THE BODY IN VOICE TRUSSO

Professor Francesca Trusso teaches English Linguistics and Semiotics at the University of Rome, Italy. Her research interests include cognitive and anthropological linguistics, and pragmatics. She is the author of numerous articles that focus on topics ranging from verbal and nonverbal communication to language acquisition, bilingualism and multilingualism. Her publications include PARLARE LO SPAZIO (1995), SPINNING IN AND OUT OF LANGUAGE (2001) and the forthcoming WORDS WEAVING WONDER: PRINCIPLES OF SEMIOSIS IN SHELLEY, G.M. HOPKINS AND DYLAN THOMAS.

THE BODY IN VOICE

is a comprehensive yet accessible introduction to linguistic semiotics. Its target audience includes students of the broad range of disciplines dealing with communication and with issues of representation — from semiotics and literary analysis to media, cultural studies and beyond. Advanced semiotic terms and concepts are presented in a straightforward format, focusing on practical applications, plentiful examples, and ideas for further research. Of particular interest is the detailed coverage of the corporality of voice and the verbal–nonverbal interface.

Robert Wright argues that Canadians’ understanding of notions such as art, culture, unity, identity and sovereignty have always been informed by conflicting forces, most of them beyond the control of ordinary citizens, many beyond the control of governments. He suggests that Canadians are not timid fence-sitters, or apathetic victims of situational forces. Rather, out of conditions of contradiction, paradox and irony, they have developed remarkably sophisticated cultural and political strategies for deriving pleasure, prosperity and peace of mind. Living with contradiction has always been a fact of Canadian life; ambivalence has been the critical framework that has made this living not only possible, but the envy of the world. In Virtual Sovereignty, Wright explores the relationship between modern Canadian nationalism, cultural policy, popular discourse and the lives of ordinary Canadians. One may agree or disagree with the claims of Canadian nationalists, Wright argues, but there can be no disputing their absolutely vital role in the maintenance of a national conversation in which all Canadians have a stake. Dr. Robert Wright teaches history at Trent University in Peterborough, Canada. He is the author of Hip and Trivial: Youth Culture, Book Publishing and the Greying of Canadian Nationalism and A World Mission: Canadian Protestantism and the Quest for a New International Order, 1918–1939.

VIRTUAL SOVEREIGNTY

of September 11th, 2001, U. S. President George W. Bush declared that “every nation in every region now has a decision to make: either you are with us, or you are with the terrorists.” Until then, Canada had been contentedly fast-tracking down the post-NAFTA road towards continental integration. Bush’s words resurrected an historic sovereignty debate, one that burst into full flame when Canadians led by Prime Minster Jean Chrétien took the unprecedented decision not to fight alongside their Anglo-American allies in Iraq.

“Thinking Government is a comprehensive primer that systematically puts the principles and practice of Canadian public administration in political, historical, and philosophical context. It is nicely presented, combining accessible expositions of classic and contemporary perspectives on public administration with a range of government and media exhibits to illustrate points or provoke debate. Along with its web site, glossaries, and print and URL bibliographies, Thinking Government offers a ‘one-stop’ resource, perfect for courses on Canadian public administration and governance.”

EVERT A. LINDQUIST, DIRECTOR, SCHOOL OF PUBLIC ADMINISTRATION, UNIVERSITY OF VICTORIA

THINKING GOVERNMENT, SECOND EDITION is fully revised and updated. It maintains the descriptive and analytical focus of the first edition while including new materials and coverage of the Martin government, the new Conservative Party, the federal elections of 2004 and 2005, Budget 2005, the politics and administration of a minority government, and the contemporary debates regarding the public policy direction of the country. It contains a full description and analysis of the institutions of the federal government and the nature and working of the power relations between elected politics and senior public servants, along with in-depth coverage of organizational theory, a comparison of public and private sector management, and a critical review of management decision-making. As with the first edition, David Johnson offers a thorough introduction to the fields of Canadian public administration and public sector management. The book devotes special attention to the role of government in society, as well as how ideas and ideologies shape Canadians’ thinking about the role of the state and how parties and governments respond. As with its predecessor, this second edition clearly places Canadian government and public administration within its inherent political context. It assesses systems of financial and human resource management, including coverage of the politics of the budgetary process, employment equity policy, human resource reform, and collective bargaining in the federal public service. Thinking Government, second edition also devotes considerable attention to contemporary issues in management reform, public sector accountability and ethics, and the dynamic of transformative leadership within the public service. PUBLIC SECTOR MANAGEMENT IN CANADA

“David Johnson provides a fresh new approach to presenting public administration. In an increasingly crowded field, Johnson’s textbook stands out for its thought-provoking approach to our usual assumptions about public administration and its relation to broader questions about our society. Johnson looks at contemporary developments in public management and provides both the historical and political context that gives these developments real meaning. This makes the text both more relevant to students and useful for instructors. Johnson has clearly set the new standard in terms of his presentation of this material and his analysis of these complex issues.”

remarkable story of Professor Edward Harvey’s twin-track career as a university professor and consultant specializing in social policy issues— a forty-year journey that blossomed with the dynamic Trudeau era and the search for “The Just Society.” With its richly detailed accounts of early life at Princeton, royal commissions, government task forces, and private sector assignments, this book will be a compelling read for anyone interested in policy, organizational change, equality issues, and the recent history of Canada’s sometimes fragile confederation. Dr. Harvey’s journey is impeccably written and tremendously engaging. Although biographical, this book is, in large part, a history of Canada too. The author has skillfully woven his life together with Canada’s recent past, leading us through the strong post-war economic growth and the demographic explosion that came to be known as the baby boom, and on to the resulting dramatic social policy developments. Details of behind-the-scenes events and conversations add humour and realism to the “characters” in his account. The author captures the era remarkably well. He intertwines personal interests in jazz, chess, and abstract art with the pursuit of university education and developing an understanding of political and social issues. He clearly describes the optimism of the 1950s and early 1960s, the tremendous social revolution of the 1960s, the JFK assassination, and the Marxist 1970s.

Dr. Edward Harvey is one of Canada’s leading social scientists. He holds B.A. and M.A. degrees from the University of British Columbia and a Ph.D. from Princeton. Most of his academic career has been with the University of Toronto.

From Love Canal to Environmental Justice

Thomas Fletcher’s work exposes the powerful influence of Love Canal on subsequent hazardous waste deliberations. He skillfully employs political and geographical theories to examine how the shock waves emanating from this one infamous site have reverberated through public opinion and policy that shape environmental justice on both sides of the U.S.-Canadian border. — Craig E. Colten, Louisiana State University Fletcher’s work is a good read for anyone interested in hazardous waste problems! His sophisticated and rigorous study examines the famous Love Canal and similar Canadian cases. It argues that in spite of problems, the “environmental justice” approach is important—particularly if combined with an “industrial ecology” framework for industrial production. Fletcher finds similarities and differences in U.S. and Canadian toxic waste policy-making, and, for me, the book reinforced the notion that environmental issues are inherently embedded in social relations. — Charles L. racing the history of environmental policy and politics from the seminal moments of 1978 at Love Canal to current environmental justice disputes, this in-depth study offers a cross-border analysis of the modern environmental movement that should be of interest to students and practitioners, academics and activists. Though no explicit environmental justice movement has developed in Canada, questions of fairness and equity in issues like the recent Toronto garbage crisis are central to many of the country’s environmental conflicts. The location of Love Canal and other hazardous waste facilities on the New York-Ontario border allows for striking national comparisons without sacrificing attention to local and regional detail. Just as the issues surrounding Love Canal have shaped environmental management many years after the event, so too the environmental justice movement is making its mark on contemporary policy and politics in ways that we are likely to recognize many years from now.

The first half of the book explains the main features of the . This part develops and illustrates the ways in which political scientists elaborate and employ theories of international relations by classifying and examining the main levels of analysis, from characteristics of the international system, through those of nation states, to explanations of policy effected by officials. The second half examines important historical cases chosen both to illustrate theories and also to chart the overall patterns of change. Readers are thereby introduced to important theories and issues in international relations and to key historical episodes and significant scholarship.

Mark R. Brawley

“This book reflects the evolution of research in international political economy by moving beyond the usual theoretical paradigms of realism, liberalism, and Marxism. It introduces bureaucratic politics, the individual decision maker, and ideas to complement the more traditional approaches. The text then employs these theoretical tools to analyze international economic relations in a broad variey of cases. I recommend it enthusiastically.” —Jeanette Money, University of California, Davis

Turning Points presents the theories and paradigms of international relations in the context of the issues of the international political economy (); trade, investment, and monetary relations. Largely it does so by developing historical cases of pivotal events in the evolution of the  to illustrate the strengths and weaknesses of these theories. This focus on the substantive material of the  allows a shift beyond traditional debates to include newer paradigms such as Constructivism and Institutionalism. The result is a book that not only reveals and explains prominent arguments and debates, but also provides a grounding in the history and structure of the .

Electoral System Reform in Canada and Its Provinces E D ITE D BY HE N R Y M I L N E R

Steps Toward Making Every Vote Count brings together the best analyses from the best qualified observers on developments in the growing movement to reform Canada’s electoral system.

Four key chapters present up-to-date accounts of developments in BC, Québec, PEI and Ontario. They show the provinces moving at different speeds toward meeting an objective to propose a specific model of proportional representation that also ensures a continued role for directly-elected representatives of specific geographic boundaries. Two chapters recount experiences in New Zealand and Scotland which have adopted electoral plans attempting just such a balance. Others look at South Africa, Japan, France, and the United States — each selected for the light it casts on a specific aspect of electoral system reform. The remaining chapters consider various practical implications of changing Canada’s electoral system — now a very real prospect. Henry Milner is a political scientist at Vanier College and Université Laval, and Visiting Professor at Umeå University in Sweden. The author of six books including, most recently, Civic Literacy: How Informed Citizens Make Democracy Work, he is also the co-publisher of Inroads, the Canadian journal of opinion and policy, and Fellow at the Institute for Research in Public Policy (IRPP). From a review of Henry Milner’s earlier edited volume on electoral reform Making Every Vote Count: Reappraising Canada’s Electoral System. . .

Steps Toward Making Every Vote Count

Among mature democracies, only the United States and Canada use the first-pastthe-post (FPTP) system for electing all state and provincial, as well as national, law makers. In Canada the debate over the electoral system, which began in earnest after the 1997 federal election, is now moving from the university and think-tank seminar room to the floor of five provincial legislatures.

“Written in a manner that is simultaneously sophisticated and accessible, A History of Anthropological Theory manages to be impressively detailed without being tedious…. The authors effectively link the old with the new, elucidating, for example, the Durkheimian roots of Victor Turner’s symbolic approach and the Weberian underpinnings of Clifford Geertz’s semiotics, as well as the Marxist influence on the political economy of Eric Wolf and Sidney Mintz. The balanced treatment of postmodernism brings the reader squarely into the present.” — Bruce D. Roberts, The University of Southern Mississippi “An admirably clear and cogent summary and discussion. The requisite background is not solely economic theory, but also the history of and the purposes and workings of the organizations, laws, instruments, and customary practices in the international economy.

INTERNATIONAL ECONOMICS I N T H E A G E O F G L O B A L I Z AT I O N Economic theory is not limited to the abstract; its concern with institutions has both a practical and theoretical base. How can one evaluate a criticism of the World Trade Organization, a fear of the dangers of financial derivatives, the supposed freedom of a multinational firm, or the presumed unfairness of dumping without knowing both theory and institutions? Where did these institutions come from? What problems are they solving———as well as creating? This book’s balance between theory and institutions is akin to texts in public expenditure or money and banking. The leading international economics texts, in contrast, push the real world into the background and present the subject as a more specialized intermediate theory course, accessible only to people who have a solid theoretical background. The result is that good discussions of many of the key issues in modern international economics simply are not available in the curriculum, or accessible to any but economics majors. This book aims to remedy that failing by challenging economics majors and non-majors alike. It will also be of value to students of business and public affairs and to the economic literate general public.

Focusing on the traditional state-centred arenas of group and social movement influence such as Parliament, elections, the bureaucracy and the courts, this book argues that the terrain of group politics in Canada has been restructured by the transition from the Keynesian welfare state era to the era of neoliberal globalization. It surveys the main approaches to the study of collective action in the Canadian context, including theories such as pluralism, neo-Marxism, historical institutionalism, and rational choice theory. The core of the analysis draws on political economy and historical institutionalism to explore the ways in which Canadian political institutions are in the midst of a fundamental transformation brought on by the shift to neoliberalism. Miriam Smith argues that political-institutional changes in federalism and intergovernmental relations, the role of the courts in the wake of the Charter, the decline of the legislature, the concentration of power at the centre, the relative displacement of the public service, the regionalization of the brokerage party system, and the rise of professional lobbyists have altered the scope for group politics in Canada. The restructuring of Canadian politics has gone beyond the level of policy change, reshaping the central institutions of the state. The core political institutions of the Canadian state are in the midst of their own restructuring process, one that will make a less democratic Canada.

fields of social movement politics. Newer groups that have become more important in recent years are also included: anti-poverty organizing; race, disability, and lesbian and gay politics; Christian evangelical groups; and health social movements. Contributors to the collection employ a number of theoretical perspectives from political science and sociology to describe the evolution of organized groups and movements and to evaluate successes in exercising influence on Canadian politics. The diversity of approaches is one of the strengths of the volume. Each chapter provides an overview of the group or movement along with an account of its main networks and organizations, strategies, goals, successes, and failures.

he organization of this social theory reader combined with Garner’s short introductions to selections enables students to understand the historical flow of social theory and see how disagreements and confrontations shape theory. Writing in clear, down-to-earth language, Garner’s introductions highlight links among theorists to illustrate how theoretical traditions are not rigidly separated from one another but are always in conversation, addressing and challenging each other. The second edition has been thoroughly revised and reorganized with a new section on Media and Culture in the Information Age and new selections from Erving Goffman, David Harvey, Stuart Hall, and Saskia Sassen, among others. As in the first edition, many of the classical articles are paired with contemporary theoretical and empirical studies that illustrate the continuing value of the classical concepts. Garner continues to offer her concise introductions, and all have been completely revised and updated for this edition.

In

today’s world we rely on formal organizations for almost everything that we do. These organizations in turn shape our expectations of how people should behave. Whether our interaction with an organization is positive or negative will depend on the structure, character, and control of the organization. The text introduces and explains the central theories, concepts, and models of the field of organizational behaviour; at the same time, it advances the key ideas of competing paradigms, integrating many of their main issues. In this way Organizational Behaviour in a Global Context offers a unique view into twenty-first century organizations. Featured studies and cases of several major organizations including British Airways, Scandinavian Airlines System, Ontario Hospitals, Pfizer, the Catholic Church, Mountain Equipment Co-operative, Workbrain, Wal-Mart (and many others) allow the reader to understand the context in which to consider specific themes. These themes are also explored in separate chapters—including chapters on gender at work and race/ethnicity in the workplace. Finally, the authors use current research to examine aspects of organizational behaviour from a gender, class, or race/ethnicity approach.

Canadian Politics

As in earlier editions, the essays that shape Canadian Politics have all been written or substantially revised especially for this book; taken together, they are models of excellence in writing on Canadian politics. This edition retains a thorough and insightful treatment of theoretical issues and political forces such as those created by organized interests, social movements, and the bureaucracy, as well as a comprehensive survey of political issues and institutions, from ‘Parliament’ and ‘Elections’ to the ‘Supreme Court and the Charter,’ ‘Aboriginal Politics,’ and ‘Constitutional Politics.’ The book continues to be informed by an awareness both of the importance of economic developments and of the particularities of Canadian political regions; this edition also more sharply focuses on the changing and developing relationship between the citizen and the state in a global context.

City Politics, Canada is an excellent read. It is comprehensive—from historical reform efforts, through public policy making in our cities, to urban elections, political parties and interest groups. It identifies the impact of urban culture and social movements. It comments on the current debates about local intergovernmental relations and new public management. It has opinions on regional/metropolitan governance for the twenty-first century. And it asks the reader to think about urban theory and the internationalization of cities. It does all this with some attitude—one which engages and provokes rethinking much of what we think we know about modern political life in Canada. — patrick j. smith, simon fraser university

City Politics, Canada is an introduction to the basic politics and core policies of today’s city halls. While the book surveys classic discussions and accurately describes municipal institutions in Canada, it also explains why particular policies assume the specific shape they do. James Lightbody draws on over 30 years experience researching and participating in city politics to argue that transparent accountability from local public officials, related to specific policies and the general condition of the community, is an important and desired end for democratic city government. Arguments for change within city politics are insufficient if the result is that everyone has a say but no one is accountable. In following this theme throughout the book, Lightbody examines the various facets of metropolitan politics in a lively and engaging manner, and explains why city politics are important to all Canadians. Provincial agenda setting is viewed through the lens of the urban political landscape, as are the reasons behind the Toronto Megacity (1996) and Montreal’s consolidation. Finally, the book expands its discussion to explore the global reach of the urban phenomenon and the impact of world practices on Canada’s metropolitan cities. The ultimate hope for this book is that readers, as citizens, will be better able to understand the basic politics and core policies of today’s city halls—and will be better equipped to participate effectively in the processes by which those policies are made.

CIT Y POLITICS, CANADA

City Politics, Canada will both irritate and please, but it should be read—it raises all the important questions about urban governance in Canada. It integrates an understanding of the impact of the world context on Canadian cities with the detailing of the ways in which provincial governments guide and control municipalities. James Lightbody has always been an ardent promoter of city-region amalgamations and municipal political parties and these two themes are central to City Politics, Canada. Both positions are argued in great detail and the discussion links these issues to the big political questions—democracy, participation, innovation. The scope is broad and the detail is there. — caroline andrew, centre on governance, university of ottawa

Carroll Critical Strategies for Social Research

Edited by Canadian sociologist William K. Carroll, this thought-provoking volume is designed for Research Methods courses in sociology and social sciences. Critical Strategies for Social Research explores the ways that key research strategies bring an emancipatory dimension to social analysis. The fact that the social world is marked by injustice implies an ethical-political project for the social sciences: to debunk the ideologies that legitimate injustice and to produce knowledge of the social world that empowers the oppressed. Editor William K. Carroll considers five influential and productive strategies of inquiry: ■ ■ ■

dialectical social analysis institutional ethnography participatory action research

■ ■

critical discourse analysis social inquiry as communicative reason

This unique volume of 27 readings includes works by leading Canadian and international scholars such as Madine VanderPlatt, Joe Feagin, Marie Campbell, David Harvey, Linda Tuhiwai Smith, Norman Denzin, John Gaventa, and Liza McCoy, as well as classic writings by C. Wright Mills and Karl Marx. Key Teaching Features ■

The introduction and part openers make the material highly accessible to undergraduate students. Following each section, there are critical thinking questions, further readings, relevant web sites, and glossary terms. The final chapter offers concluding reflections on the relationship between critical research strategies and the quest for social justice. An appendix contains plans for several workshops that can add an experiential dimension to the issues and strategies pursued in this book.

“This is unquestionably a fine book that colleagues in the field will find useful.” Y. Michal Bodemann, University of Toronto

with a sense of fun and intellectual excitement.

Writing in a relaxed and conversational manner, Garner encourages even the most math-aversive readers to think about statistical material in words and to understand formulas in terms of concepts. This discursive approach to math and an insistence on linking concepts, formulas, and empirical examples in a holistic manner allows readers to choose their own routes to learning math-related ideas. As a stand-alone text, a self-study manual, or a supplement to a lab manual or “Math-Refresher” section, and self-assessment test offer a concise review of all the needed math background. A “How-To?” section provides short handy summaries of data analysis techniques and explains when to apply them. Each chapter offers key terms, numerous examples — including real-world data — practice exercises and answers, and verbal algorithms as well as formulas. Roma

—or Gypsies as some people still call them—constitute Europe’s largest, poorest, and most enigmatic minority. In spite of their centuries-long coexistence with mainstream Europeans, our picture of this people remains rooted in stereotypes and myths that have little in common with contemporary social reality. Fullfledged citizens of the European Union, and ostensibly protected by the world’s most progressive human rights legislation, many Roma live under conditions that challenge our notions of Europe, modernity, and pluralism. This book is about a Romani settlement in eastern Slovakia. It is a community that has grown to become one of the largest and most problematic townships of rural Roma in the entire district. The dark-skinned squatters on the margins of Svinia are segregated from the surrounding society by means of physical and social barriers entrenched in local ideology and enforced by rules and conventions reminiscent of apartheid. David Scheffel offers a detailed ethnographic account of the social, cultural, and historical circumstances that have encouraged and supported inter-ethnic inequality in the region. In the process, he demonstrates the complexity of what is often referred to as Europe’s “Gypsy problem” with passion and sensitivity. David Z. Scheffel has written extensively about the Roma, as well as helped produce the documentary The Gypsies of Svinia (1998) for the National Film Board of Canada. He is an Associate Professor in the Department of Sociology and Anthropology, Thompson Rivers University, Kamloops BC, and is the author of In the Shadow of Antichrist: The Old Believers of Alberta (Broadview Press, 1991).

It is a welcome addition to the growing field of Romani studies.” — David M. Crowe, Elon University

An excellent introduction, not only to modern democratic government but to the discipline of political science as well. Students will come away from this text knowing the issues and concepts central to understanding how liberal democracies work as well as how they differ. They will also understand why it makes a difference — what values are at issue and how they relate to the broadest and most enduring normative questions of politics. And, unlike many introductory texts, this book also gives students an appreciation of its own limits, and the limits of political science as a discipline, by introducing them to some of the methods that generated the knowledge with which they are being presented. an introduction to democratic government second edition

This book is a comprehensive, comparative and interdisciplinary approach to the essential components of democratic politics. It invites students to situate topics within broader historical and cultural contexts, and ponder questions such as “What do we need to know to make sense of the political world?” “What are the challenges that we might reasonably expect to confront political systems in a new millennium?” Thoroughly updated to address recent developments, in particular the impact of globalization and technology, Politics continues to provide students of political science with a foundation for future study within the discipline, and the tools for a more informed practice of democratic citizenship. Careful consideration is given to the unique political and demographic situation of the world’s liberal democracies and the privileged economic position they occupy in the context of globalization, modernization, and technological transformation. The changing nature of political sovereignty, of developmental issues, and of international conflict are also explored. While changing global realities necessarily expand the horizons of political inquiry, the ideas, institutions, and processes internal to the contemporary state continue to be addressed in a thorough, yet accessible, fashion.

It has been said that democracy is the only remaining ideology.

helps ground the discussion

Following an introduction to some of the central concepts in political analysis and to the evolution of political research over the centuries, Politics focuses on political ideas (political philosophy, ideologies, and political culture), institutions (constitutions, legislatures, and executives; their relationships in parliamentary and presidential systems; electoral and party systems; the bureaucracy; and the judiciary), and the international setting. One of the book’s central themes is the relationship of contemporary political debates to more enduring traditions of political thought. Philosophical traditions are linked to the emergence and institutional functioning of liberal democracy, and, by virtue of the comparative approach, appreciation of the immense variety of democratic political arrangements in different countries of the world is offered.

“A useful overview for

It familiarizes students with enduring themes and issues that have arisen over the roughly 2,000-year history of political research and provides foundations for more advanced study in the discipline. The empirical focus is on the institutions and processes associated with presidential and parliamentary variants of liberal democracy.

j THE CONTROVERSY OVER DIRTY HANDS IN POLITICS

HE essays in this book deal with the appropriateness of “dirty hands” in politics the widely-held view that politics is a dirty business and those who engage in it can’t help but get their hands dirty – Oliver North’s self-defense in the aftermath to the Iran-Contra affair is a good example. The book explores the meaning of the term and its implications: whether dirty hands is useful as a description of the way public figures actually behave in crisis and whether it is acceptable as a model for guiding ethical and efficacious conduct. Contributing authors present differing appreciations both of the extent to which there are dirty hands in political decision-making and actions and of the justifiability of such conduct if and when it presents itself. Defenders of dirty hands make the argument (in various ways) that sometimes cruelty and/or deception are necessary means to achieve a desirable end. The desirable goal may be advancing the greater good or it may mean preventing a considerable evil. On the other hand, there are a variety of strong arguments for rejecting the practice as well as the theoretical justifications of dirty-handed activity. The book presents arguments and analyses pro and con for using normally repugnant methods to advance worthy ends. The dirty hands problem sets ethicists, political theorists, and social philosophers against one another on empirical, logical, and normative grounds, leaving it to readers to form their own views. However, the debate about dirty hands is also directly relevant to the consideration of ethical problems in a more general sense because its ultimate concern – how to act rightly when moral rules point in contradictory directions – can come to the fore in many circumstances in social life. Accordingly, several of the essays address broad moral questions beyond the dilemmas faced by political leaders.

“While there are many introductory textbooks fostering the study of the structure of the English language, there are few geared for the average undergraduate English major. Bernard O’Dwyer’s textbook, Modern English Structures, fills this gap admirably. His account is specifically designed to combine the familiarity of the descriptive terms of traditional grammar with the sophistication of a linguist’s description, and is admirably straightforward and complete. The key to the success of this book is the separation of the aspects of an item’s form (what a word, phrase, or clause is) from function (what it does in the sentence) from position (what slot in the sentence it occupies). Using this, O’Dwyer manages to account for all the thorny subcategories of words by different combinations of the three levels, introducing new terms while retaining the old. His copious examples of each construction are drawn from well-known English literature. Throughout, even those with no prior grammatical training will be able to follow O’Dwyer’s clearly-written analyses.”

his is a book about forces challenging the continued integrity of Canada, one of the world’s oldest and most admired democracies. It focuses on six critical events, beginning with the 1988 federal election and the fierce debate over the risks of free trade with the United States for Canada’s economy and cherished social programs. It ends with the 1998 re-election of the Parti Québécois and the possibility of a third sovereignty referendum. Collectively, these events have pushed Canada to the edge of disintegration. The book’s analyses and interpretations of these events are based on a unique collection of survey data gathered over the past two decades. Conversations with thousands of Canadians map the dynamics of public beliefs, attitudes and behaviour in an era of economic dislocation and political crisis. Struggling to adapt its political institutions and processes to regional and ethno-linguistic cleavages invigorated by forces of economic restructuring and globalization, Canada exemplifies many of the “forces from above and below” that have beset democracies, new and old alike, in recent years. By explaining how these forces have brought a “charter member” of that very special political club to the brink of fragmentation, this book will be of interest to all those concerned with the future of democracy in polycommunal societies.

“… a treasure trove of survey-research data and sophisticated analysis … an indispensable reference book on the political history of Canada in the 1980s and 1990s.” — Tom Flanagan, University of Calgary “A Polity on the Edge is a brilliant investigation of why citizens’ attachment to Canada, one of the world’s most successful mature democracies, is eroding. Using a unique and rich body of survey data collected over several decades, the authors demonstrate how economic hard times, festering ethnic tensions, and the actions of leaders have led citizens to withdraw support from authorities, parties, and, in Quebec, the national political community itself. It is a superb example of how astute analysis of empirical data can illuminate the origins and probable futures of threats faced by all polities.” — Samuel Barnes, Georgetown University

“Powerful! Using national surveys as well as surveys of the Quebec electorate, A Polity on the Edge is a brilliant assessment of Canada’s viability as a nation.” — Richard Price, University of Windsor
