27th Pancyprian PEO Conference-Conference of hope and claim The 27th Pancyprian PEO Conference was on 16-19 November 2017. A Conference, a history. Three days of intensive concern, actual evaluation and timely decisions for present and the future. In total, 750 representatives from workplaces from all over Cyprus participated in a mature and fighting Conference whose focus was on the issues of the workers, the financial crisis and its consequences on workers, pensioners and the vulnerable population groups and on the whole society. The Conference also focused intensively on the issue of securing the institution of Collective Agreements and the Labour Relations while great attention was paid on the issue of labour deregulation. As decided by the Conference regarding this issue, the decisive and energetic intervention of the State is necessary. Specifically, PEO claims as through specific legislative interventions that will not cancel the labour relations system, which shall continue being based on the free collective negotiation, will promote the restoration of effective balance between syndicates and employers’ associations in the field of the collective negotiation, which has been seriously destroyed. Aiming for the return of the importance of the Collective Agreements in the formation of the employment terms, PEO sets as one of the central aims of its policy, the introduction of institutional and legislative regulations that shall oblige the employers to total implementation of collective agreements. At the same time, a minimum legislated framework of employment terms should be formulated for the groups of workers that are not covered by agreements, which shall include issues such as minimum employment
salary, 13th salary, regulations for indemnification for work more than the normal working hours, defining obligatory public holidays and their indemnification way and automatic adaptation of salaries based on the movement of inflation. Also, the Conference discussed and made decisions for
claiming the improvement of the living standard of the pensioners and the vulnerable population groups, the incomes of whose have been significantly hit due to the policies of Anastasiades’ government and the economic crisis. At the same time, the Conference occupied with issues such as the unemployment, gender equality at work, young people and migrants. The attendees evaluated the action, the role and the influence of PEO among the workers and the necessity to

remain strong and united under these hard conditions in order to continue being a protection shield for the workers. The Conference also occupied with the Cyprus’ issue and the agony for the country’s future was expressed while the aim for peaceful co-living of G/C and T/C in a bi-communal, bizonal Federation was reassured. AKEL S.G., Andros Kyprianou, the Independent Candidate for President, Stavros Malas, WFTU S.G, George Mavrikos, parties and trade unions’ representatives, T/C Trade Unions’ representatices as well as foreign syndicalists from 17 countries attended the Conference. The opening of the proceedings were held by SYXKA PEO S.G. and member of the Executive Office of PEO, Lefteris Georgiades while before this there was a viewing of a film with the title “PEO-A history full of fights”. At the starting Synod of the Conference that was held at the Conference Centre on 16 November, there were greeting speeches by the Director-General of the Ministry of Labour, Mr. Assiotis, WFTU S.G. and the President of the T/C Trade Union DEV-IS, Hasan Felek. A suggestive speech was submitted by PEO S.G. The starting Synod of the Conference was enriched with the internationalist cultural intervention in Greek, English and Turkish with interactive theatrical play, theatrical adaptation of Livaditis poetry with pan-humanistic messages for peace and the labour/class-oriented fights. A group of Theatre Artists and musicians of PEO in cooperation with T/C actors of the T/C Municipal Theatre participated in the cultural intervention.

XXVII ВСЕКИПРСКИЙ СЪЕЗД ПЕО-СЪЕЗД НАДЕЖДЫ И ТРЕБОВАНИЙ XXVII Всекипрский съезд ПЕО, проходивший 16, 17 и 18 ноября 2017 года, имеет историческое значение. На профсоюзном форуме сделан анализ работы ПЕО, дана оценка проводимой политики, поставлены задачи на ближайший период деятельности. В работе съезда приняли участие 750 представителей от всех рабочих коллективов Кипра, где трудящиеся организованы в профсоюзы ПЕО. На съезде присутствовал Генеральный секретарь АКЕЛ Андрос Киприану, независимый кандидат на пост президента страны Ставрос Малас, Генеральный секретарь Всемирной Федерации Профсоюзов Георгиос Маврикиос, представители политических партий и профсоюзных организаций, представители от турко-кипрской профсоюзной организации и иностранные делегации из 17 стран мира.
В целях восстановления значимости Коллективных договоров при определении условий занятости, ПЕО одной из своих основных задач считает вопрос сохранения институтов коллективных договоров, коллективных переговоров и трудовых отношений. Большое внимание было уделено регулированию труда. По этому вопросу съезд принял решение о необходимости активного государственного вмешательства в виде принятия законодательств. Они должны касаться групп трудящихся, которые не охвачены коллективными договорами. Это вопросы минимальной зарплаты при поступлении на работу, 13-й зарплаты, оплаты за сверхурочный труд, обязательные нерабочие дни и их оплата, а также АТА, выплачиваемая на основе инфляции. XXVII съезд обсудил и принял решение об основных требованиях: улучше-
ние жизненного уровня пенсионеров и социально уязвимых групп населения, пострадавших от экономического кризиса и действий неолиберального Правительства Анастасиадиса. Были рассмотрены также вопросы о безработице, гендерном равноправии, молодёжи и иммигрантах. Съезд дал оценку деятельности ПЕО среди трудящихся и подчёркнул необходимость их защиты и сплочённости в нынешний период, для которого характерен накал экономического кризиса. Как и следовало ожидать, на съезде были рассмотрены события, происходящие вокруг кипрской проблемы. Выражено беспокойство о будущем страны и подтверждены задачи борьбы за мирное сосуществование киприотов греков и турок в двуобщинной двузонной федерации. Работа съезда началась 16 ноября, в
18:00, в здании Конференц-центра. Делегатам и гостям был показан документальный фильм «ПЕО – история непрекращающейся борьбы». Затем с докладом выступил Генеральный секретарь СИКСКА ПЕО, член Исполнительного бюро Левтерис Георгиадис. С приветствиями выступили: Генеральный секретарь ПЕО Памбис Кирицис, Генеральный директор министерства труда и социального страхования господин Ашотис, Георгиос Маврикиос (ВФП) и Президент турко-кипрской профсоюзной организации ДЕВ-ИШ Хасан Фелек. Первый день работы съезда завершила интернациональная культурная программа на греческом, турецком и английском языках. Присутствовавшим была показана пьеса по мотивам поэзии Ливадитиса, призывающая к борьбе за общечеловеческие ценности.
