It shows the technical characteristics of the objects and the holders of real estate rights (not for legal evidence). It gives the object values used for taxation purposes.

By registering real estate deeds, it manages the information about the transfer of real estate rights and about the mortgages enrolment.

REAL ESTATE MARKET MONITORING SYSTEM

It collects and processes information from real estate market and continuously shows the real estate values trend.


The cadastral large scale cartography The specific task assigned to cadastral cartography is to represent the real-property, consistently with the different real estate rights claimed on it, an aspect that, among all the official cartographies held by the State, can only be found on cadastral maps. The Italian cadastral cartography, wholly available in vector format, is managed through a single GIS application called WEGIS (Web Enable Gis) throughout the national territory, which operates in a web environment.

Agenzia del Territorio, same as Jordanian DLS, is a single Public Institution responsible for all the national territory for both the cadastre, the registration of rights and mortgages and the land valuation for fiscal purposes

Agenzia del Territorio had already developed, tested and successfully implemented an architecture able to improve the quality of its databases in terms of data richness, completeness, correspondence to the real situation, accessibility and usefulness.

o

DLS may benefit of the Italian experience concerning the mass identification of unregistered buildings, by innovative use of advanced platforms (high resolution orthophotos, DTM, DEM, infrared images) and by the integration of its maps and databases with external ones, in order to reduce tax evasion and avoidance (this was recognized as “Good Practice” in 4th 2009 European e-government awards and as “Best Product for Public Administration Innovation - area efficiency” at the 44th CIAT General Assembly).

DLS could also benefit from the Italian long-term experience in different approaches and methodologies for the mass valuation of very large and complex real estate assets (method by classes and tariffs and innovative mass valuation methodology of regressive “appraisal functions”

Regarding secured digital registers and maps, Sogei has managed the income tax statements sent by Italian citizens, carrying lot of problems related to user identification and authorization. These systems allow users to be authenticated in a more foolproof way using asymmetric cryptography and X509 certificates stored on a smartcard Sogei takes deep care with issues related to the privacy and confidentiality: the ICT channels used to transmit data are encrypted, the data transmitted is encrypted itself, and the integrity of the data is guaranteed by using electronic signature mechanisms Electronically signed documents are verified, in accordance with European Directive and Italian law , dealing with the format of the documents produced (CadES, XadES, and PadES), and proper recognition of the signature certificates used. Given the delicacy and specific nature of the problems faced, above all during interoperability with structures external to Sogei, a Java-based software solution was developed which can be used both by stand alone and server applications. User access to services is subject to authentication and authorization: an identity management system was implemented. For access by users who are members of certain professional associations (e.g. notaries, surveyors, etc.), which use their own identity management system, agreements were stipulated with these groups that allows federated use using standard protocols (SAML). Furthermore, by the involvement of FORMEZ PA, the proposed partnership offers:  an extensive and proven experience in implementing and managing Twinning and Institutional Capacity Building Projects  Institutional approach and full commitment of Public bodies involved  Consolidated experience in the organization, delivery and follow up of study visits tailored to the participants’ training needs.


Additional Issues Proposed • Limited Access Project Website –

under the guidance and monitoring of the Jordanian beneficiaries, will draft, build and host a project website which could be used both as a diffusion instrument, as an archive and finally as a knowledge management tool

• Work Environment Climate Analysis –

the RTA and his staff will operate a general purpose analysis of the working climate internal to the DLS and within the Jordanian network of stakeholder involved in the duties of the cadastral national system

• Diffusion and Results Spreading –

The Covenants will agree, step by step, onto the content, form and media to be activated as initial, intermediate and final tools aiming the maximum spread of the work and results obtained during the Twinning
