She celebrated her 91st birthday Monday at All Faiths. “Every box we pack means a family in our community will not be going hungry for a while,” she said.

As coordinator of student activities at Ringling College of Art and Design, Katie Cuff is one of four on-call staff members responsible for responding to emergencies on the school’s campus. That means her hours are reflective of the hours Ringling students keep. Typically, Cuff said, she gets called out between 10 p.m. and 3 a.m., because students stay up late working in the school’s various labs — or engaging in other college-age activities. FDOT TO BEGIN STICKNEY POINT BRIDGE REPAIRS MONDAY The Florida Department of Transportation held a public meeting Tuesday to inform Siesta Key residents about the upcoming repairs to the Stickney Point Bridge, which will cause some nightly lane closures in May. The $5.3 million project is slated for completion in early 2016, but Lauren Hatchell, the public information officer for the project, said that was a conservative estimate, and that it would be more likely to end in late 2015. FDOT will repair the seawalls, bridge concrete and bridge grating, as well as upgrade the control house. The bridge will also be repainted with a galvanizing paint that will protect the underlying metal from saltwater deterioration and extend the life of the bridge for another 20 to 30 years, said Jim Jacobsen, the District 1 structures management engineer. Repair construction will begin April 13, but the first item will be the seawall, which will not cause road closures. The bridge repairs will start in May, at which time one side of the bridge will be closed at night between 9 p.m. and 6 a.m.
Siesta Key has won another No. 1 beach distinction — this time from an organization more reflective of the demographics in Sarasota County. On the heels of winning the 2015 Travelers’ Choice Award for the best U.S. beach from TripAdvisor, AARP has listed Siesta at the top of its list of 12 beaches to visit in 2015. City Commission approves sign ban Although the City Commission approved new regulations banning all signage in the public right of way, a nearly six-month saga regarding downtown signage has still not reached its conclusion. On Monday, commissioners voted 4-1 to approve a sign expanding the definition of prohibited signs — a move designed to crack down on an ongoing feud surrounding signs related to panhandling. Still, the commission isn’t
satisfied with the sign regulations: Currently, the code doesn’t allow businesses to post promotional A-frame signs in the public right of way. Commissioners directed staff to explore options to exempt that commercial signage from the ban.

Residents reclaim
County targets tax evaders
Not satisfied with the city’s decision just to preserve parkland at Fruitville and Beneva roads, residents are working to facilitate improvements at the site.
A third-party vendor will help the property appraiser round up fraudulent exemptions.

n March 15, Norm Dumaine found himself entrenched in a pit filled with garbage. Unpleasant as that may seem, his presence in that pit represented a victory he fought for more than two years to achieve. Dumaine, president of the Glen Oaks Estates Homeowners Association, was part of a group of residents who successfully campaigned for the city to preserve Fruitville Road Park, a 3.5acre park located at the corner of Fruitville and Beneva roads. In 2012, the city agreed to sell that land to Benderson Property Development. In the wake of the agreement, a group of individuals from the nearby Glen Oaks Manor, Glen Oaks Ridge, Glen Oaks Estates and Fairway Oaks residential complexes teamed up to devise a strategy to persuade the city to reverse its action. In February, that work paid off: The City Commission unanimously voted against selling the land. But those five residents — Dumaine, Millie Small, Joyce Burnham, Renee Gluvna and Edie Kaplan — are not taking too much satisfaction in that victory, moving onto the next phase of their work. And that’s why, on the date of the 2015 Great American Cleanup in March, Dumaine and other residents cleaned up Fruitville Road Park. They are intent on making the land an even more valuable asset for their neighborhoods — even if it means digging into a pit full of garbage. “The only free public parkland that we really have in this particular area is right here,” Dumaine said. Right now, the park could be described as unremarkable. The “gang of five,” as they jokingly call themselves, acknowledges that some people may drive by the park regularly without even knowing it exists. Other than the Circus Trail, which begins near the corner of Fruitville and Beneva, the rest of the land is covered with plants and trees — a good base, maybe, but lacking the amenities people generally associate with a park. Before residents consider potential improvements such as new benches or a fitness station, they have to take some basic steps. One step was cleaning up the park, which the group says suffered from a lack of maintenance while under county control. Other immediate priorities include adding signage and creating parking. An even more basic step would be renaming the park. On its own, Fruitville Road Park isn’t illustrative of the park’s location. Matters are made worse once you take into consideration that a county park located less than three miles away is called Fruitville Park. Residents in the area hope to rebrand the park to raise awareness citywide. One name tossed around thus far is Circus Community Park, a nod to the history of Ringling Bros. and Barnum & Bailey Circus in the area. Whatever they

land on, the important part is that the park stands out a little more. “The name is not the crucial thing,” Dumaine said. “We want an identity so people know it’s a park.” The biggest improvement to the infrastructure that the group has zeroed in on is a bridge that would span a large canal. The canal, part of the Phillippi Creek waterway, prevents residents to the north from easily accessing the parkland. “The only access we have (to the park) is to go down the Circus Trail to Fruitville Road,” said Gluvna, a resident of Glen Oaks Estates. “That canal separates the trail from the park.” With the list of potential improvements coming into focus, a major question about funding arises. The city’s parks department is strapped for cash, and Public Works General Manager Todd Kucharski says the city has no plans for the park other than maintaining the grass and vegetation. Still, Kucharski has been working with residents in the area, assisting them with cleanup efforts and advising them about how to improve their chances of securing upgrades. With city budget talks coming up, Kucharski said people interested in improving their neighborhood park should take advantage of the timing by dis-
cussing their needs with individual city commissioners. Some neighborhoods have secured city and county grants to facilitate improvements, while other parks have benefited from private donations. Either way, residents have to be willing to put in the legwork. “It’s just a matter of them going through the process, seeing what’s available there and maybe getting some funds on their side,” Kucharski said. “Doing that shows your commitment to the commission, that you’re willing to find funding to help support that cause.” At the urging of Kucharski, the gang of five has met with individual commissioners and received positive responses. The group is encouraged by the progress it has made thus far, both with commissioners and with residents. “We think we have a lot of support behind us,” Small said. “I think each one of us have had conversations with people who never really knew anything about it and now would support us in what we want to do.” Still, significant work is left to do before park improvements are actually in place — a task that residents near Fruitville Road Park won’t hesitate to tackle. “This is my backyard we’re talking about,” Burnham said. “I’m very, very entrenched in this because it’s where I live.”

The Sarasota County Property Appraiser could commission a third party to investigate every tax exemption filed in the county. The selected vendor, Tax Management Associates, won’t get paid out of the appraiser’s budget. Instead, the firm will take a 30% share of all recovered money from back taxes, penalties and interest found in fraudulent cases. The remaining 70% will go to the Sarasota County Tax Collector for distribution among the county’s ad valorem tax authorities, which include the municipalities and Sarasota County Schools. Tax Management Associates will spend approximately one year investigating each exemption claim. The appraiser’s main target is homestead exemptions. In fiscal year 2014, the appraiser had 109,737 homestead exemptions on file, said Brian Loughery, administrative director of the property appraiser’s office. A homestead exemption is granted to property owners who are residents of Florida and live in a home in Sarasota County that is their primary residence. The property can’t be a rental, and the owner can’t be receiving residence benefits from another state, Loughery said. A homestead exemption can give an owner up to $50,000 in tax exemption on the first $50,000 of assessed value, and a homestead cap that means the owner’s taxable value can’t go up more than 3%, even if the home’s market value home rises by 20%, for example. When the property appraiser finds someone who shouldn’t have a homestead exemption, the difference between the increase in the home’s market value and the owner’s 3% cap is put back on the tax roll, and the full taxable amount will be collected from that point on. The appraiser can also collect the back taxes on the property, Loughery said. “We only want to grant exemptions to those who qualify,” he said. “If someone is getting an exemption who doesn’t deserve it, other taxpayers are picking up the slack.” Loughery said the office has a full-time staff member who has been tackling these cases for years; however, having just one person means limited time and resources to track down possible tax evaders. “We don’t have the personnel or the budget to do it,” he said. The appraiser’s office began its own investigations in 1991. Since then, it has collected $4.8 million in back taxes, penalties and interest; $45 million of homestead value has been added back on to the tax roll. The appraiser will need unanimous approval from the county’s ad valorem tax authorities. It hopes to achieve approval by the end of the fiscal year in October.

Palmer Ranch residents had a 50% success rate at the April 1 Sarasota County Commission meeting. The residents petitioned the county to reduce the speed limit on Palmer Ranch Parkway between Honore Avenue and Culzean Drive last year. The residents asked for a reduction from 40 mph to 25 mph; however the Traffic Advisory Council recommended the speed be reduced to 30. Residents also petitioned to get a multiway stop sign at Scotland Way and Palmer Ranch Parkway. Robert O’Conner, former president of the Palmer Ranch Master Property Owners Association, said in the petition to the county that the 40 mph speed was too high for this section of Palmer Ranch Parkway. The Glenridge and Village Walk subdivisions are located nearby, and Arbor Lakes on Palmer Ranch is under construction. No other area on Palmer Ranch Parkway has a four-way stop sign or a reduced speed limit, and there have been no accidents in this area, said Paula Wiggins, the county transportation planning manager. Commissioner Christine Robinson said she would support the
reduction to 25 mph, but she did not support the stop sign. “I support going down to 25. It’s a more secluded area,” she said. “But stop signs are not to slow people down, and there’s a false sense of security with stop signs. If we approve this every community in Palmer Ranch will be asking for one.” Franklin Craft, former president of the Village Walk Homeowners Association, said he’s worried the added traffic from the Arbor Lakes development will increase the danger at the Scotland Way/Palmer Ranch Parkway intersection. Craft helped submit the petition to the county. “I’m partially pleased with the 25 mph — we're grateful for that,” Craft said. “It’s still a dangerous intersection.” Glenridge resident Allan Miller was not surprised by the denial of the stop sign. “I told our people a four-way stop would not work,” Miller said, adding he’s never seen a stop sign on a double-lane intersection with left and right turn lanes. The only other alternative, he said, would be a traffic signal, but that would be too expensive. He believes the speed reduction will work — but only if it is enforced. “They have to police it,” Miller said.

Commissioner hopes to facilitate new downtown bathrooms

Troubled by a message from a constituent last month, City Commissioner Stan Zimmerman broached the topic of adding what he feels is a much-needed asset downtown: bathrooms. The constituent’s email pertained to the restrooms at Island Park, located next to O’Leary’s. The picture painted in the message is rough, as the resident recounted the experience of dealing with a facility covered in urine and feces. Zimmerman said the state of the Island Park restrooms was unfortunate, but unsurprising considering the stock of restrooms in the downtown area. Publicly accessible bathrooms are also located at the downtown SCAT transfer station, city hall and the Selby Library. “If you only have a couple and you’re swamped with visitors, as we have been for the past couple of months — we just need more of these kinds of facilities,” Zimmerman said. “It’s that simple.” Zimmerman said the issue isn’t at the top of his agenda, but it’s on his list. He said he’d like to emu-
late a model used in Europe, where bathroom attendants monitor easily accessible public restrooms and users are charged a small fee for use of the facility. His priority is making the city more welcoming for visitors. “As a public health issue, as a public hygiene issue — if we’re going to be a tourist destination, we have to make it easy to be a tourist,” Zimmerman said. “We don’t want them to go to a public restroom that is so revolting and disgusting that you’d just rather not be there.” One downtown leader supporting Zimmerman’s proposal is Eileen Hampshire, owner of Art to Walk On and a member of the city’s Downtown Improvement District board. Hampshire advocated for the group to spend money on installing public restrooms — also similar to those used in Europe — in November. Although her pitch didn’t fully gain traction, Hampshire is still steadfast in her belief that downtown could benefit from bathrooms. Hampshire has two reasons for holding that belief. First, she thinks that the lack of conveniently available public restrooms is lacking in dignity — both

because visitors are unable to easily find facilities at their leisure and because homeless individuals are forced to go to the bathroom in public due to a lack of options. Additionally, she says the onus for providing restrooms to downtown visitors currently falls to the merchants — a responsibility she isn’t interested in bearing. “I think it’s really unfair of the city to make the merchants do the public bathrooms,” Hampshire said. “When I signed up to do a store, I didn’t sign up to clean public toilets.” Not all downtown merchants share that opinion, however. Ron Soto — owner of Soto’s Optical,
chairman of the Sarasota Downtown Merchants Association and another DID board member — said that he doesn’t see the need for additional downtown restrooms. In addition to the maintenance issues the new facilities create, Soto pointed to the existing bathrooms in the area as evidence that more weren’t necessary. “As far as the merchants go, if you’re a client, you can use the restrooms in just about all of the merchants’ businesses,” Soto said. “As far as the public goes, we have several public restrooms downtown here.”

Bay Haven School of Basics-Plus fifth-grade teacher Jane Wiechmann, 58, said her retirement in June will be bittersweet. She’ll miss the classroom — being a teacher has been her identity for 35 years — but she’s glad to have more time for volunteering and traveling. Most of all, however, she’ll miss working with the students and families at Bay Haven, where she’s taught since 1988. “It’s so exciting to see that light bulb when they learn,” she said. Wiechmann is one of many employees who entered the state Deferred Retirement Option Program (DROP) in 2010. Once enrolled in the program, employees must retire after five years. “Those five years fly by,” she said. Wiechmann is not alone: Sarasota County Schools will have more than 100 vacancies by the end of the school year (not all of the positions are DROP employees) — 5% of its teaching staff. In the 2013-2014 school year, there were 82. However, Wiechmann said getting a fresh batch of new teachers could have a positive effect: The students are of the digital era, and younger incoming teachers understand how to apply that to the classroom.
“With all the new technology, those teachers are great,” Wiechmann said. The Sarasota County School Board bumped up its budgeting calendar to focus on staffing issues at its March 17 workshop. Sarasota County government — which is facing a similar challenge — is also trying to plan ahead. Within the next five years, approximately one-third of county employees will be eligible for retirement — about 600 people. Not all of them will retire right away, but the county has already started planning for their departure. Currently, the county sees a 5% annual retirement rate from its workforce, or about 100 people a year. Approximately 20 of those retirees leave their positions because of the DROP requirement, although, in 2014, 40 retired due to DROP, and 40 will retire in 2016, as well. The countywide workforce — including the public and private sectors — has a median age of 46, according to data collected by Sarasota County Openly Plans for Excellence (SCOPE). That’s more than three years older than the state median age of 42.7 and the national median of 42.3. employees has actually decreased — it used to be 50. The average age of the county government’s 2,200 employees is 47.5; the average length of employment is 10.4 years. One of the county’s biggest challenges is competing with the private sector for potential new employees because it can usually offer more money. “Other companies and governments are looking for employees,” said County Administrator Tom Harmer. “It’s getting competitive out there.”
The county is undergoing a market study to gauge where its wages and salaries fall in the job marketplace, Whitley said. Harmer said that after the recession, the county was unable to give employees raises until 2013, when the county paid employees a lump sum; in 2014, employees were given a pay increase based on merit. When hiring new employees, Harmer said, the county must be careful to be fair to current employees. It’s a tough balance: whether to tempt a potential

employee with a higher salary at the risk of offending a tenured employee in the same position who makes less money. In anticipation of the loss of what Harmer called “institutional knowledge” — the experience of the pool of employees who have worked for the county for years and know how it functions — the county is in a successionplanning process to allow new employees to train with the exiting retiree, when possible. “With so many retirements on the horizon, we’re taking advantage of overlap,” Whitley said. “Directors have to think ahead.” One source of potential employees the county has tapped is graduating high school students. Mike Suarez, former emergency services director and now a part-time county employee, has worked with the county for more than 30 years. He assists the county in diversity hiring, but also visits the county’s high schools to educate students about opportunities in local government. While the county seeks local students, Sarasota County Schools gets most of its new hires from the upper Midwest. Sarasota Schools Human
Resources Director Roy Sprinkle said the district has been doing extensive recruiting efforts, such as job fairs, especially in the middle of the country. It’s a strategic move. “(In the Midwest), there are lots of schools and not lots of jobs,” he said. Sprinkle said demand for teachers is high throughout the state as other districts are experiencing the same high retirement rates. “We’re all trying to get them,” he said. “It’s a problem.” However, for Sarasota, tempting new teachers isn’t a hard sell. Sprinkle said the district boasts the highest average salary in the state at $58,000 and the second highest for starting salaries at $42,608, as well as high performance ratings. The district has maintained an “A” rating on the state’s annual grading scale since 2004, and in the 2013-2014 school year, Sarasota County’s district was ranked the secondhighest on the state’s grading list. “Teachers want to teach where academics are valued,” Sprinkle said. “When we recruit, we get a lot of attention.” In the meantime, the positions are filled with qualified substitutes, but the district needs additional teachers for a growing student population — current enrollment is 42,360 and it’s projected to increase by 938 students this fall. Now that the economy is on the rebound, more families are moving into the district, he said. A recruitment team from the district is visiting Indiana this month to attempt to attract new teachers for local positions. “Every time they have a bad winter, we get a few more,” he said.

It must be in their DNA. Whenever an “urban planner” is afforded the opportunity to sketch his world, the results are always the same: Beautify the surroundings and make life extraordinarily inconvenient for anyone in a car. Take the rendering above. That’s the design concept that came out of the city of Sarasota’s “Urban Design Studio” (known in the good old days as the planning department) for John Ringling Causeway between Bird Key and Coon Key. Take a close look. And let us remind you what the Sarasota Observer reported March 26: “The concept was made with a goal in mind: getting cars off of the street to reduce the burden on the congested corridor. (Urband Design Studio Director Karin) Murphy highlighted a multifaceted approach to achieving that goal, with provisions for walkers, cyclists and people using public transit included.” Look closely again. As Murphy has designed that stretch of a road, you can see parallel and angled parking spaces on both sides. Mind you, this is a road where motorists are driving from 35 to 45 mph — because these are people who want or need to get to their destinations as quickly as they can. Can you imagine creeping along at 20 or 25 mph from Bird Key all the way through St. Armands Circle? But in the urban-planner world, cars are the equivalent of Al Gore’s climate change. The intent is to convert everyone to walk, bike or drive 15 mph in between annoying speed bumps. Sure, wider bike paths and sidewalks and more attractive landscaping would improve the gateway to the Sarasota gems of St. Armands Circle and Lido Beach. All of that would be welcome (if affordable). But if John Ringling Causeway remains the only primary entry to and exit from St. Armands, Lido and Longboat Keys, Murphy’s attractive and wishful design would be, should be, a non-starter. That design may well relieve that road’s traffic congestion, all right. No one will want to drive it. … On the other hand, if there were a second bridge to Longboat Key, then it could make more sense …
DON’T LIKE IT? BUY IT This is soooo Sarasota, and it’s so amusing. To wit: In the March 26 edition of the Observer, we reported, “For nearly a year, downtown residents and businesses have searched for ways to preserve Palm Avenue’s historic DeMarcay Hotel, slated to be replaced with an 18-story residential and commercial building. “Now, residents at a nearby condominium are taking legal action in an attempt to block the construction of the high-rise development. On March 19, the 1350 Main Residential Condominium Association
— along with three individual residents of the Main Street building — filed suit against the city and XAC Developers…” Meanwhile, down in Palmer Ranch, residents of the Silver Oaks development appeared before the Sarasota County Planning Commission to persuade it to require homebuilder Taylor Morrison to build a 50-foot buffer and an 8-foot berm between Silver Oaks and Taylor Morrison’s new residential development. Taylor Morrison is proposing instead a 30-foot buffer and a 4-foot berm. All of this is too funny. To us it is, anyway. To those who are protesting the two developments, it’s not funny at all. But once again, these two instances illustrate the classic Florida story that has occurred over and over again in every growing Florida community over the past 50 years. Here’s the story: It’s OK for existing residents to have developed what they have, but it’s not OK for property owners next door to exercise their property rights for a project their neighbors don’t like. This is hilarious, it’s so absurd: Residents of the 1350 Main high-rise in downtown Sarasota are trying to use the courts to block the owners of the DeMarcay Hotel property next door from constructing an 18-story hotel-condominium high-rise — even though the DeMarcay property already has permitted property rights to build an 18-story structure! Meanwhile, Silver Oaks residents are lobbying to force Taylor Morrison to spend its own money to construct a larger berm and buffer than is required to appease the Silver Oaks residents. And you have to love this: Taylor Morrison already eliminated two lots for a wildlife corridor at the direction of the county. To which Silver Oaks resident Jorg Hernler said: “If they make room for wildlife, can’t they make a little more room for taxpayers? All we’re asking for is a decent buffer.” At whose expense? Likewise with the DeMarcay: The residents living in the 1350 Main high-rise want the courts to confiscate the DeMarcay property owners’ rights — at the DeMarcay owners’ expense. How is that just? We have addressed this struggle many times before. The solution is simple — and just. It goes like this: Late economist Milton Friedman lived in a high-rise looking out at San Francisco Bay. One day, a developer purchased the property across the street from Friedman’s condominium and proposed to build another high-rise condominium. Friedman and his neighbors didn’t want their views of the bay interrupted. But rather than whine to the city government to block the proposed condominium, they bought the property from the developer and preserved their views. If you want a bigger buffer, buy the property yourself to create it.
If you want to preserve the low-rise DeMarcay, buy it.
SCOTT AND MEDICAID To no surprise, Florida’s liberal media outlets are slamming and hammering Gov. Rick Scott for “flip-flopping” on expanding Medicaid in Florida. You might even call it bait and switch. Before the enactment of Obamacare, Scott opposed expanding Medicaid in Florida, essentially on the basis it was fiscally immoral — too costly, unaffordable and a bad system for Floridians. Then, as his gubernatorial re-election came about, he announced — tacitly, mind you — he would support expanding Medicaid. By taking that position, you could see the strategy: Attempt to mute the liberal media’s attacks on him while he campaigned against pro-government, “I-care-about-you” Charlie Crist. And now, after being re-elected, Scott says he opposes Medicaid expansion. As one longtime Republican pol told us: Unfortunately, it’s politics. “What would you rather have,” he asked, “a re-elected Republican Gov. Scott or Charlie Crist? You do what you have to do.” That is exactly why so many Americans cannot stomach politics. Politicians say and do things they don’t believe — forfeit principles — to get elected or re-elected. We never believed the governor supported Medicaid expansion. He did nothing visible last session to push it through the Legislature. To the contrary, almost everything Scott has done since 2010 — and before that — has been aimed at limiting or reducing the size of the “state.” What’s more, Scott funded and led the most public campaign to defeat Obamacare before he decided to run for governor. Actions speak louder than words.
HYPOCRITE CEOS To be sure, Wal-Mart CEO C. Douglas Mcmillon and Apple CEO Tim Cook believed last week they were taking forthright, moral stands against discrimination when they publicly opposed Indiana’s original Religious Freedom Restoration Act. But while succumbing to the pressures from the tiny, tiny slice of progressives who want to police and punish everyone’s private mind and infringe on religious rights, Mcmillon and Cook willfully sneered at the vast of majority of their customers who unequivocally disagree with them. And their hypocrisy was deafening: Mcmillion and Cook, whose companies operate and sell in Communist China, the paragon of human rights.

Requested street vacation
Bradenton Road, and it vowed to work with the college to improve the streetscape. As Ringling College plans to grow over the coming years — a new library and filmmaking complex are both slated for construction in 2016 east of Old Bradenton Road — the increase in pedestrian activity will greatly outpace the increase in vehicular traffic, Ringling President Larry Thompson said. Although he knows he has to live with city roads cutting through the campus, Thompson said he was hopeful he could foster a safer environment for pedestrians and cyclists. More importantly, between the growth of the college and the dangerous driver behavior on that segment of Old Bradenton Road, Thompson is concerned about the safety of his campus. “My big concern is I’m scared to death about our students getting hit,” Thompson said. “It’s very, very, very dangerous — that is the concern.”
City staff was sympathetic to the concerns Thompson and others voiced, but still recommended against the request. That’s because, according to senior planner Courtney Mendez, the request didn’t meet any of the city’s established criteria for vacating a street. Staff concluded that the road benefits the general public, and vacating the street would put additional burden on the surrounding traffic network. According to a traffic study conducted by Tindale-Oliver and Associates, the road sees an average volume of 923 vehicles per day. Speakers from surrounding neighborhoods attested that the road was also used to travel to Dr. Martin Luther King Jr. Way without cutting through a more pedestrian-heavy portion of the Ringling campus. Although staff did not rule out the eventual closure of the street, it suggested implementing traffic-calming elements before resorting to that measure. Mendez said a variety of improvements — including completed sidewalks, protected bike lanes and pedestrian crossings similar to those that already exist on Dr. Martin Luther King Jr. Way — could help address the issues the college raised. The commission sided with staff, denying the requested street vacation in a 4-1 vote. At night, the conditions of the road are exacerbated, putting Cuff on edge. “The sidewalk ends, so I’m crawling through bushes, and there’s also no light,” she said. “It’s extremely unsafe.” For an employee well versed in the geography of the campus, the road is intimidating. For students — including many who are new to the area and do not even have cars — the problems are likely magnified, Cuff said. “I’m going there with a purpose,” she said. “I’m aware of my surroundings, and even in the best of circumstances, I’m not confident that cars can see me.” Cuff was one of more than a dozen speakers with ties to Ringling College at Monday’s City Commission meeting. Those individuals laid out a thorough argument for the city to vacate a portion of Old Bradenton Road, allowing only pedestrians and cyclists to use the thoroughfare. In addition to the safety issues, the road is mostly used as a cutthrough to the north for people trying to avoid traffic on U.S. 41, they argued — which meant restricting vehicular access would be no big loss. Despite the passion of students, faculty and parents at the school, the city denied the college’s request after three hours of discussion. Still, the commission said its eyes had been opened to dangerous conditions along Old

A
n author and environmentalist, Andy Mele has been immersed in the local water systems through organizations such as the Sarasota Bay Watch and the Waterkeeper Alliance. Sarasota Bay Watch, a group seeking to protect the bay’s ecosystems, hired Mele as a strategic long-term planner for eight months. Mele has surfaced more recently on the county political scene, and serves as one of the core members of Integrity 2016, a community group that held a protest rally April 1, at the County Administration Center. Mele has a master’s degree in environmental science from Bard College and penned “Polluting for Pleasure,” a book about the polluting effects of recreational boating on water.
Q: As an environmentalist, what are your top concerns in Sarasota County? A: At first glance, the area seems to be trouble free — there are places that are a lot worse. There are some problems: the toxic environment of the county commissioners. Development is unrestricted. One problem, the Pinelands Reserve that is supposed to be rezoned for the Knight Trail shooting range. The other is a 50-acre parcel of land up for development by Benderson Development near University Town Center. It has mesic hammock habitat, which is usually identified with endangered species. Statewide, I am concerned about the Mosaic Co.’s phosphate mining in Florida.
Q. What is Integrity 2016 and why did it form? A: Integrity 2016 is the result of a number of people representing even more people, talking after county meetings and saying, “Did you see what I saw?” It’s collective outrage. The fix is in, in Sarasota County: It’s a government of, for and by about six to eight major developers. Stuck in traffic? Blame the county commissioners. The city is also unleashing major development projects at once, and we are collectively having to deal with them. If a developer doesn’t like something, they get it amended. East of I-75 was supposed to be rural. Not now. We also think Christine Robinson as commissioner and executive director of Argus is a conflict of interest.

Andy Mele is originally from the Hudson Valley area of New York. He worked as the executive director for Clearwater, which successfully got General Electric to dredge the Hudson River after years of nuclear plant leakages into the water system.
Q: What’s one particular policy you would like to change? A: The election process is definitely a problem. While a candidate is running for one district, they are voted in countywide. It’s really expensive, and there is not a lot of money for candidates who favor community character, wildlife, etc. These candidates are getting pennies where others are getting bundled contributions, which allows them TV ads and mailers, to become more known. It’s the major factor for the current state of politics. If
they could only run in their district, it would be more manageable. The election process can be amended. Q: What’s next for Integrity 2016? A: As I see it, we’re an organization with no resources. We just want to create an environment in which change can occur. We will try to boost public awareness and reintroduce the public to county politics through events, the media, forums, etc. The public is apathetic; sometimes they feel like their vote
doesn’t matter. If you don’t vote, I guarantee your vote has no impact. We want to produce a pledge for candidates in 2016 to sign. We haven’t decided the specifics of what it will say, but it will get candidates to tell us who they are. If they don’t sign it, then we’ll know something. CUT THE CORD 7 p.m. — 1600 block of Main Street Criminal Mischief: A business owner reported that the cable to her business had been intentionally cut for the third time. An officer assessed that the rooftop would be easily accessible from the street. A cable employee and an officer both agreed that an unknown person was climbing onto the roof and damaging the cable. The business owner requested additional patrol during the hours the damage occurred.

UNSAFE DEPOSIT 3 p.m. — 400 block of North Briggs Avenue Landlord-Tenant Dispute: A property manager contacted police to report two former tenants of an apartment complex who disagreed with an assessment that cost them their security deposit. The tenants moved out Dec. 31, and an inspection of their apartment found damage including stained countertops, broken furniture and nicotinecontaminated carpets. The tenants objected to the assessment via email, and the property manager reported some of the emails were laced with profanities. One of the tenants visited the property manager’s office to complain, and ended the conversation by saying, “I’m not the kind of person you want to piss off,” and “The next time I come back, it won’t be alone.” The property manager perceived this as a threat and wanted the incident documented in a police report.

Siesta Market will close its doors before summer. Chris Brown and his business partner, Mike Granthon, purchased the Siesta Market Center property — which includes Siesta Key Hardware and Meaney’s Mini Donuts — in November from Whiting Holdings and Joseph Golomb for $2.8 million. Vince Messina and his brother, Peter, own the market. Brown said the Messinas approached him in March, saying they wanted to retire after running the store since 2001. “They understand the commitment that it takes to run the store,” Brown said. “They wanted to retire and do it on their own terms.” The Messinas are waiting to close until May 31, after season. “I’m going to relax,” Vince
Messina said. “We’ve been working for a long time, we’ve had a nice time in this business, but it’s time to slow down.” The Messinas told the market’s 20 employees about the closing in March, and most of them are staying on until the store closes, he said. Although he is sad to be leaving the store, he is ready for a new chapter. “I’m 71 in August … I’ve had some friends who moved to Florida and retired. They seem to be happy,” Messina said. “I’ve always wanted to be active, but I’m overdoing it for our age.” Messina said Brown will do a good job as the property owner because he is more actively interested in the property than previous owners. Brown and Granthon are already talking to potential vendors to fill the high-profile retail location in the Village, but they are still open

dor within 30 to 45 days. He also plans to give the store a new coat of paint and maybe give it a new façade. But regardless of who operates in the space, Brown is firm that his goal isn’t to commercialize the property with a big box store — despite rumors that Wal-Mart or CVS could be contenders. There’s nothing wrong with these stores but there is a place for everything, he said — and the Village is not it. “Whatever goes there will maintain the charm of the Village,” Brown said. “There’s no amount of money that would convince me or Mike to put a CVS or a Walmart in there.”

Two teenage boys on Siesta Key rescued three boaters after their boat caught on fire. Scott Gifford, 14, and Mark McCleod, 13, were on their way home from an afternoon of fishing. In Little Roberts Bay, the two boys passed a 13-foot Boston whaler, which started to make unusual popping sounds. When the boys turned around, they saw three people jump off the boat as it burst into flames. The boys turned their small boat around and picked up the three overboard boaters. The Sheriff’s Marine Patrol appeared shortly to pick up the unharmed victims. The boat belonged to Charles C. Roberts, and the fire was caused by the carburetor backfiring and igniting the gas line. It was the first time Roberts had taken the boat out.

The Lakewood Ranch Tennis Center is getting a makeover. For the past two months, crews have been busy transforming the Tennis Center’s center court into a 750-seat stadium court, creating a second stadium court and finalizing plans and preparations for the 2015 Sarasota Open. After spending the past six years on Longboat Key, the Sarasota Open will make its debut April 11 through April 19, in Lakewood Ranch. Some of the top players in the world will hit the court in what has been deemed the premier men’s professional tennis tournament in Southwest Florida. “We are looking forward to the (Sarasota) Open this year with record sales,” Sarasota Open CEO Tony Driscoll says. “SMR and the Lakewood Ranch Tennis Center staff have been exceptional to work with, and the Lakewood Ranch Tennis members have been exceptional. I have been humbled by their willingness to volunteer and support the tournament.” Former Sarasota Open champions Sam Querrey (2012) and Alex Kuznetsov (2013), two-time Grand Slam champion Radek Stepanek and up-and-coming

he Out-of-Door Academy boys and girls tennis teams both finished second at the Class 1A-District 9 tournament March 30 and March 31, at Longwood Athletic Club. ODA’s M’Balia Bangoura clinched a berth in the state tournament by winning the No. 1 singles title. The Lady Thunder scored 13 points to finish second behind champion St. Stephen’s (18). Cardinal Mooney’s Madison Reece won the No. 4 singles title. Across the court, the St. Stephen’s boys scored 20 points to win the district crown. As the district runner-up, the Thunder advanced to the regional semifinals April 7. The Out-of-Door Academy boys tennis team defeated Community School of Naples 5-2 in the Class 1A-Region 5 semifinals. With the win, the Thunder will advance to the regional finals April 9 versus St. Stephen’s. Economic Damage payments are available for Individuals and Entities that lost profits or earnings as a result of the Deepwater Horizon Incident. Coastal Real Property payments are available for property that was physically damaged in connection with the Deepwater Horizon Incident. Detailed descriptions of all seven categories are available at the website. There is no limit on the total dollar amount of the E&PD Settlement. All qualified and timely claims will be paid in full once they are approved. The Settlement also allowed for Seafood Compensation claims, but the deadline for those claims has passed.

tudents at Southside Elementary School had the opportunity to explore the world without leaving the campus April 2. The Parent Teacher Organization planned a day full of globetrotting and experiencing new cultures for the annual Celebrate Learning Day. Classes were canceled for the day while students received stamps in their pretend passports and jumped from continent to continent. In Africa, students enjoyed a presentation from the Sarasota Jungle Gardens that included a ball python and an African gray parrot. In Europe, students replicated paintings by famous artists and learned how to dance the flamenco. Asia included a yoga session, an obstacle course that included tae kwon do elements and seaweed chips to taste. For a little more than a month parents involved in the Parent Teacher Organization have been planning the annual Celebrate Learning Day. The theme for this year was Tour Around the World with different areas of the campus decorated to represent each continent. Parent Shree Sastry helped coordinate the activities and decorations for the continent of Asia. “I think that geography is not as well represented for our kids, so to promote that and for them to be able to go home and say five facts about Asia to their parents or to their teacher, then I did my job today,” she said. Second-grader Michael Jakub enjoyed learning about Spain. “We learned about the instruments that were from Europe like the clam things, I forget, but they make a snapping sound,” Michael said. “The best part of the day has been having fun and trying out new things and new foods and learning about different cultures.”

ids collected eggs and honked horns Saturday, at Twin Lakes Park, for Sarasota County’s 19th annual Big Trucks Day EGGstravaganza. Different divisions of the county brought large-scale equipment for children to explore, including the Sarasota County Fire Department and the Sheriff's Office. Other organizations included the Florida State Highway Patrol, the Florida State Department of Forestry, Florida Power & Light and Publix. The county also hosted two Easter egg hunts. Deputy Eric Ellis, of the Sheriff's Office, helped kids who wanted to climb in patrol cars. “A lot of times kids see us at the worst times,” Ellis said. “We want kids to understand we're the good guys.”

hildren and parents did the bunny hop Saturday to Siesta Key Beach for the Siesta Key Village Association’s Easter egg hunts. Games, prizes, face painting and the Easter Bunny were part of the activities leading up to the egg hunts. Children were split into age groups for a series of hunts that took place along the sand dunes leading to the shore. In addition, the Sarasota County Sheriff’s Office Mounted Patrol horses Legacy and Valor stopped by to greet children. Legacy even wore bunny ears for the day.

Runners stride down Siesta for turtles
I
n support of sea turtle conservation, local runners took to the sand for the 29th annual Run for the Turtles Saturday morning, at Siesta Key Beach. Participants had the choice between two courses of a 1-mile fun run and a 5K. The morning began with guests meeting Shelly the Sea Turtle from Mote Marine Laboratory & Aquarium and learning sea turtle facts from volunteers. Proceeds from the event benefit sea turtle conservation and research at Mote Marine Laboratory. The event is a major fundraiser for the Sea Turtle Conservation Program. Overall winner for the 5K, Ben Olson, finished in a time of 16:36, with second-place winner Kevin Smith shortly behind him with a time of 17:05. Heather Butcher was the overall female winner with a time of 18:58.
