Presentation 215 Time Factors A successful conference experience has many moving parts. The biggest moving part is time. Here are a few time formulas to follow...
3-Second Rule - People develop a first impression of you in the first 3-seconds; many times this is before you even meet them. So, mind your smile and your appearance.
30-Second Rule - Listeners either check-in or checkout in the first 30-Seconds. So, mind your first words and get them engaged quickly.
5-Minute Rule - Listeners look for meaning and purpose and they need to be able to either find personal meaning in what they are hearing and/or are told something that they can use (purpose) every 5-minutes or so. So, give your students tangible, real ways they can take action on what they are learning or experiencing.
7-Minute Rule - Listeners need a change in how they receive information every 7-minutes. This could be listening to the speaker, reflective thought, table discussion, partner discussion, writing in their booklet, seeing something happen, feeling an emotion (positive or negative) or engaged in an activity that combines many of these. 90-Minute Rule - When meeting in big groups, listeners need to unplug from the meeting every 90minutes. Hopefully, your schedule is already set-up to accommodate this, but if it isn’t, remember this very important dynamic!

Dr. Phil Berkenbile
Oklahoma CareerTech State Director
Dr. Phil Berkenbile was named state director of the Oklahoma Department of Career and Technology Education on Jan. 6, 2004, by its State Board. He previously served as interim state director. Berkenbile began his career in Oklahoma as an agricultural education instructor for Morrison Public Schools. He joined the Oklahoma Department of CareerTech in 1988 as the agricultural education northwest district supervisor and curriculum specialist. In 1994 he became the agricultural education assistant state supervisor. A year later Berkenbile left the agency to become the superintendent of schools in Morrison. He returned to the agency in 1999 as the associate state director of educational services. In April 2003, he was selected as chief of staff, and in May 2003 he began serving as interim state director. Berkenbile serves on the Governor’s Taskforce on Aerospace and Information Security, the Governor’s Taskforce on Healthcare, the Oklahoma Manufacturers Alliance Board, the State Insurance Advisory Council, and the State Workforce Development Board. He is past-chair of the Oklahoma Education Technology Trust (OETT) Foundation, a member of the National Association of State Directors of Career and Technology Education (NASDCTE), member of the Oklahoma College Savings Taskforce, member of Southwest Region Board of Directors of the American Red Cross and a 2001-02 graduate of Leadership Oklahoma – Class XIV. He is a member of the Oklahoma Partnership for School Readiness Program and a 2001-02 graduate of Educators Leadership Academy. He serves on the CareerTech Administrative Council (CTAC) and is a member of the Oklahoma Association of Career and Technology Education (OkACTE). He received his bachelor’s, master’s and doctoral degrees in agricultural education from Oklahoma State University. In 2006 he received the OSU Graduate of Distinction Award in agricultural education. He is the son of Lucille Berkenbile of Hennessey. A recipient of numerous civic and community awards, Berkenbile has also been recognized at the state and national levels for his many contributions to Oklahoma’s education system.

The Honorable Wes W. Watkins An Oklahoma State University Alumnus, former Congressman Wes W. Watkins has served in the Oklahoma Senate and the U.S. House of Representatives. His public service career is highlighted by serving on three important committees in the U.S. Congress: Appropriations, Budget, and Ways and Means. His work in Congress is considered instrumental in the allocation of funds to the state of Oklahoma. Mr. Watkins retired from public service in 2002 but remains a strong presence in promoting business and agricultural development of the state of Oklahoma through his involvement in OSU; governmental agencies; and local, national and international businesses serving as a liaison between them. Mr. Watkins has been instrumental in obtaining funding for two buildings at OSU, the Wes Watkins Center and the Advanced Technology Research Center, and for the Oklahoma Research and Technology Park in Stillwater. He has established a vocational education system, an agricultural research center and a small business finance center in southeastern Oklahoma. Along with his wife, he has created two scholarship awards, the Wes and Lou Watkins Fellowship and the Les Martin Fellowship, which recognize outstanding academic and leadership achievement of graduate students in the International Studies Program. Mr. Watkins earned both a Bachelor of Science degree and a Master of Science degree at OSU.
