LANGUES I CERTIFICATS

URBAN PLANNING PREVENTION OF FLOODS VS LIVING WITH THEM 1 Strategies for the development of the Riverside Urban Ares along the Red river in Hanoi
The focus of this thesis work is moving from the scale of the Red river basin, down to Hanoi and its Riverside areas, urbanised in the past century, despite the presence of frequent floods. Located in the heart of the Red River Delta, Hanoi is a city with a population of about 3 million people officially living within the city limits*, with an extreme density of about 18 200 inh./sq. km, Located on the banks of the Red River the city has for centuries had a very strong relationship with it, due to its important transportation functions in the past. Since its establishment more than 1000 years ago, Hanoi has continuously suffered the consequences of severe floods, due to the specific climate and the hydraulic regime of the Red river. That has lead to construction of the existing today extensive system of dykes, dams and reservoirs to protect the entire Red river delta from the fluctuating levels of the river between the dry and rainy season. The dyke stretching along the river banks in Hanoi has cut the link of city with the river, but especially significantly after the construction of the 2 m wall on top of the existing dyke, separating visually and physically the historical core of Hanoi from the growing urbanisation in the flood plain on the other side of the dyke. Despite the flood risk the areas outside the dyke started getting urbanised during the mid 20th century and boomed after the country’s switch to a marker economy -The Doi Moi in 1986. Today the Riverside Urban Areas (RUA) represent a dense urban fabric, in some areas denser than the one in the old part of the city, with diverse problems

needing to be taken care of. The main issue, the authorities are looking a solution for, is the semi-formality of the urbanisation in RUA and the flood risk.

SCENARIO
Riverside Urban Areas early 20th century - empty flood plain, village on the island
My work evaluates at the situation and proposes an alternative approach to dealing with the urbanisation in RUA in a sustainable manner. Instead of fighting to keep water away, design solutions to live in balance with it, considering the current situation. and future possibilities..

THE SEINE ZIPPING TERRITORIES Linking elements via river

Seine Aval is a territory very rich thanks to its diversity but extremely fragmented by kilometres of industrial zones and heavy infrastructures. Localised between Paris and Rouen, Seine Aval is a territory rich of historical, industrial and environmental heritages. During the 19th century, the territory has had a great prestige, which was weakened by deindustrialisation during the 20th century. The a loose urban web of towns, irrigated not by the Seine anymore but by the A 13 highway and an accumulation of economic and social difficulties, the territory is today the object of numerous projects for development, trying to get back a strong economic, residential and recreational relationship with the Seine. Being one of the focus poles for development of the Grand Paris plan, Seine Aval and more precisely the area between Achères and Mantes-la-Jolie wrapped by railways, roadways and active industries, will get linked to rapid public transport. Simultaneously the necessity of Voie Navigable de France ( VNF ) to provide better

The strategy of the project is to create the link between these fragmented pieces by creating activators of different kinds. Such as the creation of links where they don’t exist, adapt existing abandoned elements to serve as a new function, use the abandoned former industrial sites for temporary activities and introduce community activities to link people by their culture.

The subject of development is the territory located between the “G.M. Dimitrov”boulevard and along the “Sv. Kliment Ohridski”boulevard in Sofia Bulgaria. The area is 5.9 hectares and is surrounded by university buildings mainly but also has a proximity to local facilities. The area is an abandoned tram line and it’s surroundings that are not being maintained or used for the past 10 years because of the of metro construction The new plan for development of Sofia proposes to get to use the tram line and build a link to the student neighbourhood to the metro. My proposal is more creative, contemporary providing fast accessibility in the area. At the same time proposing another trace for the tram connection. Now the metro station G.M. Dimitrov is located in the northern part of the area and close to it an abandoned building. The location of the territory is very strategic - surrounded by universities, close to a school, key points in public transportation. Considering the fact that it will be mainly used by students it’s characteristics make it a perfect place for an urban renewal.

The aim of the project is to transform this abandoned and unused territory into an attractive and functional area which also provides quick bike connection between the metro station and all the facilities around. The goal is to resolve the following problems: 1. Reduce the overloading of the public transportation in this section during the rush hours by proposing a pedestrian connection by a covered travelator ( horizontal escalator) along the boulevard “SV. Kliment Ohridski” 2. Reduce the noise levels caused by the traffic by using vegetation along the boulevard and a transparent sound barrier on the side of the street. 3. Lack of an accessible pedestrian connection to the metro station, by implementing a shared lane for slow pedestrians and bikes. 4. Lack of public spaces for students around the universities in close proximity, by having common areas with places to study, socialise, play sports, have lunch, open air parties, exhibitions etc.
