Drainage improvements continue – flooding puts system to the test By DEVIN WILGER N-R Writer With the heavy rain of the past week, some streets saw standing water and continued to see problems with drainage. Yorkton is continuing work towards improved drainage systems, and the storm provided a test of the parts currently in place. City Manager David Putz says that the drainage improvements in the city are a long process, and that the city is only two years into a seven year plan, with projects expected to be complete in 2017. Of the storm ponds planned for the city, only one of the ponds on Dracup Ave. and Darlington St. has been finished. The Brodie Ave. pond currently under construction, the third pond is in the engineering stage and the final planned pond is not yet in the engineering phase. Also needing to be completed is improvements to the storm drainage ditch along
Dracup, as well as drainage Victoria Ave. and engineering work to divert water from the west side of the city to Logan Green. “A lot of people might think we aren’t seeing much occur, but there are three other storm water retention ponds being constructed,” Putz says. While it’s still early days for the planned drainage improvements, Putz says that the pieces that are in place right now have been performing as expected and confirm that the city is going in the right direction with the project. “What it’s also doing is giving us an opportunity to look at our response to the different issues and changing priorities based on what we’re seeing. As we do work, we are able to move some areas that have been problem areas off of the table, and now we’re able to start addressing some of the others,” Putz says. Continued on Page 2.

WDM invites residents to have some fun By DEVIN WILGER N-R Writer Ever since the earliest days of Saskatchewan, when the work was done it was time to start having fun. It’s only appropriate that the last piece of the Western Development Museum’s Winning the Prairie Gamble exhibit is Let’s Have Fun, a display showing the many leisure activities people engaged throughout

Saskatchewan’s history. Ruth Bitner, co-curator of Winning the Prairie Gamble, says that the new exhibit is showing a full range of activities, from different times and seasons and from the individual to large groups. “You get a bit of a glimpse of the historic ways we entertained ourselves,” Bitner says. It’s official, a new Rider stadium is in the works. The Government of Saskatchewan, City of Regina and the Saskatchewan Roughriders have signed a Memorandum of Understanding (MOU) for a new stadium that will be constructed on Evraz Place lands in Regina, Saskatchewan. It is anticipated the facility will be ready for use in early 2017. “The current stadium has served us well for the past 100 years,” Premier Brad Wall says. “But it’s time the best fans in Canada and the best team in Canada have the best, new stadium in Canada. The new stadium will not only provide a leading edge facility for the Riders, it will also support amateur sports in the province and attract the attention of major concert and event promoters.” The new stadium will be a state-of-the-art facility holding about 33,000 people with a spectator roof and open-air playing surface. City drainage system Con’t from Page 1. For example, he says that Clairwood used to be a problem area for the city, but changes in the area have improved the drainage and made it less of an issue. He says that larger catch basins have been shown to help with drainage, and even though some of the piping underground is still limited in capacity, the catch basins allow smoother drainage. Putz also says that some problems experienced last week were due to people removing sanitary sewer covers from the streets, and he says this is something that people should not do, because it is unsafe and it might overload a system which would otherwise be able to handle the storm waters. “In one case it’s our belief that caused surcharging in the system which caused some houses in the neighboring area to experience sewage backups, which they probably would not have if that would not have been done. The other situation is it creates danger, because if traffic comes along and that cover has been
removed they have no way of knowing. We would ask and strongly encourage people to refrain from doing any action like that, that should only be done by our public works crews if they deem it necessary,” Putz says. The city has had a wet few years, and Putz says this is part of a larger trend throughout the province. “This is something that has been happening across Western Canada, not just the City of Yorkton. We’re not the only community that has been experiencing problems of this nature, other communities are as well, as a consequence for the newer areas that are being built we’re looking at increasing capacities and changing designs to handle storm water drainage. In the past, Saskatchewan was quite a bit drier than it has been in the past few years,” Putz says. The comprehensive changes to the city’s drainage system are expected to come in at $7.8 million. Putz says that while the figure is high, it’s necessary work, as it will prepare the city for heavy rains in the future.

The facility will be expandable so that it can host larger events such as a Grey Cup. It will be a significant upgrade from the current stadium and has potential to be one of the best facilities of its kind in Canada. The design will be roof ready to allow for the potential addition of a roof in the future. The $278 million required for the stadium will be funded through an $80 million grant provided by the Government of Saskatchewan paid over four years, $73 million through City of Regina funding, and the Saskatchewan Roughriders leading a process to accumulate $25 million. In addition, the province will provide $100 million in financing to the City of Regina. The loan will be fully repayable over a 30 year term, with interest. The $100 million loan would be primarily repaid through a $12 facility fee on games and
major events held in the new stadium, ensuring a significant portion of the stadium funding comes from users of the facility, primarily the amazing Rider Nation fans. “Today’s funding announcement means the vision to revitalize the heart of Regina is becoming a reality,” Mayor Fiacco says. “The agreement between the province, the city and the Riders means this community, and the province, will have a 21st century multi-purpose facility that meets the needs of the community for generations to come.” According to the MOU, the city would support both the capital costs and ongoing maintenance costs of the stadium through a combination of debt, property taxes and allocation of other new or existing revenues as required. Maintenance costs on the facility are expected to be $230 million over 30 years. The MOU still requires council approval. The Saskatche-
wan Roughrider Football Club will lead a process to accumulate $25 million through naming rights, sponsorships, along with funding from the Club which will be contributed to the city prior to the completion of the stadium. “This is a once-in-ageneration opportunity and it has been possible thanks to the tremendous support of Rider Nation,” adds Riders Chair Roger Brandvold. “Thanks to our partners at the province and the city, Saskatchewan will soon have a world-class facility for the greatest fans in the country.” The City of Regina is in the process of planning and design concept work for the new stadium. Construction is scheduled to begin in 2013, with completion in time for the 2017 Rider season. Council will consider approval of the MOU at a public Executive Committee meeting on July 18, and at the July 23 meeting of City Council.
The exhibit has many different attractions, such as replica forts which kids an explore, a variety of artifacts from throughout the province’s history, and a refurbished bandbox which played popular tunes when coins were dropped into a tableside jukebox. There is also a touchscreen which contains over 100 photos of leisure activities from the province’s history. The new exhibit was sponsored by the Blue Cross’ Push 2 Play program, which is focused on getting children active and healthy. The grand opening of the exhibit was held on Museum Day, and many children were in the museum to learn about different things, participate in activities such as making butter, and be as active as possible. While heavy rains meant that some of the outdoor activities couldn’t take place, kids were a major part of the opening proceedings, including participating in a ceremonial balloon drop. It’s been a long journey to see the Winning the Prairie Gamble to the end, and Bitner says that the exhibit overall has been a labor of love for the staff of the WDM. “It is really a wonderful sense of accomplishment, we’ve learned so much about the history of the province. We already knew a fair bit, but we learned so much more from the research,” Bitner says. “There are so many important achievements that have happened in this province that people don’t know about or don’t understand the importance of. We always think that great things come from other places, but great things come from here as well.”

Student loan improvements announced
The 2012-13 student loan year is underway and it includes new processes to improve services for students applying for student financial assistance. The first change is the introduction of the Master Student Financial Assistance Agreement (MSFAA). This new document will require students to only sign one student loan agreement for their entire post-secondary education. The second improvement introduces Electronic Confirmation of Enrolment (ECE) that allows post-secondary educational institutions to electronically confirm enrolment, eliminating long line-ups at Registrar and Financial Aid offices, also saving time for both students and post-secondary educational institutions. “Our government understands the importance of post-secondary
education and we want to make it more accessible and affordable for students,” Advanced Education Minister Don Morgan comments. “The new improvements to the Student Financial Assistance program will create a more streamlined and efficient process, better meeting the needs of post-secondary students and educational institutions.” The 2012-13 provincial budget provides more than $100 million in support for Student Financial Assistance programs. Also new this year, is the launch of the Saskatchewan Advantage Scholarship for new high school graduates looking to transition to post-secondary studies. The government also offers a tuition refund of up to $20,000 though the Graduate Retention Program to post-secondary
graduates that choose to live in Saskatchewan. “These are all examples of the Saskatchewan Advantage and support the needs of post-secondary learners to pursue their academic goals and transition to a career right here in Saskatchewan,” Morgan says. The Ministry of Ad-

Accessibility is the key Accessibility and affordability are key if we want our youth to become educated and choose to live and work in Saskatchewan so the provincial government has announced further steps to help ensure that happens. Sit nice and I’ll kick you in the face The way I see it... Not only should he NOT keep his job, but he should be facing some kind of a severe penalty on top of what he’s getting. Pressures may be high and the woman involved in the scenario was likely not on her best behaviour, but when you abuse the system like this guy has, you should have to face the consequences. A Rhode Island police officer is fighting to get his job back after an incident that unfortunately – on his part – was caught on tape, as most things seem to be these days has come to light. Donna Levesque was partying it up at the Twin River Casino in Rhode Island when management asked her to leave due to “unruly behaviour.” While it hasn’t been fully reported what all transpired next, she wound up arrested, handcuffed and seated on a roadside curb. I’m guessing she was less than pleasant to the police officer, likely causing a public disturbance and obviously should have known better. BUT, with that said, it does not condone the actions of 47 year old Edward Krawetz, the police officer on duty that night who took her into custody. Video surveillance of the events show Krawetz, a 12 year veteran with the police force, kicking Levesque in the face with his boot as she sat cuffed at the curb. The
kick was powerful enough to knock her to the ground so it wasn’t a light tap. Now in court over the matter, Krawetz says he was acting in self defense and claims Levesque had previously kicked him in the shin. Now maybe that’s so and while it’s not right, we’re Shannon Deveau talking about a handcuffed, seated woman. We’re also talking about an officer who held all the cards and an officer who had a previous record of assault. His last incident was in 2001 when he reportedly attacked a man who was jogging. Plain and simple his temper got the better of him and he over reacted. There’s no question he has a stressful job and a lot on his plate, but this is his job. He’s supposed to be a trusted member of society that people can look to to uphold the law and to help. Everybody makes mistakes yes, we’re human but this guy needs some kind of counselling and maybe a new line of work. Obviously he has issues. He’s been handed a 10 year suspension – without pay (and rightly so) – and he has been ordered to undergo counselling but he’s still eligible for a full pension and he’s fighting the case in court. If he wins what kind of message will that send to the general public and to fellow police officers. Some actions can’t be overlooked and this case is a prime example.

It’s just entertainment, nothing all that important The website Rotten Tomatoes has had to shut down the comment boards for The Dark Knight Rises, the new Batman movie which is set for release this weekend. The site, which catalogs reviews from critics in a variety of media, had to take the unusual step after a critic gave the highly anticipated movie a negative review, and the boards erupted into infighting and threats of violence. These people had been driven to an angry froth because the movie didn’t have a perfect score, and was merely very well reviewed. This isn’t the first time this has happened. Commenters were calling for blood earlier this year when a website gave the game Uncharted 3 a score of 80 out of 100. That’s a good grade, but it wasn’t a perfect one, which caused people to begin frothing at the mouth and demanding someone get fired. At the time, none of the angry people in question had played the game, for all they knew it was terrible, but they still wanted it to launch with a “perfect score,” as though this is in any way important. This is the same situation, played out yet again for a different property. None of the angry people have seen the new Batman film either, it’s out this weekend. Personally, it does look like it’ll be worth watching, and I’ll likely be making a trip to the local theatre to see it. I can under-

Column Devin Wilger stand being excited about a piece of entertainment and anticipating finally seeing it first hand, especially something which has had a long development and is part of a well regarded series. What I can’t understand is how people get into such an angry froth over it, because it’s just a movie. Yes, if you go to a good film you will be entertained for a couple hours. If it’s especially good, you can discuss aspects with your friends and analyze different things the filmmakers were going for, as well as the message they were trying to send. This isn’t diminishing the joy that can be brought from a great movie, and there’s a good chance that The Dark Knight Rises
could be a pretty great movie. Same deal with a game, if it’s good you’re going to have a fun time with it, and if it’s really good it can spark discussion and bring people together. It’s when people start obsessing over scores or getting angry over perceived slights to the work that I begin to wonder why people are watching films in the first place. I love movies, I love the different experiences they can bring and I love how a great one can make one see the world in a slightly different way. I love games for the same reason, as well as a certain feeling of accomplishment that happens when one does something well. But I also recognize that they’re not something that one should get angry about, because what I love isn’t going to change by getting angry about stuff that doesn’t matter. When people get angry over review scores, or other minor things, I wonder about their motivation. The people behind the work are going to be fine if the reviews aren’t perfect, they’re much more interested in if the audience enjoys the work. The people watching the movies will be fine, and able to make up their own mind about whether or not it’s good. The people who trust reviews will know a critic that they often agree with, so they’ll make their plans accordingly. People only lose when they get angry over nothing.

Why pensions have a rough time

What interest rate have you been getting on your savings lately? Not a lot, right? The Bank of Canada has been holding interest rates low now for several years, part of its way of dealing with the five year global financial crisis. Lending rates – aside from credit cards – have followed. Good for mortgages and lines of credit. Still, what about your pension plan? How has it been doing? Most pensions are managed to try and get an eight per cent annualized return from the pool of assets and new contributions made to the plan. A decade ago, eight per cent wasn’t that hard a job, and it didn’t require taking on a lot of risk to achieve. For the past five years, though, it’s been a tough challenge. That’s one of the reasons pension contribution holidays by organizations have stopped, and, indeed, many have made supplemental assessments against their budgets to contribute more. The fund managers haven’t been able to make the gains elsewhere, and the money is needed. Pension fund managers are just like you and me when we invest. There’s some instruments that, no matter how good the return, are just too risky to take on: we don’t like the possibility of losing the capital we invest. You might like to get 8 per cent in your self-directed RSP, but you don’t like what you’d have to buy and put in there to get that. So you settle for 5 per cent and load up on the banks’ preferred shares, even though they’re already highly tax efficient and probably don’t belong
in a shelter. A safer five per cent beats the chance of losing everything to get eight per cent. That’s why pensions may be at risk. Every day, more of us hit retirement age. We’re living a long time after that, too. Added to that are all the people currently be sloughed out of organizations with buy-out and early retirement plans. Most of them end up qualifying to be in their pension plan (most of the buy outs are occurring in the broader public sector, where defined benefit pensions still are the norm) and take it, because this continues their extended health care benefits. All of this makes the pension fund manager’s life that much more difficult. More is flowing out – not just the pensions being paid, but the “employer portion” of extended health-care benefits as well. Meanwhile, what’s on the horizon? An earnings crunch, for one thing. It’s already starting to show up, as the global economy has slowed in 2012. Earnings season for the second quarter starts serious reporting within the next week, and most financial analysts aren’t expecting stellar results. That’s going to show up as a hit on stock prices. There goes the chance of getting eight per cent out of that market. Meanwhile, the bond market continues to be driven by interest rates. When the real estate market was rocking, our banks would raise capital by selling bonds to handle the mortgage business. Hot markets meant more bonds had to be sold, and decent coupon rates could be found there. But our real estate markets
are chilling rapidly, both from the mortgage lending rule changes kicking in on July 9, and because in so many places in Canada prices had gotten far ahead of affordability, or rental income returns. Realtors continue to paint rosy pictures where they can, but listings are up and lasting longer, sales are down, bidding wars are over. What that means is less demand for new lending – fewer bonds – and no joy in the bond market for gains. Derivatives – things like credit default swaps – might have been chosen, but pension fund managers would really rather get rid of any they’re still holding. These are the underlying cause for the endless Eurozone crises, and for the never-ending leniency toward the banks in the UK and U.S. There’s far more of those out there than anyone has capital to pay off should they be triggered, leading to widespread defaults. Pension fund managers do not need instant capital wipe-outs in their portfolio. Needless to say, it’s also a tough time to find wins by investing in new construction, or commercial real estate holdings. So the managers turn back to the organizations whose pensions they run, looking for more contributions – which triggers another round of buy outs – which makes the job tougher. Add a looming downturn in the economy, and it’s no wonder they’re worried. Be glad they’re being prudent - and follow their lead. For the next few years, big returns will come with far too much risk. Facts are better than wishful thinking

Scientists are not usually found waving placards at public rallies. But that’s where many of them will be this week at various locations across Canada. Why? Because they are profoundly worried about the Harper government’s assault on science, knowledge and evidence-based decisionmaking. This is a government that operates on a combination of prejudice and bias. They don’t want to be contradicted by hard facts. To them, it’s not what you know to be true that matters. The only thing that counts is what
you believe to be true, regardless of all evidence to the contrary. So Mr. Harper is systematically silencing sources of information and voices of dissent. One of the first casualties was Statistics Canada. The Conservatives killed the long-form census, thus undermining the integrity of what was once a world-class data collection agency. They hounded Canada’s Chief Statistician out-of-office. And their latest budget chopped StatsCan by nearly 50 per cent. The Harper regime has an inglorious record of intimidation against scientists, civil servants, public-interest watch-
dogs, charities and community organizations. Those with the courage to “speak truth to power” get routinely vilified. Their funding is cut. They may even be attacked by the tax department. Canada used to have a “chief science officer” – Mr. Harper abolished the position. The oncerevered National Research Council has been twisted out of shape. Federal funding for science is being diverted away from “public good” and “curiosity-based” research and into projects exclusively controlled by the private sector. Vital federal research sites like the “Experi-
mental Lakes” in northwestern Ontario, the Bratt’s Lake Observatory just south of Regina and many others have been sacrificed. The Parliamentary Budget Officer (PBO) has requested full details of the government’s budget cuts, instead of having them dribbled out bit-bybit. The Conservatives are stonewalling. This could lead to the unseemly spectacle of the PBO having to go to Court to force the Harper regime to produce the facts. This government’s standards are those of a twobit Banana Republic. Action taken in the Omnibus Budget Bill cutting back funding for research resulted in scientists protesting ‘death of evidence’ on Parliament Hill. Unfortunately this is only one example of the Harper Government’s actions related to evidence. “Why save the prison farms?” provided reasons, evidence ignored, in the closing of prison farms on the no-evidence basis they were too costly. Recent changes in the collection of statistics through the Census were proceeded with, despite contrary evidence of its value. Belief in removal of government and its replacement by corporate
interests is suggested as motivation for proceeding without regard to evidence as in the plan of 2012 layoffs of 2 300 Statistics Canada employees that “may result in data collection and processing services being contracted out “and meetings of the vice president of The GEO Group, Inc., operator of private prisons, with Correctional Service of Canada (CSC), Public Safety Canada (PS), Public Works and Government Services Canada (PWGSC), Public-Private Partnerships Canada, Solicitor General Canada (SGC). The corporatist directions evident in internal policy do not explain international reactions made without waiting for evidence. John Baird’s reaction to events in Treimsa, “”The
use by Syrian security forces of artillery, tanks and helicopters, confirmed by the supervision mission of the UN in Syria, demonstrates the barbarity of the regime,” were not based on evidence that has since come forward but on following the directions of our closest allies. The incidence of Death of Evidence practices of the Harper Government internally have negative effects. None as negative, however, as this: having the United States and Israel opening hostilities against Syria and then Iran through receiving Canada’s unquestioning support rather than words of caution. To the Editor: It’s not easy to watch someone die. It’s hard to watch a person’s basic abilities, like walking and talking, being taken away bit by bit. And it’s heart-wrenchingly difficult when that person is also in great pain or struggling for breath. Those are hard cases. Carter v. Canada (Attorney General) is a hard case, and it’s bad law. It’s about people with serious, debilitating, terminal illnesses who want doctors to kill them. It’s not just that they want to die, it’s that they want to die later and to have someone else do it in a way that won’t hurt. The plaintiffs and Madam Justice Smith focused on the seriously ill people and their situation. I want to focus on the doctors and the rest of us who will be harmed if this decision becomes law. We don’t need to speculate. The Netherlands has already gone down this slippery slope and provided the grizzly statistics that should stop us going down the same path. A 1973 court decision in the Netherlands started the process. Doctors and lawyers set strict guidelines to restrict when doctors could assist a terminally ill patient who wanted to commit suicide, and to protect a terminally ill patient who didn’t want to be euthanized (i.e., killed). “In only 23 years, Dutch doctors have gone from being permitted to kill the terminally ill who ask for it, to killing the chronically ill who ask for it, to killing newborn babies in their cribs because they have birth defects, even though by definition they cannot ask for it. Dutch doctors also engage in involuntary euthanasia without significant legal consequence, even though such activity is officially prohibited.” Guidelines won’t protect us, if the Dutch experience tells us anything. For example, a key guideline is that a person should not be euthanized due to the expense of keeping them alive. In a television documentary, one man said he was only agreeing to be euthanized (killed) because he didn’t want to be a financial burden on his family. He was killed. In 1990, 130,000 people died in the Netherlands. 2,300 people asked doctors to kill them; 400 asked doctors to provide them with the means to kill themselves; 8,100 died when doctors deliberately gave them an overdose of pain medication to kill them (for which 4,941 patients didn’t consent); 1,040 people died when doctors euthanized them without their knowledge or consent (72 per cent of those never having given any indication they would want their lives terminated). That’s breath-taking in more than one way. It’s not so much that nine per cent died at the hands of doctors, which is alarming in and of itself. What should raise our cries of outrage is that 4,941 people (four per cent) did not give their consent to being killed. Dutch doctors have gone from fighting death to administering death. We should never have to worry whether a doctor will decide we should be put down rather than healed or cared for. We also need to make sure that our health care system is delivering available treatments and the care we know how to give to these vulnerable patients. We’re not going to fix the health care system by getting rid of the more difficult cases. We need to get the word out: demonstrate, write letters to the editor and to our MPs, blog, get it out on the social media, and talk about it with anyone who will listen. We need to focus on how this will affect us – and it will – and get the message across that it’s not just about the hard cases. It’s about us, too. Anne McTavish, Troy Media Corp.

Your introduction to shellfish – Part 1 of 3 Whether it’s steak & lobster or linguine & clams, shellfish is a popular choice at market seafood counters or restaurants. Shellfish can be divided into two main categories; Crustaceans and Mollusks, and due to the vast size of this topic this will be the first of three instalments. This being said, I will discuss the main aspects of these two divisions without focusing on one particular type of shellfish in too much detail. This column and the next instalment will concentrate on the aspects of crustaceans and the third column will
focus on mollusks. All shellfish are invertebrate sea creatures, meaning that they do not have an internal bone system like fish which are called vertebrates. Almost all shellfish have a hard outer shell that protects their soft bodies from predators and the environments they thrive in. Crustaceans is the grouping that represent crabs, lobsters, shrimp, crayfish, etc. I will focus on crabs and lobsters in this column, while leaving the discussion on shrimp, prawns and crayfish for the next. to cook a live crab or lobster. The most common way is to submerse it headfirst into a pot of boiling water to kill it instantly. Crabs are then boiled for approximately six to 10 minutes depending on their size, and lobsters are usually five to six minutes per pound. Due to the labour required of picking the dispersed meat from crabs, they are almost always cooked this way rather than trying to extract raw flesh which is more difficult. Another option for killing lobsters is to hold it down firmly on a cutting board and plunge the tip of a chef’s knife into the head before cooking it. This should be done immediately before cooking it to ensure optimal freshness and flavour, as the rule of thumb for raw crab or lobster is to cook it in the live form. Raw crab and lobster flesh deteriorates very rapidly. Lobsters are also very tasty if split in half and opened up, brushed with oil, lemon juice, and seasonings and then grilled on the bar-be-que. When splitting in half, you can cut right through to serve
as two halves, or cut from the underside but not all the way through the top shell and serve as a whole split lobster. If prepared in this manner, you will want to weigh down the tail portion as it will curl up and lose contact with the grill. Another way to avoid this is to cut the tail section completely through while leaving the body halves connected by the top shell. This way you are able to curl the tail to the sides of the lobster and should not need to be weighted down. With either grilling option, the large claws should be cracked beforehand as this will assist in cooking the claw meat at the same speed as the exposed body and tail flesh. When working with or eating whole crab or lobster, the stomach in both cases is located just behind the eyes, and should be removed and discarded. With crabs, the feathery gills located on each side of the body under the shell are also discarded. Dear Chef Dez: I know it’s better to buy live shellfish, but our grocery store only offers frozen crab legs. Are they cooked already? For a nice crab dinner, how do I cook them and for how long? Usually frozen crab legs are already cooked prior to freezing, and the easiest way of preparing them is in a steamer. Submersing them in boiling water, which is a preferred technique for live crabs, will cause more flavour loss with frozen crab legs rather than steaming. The amount of cooking time will depend on the size of the crab legs. Bring a couple of inches of water to a full boil in a pot while in the meantime arranging your crab legs as evenly as possible in a steamer basket. Once the water is boiling, place the filled steamer over the water and immediately cover with a lid. Normally the cooking process should take anywhere from 6 to 10 minutes, but the safest way is to use an instant read thermometer. There is almost always a cracked part of the shell to allow for the thermometer to be inserted. Find the thickest flesh to do this with, and serve when the internal temperature reaches 170 degrees Fahrenheit. They are best served simply with dishes of warming melted butter for dipping. But first we had to move the horses to the northeast part of our property where there were already a couple of small pens. wife found the wire gate. Perfect! We led the horses over, and then we loaded up the tractor buckets with fence posts and drove over to the work area. Thatâ&#x20AC;&#x2122;s when we ended up on the spur line. Before we could push any posts, we had to clear some old logs and other scrap wood that were strewn about. While doing so, we saw the gate that we wanted to move to another pasture, and we realized that moving that gate would extend the main pasture even further to the south! OK, remove the old barbed wire, get the scrap wood out of the way and take the gate off! At our age, the memory recall is

not always that great! We looked at the gate and decided that we needed to find a crescent wrench to get the nuts off the hinge bolts. We searched high and low, but came to the conclusion that somehow all our crescent wrenches ended up in storage in Endeavour. My wife found a vise grip wrench and the nuts came off! Then we needed a small board and a hammer to bang the hinges out of the post. While my wife is searching for a piece of wood, I examined the hinges more closely, and then I remembered: All we had to do was to lift the gate off the hinges! Duh! We had done this a dozen times before at the old farm!

Time to assemble the shed we bought as a chicken coop for the broilers and turkeys. They will be here in about three weeks. The shed is made from light vinyl side panels, solid plastic floor and roof, with plastic connector stanchions. We followed the instructions. Correction: My wife followed the instructions, and good thing she did, because doing it my way we would still be trying to put it together! We wanted to set it next to the layers, and picked a level spot. As a base we put two pallets together and screwed some old precut plywood on to them. No extras in case of dropping one or messing one up! Anyway, we put the floor together and then came the side panels. There is a very appropriate warning in bold letters in the instruction booklet: DO NOT ASSEMBLE IN WINDY CONDITIONS. Well, it wasnâ&#x20AC;&#x2122;t windy when we started, but somehow Mother Nature decided to blow a few puffs our way when we were working with the side panels. Continued on Page 8.

My wife, who is quite a bit shorter than the panel, picked up the windowless panel and started walking with it. The wind picked up, and I heard my wife yelling at me to grab her as she was doing two steps across the yard! I ran after her and almost had her when the wind suddenly and without warning changed direction and so did she! I finally got her and the panel. She had a death grip on the panel as she did not want to see it fly away! Then as suddenly as it started, the wind died down and we were able to finish the assembly. It would have been like a sequel to Gone With The Wind, and we would have called it Blown Away! Part Five
I believe most of us have experienced the inexplicable bump noise in the middle of the night. Well, we heard that accompanied with a clop sound, which is a pretty good indicator that the horses have somehow gotten out of the pen, and are surveying the property, while munching on new grass sprouts and fertilizing the lawns!
Yep! 3 o’clock in the morning my wife bolted out of bed and ran outside. When I heard her say “whoa, whoa” outside the bedroom window, I thought I better put on my rubber boots and follow her out. There we are in our lose fitting pyjamas and rubber boots with our eyes still full of sleep and only half open, trying to gently persuade the four legged break out artists back into the pen! It brought a whole new meaning to “Midnight Cowboy!” My wife got a pail of oats and a halter; while the horses munched on the oats she slipped the halter on and led them into the pen one by one, while I was standing guard at the break in the fence where they appeared to have gotten out. My brother-in-law Willis and my wife had replaced the barbed wire by the barn with some rails last weekend, and of course the four legged bandits each weighing 1,200 pounds or more, leaned on the rails with their bodies to get them dislodged and out they went. My wife can tell the horses apart even in the dark, and when she realized that she was leading Little Bear back
for the second time, we thought that perhaps Stella, our friendly resident ghost, was playing tricks on us, but no, the horses had actually created two escape routes by knocking down the wire by the pump house. As my wife was leading them into the pen, they just wandered over to the pump house and out again! All of a sudden we became very alert and wide awake. She herded the horses into the round pen and closed the gate, giving us the required uninterrupted time to make quick fixes to the fence, and then we will do the proper repairs in daylight. After having surveyed the fence this morning, we have come to the conclusion that the rails have to be secured with lag bolts, and the wire by the pump house to be taken down and a panels secured there instead. Horses will always point out a weak area in the fences when you least expect it! In an attempt to graze the greener grass on the other side of the fence, they had almost knocked the fence down at the southeast corner of the pen as well. We braced the posts and restrung that wire as
well! It was apparent when following their hoof prints in the driveway and also on the soft grass, that they had surveyed the Village of Hazel Dell as well! But they must have liked their home better, as they all came back into our yard on their own. Then there is the story
of the three race horses standing in their stalls. One said to the others: “I have run 20 races and I won 15 of them!” he bragged. The next horse said with a snort: “Well, I have run 30 races and won 25 of them!” Then the third horse spoke up proudly: “Yeah! I have run 41 races and won 39
of them!” This seemed to settle the topic when the horses noticed a Greyhound race dog outside their stalls. The Greyhound said: “I have run 100 races and won 99 of them!” The horses looked at each other in amazement and one gasped: “Wow! A talking Greyhound!”
Poor air a cause for concern
Health officials are warning people to take precautions to protect themselves from health effects that may be caused by poor air quality in parts of the province. Air quality is expected to deteriorate over the next couple of days due to wildfires in northern Alberta, Saskatchewan and the Northwest Territories. “We advise people with asthma and other respiratory and heart conditions to consider remaining indoors to reduce their exposure to the outdoor air,” Chief Medical Health Officer Dr. Moira McKinnon comments. “People who are healthy should reduce or reschedule strenuous outdoors activities until the air quality improves.” Everyone is encouraged to monitor their health and adapt their activities as necessary, if conditions worsen. Residents should keep windows closed and people living in non-air condi-

tioned homes are advised to visit a nearby mall or other air conditioned facility to cool down if the temperature in their homes rises. If air quality becomes poorer, individuals may experience symptoms such as increased coughing, throat irritation, headaches or shortness of breath. Those who are experiencing difficulties should monitor their symptoms and seek medical attention if symptoms worsen. The Saskatchewan Ministry of Environment is monitoring the air quality throughout the province. High Impact Wrestling hits Yorkton By CHASE RUTTIG N-R Writer Wrestling action was on full display in Yorkton as the High Impact Wrestling company held a card at the Ukrainian Orthodox Auditorium July 16. The event featured multiple singles matches, including two title matches, a six man tag match, and a fifteen man battle royal featuring the majority of the fighters on the card as the main event. After a hard hitting opening to the card featuring AJ Sanchez, Yorkton’s own Robbie Gamble defended his provincial championship in a singles match win over HIW newcomer Kevin Cannon in what was an entertaining title bout. Following the title match was a six man tag contest that featured lots of aerial theatrics that pumped up the vocal Auditorium crowd as many trips up the turnbuckles were made by the performers in a fast-paced match that got the crowd off of its seat. The six man tag match was probably the highlight of the card as many of the wrestlers involved stole the show with their high risk maneuvers. Following the six man tag match was a HIW Heavyweight Championship match between champion Jumping Joe and former WWF (now WWE) star Tito Santana. Santana, the winner of the first ever Wrestlemania match and a
former Intercontinental and Tag Team Champion in the WWF, was a hit amongst the crowd over the protagonist Jumping Joe. Santana and Joe had a good back and forth grappling display before Robbie Gamble came in to assist Jumping Joe, getting him disqualified and allowing him to retain his title over Santana. The match was very impressive considering Santana’s age and the fact that he is no longer in his former WWF form. Even with his limitations Santana put on a very good show for the fans and performed in what was a very entertaining match. After the match there was an intermission in which fans in attendance could have their photo taken and autographed by the former Intercontinental champion. After the intermission there were single matches followed by a fifteen match battle royal that ended with allies and HIW title holders Gamble and Jumping Joe as the last two wrestlers left, refusing to eliminate each other. This stalemate was solved as the referee eliminated both wrestlers over the top rope much to the delight of the fans, giving the show an excellent ending to a solid card of matches. Tito Santana was impressed with the performance of the HIW stars saying, “Canada has a lot of talented wrestlers and many go off to bigger promotions and eventually the
WWE.” Santana also said his role as being a veteran on the circuit is to find and develop new talent and that he often identifies up and coming wrestlers for the WWE while on tours with various independent wrestling tours. Santana says even with all of his experience he still loves the feeling of putting on a show and wrestling and that despite the Yorkton crowd being a “little light” that they were very vocal and added to the card. HIW owner Charles Pichette was very impressed with Santana’s professionalism and in ring skills saying “Anyone who didn’t come out tonight because they thought Tito was washed up missed out on a hell of a show,” adding that Santana “brought it tonight.” Pichette mentioned that the HIW company is still looking for a permanent Yorkton venue and that even though the show was successful there was some miscommunication between the Ukrainian Orthodox Auditorium and HIW on what the venue was offering. Despite the troubles Pichette says that the Yorkton crowd always comes out and supports whenever there is a crowd and that the audience participation in Yorkton is great. HIW plans to wrap up its Tito Santana Tour before taking a few weeks off and regrouping with more cards in August.
Cards take two at home off Indians By CHASE RUTTIG N-R Writer The Yorkton Cardinals kept their slim playoff dreams alive with two wins over the Swift Current Indians in doubleheader action after Monday’s game was postponed due to rain. The Cardinals bounced back from a losing weekend to earn 3-1 and 11-4 wins over their out of division opponents. Game one’s story was pitching as Travis Donahoo went the distance in the seven inning affair pitching a
one run outing and giving the Cardinals the victory heading into the tail end of the doubleheader. Pitching was not needed in the second half of the doubleheader as a grand slam and five RBI’s from Tory Bell gave the Cardinals an 11-4 win after going down 3-0 in the top of the first inning. The Cardinals benefited from a seven run first as well as a triple, two stolen bases, and three RBI’s from Brayon Colley as the Cardinals bounced back from a down weekend to earn two very important wins
that keep their playoff hopes alive even as division rivals continue to win. The Weyburn Beavers, the team the Cardinals were chasing for the final playoff spot are now on a four game win streak and are well ahead of the 11-26 Cardinals, leading them by six games with only twelve days left in the WMBL regular season. The Cardinals next home action is this weekend as they host Medicine Hat on Saturday and Sunday before hosting the Saskatoon Yellow Jackets, all games at seven p.m. at Jubilee Park.

Orioles win Hudson Bay tournament By CHASE RUTTIG N-R Writer The Yorkton Orioles senior baseball team recently competed and won a tournament in Hudson Bay. After participating in their first ever SESBL season, the Orioles looked for new competition in the tournament. Playing five games in a twenty team tournament from July 6-8 the Orioles got a full weekend of baseball action. First the Orioles beat Lanigan 5-1 with Ron
Sopko and Chris Wyatt pitching, Jeremy Krainyk hit a two run home run to give the Orioles a good start to the weekend. In the second game the Orioles defeated Moosimin 11-9, sending them into the quarterfinals. The Quarter final game saw the Orioles earn an exciting 7-6 come from behind win against Riverhurst with Derek Derkatch and Jeff Bahrey having multi hit performances. The Semifinal game saw another come from behind affair as the Orioles
beat Macklin 6-5 to continue their run to the championship. In the final the Orioles met the Estevan Drillers and after two down to the wire knockout games handled the Drillers easily in the final with a 11-2 victory. Derkatch and Krainyk held the Drillers to two runs in the final game, giving the Orioles the championship in Hudson Bay, making it a memorable weekend for the newly founded ballclub.

Harness racing By CHASE RUTTIG N-R Writer Heat and humidity did not slow down the action at Cornerstone Raceway on Friday as harness racing action was underway for another week. With a packed grandstand giving the event a lively atmosphere the horses and jockeys put on a show in what was a well organized set of races. There was no shortage of action as most of the races were tight and featured many down to the wire finishes. Hugh Woods one of the drivers of the events noted that, “The weather was hot and the races went fast.”
Woods also noted that the temperature typically does not effect the horses and that the most ideal temperature for racing would be at around twenty-eight degrees. YUFC girls look to end unbeaten season with title By CHASE RUTTIG N-R Writer Yorkton United Football Clubâ&#x20AC;&#x2122;s U-16 girls club heads into the 2012 Provincial Championships from July 20-22 with a very impressive stat to back up their title hopes. The YUFC girls have a staggering twenty-six game unbeaten streak going into the last indoor season, making the Yorkton girls the clear favorites heading into provincials in Regina. The U-16â&#x20AC;&#x2122;s travelled to three tournaments this summer in preparation for provincials, first taking home the Challenge Cup in Regina. The YUFC girls conceded just one goal in the tournament, winning the four games on the way to the championship by a combined score of 13-1. The YUFCâ&#x20AC;&#x2122;s only real threat to their unbeaten streak came against the AC Tigres who kept within striking distance before Morgan Shymanski broke the deadlock and sent YUFC to the final undefeated. Rita Fetsch and Bryce Sherring lead the scoring for the tournament with five goals apiece. Next the YUFC girls went to the Saskatoon Eastside Grevers tournament and despite not losing a game had to settle for a bronze medal performance after two 2-2 draws with Saskatoon Hollandia and Reginaâ&#x20AC;&#x2122;s RE United. Yorkton thrashed Humboldt 7-nil in the bronze medal match ending the weekend on a high note. Rita Fetsch scored eleven goals in the tournament while the YUFC squad could not earn the necessary three points in two of their games, keeping their unbeaten streak alive, but sending them home with a disappointing bronze medal in a tournament they could have potentially won had a few more bounces went their way.
YUFCâ&#x20AC;&#x2122;s last pre-provincial action was at SummerFest in Regina where they continued to show their dominance. A 7-nil win over Regina ACFC and a 10-nil win over Regina UCT highlighted round robin play before a 4-nil win over Swift Current in the final gave the girls their second trophy of the season. Keeper Edie Schramm notched three clean sheets in the tournament giving her six appearances in which she shutout her opponents. Rita Fetsch once again led the tournament with thirteen goals for her side, while Bryce Sherring had four and Morgan Shymanski had three goals respectively to lead the potent YUFC attack. The United girls head to provincials this weekend as arguably the best team in Saskatchewan at their level and should be expected to make a run at a provincial title, if not win and continue their unbeaten streak into another season. With twenty-six straight games without suffering a defeat it is almost a near guarantee that YUFC will likely see their way into the final, but with two draws to their name there are signs that they can be beaten. Reginaâ&#x20AC;&#x2122;s RE United and Saskatoonâ&#x20AC;&#x2122;s Hollandia both will have the belief that they were one bounce away from ending Yorktonâ&#x20AC;&#x2122;s unbeaten streak and that they too are favorites for the provincial crown. Regardless of this weekendâ&#x20AC;&#x2122;s result the U-16 girls unbeaten streak is a rare and impressive feat that is often unseen and should give the young girls on the team a great deal of pride. However with results like that, nothing short of a championship will be the expectation and this weekend will provide the conclusion to a memorable season.

Government dropped ball in stadium decision Saturday afternoon saw the Saskatchewan Roughriders extend their impressive start to the season with a 23-20 win over the defending Grey Cup champion B.C. Lions at Taylor Field/ Mosaic Stadium. Big games by running back Kory Sheets and Tristan Jackson, who took back a missed field goal for a touchdown to seal the win for the Riders, have given the Rider faithful a reason to be optimistic for the rest of the season after last year’s dismal results. However overshadowed by the on-field action, the big news of the day was the announcement that the Riders will be getting a new home in 2017. After years of rumors and back and forth between provincial and municipal governments the City of Regina, the Saskatchewan government and the Roughriders came to terms on a proposal that will see the end of the current Taylor Field/Mosaic Stadium site in exchange for a new stadium at Evraz Place, the city’s exhibition grounds. The announcement has received the typical mixed reaction throughout the province so far, the plan does include a significant amount of provincial funding which will always draw the ire of non-sports fans. The funding for the stadium is pretty much the standard for when it comes to new sports stadium building. The
province of Saskatchewan is giving a $80 million grant while the City of Regina is expected to foot $73 million with the Saskatchewan Roughriders chipping in an extra $25 million dollars by way of naming rights and profit generated by the club. The rest of the money will be provided by a $100 million dollar loan provided by the Saskatchewan government to be paid by the way of a $12 fee on tickets to Rider games and other events that will take place at the new facility. Two hundred and seventy eight million dollars is the final pricetag on a brand new stadium, but what does all of that money get you one might ask? The answer: a 33, 000 seat open air “roof ready” stadium that will fit just a few thousand more fans than what is already built in Taylor Field. This is where the government and the City of Regina dropped the ball in a very huge way. Don’t let Regina mayor Pat Fiacco fool you with his “It’s our turn” mantra and all of his bluster about the “status quo not being good enough” because this new stadium plan is the status quo. When you are standing in front of 30, 000 fans bragging about a brand new $278 million dollar facility and you have to resort by talking about how much better the concessions and bathrooms are going to be on national television, your stadium is probably the

Just last year everyone was shooting for the stars with dreams of a huge, domed stadium so that as many Riders fans as possible could take in the action in a world class facility that could also host events in the winter, much like Vancouver’s B.C. Place, home of the Lions and the MLS’ Vancouver Whitecaps. So how is settling for something that is much, much less than the initial point of building a new facility some sort of accomplishment and victory for Rider fans and the province of Saskatchewan? That taxpayer dollars and paying an extra twelve dollars a ticket until $100 million dollars is earned building a stadium that will fit 3-5,000 more people is some massive victory and a credit to the passionate support Saskatchewan has for its team? This is going into the dealership after talking for years about buying a Corvette
and walking out with a Honda Civic then selling it as if you didn’t downgrade. I wasn’t a supporter of the initial stadium plan as some of you might already know, but I was excited that Saskatchewan was going to get a type of facility that I never thought I would see in my home province. Now I am left sitting wondering why all parties involved would make such a financial commitment to something so middle of the pack that it feels like building a stadium for the sake of building one. Yes, the City of Regina and the Saskatchewan Party were backed into a wall after the hoopla of stadium coverage that has consumed this province’s newspapers and call-in shows in recent years, but if $278 million dollars is being thrown around, can it at least be close to worth all of the taxpayers money? Yes, we are in the very preliminary stages and that until doors open on the stadium and that my position on this topic runs me the risk of looking really bad come

2017, but the numbers back me up on this. Save for the four stadiums in the CFL built for non-football purposes (Olympic Stadium in Montreal, Rogers Centre, BC Place, and Commonwealth Stadium) the average CFL stadium capacity is around 2628,000 give or take. Taylor Field after the recent addition of a bowl concept to the temporary seats has increased capacity to nearly 30,000, making it as large capacity-wise as stadiums in Winnipeg and Hamilton. Both cities are building brand new stadiums with, you guessed it, roughly the same capacity as the new stadium plan. A new 33,000 seat stadium doesn’t even match the 35,500 seat capacity that Calgary’s McMahon boasts. Shouldn’t the whole point of this new stadium concept be that the most amount of Saskatchewan residents can be able to watch their Roughriders play? If the Roughriders needed to add a seat tax to the fans to pay for the stadium, shouldn’t more than 33, 000 seats be available to give “Canada’s Team” a chance to show exactly how many people it can draw? With a fanbase that constantly shows that they will show up and support their team through thick and thin and a product and live experience that pretty much guarantees a big draw for at least 95 per cent of its games in a given season, shouldn’t
capacity be extended to include even more of a growing province? These are the things that have been ignored thus far in the current stadium plans, immenities have taken priority over logic. Does having new bathrooms and concourses really enhance the fan experience? Or does fitting 40-50,000 people into a brand new stadium for a Labor Day Classic or a season opener give more of a pay off? I understand that the due process has been made and that people with much more of a grasp on how all of this stuff works put a lot of time and research into what has been announced, but I just can’t sit and be happy. Maybe it is because I’m not ready to let go of old Taylor Field and that a newer, slightly bigger and fancier version of what we already have doesn’t satisfy me. Or maybe it is because I just don’t see the point of spending $250 some million dollars in government/city funding for something that Winnipeg and Hamilton are already doing as some massive victory for Rider fans and the province. You guys can believe Wall and Fiacco’s victory speech and damage control all you want, but when it comes to the new football stadium my “status quo” has remained: The government has dropped the ball once again.
