All the Longboat Key Fire Rescue Union wants for Christmas is a new three-year contract with higher salaries, plus a major reduction to their required pension contributions. If these gifts aren’t part of a new contract offer, the union indicated at a Dec. 8 negotiation session that it will likely reach an impasse with the town next year. Meanwhile, the Longboat Key Police Union began negotiations on a new three-year contract one year early at a session also held Dec. 8. It had a modest proposal that drew praise from Town Manager Dave Bullock and Town Labor Attorney Reynolds Allen: It seeks pay increases for officers and sergeants, but members won’t ask for changes to their retirement plan or additional perks such as take-home vehicles — both of which every other local department offers. “We’re not asking for either, but we need to make up some ground somewhere,” Police Detective Sgt. Robert Bourque said. RETIREMENT PLANS

Floridays seeks north-end hotel with 80 to 120 units Despite reservations from commissioners, Floridays Development Co. can continue with plans for a hotel that require a referendum. KURT SCHULTHEIS SENIOR EDITOR

Former Mayor and Revitalization Task Force Chairman George Spoll called the interest Sarasotabased Floridays Development Co. has in the north end of the island for a boutique hotel “a gift” that the Longboat Key Town Commission shouldn’t reject. Despite his plea, the commission wrestled with a request from the hotel company to waive a requirement to collect signatures to hold a future zoning referendum to change the zoning of six parcels owned by William Saba from commercial to tourism use. Floridays is under contract to purchase the properties at 6920, 6916 and 6910 Gulf of Mexico Drive, along with parcels at 6931, 6927 and 6919 Palm Drive for an undisclosed sum. The properties encompass approximately 1.5 acres between Whitney Beach Plaza and the vacant bank building at 6960 Gulf of Mexico Drive. The zoning Floridays seeks allows for six tourism units per acre, which would allow approximately nine units on the 1.5-acre combined site unless a future site plan received additional tourism units via a special exception. “We look forward to building an appropriate hotel project on the

north end,” said Floridays owner/ CEO Angus Rogers. Floridays Project Manager James Brearley told the commission Monday it hopes to build a hotel with “between 80 to 120 units” on the north end. Brearley said Floridays seeks to acquire all of the property along Gulf of Mexico Drive from Whitney Beach Plaza north to the vacant gas station parcel. Although the gas station owner is interested in selling, Brearley said, Floridays is still seeking to meet with the owner of the vacant bank building. The company is also willing to discuss acquiring the Whitney Beach Plaza property if owner Ryan Snyder is willing to negotiate a price lower than his previous floor of $3.7 million. “We’re trying to complete a jigsaw puzzle with other properties,” Brearley said. Commissioner Phill Younger and others, though, worry about the hotel project’s viability if Floridays is unable to acquire the rest of the property. “We don’t know how many units they will ask for, and it’s a very small amount of acreage,” Younger said. Mayor Jack Duncan also had reservations. “I, personally, would love to see you come in this door and say you have all the parcels you need and this is fantastic for the north end,” Duncan said. “But it’s hard for me to say right now we want to waive the petition because of the limitation on space.” Brearley confirmed Floridays will need more property to build a hotel than the parcels it is cur-

rently under contract to purchase. Acquiring the bank building and gas station parcels would give Floridays a combined five acres for a hotel project. Commissioner Pat Zunz argued Floridays’ request should be granted because “it puts pressure on the owner of the bank building to negotiate.” “If we don’t give them the opportunity to go to referendum, we might lose a very good opportunity,” Zunz said. Although some commissioners suggested Floridays could continue with its plans and still obtain petition signatures for its referendum, Zunz argued it wasn’t the right thing to do, noting that the commission waived the petition process for Snyder a month ago even though he had no

hotel project in place for his site. Vice Mayor Terry Gans also urged commissioners to grant Floridays’ request. “Waiving this one requirement, if that’s encouragement to come up with a good project, I think that makes sense for us to do in this case,” said Gans, noting that voters still must approve a future referendum. Spoll was pleased the commission granted the request, which also allows the company to work with town staff to craft referendum language for rezoning the parcels. “Lo and behold, we have a homegrown group that’s come forth,” Spoll said. “Be very enthusiastic, and recognize this is a chance to revitalize the north end.”

To maintain a defined-benefit plan, firefighters agreed to a Florida Retirement System (FRS) pension plan that currently has firefighters contributing 14% of their salaries toward retirement. Firefighters agreed to split the town’s required contributions 50/50 up to 13% for the town. If the town’s required contribution rises over 13%, firefighters would pay additional costs. At the time, the town sought to freeze pension plans that had $27 million in unfunded liabilities and stop incurring additional debt. Firefighters met with the town 16 times over the course of 11 months before approving a contract in February 2013. But the police union accepted a modified 401(a) retirement plan Oct. 30, 2013, after meeting with the town just five times beginning in March 2013. With the new contract, Longboat Key Fire Rescue became the only department statewide

that pays more than the 3% FRS mandated amount —now a major point of contention in negotiations. “Our pension issue is still a big stumbling point,” said Longboat Key Fire Rescue Union Vice President Keith Tanner. “All they (Longboat Key commissioners) have to do to make Longboat Key competitive is to pay their fair share of the pension like every other department in FRS does. This is opening old wounds for us.” Allen, though, said the commission has directed that pension contributions won’t change. “This issue is one you proposed and ratified in the last contract,” Allen said. “We have no ability to make any change in the current pension situation.” PAY ISSUES

Both departments worry that if wages aren’t adjusted, they will have a hard time finding more experienced candidates in the future. Bullock offered the fire union $312,546 over three years in October to boost salaries by 1.5% to

15.78% for firefighter/paramedics and 3.96% to 27.11% during the first year of the new contract. But while Longboat Key Fire Rescue Lt. Jason Berzowski said the union is receptive to wage increases, he said lagging pay for lieutenants needs to be addressed. “I could basically take a demotion and less responsibility and only be making $262 less a year than I do now,” Berzowski said. Similarly, Bourque said low sergeant pay results in high turnover and needs to be addressed. He requested an early negotiation of the contract in hopes of retaining current employees. “Since the last contract, we’ve lost two to three people a year,” Bourque said. “That’s one quarter of our small agency of 16 people.” He presented a proposal that would raise both the starting salaries and pay for current officers and sergeants. Bourque hopes the moves will attract more talent and reduce turnover by two-thirds by compensating for not offering a defined-benefit plan or takehome cars — which amounts to approximately $10,000 in bene-

fits, according to the police union. “We’re not trying to be greedy,” Bourque said. “We’re trying to be paid fairly and maintain our officers. We don’t need anything else.” TO BE CONTINUED

Bullock and Allen expressed optimism at the end of police negotiations. “This is an interesting proposal and we appreciate you wanting to wrap things up and get things settled for the long term as soon as possible,” Allen told police. “We’re off to a good start.” The parting comments for the fire union, though, weren’t as cordial. Allen and Bullock asked the firefighters to come back in February with a concept that eliminates the disparity in pay for lieutenants using the extra $312,546 Bullock has already offered — which Berzowski said would not be enough. “Give it your best shot with what we’re offering,” Bullock said.

CHANGE OF PLANS Why did police accept a 401(a) plan while firefighters sought a defined-benefit plan? The answer may reflect the characteristics of police and firefighter hires. Bourque said police department recruits are typically veteran officers who already have pensions from their former employers. “They already have a financial plan in place,” Bourque said. “The 401(a) can be attractive to them because it’s another option.” Although the fire department typically has also hired veteran firefighter/ paramedics in years past, the fire union says that low pay and pension issues have led to the department to hire younger firefighter/ paramedics with less experience.

Retirement: Police do not seek to change their 401(a) retirement plan in which the town contributes 10% for employees each year even if they invest nothing into the plan. The town matches additional employee contributions dollar for dollar up to an additional 3%. Salaries: The union seeks to raise the starting salary for officers from $46,497.61 to $48,516.60, or by $2,018.99, while boosting each step by $2,018.99 and reducing the number of steps from 19 to 12. For sergeants, the union wants to decrease the number of steps from 19 to 10 and increase starting salaries from $65,197 to $66,822.22, or by $1,625.22, and to increase each step by the same amount. DROP (Deferred Retirement Option Program): The department does not have members currently enrolled in DROP. Timeframe: Police are negotiating a new contract a year ahead of schedule in hopes of retaining current officers and sergeants. Their current contract doesn’t expire until Sept. 30, 2016. They have held one meeting so far.

FIRE RESCUE UNION

Retirement: Firefighters seek to change a contract they approved that currently has them splitting contributions toward their Florida Retirement System (FRS) plan with the town. Unicorp motion denied; Colony owners meet KURT SCHULTHEIS SENIOR EDITOR

With the blessing of Sarasota County Judge Rochelle Curley, the Colony Beach and Tennis Resort Association held its first annual board meeting in twoand-a-half years Tuesday at Temple Beth Israel. A Unicorp National Development LLC subsidiary filed a motion for a temporary injunction Dec. 8, in the 12th Judicial Circuit Court, to halt the meeting and future meetings until there’s full resolution of all bankruptcy and legal issues surrounding the shuttered resort. Curley denied the motion, paving the way for the association to elect a new board and hear presentations from Unicorp President Chuck Whittall, and MW Development Group/The Lutgert Cos. spokesman Manfred Welfonder. Whittall, who was ordered to dismiss lawsuits against unit owners earlier this year, told those same owners his company is the right choice for a development partner because it controls 2.3 acres of property in the middle of the resort. And he’s held several conversations with the town about building a 360-unit project (180 condos and 180 hotel rooms) on all 18 acres. Whittall, who has financing in place for a project, presented a $30 million offer that includes

offering most owners $126,000 for their units and a $200,000 premium for oceanfront units. Introducing MW Development Group Principal Manfred Welfonder, association President Jay Yablon told owners that Welfonder is the only person involved in the Colony bankruptcy saga who “has never been involved in a single one of our lawsuits over the last 10 years.” “That’s a Colony achievement to be proud of,” Yablon said. Welfonder described his fourstar, 220-unit, share-ownership hotel concept to owners but declined to give price point offers. “We are financially prepared to buy Colony assets,” Welfonder said. Andy Adams, who owns 70 units, controls the fate of an ownership vote because the board needs 80% owner approval to perform actions such as terminate the condominium association to sell the property. Asked to provide input on the two proposals, Adams declined and said he was only attending the meeting for educational purposes. The Colony board plans to schedule a meeting soon to discuss whether to proceed with a development agreement that unit owners support or discuss ways to auction off the property. Operating on St. Armands Circle for more than a decade, Southwest Parking Co. owner Rodney Tregembo believes problems with his valet service have been rare in the commercial tourist district.

St. Armands valet draws questions, complaints Marty Rappaport, a longstanding advocate for St. Armands, takes pride in the image the upscale shopping district projects. That’s why he was concerned when he says he witnessed a valet attendant cursing at a patron for not giving a tip. “I was mortified by it,” Rappa-

port said. “This is ridiculous.” Rappaport, a board member of the St. Armands Business Improvement District, notified the city of Sarasota about the incident. It’s one of a string of complaints the city has received about Southwest Parking Co., the operator of the valet stand on St. Armands Circle. That’s why city Parking Manager Mark Lyons was at a BID

meeting Dec. 8 in a quest to gather more feedback on the Circle’s valet operation. In addition to Rappaport’s allegation, St. Armands stakeholders say the valet service has contributed to traffic congestion. Located directly on the Circle in front of Café L’Europe, cars stack up and creep out of the parking area into the roadway, they say. As a result, Lyons said, the

city has issued a formal warning to Southwest. If the city notes further issues, it could revoke Southwest’s permit. Although the operator wasn’t popular among BID meeting attendees, Lyons stressed the need for balance when addressing the issues. “It’s tricky to navigate,” Lyons said. “We know that valet service is a benefit to the community, and we need to have that benefit there.” Southwest owner Rodney Tregembo says the complaint details two isolated incidents — one in which a customer was upset with the standard $5 fee and another in which an illegally parked car impacted valet operations during a special event weekend. He said he wasn’t aware of the incident Rappaport described. Tregembo, who oversees other valet services in the city, thinks there have been relatively few issues at the St. Armands location considering the longevity of the operation. “We’ve been out there for 15 years,” Tregembo said. “You’re going to have your challenges.” Although just two specific complaints were noted in the complaint, Lyons said the city has observed several other violations of valet ordinances on the Circle. BID meeting attendees suggested the valet stand be moved from its current location. Café L’Europe used to subsidize the service, which made St. Armands stakeholders willing to accept a less-than-ideal location. Now that the valet charges for its service, some stakeholders suggest a change is in order. Tregembo disagreed with the idea the location is an problem. He said a majority of his custom-

ers come from Café L’Europe, which still signs off on the valet operation’s application with the city despite not offering a financial contribution. “I really don’t understand what the issue is with this staging area,” Tregembo said. “I think it’s the best location, right there in front of Cafe L’Europe.” He did suggest one change: In the past, Tregembo said, the city offered the valet service designated parking spaces in the nearby public lot on North Adams Drive. Now, it takes about twice as long to park cars along Boulevard of the Presidents. “I think the location of not only the staging area but where we’re allowed to park our cars is something that needs to be considered,” Tregembo said. Lyons said Southwest is bound by the same regulations that apply to any other valet service. “We leave public parking spaces to the public, and a valet that’s charging for parking has been tasked with finding their own parking,” Lyons said. “That goes for every valet in town, except under unusual and extreme situations.” A new operator could also be necessary, several attendees said. In addition to the congestion, residents and merchants reported valet attendants were parking cars on residential streets and in other restricted areas. Lyons is hopeful that problems will subsist following the warning, but others believe the issues warrant a search for a new valet company. “I think the city has the responsibility to put that out for bid,” Rappaport said. “It’s hurting the businesses that are there and impeding traffic.”

The total estimated cost of making above-ground wires disappear forever on Longboat Key is rising. And for property owners who currently have aboveground utilities, concerns about paying for the project are mounting as well. Approximately 45 north-end residents packed Longboat Key Town Hall Monday afternoon to inform the Longboat Key Town Commission they don’t want their power lines buried because

they say the financial burden is too steep. For residents of the Longbeach Village and other communities with above-ground utilities, the total upfront cost for a proposed neighborhood and side-street project is $8,500.60. Financing costs over 30 years at a 4.5% interest rate, those residents would pay $527.36 annually, for a total cost of $15,820.80. “It’s a huge hardship for a lot of residents, and I won’t vote for this,” said Village resident Margaret Watkins. Carla Rowan, also a Village

resident, said some of her neighbors can’t fit the project into their budgets. “This is going to financially ruin some of my neighbors who will see their tax bills rise 20% to 40%,” Rowan said. “This kind of money will absolutely break them.” Despite the backlash, the Town Commission reached a 6-1 consensus at its regular workshop and approved an ordinance on first reading at a special meeting Monday that followed to proceed with a neighborhood and side street referendum.

The project’s estimated cost has risen from $20.5 million to $23.85 million in just a week due to the addition of a fiber optic line to neighborhoods with underground utilities and project construction contingencies. The increase amounts to an additional $600 for property owners with underground utilities, raising the flat total assessment to $1,113.34 from the previous $513.35 estimate. Property owners with existing underground utilities would pay for 18.5% of the cost of burying utilities, not including fiber optic costs; owners with above ground utilities would pay for 81.5%. Calculations for some neighborhoods like Spanish Main Yacht Club need to be reworked because of questions about whether some properties currently have underground utilities, which could affect funding ratios. Owners of a home with underground utilities on Bayou Gate would pay $1,113.34 if they opted to pay for costs upfront. If they financed it over 30 years at a 4.5% interest rate, they would pay $69.07 annually, for a total cost of

$2,072.21. But for many Longbeach Village residents, who don’t have underground utilities, the cost of $8,500.60 up front or $527.36 annually is too much. “It’s grossly unfair to most of the residents,” said Village resident Michael Drake. “The Village seems to be bearing the brunt of this,” resident Joe Mazza said. “We’re all around the $8,000 mark, and I don’t see the benefit we get.” More than 20 north-end residents urged the commission to find a more equitable solution, but not one south-end resident attended to complain about funding a portion of the project. Commissioner Lynn Larson urged the commission to proceed. “If this fails, we have time to do districts without a subsidy,” Larson said. “Let the voters decide if they want this with a subsidy from property owners.” The commission is scheduled to approve the language for the project on second reading Jan. 4. The proposed referendum will likely go to voters in the March 15 election.

Bullock selects new assistant town manager Michael Hein, the former city manager of Tucson, Ariz., will start his job with the town in January. KURT SCHULTHEIS SENIOR EDITOR

Town Manager Dave Bullock has hired a new assistant town manager to help him guide the town through what’s expected to be one of the busiest fiscal years in its history. Bullock informed the Longboat Key Town Commission in a Dec. 11 email that he has selected Michael Hein as the new assistant town manager. Hein’s first day is Jan. 4. His starting annual salary is $115,000. Hein was city manager of Tucson, Ariz., from 2005 to 2009 and most recently worked as the director of the Office of Emergency Management and Homeland Security for Pima County in Arizona from 2009 until earlier this year. He has also served as deputy Pima County administrator and worked for the Arizona cities of Marana, Nogales and South Tucson. “Mike Hein is an experienced public management professional who resides in Sarasota,” Bullock

wrote in his email. “Mike is anxious to jump in and start helping the town out.” Hein resigned his most recent post in April, when his wife, Anne-Marie Russell, accepted a job as director of the Sarasota Museum of Art. “I am the classic trailing spouse that followed my wife because it was a once-in-a-lifetime opportunity for her,” Hein said. Bullock has been interviewing potential candidates for the assistant town manager position since Anne Ross departed from the role in October to become Lakewood Ranch’s executive director. Hein said he asked for a meeting with Bullock even before he knew there was a position opening on the island that suited him. “I was encouraged to meet with Dave through other people when I began looking for a job,” Hein said. “I was inspired by his contacts, his leadership and what he does out here. Discovering a job was available soon after that I was being considered for was a bonus.” Hein met with town staff last week. “The devotion to public service is remarkable, and I look forward to working with them,” he said. Bullock said he will be helping Hein catch up on projects that

Everywhere you go, your friends and associates are puzzled, perplexed, amazed, distressed, some frightened. How can anyone explain the ascendancy of Donald Trump? Here are two possible explanations, adapted from two noted thinkers from earlier eras — one a scientist, the other an economist: Isaac Newton’s Third Law: For every action (Barack Obama), there is an equal and opposite reaction (Donald Trump). Barack Obama has been so extreme in his disdain for American ideals, virtues and principles that the electorate is embracing an equal reaction that swings to the other end of the spectrum — Trump. Not that Trump is even close to being a laissez-faire libertarian or conservative. But he is a bombastic businessman, the opposite of a wonkish socialist, and his theme is “Let’s make America great again” (instead of tear it down) and do it demonstrably (build a wall, stop immigration, bomb the sh- - out of them, etc.) Or, there’s another explanation … “Why the Worst Get on Top”: This comes from the late Nobel Prize Austrian economist Friedrich Hayek, from his seminal book, “The Road to Serfdom.” One of his chapters is entitled “Why the Worst Get on Top.” As you read Hayek’s explanation, you can substitute either the Trump or Obama phenomena as the subject: “… It is the general demand for quick and determined government action that is the dominating element in the situation, dissatisfaction with the slow and cumbersome course of democratic procedure which makes action for action’s sake the goal. It is then that man or the party who seems strong and resolute enough ‘to get

things done’ who exercises the greatest appeal … What they will seek is somebody with such solid support as to inspire confidence that he can carry out whatever he wants… “There are three main reasons why such a numerous and strong group with fairly homogeneous views is not likely to be formed by the best but rather by the worst elements of any society. By our standards, the principles on which such a group would be selected will be almost entirely negative. “In the first instance, it is probably true that, in general, the higher the education and intelligence of individuals become, the more their views and tastes are differentiated, and the less likely they are to agree on a particular hierarchy of values. “It is a corollary of this that if we wish to find a high degree of uniformity and similarity of outlook, we have to descend to the regions of lower moral and intellectual standards where the more primitive and ‘common’ instincts and tastes prevail. “This does not mean the majority of people have low moral standards; it merely means the largest group of people whose values are very similar are the people with low standards. It is, as it were, the lowest common denominator which unites the largest number of people.

DON’T WORRY: STATE LAW WON’T LET DOGS SIT AT YOUR TABLE They get room and board for free. They don’t work. They lie around and sleep all day. They sleep with you. You pick up their stinky stuff. You walk them in their strollers. They have their own parks. Their own resorts. Even homes for the aged. And now some of their owners want Longboat Key to loosen the town’s restrictive leash and let them sit in outdoor dining areas of the Key’s restaurants. As Longboat Observer Senior Editor Kurt Schultheis reported a few weeks ago, in early 2016, the Town Commission is likely to address the prospects of changing town ordinances to allow dogs in outdoor sections of Longboat Key restaurants. We’ve already heard concerns from a few Longboaters. Don’t worry — all of you who have visions of some mutt traipsing into Euphemia Haye with his owner and sitting next to your table while you’re savoring Euphemia’s roast duck. It

won’t happen. State law only allows local ordinances to set up designated outdoor dining areas where dogs are permitted. In fact, state statutes spell out a long list of regulatory requirements to which restaurants must comply. Among them: n Employees shall be prohibited from touching, petting or otherwise handling dogs while serving food or beverages or handling tableware or before entering other parts of the public food service establishment. n Employees and patrons shall be instructed that they shall not allow dogs to come into contact with serving dishes, utensils, tableware, linens,

There is a burning hunger for a leader to emerge from outside of the traditional political circles, a leader who is bold and, well, bombastic. That pretty much narrows it down to one candidate — Trump. It’s a law of nature.

These are all well and good, maybe comforting to the public. But their enforcement is another matter. Truth is, none of these regulations is necessary. Nor should there be laws prohibiting dogs, cats, pet monkeys or any other animal from restaurants. That should be the restaurant owner’s choice and risk. Then, let the buyers beware. Woof. Woof.

With all of the discussion about the new crosswalks on Gulf of Mexico Drive, I’m offering an observation: Having wintered on Longboat Key for 18 years, I’ve observed and thus am intrigued that so many residents are unaware that there is a pedestrian tunnel under Gulf of Mexico Drive near the 2000 block, just north of the south gate to Bay Isles and south of the flashing yellow light. The tunnel is a safe and pleasant way for pedestrians, bikers and walkers to cross under Gulf of Mexico Drive. Perhaps the Longboat Observer could facilitate communication to residents and visitors that there is a tunnel option to consider.

Americans are killed annually by guns, and more than 100,000 are injured annually by guns. Of whom should Americans be more fearful: ISIS or the NRA? The Syrian refugees are victims of unfortunate circumstances. The majority are peaceloving individuals who certainly did not wish to see their homeland torn apart. It’s well past the time that Americans stop paying attention to the hate and racially charged fear mongering that has caused so much division in this country by your GOP. You should be embarrassed for your limited sight on this issue, especially if you have children who will soon be alone to face this divided nation on their own. Not to mention their children. Is this the legacy you wish to leave for them, your nation and the world? It seems like a little altruism from you and others like you would go a long way in this day and age, especially after so much harm has been done on so many levels by your GOP.

Born Aug. 12, 1936, in Haifa, Israel, Mr. Glatz was a veteran of the Israeli army and immigrated to the U.S. in 1958. He attended Boston University, Massachusetts Institute of Technology and the University of Southern California. After a distinguished career as an aeronautical engineer, he co-founded Advanced Marine Enterprises, a naval architecture firm in Crystal City, Va. He retired in 1996 and moved from Potomac, Md. to Florida, where he pursued his passions of tennis, painting, the arts, family and friends. Mr. Glatz is survived by his wife of 58 years, Rifka; children, Terry and Tammy; three grandchildren; and brother, Micha. A funeral service was held Dec. 15, in Sarasota. In lieu of flowers, donations can be made to the mentoring program of the Jewish Family & Children’s Service of the Suncoast Inc., 2688 Fruitville Road, Sarasota, FL 34237.

Dr. Pill was a World War II Navy veteran and Honor Flight participant. He delivered babies and practiced gynecology for 39 years at MacNael Hospital, in Berwyn, Ill. He was also an avid traveler. Dr. Pill is survived by his wife of 62 years, Irene; children, Gregg Pill and Kerry Pill; and three grandchildren. A visitation will be held Dec. 16 and Dec. 17, in Brookfield, Ill., and a funeral will be held Dec. 17, in Oak Brook, Ill. Memorial donations can be made to Honor Flight Chicago, 2001 W. MOST COLORFUL: ROGERS RESIDENCE 655 Tarawitt Drive Ed and Pam Rogers were all finished decorating their house this year when they decided to add more. “We did a little test run, and I didn’t feel like it was enough,” Pam Rogers said. “I had to go out shopping, and I found those big lights that sit in front of the tree. I added that, and it was perfect.” This is the first year the Rogerses have decorated their home since 2012. “We used to do it every year, but I took the past two years off,” Pam Rogers said. “It started with regular lights, but I tried to top it every year. It’s become this, and everybody enjoys it when they come and go on our street. We’re the only one on the street who did decorations like this.”

MOST ELEGANT: SUTTON PLACE 4300 Gulf of Mexico Drive While most other holiday decorations stand out for their splashes of color and masses of lights, Sutton Place makes our list for its elegant simplicity. Driving down Gulf of Mexico Drive, you can see two picturesque trumpeting angels in front of shooting stars. “Every year, we try to expand,” said Gabriel Hernandez, president of Longboat Management

Corp. “We monitor very closely the competition on the island, and every year, we try to do a little bit better.” The maintenance staff of Sutton Place spent two days setting up decorations. “They take a lot of time putting up decorations in the front and around the property,” Hernandez said. “We try to make it as festive as possible.”

1000 and 1100 blocks of Gulf of Mexico Drive How does Santa Claus like to spend his day off? Fishing at Beachplace, of course. The centerpiece of the property’s holiday decorations this year is a lightup fishing Santa. “I looked online, and I saw the Santa, and I thought it was perfect for here,” said Tina Kolesa, pool manager. “He’s fishing at the beach. It’s really cute.” This year, Kolesa single-handedly decorated the property’s entrance, and it took her a week. She used some of the same lights and decorations from previous years, although she tries to change it a little each year. “It’s fun, and the owners get enjoyment out of it,” she said. “They’re like family, so it’s like I’m decorating my own home.”
