BEHAVIOUR

Based on the data from the Queensland government, the majority of LGA population education level locate in the low-medium level. According to the explanation of legend, the low score, which is light colour areas, indicates that an area has a high proportion of people without qualifications, without jobs, and or with low skilled jobs. A high score, which is dark colour areas, indicates many people with high qualifications and or highly skilled jobs. Combined with the theories of the relationship between the personal healthcare level and their education degree. Based on this, the Queensland Thematic Maps shows that there is approximately 80% area within LGA sector has a high proportion of people without qualifications, which could mean the lower education level in this area.

GREEN COVER Shade areas within the LGA sector is less

Based on the site research, the location of the LGA sector is not in the centre/ principal/major areas which include more comprehensive social service and infrastructure, even though it includes several industrial functional zones. Combined the analysis for the population density of this target site, the data shows that the population of these areas is lower than the average of the Brisbane, even of the entire Australian population density. Less population, fewer requirements which could lead to the low degree of connection between the LGA sector with the other "centre" or "principal" area and develop unbalanced. It also could be one potential threat which caused poverty in this area might become increasingly marginalized in the future and relative needs cannot be affordable either due to the current development direction is more "industrialization", not "diversification".

URBAN NETWORK The current urban transport network could not support them to connect to the community SOCIAL ISOLATION Because they cannot reach the low living standards, they could not be accepted by other social groups. INDUSTRIAL DEVELOPMENT The current situation of industry development could not cater their career opportunities. PRIVATIZATION HEALTHCARE The rising privatization healthcare could deprive their opportunities to use their opportunities to use social healthcare service

Based on the model, one assumption is that the income level could influence people's' psychosocial situation, for example, mental stress. This kind of psychosocial stresses may lead to poor-health through behavioural ways usually, by changing health behaviour as well as the perception of health-promoting service, infrastructure and products. For example, due to the non-ideal financial situation, most poverty's requirement about personal healthcare also can be decreased, and their desire and expectancy to seek related service to also could be weakened

URBAN NETWORK

Within the LGA sector, most youth and adults’ physical activities have a suboptimal situation, and the for the communities, street-scale urban design and land use should not be ignore the significance of pedestrian or bicycle routes, which could promote local residents' physical activities and improve their capability for resistant extreme climate change, such as the heat waves (Meurer, Young, Meurer, Johnson, Gilbert, & Diehr, 2011). However, in the LGA sector, the quality and connectivity of the pedestrian and cycling routes are lower than other spaces.

MAJOR ISSUE NEGATVIE IMPACT OF HEAT WAVES ON LOW SOCIOECONOMIC GROUPS IN BRISBANE

HIGHLY NEGATIVE IMPACT

LOW SOCIOECONOMIC GROUP

Based on the land use of LGA sector, the major functional zones in the LGA sector is the industrial, for example, the special industrial use areas, Archerfield Airport. One of the negative impacts of the big area of industrial land use could be increasing energy consumption and carbon dioxide output. Based on the research for the impact of the emission of industrial land use to human health, the industrial pollution could because more severe rising temperature and might RECREATIONAL cause a more severe possibility that people get illnesses with heat (Singh, 2016).

TACTIC A STREET TREE PLAN

1.3

The major aim is to mitigate the negative impact of heats on the low socio economic groups health by improving the physical resilience and healthcare perceptions. PHASE 1 ESTABLISH Based on the site analysis for the current site, in phase 1, tactic A, B and C can be effective to start to solve these constraints and try to make the fundamental preparation to solve the major issue of this site. For tactic A, the number of street trees is planted to provide the residents more shade than before. Tactic B is to start to improve the quality of the nearby open space as a casual sport-aimed public park through redesigning the landform. Tactic C focus on the optimization of staffs and equipment of existing healthcare service centres in order to provide the resident with more high-quality healthcare service.

SOCIAL INFRASTRUCTURE - OPEN SPACE

1.4

Development for compatible land use of open space, especially near the industrial zones and within the undeveloped void space adjoining the residential zones and open spaces. The major aim is to provide the residents with more options for the participate community activities, especially publicly accessible outdoor sport and recreation, which is held by the nearby healthcare service centres mainly to increase their physical resilience abilities.

PHASE 2 ENHANCE Based on the site analysis for the current site, in phase 2, for tactic A, street trees are continuously planted in order to provide the residents more shade street than a phase 1. Tactic B is based on the finished optimization of landform in phase 1, to build and install related sports equipment to improve the existing instalment functions and use rate. Tactic C will focus on the operation of new medical bus based on the existing bus routes. Overall, the second stage is to enhance the functions and meaningfulness of the design tools from stage one and prepare to extend their impaction scale for stage three.

PHYSICAL INFRASTRUCTURE

TACTIC C 4.1 PROGRAM

Establishing related health service program plans, including optimizing the healthcare service for local healthcare centre and through educating to improve residents' physical resilience abilities. This is a healthcare program undertaken by the alliance of local healthcare services and organizations to change the residents' behaviours and perceptions to protect themselves from the heat wave threat.

HEALTHCARE PROGRAM

PHASE 1 ESTABLISH By establishing new green street views, and new open space types and commu ni t y h eal t h care PROJECT ISSUE characters within these open space, Negative impact of heat on low socioeconomic groups’ health to form the primary master plan for aiming to solve the big issues within the LGA sector. Everything within the phase1 is based on the theoretical lens, reconnect these patches together to create As a terrain of reconnected patches, all boundaries a complete and coherent system are resilient and flexible, thereby different parts can Reconnected New formed cooperate easily to form a coherent and complete to assist the improvement of the patches

MENTAL HEALTH Most low socio-economic people could have mental health which aggravate their resistance abilities to natural threat. TOPOGRAPHY The locations of buildings within the LGA sector could locate at the places where easy to receive more strong solar exposure

1.1

SOCIAL INFRASTRUCTURE - INDUSTRIAL

Based on the analysis for the related organization or institution within LGA sectors, the non-profit organization in the LGA sector is less which also could be for the healthcare of this area, including EPIC assist; Relate community development projects; Westside community services; Ozharvest Brisbane, Evergreen Community, SBH Queensland Harmony PlaCE and so on. Most nonprofit organizations are located in the inner city area. The amount of them is limited which cause the reason of the poverty of this area cannot be serviced or catered suitable healthcare. It could be another reason that the high hospital admissions rate in the LGA is severe than in other regions (Refer to Figure 52).

In terms of green cover, as a major aspect of land cover, the significance of the green cover is to provide not just sufficient understory zones, but also shades. However, through comparing the past pre-clearing ecological mapping and remnant one, it shows that the LGA sector has already lost a pretty big area of "Eucalypt woodlands" or "open forests", as well as "wet eucalypt open forest", These different vegetation groups could be the major objects to provide shades for this area. This could explain why although the amount of native vegetation within the LGA sector is not less, the capacity of heat resistance of this area also is low. The loss of these forests and shades as well could be one of the reasons which caused the low capability of heat-resistance for outdoor spaces.

GREEN SPACE

EDUCATION DEGREE Most low socio-economic people have low education have weak perception of healthcare

This area will become a reconnected patches, among residents and open space, and healthcare service as well, By creating an attractive green corridor to provide the residents sufficient shade and guide them to walk as normal daily exercises to improve their health situation. By creating the green corridors, to connect the open spaces and residents areas to guide them use these areas with various outdoor activities, the healthcare service also can utilize these open space to conduct community activities and healthcare education programs.

PHASE 2 ENHANCE Based on phase 1 the new es t a b l i sh men t s, i n cl u d i n g n ew street trees, new landforms and new community behaviours, there are several new assisted measures which are put forward to enhance the functions of phase 1. The major methods inclu de the extension, u p g ra d e t h e s t re e t i n o rd e r t o improve the functions from singleuse to mixed-use, and new physical infrastructure for open space could be established to encourage people t o engage int o more h eal t h care programs outdoors activities, and build the healthcare-types transport

PHASE 3 EXTEND Based on phase 1 and 2, the third phase focus on the extension for the influ enced scales. By building related transport routes and nearby green space to extend the influenced scales for these areas.
