fine a key segment of the city. “That side of Main Street has really struggled,” said David Chessler, a member of the group that purchased the property. “We want to do something special there. We want it to be magnificent for the community.” That investment group, which also includes entrepreneurs Jesse Biter and Eric Baird, said they have no set plans for the site. Speaking about the property, which houses the Hollywood 20 movie theater and the Babe Weiller branch of the YMCA, the buyers have indicated they aren’t lacking ambition. “We want to get this right,” Biter said. “Right now, there are a lot of options.” Steve Horn, an Ian Black Real Estate sales associate who helped represent the buyers in the deal, agreed with Biter’s assessment. “Really, I think the palette is wide open,” Horn said. “And I think the neat thing about that end of Main Street is that it can be anything.” Beyond a 10-story height restriction, Horn said Main Plaza offers more flexibility than almost any other site in downtown Sarasota thanks to its size. Larger retail ventures, such as a grocery store that would normally have limited options in the downtown core, could operate at Main Plaza. Horn listed retail, residential, office, hotel and even a conference center as possible uses. But it could be that none of those options ultimately becomes the chosen path. Horn said he’s heard a flood of ideas for what should go on the site since the deal was announced. If nothing else, the sale has created a renewed energy for a portion of downtown Sarasota that often gets overlooked. “The more you talk to people about it, the more ideas and interest there is,” Horn said. “Once they got the conversation started, all of a sudden, everybody looked at it and thought, ‘What a great opportunity.’” That change in attitude highlights the state of Main Plaza after Connecticut-based Paragon Realty Group purchased the property for $40 million in 2005. Horn said the previous challenges facing the property were circumstantial, rather than specific to the site — the 2005 purchase price, combined with the subsequent economic downturn, limited the potential for growth. Under current conditions, Horn said the new owners shouldn’t face the same problems. “Even if the market goes through another cycle, they’re going to be OK, and they can develop their way through it,” Horn said. The county, which owns the 0.95-acre property at 20 N. Washington Blvd., issued an invitation to negotiate in July in hopes of finding an interested buyer. The county originally placed the property on the market in 2013, but the initial agreement it reached with a developer fell through. By the end of the bidding period in October, the county had received two proposals — both to develop a hotel on the property.

the sale of the adjacent property — particularly given the buyers. He agreed Main Plaza could only benefit from the revitalization associated with new ownership. “The place has been a quiet zone for a long time, beside the movie theater,” Evanoff said. “I think anybody in the area that’s down there should be happy, because they’re only going to bring more traffic and clean it up.” Downtown Economic Development Coordinator Norm Gollub also said size is one of the site’s primary assets. Large office space — 20,000 square feet or more — can attract corporate headquarters and regional offices, something the heart of the city is currently lacking. “It’s always nice to have large floor plates to offer to companies,” Gollub said. “That’s been one of our weaknesses in downtown.” Having a bevy of options creates its own challenge, though. There are complicating factors for any given use, Gollub said. For example, he asked, what impact might the significant

One proposal comes from SKC SP, which is led by Civix — the development group that spearheaded the original Kimpton Hotel proposal the county agreed to in 2014. The proposal still calls for a Kimpton Hotel with 120 rooms and a 120-seat restaurant. In exchange for the county property, which is currently a parking lot, SKC SP is proposing to construct an 86-space lot at 2051 Main St. The group would then pay the difference between the appraised value of the two sites. residential growth in the nearby Rosemary District have on the Main Street housing market, if they chose to build condos? Or, could the market sustain a more retail-heavy concept? Gollub said existing stores are heavily concentrated on the western end of Main Street, and the low vacancy rate of 3.5% throughout downtown suggests there’s room for growth. No matter what path they take, the effects will be felt throughout the eastern end of downtown. “I hope they do their due diligence on what the market will bear,” Gollub said. “Given the purchasers, they’re pretty innovative. I look forward to a unique product, hopefully, that they can bring to the public and the market.”
The Starwood proposal is a new concept.
New York and Boston-based HAAD/ARCAD Inc. The group proposed an eightstory, mixed-use building, with a Starwood Hotel on the top three floors. The plans include 16,400 square feet of retail on the first two floors, 52,500 square feet of office and commercial space on the mid-level floors and 32,500 square feet of underground on-site parking. HAAD/ARCAD agreed to a purchase price based on the average of two future appraisals of the land. The county has not yet scheduled a date for the commission to evaluate the proposals.

Lido Beach mini golf course hits hazard

When a group led by Daiquiri Deck President and co-owner Troy Syprett submitted plans to redevelop the Lido Beach pool and pavilion, the proposal included one particularly notable feature: a miniature golf course. On Saturday, Syprett explained the thought process behind the plans to a skeptical crowd of Lido Key residents. The proposed mini golf course, he said, was a matter of practicality. In 2014, the city issued an invitation to negotiate in hopes of securing a lessee willing to fund improvements to the Lido facilities, located just off the beach. Syprett said he felt the need to create an asset for the city of Sarasota, which once considered shuttering the pool and pavilion for half the year to cut costs. “I look at Lido Beach, and it always confounds me that Lido hasn’t been recognized the same way Siesta has been,” Syprett said. “It’s just as nice as Siesta — the amenities attached with it is always where it’s been lacking.”
Considering the environmental and height restrictions on the property, the group had limited options as it sought to make its plans stand out. And so, this past weekend, Syprett found himself detailing the evolution of mini golf course design to the Lido Key Residents Association. “When you think of a mini golf course, you think of clown heads and windmills and that sort of thing,” Syprett said. “Those are mini golf courses of the past.” PLANS & PARTNERS

space area for special events, a playground, a tiki bar, new cabanas at the pool and a small water park/splash pad area targeted at kids 9 years old and younger. Although the partnership formed for this project, its roots go back nearly five decades. Syprett was childhood friends with Gavin Meshad, vice president of JWM Management. Both men felt strongly about improving the community they grew up in, and saw an opportunity to reconnect professionally after pursuing separate career paths. “Troy’s got the entrepreneurial vision, and my job is to critique everything,” Meshad said. “That’s kind of been our role since we were kids.” “Being long-time residents of Sarasota, we felt this was an opportunity to see Lido Beach turned into the jewel it should be,” Syprett said.

Before the meeting wrapped to a close, Shoffstall assured those in attendance that more opportunities to offer feedback would arise in the future, as Syprett’s group continued negotiations with the city. David Boswell, the city’s assistant purchasing manager, said there would likely be multiple community workshops before the proposal even went to the commission for review. As Lido Beach Redevelopment Partners continues its pursuit of the pool and pavilion, Meshad urged residents to keep an open mind when they ruminate on Syprett’s vision for the property. “Please don’t judge him because you like or don’t like the Daiquiri Deck,” Meshad said. “He’s much more evolved than that.”

It also suggested an outdoor eating area and “enhanced food service.” “They followed what we, as an association, said in three presentations to the commission as to what we would like to see,” Shoffstall said. At Saturday’s meeting, a series of concerns arose — including, but not limited to, questions about parking, traffic, food quality, revenue splits, liquor sales and the character of the clientele that might be attracted to a mini golf course. The proposal is still in early planning stages. Things like the mini golf course were included to produce another income stream and an alternative to just adding a restaurant to the 2.5-acre pavilion area. Syprett’s open to change.

Evaluation Deregulation The city charter requires a formal assessment of three key officials on an annual basis, but the City Commission hasn’t conducted a review since 2011. DAVID CONWAY NEWS EDITOR
City Manager Tom Barwin is skeptical about the value of a typical performance evaluation. That’s why, in his 2012 contract with the city, he included stipulations regarding how the City Commission’s annual review of his performance should be conducted. Per the contract, the city must bring in a third-party specialist to facilitate any evaluation. “Performance reviews are a double-edged sword,” Barwin said. “If they’re done well, they can be very positive to an organization. If they’re done poorly, which most are, they’re problematic.” But in more than three years as city manager, Barwin has yet to be formally evaluated by the City Commission. The city charter states that the City Commission should conduct a review of the three charter officials — the city manager, city attorney and city auditor/clerk — on an annual basis, at least. But the commission hasn’t conducted any evaluations since 2011. In late 2013, the commission began discussing how to carry out Barwin’s first review. Vice Mayor
Suzanne Atwell was critical of the evaluation process, which asked commissioners to assess whether an official was performing above, at or below expectations in a series of categories. “I think, historically, our evaluation process seemed to me to be kind of metric-oriented, quantitatively oriented, rather than perhaps more qualitatively oriented,” Atwell said. After an early 2014 debate over whether citizens should participate in the review process, the momentum stopped without any of the evaluations being conducted. Barwin reached his second anniversary in office in September 2014. Soon after, the commission faced rapid turnover: Two commissioners resigned from their positions in November, and both interim commissioners appointed to their seats lost their elections in May 2015. City Commissioner Susan Chapman says that turnover is at least partially responsible for the lack of formal reviews. She says that when new commissioners Shelli Freeland Eddie and Liz Alpert feel comfortable, she’d like for the board to revisit its conversations regarding the review process. Although she’s never had the opportunity to participate in the process, she believes the annual evaluations would be a useful tool — particularly because it gives the commission a chance to openly discuss its views with one another. Still, she thinks there are ample opportunities to commu-
nicate with all three officials on a day-to-day basis. “I am not one who thinks the annual evaluation is the most be all and end all,” Chapman said. “I think it’s important to tell people how you feel about certain issues as you go along.” Alpert said it’s important to conduct the reviews to make sure the charter officials know where they stand. She agreed that the lines of communication between the commission and officials were satisfactory, though. “I don’t have any complaint about any of them,” Alpert said. “I’ve been impressed, actually, with the charter officials and city staff in general.” Barwin said he meets weekly with each commissioner, which gives him a good sense of the board’s concerns and interests. “I think this goes on each and every week,” Barwin said. “We have a candid exchange of ideas and reviews of city issues.” City Attorney Robert Fournier and City Auditor and Clerk Pamela Nadalini also said they felt comfortable with the direction they were getting from the commission even in the absence of formal evaluations. “My sense is the commissioners and myself have a pretty open dialog,” Fournier said. “If they needed something or felt something should be done in a different way, that would be communicated.” Nadalini, who has gone through the review process twice, said she saw the feedback as helpful input

Despite not undergoing formal reviews, the commission has raised both Barwin and Nadalini’s annual salaries in each of the last three years. The city compensates Fournier on an hourly basis and did not provide annual earnings for him by press time.

Der Dutchman owner seeks Pinecraft hotel DUTCHMAN HOSPITALITY INC.

The firm owns four Carlisle Inns in Ohio and six restaurants, including the Sarasota Der Dutchman and the surrounding property where the hotel will sit. It acquired Der Dutchman and part of that property from Troyer Corp. for $5,194,000 in 2012.

The largely Amish and Mennonite Pinecraft neighborhood is marked by unassuming homes, shops and residents traveling on tricycles and bicycles. But a fourstory hotel could become part of that landscape. Dutchman Hospitality Inc., based in Walnut Creek, Ohio, plans to build a 100-room hotel near the Der Dutchman Restaurant it owns in the Pinecraft area. The firm’s president, Mike Palmer, said the tentatively named Carlisle Inn of Sarasota will feature Amish decor similar to that of Der Dutchman’s decor, with high-quality woodwork, quilts and emblems. It would also have communal spaces for gathering, playing games or conversing. “We appreciate our history and our heritage,” Palmer said of the company, founded in 1969 in an Amish and Mennonite community in Ohio, which is still owned by members of that family. The hotel will not be built to compete with luxury hotels in the downtown area. “By no means can we afford to do something like the Ritz-Carlton,” Palmer said, “But (it will be) the best quality we can afford to

invest in.” Palmer offered a $100,000-perroom benchmark as a rough estimate but said it’s too early to estimate its overall cost. Palmer said the hospitality group incurred significant debt acquiring Der Dutchman in 2012, but has since reduced it to a level at which owners felt comfortable taking on the project. “I think it’s something the family has wanted to do for a long time,” Palmer said. Sarah Miller, a co-owner of
Miller’s Dutch Haus Furniture, where the front door looks out on the east side of the restaurant, said she’s looking forward to it. The closest hotel is currently closer to Fruitville Road, she said. As a result, many visitors only visit Pinecraft’s shops for an afternoon. With closer accommodations, she hopes, that will change. “I think people would stay longer if they had something this close,” Miller said. Ella Bontrager, who has lived in
the area for 40 years, is also excited about the hotel. “We’ve been waiting for it,” she said. “It will be a nice addition to the area.” Palmer estimated the hotel will employ 75 people. During season, it will cater to a broad range of tourists from the Midwest. Offseason, Palmer said, the hotel could attract travelers and teams visiting Sarasota for events such as rowing competitions at Nathan Benderson Park. Ella Miller Toy, owner of Alma
Sue’s Quilts, said she hopes groups on quilting retreats will stay at the hotel, which would be adjacent to her shop. “I think the hotel will be a great asset,” Toy said. “My only hesitation is that once you bring a big structure in here, you lose the charm of a place like this. Will there be a huge gang of people here? Only time will tell.” The hotel could accommodate families, larger groups and motor coaches, according to Palmer. The hospitality company will need zoning changes and exceptions to build a 55-foot-tall building in a zone where structures are limited to 35 feet. It would also need to move stormwater retention offsite. The firm aims to begin construction next summer and open before season in 2017. “We trust (the height) isn’t problematic,” Palmer said. “It is by no means a skyscraper.”

HOW WE ARE ROOTED IN GOD MATT WALSH
T
he world is roiling. They’re out there, everywhere: Anxiety. Uncertainty. Fear. Stage II cancers, and spreading. Are we safe? Is this a prelude? At home, we have strife, too. Discord: whose lives matter … disrespect for law enforcement … intolerance of speech and religion … should states be forced to take Syrian refugees? … And the president carps, tears apart. He is supposed to unite. He refuses to fight. All of it: disturbs, distracts, angers, creates angst. What’s next? And yet, as always, you go on, live in the moment, move ahead. For many, Thanksgiving Day will bring a respite from the turbulence. A day that kindles in us great gratitude for what we have — for our families and friends and the blessings bestowed on us. And it’s a day we pray that God looks with favor on those who are less fortunate than we. Thanksgiving is also a time to take stock. To look beyond the moment and the golden turkey and reflect. We do this every year here. We like to retell the story and roots of Thanksgiving, because this story of our forefathers — the Pilgrims — helps reset our compass. It reminds us how we came to be — the New Hope in the New World. It reminds us of who we are and who we are supposed to be. PERSECUTION OF THE PILGRIMS
The roots of Thanksgiving Day go far deeper than the popular story of the Pilgrims at Plymouth Colony in 1622. Yes, they were thankful to God for their bountiful harvest and their newfound Indian friends. But if you can imagine yourself in the shoes of any of the original 102 Pilgrims who sailed from Leyden, Holland, for America, a land unknown, and who survived that tumultuous journey, followed by two years of near starvation, your gratitude simply for being alive would put a whole new perspective on Thanksgiving Day. It was far more than being being thankful for a big fall harvest and feast. Seldom, if ever, do we focus in our history texts on the details that compelled the Pilgrims — also known as Separatists, Puritans and Calvinists — to set sail. The textbooks typically mention
— briefly — they fled religious persecution. But especially today, in this world of renewed religious persecutions, it’s instructive to remember the details of why the Pilgrims mustered the courage to cross the Unknown Ocean for freedom — religious freedom. In his 500-page, handwritten account of Plymouth Plantation, Gov. William Bradford wrote how his fellow Calvinists in England became “hunted and persecuted on every side, so as their former afflictions were but as flea-bitings in comparison of these which now came upon them. “For some were taken and clapped up in prison, others had their houses beset and watched night and day, and hardly escaped their hands; and most were faine to flee and leave their houses and habitations, and the means of their livelehood,” Bradford wrote. After a year of this and meeting in secret to practice their worship of God, they saw “they could no longer continue in this condition,” and “resolved to get over into Holland.” The people of Amsterdam, they had heard, accepted the free practice of religion. But sailing 200 miles to Amsterdam was no small matter; it was a monumental ordeal. Bradford describes the fear many of the Separatists had of leaving England, as bad as it was, as “a misery worse than death.” “But these things did not dismay them — for their desires were set on the ways of God and to enjoy his ordinances,” Bradford wrote. The trip to Holland was horrible for many. Chartered ship operators, once at sea with the Separatists, robbed them; ransacked their belongings; molested many of the women; and then sailed back into the original port and turned over the Separatists to local authorities, who then imprisoned them. Amazingly, the Separatists didn’t give up. “Some few shrunk at these first conflicts and sharp beginnings,” Bradford wrote, “yet many more came on with fresh courage and greatly animated others. And in the end, notwithstanding all these storms of opposition, they all got over at length.” For 12 years, the Calvinist-Separatist-Pilgrims lived and practiced their religion in freedom and peace in Leyden, an area within Amsterdam where many of them became weavers. And then the trouble began again. Bradford wrote of “Arminians, who greatly molested the whole state” and university professors and other preachers who began to slander the Pilgrims’ religious practices. The tormenting rose to such a level that Bradford said some of his neighbors preferred being in prison in England than “this liberty in Holland, with these afflictions.”
DIFFICULTIES, BUT NOT INVINCIBLE
Distressed by the increasing abuse, the Separatists’ elders began to look ahead. They believed within a few years they “were fearful either to be entrapped or surrounded by their enemies” and unable to flee. What’s more, they worried about their children. It was common for them to labor long hours in the mills, “their bodies bowed under the weight.” Many children also were falling to the temptations of youthful “licentiousness” and being drawn into “extravagant and dangerous courses,” Bradford wrote. Parents saw “their posterity would be in danger to degenerate and be corrupted.” At the same time, many of the Separatists looked outward and spoke among their neighbors of “advancing the gospel of the kingdom of Christ in those remote parts of the world,” Bradford wrote. All three of these influences — persecution, the well-being of their families’ future generations and spreading God’s word — combined to motivate the Pilgrims to seek a new beginning. As they discussed their options, Bradford wrote, “It was answered … the difficulties were many, but not invincible.” So they set sail to a land unknown. Bradford wrote of “winds so fierce and the seas so high,” and the Mayflower “shroudly shaken” and leaky, raising the constant fear the ship would shrink and they would perish at sea. When they finally stepped on land in the harbor at Cape Cod, Bradford wrote the Pilgrims “fell upon their knees and blessed the God of heaven, who had brought them over the vast and furious ocean and delivered them from all the perils and miseries thereof.”
CORNERSTONE: ROOTED IN GOD
Nearly 170 years later, when George Washington proclaimed the first national Thanksgiving Day in 1789 (see below), he eloquently articulated his heartfelt gratitude for “the many and signal favors of Almighty God” bestowed on the young republic and its people. Washington expressed his conviction that our nation’s birth and existence were the result of the grace of God — “His kind care and protection” and “manifold mercies.” And with his proclamation, Washington cemented again the cornerstone that the Pilgrims laid — that our nation is rooted in religion and faith in God. We’re not a secular nation. We believe in God. As you gather with family and friends, reflect on and remember that Thanksgiving is far greater than a celebration of a bountiful harvest. It’s a reminder of who we are. Happy Thanksgiving.

When one looks over what the major contention is on a homeless shelter, it’s where and how to handle the chronic homeless. They are basically those with mental and other psychological problems, which guide them not to want help, housing, control, guidance or other steps toward what society feels is a more normal life. Thus, alcohol, street living, panhandling, etc., are their way of life. Those pushing for a citylocated shelter believe it needs be near services, assistance, the courts, law enforcement, etc. Those who have visited a similar operation in Pinellas County tell me about fencing with sharp wire on the top surrounding the facility, etc. If the the facility is placed on Myrtle Street, it means the inhabitants will have to walk past a high school, middle school, grade school, Boys & Girls Club and a major residential community to get to the 17th Street services. How wrong can that be!!! Out in the area of Cattlemen and Bahia Vista Street is a major bus transfer facility. We could provide free bus passes to shelter residents to take a bus to the courthouse, law enforcement services and the health department and back. They would have the Celery Fields, the lake near the library with benches and tables — plenty of places where they can hang out and do what they do. The location is just off the Interstate, thus easy access for
mid- and south-county people. The facility needs be where it will provide the greatest benefit for the greatest number of people and inconvenience to the least. That’s not in the middle of a community. WELLS PURMORT

Eliminate Florida’s tax on businesses An entity is a thing with distinct and independent existence. The state of Florida has no individual income taxes. There are no state income tax forms to file. It is time for the Legislature to pass laws eliminating income taxes for business entities. No more corporate filings. No more LLC filings. The state is running significant surpluses. The elimination of business income tax and filings would leave more money in Florida businesses. Employers would be able to provide income improvement for their workers and hold excess profits. With more money in the hands of businesses and workers who are also consumers, state sales taxes would increase — more overall revenue to the state. If the Legislature cannot eliminate this income tax, I call for a $1 million profit exemption and the suspension of filings. Only those companies that have a profit of more than $1 million would be required to file and pay in.

Introducing Sarasota County Imagination Library & Children’s Literacy Endowment It’s a fact: The most significant factor influencing success in school is when parents and grandparents read to their infants, toddlers and preschoolers. At the Library Foundation for Sarasota County, we are committed to placing more books into the hands of the county’s neediest children. Starting Nov. 12, the Foundation will launch its first-ever campaign to raise $500,000 to fully fund the Children’s Literacy Endowment and assure the growth and success of the Sarasota County Imagination Library. Here is our story: Created in 2009, the Imagination Library is a partner with the internationally acclaimed Dolly Parton Imagination Library, founded by the renowned singer. Since 1996, Parton’s Imagination Library has provided
more than 750,000 children in the U.S. Canada, United Kingdom and Australia with a book a month from birth to 5 years. The Sarasota County Imagination Library has placed more than 100,000 books into the hands of 3,500 Sarasota County children whose need for early literacy skills is the greatest. How we did it: After an initial grant by the Community Foundation of Sarasota County, the Library Foundation assumed financial responsibility for the program. To ensure current children enrolled completed their five years, we raised more than $75,000 from local foundations and individuals. Now we turn to the community for help. Our new goal: The Library Foundation Board has
committed to raising $500,000 by Dec. 31, 2016, for the Children’s Literacy Endowment. This will allow us to enroll more children into the Imagination Library or other early literacy programs — and bring the joy of reading to more children each year in Sarasota County.

Three incidents occurred in the past week, he said. The night before, he saw three subjects running away from his house. The man said the individuals appeared to be children between ages 10 and 12. An officer was unable to find any individuals in the area following the most recent incident.

NO CRYBABIES 8:37 a.m. — 1700 block of Seventh Street Dispute: A man reported that his neighbor had trash strewn about her yard and posted a large picture of a crying baby facing his property. The man said he’s tried to speak to the neighbor in the past, and she told him the items in her yard are art. The man said he’s contacted his neighborhood association and city code enforcement. An officer encouraged him to take photos of the items in the neighbor’s yard but told him the issue was civil in nature. When an officer asked the neighbor about the items, she told the officer they were art and part of a “work in progress.” Asked about the large picture of a crying baby, the woman laughed hysterically and said she would turn it around.

Although most birds migrating for the winter flock to the area after weeks of travel, two white pelicans made it to Sarasota in just a few short hours. “These birds flew Delta instead of on their own,” Save Our Seabirds CEO David Pilston said. The two pelicans are currently in the rehabilitation care of Save Our Seabirds. One pelican, from Willowbrook Wildlife Center, in Glen Ellyn, Ill., is a bird that was too young to fly. The other bird, from the Wildlife In Need Center, in Oconomowoc, Wis., is missing its primary feathers and also unable to fly. “They came to us because of the timing of migration,” Pilston said. “By the time they’re rehabbed and ready for release, their flocks would already be down here. It wouldn’t make sense for them to be rehabbed up north.” The white pelican is one of North America’s largest bird species. The birds spend their summers on inland lakes in the northern U.S. and Canada and in the winter months migrate down to coastal areas of the southern U.S., Canada and Central America. “White pelicans are the original snowbirds,” Pilston said. “They started migrating here before any humans ever decided to winter here.” The juvenile bird needs to rest and grow before it can be released. RUN WITH THE BIRDS Save Our Seabirds will hold its first 5K from 8 to 11 a.m. Saturday, Dec. 12, at Ed Smith Stadium in Sarasota. There will be both a 5K and one-mile fun run, and both will begin in the stadium parking lot and finish at home plate. After the run, participants can enjoy an eco-friendly festival, with food from Another Broken Egg, beer from JDub’s Brewing Co. and live music by the Florida Blues Brothers. Although the species is not often found at Save Our Seabirds, this isn’t the first time the sanctuary has rehabilitated white pelicans. In several cases,
the sanctuary has taken care of white pelicans that were overly exhausted from their migrations to Florida. Like white pelicans, many species of birds do not stick to a single region or even country. “Many of these birds we release migrate all over the place,” Pilston said. “We have an impact nationwide and beyond.”

Smallest homes see biggest fees A new study recommends the largest percentage increases of impact fees for the smallest homes in the county. JACK SHORT STAFF WRITER
Single-family homes with less than 1,500 square feet could see average impact fee increases of 80%, while homes with more than 4,000 square feet will see increases of just 25%, if Sarasota County commissioners accept the recommendations of a study by Duncan Associates Dec. 9. Impact fees, which fund infrastructure, are collected on new homes and developments. Duncan’s study recommends raising impact fees with greater percentage increases for smaller homes than for larger ones, although larger homes would still carry higher fees. Clancy Mullen, principal of Duncan Associates, said larger homes don’t contribute significantly more than smaller homes to the need for new infrastructure because they don’t cause proportionate increases in population. Currently, a new home with 1,000 to 1,249 square feet carries average impact fees of $3,360; for a home with 4,000 square feet, the current average is $5,365. The proposed increases would raise impact fees for a home with less than 1,500 square feet to $5,300, where a home with more than 3,500 square feet would pay $6,683 in impact fees. Those amounts are in addition to mobility fees — which range from $3,603 for a house less than 1,500 square feet to $5,389 for a house larger than 3,500 square feet — and a proposed school impact fee of $2,032 per singlefamily home. If all the new fees are approved, they would add $10,935 to the cost of a new home with less than 1,500 square feet. Some developers, most of whom oppose any hike in impact fees, said this increase for smaller homes could affect a vulnerable part of the market. Jon Mast, CEO of the ManateeSarasota Building Industry Association, said the fee could prove prohibitively expensive for buyers of smaller homes. “You keep adding these dollar amounts,” he said, “and it’s going to start pricing people out of these things.”

But local attorney and controlled growth activist Dan Lobeck argues that developers already are charging as much for houses as the market will allow. “The price charged will not be affected by impact fees,” Lobeck said, “because (the industry) is going to charge the maximum price the market can bear regardless of impact fees.” According to a memo from County Administrator Tom Harmer’s office, county staff recommends accepting the study, which would begin the process of reaching out to stakeholders. The earliest fee changes could go into effect is summer 2016. “We also need to ensure that we’re looking at long-term plans,” Beth Rozansky, impact fee administrator for Sarasota County, said. “Whether or not we recommend an increase depends on if there’s a true need.”

As the owner of N&M Cool Today, Jaime DiDomenico comes across prospective employees from a variety of backgrounds. Many are unprepared for basic job-hunting skills, like how to write a resume or prepare for an interview. This gap in skills is what DiDomenico and the Boys & Girls Clubs of Sarasota County hope to fill by renovating an existing building that’s adjacent to the Lee Wetherington Center into the new Career Resource Center. As chairman of the committee overseeing the project, DiDomenico wants to put in place a program that allows children to start thinking about their futures as soon as middle school. “If they have an interest in it, we’re going to work with it,” DiDomenico said. The program, which will be offered through a partnership with Suncoast Technical College, will be available to middle and high school students to introduce them to resources that will enhance their future careers — whether their plans require college or learning a trade. “Our vision is that we help all of our teens through two points: tools for college (and) vocational,” said Bill Sadlo, BGCSC of Sarasota County president and CEO. “We want them to explore all the avenues available to them.” The center will be a place where students can learn how to fill out the Free Application for Federal Student Aid (FAFSA) and apply for scholarships and colleges. The center’s seeds were planted with BGCBC’s Culinary Arts Program, established in 2014, which teaches children interested in the culinary field to cook. Along with offering technical training and college resources to children, the center seeks to improve the lives of parents with
students enrolled in BGCSC programs — an estimated 86% of whom live below the poverty line. During the day, when the facility would normally go unused because students are in class, the Career Resource Center will be open for parents interested in learning a trade. The facility will include a classroom to accommodate 30 students, work lab and the John Cox Teaching Lab. The approximately $215,000 renovation is expected to be completed by spring 2016. “This is for individuals needing the basic skills to get a job,” said Tom Shapiro, a lead sponsor for the project. “It’s an awareness of programs that can lift individuals to a position with a salary that puts them above the poverty line.” The center will be named for Shapiro and his wife, Debbie, who donated $150,000 to offset the cost of renovating the facility. Shapiro also served as the organization’s board chairman from 2013 to 2015. As the owner of Sterling Manufacturing, he also understands what the community labor force needs. “We are always looking for good employees,” Shapiro said. “Giving proper training could be a match for what the community needs.”

NOV. 24, 1994 In 1994, a local group that included Roy McBean, Kerry Kirschner, Jack Gurney and former Kansas City Royals Manager Hal McRae went before the County Natural Resources Advisory Board to ask for support to rename the baseball complex at Twin Lakes Park in honor of Sarasota native John “Buck” O’Neil. O’Neil was a local baseball legend who contributed to the 18-and-a-half-hour PBS documentary miniseries “Baseball” in 1994. The project was produced by Ken Burns and relied on O’Neil’s experience of playing for the former Negro American League. Growing up in Sarasota from 1924 to 1947, O’Neil remembered what it was like to navigate through discrimination and segregation as a young black man. “There was a big difference between Sarasota and other small towns in Florida back then,” O’Neil said in a 1994 issue of the Pelican Press. “Yes, prejudice was a problem...(But) good families like the Ringlings had a positive influence.” O’Neil played first baseman for the Kansas City Monarchs of the Negro American League from 1938 to ’54 and took a break from baseball to serve in an all-black unit of the U.S. Navy as a stevedore in the Philippines during World War II. When he returned, he won the Negro American League batting title with a .350 average in 1946. O’Neil’s career as a player included appearances at three Negro League East-West All-Star

As manager, O’Neil helped the Monarchs win five pennants and sent 14 players to major league teams. O’Neil’s time in the majors began in 1956 as a talent scout for the Chicago Cubs. He became the first black coach of a major league team in 1962 for the Cubs. He finished his career as a parttime scout and consultant for the Kansas City Royals in 1989. randon Bontrager never had a reason to leave Sarasota Christian. The senior guard had been playing basketball for the Blazers since sixth grade, so the thought of donning anything other than the school's uniform this winter never crossed his mind — even when all his teammates from last year’s Class 2A Final Four squad left for other schools, following the departure of former coach, Kevin Fields, who assumed the head coaching position at Sarasota High. “I didn’t really pay much attention to it,” Bontrager said. “I didn’t want to leave, and once I found out coach (Kevin) Landrum was coming, it put everything together and gave me a lot of motivation.” Bontrager is one of four seniors on this year’s roster, but he’s the only player left with previous varsity experience on Sarasota Christian’s varsity squad, which advanced to the state semifinals in each of the past two seasons. Leading scorer Blake Morrow is now at Victory Rock. Emmanuel Lambright and Matteo Whelton both transferred to Cardinal Mooney, and Brion Whitley plays for Riverview. Of the 14 players now on the Blazers roster, Bontrager had only previously played with three of them — and that was back in eighth grade while playing JV. It’s been an adjustment for Bontrager, who has spent the past two months learning a different system while getting acquainted with his teammates on the floor. “Before, we could practically read each others’ minds because we had been playing together for four years,” Bontrager said. “I’m more or less playing with an entirely different group, so we’re not playing as in tune with one another, but we’re getting a lot better at it. We’re going to have a good few years in the future.” For Bontrager, who has had a different coach each of the past four seasons, change is nothing new. “A lot of people think they’ll just be able to roll over us,” Bontrager said. “It gives us a lot of motivation coming out. I just want people to know that we are here to play ball.” Bontrager recognizes there are expectations that come from having made back-to-back trips
to Lakeland for the Final Four. But for Bontrager, this season is more about coming together as a team and building his teammates’ confidence and motivation. If Sarasota Christian can finish in the top two in the district and advance to the regional tournament, Bontrager will have accomplished his goal for the season. “This year, we really have nothing to lose,” Bontrager said. “I just want us to come out and play ball and win some games. “It’s a different sense,” Bontrager said. “Last year, we were basically forced to win, otherwise people would start asking questions. Now we’re just taking it one game at a time.” Bontrager led Sarasota Christian to an 89-85 six-overtime victory against Tampa’s Universal Academy in its season opener Nov. 19. He then dropped a teamhigh 30 points in the Blazers’ 84-81 loss to Shorecrest Prep Nov. 20. “Brandon has done anything and everything I’ve asked him to do,” Landrum said. “He’s a hard worker. He’s not just going to talk. He’s going to show them what to expect.” “Everyone came in with a clean slate,” Landrum said. “People aren’t going to necessarily know them all by name, but they’re going to see how valuable they are for us.”

LANDRUM WINS IN HIGH SCHOOL COACHING DEBUT Sarasota Christian first-year boys basketball coach Kevin Landrum watched his team beat Tampa Universal Academy 89-85 in six overtimes in its season opener Nov. 19. Landrum assumed the head coaching position at Sarasota Christian this year. He coached previously at Polk State College in Winter Haven. Landrum played basketball for University of Wisconsin-Platteville before a pair of concussions forced him off the court. He decided to get into coaching, following in the footsteps of his father, Todd Landrum, as a way to stay in the game. Todd Landrum, who coached at Ohio State University and the University of Wisconsin, among other stops, is now an assistant coach for the Blazers. “We’re the same type of coach, but we have our own philosophies,” Kevin Landrum said. “The things I like to do, I got from him. I’ve worked with a variety of coaches, and you take certain things from each one and mold it all together.”

oung students learned the importance of gratitude in anticipation of Thanksgiving at local schools. In the courtyard of Southside Elementary School, friends and family members gathered to hear the voices of kindergarten students in a special Thanksgiving program Nov. 18. Dressed in paper Thanksgiving pilgrim hats and Native American headdresses, students sang holiday songs with teachers Danielle Sobolewski and Ileana Manzano — dressed as a turkey and Native American — leading them. Students performed Southside’s school song, “Hoorah for Southside” and “Have You Ever Seen a Pumpkin?” Following the performance, students enjoyed slices of pumpkin and pecan pies with family members to cap the celebration. Three days before Thanksgiving, First Presbyterian Preschool students gave thanks with song and dance Nov. 23. Before a crowd of parents and family members, children paraded in with food donations and listened to the Rev. Glen Bell describe the importance of giving thanks. The performance took on a Hawaiian theme with children wearing colorful leis. Following the performance, parents and children gathered for a potluck luncheon in the Fellowship Hall.

embers of 16 congregations raised their voices in song to give thanks Nov. 22, at First Presbyterian Church’s Interfaith Service. The Rev. Glen Bell, of First Presbyterian Church, expressed appreciation to the people of all faiths represented and described the service as a chance to build unity throughout the community. “In a time with fear where there is such misunderstanding, this a great opportunity to gather with our friends and we’re building momentum,” Bell said. Imam Yusuf Memon, from the Islamic Society of Sarasota and Bradenton, led a call to prayer in Arabic, then translated it into English. “This means us coming together, praying to that one God that we all worship together as a community,” Memon said. This year’s service focused on music with both individual and group performances. Offerings from the service will be donated to All Faiths Food Bank.

Booker Middle’s Donna Heath wins Beginning Teacher of the Year Booker Middle School English teacher Donna Heath won the 2015 Beginning Teacher of the Year award from the Florida Council of Teachers of English. Heath is the third Booker Middle teacher to win the FCTE award. Joanna Fox and Christopher Pauling are past recipients.
Todd Bowden, executive director of career, technical and adult education for the Sarasota County School District, accepted Gov. Rick Scott’s “Ready, Set, Work” Challenge on behalf of faculty and staff of Suncoast Technical College. Effective immediately, Suncoast Technical College will guarantee employers and students that any graduate who is not proficient in any of the completed competencies covered by the program will be retrained at no cost to the employer or graduate. “We are happy to accept this challenge from the governor,” said Bowden in a Nov. 18 news release. “Our students are ready and set to work on day one, thanks to programs designed in close consultation with local employers who have told us what specific training their workforce needs. We’re thrilled to have this opportunity to showcase the education, skills and enthusiasm of our graduates.”

Heath began working for the Sarasota County School District in 2003 as a media specialist. When the district eliminated her position in 2013, Heath decided to become a teacher. Pauling, Heath’s colleague and friend, said in a news release: “You can imagine what it was like for Donna to dedicate herself to becoming a teacher after being a media specialist for 10 years. She took it seriously and pursued her master’s degree. She has grown with experience and knowledge, has made wellreceived presentations to the FCTE about modern teaching practices and strategies and is applying them in her classroom.” Heath’s presentations to FCTE include “Life After Bullying: Young Adult Novels Lead Teens on the Road to Recovery” and “Walk a Mile in Their Shoes: Multicultural Literature as Informational Text.” “After being inspired by the fine teachers in my daughters’ classrooms, I decided to begin my journey to become a teacher,” said Heath in a news release. “The constant support of my husband and daughters keep me striving every day to be the best teacher I can be for my students. I hope my passion for literacy and lifelong learning will inspire my students to love reading and will help them be successful in their lives.”

ocal bands and musicians turned up the volume at the second Rock for a Cause Nov. 21, at Payne Park. The event was a combined effort between Sarasota Young Professionals Group and S-One Holdings Corporation to promote music in Sarasota County schools. Admission for the event was either $1 or a donation of school supplies for the Boys and Girls Club of Sarasota County. Six bands competed for the chance to win $1,500 for themselves as well as $3,500 for the local school music program of their choice. Attendees could vote during the performances or online all day during the event. Lakewood Ranch High School student and performer Paige Merriman was declared the winner. The 15-year-old singer and songwriter represented LRHS for the competition, as well.
