Ocean Properties’ Mark Walsh says voters should check ‘yes’ on their May 12 referendum ballots if they don’t want more traffic on Gulf of Mexico Drive. KURT SCHULTHEIS SENIOR EDITOR
Do Longboat Key residents want tourism units or residential units built within Islandside? Mark Walsh, vice president of Delray Beach-based Ocean Properties Ltd., says that’s up to the 6,340 registered voters of Longboat Key to decide. The vision Ocean Properties has pitched to community associations around the Key calls for a redeveloped Longboat Key Club Islandside property with a 259-unit hotel, expanded meeting space with 10 to 12 meeting rooms and approximately 93 condominium/villa units that are 130 feet tall. But even if voters quash the request, development is coming to the parcel. If the Key’s electorate votes

Bullock: Firefighter hiring won’t be problem
Longboat Key Town Manager Dave Bullock doesn’t share Fire Rescue Chief Paul Dezzi’s concern when it comes to replacing six longtime firefighter/paramedics set to retire beginning in 2016. Last week, the Longboat Observer reported about Dezzi’s concerns that the current defined benefit plan and wages that firefighters agreed to as part of their current three-year contract that expires Sept. 30 is inhibiting his ability to attract new firefighters. But Bullock told the Longboat Observer May 1 he doesn’t believe

VOTERS DECISION: Tourism or residential? REFERENDUM FROM PAGE 1A
down a May 12 mail-only ballot referendum next week that asks if Ocean Properties can convert 300 allowable units from residential to tourism, Walsh says that concept will change. Instead, residents could see a project that clogs Gulf of Mexico Drive more than the hotel project. “If you don’t vote for tourism, that doesn’t mean we’re not going to do residential,” Walsh said. “If you vote no, the reality is you very well likely will get some sort of residential project coming before the Longboat Key Town Commission at some point.” Walsh says residential units will have more impact on daily traffic counts. “If you’re living in a residential unit, you have one or two cars per unit that drive on Gulf of Mexico Drive several times a day going shopping and running errands,” Walsh said. “If you’re

a resort guest at my hotel, you’re being picked up at the airport by a shuttle or driving a rental car to the property and leaving it there until you leave.” Walsh said the guests the new hotel will attract are business officials who will be onsite for the duration of their trips, attending corporate events outside and in restaurants on the property. “We don’t have our guests wake up...and get in their car and get out in traffic,” Walsh said. “We have guests take advantage of the amenities available to them in Islandside and Harbourside.” With density for Islandside units already approved — the referendum would only change the use of those units — develop-
ment of the property is probably inevitable. “Voting no for tourism units isn’t stopping additional growth because there will be some growth there in the form of a residential project,” Walsh said. “This project as proposed, I believe, is a chance to provide a growth that’s a better fit for peak hour traffic issues. The project as proposed isn’t going to cause any noticeable traffic.” In 2009, then Longboat Key Club owner Loeb Partners Realty, hired Richard Stiles of Grimail Crawford Inc. to conduct a traffic study for the Islandside renovation and expansion project it was pitching at the time. The project included a 196-room hotel. The
study concluded that “at project build-out, you will only see one additional vehicle turning in and out of the club per minute.” A town-issued traffic study, though, disputed Grimail Crawford’s analysis and suggested the town would see more traffic that would decrease the level of service on Gulf of Mexico Drive. Islandside Property Owners Coalition President Bob White said traffic “is the elephant in the room.” “Traffic is certainly a concern for everyone on the island,” White said. “One consultant will tell you residential traffic is worse and vice versa. We just don’t know.” Planning, Zoning and Building Director Alaina Ray, meanwhile, said that “generally, traffic industry studies tend to show residential uses having a higher trip generation rate than destination tourism uses.” “This is typically due to the fact that resorts tend to provide many onsite amenities for guests, and vehicles are parked and infrequently used during the visit,” Ray said. “Many resorts also provide alternative transportation methods for groups, such as van-pooling to local attractions. Residential uses typically generate more individual vehicle trips per day for work, school, errands, and other daily needs.” If the referendum passes, the town will require Ocean Properties to submit an application for the proposed project that includes a detailed, site-specific traffic analysis, adjusted for seasonal traffic fluctuation, as part of its application.
TURNOUT TRUMPS MARCH ELECTION At press time, Sarasota
and Manatee counties had a combined participation of 2,513, or 39.5% of the island’s 6,340 registered voters for the May 12 mail-only referendum. Although that might sound low, Town Clerk Trish Granger points out mail-in ballot returns as of Monday already surpassed March 2015 general election turnout for two commission races — and that’s with eight days remaining until the deadline of 7 p.m. May 12. In Sarasota County, 1,870 of 4,346 mail-in ballots have been returned. In Manatee County, 643 of 2,023 ballots have been sent back.

Will benefits stack up for new firefighters? PENSION FROM PAGE 1A
the pension plan the union agreed upon as part of a three-year contract that expires Sept. 30 puts the fire department in jeopardy. “I don’t believe we will have a problem (attracting new hires to the Key),” said Bullock, who sets the tone for the town on firefighter contract negotiations that will begin this summer. Bullock points out the department lost only one firefighter/ paramedic in 2014 and one so far in 2015. The department is making plans to fill both of those positions this month. “The numbers speak for themselves,” Bullock said. “We’re not losing firefighters.” But Dezzi told the Kiwanis Club of Longboat Key April 23 that in nearby municipalities and counties, firefighter/paramedics pay the required 3% FRS contribution, and the rest of the agreed upon contribution is paid for by municipality, regardless of how high it goes. By contrast, the town and firefighters agreed to split the town’s required pension contribution 50/50 with the town’s contribution capped at 13% of an employee’s salary. Six veterans must retire beginning in May 2016 because they are enrolled in the Deferred Retirement Option Program (DROP) duties, and Dezzi is concerned his department won’t be able to fill an institutional knowledge gap those veterans have. And the hires who do agree to come to Longboat Key, Dezzi said, don’t have a long-term commitment to the department like they did years ago. Longboat Key Fire Union Vice President Keith Tanner disagrees, noting that the last two non-officer firefighter/paramedics who left were two of the fire department’s most recent hires. “I agree with the town manager that we won’t have trouble hiring new employees,” Tanner said. “But the problem is we’re attract-

Tanner said he hopes that when contract negotiations begin this summer, the town will decide whether it wants firefighter/ paramedics with at least five years of experience both as a firefighter and as a paramedic. “Before we wanted the best, and the standard to achieve that was having wages and benefits that attracted those individuals,” Tanner said. “Now we’re spending more time paying firefighter/
paramedics to train newbies that don’t stick around for long.” Tanner said the union is preparing to negotiate wages because firefighters have not received step increases in the last six years, and there’s no pay separation gap between new hires and veterans. “We agreed with the current contract because we wanted to keep a defined-benefit plan in place,” Tanner said. “But now we’re way behind on wages and we have guys in their first year with almost the same base pay as a four- or five-year veteran. If this next contract goes south, you’re going to see a mass exodus and a different kind of department.” Town staff and the firefighters are still working on comparable wages and pension plans from nearby municipalities that will act as a discussion point during negotiations.

ROBIN HARTILL MANAGING EDITOR
When budget workshops droned on in the dead heat of summer, the public audience at Longboat Key Town Hall often whittled down to one. The lone watchdog was Betty Blair, a longtime activist with the former Longboat Key Public Interest Committee (PIC), which dissolved last year. Blair seldom missed a Longboat Key Town Commission or Planning and Zoning Board workshop — sometimes to the chagrin of commissioners and board members. Blair’s devotion stemmed from her determination to keep Longboat Key from being overbuilt during the 1980s and 1990s, a period of rapid development. After moving to Longboat Key, she worked for a short stint at the Longboat Observer but went on to
become a founder of PIC’s newsletter, the VOICE, as a counterweight to the newspaper’s influence. “She feared the developers were going to come in and turn Longboat into Fort Myers Beach or Bradenton Beach,” said former Longboat Key Mayor Joan Webster, who served as PIC’s president. “She put up a big fight to keep what we have on this beautiful island.” Blair, of Plymouth Harbor and formerly of Longboat Key, died April 29. She was 91. Born Feb. 29, 1924 — Leap Year — she was raised in Pittsburgh and also lived in Middletown, Ohio. She graduated from the University of Pittsburgh and was a fashion model and consultant, ad agency writer, TV news reporter, newspaper editor and public relations manager. Blair became involved with PIC
around the time of its formation in 1985 and 1986. In addition to opposing overdevelopment of the Key, she worked to require the town to obtain voter approval via referenda to obtain bonds. “Some people don’t want to get involved in local organizations because they feel like they’ve done all that where they lived before,” Blair told the Longboat Observer in 2006. “But it’s important to still be active in the community to keep it the way you want it.” Blair was preceded in death by her husband, C. Edward Blair. She is survived by sons Gustav Wilde, Ronald Wilde and Douglas Wilde; daughters Kristen Obaranex and Karen Minvielle; four stepchildren; 18 grandchildren; and nine great-grandchildren. A reception will be held from 1 to 2 p.m. May 15, at Plymouth Harbor, 700 John Ringling Blvd., Sarasota.

Town manager addresses boat mooring Town Manager Dave Bullock has responded to a complaint lodged by two boaters who can’t find a convenient space to dock for lunch. St. Petersburg residents Paul Tournier and Aleth Voarick sent an April 29 email to Mayor Jack Duncan, informing him they are having trouble docking between Moore’s Stonecrab Restaurant and Mar Vista Dockside Restaurant & Pub in the Longbeach Village. Tournier complained about approximately 12 sailboats anchored off the shore of Longboat Key in the area that they call “permanent residents of that anchorage.” Bullock responded to the request in a May 1 email at Duncan’s request, explaining the boats are allowed to anchor offshore as long as they are not interfering with the marked channel in the Intracoastal Waterway. “Local governments, including the town of Longboat Key, are prohibited from regulating anchorages within waters of the state except in statedesignated mooring fields,” said Bullock, who is also an avid boater. Bullock said the town’s marine patrol unit “is vigilant in checking the vessels in that area.” Bullock says there’s no evidence that any of the boats anchored in the area live there full time.
C.C. Shores seeks turn lane Country Club Shores residents took to the podium at the May 4 Longboat Key Town Commission to express approval for a Florida Department of Transportation study that will analyze whether a future left-hand turn lane is needed on Gulf of Mexico Drive for drivers heading southbound on the road as they attempt to turn left into the community. “A left-hand turn lane is more about safety,” said resident Ed Jewett. “It’s an escape lane that allows us to also keep traffic moving.” Commissioner Lynn Larson, a Country Club Shores resident, pushed for the turn lane as an FDOT priority for the road.

FDOT puts C.C. Shores crosswalk on the map The town will get four new crosswalks next year, one of which will be at Country Club Shores. A past report nixed the spot. KURT SCHULTHEIS SENIOR EDITOR
Country Club Shores is receiving a Florida Department of Transportation designated crosswalk after all. A list of crosswalk designations presented to the Longboat Key Town Commission at its April 6 regular meeting didn’t list a crosswalk at the Country Club Shores beach access location, but town staff said the omission was an error. Commissioner Lynn Larson, a Country Club Shores resident who pushed for a crosswalk near her community, brought the error to the attention of town staff. The Country Club Shores crosswalk will sit just north of the gated access portion of Longboat Club Road. “FDOT didn’t recommend one there at first but they took a sec-

ond look and said one is warranted,” Town Manager Dave Bullock said. Two other crosswalks will be built on Gulf of Mexico Drive at Companion Way and near Banyan Bay Club to accommodate pedestrian crossings north and south of the Centre Shops. Another crosswalk is planned near the Diplomat Condominium Beach Resort just north of Bay Isles Road. Public Works Director Juan Florensa said construction of the crosswalks, originally planned for the end of the year, will now begin in the first quarter of 2016. The town is also working with FDOT to determine whether the agency could approve roundabouts on Gulf of Mexico Drive at Broadway and the southern entrance of Longboat Club Road to protect pedestrians in those areas. Commissioners and residents also seek additional crosswalk locations on Gulf of Mexico Drive in the future at General Harris Street near a popular Sleepy Lagoon beach access and in front of the former Hilton hotel. FDOT determined that those locations do not need pedestrian crosswalks.

Luckiest P&Z Board members could be niners The commission seeks strength through fewer board members, plus up to nine years in a board seat. KURT SCHULTHEIS SENIOR EDITOR
The luckiest of the lucky seven individuals who are selected for a seat on a reduced Planning and Zoning Board could get nine years in their seats. Wrestling with the news that some longtime planning board members were upset with the commission’s decision to implement term limits, the Longboat Key Town Commission modified its decision to reduce its planning board at its Monday night regular meeting. Last month, the commission gave unanimous consensus to whittle down the membership of nine planning board members to seven members. The decision was made after much discussion the past couple of years by both the commission and the planning board, which has been described as “unwieldy” in its current form. The commission previously agreed to a term limit of two, three-year terms for a term limit of six years of total service for the new board members but backtracked on that decision Monday. Commissioner Jack Daly said he changed his mind on the term limits and now thinks they are a bad idea. “Every year, the commission has an opportunity to review expired terms and consider applicants,” Daly said. “I agreed with term limits last time, but now

Mayor Jack Duncan discusses ways to implement a new Planning and Zoning Board later this month.
I’m of a mind the present system is better as proposed here.” Key resident and former mayor George Spoll agreed. “The commission has the responsibility of putting the very best people into place with experience and capability to handle planning and zoning issues,” Spoll said. “I think it’s an act of cowardice on a commission that enacts term limits. You have the option every time a person’s term limit comes up to remove them and fill the seat with someone else.” Commissioner Phill Younger suggested three, three-year terms, and the suggestion gained traction. “That’s nine years and that’s a
long time,” Younger said. “Call it an act of cowardice or not, but unless there’s an overwhelming reason to take them out, it’s human nature not to make that move (to remove them).” Town Attorney Maggie Mooney-Portale will work to revise the ordinance before second reading next month that includes a suggestion by Younger that once the seven members are elected, their names will be placed in a hat, and the first three members drawn will receive threeyear terms. The next two names will receive two-year terms, and the last two members will receive one-year terms that won’t count toward a member’s ability to still have a full three three-year term. The terms need to be staggered when the board is created so all members aren’t up for terms at the same time to create continuity on the board. Town Clerk Trish Granger said every current member of the planning board has reapplied for a seat so far except Al Hixon and Walter Hackett. The deadline for applicants to apply or reapply for seats is at noon May 11. The commission will then hold an 11 a.m. May 18 meet and greet with all applicants. Later that day, the commission will hold a 1 p.m. special meeting to certify results of a mail-in ballot referendum and will then approve the sevenmember planning board on second reading. Commissioners will then select the new seven-member planning board at the same meeting.

DISPATCHER SWITCH SUPPORT: THEN THERE WAS ONE
Longboat Key Commissioner Irwin Pastor used his commission comments at the end of the Monday’s regular meeting to announce he’s now fully supportive of Town Manager Dave Bullock’s recommendation to transition the town’s current 911 dispatch service to Sarasota County. Pastor has spent the last three weeks meeting individually with Police Chief Pete Cumming and Key dispatchers, Fire Chief Paul Dezzi and Sarasota County Sheriff Tom Knight and Col. Deputy Chief Kurt Hoffman to learn about the transition. “I needed the assurances that the level of services were going to be the same if not better
than the current services we enjoy from our local police, fire and EMT services,” Pastor said. Pastor said he concluded there will be no change in the town’s level of service; new radios and computer equipment will reduce transfer call times; the city of Sarasota and the town will be on the same radio frequency to help with assistance needs; GPS technology will aid Sarasota dispatchers in dispatching officers to exact locations on the Key; the hearing impaired will be able to text 911; the license plate camera recognition system will stay in place; and the Sarasota Public Safety Communication Center is one of only 92 centers that are nationally accredited, and one of only 15 centers that are nationally fire accredited. Commissioner Pat Zunz is the only commissioner who remains hesitant about the pending switch, which could occur by the end of the year now that radio tests with Sarasota County have proved to be successful. — KURT SCHULTHEIS

Residents, town cite traffic as top priority Longboaters prefer placing traffic mitigation in the fast lane over pricy projects like burying utilities. KURT SCHULTHEIS SENIOR EDITOR
Want to know how important the seasonal traffic issue is for Longboaters? When Town Manager Dave Bullock brought up an islandwide $42.1 million undergrounding utilities project to more than 75 people at a North End Property Owners Coalition Forum April 22, at the Longboat Key Center for the Arts, a Division of Ringling College of Art and Design, many in the audience didn’t want to discuss the issue. “Why don’t you use that money to fix the traffic problem?” asked resident Jules Rauch. “We can’t live with the traffic we have now. We can live with the power lines. We have to think about our priorities.” The question sparked a halfhour debate from residents who told Bullock they are sick of the seasonal traffic gridlock that forces many of them to stay home rather than face sitting in their cars for hours on Gulf of Mexico Drive. “If we could use money to place officers at Bridge Street in Bradenton Beach and other locations, it would help,” said resident Herman Kruegle. Bullock said that may be true.
But he said the Florida Department of Transportation has to be the agency that addresses roads it controls, such as Gulf of Mexico Drive. And on April 28, Bullock told the board of the Sarasota-Manatee Metropolitan Planning Organization that if the SarasotaManatee area can’t manage traffic more efficiently during season, it will be in danger of losing both tourists and residents to areas that can. Bullock requested and received support from the MPO for a comprehensive traffic analysis of all traffic points that affect traffic from the barrier islands to the mainland. The MPO, which prioritizes both federal and local state transportation projects in both Manatee and Sarasota counties, directed FDOT Monday to conduct an analysis that will include looking at everything from traffic light timings, additional turn lanes, pedestrian crossings and other factors. FDOT District 1 Secretary Billy Hattaway told the MPO board that FDOT will report back to the MPO at its June 22 meeting for a strategy for the analysis and how much it will cost. Bullock and Longboat Key Mayor Jack Duncan have worked

for the past two months to gain support for the regional traffic analysis among neighboring agencies and municipalities. Bullock says FDOT “must own the problem” because it owns and controls all of the roads involved as part of the analysis. Bullock told residents last week at the north end forum that he’s hopeful the study will help. “We’ve seen businesses tell us their customers aren’t coming back,” Bullock said. “And homeowners say their renters aren’t coming back. There are complaints we’ve never heard before that need to be addressed.” Spanish Main resident Tom Freiwald told north end residents he and the Longboat Key Revitalization Task Force don’t believe such a study will solve the problem altogether, though. Freiwald is urging for a group of residents on Longboat Key and neighboring municipalities to look at the traffic issues from

the demise of a federally insured bank. “The property was on the market for 935 days,” Aldea said. “I’m pleased I was able to finally sell it.” A zoning overlay district that town staff was creating for the north end is being revised to give property owners in the area incentives for different types of new development for that area. Senior Planner Steve Schield said the Marteries have inquired about what’s allowed on the property but haven’t announced any plans for it. Schield said the property is zoned for office use, which means only real estate offices, banks and other professional offices are allowable uses. Schield said the Marteries could request rezoning the property for commercial use to allow for more variety. Zoning changes of the

A former bank building at 6960 Gulf of Mexico Drive that once housed the Longboat Key Chamber of Commerce sold April 24, for $549,000. Built for the former First Bank in 1976, the 4,756-square-foot glass office building sits on twothirds of an acre just south of the former Longbeach Chevron gas station and across the street from the Broadway beach access. Eugen Aldea, a broker-associate with Michael Saunders & Co.’s Palmer Ranch office, represented the seller, PFG LLC. The buyers, Anthony and Roxanne Marterie of San Rafael, Calif., trustees of the Marterie Family Trust, were represented by real estate agent Rose Alstrom, of Horizon Realty International. The property was previously purchased by PFG Asset Management LLC from First Bank for $533,900 in August 2010 and was transferred via quit claim deed to PFG LLC in March 2011. The Marteries also own two pieces of Key residential property at 590-591 De Narvaez Drive and a home at 705 Jungle Queen Way. The couple, who previously owned a home on Lido Beach and property in downtown Sarasota,
did not return a phone call seeking comment. Anthony Marterie is listed as the president of Marterie & Associates Inc., a subsidiary of Sausalito, Calif.-based North Coast Industries, which is listed as a clothing/dress manufacturing company. “The Marteries have not disclosed what they have planned for the property,” Alstrom said. The property had been stuck in legal limbo since July 2012, when PFG principal Aubrey Lee Price disappeared after a federal warrant was issued for his arrest over accusations that he used two funds to orchestrate a $70 million investment fraud. Price disappeared that summer after telling acquaintances and investors he lost a large amount of money and planned to kill himself. He had ties to 10 Manatee County properties, including the bank building. The Federal Bureau of Investigation arrested Price Oct. 28, 2014, after a police officer pulled him over during a routine traffic stop in Brunswick, Ga., and he provided the officer with a fake identification card. Price, who left his family and moved to Valdosta, Ga., was sentenced to 30 years in prison for faking his own death and creating a Ponzi scheme that led to

property to residential or tourism use, though, would require a referendum of the Key’s voters. Longboat Key District 5 Commissioner Pat Zunz says she hopes the Marteries keep an open mind about the property. Asked what she envisions for the north end area, Zunz said: “I would like to see the bank building, empty lots and gas station all become a small three-story hotel if I had my wish. It would be a good fit, and year-round visitors would encourage the use of the existing Whitney Beach Plaza and retail shops there. Unlike condos, it wouldn’t be seasonal and would make the north end retail sustainable. I’m not sure if anyone is ready to make that kind of investment, but I hope property owners keep an open mind on what the north end could become.”

VE DAY: 70 YEARS AGO
Observer
Friday marks the anniversary of the end of WWII in Europe — an indelible memory for its survivors.
Friday, May 8, marks the 70th anniversary of VE Day, the day the Allies accepted the unconditional surrender of Germany, ending World War II in Europe. Four years ago, in honor of Veterans Day, we gathered the veterans at Plymouth Harbor. Thirty turned out; 21 were World War II veterans. We’ve highlighted the WWII veterans above. These 21 were among the 16 million Americans who par-
ticipated in World War II. Today, there are about 1 million World War II veterans alive in the U.S. By the end of 2015, that number is expected to fall to 855,000. To commemorate the historic date, Great Britain will observe a national two-minute silence at 3 p.m. Friday, marking the moment Winston Churchill announced the end of the war. After that, historic Spitfire and Lancaster bombers will take to the skies, and a chain
of more than 100 beacons will be lighted throughout the U.K. In the village of Ardleigh in Essex, villagers plan to celebrate with a sausage and chip supper in the village hall. At the National World War II Museum in New Orleans, VE Day festivities will include a discussion with the grandchildren of Gen. Dwight Eisenhower and a live radio broadcast of “On the Air.” … The Greatest Generation.

‘Yes’ on Key Club referendum Dear Editor: I have already cast a big “YES” for the proposed Islandside Referendum. The Key Club needs to expand and offer more and better facilities for its members. The town of Longboat Key will be a huge beneficiary of the club’s expansion. MILAN ADRIAN LONGBOAT KEY
Traffic solutions must come first Dear Editor: We have read recently that developers suggest a change in zoning from condominium usage to condominium usage/resort would result in lowering the traffic impact. It has been written that the proposed zoning would constitute a lesser use of the roads than the present zoning when built out. We also received a letter in the mail stating the same thing: “Studies show that hotel guests use fewer vehicles and make fewer trips per day than permanent residents.” Nothing could be further from the truth. We are in the hotel/resort business here in Sarasota County. We can truthfully testify that the proposed zoning is the highest and
most intense use that could be assigned to that property. Chances are the “studies” mentioned relate to downtown Chicago, New York or Paris hotels, but they clearly do not relate to our Longboat Key situation. The developer’s suggestion that many people would not bother to rent cars and would use public transportation is also wrong. People who spend $500 to $1,000 a night for a room also spend $700 to $800 a week for a rental car, especially at that location on Longboat Key, with no shopping and no restaurants. We are not opposed to development, but we are opposed to misrepresentation. And we are opposed to any further development until the traffic situation is rectified. Otherwise, Longboat Key and Sarasota will become unpleasant winter experiences like Palm Beach, Fort Lauderdale, Naples and other overdeveloped parts of Florida. GEORGE AND SALLY RAUCH LONGBOAT KEY
Further development will destroy lifestyle Dear Editor: The question before us is simple: Will the new Key Club development make life better for the current residents of Longboat Key? Longboat Key is a narrow, fragile barrier island that is already suffering from the
effects of too much density. Traffic on Gulf of Mexico Drive is horrendous during season (it is hard and dangerous for bikers and pedestrians to cross the road). It has been impossible to get into popular restaurants without booking weeks in advance. Tennis courts are jammed. There are no parking spaces at Publix’s in season. Each large new construction project brings our delicate Key closer to ecological, social and economic destruction. Because of the recent recession, resort development halted all over the country. But in the last year, hurricane-like forces of development have come roaring back. All of the charming bungalows and beach cottages that were the essence of Longboat Key soon will be gone. The new hotel at the Longboat Key Club in and of itself may not do all that much harm. But it rolls us down a slippery slope toward overzealous development. If Longboat Key keeps relaxing the zoning codes for each new developer who comes along, the town will be killing the goose that lays the golden eggs. I have watched this happen along the whole length of Long Island. One-hundred years ago, Coney Island was a charming little beach town. Today, it is a slum. The same process happened to town after town along the South shore, all the way until it reached the Hamptons. Recently, East Hampton has been fighting off the developers. It “up-zoned” the vacant land so that buildable large plots required two or five acres. It also set up a land-conservation program and instituted a tax of 2% on all home sales to pay for it. The income from this tax was used to buy up significant land and farms to halt development. Critics said that the tax would destroy

LONGBOAT KEY HAS REACHED THE TIPPING POINT
The Longboat Key Club
Dear Editor: If one pays careful attention to your April 23 issue, the thoughtful reader may indeed come to the same chilling conclusion I have: Our beloved paradise of residential exclusivity and pristine natural beauty is dangerously close to a precipice. And if it is crossed, our paradise will gradually disappear into traffic blockage that even a quadruple bypass could not fix. Tourists will be thick as a biblical plague of locusts, some zipping around on Segways; renters will be crammed into condos and single-family homes celebrating as if spring break occurred weekly. Think this absurd? I suggest you read “The Tipping Point” by Malcolm Gladwell. First, consider your front-page story that Goodwill is still seeking a location here. I am all for charity and donations done privately and anonymously. But the Longboat Key I invested significant money in for residential property is not the spot for Goodwill. We have our churches and temples, which are integral to our community and already serve charitable functions. I have donated numerous times to Goodwill and have no problem driving to Anna Maria Island or Bradenton to drop off merchandise; I don’t think we need one we can walk to. And yes, image and perception are major factors for prospective Longboat Key property buyers.

BLAKE FLEETWOOD The editor of the Longboat Observer wrote that the essence of our stewardship LONGBOAT KEY
Second, there is the town center, which is beyond the province of town government to waste $1.5 million on purchasing the land. Such investment and development is best left to actual real estate developers, not central planners who think they know better than the private market. Third, there is the Longboat Key Club Trojan horse proposal. It is looking to convert 300 residential units to tourism! Great for them (more money) and bad for us (more traffic, more temporary visitors who do not care whether our beaches and other resources are overrun). As Ray Rajewski and others have so intelligently pointed out, this is in addition to the future tourist rooms at the former Hilton and Colony Beach & Tennis Resort come the day that boondoggle is adjudicated and a developer puts up more and more tourist accommodations. And let’s not forget the increasing number of homes and condos that have become short-term Motel 6s. So what does our beloved Longboat Key tip into? First, we become Bradenton Beach, then Miami with attendant crime and decay. And in the final apocalyptic vision, we become the Colony in its present dilapidated state. Like Hiroshima Park, the fenced off Colony is our dire warning.

Q+ A WITH CYNDI SEAMON
C
yndi Seamon hasn’t been a lifelong turtle enthusiast, but when she moved to Siesta Key in 2002, she found her passion on a Sierra Club turtle walk. She moved to Longboat Key a year later and began turtle patrol work with Longboat Key Turtle Watch. She is now the group’s vice president and patrols the beaches three mornings a week. Q: When was the first time you saw a nest hatch? A: You have to be in the right place at the right time. I didn’t see one for my first three years, and some people walk for 15 years and never see a hatching. Q: It’s hard to get up at 5:30 a.m. How do you do it? A: I’m a morning person, so it’s not a huge problem for me. I live on Longboat, so I have it easy compared to other volunteers. Some have to drive really, really far. We have volunteers from Lakewood Ranch, and in the past, we’ve had someone all the way from Parrish. Q: How do you spend your mornings during the months of November through April? A: Besides sleep in? I’m busy with other organizations. I volunteer for Save Our Seabirds and the Citizens Advisory Committee of the Sarasota Bay Estuary Program. There’s always stuff going on. It’s very easy to meet people down here, and there are always things to do. Q: Before you were helping out the turtles, what did you do in your life up north?
A: I still got up really early in the morning. I was a real estate closer for a title company, and I had a much bigger commute. My husband, Mike, and I both love the snow, but we love the weather and being by the water here. Q: Why doesn’t Turtle Watch advertise public nest openings anymore? A: The Florida Fish and Wildlife Conservation Commission was concerned too many people would come, and we’d be unable to communicate the right information. They were concerned we wouldn’t be able to educate the crowd. So now, we have a list of people who get notified, and if people want to be on the list, they can call. Q: What do you say to those who think the town focuses too much on turtles? A: Turtles have been nesting for a very long time, before we got here, and they still do it despite us being here. We need to learn to share this with them and respect each other’s territory. Most people are really good at that. If everybody can work together to make people safe and

also be turtle-friendly, what’s wrong with that? We need to be able to see, but we don’t need to light the sky. Q: Why do turtle watchers walk first thing in the morning? A: We’re trying to get out before anyone disrupts any of the crawl activity, so we can send accurate information to Mote. People set their chairs and tents down right in tracks without even knowing. We try to beat them. Plus, you’d
melt in the heat if you started later. Q: Why do you use the stakes? A: They’re to mark off the areas so people know they’re not supposed to disrupt nests...It also aids us greatly in finding activity each day. If you don’t have something to look for, you’d never be able to find the nest. Q: What should you do if you find a hatchling? A: Don’t put them in the water.
If someone finds one during the day, he probably got disoriented during the night and is very tired. He really needs to rest. If you see one at night crawling toward the water, don’t mess with him because he’s going the right way. If he’s crawling east or parallel to the beach, get him in a bucket with moist sand and keep him out of light and air conditioning. Then call one of us. — KRISTEN HERHOLD

As an ecologist, I am part of a dedicated team that oversees the reclamation of Mosaic’s mined lands. Before phosphate operations begin, I work with scientists, engineers and environmental specialists to carefully plan for reclaimed land uses. Last year, those plans included planting more than 2 million trees — and reclaiming land for wildlife habitats, parks, agriculture and other productive uses. There’s a reason Mosaic’s 4,000 Florida employees are so passionate about reclamation: we know our kids and grandkids will enjoy these lands for generations to come.

Above: A rendering of the proposed development area.
1. What is the purpose of the referendum? The referendum is not asking for any new density. It would simply allow 300 tourism units to replace 300 units of existing residential density. 2. What will be the impact on traffic? Studies show that resort hotel guests use fewer vehicles and make fewer trips per day than permanent residents. 3. Why would the tourist units be good for our community Most residents of Longboat Key were visitors to Longboat Key prior to purchasing real estate. Tourism has been an essential key to increasing real estate values and a strong year-round economy on Longboat Key.
A STRONGER TAX BASE A strong tax base in the non-residential sector allows lower millage rates, lower taxes for residents, and quality public services like fire, ambulance, parks and public safety. FEWER VEHICLES Studies show that resort hotel guests use fewer vehicles and make fewer trips per day than permanent residents.
170892
4. How would tourism units benefit our community? The hotel complex and development will help provide a strong tax base in the non-residential sector which allows lower millage rates, lower taxes for residents, and quality public services like fire, ambulance, parks and public safety.
A STRONGER COMMUNITY Proposed improvements to the Longboat Key Club will ensure that the property remains a first-class destination for discerning visitors for years to come. This will create a sustainable year-round balance of residential and tourism units for a stronger community with property values reflecting this strength.

Swan keeper David Novak hopes the newest cygnets will show strength in their critical first days of life.

Longboat Key’s two mated swan pairs — new couple Sully and Susie plus longtime lovebirds Stan and Wendy — each hatched three cygnets May 1 and May 2, respectively. Sully and Susie had seven total eggs, but only three hatched. Three cygnets from Stan and Wendy’s nest hatched, but one died shortly thereafter. “On the third day, Wendy had culled one of the cygnets,” Novak said. “We say three cygnets in each nest, but that number can change, and it’s changed already. It’s amazing what they do. They really seem to challenge the cygnets. They’re in the water when they’re 2 days old. It’s almost like the parents are testing them for their strength.” Novak has also noticed weakness in one of Susie and Sully’s cygnets and doesn’t think it will survive. Surviving cygnets will receive their first round of veterinary care May 8 or May 9, during which their wings will be pinioned to prevent them from flying away. Novak’s biggest concern is that the parents could hurt or abandon their babies. “What I worry about now is if the parents view the cygnets to

be too small in number, they may decide to cull the rest and call it a season and wait until next year,” Novak said. “It’s a concern of mine that could very well happen. It’s happened before.” If the parents stick with their offspring, the cygnets will remain with them until December or January. Novak hopes to place two males as a pair in the waters between Sabal Cove and the Bayou. Before the newest addition of cygnets, there were 15 swans on the island. Swans have a 35-day gestation period, and, during that time, the mother sits on her nest for 22 hours each day, leaving only to feed. Novak’s neighbor, the late Alan Stone, brought a swan pair, George and Gracie, to the island in 1995. Then Gracie, the swan family matriarch, contracted botulism and died in 2007, which piqued Novak’s interest in the family. In 2013, Novak created the Gracie Swan Foundation, making his swan caretaker role official. Of this year’s batch of cygnets, Novak said: “It’s a bit of a disappointment we had small numbers this year. It happens, but it is disappointing. Hopefully, these remaining cygnets can survive.”

MEN PUT THEIR BEST FEET FORWARD Bob Neudorfer, Bob Miccio, Gino Del Pup and Darryl Jelinek enjoyed a day out as the season comes to a close and the friends depart for their summer homes. The men started off the day all smiles at Nails of Longboat Key while getting their first pedicures. What they didn’t know was that their wives submitted their photo to the Longboat Observer. Surprise!

Community remembers Mote’s Shark Lady
Eugenie Clark died Feb. 25. She was 92.
We want your best photos of nature birds in flight, flowers in bloom, etc.

Mote Marine Laboratory founder and famed “Shark Lady” Eugenie Clark died Feb. 25. When her family members spread her ashes five days later from the ship R/V Eugenie Clark into the Gulf of Mexico, they encountered a special visitor: “Someone took a picture of us, and in the water, right beside us, was a shark,” Clark’s only grandson, Eli Weiss told a crowd of hundreds at a May 4 celebration of life for his grandmother. “I hope you enjoy your last dive, Grandma Genie.” Mote held Clark’s celebration May 4 because it would have been her 93rd birthday. The service featured videos and speeches by those who knew her. “She touched a lot of people,” said Kumar Mahadevan, president emeritus of Mote. “She had a great bond to this community. Even when she left in 1966, this was her extended family.” Born in 1922, in New York City, Clark discovered her love for the ocean at the New York Aquarium at Battery Park when she was 9. She studied zoology at Hunter College, earned her master of arts in zoology at New York University in 1946 and her doctorate in 1950. In 1955, Clark founded the Cape Haze Marine Laboratory in

Born July 2, 1925, Mrs. McAuliff was a professional dancer with the Merriel Abbott Dancers and performed in the Empire Room of the Chicago Palmer House with the Tommy Dorsey Orchestra, as well as aboard a cruise ship to Rio de Janeiro and then at the Copacabana Hotel in Rio. She appeared in two movies, “Swing Fever” and

FLORENCE WARD, 87, of Longboat Key and Peters Township, Penn., died May 2. Mrs. Ward graduated from Mount Mercy College. Although she spent most of her life as a loving mother and homemaker, she also had an 11-year career as director of food service at John Kane Hospital. She was an avid bridge player. Mrs. Ward is survived by her husband of 63 years, William
Placida. After years of success, it became Mote Marine Laboratory in 1967. What was once a one-room lab has since become a world-class research facility with six campuses in Florida and more than 200 staff members. “We come together to celebrate a very meaningful life,” Mote President and CEO Michael Crosby said at the celebration. “She was a mentor, colleague and good friend to enjoy a martini with. Her life was an extremely exciting story.” In 1968, Clark left Sarasota to teach at the University of Maryland, where she stayed until her retirement in 1992. “She was an extraordinarily important figure,” University of Maryland Provost Mary Ann Rankin said. “She’s a real legend. The whole university mourns her loss.” Although Clark leaves a legacy of success as a marine scientist, those close to her remember her love of life and ever-present sense of humor. “The thing that struck me was how approachable, humble and how easy she was to talk to,” Mahadevan said. “There’s not one time I recall that she was ever cross or upset about anything.” Clark, who was partially of Japanese descent, succeeded at a time when both women and Japanese citizens were struggling to gain equal footing in the U.S.

Eugenie Clark was renowned for her research on sharks and tropical sandfishes.
“In those, days, there was a great prejudice against Orientals,” said Jose Castro, of NOAA Fisheries and biographer of Clark. “She was a pioneer in opening careers for women. She had the three qualities that are necessary to be a good scientist: curiosity, education and determination.” Clark was especially close to her grandson. “She taught me about so many different things throughout the years,” Weiss said. “There are really so many memories. She
really loved life, (and) she enjoyed it to the fullest.” In her later years, Clark never allowed herself to act her age. At 88, she dove off a high dive, and on her 92nd birthday last year she went scuba diving. “The week before she passed, I had never seen her happier,” Mahadevan said. “I couldn’t believe it. She was so happy and so relaxed. She said, ‘I’ve had a good life, a very good life.’ I hope when my time comes I can say that.”

JOURNEY
Attention, globe trotters: You have five months left to submit photos for the ‘It’s Read Everywhere’ contest.
What a ride the last seven months have been. Last fall we asked you to take us along on your travels for our 2015 “It’s Read Everywhere” contest, sponsored by SarasotaBradenton International Airport. Here’s where you’ve taken us: We’ve been to Cuba three times, biked across Vietnam and the Golden Gate Bridge and summited Mount Kilimanjaro in Tanzania. We’ve been on a safari, during which we saw no lions or tigers, but plenty of polar bears in Manitoba, Canada. We saw Tasmanian devils and kangaroos in Tasmania, cheered on the Seattle Seahawks at Super Bowl XLIX in Phoenix, cruised the Mississippi River and celebrated Mardi Gras in the Big Easy. At press time, 94 of our readers
had taken us along on their travels for this year’s contest. But as season ends and snowbirds and summer travelers trot around the globe, we’re excited about where you jet-setters will take us. Readers have until Sept. 30 to submit their photos. One winner, who will be announced in November, will receive two travel tickets courtesy of Sarasota-Bradenton International Airport. So, when you pack your suitcases, don’t forget to pack your Observer newspaper and enjoy the journey ahead. Bon voyage!

April brings shower of birthdays to O’Neill’s home
K
“Seventeen years ago,
ip O’Neill’s birthday isn’t in April — but she has many April babies in her circle of friends. O’Neill hosted the 17th annual April Girls Party, which celebrated 16 of her friends who all have April birthdays. The party started as a birthday party for O’Neill’s friends, Chantal Diem and D’Arcy Arpke, and was solely for residents living in Longbeach Village. When O’Neill found out just how many friends she had with April birthdays, she expanded the party. Today, it celebrates 16 women.
we decided to throw a little birthday party for two people. All of the sudden, someone said, ‘It’s my birthday, too.’ I kept getting that, and now we’re up to 16 people. It’s become a tradition, so I just keep doing it.”
