The conference brochure by BMZ and gtz
“The evolution of Voluntary Standards is perhaps among the prime inventions after fire, the wheel and central banking legitimizing in ‘letter’ the true spirit of enterprise where proactive businesses are designed to cocreate wealth for the wellbeing of people. And the challenge now is to scale up and enhance impact.”

“We have voluntary initiatives because of the governance gap in national level industrial systems. We need to make sure that those voluntary initiatives, which are very important, contribute to overcoming that governance gap and do not perpetuate it.”

Pedro Carnielli (PRONOVA), the representative of the workshop in Brazil
“I believe joint endeavor of macro, meso and micro level is an important direction and PPP is a good approach to integrate stakeholders in the dialogue and lead to positive result. Therefore the mutual supporting of macro strategy and PPP projects will benefit the micro implementation in long term sustainable development.”

“I'm very happy with the results of the evaluation report because the results and findings of the evaluation coincide very much with the experiences of SECO in this field.”

27
Sherin Lin (TÜV Rheinland Group), representing the workshop in China
“The voluntary standards in my Cooperative became a way to involve the producers in sustainable activities on their farms. Our main challenge is implementing the standards, which in Brazil means complying to our laws about environment and labour.”
“Voluntary social standard compliance in China remains yet an area which needs to be PUSHED. It is highly dependent on the initiative of supply chain which makes the scaling-up with wider impact unpredictable and vulnerable.”
International stakeholder discussion Shaping Globalisation - Scaling up Voluntary Standards
“Better Work is now working with 1.2 million apparel workers. Over the next three years we expect to scale this up to over 7 million workers. This means we have to have very solid operational and management systems.”
International Conference, October 2008 in Berlin
28
“The adoption of voluntary standards should always be seen as an investment in better market competitiveness and more efficiency and not as costs!”
Simon Zadek (AccountAbility), chair of the conference Shaping Globalisation - Scaling up Voluntary Standards
“Labour and environmental standards are different. In the case of labour standards we should be scaling up voluntary initiatives to implement recognised ILO core labour standards and national labour law. We don't have to make them.”

“There are many challenges that face the voluntary standards movement to achieve scale. Whilst some of these relate to the resources that are available to drive organic growth more significant challenges relate to whether current business models are adequate to promote this growth at levels required.”

“We have learnt through Better Work that you cannot work only at the enterprise level. It is part of the solution but not all of it. We need to engage with government, employer and workers organisations' to build sound industrial relations if we want to create real change.”

“In order to show the benefits better to small scale beneficiaries it is very important to reduce complexity of the different standardisation schemes. Therefore, more coherent capacity building and training tools should be developed as well as improved mutual recognition schemes should be developed regarding auditing and certification. It is important that voluntary standards systems work together and try to harmonize their approaches without loosing their individuality.”

Shaping Globalisation - Scaling up Voluntary Standards
“If we want to make real change in global supply chains we have to reach not thousands or even tens of thousands of workers - we literally have to reach millions in a sustainable way.”
“We were challenged to think about methods and effects of scaling up--about what inputs needed to dramatically increase the use and usefulness of these voluntary standards as tools for a better world.”
International Conference, October 2008 in Berlin
38
In one of the workshops.
“Scale goes with sustainability. To reach scale we need to have to make sure that voluntary initiatives are selffinancing . Donors can play an important role in supporting development costs for building local capacity of voluntary initiatives but service delivery needs to be selffinancing.”
