5.2. Education level of civil servants (2005 to 2013)
As of 1 January 2013, 91,3 % of civil servants have complete higher education, 8,4 % - incomplete, basic higher education., 10382 of civil servants have higher education in the field of science «Public Administration». 2033 civil servants have academic degrees and 399 civil servants have academic ranks. 4296 of civil servants have obtained a higher education in reporting year, of which 1425 – Master's degree in the field of science «Public Administration», 507 – at the National Academy of Public Administration under the President of Ukraine, 918 – other educational institutions.

5.3. Education level of local self-government officials (2005 to 2013)
As of 1 January 2014, 73,74 % of local self-government officials have complete higher education, 25,8 - incomplete, basic higher education. 3082 of local self-government officials have higher education in the field of science «Public Administration». 225 local self-government officials have academic degrees and 46 local self-government officials have academic ranks. 750 of civil servants have obtained a higher education in reporting year, of which 453 – Master's degree in the field of science «Public Administration», 183 – at the National Academy of Public Administration under the President of Ukraine, 270 – other educational institutions.
