Zachary to End Traffic Camera Project

Five-year Redflex contract widely seen as a bust by citizens, police, and city leaders

“The Redflex Traffic System installed in Zachary a few years back may have been a good idea that just didn’t work out for the best,’’ Zachary Police Chief David McDavid told the Zachary POST. “One of the biggest problems is that we have about $2 million in monies outstanding from this system.” The numbers reflect and up and down scenarios in both citations and receipts for traffic violations. From March 2009 through the end of 2009, 15,073 printed notices were issued and $446,296.57 was collected. In 2010, 23,532 printed notices were issued with receipts of $1,004,185.46. From there, the effectiveness of the Redflex system seemed to spiral downward. In 2011, only 7,484 printed notices were issued with receipts of $403,432.53. In 2012, 2,363 printed notices were issued garnering receipts A solitary Redflex traffic camera trailer has been positioned off and on near the Hwy.19 of $85,171.38. in printed notices issued and receipts with 2,845 notices and $32,886.12 in collections. According to the existing contract, the City of Zachary only receives a small portion of the collected fines, while Redflex receives the majority for their administration fees. “Personally, I would rather have my officers making stops of potential traffic violators,’’ Chief McDavid acknowledged. “There are legitimate reasons why a person might be going a little faster than the speed limit such as a medical emergency. If an officer makes the stop, then he has the discretion to make allowances as to the real situations.” “Also, the people who get tickets personally from law enforcement officers have a little better due process of the law available than just getting a ticket in the mail. Also, once we get the citations from Redflex, an officer has to review each one before the cita-

ZCSD Teachers Use Fund for Teachers Grants to Broaden Classroom Horizons

When school started this year, Zachary Elementary School 3rd grade teacher Jess McKowen and Copper Mill Elementary School art teacher Darryl Alello had plenty to share with their students about what they did over summer vacation. Alello and McKowen were awarded the competitive Fund for Teachers grants to conduct field research, volunteer, master skills and deepen their understanding on a subject. McKowen focused her study on geological findings across the United Kingdom coastline to learn about fossil discovery in England and Paris. Learning about all geological periods of fossil discovery, she plans to modify the current fossil unit for 3rd graders. McKowen says her students’ study will include the work of renowned paleontologist Mary Anning who discovered her first fossil when she was just

12 years old. This summer, the Fund For Teachers grant allowed her to excavate for herself while following in Anning’s footsteps. Darryl Alello focused his study on the Renaissance masters to seek inspiration and develop techniques for creating a school fresco. Alello retraced the footsteps of the artists to see how their work influenced future artists. “I was so excited when I was awarded my Funds For Teachers fellowship to Italy. This fellowship allowed me to observe and study some of the most exquisite paintings and sculptures in the world that I can now share with my students through numerous lessons,” Alello said. The monies collected on the camera tickets goes into the Cities’ general fund, not directly into the Police Department’s account.” Redflex Traffic Camera Systems, Inc. is an international corporation headquartered in Australia. It operates more than 3,000 traffic camera systems worldwide, including systems in at least 220 communities and cities in the USA. Redflex both develops and manufacturers its digital photo enforcement solutions systems. The Redflex Traffic System is divided into 4 sections: 1. Red Light Camera Installation; 2. Incident Detection which trigger digital images based on time frames at intersec-

tions; 3. Evidence Collection whereby evidence is secured, encrypted, and placed in evidence and reviewed by a 3 person committee before being submitted to local law enforcement officials; and fourth, local officer review before citation placed in the mail to the violator. One unidentified Zachary Police officer was heard to say about the Redflex Traffic System: “I don’t think it has turned out as well as it was supposed to. It still takes time for the Department to work the Redflex System. Overall, it seems to have become very controversial.’’ “Two other factors are at work in negating the effectiveness of the Redflex system and that is; once people know where the cameras are, they avoid going that route if possible or slowing down at that location and then resume their normal driving habits,’’

Chief McDavid added. “Also, I think that some people have cut down on their shopping in Zachary out of concern of maybe getting a camera based citation.” There have been many posts on social media sites lambasting Zachary’s traffic cameras as a money grab by local politicians. The same posts advocate boycotting Zachary merchants because of the Redflex cameras and lack of due process of law in challenging the fines. Redflex has been the subject of numerous criminal investigations, including recent admittance of bribing local officials to keep their contracts. Redflex did admit on their website that certain employees in their Chicago office had engaged in unethical procedures, however Redflex further stated that those problems had been corrected and that they had instituted a more in-depth ethics and compliance program. The USA Redflex operations is headquartered in Phoenix, Arizona, and the company’s regional office under which the city of Zachary has conducted its five-year contract with is located in Lafayette. Although the symbolic renewal of the Redflex contract with the City of Zachary was on the September 10 with Council members Council agenda, no action was taken to renew or negate the

contract. Councilmen Tommy Womack, Francis Nezianya and Dan Wallis are in favor of renewing the contract, and Councilmen Brandon Noel and John Coghlan are against it. Municipalities across the country are overwhelmingly eliminating, not renewing, and cancelling their contracts with Redflex due to the high level of public bribery and corruption associated with the company. In the last week major municipalities San Diego and Escondido, California have cancelled their contracts with Redflex . “There is a little controversy as to when the Redflex contract actually expires,’’ Zachary Mayor Amrhein explained. “I think the Redflex expires about September 22, while Redflex says sometime in late January. Either way, the Redflex contract is history.’’ “I never liked the Redflex contract from day one. Secondly, I don’t like to subject our residents to a flawed system like Redflex. I don’t think it does much to cut down on speeding nor accidents. Having the Redflex System probably causes Zachary to lose a few shoppers every day. The City of Zachary does not need the ticket money bad enough to make it a burden on its people.“

“The other thing that makes it not feasible is that the Redflex System has no legal way to collect the money,’’ Mayor Amrhein continued. “When a person receives a traffic violation ticket through the Redflex System, and decides not to pay it, that is the end of it actually. It’s a civil matter, so about the worst punishment someone can get is to have the unpaid traffic ticket go on their credit report.” “They can’t be hauled into court like the due process is on a traffic ticket issued by a Police Officer. If the Court orders someone to pay a traffic ticket, and they don’t, a bench warrant can be issued forcing them to pay the ticket,” Mayor Amrhein added. “Right now, under the Redflex System, there is about $2 million in outstanding traffic tickets that cannot be collected.” “I don’t know if the City Council will renew the contract when it comes up for a vote; but it they do vote to renew the Redflex contract, I will veto it,’’ Mayor Amrhein concluded. “It takes 4 votes to override my veto. I believe Councilmen Brandon Noel and John Coghlan will remain firmly against the Redflex renewal, so soon Zachary will be rid of the Redflex cameras once and for all.”

Northwestern Elementary held their first Kinder “garden” work day on Saturday, September 7. Teachers and staff were joined by volunteers who helped build the school’s garden boxes which will provide valuable outdoor learning spaces for the district’s kindergarteners. The group was comprised of over 55 volunteers including employees, parents, grandparents and students. The group built 20 kinder “garden” boxes gardens including 2 that are handicap accessible. The Zachary High Baseball team, along with Coach Fisher came out to shovel and haul all of the soil. Special thanks to Pat’s Home Centers, Home Depot, Tri Parish Co-Op, HRH pump service and Georgia Pacific for their generous donations to make the boxes possible.

Oakwood Village Celebrates National Assisted Living Week On September 9, Oakwood Village kicked off the week-long National Assisted Living Week festivities with an official Mayor’s Proclamation by Zachary Mayor David Amrhein. Mayor Amrhein was on hand to extend a warm welcome to all residents at Oakwood and to let them know that National Assisted Living Week is a special celebration for them. “Oakwood Village is an outstanding facility. The staff do a fantastic job at making residents feel at home,” said Mayor Amrhein. After the Mayor’s Proclamation, Police Chief David McDavid also addressed residents and extended his services if they should need. This year’s National Assisted Living Week theme was Homemade Happiness. Throughout the week, residents enjoyed activities such as Homemade Pizza and Ice Cream Making, a Pet Parade, Dessert Making Contest, and a Pinewood Derby with local Cub Scouts. November 1st will mark Oakwood Village’s 15 year anniversary of serving the senior citizens of the Zachary community as well

20th Annual Dan Klein Sr. Memorial Rodeo this Weekend

The 20th Annual Dan Klein Senior Memorial Rodeo offers good, clean family fun this weekend. The show starts at 8pm on Friday, September 20th and Saturday, September 21st. The rodeo started as a dream of Dan Klein Sr.’s. “When he passed, we kept it going,” says Dan Klein Jr., who along with his brothers, Errol and Roy, have helped keep the rodeo going strong for 20 years now in their father‘s memory. The gates open at 6pm so rodeo goers can view all the vendor booths, including blacksmithing demonstrations, saddle shop, and hats and shirts available for sale. All concession stand proceeds benefit the McManus Fire Department. The rodeo is a very family-oriented event for kids. Little ones can

participate in the Boot Scramble and for big kids, the Calf Scramble. Contestants from 5 states will compete in Bare Back, Calf Roping, Team Roping, Barrel Racing, and Bull Riding. In honor of the special 20th Anniversary, four of Dan Klein Senior’s great-granddaughters will be carrying the flags in this year’s opening ceremony. The rodeo is held at Klein Rodeo Arena, located on Gross Road, just off Plank, four miles south of Clinton. Ticket are $8 in advance or $10 at the gate. In an August presentation to the Zachary School Board both teachers shared their excitement about exposing their students to the knowledge they gained through their fellowship experiences. Fund for Teachers, national nonprofit organization, awarded $2 million in grants for self-designed learning to 531 teachers this summer; 20 of whom teach in Louisiana. Teachers interested creating their unique version of professional development may begin applying for 2014 grants on October 1 at www.fundforteachers.org.

Trevor Sims was diagnosed with cancer at 5 years old and five years later, his cancer is now terminal. As his days are numbered, Trevor made a very special wish list that has touched many hearts and inspired an entire community. Most of Trevor’s desires were simple. One was to feed the homeless and those in need, which he recently did with a Healing Place Church outreach. It’s a beautiful reminder of compassion. Trevor is a gem, and with his profound passion and purpose in life, we want to define a movement in his honor to help give back to those in need.
