PEO: Moving forward The evaluation of the Organizational and Economic plan of PEO for 2017 and the specification of the goals of PEO for 2018 were the issues that occupied the meeting of the General Council held on 23 April.

Organizational counterattack The results in the organizational and economic plan are deemed really satisfactory. Now is the time for organizational counterattack emphasizing on the organization of new work places. Of course, for the effectuation of aims attempt was noted by all the Unions. PEO G.C. deemed as positive the fact that a Legislation for patenting in practice the right to organization in a Union. This issue was a major claim of PEO. During 2018, PEO officers are called to effectuate new, ambitious goals. As stated, there is no doubt that the Trade Union Movement has received a huge attack but it has remained strong. This is really important for the union and the counterattack of the employees and the Organizational development of PEO should be put in practice. Of course, there are difficulties concerning the reversal of correlations in a class-oriented field, the great unemployment, the targeted attack of the capital and its political representatives etc. PEO G.C. stresses that through this environment it is needed to integrate the fight to create prerequisites for effectively facing the phenomenon of replacing permanent and stable working positions with cheap and unprotected work, for implementation of Collective Agreements, for protection of the right to organization, for equal treatment etc, on the basis of the positions and proposals of PEO. As highlighted in the meeting, the conditions emerging might seem and be difficult but they are conditions intensifying the need of employees for organization and trade union protect and here comes the role of PEO that has managed to effectuate its decisions in spite of the difficulties. It was decided that PEO will continue reacting to neoliberal perceptions, fighting the attempts of the capital for devaluation of collective and organized claim and promoting the class-oriented character of PEO.

New, ambitious goals
As highlighted at the meeting of the G.C., during the last year, in spite of the difficulties and the problems, PEO had a really rich activity. Specifically, there were many activities, movements and events, apart from the established activities by the chance of Labour Day and Women’s Day. Also, the bi-communal activities continued in cooperation with DEV-IS and the other progressive T/C unionts. The Unions of PEO fight really hard to defend the Collective Agreements and get the return of the rights. These were fights that are considered as positive and effective due to their result. It is also worthy noting the fact that actions were developed and support initiatives made for the talks by organizing significant and massive movements with lots of people from both communities. We were really concerned with the positions of Parents’ Association of KIE for Primary Education against the striking measures of teachers for their restoration as paid employees and not as self-employed ones as the government made them suddenly one night. While the Association was expressing the opinion that teachers’ requests were rightful, it was also against the striking measures “because the children will be victimized”. They also did not hesitate to call the Education Ministry to pause the teachers if they would effectuate their strike measures. Our concern is: If those teachers really were right and if their fight for five years to restore their right, was impeded by the employers or state analgesia and if they were repeatedly mocked with false promises, what should they do? Was there another way out apart from taking measures? And if they really had right, who is victimizing the children? Is it the teachers or the state with its wrong perceptions. When there is a strike, it is natural for some to suffer and others to have a damage. But the society has learnt to judge the essence of things and not the possible consequences. Thus, the society usually condemns the one who blames for the anomaly that is caused and expresses its solidarity in the rightful fight of the employees. Otherwise, the strike should not be allowed or be a constitutional right because some would be negatively affected. Otherwise out society would be left centuries back without the fight for justice and solidarity between us. It seems that the Parents Association’s position was unfortunate.

ПЕО: МЫ ДВИЖЕМСЯ ВПЕРЁД 23 апреля в Никосии состоялось заседание Генерального Совета ПЕО, на котором обсуждался Отчётный доклад по организационному и финансовому плану Федерации за 2017 год и определение задач на 2018 год. Плодотворная деятельность На заседании Генерального Совета отмечалось, что в прошедшем году, невзирая на ряд трудностей и проблем, ПЕО проделала весьма плодотворную работу. Было проведено множество манифестаций и различных акций. Все они проводились помимо мероприятий, которые уже стали традиционными: празднование Международного женского дня 8 Марта и Дня международной солидарности трудящихся 1 Мая. Кроме того, совместно с ДЕВ-ИШ и другими прогрессивными турко-кипрскими профсоюзами, было продолжено проведение межобщинных мероприятий. Профсоюзы ПЕО провели жёсткие сражения, цель которых – защита Коллективных договоров и восстановление прав трудящихся. По своим результатам эти сражения оцениваются, как положительные и эффективные. Необходимо отметить тот факт, что были предприняты действия и инициативы, направленные на поддержку переговоров по кипрской проблеме. В этих целях проводились значительные массовые акции, которые сплотили не-
виданное ранее количество общественных организаций, представляющих обе общины страны. Прошедший год завершился проведением XXVII Всекипрского съезда ПЕО. Контрнаступление в целях усиления организованности Исходя из сложившейся обстановки,

результаты организационной и экономической деятельности оцениваются положительно. Сейчас наступило время для организационного контрнаступления, уделяя при этом особое внимание организации новых рабочих мест. Естественно, что для реализации поставленных задач были задействованы силы всех профсоюзов. Генеральный Совет ПЕО дал положительную оценку принятию Законодательства, гарантирующего право быть организованным в члены профсоюза. Это было основное требова-

Это качество необходимо незамедлительно использовать и практически реализовывать при контрнаступлении трудящихся и организационном усилении ПЕО. Вполне естественно, что имеются трудности, связанные с изменением расстановки сил на классовом поле, большой безработицей, а также целенаправленные нападки со стороны капитала и его политических представителей и т. д.
Генеральный Совет отмечает, что на основе тезисов и предложений ПЕО в нынешних условиях необходимо усилить борьбу с целью создания предпосылок для более результативного сопротивления феномену замены постоянных и стабильных рабочих мест на дешёвый незащищённый труд; на выполнение Коллективных договоров; на защиту права быть организованным в профсоюз; на равноправный подход и т. д. На заседании отмечалось, что в текущий период могут возникнуть определённые трудности, но они лишь усилят необходимость в организованности и профсоюзной защите. Именно в этом и состоит роль ПЕО, которой, невзирая на трудности отступления и слабость, удалось всё выдержать и реализовать свои резервы. Принято решение о том, чтобы Федерация продолжила противостояние неолиберальным взглядам и ценностям. Она должна демонстрировать классовый характер движения ПЕО, более результативно бороться с попытками капитала игнорировать коллективное и организованное предъявление требований трудящихся о своих правах. С помощью активистов ещё более усилим Движение ПЕО. «Движемся вперёд, черпая энергию от трудящихся, которые являются нашей силой».
