+ Bright futures Five Cardinal Mooney Catholic High School students have been selected to participate in the Sarasota County STAR Leadership program, which is designed to encourage and develop positive leadership qualities among students in grades nine, 10 and 11. business leaders about what they felt were the most pressing of those challenges. The issues are nuanced, and the solutions even more complex. The city manager plays a pivotal role in future changes throughout the city, yet he is only one part in
a plethora of moving parts — a process of governance in which he implements policies set by the elected board of city commissioners and the residents they represent.

City seeks proposals for State Street garage To have the State Street parking garage built in time to meet a four-year deadline, the city must start its two-phase process of selecting a design-build firm no later than October. The city has set aside $7.29 million in taxincrement financing for the project. Area merchants say the garage would lessen the downtown-parking squeeze in the winter months and add additional upscale retail and restaurant space. Rob O’ Neill, barista at Pastry Art, said he welcomes the proposal for a parking garage right behind the café. “More smart infrastructure is always welcome downtown, especially if it will bring business and customers,” said Neill. As the city moves ahead with the engineering process, a concept of what the garage will look like — along with the exact number of parking spaces and storefront space — will begin to take shape. In the meantime, merchants and residents look forward to the addition of new commercial space in the area. One anticipated store is a drugstore, and previous negotiations have taken place involving CVS, said Ernie Ritz, chairman of the Downtown Improvement District (DID). A full-service pharmacy is something that downtown is lacking, Ritz said. “There isn’t a place where residents can walk now to fill a prescription,” Ritz said. Commissioners have said the commercial spaces should be leased before construction begins so the retail space doesn’t sit empty for years, like the Palm Avenue parking garage retail space did. As a result, a marketing effort to fill those

spaces could happen as soon as the city chooses a design-andconstruction firm to develop the garage, well before actual construction work begins. In June, the DID Board of Directors voted to support the process of building a State Street parking garage, concluding those 300-plus parking spaces downtown will make a difference during the season and will attract more high-profile retail tenants downtown. It could make a difference in off-season as well. On Saturday night the State Street lot was full, with the exception of a handful of spaces set aside for valet. In winter, especially during the Saturday Farmers Market or other weekend events, parking becomes a fiasco, O’ Neill said. However, some Sarasota city commissioners are questioning whether it’s the right time to build the garage. Commissioners Terry Turner and Shannon Snyder have pointed to a 10% average usage rate in the Palm Avenue parking garage as a reason they believe the city doesn’t need another parking garage. David Steiner, Michel’s husband and co-owner of State of the Arts gallery, said that 10% rate won’t stay that low at the Palm Avenue garage. “Over the next five years, there will be a new hotel on Palm Avenue, two new condos and many other changes,” Steiner said. “It will all be changing. I call it a synergistic effect.” Along with these changes downtown comes an even greater need for parking, Steiner said. If commissioners decide to reject the plans for the garage,
the city would be breaking a legal agreement. The agreement that the city reached with Pineapple Square in 2010, when it acquired the 43,700-squarefoot lot, requires the city to build at least a 300-space parking garage on the site within four years. The city must have the garage built by February 2015. The city’s parking master plan in 2005 also identified the State Street lot as a priority designation for a garage. The site is currently home to a 139-parking space lot. City attorney Bob Fournier told the Sarasota Observer in June that if commissioners decided not to build the garage, the city would be breaking a development agreement that would most likely prompt Pineapple Square developer John Simon to seek damages against the city. To have the garage built in time, senior city planner Steve Stancel said, the city must start its two-phase process of selecting a design-build firm no later than October. “This would be part of the whole philosophy of centralized parking,” Stancel said. The idea behind that parking vision is to have residents and vacationers come downtown and be able to park in one spot and walk throughout downtown for shopping, dining and enjoying the area. After the garage is built, developers of nearby residential projects could pay a fee to purchase parking spaces from the city to meet the parking requirements for their own projects, thus allowing those developers the freedom of building a project without a parking garage onsite.

City negotiates to sell defunct parking meters For sale: parking meters. Topof-the-line technology. Gently used (less than 365 days) and in good condition. Being sold for a fraction of the original cost. The city of Sarasota might post an advertisement similar to this if it were to sell the parking meters that now sit unused at the police department. But, the city will not be selling the meters directly. City Parking Manager Mark Lyons said negotiations are under way with Milwaukee-based Duncan Solutions, the meter manufacturer that sold the pay stations to the city for $10,000 apiece. If a consignment agreement is reached with Duncan Solutions, it would sell the pay stations on the parking market, and the city of Sarasota would receive a portion of the sale, $1,000 for each unit sold. “We’re still working on an agreement with the manufacturer,” Lyons said. “We are still in negotiations. It’s looking favorable.” Lyons said Duncan would have better luck selling the meters because it has more access to the market of possible buyers. The city removed the meters in March after they were in place for less than one year; they were originally installed in April 2011. Those meters, 47 machines in total, are now resting securely, in rows of four, the meters facing back-to-front, under the

stairwell at the police department. The city paid $470,000 for the meters and could receive $47,000 if all of them are sold. “We tried to get the highest dollar amount we could,” Lyons said. The city could not return the meters for a full refund because the contract didn’t include a buy-back clause. As a next step, the city’s parking department, with input from a committee of residents and merchants, is drafting a strategic parking plan that would determine hours of enforcement and whether additional spaces should be added at various downtown districts. The plan could appear before city commissioners within six months.

Of those interviewed, nearly half, including both resident advocates and merchants, mentioned issues involving crime and the police department. The most immediate challenge was to name an effective new police chief. Leaders also want Barwin to focus on, correcting
low morale among officers and strategies to combat problems associated with increased homelessness. Some who were interviewed spoke about the need to heal the growing political divide that has cast a shadow of in-fighting, negativity and inaction on

city governance over the past several years. Other issues included: redevelopment of a vacant property in Newtown; balancing the city’s budget; and bridging some of the differences between commercial interests and neighborhoods.
LOOKING AHEAD We asked seven neighborhood and business advocates what the challenges are for new City Manager Tom Barwin. “This is a tall order,” says former Mayor Richard Martin of one of the issues. Barwin gave his response to each concern. John Harshman President of Harshman & Company, downtown commercial real-estate broker: “The clean and safe initiative the City Commission is working on now. That’s a No. 1 issue downtown they are addressing. If we have a clean and safe environment downtown, combined with all the other positive attributes of Sarasota, that would be really attractive for retail, restaurants and residential. The three Rs.”
Barwin:
“I think he has nailed it. If you are clean and safe, with all the other natural amenities Sarasota has, that bodes well for everyone. The good news is that the police department has stepped up its efforts to deal with vagrants who are impacting some of our businesses negatively. That’s a good insight by him, and I will be learning all the specifics of this program. If the community is safe and clean, people are comfortable, investments will follow and more jobs are created.”
Diana Hamilton Downtown advocate and former City Commission candidate: “What I suggest to him is the need to heal the rift with the rank-and-file police. These men and women have lost a lot of their benefits and spent the last three years listening to a conversation by the administration that has been really negative — making it seem like they are nothing more than strain on the pocketbook. One thing Tom Barwin can do is change the tone the administration takes with the police department. We need them (police officers), and we need to let them know we have their backs.”
Barwin:
“I will be setting up listening sessions with the (police) commanders, supervisors and officers. That will be a start. Having been a police officer, I know what every one of those men and women goes through every day. It’s serious business. We need to give them the tools, support and recognition they need to be successful. We need to work at it as a team — everyday. Certainly that’s what I intend to do. “As far as the pensions, I hope the officers realize this: There is going to be some angst, but cities and counties, and even the private sector, also are facing this. It’s a situation that has been created by several factors outside our control. The key is to work toward sustainability for everyone’s planning, from the individuals in the pension system and their families, to the taxpayers. To get that onto a foundation where it is sustainable.”
Ernie Ritz Chairman of the Downtown Improvement District: “The biggest issue is balancing the budget while keeping the police and fire department people happy. Really, the only way to balance the budget is to look at the police and fire de-
partments, and that is not an easy thing. If you look at the chart, more than 50% of the budget is the police department. The city can’t be operating like the federal budget.”
Barwin:
“We have no choice but to work our way through these fiscal issues. Although I remain hopeful the economy will improve, that will certainly help things. But we have to live within our means. Even in my short time here, the city has been working to get out ahead of the fiscal crisis and make the hard choices early on. We’ve already had a meeting on the pensions. “Ultimately, what the employees and the unions have to understand, and do understand — I think — is that everyone lives somewhere and pays taxes, and all of this has to be calibrated to be responsive to the community. People need to be able to live here. Without residents and tax-paying identities, there is no revenue to pay payrolls. “The word I would use (for the police department) is effective. Through crimeanalysis technology, and through citizen partnerships, the department can become more effective and improve on its efforts. We can do as well, or better, without increasing resources; working smarter using the tools now available.”
Richard Martin Former Sarasota mayor and director of the Suncoast Partnership to End Homelessness: “The credibility of city government is at a low point. Frankly, it seems dysfunctional at this point. There is a lot of disappointment from people who love this community. Over the past three years, really, a lot of trust has been challenged and lost. The biggest challenge is to restore a sense of credibility in local government ... soothing feathers, creating a more functional environment. This is a tall order. It’s been such a tough time, locally and nationally, that people have gotten irascible. I don’t know what is going on with the commission chemistry, for instance. But this manager will have to manage a crisis. We need the kind of leadership to show there is a positive future out there. From what I am hearing, if there is someone who can do that, he is a good choice.”
Barwin:
“Two things strike me as a new city manager with a fresh set of eyes, especially from out of state. What’s happening here is happening all over the country. The great recession has necessitated a lot of change in government, a lot of cuts and a lot of community angst over the process of arriving at those cuts. We are in a community where 25% of the workforce has been reduced. I know many managers around the country, and we are in a parallel situation. “But I am hopeful it’s a new day. It will take a while, and it should take a while, to develop confidence in the manager’s office. As this occurs, and as I learn every nuance of this community, decisionmaking at the commission level will become more routine. If I, as manager, and the city staff do our homework, by the time issues get to board level, hopefully in most cases, what’s presented will represent a solid, commonsense approach and a consensus among the board and community. That doesn’t mean we won’t
have tough decisions. People here are not afraid to share their passions with commissioners and fellow citizens. But, as a city manager who has worked in some tough settings, I would much rather have the challenges that reflect people and their passions to make a great community versus what we see in so many communities — disinterest, neglect, lack of concern.”
Bob Easterle Chairman of CCNA: “He needs the backing of the City Commission. The continuity of city managers has been an issue. For some reason, we can’t seem to keep them. We can’t have a city manager with half a deck of cards stacked against him. What Tom Barwin can do is be effective. And if he runs the city effectively, and manages the financial aspects as well as other departments, that would be the start of his success. If he is effective, the City Commission will gravitate toward the city manager. You want support from your bosses when you do your job, and he needs that.”
Barwin:
“You have had some tenured city managers — Ken Thompson was here for 38 years, and David Sollenberger for 14 years. I prefer to think we have been through an unusual period, and this is more the norm. I spent a long time talking to David Sollenberger the other day trying to identify his keys to success here. Sarasota did a lot of things right, and the community reflects that today. Our job is to quietly and effectively run the city as efficiently as possible. “When sailing on choppy seas, if you look at the waves hitting the boat, chances are pretty good you will get seasick. You have to be cognizant of the waves, but fix your gaze to the horizon ... You will get there if know where you are trying to go. That gets down to the nuts and bolts of what we do: knowing fiscal projections five and 10 years out; knowing how many jobs we need to create in the next 10 years as a community if we can; knowing what our goals are to reduce crime; knowing what goals are and setting a course on that destination. That’s strategic thinking, and this office’s role is to facilitate that as much as possible at board (City Commission) level and implement with our hand on the tiller.”
Valerie Buchand President of the Sarasota Housing Authority Agency Wide Residence Counsel and Newtown resident: “I think it says a lot to me if he just tries to do what is right rather than to just go along with the program. Nobody wants to put money up here. Redevelopment needs to happen. How do you want people to stop selling drugs if there are no jobs? Let’s do the right thing and do it together. Over there where a Walmart was supposed to go (U.S. 301 and Dr. Martin Luther King Jr. Way) we need something there, something where people can go to work and earn an honest day’s living. They need to clean that site up that was used for a dump. They are spending money for a roundabout on every other street but
they can’t clean that site up. “It’s been dormant for a long time. I think we can find something better than a Walmart to come in there.”
Barwin:
“It’s frustrating and difficult to believe we haven’t figured out how to bring more employment and job opportunities to some of America’s struggling communities. The truth is that so often those communities are minority communities. That is one of the reasons I got into this career, to try and help those situations. The struggle to earn an income and have a middle-class lifestyle is beyond frustrating, to the point where for some — not all, but some — they end up falling into the trap of substance abuse and, too often, a life of crime to fund a drug habit. “I think it should be a national issue, with the funding issue to work through it. But it hasn’t been, so we, at the local level, have to work harder to be more creative and more innovative to do everything we can to overcome those challenges. I look forward to partnering with the Newtown community and being brought up to speed on that 14-acre site and its status and hearing ideas on what they envision. It certainly is a golden opportunity. I hope to do so in the next week or two.”
Gretchen Serrie Neighborhood activist and Indian Beach/ Sapphire Shores resident: “We are a divided country now, and we are a divided city. It’s important that he can bring the business community and neighborhoods together. The more open and communicative the administration is, the more likely he will be able to bring people together. My husband and I took a short side trip when we were up in that area and went and looked at this particular parking garage project in Oak Park. The community seemed to rally together for that project. That takes a lot of work among the City Commission and manager to make that happen. If he was able to be part of working with both the development community and a historic neighborhood to have a parking garage that was acceptable and compatible (in Oak Park, Ill.), my feeling is that was part of a team effort.”
Barwin:
“I’m impressed she took it upon herself to visit my former community. She is spot on. The only way we were able to get that project approved was to have collaboration between the residential community and the developer. “It was my opinion that the developer shouldn’t even submit plans until they spoke to the neighborhood. That project was right up against the edge of the Frank Lloyd Wright historic community, a neighborhood inhabited by architects, university professors and lawyers, all passionate about their neighborhood. The role of the manager’s office was to understand concerns and facilitate a dialogue that got us to our destination. An architectural adviser for the city reviewed plans when they were submitted. The plans changed in the process, and what we ended up with was elegant and attractive and aesthetically pleasing, resulting in a better development. That conversation resulted in a $81 million mixed-use project with a public-private partnership for a 350-space parking garage, 25,000 square feet of retail and 277 apartments.”

The Goodwill project is under construction on the corner of North Tamiami Trail and Mecca Drive. A North Trail resident who filed an appeal with the 12th Judicial Sarasota Circuit Court against a Goodwill under construction on the North Trail says the store is a warehouse-type industrial building that does not fit in with the surrounding neighborhood. And, at 30,000 square feet, he also says it is too big for that location. But Indian Beach/Sapphire Shores resident Robert Casella's main argument is not the type of store or even its size, instead, Casella is concerned that its use as a warehouse with trucks coming in and out of the center to make nighttime deliveries could cause a major disruption to the community. Casella and a group of residents formed North Trail Citizens to appeal the 2011 decision by the Sarasota Planning Board to approve the project. The appeal was filed with the Sarasota Circuit Court Feb. 27. Casella said the group of residents opposed the project when it first appeared before the planning board. “I was told by a friend a big project was coming up around the corner, and it was at that planning board meeting that we found out,” Casella said. “When we
listened to the testimony, we were surprised at what we heard, and we didn't like it.” Casella said although the initial meeting notice for the project listed it as a retail project — specifically, as a department store — it turned out that the new building had a warehouse component. “The notices handed out by city said just retail,” Casella said. Additional paperwork issued by the city for the project described it as retail/ warehouse. “This is a superstore,” he said. “It's a collection point for five stores. As a result, there is going to be deliveries 24 hours a day. Our argument is that the application on its face is for retail and warehousing. Warehousing is not permitted (there).” Despite the pending appeal, Goodwill Manasota broke ground on the Goodwill center in April, and now construction is about halfway completed at the corner of North Tamiami Trail and Mecca Drive. An appeal decision in favor of the project means Goodwill could continue working toward a Jan. 15 completion date. But a court ruling favoring Casella could require Goodwill to stop construc-
tion on the new center. If that happens, the company could be forced to find another business that is permitted to fill the newly constructed space or even to tear down the new building. Goodwill signed an agreement with the city in March agreeing to not hold the city accountable if the court decision forces it to halt the project. “They knew the risk going forward,” said City Attorney Robert Fournier. “They wanted to proceed.” The Goodwill sits adjacent to condos and apartments and close to single-family homes. Casella and the 70 residents who signed a petition against the Goodwill don't want trucks bringing in items at night “right against their back fence.” Veronica Miller, vice president of the foundation at Goodwill Manasota, said despite the appeal, the project still holds some community support. “We have gotten an outpouring of support, with many saying that they can't believe people don't want something that will create jobs,” Miller said. Miller said the store will create 25 to 30 jobs, and an onsite Job Connection employment center will help those who need help finding employment. The center will also house GED classes. “I don't know who started (calling it a) superstore,” Miller said. “It is just a store. The warehouse is just a sorting area for when items are dropped off. This is not a storage warehouse. We are not a Walmart having trucks (delivering) 24/7.” Sarasota LBKHaworth 2010 -is Jexpected to make Judge Lee a decision on the case some time after Sept. 14.

By the beginning of next week, City Manager Tom Barwin, working with city staff, will narrow down the list of police chief candidates from 13 to five. The recently hired city manager said he will be working closely with police officials and city staff as he narrows the list. He plans to meet with police commanders, supervisors and officers to get their input and suggestions about the new chief hire. “I’ll have people help me since I am new to Sarasota,” Barwin said. “I’ll tap into all this experience to make sure we get a good match for our needs.” And, after the list has been whittled, a committee will interview each of the five candidates. The city has yet to determine who will make up the interviewing committee. Barwin, who has four years’ of experience as a police officer, wants the new chief to embrace an effort to bring community policing to Sarasota. He also said he is interested in working with the new police chief on innovative programs, such as the High Point Initiative, a crime-fighting plan modeled after a program enacted in High Point, N.C. This initiative utilizes job training, employment, parenting, day care, substance-abuse treatment and housing, transportation and family assistance in the place of frequent arrests in crime-plagued areas. “The police community is evolving,” Barwin said. “There needs to be a partnership between the police department and residents.”

Single-family homes are slated Insect-population control $200,000 budget increase for vacant land in Laurel Park sees For the first time in five years, The Sarasota Planning Board could vote on the project as early as October. The two-story homes could come with a price tag of $650,000 to $900,000 each. The vacant land tucked away in the southeastern corner of Laurel Park had become another property lost to the housing crash. The previous owner had plans to build 26 homes before defaulting on the property. The current owner, Ontario, Canada,based YYZ Properties, purchased the land from the bank in 2006 and has been working with city planners on a re-platted project of 19 single-family homes called “Homes of Laurel Park.” The Sarasota Planning Board could vote on the project as early as next month. Plans submitted by the Canada-based developer are more simplified than the previous development, Devonshire Park, said senior planner Harvey Hoglund. The new Homes of Laurel Park development calls for the addition of a new street, compared to the construction of three new streets that the previous owner had planned. Kate Lowman, president of the Laurel Park Neighborhood Association, said she thinks the new proposal will blend well with the surrounding neighborhood. The single-family homes, at the corner of Rawls Avenue and Devonshire Lane, will be built as the single lots are purchased. A major plus, Lowman said, is that one architect will be designing all of the homes, creating an aesthetic continuity throughout the development, even though all the homes are not being built at one time.
There is a buzz this year in Sarasota County about mosquitoes. Sarasota County will approve a budget for the 2013 fiscal year that includes an increase in property taxes that pay for management of the insect’s population for the first time in five years. Sarasota County Health and Human Services Director Chuck Henry said he’s sensitive to concerns about the tax increase as a taxpayer but that controlling the threat of mosquito-born diseases is more complex than most residents think. The Mosquito Management Department recently lost Director Dr. Eric Schreiber to a sudden resignation, but Henry said he has staff ready to step in to lead. “West Nile this year seems to be particularly strong across the nation,” Henry said during a phone interview. “We began to watch closer, be more strategic and watch what’s happening in other counties.” That strategy involves chickens — sentinel chickens. The Mosquito Management Department uses a scientific version of the canary-in-the-mine test by performing weekly blood tests on 13 groups of chickens placed throughout the county, and it sets insect traps for the bloodsuckers. Nine months into 2012, county scientists have found about 16 cases of West Nile virus, roughly half the number of cases discovered last year. The closest human infection occurred in Hillsborough County, Henry said.

“I think this is a good thing,” Lowman said. “It has been sitting vacant for some time.” Lowman hopes that by building individual homes, the developer will be able to find homeowners who are genuinely attracted to the unique, smaller-scale neighborhood of Laurel Park, just south of the downtown core. The developer still has to finalize technical details in the plans, such as improvements to Alderman Street and replacing a ditch with a culvert, Hoglund said. And YYZ Properties has agreed to keep trucks and construction equipment off Rawls Avenue so that the historic brick pavers are not damaged during the construction of the homes. It also plans to retain some of the healthy trees on the property. The two-story homes could come with a price tag of $650,000 to $900,000 each.
Public talent tough to keep
Sarasota County Administrator Randall Reid said one he has faced since taking the job earlier this year was retaining talented staff. It was part of his argument for giving $1,000 raises to non-bargaining employees in the 2013 fiscal year. The sudden resignation of County Mosquito Management Director Dr. Eric Schreiber seems to have been another case of talent poaching by other jurisdictions. Schreiber recently received a pay increase of $8,000 from the county to counter a job offer from Collier County, according to a personnel file obtained by the Pelican Press. “Eric certainly had a tremendous technical skill and background,” said Sarasota County Health and Human Services Director Chuck Henry. He said there are staff members who can take his place, but he will be doing an open search to fill the position. The increased millage rate, which is 0.0805 next year compared with 0.0277 in the 2012 fiscal year, is to fill a funding void, Henry said, but the mosquito-management budget does increase by more than $200,000. That’s a little less than the department spends on disease surveillance and monitoring mosquito populations. Florida mandates that tax money raised for mosquito management only be used for that purpose, Henry explained. Sarasota County Commissioner Nora Patterson during a Sept. 10 budget hearing said the rate was wisely lowered five years ago after accumulating a surplus. That created a hole in the department’s budget, which was filled by a greater 2013 fiscal year millage rate.

The original bowl has been lost, and one will be recreated from photographs. The two lions, donated by John Ringling, that originally accompanied the fountain, now sit in J.D. Hamel Park and will be returned to the fountain after its restoration.

The project will be funded by donations and grants, and the committee is careful in clarifying that the project is a renovation, as opposed to a restoration, which would be much more costly and require strict adherence to historical accuracies. The fountain was originally funded by community contributions from families and organizations such as the Sarasota Kiwanis Club, the American Red Cross, Boy Scouts, Girl Scouts and the Greater Sarasota Chamber of Commerce, and Kelleher said that the Alliance hopes to recreate the same sense of community involvement with the renovation. Kelleher expects the total cost of the renovation to be $112,000, and the Alliance is encouraging the community to get involved by donating to its online fundraising website, historicsarasota.org. The project has currently raised more than $23,000 and needs at least $60,000 in a perpetual maintenance fund to ensure that it doesn’t suffer the same fate it did in the 1950s. When digging began, Kelleher and the rest of the team didn’t know what to expect. “The exploratory dig was just the first step to make sure that the original (repair) estimates were accurate and to determine the condition of the fountain,” said Kelleher. “It’s actually in remarkably good condition; there are a few surface cracks on the interior, but it’s nothing that can’t be repaired.” In addition to raising funds, the Alliance must now present its findings to the City Commission and have plans approved before work can continue. Despite the long road ahead for the project, Kelleher said he’s excited for the outcome. “It’s part of our history,” he said. “We need to get it back out there and enjoy it. It’s going to be a really nice gateway to the historical district.”

As the dust settled and dump trucks hauled the final loads of dirt and debris Thursday, Aug. 30 out of Luke Wood Park, construction workers and volunteers found themselves face-to-face with a piece of Sarasota history that hadn’t seen the light of day in more than 60 years. After four hours of excavation and cleanup, the Mable Ringling Memorial Fountain once again stood uncovered. Built in 1936, in honor of the late Mable Ringling, the fountain lost maintenance funding during World War II and fell into disrepair. The memorial was then abandoned and filled in with dirt in the early 1950s, presumably for safety reasons, and remained buried for six decades. Thanks to efforts by the Sarasota Alliance for Historic Preservation, the fountain could be renovated and running again within a year. The recent excavation was part of an exploratory dig, which is the first step by the Alliance in its project aimed at renovating the historic fountain. The push for the renovation came about in 2011, when Sarasota Alliance for Historical Preservation board member Larry Kelleher proposed the idea to the rest of the board. Having grown up in Sarasota in the 1950s, Kelleher said that, for him, the project holds special significance. “I remember going to Luke Wood Park as a child,” said Kelleher. “The older kids would park their cars and play their radios, and we would play king of the hill on the pile of dirt. Later, when I would drive by the park, I would remember going there as a child, and I always wanted to know what it was.” After learning the historical significance of the fountain buried beneath the mound of dirt, Kelleher brought the idea to the Alliance, which then formed a committee to spearhead the project. “There was a little bit of skepticism at first,” said Kelleher. “We’d never done anything like this before, so it was all new to us, but we’re about preserving history.” The committee, which consisted of Kelleher, Dorothea Calvert, Ron McCarty, Nancy Morgan, Joyce Waterbury and the late Don Smalley, brought the idea before the City Commission last year to obtain

Issues of special interest to women are also much broader than those generally identified by gender. According to the Federal Interagency Forum on AgingRelated Statistics, in 2010 there were 23 million U.S. females age 65 and older and only 17.5 million males (roughly 1.3 to 1). Consequently, decisions relating to Medicare and Social Security disproportionately impact women. The Ryan proposal to convert Medicare to a private voucher system, which the Congressional Budget Office estimates would account for only about 40% of current coverage, would be particularly harsh on women. The same is true for cuts to Social Security or privatization proposals that could undermine the security of the system. Likewise, for a variety of socio-economic reasons, cutbacks to Medicaid, “Obamacare” and a number of other social programs have greater potential consequences for women. The point here is NOT to suggest women should be single-issue voters or align politically by gender. The economy, jobs, wars and other concerns are as crucial to women as men. Nor even is it to suggest that the issues highlighted do not have countervailing considerations. The point is to urge women to fight for their rights and interests. pared to children with average attendance, chronically absent students gained 15% fewer literacy skills and 12% fewer mathematics skills in first grade.” Multiplying these losses over the kindergarten-to-12th-grade experience has devastating consequences on learning. And this epidemic of absenteeism is nationwide, says “Absenteeism in the Nation’s Public Schools,” by Robert Balfanz and Vaughan Byrnes from Johns Hopkins School of Education. They conclude that “a national rate of 10% chronic absenteeism seems conservative, and it could be as high as 15%, meaning that 5 million to 7.5 million students are chronically absent … with significant numbers of students missing amounts of school that are staggering: on the order of six months to more than a year, over a five-year period.” Data from Florida following a group of all first-time sixth-graders in the state over seven years showed almost half the students in the sixth-grade cohort had been chronically absent in at least one year; with one in five students severely chronically absent in at least one year. The Florida cohort data suggests that in most cases chronic absenteeism is not an isolated occurrence. Notwithstanding the fraud being committed on the taxpayer who is funding empty desks, if we want highstakes testing to close achievement gaps, tie teacher pay to performance, and foster academic excellence through discipline from our children, dealing with absenteeism must be a priority. Parents and educators must be willing to defend sound educational principles regarding attendance. These principles include high expectations and accountability for parents, students and teachers, with a steadfast application of the highly specific laws regarding attendance. It’s that time of year again when we assume children are back in school and that being absent is due to illness or extraordinary events. How many absences do you think a teacher must deal with in the course of a year: 200? 500? If you said that sounds about right or even high, go to the back of the class. Data show that last school year, this humble teacher had 1,793 student absences. That is not a typo. The average number of days missed per student was 13.7, or almost three weeks of instruction. If we extrapolate these numbers over a kindergarten-to12th-grade education, the average student misses 178 days, or a full year of instruction, during his school career. The crisis of these numbers Kalahar is not an aberration. Chronic absenteeism (missing 10% or more of school or a month or more per year, which translates into 18 days a year) is prevalent in our schools. The reason these numbers are not reported is because attendance statistics only show average daily attendance. Sarasota County reports a 95.5% average daily attendance rate, but that means that as many as 40% of its students may be chronically absent because on different days, different students are in school. Think about the effects of absenteeism. The extra work loads and loss of academic potential are monumental. Being present in school leads to succeeding in school; poor attendance affects standardized test scores, graduation rates and teacher effectiveness. The Georgia Department of Education found “that just a 3% improvement in attendance, or five additional days, would have led more than 55,000 students to pass end-of-year standardized tests in reading, English or mathematics in grades three to eight. The biggest impact was for students who missed between five and 10 days of school, suggesting that missing even a week to two weeks can have a significant negative impact on achievement.” Another study by education sociologist Douglas Ready showed that “com-

Officer asked the man if he really thought it was a good idea to have two strangers he has never met stay at his house. The man agreed it was not a good idea.

12:09 a.m. — 2400 block of Bay Street. Suspicious Noise. A resident called police after hearing a suspicious noise outside. An officer checked outside the house, without finding anything out of place. The officer also checked the home for any signs of entry and did not find any. The residence is surrounded by trees and brush, and the noise could have come from foliage or an animal.
Sept 5. SLEEPING IN THE BUFF 10:51 a.m. — 10th Street. Unclassified. Someone stopped police to tell them about a male lying in a driveway with his pants down. The officer found the man lying there, in the driveway, with no shirt and his pants at his ankles.

Sarasota firefighters remember 9/11 The Sarasota County Fire Department held a 9/11 Remembrance Ceremony Tuesday, Sept. 11, at Fire Station 2. Sarasota firefighters, the Sarasota Honor Guard and members of the community were invited to attend the half-hour ceremony. The Fire Department unveiled a World Trade Center artifact, which it received in May 2011. The artifact is transportable, and Fire Chief Michael Tobias hopes the Fire Department will be able to take the piece to a variety of different venues for educational purposes.

‘Dear Bubbie’ offers anonymous advice from online community Julie London’s advice column has become a platform for people to discuss their problems and has received more than 800 ‘likes’ on Facebook. One of Julie London’s favorite parts of working in her pictureframing store has been the personal interactions she has with her customers. Much like a hair salon, her store became a social hub, in which London would get to know her customers and hear about their lives. “People would come into the frame shop and tell me about their problems,” says London. “I would try to give them advice about their problems when I could, and sometimes I would fix people up. I loved it. They always say to do what you love ... ” So, London did just that. She started a blog, where people could write to her and ask for advice about relationships and everyday problems. Soon, her audience grew, and London started a Facebook page to allow others to chime in with advice, as well. “Other advice columns only have one voice,” says London. “If you disagree with the writer, then that’s the only voice you get to hear. I had no idea there was such a need for this here, but it’s taken on a life of its own.” Today, London’s advice service, which she named Dear Bubbie (Yiddish for grandmother), has more than 800

“likes” on Facebook, and it’s grown into a community of contributors who are compassionate and willing to help. “It’s like having our own personal Dear Abby column,” says one Dear Bubbie user, Judith Solomon. “I find that the people who write in are really looking for help from people who are nonjudgmental, and that’s what they get. Nobody’s ever attacking the asker. That’s its biggest success.” People seeking advice send an email to DearBubbie@yahoo.com — London acts as the
site’s moderator. She then reviews each letter before anonymously posting it to the website for the rest of her female and male contributors, whom she calls Bubbies and Hubabubs, respectively, to answer. “We’re not doctors or lawyers,” says London. “And we make that clear. But for every question that someone asks, there are people having that exact same problem, who can talk about the way they handled it.” Solomon often reads through the posts and finds herself learning from the problems other people are having. “It broadens my mind to the other sides of issues,” she said. “The nice thing is that everything that comes through always seems to have a smile behind it. When you’re talking to (London), you just know that everything’s going to be all right.” According to London, the best part about Dear Bubbie is the way it brings complete strangers together with the common goal of helping others through their problems. She says it’s taught her a lot. “Some people have it really hard,” she says. “But they still log on to help others. Everyone’s voice is important.”

Student becomes the teacher Chris Kennedy is returning to his alma mater this fall as the Cardinal Mooney Cougars’ boys golf coach. Chris Kennedy has competed at every level during his golf career. Now, the Lakewood Ranch resident and professional golfer is taking on a new challenge — one he hopes will land his alma mater a spot in the Class 1A state tournament. Kennedy assumed the role of Cardinal Mooney Catholic High School’s boys golf coach over the summer, following in the footsteps of his father, Mike, who coached him when he was at Cardinal Mooney. “Coaching is my backup plan if (playing professionally) doesn’t work out,” Kennedy said. “I want to coach college golf, so I decided to get a job coaching somewhere. My dad actually coached me at Cardinal Mooney when I played there. Now he’s my assistant. “It’s a little role reversal,” he said. “He’s the organizer of the group, and I’m more the handson coach.” Kennedy began going on the course with his father when he was about 4 years old, but it wasn’t until he was 12 years old that he began taking the game seriously. “I played a lot of sports growing up,” Kennedy said. “I was playing golf and basketball, and my dad sat me down and said, ‘If you want to be really good, you need to pick one sport and practice it year-round.’ I was a little too slow to play basketball.” During his junior year at Cardinal Mooney, Kennedy advanced to the state tournament as an individual. He went on to play golf for the University of North Florida, where he earned a degree in sports management. “I just like competing,” Kennedy said. “Being outside and working outside is never bad, but, overall, it’s the competition and being in the heat of the moment.” Upon graduation, Kennedy turned professional and has spent the past year competing on the West Florida Golf Tour. This week, Kennedy began Q-School for the PGA Tour. This year, Kennedy is focused on helping his players improve and realize their true potential — something his father taught him years ago. “I think it’s just going to be fun watching the guys improve and seeing how good they can really get,” Kennedy said. “I’ve competed at every level — high school, college and now professionally. TOPSoccer is a free soccer program for special-needs children, ages 4 and older. NICOLE WITTMER Sarasota Christian senior middle hitter Nicole Wittmer has played volleyball since she was in seventh grade, and she hopes to continue to play at the college level. This week, she took a few minutes to tell the Sarasota Observer about her plans for the season, her strengths as a player and how she gets pumped up for games. What do you think is your strongest point as a player? I’ve been focusing a lot on placing the ball on the other side of the floor and putting it exactly where I want to hit it.

What do you think you struggle with most? I’m not a primary passer. I think my back row is a lot weaker than my front.
What’s the best sports advice you’ve ever received? My dad always tells me to be aggressive, especially at the net. I play basketball, too, and he says the same thing. When I keep that in mind, I feel like I definitely play better.
How do you think your team played in your last game? We won, but it wasn’t our best game. I don’t think we were as pumped up as we were for the game before; we were more nervous, because it was a rivalry game. In Thursday’s game, I think the key was a lot of good placement and going strong. We also played a lot smarter. What would you say is the strong point of your team? I would say moving as a team. We all move well together to wherever the ball is going. What is the team focused on most this year? A lot of times, what keeps us alive is our defense. We’re getting stronger at hit-

ronwood, Mich., is an iron-mining ski town with a population around 7,000, and it’s home to Ava Podewitz’s grandfather, Kelly Helgren. Ava visited him this summer on vacation. One beautiful afternoon, she was roaming the bluffs with her cousin, Kayla, while the rest of the family was playing a
game of wiffle ball on the flatlands nearby. Ava’s mother, Julie, recounts the story her father told her: He described hearing “the sound of angels” floating from the bluffs to where he was watching the wiffle-ball game — Ava’s singing was filling the bluffs. As soon as Julie Podewitz finishes tell-
ing the story, a grinning Ava breaks into a line from “Heidi” about goat herders and “mysterious angels climbing up the rocks.” She then bursts into giggles about the sentiment. It not only suggests how the 9-year-old doesn’t take herself too seriously, but it also presents an interesting juxtaposition.

A visit to her grandpa who lives on ample acreage outside of town was the perfect training for her upcoming lead role as Heidi in “Heidi” at Venice Theatre. One difference, though, is her grandpa isn’t a persnickety hermit who needs to be won over by a little girl. But Ava and the title character do have a lot in common. “Heidi and I like observing things, touching everything. We like to see everything, (and we both) want to do everything,” Ava says. “We’re both go-getters.” But Ava says Heidi is braver than she is. “I might be scared to have my aunt drop me off at my grandfather’s house who I don’t know or haven’t met,” she says. It’s hard to believe that the wise-beyond-her-years Ava is scared to do anything. Ava doesn’t have an ounce of stage fright in her, and she performs in ballets for Revelle Academy, in addition to acting. She leapt into theater after watching an inspiring performance of “The Princess and the Pea” at Venice Theatre. With a push from her kindergarten music teacher, Ava auditioned for “The Sound of Music” at age 5. Although other little girls were armed with résumés and past experience, it was Ava who landed the part of the youngest Von Trapp, Gretel. The show times were after her bedtime, and she’d get home at midnight and go to school the next day. But her parents are supportive of what their daughter loves to do. “Certainly, if she liked base-

ball, we’d be on the baseball field,” Julie Podewitz says. But, for the little girl who creates movies for school projects and directs plays on play dates with her peers, performing is what makes her tick. Her parents are never pushy. In fact, they don’t even help her run lines — they don’t need to. “I got it,” Ava tells them. In fact, she can rattle off not only her lines in “Heidi,” but everyone else’s. Ava is catching up to her par-
ents in terms of theater experience. Her mom has performed in and choreographed nine productions on Venice Theatre’s stage, and her dad, Jim, has been involved at Venice Theatre for three years. So far, Ava has been in “The Sound of Music,” “Annie,” “Annie Get Your Gun” and “The King and I.” But Heidi is her first lead role. When Ava was deemed too young for the role of Sally Brown in “You’re a Good Man Charlie Brown,” which she auditioned
for in fall 2011, she took the initiative and asked if she could help out backstage, instead. “If you don’t get something you really want, it makes you want to try harder on the next audition,” she says. Not getting cast didn’t faze Ava. She enjoyed her work turning pages of music and setting the props. It was Ava who got her father involved at Venice Theatre. He had no prior theater experience. During Ava’s stint in “Annie Get
Your Gun,” director Brad Wages suggested he needed a lot of men for a production of “Ragtime.” Jokingly, Jim Podewitz said to give him a call. Next thing he knew, he was on stage singing and dancing. One of his favorite moments was sharing the stage with Ava in “The King and I.” Toward the end of the play, she had a monologue, and her father was stationed behind her on a platform. “I remember how, every night, I was so proud of her for doing a monologue by herself,” he says, “but I had to stand there all serious.” She and her father have each logged more than 300 hours in rehearsals and shows and working backstage. “I’m just amazed at how courageous she is,” her dad says. “Me at her age, I probably would have died of fright, and she does it every night over and over — she’s brave and fearless.” Although Ava may think Heidi is braver than she, when asked if she’s nervous about the upcoming performance, she confidently says, “nope!” She’s got it in the bag.

+ Golden Apple Dinner Theatre receives eviction notice On Monday, Sept. 10, the Golden Apple Dinner Theatre received an eviction notice from its landlord, Toronto-based commercial realestate company Great Lakes Development Co. At 11:10 a.m. Monday, the sheriff’s notice was affixed to the doors of the theater, at 25 N. Pineapple Ave. The notice stated that the eviction had been completed and the locks had been changed. “All of this has come on so quickly that we have not had a moment to think about the (upcoming) season,” Kyle Turoff, artistic director of PLATO, said in an email Monday. “(We’ve focused) more about moving the 41 years of stuff out of a building in what could be only 48 hours.”

The notice stated the theater must contact the landlord for the removal of personal property including kitchen equipment, tables and chairs, office documents and costumes and props. Great Lakes Development bought the property from the Golden Apple in 2011. Later that same year, PLATO launched as a non-profit theater production company that would perform at the Golden Apple and help pay the monthly rent. Currently, the theater owes about $45,000 to Great Lakes. But, the Turoff family isn’t giving up hope on keeping open the theater, which has provided 41 years of dinner-theater productions to Sarasota. “We hope to find a space to continue, but, at the moment, (we’re) trying to organize,” Turoff said. “I have classes on the books I have had to cancel, with more to come.”

Sara Ferguson fell in love with a Jonathan Adler dining room set on Pinterest. Through Craigslist, Ferguson found Chinese Chippendale chairs and a matching table that resembled the Adler piece. She then had them refinished and reupholstered by Larry Boyle, of Boyle’s Furniture Refinishing.

Ringling Underground provides modern take on art The Renaissance-era courtyard of the Ringling Museum of Art was overtaken recently by something more modern — 20-somethings. The first Ringling Underground of the season Sept. 6 was an above-ground meshing of art, film and music into a relaxed event catered to the young and young at heart. Underneath the hulking cast of Michel-
angelo’s “David,” an electro pop-dance duo played, just one of three bands that kept churning out the cool tunes on the humid night. Psychedelic-experimental group Jane Jane Pollock and transitional indierock group Tosspot also put on a show. There were a couple of black-and-white portrait photographs displayed on the grass, and 10-year-old Pokémon episodes, along with other vintage anime, were pro-
jected along the walls of the corridor. Attendees also had the privilege of viewing the “Deco Japan” exhibit but appeared to be more interested in lounging beneath “Joseph’s Coat,” the Skyspace installation by James Turrell. The LED lights accentuated the star-filled sky, while the bands played nearby. Pencil it in: The next Ringling Underground takes place Oct. 4.

emodeling a kitchen is not fun for everyone. But, it appears to have been just that for Lenny and Susan Landau, of Queens Harbor on Longboat Key. Lenny’s 40-plus years with General Electric in a variety of management roles was a big help on that score. A mechanical engineer by training, he is an expert on purchasing, cost-cutting and project management. There was a colorcoded pert chart for the remodel, with the order, delivery and install dates for each item carefully calculated. And it worked — once the project started, it followed that timeline to a tee. But deciding to do it was not quite so planned. The Landaus and David Asher, of Eurotech Cabinetry, their kitchen designer, use the same massage therapist, and that’s how Asher learned that a remodel might be on the horizon. So, he reached out to Lenny and followed up with him every couple of months. “It was probably two years before Lenny said they were ready to

He’s done kitchens for about 85 of the 102 homes in Queens Harbor when they were built. The Landaus acquired their home in 2002 from a couple who came, coincidentally, from the same town they did — Cincinnati. But the interior was not their style. “It was every shade of blue everywhere,” Susan says. They got rid of the blue but decided not to tackle the kitchen then. “I wasn’t certain that I would be doing much cooking,” Susan says. “We go out so much.” But, it turned out that she still enjoys cooking and entertaining, and the family still visits for holidays. The kitchen discussions started in earnest about three years ago, and the job was completed in October 2010. Susan knew what she wanted in her kitchen, and Lenny knew how and where to get it — typically at the best price, because part of his GE career was cost control. “I never had a client who studied each and every item so carefully in such detail,” Asher says. “I wouldn’t be surprised if he spent eight hours on each piece.” The new kitchen gets its good looks from sleek lines, an abundance of brushed stainless steel and a predominantly gray/black/ white color scheme. The flooring is wide planks of white oak with a light oil finish; the Landaus installed it throughout the whole house, save the bedrooms. The old kitchen lacked counter space and storage; the new one has plenty of both. Susan is crazy about the depth and height of the Artcraft kitchen drawers. The Landau “appliance garage” is sized for a tall tractor-trailer; Susan gets teased that she could hide in it.

Clever storage touches include a wine rack built around the perimeter and over the top of the refrigerator. The kitchen is full of bright ideas like that and practical-as-well-ashandsome details. Susan stands on a heavy-duty floor mat from Frontgate. The air switch for the disposal is not the usual recessed type, which would be difficult for Susan, who has arthritic hands. Lenny searched until he found an above-counter-level one that she could operate with the heel of her hand. The sink, situated in the center island, is large and deep, but this Franke model has ledges that support grids for the cook to work on without bending over. The warming oven is situated beneath the eye-level microwave — it gets lots of use. Contrast this with the usual location near floor level, where it is rarely used. Most of the new kitchen’s appliances are from the GE monogram series. The ovens are Thermador, and the couple’s favorite new appliance is a Miele dishwasher.
Just to the left of the tall faucet is an above-grade air switch that’s easy on arthritic hands. There is only one problem with it, Lenny says: “It is so quiet that I sometimes open it because I don’t realize it’s running.” Susan says the new heart of her home was tested on its first Thanksgiving when there were four different teams working in four different areas. “Nobody was getting in anybody’s way,” she says.
