Health care options expanding

PRESERVING THE LAND – One of Saskatchewan’s leading outdoor educators was recently recognized as the 2013 Recipient of the Lieutenant Governor’s Greenwing Conservation Award for his contributions to conservation. Bob Rogers, pictured above, teaches urban school children about duck and goose calls. Accepting the award, Rogers said, “It is so important that our youth have places and opportunities where they can experience nature for themselves... Saskatchewan’s wetland ecosystems are staggering in the amount of biodiversity they support – second in the world only to tropical rainforests – and they are right in our backyard. ” DUC in Saskatchewan currently has 110 community-based events, 950 volunteers, 9400 supporters, 2300 habitat projects, 6100 landowner partners and 0.65 million ha (1.6 million acres) of secured habitat. An estimated $253 million has been spent by DUC on habitat conservation in Saskatchewan. It has 70 employees in offices in Cumberland House, Melfort, North Battleford, Regina, Saskatoon, Wadena, and Yorkton.

It’s the first of more to come in Saskatchewan and it’s hoped it will vastly improve rural access to medical care across the province. An innovative approach to meeting the health care needs of Saskatchewan’s rural residents has been launched in the province. Saskatchewan’s first Collaborative Emergency Centre (CEC) is now open in Maidstone 24 hours a day, seven days a week. Saskatchewan is introducing CECs to address the challenges of providing health care in rural communities. This model of health care delivery improves access to stable, reliable primary health care, reduces emergency room visits, and increases patient and provider satisfaction says Randy Weekes, Saskatchewan’s Minister responsible for Rural and Remote Health. A team of four physicians and a nurse practitioner offers extended hours of primary health care, including evenings and partial weekend hours. Same-day or next-

day appointments are available. The Ministry of Health has worked closely with health regions, providers and interested communities to determine potential sites. Additional CECs will be opening in the province in the coming months. Saskatchewan’s CECs are based on the Nova Scotia model. Nova Scotia has introduced CECs in seven communities since July 2011. The CEC model was endorsed in the first report of the Council of the Federation’s Health Care Innovation Working Group, co-chaired by Premier Brad Wall and PEI Premier Robert Ghiz. This innovative way of delivering health care also aligns with Saskatchewan’s goal to strengthen its primary health care system. Leverage & inverse ETFs – what you need to know Leveraged and inverse Exchange-Traded Products (ETPs) are gaining momentum. Independent provider Boost ETP says that global short and leveraged ETP assets rose 15% in the first six months of 2013 to $50.9 billion in assets under management. Trading volumes have increased 71% from $114 billion to $195 billion per month. Trading in leveraged and inverse Exchange Traded Funds generated a discussion paper from the Federal Reserve, studying the implications for financial stability in the markets. Researcher Tugkan Tuzun concluded “Price-sensitive and concentrated trading of LETFs results in price reduction and extra volatility in underlying stocks” and suggested that they contributed to stock market volatility during the 2008-2009 financial crisis and the European sovereign debt crisis in 2011. Given that these products are such a small part of the nearly $2 trillion dollars invested in all ETPs, and generally only provide access to the most liquid underlying markets, the likelihood of such an impact seems slim. And, as Credit Suisse pointed out two years ago, “... leveraged ETF rebalancing is concentrated at the end of the day and a function of how much volatility there already was in the market”. Be that as it may, the daily rebalancing should cause the average investor to think very carefully before buying leveraged and inverse ETFs.

www.reynoldsinglis.ca Appreciating the concern begins with understanding the math. In the simplest terms, leveraged ETFs are designed to provide a return that is a multiple of an underlying benchmark on a daily basis, often in a 2:1 or 3:1 ratio. For example, if the underlying index returned 1%, in theory the ETF would return 2% or 3% gross of management fees and costs. Likewise, if the index dropped 1%, the ETF loss would be 2% or 3%. That’s the theory, and it sounds simple enough, but the power of compounding plays an important role. While leveraged and inverse ETFs may provide the advertised multiple of return on one-day changes in the benchmark price, significant divergence can occur when they are held for longer than a day.

Consider a benchmark index trading at 100 and a 2:1 leveraged ETF also trading at 100. If the benchmark rose 10% in one day to 110, then the leveraged ETF should theoretically rise 20% to 120. If the index were to go back down to 100 the following day, the downward movement would represent -9.1% for the index but -18.2% for the ETF. The price for the ETF would be 98.16 though, representing a -1.84% loss. The effects of compounding are immediate. The average investor should be very wary of leverage and inverse ETFs. They are complicated hedges best left to those who have both the time and expertise to use them properly. Although the ETF industry discloses risks in their prospectuses and marketing materials, the sad fact is that a large percentage of investors don’t read them. Given the volatility of today’s global stock markets, investors should focus on reducing the risks to their portfolios, not increasing them. Grants of up to $2,000 per project are offered annually through the Sunrise Health Region. The grants support non-profit agencies and community groups with projects that promote healthy living and wellbeing, or prevent illness and injury to residents in the health region.

He is the luckiest or unluckiest man alive Ed, my neighbor next door, is up to his ears in combining. Ruby, his wife says that he needs a caution light on his forehead. She claims that he is likely to snarl and go off like a firecracker if you talk to him. This is not unusual behavior during harvest. Being grumpy is one thing, but his short temper also comes with feeling sorry for himself. During harvest, Ed feels unlucky because everything could be way higher. The yield per acre, price per bushel, number of good combining days, are not high enough to suit Ed. Meals he gets in the field always get eaten but even they could be better. The harvest temperament, of snarling and complaining, disappears within an hour or two of being done the harvest. It is a seasonal disorder according to Ruby. Many farmers suffer from it, but most of them aren’t aware of being infected by it. Ruby claims if you want the truth about the disorder ask their wives. I’m not asking as Ruby would have no reason to make it up. We all have our seasons, weeks, days, hours and minutes of being grumpy and feeling sorry for ourselves. Many of us dwell on the pinch of truth that things could have been better. We ignore the pound of truth

The Bible says, “God is our refuge and strength, an ever present help in trouble.” Seeing things as unlucky disappears when we remember that, the Lord himself, goes before us and he tells us neither to fear nor to be discouraged. Even if we walk through the valley of the

shadow of death God is with us. James wrote to the twelve tribes scattered away from the early Jerusalem church after Stephen’s death. To escape persecution in Jerusalem, Christian believers went as far as Phoenicia, Cyprus, and Syrian Antioch. As leader of the Jerusalem church, James reminded them to consider it pure joy to face trials of many kinds. The trials they faced were confiscation of property, arrest, imprisonment, beatings, and possible death. James called it the testing of their faith to develop perseverance. What we consider unlucky or even terrible is used by God to mature us. If we trust God, what happens to us will make us better not bitter. The Bible says, “And we know that in all things God works for the good of those who love him, who have been called according to his purpose.” The Bible also asks, “If God is for us, who can be against us?”
