recently held its annual University Orientation barbecue at its main campus in Yorkton. Prospective students were given a tour of the campus and heard from representatives of the college, University of Saskatchewan, and University of Regina. Parkland College provides the most diverse off-campus university offerings in Saskatchewan with a selection of courses from both the U of S and U of R. Face-to-face instruction is available at the Yorkton campus, while televised and online courses are offered at all Parkland College locations.
Fiddling to the top
The Saskatchewan Fiddle Championships were held at the 15th Annual John Arcan Fiddle Fest from August 9-12 and an area girl took home a top honor. Shelby Gibson of Willowbrook won the 2012 Saskatchewan Novice Fiddle Championship award, defending her 2011 title. Shelby also won first in the John Arcand Class, as well as second in the Novice 1 category. Shelby was accompanied by her sister Taylor on guitar and Trent Bruner of Canwood on piano. For the Saskatchewan Championship Class and the Novice 1 competition she played “Memories of Eva” Waltz, Swallowtail Jig and Pelican’s Reel. To compete in the John Arcand Class, competitors must play a waltz and any other tune composed by John Arcand. Shelby played the “Dionna/ Megan Waltz” and “Big Bear.” Shelby and Taylor have studied for the past six years at Prairieland Music Studios – Craig Patzer of Yorkton as their fiddle and guitar teacher. They also give credit to their grandpa, Jack Rioch of Invermay and the Tuffnell Fiddle Jammers of Tuffnell, Saskatchewan for all the extra hours of stage time and tutelage.

ADHD SYMPTOMS ADHD describes a group of symptoms including inattention, hyperactivity and impulsive behaviour. Fidgeting, restlessness, constant talking, inability to sit still, to play quietly or to wait one’s turn are other possible symptoms. POSSIBLE CAUSES Genes may make a child more susceptible to this disorder. However, several other, often more controllable factors, are usually involved. The increased number of childhood vaccinations is one suspected culprit in neurological disorders such as ADHD. Fluoridated water may also be another. Exposure to environmental toxins such as mercury, lead, secondhand cigarette smoke, pesticides, PCBs and other harsh chemicals may also contribute to the problem. Allergies play a role, as well. For example, people with chemical sensitivities may have ADHD symptoms when exposed to perfumed or chemicalladen soap. Permanent press and stain-resistant clothing also contain offending chemicals that can cause ADHD symptoms in sensitive individuals. FOOD ADDITIVES In the diet, artificial food dyes and other additives may cause ADHDlike symptoms. The pretty, but artificial, food colors that make fruit jellies red and gelatin desserts green, are made from petroleum (crude oil), which is the source for gasoline! Do you realize that even the red dye in a red toothbrush can permeate the thin lining inside the mouth, causing ADHD symptoms in a sensitive child? Artificial flavors are often combinations of many chemicals. One source for vanillin (imitation vanilla flavouring) is the waste product from paper mills. Artificial preservatives also cause problems. No wonder! BHA, BHT and TBHQ, three major food preservatives, are made from petroleum! They may not always be listed in the ingredients, either. Worse yet, these chemicals may actually be listed as “antioxidants”, since they prevent food fats from spoiling! There are many good natural

But, back then, children had an occasional candy or sucker. Nowadays, the average child consumes food additives daily, perhaps even several times daily, because chemicals are normally found in processed foods. And, since children have smaller bodies, chemicals affect them more dramatically than adults. Artificial sweeteners also compound the problem. They are considered neurotoxins, meaning they are toxic to the nervous system. Processed food additives have an especially harmful effect if they are combined with sugars, such as fructose. When children consume fruit juices and processed foods loaded in high fructose corn syrup, they tend to have a higher rate and severity of ADHD symptoms. Many children with ADHD symptoms react poorly to most grains, especially wheat.

Matichuk wins in Melville Melville’s Mitchell Matichuk certainly showed the field at the Autumn Golf Classic his victory last year was no fluke. Matichuk fired a twoday total of 141 with a 75 to open and a 66 Sunday to slam the door on the competition and claim the Championship Flite for the second straight year. Doug Hildebrandt, the event’s low qualifier fired a 74 on day one and duplicated his score Sunday, leaving him in second spot, seven strokes off the
pace with Stephen Nasby and Jason Rieger nabbing third and fourth respectively. “The first day was a struggle – it was a real grind out there. You had to have a good short game because you weren’t going to hit greens in regulation,� admits the 19-yearold Matichuk, currently apprenticing as a club pro at Yorkton’s Deer Park Golf Course. Saturday, Matichuk and the rest of the field faced a course which wasn’t going to be giving
up any easy strokes as the wind gusted past the 60 kilometer-an-hour mark all day. “The wind was unbelievable. I hit maybe five or six greens all day but my short game was good,� says Matichuk whose putter was hot and cold. “I never three-putt in Melville. Second moose draw to be held To reduce the increased moose population in southern Saskatchewan, the Ministry of Environment will hold a second draw for moose hunting. An additional 350 licences will be allocated in an August 28, 2012 draw. Licences will only be allocated in Wildlife Management Zones 4, 6, 14, 17, 19, 20 to 30, 34, 35, 37, 40, 41, 44 to 47, 54 and Saskatoon Wildlife Management Zone. An emphasis was placed on areas with a high number of moose. These licences will bring the total licences issued for southern farmland wildlife management zones to 3,000 in 2012, up from 2,195, in 2011. â&#x20AC;&#x153;Increased numbers of moose in the southern half of the province has brought these animals into closer contact with populated areas, creating a risk to residents and animals,â&#x20AC;? Environment Minister Ken Cheveldayoff says. â&#x20AC;&#x153;We have found a balance between protecting the public, managing the moose population, providing opportunity for hunters and protecting the long term sustainability of moose in our province.â&#x20AC;? Hunters do not need to apply or reapply to the Big Game Draw. Hunters who applied in the May 2012 draw to hunt moose but were not successful will be
eligible for selection in the supplemental draw, based upon their original application and zone selection. Hunters drawn on August 28, 2012, will be notified by mail in early September. Hunters can check for results on the ministry website by August 30 at https://secure.gov.sk.ca/ biggame/default.asp. Due to the late timing of this draw, anyone selected will be able to withdraw their application and still maintain their pool status for next yearâ&#x20AC;&#x2122;s draw. It is estimated there are 50,000 moose in the province with 10 per cent of the population located in southern Saskatchewan. Efforts to reduce the moose population in southern Saskatchewan are intended to minimize the risk of vehicle/moose accidents and other related issues, such as property damage. Vehicle operators across Saskatchewan are reminded of the need to drive cautiously and alertly to avoid wildlife particularly from dusk to dawn when deer and moose are often more active. Back to School Tips: Good eyesight is critical to learning. Health professionals advise that an eye exam can detect problems that may affect school performance. On-going research data indicates that approximately one in 20 preschool children, and one in four school-aged children, have eye problems that could cause vision loss if left untreated. Recognizing the importance of early detection, a new website has been launched (www.eyeexamcentre. ca) that helps Canadians find a local optometrist and book an appointment online. It is recommended that the first eye screening take place by six months of age, followed by an eye exam again at age three and once more at the start of school. Your child is at higher risk in the aftermath of an eye injury, a serious physical illness or if your family has a history of eye problems. High-risk children and those who wear glasses should be examined annually. Low risk children should have their eyes examined at least every two years while at school. “Kids who have trouble seeing often have trouble with their school work,” says Bijan Minbashian, vice president of operations for Hakim Optical, a leading retailer in the eye care field. “However, they don’t always complain because they don’t know the difference. If your child has difficulty reading or is not performing well at school, poor eyesight
could be the cause.” Parents with specific concerns are advised to start the exploratory process with their family eye doctor and to become as informed as possible. For example, Minbashian says that Hakim Optical (hakimoptical.ca) is an avid supporter of eye health research organizations like the Foundation Fighting Blindness (ffb. ca) and both are a sound source for better eye care. Frames For Kids Selecting a frame that your child likes goes a long way towards making them happy in their glasses. “No matter whether the eyeglasses are elongated rectangular shapes, or plastic retro-styled ovals, or grownup styles worn by favourite movie characters, letting your child be part of the selection process will encourage him or her to take care of them as
well,” Minbashian points out. “Choose unbreakable lenses with a guaranteed scratch resistant coating – and to save money, watch for the deals. He just kept going and I just tried to keep focused and play my game and make birdies, just like any other day.” Matichuk will use the event as his jumping-off point for his collegiate season as he’s the captain of Lethbridge College’s golf team for the upcoming school year.
“I’m trying to keep my game consistent heading into the college season. I’m working really hard. If I can’t get out and golf, I’m on the range hitting balls and trying to improve.” According to the young golfer, who was once employed with the greenskeeping staff at his home course, this year’s crew deserves a pat on the back for the condition of the local links this year. “This is the nicest I’ve seen Melville Golf and Country Club. The members deserve to have a course in this kind of shape. It might be the best I’ve ever seen it since I was maybe eight or nine. Hats off to the maintenance staff who got the course in this kind of condition.”
Local athlete on Team Canada A Grayson hockey player recently got the opportunity to strut her stuff in an international competition and she says there’s nothing like playing for your country. Kennedy Ottenbreit, a product of the Melville Prairie Fire, got the opportunity to suit up for Team Canada’s under-18 version for a three-game series with the USA, Aug. 16-19 in Blaine, Minnesota and she says now she understands the storied rivalry. “It was so overwhelming to finally get to play against the USA and now I understand what it feels like,” says the 17-year-old Grade 12 student who attends Shattuck St. Mary’s Prep. School in Minnesota, well known for its hockey program. “It was the first time I got to feel what that rivalry is all about and it was awesome – because we won,” Ottenbreit says. The Canadian team won the best-of-three, needing a shootout to dispatch Team USA in a game where Canada
couldn’t seem to put the opposition away despite a large lead. “We were up 4-1 in game three, but they came back to tie it,” says Ottenbreit of the 5-4 shootout win. “Winning was unbelievable. It was the best feeling you can have for sure.” Ottenbreit says Team Canada doesn’t get back together until December when the squad will regroup for the U-18 World Championships in Finland and she says she has to stay focused and continue to improve if she wants to retain her spot on the team. “We have to keep doing what we’re supposed to and developing because we can be replaced if we’re not doing the right things.” She adds the opportunity to play the States gave the Canadian girls the chance to learn a bit about what Hockey Canada has in mind with its coaching tactics and techniques and it was an ongoing learning experience in playing with each other. “Our staff was amaz-
ing. They worked so hard for us and got us prepared. We’re all still adapting what we do as players on the team, but we do have such good chemistry on and off the ice and it shows when we play I think.” Before Ottenbreit heads to the World’s she’ll don another familiar jersey and compete in another event. “I’m going to play for Saskatchewan at Nationals in Dawson Creek (BC) at the beginning of November.” Experience should play a definite role for the young forward. “I would hope my teammates could count on me with Nationals. I’m in my fourth year (on Team Sask.) and I’d like to be a player they can look up to.” As for the team in Shattuck St. Mary’s, Ottenbreit feels the club will play with more of a team concept than last year. “I think we’ll be more of a talented team instead of a bunch of individually talented players, which I think was the case last year.”
Millionaire joins NCAA team A member of the Melville Millionaires is joining an NCAA team, but it isn’t happening until next season. Ian McNulty, the high scoring forward who finished second in the SJHL in scoring last season, has made a verbal agreement with the University of Connecticut Huskies to join the school for the 2013 - 2014 school year. “There’s lots that has to happen but I’m still pretty excited,” McNulty says. “It’s nice to know after my SJHL career is over, I’ll have somewhere to
play.” As far as the upcoming season is concerned, McNulty is ready to join the Millionaires and make a run at a league championship. “All I’ve been thinking about all summer is getting back on the ice,” admits the high-flying scorer and playmaker. “I definitely think we could win the league. We have a lot of firepower up front and a great goaltender (Alex Wakaluk). We just need to work on our defensive-zone coverage and we should be good.”
