In November, Maynard Hiss went before the city’s Parks, Recreation and Environmental Protection Board to advocate for a pet cause: the expansion of Indian Beach Park to the north and the south. Hiss had nominated two parcels near the park for inclusion in the county’s Neighborhood Parkland Acquisition Program. He hoped that, with board approval, those parcels could be added to

hen city senior planner Clifford Smith noticed a glaring absence at Links Plaza last month, he reached an unthinkable conclusion: Someone managed to steal a 600-pound bronze statue without anyone noticing. Eventually — after alerting the police — he discovered the explanation behind the missing sculpture. The nearby World of Beer bar and restaurant, which just moved into the space behind Links Plaza at the southwest corner of Main Street and Links Avenue, relocated the golfer statue into a nearby parking lot to make room for its grand opening event. Smith was concerned that the statue suffered some damage in the moving process, but after it was returned to its rightful resting spot, he found no issue with the artwork. That cleared the path for the city to resume the process that had brought Smith to Links Plaza in the first place: restoring the statue to its original condition. Both the statue and Links Plaza are relatively new additions to the city of Sarasota. The city approved the project in 1998, and it was completed in 2001. Although it’s less than 15 years old, it’s repre-

Siesta Key Code Enforcement officer to retire Sarasota County Code Enforcement Officer John Lally announced his retirement at the Siesta Key Village Association meeting Tuesday. Lally has been the lone code enforcement officer on Siesta for 13 years. His last day is May 22. Lally targeted illegal rentals on the Key during his career — he said he’d won all his cases that went before the special magistrate except for one. Lally regularly attended SKVA and Siesta Key Association meetings to keep residents informed about happenings in the community and discuss violation trends. He was instrumental in informing Key businesses about the outdoor display ordinance and permitting process after the ordinance was passed in October. He is already training his replacement. Susan Stahley, a Manatee County resident and former Fish and Wildlife Commission officer. “She’s going to have to stand her ground and use common sense,” Lally said. “I’m showing her all the nooks and crannies on Siesta Key.”

The Siesta Key Chamber of Commerce, Siesta Key Village Association, Siesta Key Association and Siesta Key Condominium Council have joined together to organize a public meeting about the U.S. Army Corps of Engineers’ plan to dredge Big Pass to renourish Lido Key. The meeting will have five speakers, including Laird Wreford, coastal initiatives manager for Sarasota County, Peter van Roekens, Save Our Siesta Sands 2 chairman, and Dr. Robert Young, a coastal geologist. Save Our Siesta Sands 2 has retained Young to examine the Army Corps’ dredging models and provide a professional opinion on the potential impacts to Siesta Key. In 1999, Ken Shelin was a leading advocate for creating a new mechanism that he believed would spur much-needed activity in the heart of the city. By creating a self-taxing district of commercial property owners, tasked with improving the downtown area, the city could rapidly upgrade its central business hub. That effort, Shelin says today, was a complete debacle. With leaders unable to wrangle property owners from every corner of downtown, the proposal killed the dream of establishing a business improvement district for nearly a decade. When the City Commission finally established the Downtown Improvement District in 2008 — while Shelin was serving as vice mayor — it was with much smaller boundaries in a more intense commercial segment of the downtown area. That failure is important to keep in mind, Shelin said, as evidence that the architects of the Downtown Improvement District always favored the idea of incorporating a larger segment of the city. “We knew if this area succeeded, we could always go back to the City Commission and ask for expansion of the DID,” Shelin said. “I think that’s where we are now.”
Dating back to 2013, the Downtown Improvement District has regularly entertained the notion of expanding its boundaries. But the question of “to where?” always went unanswered. Following the April 28 DID meeting, an answer began to crystalize: The board unanimously voted to investigate expansion east to Links Avenue, north to the Rosemary District, west to the bayfront and to include condominiums within its boundaries. If incorporated into the district, commercial property owners would be facing a new tax of 2 mills to fund the board’s operating budget. The board indicated they would be willing to tax residential property owners at a lower rate, perhaps 1 mill. Taken together, the three commercial subdistricts could add more than $640,000 to the DID’s current tax income of $345,000. With the DID short on cash after taking out a bond for a Main Street streetscape improvement project, advocates of expansion said it would have at least two benefits. For the existing board, the newly taxed properties would provide additional resources and allow the DID to take on more significant projects. Likewise, the new properties incorporated into the DID would have the opportunity to benefit from the same projects that the existing improvement district has

seen since 2009. The question for those who favored expansion was one of fit: Who was willing to tax themselves? Which area of the city, if improved, would provide reciprocal benefits for the existing district? They may have found an answer in the Rosemary District. Real estate broker Ian Black, a leading advocate for the revitalization of the Rosemary District, and Rosemary District Neighborhood Association President Michael Bush both appeared at April’s DID meeting to signal the area’s desire to become a part of the improvement district. “I’d like to think there’s close to 100% support for self-taxing ourselves to enable us to take advantage of what we think would be an unprecedented opportunity,” Black said. Among DID board members, there was some concern that expansion would dilute the effectiveness of spending within the smaller existing boundaries. “When we bring Rosemary in, at first, there’s going to be a big sucking noise of all of our money going toward Rosemary to subsidize it,” DID board member Ron Soto said. Advocates for the move, however, argued that an increase in activity within the Rosemary District — and an uptick in residential population there — would have a trickle-down effect on businesses within the existing DID. “I would hope it sucks some money out and revitalizes it,” board member Steve Seidensticker said. “If it brings business to me, I’m thrilled.” DID Operations Manager John Moran is heading up a four-person planning group that is investigating the logistics of expanding the DID. He was part of the group
that helped establish the DID, a process during which he gathered evidence that land owners who controlled more than two-thirds of the proposed district were in favor of self-taxing. That was enough to sway the commission to put the taxing district in place. Moran said the planning group would undertake a similar informal surveying effort within the three subdistricts. Already, he’s seen significant interest from the Rosemary District. The bayfront — a potential cash cow, considering the $114 million in taxable values for 16 property owners — is a bigger question mark, with the Ritz-Carlton, Sarasota already signaling some disinterest. Representatives for the Sarasota Downtown Condominium Association have indicated residents would be open to self-taxing given the proper argument in favor of it. “We would need to have clear, defined benefits,” said Patrick Gannon, president of the condo group. “What’s in it for the residents, presented in a residential point of view.” Moran’s planning group is looking into the logistics of potential expansion, gathering the areas of improvement prospective new members would like to see addressed. Moran said the original formation of the DID took about a year, but he was hopeful progress might be achieved in half that time for the expansion. Regardless of where, exactly, the DID’s new boundaries are established, he encouraged the board to think bigger and embrace the possibility of growth. “It’s the greater downtown now,” Moran said. “The downtown core and the central business district that we used to have, it’s gone.”

At Tuesday’s Siesta Key Village Association meeting, multiple board members expressed their displeasure with this year’s Siesta Fiesta and what they said were its negative effects on business. The event, an annual arts and crafts show, was held April 11 and 12. “Siesta Fiesta is a liability for us,” said Russell Matthes, SKVA board member and owner of Daiquiri Deck. Matthes said he felt the festival had lost its identity and original purpose. It used to be a party for locals to welcome them back onto the Key after season ended and after most of the tourists had departed. Ocean Boulevard is always shutdown for the festival. “Season is lasting longer, shutting down the street is hard to manage and parking is at a minimum,” he said. “We’ve seen a saturation of these types of events.” Matthes said the negative effects have only started in the last five years or so, as tourism has grown on the Key. Matthes said the week prior to Siesta Fiesta the Daiquiri Deck had been busy but that business was slower during the festival (on
a weekend) than during the week — something uncommon for Daiquiri Deck. “I could have closed and it wouldn’t matter,” said Ed McConnell, owner of Siesta Village Outfitters. “(Attendees) are not spending a nickel at the brickand-mortar businesses.” After the meeting, McConnell said that his business had experienced a 65% decrease in revenue when comparing the days of Siesta Fiesta to the previous weekend. “We’re scratching our head. Why do these guys get to come out here at the height of season while the rest of us businesses have to slug it out all year long?” he said. “It’s always been kind of a negative for us.” The event has been managed for the last 15 years by Howard Alan Events, which has a contract with SKVA and pays an annual fee to run the Siesta Fiesta and the Siesta Key Craft Festival, typically held in February. Helayne Stillings, the onsite show coordinator for Howard Alan Events, said the community had always been supportive of the festival and she was surprised that businesses were not generating revenue during the event. The board discussed the possibility of either combining Siesta Fiesta with the Siesta Key Arts and Crafts Festival in February or canceling Siesta Fiesta. No official decision was made, but the board will discuss the options at its May 19 meeting.

Siesta Key leaders characterized former Sarasota County Commissioner Nora Patterson as a “champion of Siesta” during her time on the board. On Tuesday, Sarasota County commissioners endorsed renaming Bay Island Park to Nora Patterson Bay Island
Park after the island resident. “It’s pretty neat and very exciting,” Patterson said. “It is a park with a history, and it’s well loved by the neighbors.” The park, which is located at the north tip of the island, is a haven for fishing and a temporary loading zone for boaters, and it offers a view of Sarasota Bay under the Siesta Key North Bridge.
But developers had once proposed building high-rise condominiums and apartments on the parkland, which neighbors successfully opposed with the legal help of Patterson’s husband, attorney John Patterson, who was on the team representing Bay Island residents. The county bought the southern portion of the park for $120,000 in 1977; the
city had acquired the northern side in 1973. (See sidebar.) The Pattersons currently reside a few blocks from Bay Island and have used the park for running and fishing in the past. “Now we take long walks there and watch people fish,” Patterson said. The site is currently a work zone. Contractors are replacing portions of the seawall to protect the park from erosion as part of a $1.1 million project. The construction should be substantially completed by early June, said Brad Gaubatz, a project manager with Sarasota County Public Works. “We love that park, and it’s always a topic of interest with our neighborhood association,” said Bay Island Siesta Association Secretary Tommy VaughanBirch. “It is very important.” Sarasota city commissioners still have to approve the name change, because that municipality owns the northern tract of Bay Island. “Our decision will be reported to the city, and I imagine at their next meeting they will take official action,” said County Commission Chairwoman Carolyn Mason, who championed the idea. “They thought it was a wonderful idea, and they also unanimously agreed to move forward with it.” County spokesman Jason Bartolone said it would be too early to tell how Nora Patterson Bay Island Park will be represented with new signage, or how much it will cost. “I learned a lot from her,” said County Commissioner Christine Robinson. “I was honored to serve with her and look forward to seeing her name as I drive by there almost every day after I drop my kids off at school.”

BATTLE FOR BAY ISLAND PARK In 1975, the Second District Court of Appeals in Lakeland effectively killed plans for a 10-story $1.6 million condominium on the south end of what is now Bay Island Park, and soon to be Nora Patterson Bay Island Park. Bay Island Siesta Association neighbors had lobbied for the four south end parcels to be restricted to single-family construction, after which Bay Island Towers Inc. sued, according to historical legal documents. Developer E.E. “Gene” Simmons agreed to sell the northern portion of the park for $60,000 two years earlier, which association members raised with the help of the Selby Foundation and the Community Foundation of Sarasota. They gifted the land to the city in 1973. “We have always cared deeply about that park,” said Bay Island Siesta Association Secretary Tommy Vaughan-Birch.

Eileen Normile (incumbent) There has been a lot of noise lately. A lot of untruths. Half truths. And outright nonsense. Let’s stick to the facts. I moved to Sarasota after a career as a criminal prosecutor. I have been president of my homeowners association, chair of the Police Advisory Panel and a member of the Board of Directors of the Downtown Sarasota Condo Association. I have been an active civic participant in city politics for years — a speaker at forums, an advocate at City and County Commission meetings and a contributor to newspaper opinion articles. I was chosen — out of a field of 10 applicants — for appointment to the City Commission last November based on my significant civic involvement. I am proud of what we have accomplished on the City Commission in the past five months. The dysfunctional gridlock is over. Among other things, we are spearheading an innovative program to help the homeless and — in my personal initiative — we are finally getting serious about traffic and transportation in a series of traffic summits that will continue into the summer and beyond. As I am not beholden to any person, group or faction,
I study every issue and vote independently. My voting record proves that. I have put myself, my family and my volunteers through this grueling election campaign because I believe in this city. I’d like to think the city believes in me. I am gratified to say that 82% of our campaign donors are city residents versus 43% for my opponent. When I was sworn in as a prosecutor — and more recently as a city commissioner — I swore to uphold the laws of the city, the state and the U.S. Constitution and to faithfully and honestly serve the citizens of Sarasota. I’m a neighborhood guy. In these days when candidates and reporters like to split hairs, a few gems of hard-won truth need to be upheld. Neighbors are not against development, they are not anti-business, and they are not selfish … no matter what you read or hear. Neighborhoods include property owners and renters, of course. They also include developers and business people. And all these people understand it takes communication and teamwork to be successful in a neighborhood. Neighborhoods are where we raise out kids, buy Girl Scout cookies and Boy Scout popcorn, do a lot of our business, buy our groceries, support local schools and local nursing homes. Neighborhoods are vital to the health and sanity of our city. Challenges abound. It is the job of the City Commission to look at new ways to do things, ways that might be better or

You can evaluate my approach to city government, and my frugality, if you watch any regular meeting since mid-November at the sarasotagov.com website. I am a veteran of the U.S. Army, and started covering the City Commission in 1975, attending literally thousands of meetings of the city and county commissions over the decades. Along the way I earned the trust of my neighbors and was elected president of the Alta Vista Neighborhood Association, then twice as the president of the Coalition of City Neighborhood Associations. With your vote, I can continue to serve.
Shelli Freeland Eddie I have a message for all Sarasotans: We can do better. With relations between the city and county at an all-time low, a homeless crisis that has received an inadequate response and a budget shortfall that endangers our ability to keep promises to our local heroes, we must do better. In this election, I’ve been endorsed by the Sarasota Observer, the Retired City Firefighters, the Police Benevolent Association and the Realtors. In fact, every endorsement I’ve interviewed for, I’ve earned. I believe that’s because I have a strong vision for Sarasota, and I won’t allow special interests or personal agendas to stand in the way of progress. I stand for the responsible use of city funds, smart redevelopment that protects our neighborhoods and problem solving through lasting partnerships. As a former assistant state attorney, I also have a unique understanding of how to best keep our communities safe. And as a business owner of a small legal practice, I fully understand the importance of budgeting, making payroll and living within my means. In my practice, I often mediate and settle cases. Why? Because bringing people to the table and reaching a resolution is the right thing to do. Bickering with no identified goal is wasteful. I will bring these qualities of communication and problem solving to
the City Commission. We have tough issues to tackle, and I don’t believe our options are limited to “either cut services or raise taxes,” like my opponent. I also disagree with my opponent’s contention that traffic is not a city issue. I believe that through careful planning, fiscal responsibility and raising our taxable value we can meet our budget needs and promises. Please, vote for me for City Commission District 3. Sarasota city voters may not realize it, but there are two charter amendments on the May 12 ballot. Oh, and don’t forget the District 2 and 3 City Commission runoff elections. It’s not likely many registered voters in the city of Sarasota know there are two charter amendments on the May 12 ballot. For that matter, knowing how most city voter turnout goes, it wouldn’t be a stretch to say there aren’t that many voters in City Commission Districts 2 and 3 who realize there are City Commission runoff elections next week. Timing is everything. And the illtimed timing of city elections is … well, let’s not go down that tired road. Instead, if you do plan to vote before or on May 12, you may want to give some thought to the charter amendments. (On this page last week, we offered our recommendations for the commission races: Eileen Normile and Shelli Freeland Eddie.) Here are the amendments: 1) TITLE: One-year residency and qualified elector requirement for persons filling vacancy on the City Commission SUMMARY: Requires persons elected or appointed to fill a vacancy in an at-large City Commission seat to have been a resident and qualified elector of the city for one year prior to taking oath of office. Requires persons elected or appointed to fill a vacancy in a district City Commission seat to have been a resident and qualified elector of the district to be represented for one year prior to taking oath of office. OUR VIEW: Readers of this page in past elections may recall one of the primary litmus tests we pose on all charter and constitutional amendments: Will the amendment increase or decrease your individual liberty?
If it will, we recommend “yes”; if not, “no.” This amendment will not increase liberty. Intuitively, you think it makes sense to have a residency requirement. Voters don’t like “carpetbaggers,” strangers or political opportunists swooping into their district or legislative district just out of political expediency. The thinking goes: Every candidate should be familiar with his district and its needs. But why do we need a law for this? Are voters too stupid to recognize political expedients and carpetbaggers and make their own decisions on who is qualified to represent them? No one wants an illegal alien running for office. But what difference does it make whether a candidate has lived one day, one week or 50 years in a district? Let the free market (i.e. intelligent voters) decide. Recommendation: No. 2) TITLE: Citizens’ Initiative Petition to Amend Charter, Time to obtain signatures and adopt ordinance scheduling referendum SUMMARY: Requires a copy of a citizens’ initiative petition to amend the city charter to be filed with city clerk before signatures are collected; that a 180-day period to obtain signatures shall commence on the date a copy is filed with clerk and certified; extends time to adopt an ordinance scheduling charter amendment proposed by citizens’ initiative for referendum from 30 to 60 days after petition is presented to the City Commission. OUR VIEW: What does it matter when a petition is filed — 180 days
before or after? Currently, the charter says when a petitioner turns in his signed petitions requesting an amendment be placed on the city ballot, the signatures must have been collected within a 180-day period prior to the date the petitions are turned in to the city clerk. Each petition signer is expected to place next to his name the date on which he signed the petition. So here’s the catch: Who really knows whether those dates are real? Maybe it takes a petitioner more than six months to collect the required signatures, but he forges incorrect dates. With the proposed amendment, the petitioner would have 180 days from the time he submits his petition to the city to collect the required signatures, and the city would know for sure the the names were collected in 180 days. But once again, what difference does it make if it takes 90 days or 270 days to collect signatures? Sure, in the latter instance, some of the petition signers could have moved out of the city, invalidating their signatures. But so what? Obtaining valid signatures is always the responsibility of the petitioner. Based on our litmus test — more or less freedom, this part of the amendment fails the freedom test. The second part of the amendment would extend the time from 30 days to 60 days that the City Commission must adopt a valid petition to schedule a vote and determine amendment wording and its effective date. This is a delay and stall tactic. Governments are infamous for that. Recommendation: No.

May 5, 1983 Sarasota welcomed Mike Reagan, son of President Ronald Reagan, when he stopped through town to test a locally built, 38-foot race boat. He was especially interested in breaking his own speed record of 25 hours and 11 minutes to complete 1,027 miles of the Mississippi River. His next race from Chicago to Detroit was expected to collect $500,000 for the Olympics.
May 9, 1991 That small outline of a figure on the rooftop is former Southside Elementary Principal John Spielman. How did he end up on the roof? In fall 1990 Spielman challenged all 605 students to read at least 26,000 books by May 1. Students beat his challenge by reading 28,418 books by April 1. The bet proved to be beneficial for Spielman, who overcame his fear of heights after spending the entire day on the roof.
Thank you to our community Dear Editor: As I prepare to embark on a new life journey and leave this wonderful community, I feel compelled to thank so many of the generous people I have met over the past two years who embraced me and continue to embrace the amazing nonprofit organization Girls Incorporated of Sarasota County. It is hard to believe that this summer marks my two-year anniversary at Girls Inc. of Sarasota County. As I reflect over my time here, I am overcome with emotion about all we have accomplished for our girls. We have marked these, and numerous other, important milestones: n Program reorganization to align with national standards n Retirement of the entire Nadel settlement debt n Launch of the Champions for Girls national giving circle n Introduction of the high school initiative
n Design and integration of the “Code” initiative n Designation as a national pilot site for the literacy program n Award of the Kellogg Foundation literacy grant Additionally, Girls Inc. of Sarasota County is home to one of 30 girls in the country to be recognized by Girls Inc. National as a national scholar. Over the past two years I have experienced some of the most rewarding moments of my life, but now, it is time for me to pass the baton. Last November, I began a new chapter in my life when I remarried the love of my life and the father of my children. After being divorced for 25 years, fate brought us back together. My husband, a retired pilot, lives in St. Augustine and teaches at Jacksonville University. The challenges of our long-distance relationship are proving too much to bear at this stage in our lives, and I was forced to make a gut-wrenching decision. I feel it is time to take a new journey, embracing this opportunity to join my husband in St. Augustine. It is with a heavy heart that I will leave this wonderful community and the amazing organization Girls Incorporated. Although I am not leaving for some time, until a new executive is hired and trained, I have made my

intentions known to the board of directors. The team assembled here is strong — a phenomenal group of committed community leaders, advocates and dedicated staff. Although I am reticent to leave, I know I am leaving at a time when the organization is stronger than it has ever been and is in great hands with a solid plan for its future. The new executive director will be chosen by a search committee made up of current and past board members. It gives me great comfort that because we are in a time of growth and stability in all other areas and have successfully restructured our team and realigned our mission this transition will be made seamlessly and smoothly. Even after my departure, I plan to stay very involved in the organization and hope to connect with many of you at future events and to stay in close contact with the many close friends I have made. I feel comfortable and confident that by passing the baton to a new leader who can work with the dynamic board and amazing staff, this organization will only grow stronger to shape a strong, smart and bold future for our girls.

hree years ago, American Jewish Committee Regional Director Brian Lipton stepped into another significant role with the international organization. AJC, which works to advance the well-being of the Jewish people and human rights in general, has partnered with the Konrad Adenauer Foundation, a German civic institution, for 35 years. Since 2012, Lipton has served as the AJC staff liaison for the two organizations’ exchange program, established to promote healthier German-Jewish relations. We talked to Lipton about the importance of the exchange program more than three decades after it began, and the impact the program has on participants.
Q: How has this program helped mend that GermanJewish connection? A: Over the last 35 years, this program has impacted thousands of people. For the Ger-
mans who come to the United States, they will often meet the first Jews they’ve ever met. These are German leaders. About three years ago, I became the staff liaison for this exchange program. The German government invites 10 leaders of AJC throughout the country to attend an exchange program in Germany. I was fortunate, for the 35th anniversary, to have one of the 10 people be from Sarasota, and that was our AJC regional president, Anne Virag. We met with members of parliament; we met with leaders in education, leaders in media. We were advocating for the state of Israel and for basic human rights for all people, which AJC stands for. After the United States, Germany is Israel’s closest military ally, and Germany is certainly the financial leader in the European Union and the most powerful country in the EU. It’s very important

that we have this program to create transatlantic dialogue. Q: Why is this still an important endeavor today? A: It’s amazing that 35 years later this program remains just as important and just as current. There are American Jews who still will not buy German cars, who will still never think of going to Germany. The wounds are very fresh. Also, the dramatic rise of anti-Semitism in Europe has got to be addressed. We’ve got to make sure that the United States-Germany-Israel triangle remains very strong. One of the cool things that we do is, we have home hospitality visits with average German
families, many of whom were prior exchange participants. They open up their homes to our group so we can have dinner with them in their apartment and really find out: How does the average German view Israel, view the history of the Holocaust? Is it too much? Are they tired of hearing about it? That’s where the bridge building happens. Q: On a personal level, how did the program impact you? A: I’ve been to a concentration camp, but I had never been to a death camp. We walked into a gas chamber. And then, to see the ovens — that looked like big pizza ovens — where they

Q: For anyone unfamiliar with the exchange program, how would you explain its significance? A: This was an exciting year, because it was the 35th anniversary of the AJC-Adenauer Foundation exchange program. This was the first exchange program between a German institution and a Jewish institution. Thirtyfive years ago — after World War II — most people didn’t think of Jews having anything to do with Germany, but AJC believes in building bridges. This program was started so that Germans can learn about the United States and American Jews, and American Jews can learn about modern-day, post-war Germany.

Sarah Hernandez and Natalie Firnhaber, two Indian Beach/Sapphire Shores residents, joined him — and presented a petition of about 70 residents in favor of the parkland acquisition. sion that a large portion of the Indian Beach/Sapphire Shores neighborhood became aware of the pace at which the potential expansion was advancing. The same type of support for the parkland acquisition did not exist in this group, and some were aghast at the prospect. At Monday’s City Commission meeting, five speakers either opposed the proposal or wanted more information, claiming others in the area held the same opinion. Both groups urged the city to ignore the parks board’s recommendation — for now, at least. “It’s a beautiful community,” said resident Julie Trigg. “We all love it, and I’m horrified to hear the city is thinking about making a park there.” UNANSWERED QUESTIONS

residents group in November to explain his proposal to them. The neighborhood association said it needed time to get feedback from residents, but it also needed answers to three key questions. The group’s first concern was parking, something the park was already lacking and a problem that figured only to get worse upon expansion. The second was funding, a major unknown considering the financial constraints of both the city and county. The last was safety — another major, established issue within the current boundaries of the park. Morriss said the group never received the answers to those questions, which is why news of the parks board’s decision caught them by surprise. On Monday, the commission decided to take no action in favor of gathering
more neighborhood feedback, a step Morriss agreed was necessary before a decision was made. “It’s a big issue,” Morris said. “There needs to be a lot more people involved than a neighborhood board or a few people who want to see a park or a few people who don’t want to see a park.” At the commission meeting, residents spoke of illicit activities such as drug dealing and prostitution taking place in the park, a stretch of right of way with beach access along Bay Shore Road. Morriss said some people play up the severity of the problem, but others don’t acknowledge a crime problem exists at all. Unlike Sapphire Shores Park, which has a substantial residential population nearby, he said Indian Beach Park lacks natural monitoring that might help com-
bat that type of behavior. In advocating for the expansion, Hiss said obtaining additional parkland was important for a neighborhood sorely lacking it. Morriss agreed, as the neighborhood has just two small pocket parks for 1,200 households. Hiss said he never returned to the neighborhood association because he was never invited back, and he pushed forward because he wanted to take action while the land was on the market. “These lots are for sale,” Hiss said. “They’re not going to be for sale for a long time.” If the county were to acquire the land to use as a park, it would be under county control going forward. According to Todd Kucharski, the city’s public works general manager, the county has done nothing more than mow the grass

at the parkland within the city it has acquired via this program — which causes some concern. “It’s always difficult to say no when you have the opportunity for parkland, but this is one of the ones that even I struggled through,” Kucharski said. “There’s the economic benefit of having buildings there that would help our taxes, but there’s also the thought of, ‘Boy, more park space.’” On Monday, the City Commission agreed to hold a noticed
public hearing to allow residents of the neighborhood to offer their input on the parkland acquisition. Morriss is hopeful that, now that the issue is on everybody’s radar, a productive dialogue can begin about whether expansion is in the neighborhood’s best interest. “The city’s better equipped to do a full scale workshop and to provide the clean, accurate answers, much more so than the neighborhood association,” Morriss said. “That’s where I think the real exposure can happen.”

COLD BLOODED 11:30 a.m. — 2000 block of Alameda Avenue Burglary — Structure: A man reported that, while he was out of town, his Realtor informed him that the air conditioning unit at his property was stolen. When he returned, he informed authorities about the missing property. The air conditioner had been removed from a concrete pad, and the connections had been cut. A neighbor reported that she saw two men on bicycles in the carport of the property during the daytime, but no additional information on possible suspects was provided.

THIRSTY THIEF 6:48 a.m. — 2500 block of North Tamiami Trail Petit Theft — All Other: A man at a gas station attempted to pay for two sports drinks with a counterfeit $50 bill. When an employee confronted him about the currency, the man left with the drinks. The employee provided the tag of the vehicle to police, who contacted the owner of the car. The owner told officers that her niece drives the car, and that she was unaware of any man who might be driving it. The owner of the car assured officers that she would contact her niece about the incident.

The intersection of Main and Links is also the spot where John Hamilton Gillespie created the first golf course in Sarasota — and possibly the state, Smith said — in 1905. That’s why the city contracted with artist Jack Dowd to restore the sculpture, adding the head back to the golfer’s club and making other improvements. “It’s important to the history of golf in this country,” Smith said. “It’s rather nice this sculpture is there on this spot to let people know.”
In March, the city’s Parks, Recreation and Environmental Protection Board voted 3-2 to approve the removal of three black olive trees from Links Plaza. According to property owner Mindy Kauffman, the trees obscured the view of the business from Main Street. Her solution, which the board narrowly approved, would replace the trees with colorful plants while three sabal palms would be added elsewhere in the plaza. Dean Lambert, owner of World of Beer, said Kauffman told him earlier tenants at the building struggled due to visibility issues. Lambert said the business was happy with its new home, but he thought the removal of the trees was a positive for Links Plaza. “I think it actually looks a lot cleaner,” Lambert said. “Those trees, some of them grow out like a nice shaded canopy, but some of them just grow wild.”

Two other downtown trees went missing recently, as the city cut down two trees in front of the future Taco Bus and Evie’s project in the 1500 block of Main Street. Some residents have expressed concern about the missing green space in the city’s urban core, but staff maintains the removal was conducted with good intentions. The trees will be replaced soon, according to project manager Neil Gaines — but other trees in the area may suffer the same fate. The city is currently studying all of the trees along Main Street between Lemon Avenue and Orange Avenue. The study will determine which trees create the greatest safety, property damage and drainage concerns for the city, ranked from worst to best. The city has encountered problems with tree roots dislodging brick pavers along downtown sidewalks, which leads to other complications. Gaines said a public meeting is planned to discuss mitigation strategies once the report is completed, which should happen before the end of the month. The reason the city removed the two trees in front of the Taco Bus project is because it coincided with work the developer was doing, and presented a narrow window for staff to proceed. The city will be replacing the two trees in front of the Taco Bus project within the next few weeks. In the process, it will add silva cells, which should help stormwater management and prevent similar issues from arising with the tree roots, according to city spokeswoman Jan Thornburg.

RUNNING MAN Cardinal Mooney’s Cal Davidson Turner closed out his high school career with a pair of medals at the Class 1A Track and Field Championships. JEN BLANCO SPORTS EDITOR
C
al Davidson Turner had a breakthrough. On the state’s biggest stage, the Cardinal Mooney High senior put forth his best performance on the track. For 2.5 laps of the 1,600-meter run, Davidson Turner went after it. He broke free from the pack and ran stride for stride with Windermere Prep senior Franco Martins, who was heavily favored to win the event. When Martins turned to look back 1,000 meters into the race,
Davidson Turner was right on his heels. “I’ve never run out of guts,” Davidson Turner says. “I’ve always sort of tried to stay consistent and let things happen. I usually settle in and stay with the pack, but this time I let go.” Martins eventually broke free down the stretch, but Davidson Turner’s decision to break away from the pack early on ultimately propelled him onto the podium at the Class 1A Track and Field Championships May 1, at the University of North Florida, in Jacksonville. Davidson Turner finished third in the mile in 4 minutes, 27.09 seconds. It was the
best race that Davidson Turner, who holds four school records, has ever run. “I made him work for that (win) instead of just running away with the race,” Davidson Turner says. “It was a breakthrough for me, and it came for me at the right time as I transition from high school to college running.” Davidson Turner, who will run for Seattle University next year, went on to finish sixth in the 3,200 in 9:53.52. In his final season with the Cougars, Davidson Turner won a pair of Sarasota County championships, a pair of district titles and a regional championship. It was a fitting end to a threeyear high school career for Davidson Turner, who didn’t set out to be a runner. Instead, running found him in the most unlikely of circumstances. Davidson Turner played basketball before experiencing a leg injury in sixth grade. During his time away from the court, he realized he was no longer serious about basketball. But he still wanted to be an athlete and learned that Brookside Middle School was holding track tryouts. Davidson Turner ran a 7:14 mile. He was cut from the team and vowed to come back the following year. Davidson Turner ran his first
half-marathon the day before track tryouts the next year. A few days later, he ran a time trial. His 6:14 mile was the second fastest on the team. Davidson Turner enrolled at Cardinal Mooney as a sophomore and immediately joined the cross-country team. In his third cross-country meet, Davidson Turner ran a 17:30 at the North Port Invitational, dropping nearly 90 seconds off his initial time. “At that moment, I realized I have something here,” Davidson Turner says. “I can do this. I can be a great runner. That’s when my training became more serious.” Over the next three years, Davidson Turner developed into the Cougars’ most decorated male runner, by setting school records in the 5K, 1,600, 3,000 and 3,200. Davidson Turner is now preparing to compete in his final two high school meets — the Trinity Meet May 8 and the Golden South Meet May 23. “I’m going to miss high school running,” Davidson Turner says. “It was a launch pad for going to college. The support I’ve received from the Cougar community has been really helpful. Whenever running seems like a job, my friends and teammates are always there to pick me up and make me laugh.”

The Sarasota Crew won its fifthconsecutive overall team points trophy at the 2015 Florida Scholastic Rowing Association State Sweep Championships April 25, at Nathan Benderson Park. The Crew competed in 14 events and took home nine gold medals and five silver medals. “Winning the state championship for the fifth straight year is quite an exciting and unexpected feat, especially with Winter Park reasserting (itself) as the team to beat,” Sarasota Crew head coach Casey Galvanek says.

After dislocating her ankle and missing her sophomore season, Out-of-Door Academy junior M’Balia Bangoura didn’t know if she would be the same player on the court this year. But Bangoura quickly discovered that not only was she where she needed to be, but perhaps she was even better. Bangoura returned to form this season, winning the Class 1A-District 9 No. 1 singles title and earning an automatic berth in the state tournament. Bangoura, who was making her first state tournament appearance in three years, captured both the individual and overall singles titles at the Class 1A Florida High School Tennis State Championships April 13 through April 15, in Sanford. It was Bangoura’s first state title and ODA’s fifth girls individual state title. Bangoura defeated Clearwater Central Catholic’s Jacque Iazaro 6-4, 6-0 in the individual singles tournament before defeating American Heritage’s Angelica Blake 6-0, 6-2 for the overall singles crown. “It was a relief because I put a lot of pressure on myself to do well,” Bangoura says. “The other girl (Angelica Blake) was in eighth
grade, so I didn’t want to lose to her. “I expected it to be challenging,” Bangoura says. “I didn’t want to go in cocky. I wanted to overestimate so I wouldn’t be surprised.” Bangoura returned to the court two days later to compete in the Women’s Draw of the Sarasota Open. Bangoura, who was competing in the tournament for the first time, advanced to the finals before falling to Fanny Stollar, who trains at IMG Academy, 6-1, 6-3. It was an eye-opening experience for Bangoura, who saw what it was like to play in front of a large crowd and to have referees and ball kids like they do in the pros. “I was nervous,” Bangoura says. “I didn’t want to get crushed. I wanted to do well.” “I know I could’ve done better, but at the time that was the best that I could do,” Bangoura says. “I now know what I need to do and what to improve on.” Bangoura began playing tennis when she was 3, after watching her older brother, Sekou, play. The two siblings may be six years apart, but the age difference didn’t deter the younger Bangoura from trying to absorb every ounce of tennis knowledge she could from her older brother. “When you’re younger, you

enjoy it more because you don’t have to worry about competing,” Bangoura says. “You just go out there and play. It’s not held against you because you’re just a kid.” Growing up, Bangoura learned how to compete against a variety of different skill sets while both practicing with and watching her brother compete. Bangoura quickly progressed and, before long, she was ready to compete in tournaments. She played her first tournament when she was 6 and won her first championship the following year. Bangoura has since developed into a hard-hitting player who is more likely to attack the net, which is the opposite of her older brother, whom she describes as a more crafty and consistent player. Bangoura’s ability to find ways

friendship between the students at Temple Beth Sholom Schools and All Faiths Food Bank has sprouted. The students maintain a garden on campus, and on Friday they donated bins of freshly picked kale, carrots, bell peppers, beets, onions, parsley and green beans to All Faiths as part of its Campaign Against Summer Hunger, which ends Saturday. All proceeds and food donations for the campaign will help to feed during the summer the 21,000 students in the community who receive free or reduced lunch throughout the school year. In her agricultural science class, teacher Shonna Brady shows students how to plant, maintain and harvest the fruits and vegetables.
Student Chelsea Ya was looking forward to gardening and harvesting on Friday. Her favorite fruits in the garden are strawberries. “They’re really juicy and sweet,” Chelsea said. “I like picking and eating them.” The Sprout Mobile Farm Market for All Faiths Food Bank visited the campus to receive the donation. Brady helped the students understand the importance of their donation by explaining that it would feed children and families in need of food. “We are so thrilled to have these kids help us feed families in need,” said All Faiths Food Bank CEO Sandra Frank. “The school administrators, teachers and students are an inspiration. No child should go hungry in a community so graced

Participants of all ages and experience levels used their imaginations to build creations using the soft sand of Siesta Beach. Some builders worked in teams while others enjoyed the creative process on their own. Crowds were able to watch the creations come to life throughout the morning and vote for which sand sculpture they liked best.
