true advantage of megapixel cameras is the ability to provide more resolution than analog or IP VGA cameras. Using estimated pricing and the number of pixels as a quantitative measure of resolution, it’s easy to distinguish that megapixel cameras provide more resolution for the money. The following table illustrates the cost effectiveness at various camera resolutions. VGA or standard definition cameras provide about 300,000 pixels per camera. Megapixel cameras provide 1,300,000 to 10,000,000 pixels per camera, or more. This analysis demonstrates how the most cost-effective imaging solutions are multi-megapixel cameras. The VGA-resolution cameras provide 1,536 pixels per US dollar ($), compared to 1080p cameras at 5,891 pixels/ dollar and 10MP cameras at 18,438 pixels/ dollar. At 10MP resolutions, multimegapixel cameras are 10x more costeffective compared to VGA cameras. Understanding resolution makes it simple to evaluate which camera (or

Allied Telesis Lowers the Cost and Complexity of

Enterprise Network Management

Global networking vendor launches innovative new technology to help businesses reduce operational costs by up to 60%

A

llied Telesis recently announced the launch of Allied Management Framework (AMF) – an innovative new technology that will help enterprises reduce the cost and complexity of network management by up to 60 percent. Software Defined Networking (SDN) – where a software platform is used to centrally control a network – has hit the headlines recently for its claims of better network utilization and easier management. Unfortunately, most SDN solutions are targeted at large data centers which put them out of reach of the typical enterprise customer. Allied Telesis recognized this fact and has developed AMF as a practical way for enterprises to take advantage of the benefits of SDN without the hefty price tag. “One of the key challenges we see is the resources that are required to manage large enterprise networks. In addition to this, customers face the challenge of hiring and retaining technical staff. AMF eases the burden of managing enterprise networks by automating many tasks that today require a level of involvement by the network administrator. Our platform has been developed to make it easier for our customers to manage their networks,”

said Scott Penno, Asia Pacific Regional Marketing Manager for Allied Telesis. One of the main advantages of SDN is the promise of centralized manage-

devices at the same time. This combination of features enables AMF to lower network operating expenses by reducing the complexity of network management

“As a leading vendor of Ethernet networking products and solutions, Allied Telesis are focused on delivering the benefits of new networking technology to our customers. Allied Telesis has identified integrated network management as the immediate benefit for Enterprise users and have developed Allied Management Framework (AMF) to greatly simplify network management tasks. Powerful features like centralized management, auto-backup, auto-upgrade, auto-provisioning and auto-recovery, plug-and-play networking and zero-touch management are the first features to be implemented within AMF. AMF is a platform of strategic importance for Allied Telesis and further development and enhancements to AMF are being undertaken to deliver next generation network technologies for our customers. Our innovative AMF offerings are already opening up doors for Allied Telesis into a foray of industry verticals,” – Subhasish Gupta Country Manager – India & SAARC, Allied Telesis ment. SDN treats the network as a single virtual device. Allied Telesis has developed AMF to achieve this and more, with centralized management of an entire network from any single device through a simple and intuitive Command Line Interface (CLI). Configuration files and firmware files are automatically backed up regularly and are available for regenerating failed devices; and configuration changes can be made on multiple

and automating many routine tasks. “Unlike SDN, which requires a software-based controller external to the network itself, Allied Telesis has embedded the controller functionality within the network, simplifying the delivery of this new technology. This enables many of the benefits of Software Defined Networking to be delivered without the cost, complexity and overhead that SDN brings,” Penno added.

Eyes on the Street How Wireless Video Solutions are Transforming Public Safety By Subodh Vardhan – Managing Director, Motorola Solutions India

Executive summary

M

ore and more government and public safety agencies around the world are using high-speed wireless video networks to enhance officer safety, save lives, increase effectiveness and solve budget dilemmas. Veteran police officers will tell you there’s nothing quite like feet or tyres on the street for increasing public safety. Patrolling, whether by foot or car, allows officers to see exactly what’s happening in an area with their own eyes. Today, however, as departments are increasingly faced with fixed or shrinking budgets and increased responsibilities, it’s difficult to provide all the resources necessary for optimizing public safety and law enforcement. That’s why many departments around the world – from a small town like Sergnano, Italy, to large cities like Los Angeles, California – are turning to wireless video technology to supplement feet on the street with eyes on the street. Wireless video solutions are transforming police work before our very eyes. They are empowering experienced police officers to view live, real-

time, 24/7 visuals of their communities: commercial districts, neighborhoods, high-risk areas, crowded public events, dangerous intersections, public transit vehicles, municipal buildings and much more – even when they’re not physically at the scene. With today’s advanced wireless video networks, public safety agencies can maintain round-the-clock visual monitoring of their communities from a centralized control center. When a problem is detected, officers can be dispatched immediately, helping to minimize response time and maximize safety and effectiveness.

recent study by ABI Research projects that overall growth of the video surveillance market will expand from $16 billion in 2008 to $29 billion “Their video surveillance system allows the two-man police force of Sergnano, Italy, to control 100 percent of the territory without moving from the control room.” – Aldo Punzo Technical Manager, ISP Bettini Video, Sergnano, Italy September 2013

“Officers are able to plan based on what they’re seeing, not second or third hand information. It gives us a margin of safety we’ve never had before.” – Steve Merchant Police Sergeant, Ripon, California storage capacity than lower resolution black and white images. Compression algorithms, often referred to as video formats such as MPEG 4 and H.264, allow video files to be compressed and take up less network bandwidth and less storage space. Each format has different characteristics and care must be taken to select the format most suitable to a particular situation. Considerations in choosing the appropriate sizing of solution components must include frame rate, resolution, color depth, types of compression and subject matter for recording.

Storage

I

n sizing a video solution, estimating the proper amount of storage is key because storage can represent the most hardware- and cost-intensive component of a design. If not properly understood and estimated correctly, it can quickly make a project exceed its allocated budget. In addition to video characteristics, strong consideration must also be given to how the video will be used. Will it be used strictly for monitoring or will it be used for training or evidentiary

purposes later? If data will be stored for later use, how long will it need to be kept? Weeks? Months? Years? The answer to these questions will vary by the types of video being stored. The number of actual cameras and video feeds on the system will also influence the amount of storage and in some cases, the types of available storage will influence the video characteristics of a solution design. For example, if storage capacity is budget constrained, a frame rate of 15 fps will allow for storage of more video footage than 30 fps when all else is equal.

When selecting a solution vendor, public safety agencies should contract with a manufacturer or integrator who will bring the best components for their particular needs, whether the component is their own or a partner’s. For this reason, it is critical to choose a supplier who Wireless networks deployed for public safety must often work through trees and foliage, over water, through or around buildings and hills, and with full mobility for vehicles driving over 70 mph.

SightLogix Smart Thermal Cameras Deliver Real-Time Security for Correctional Facilities

S

ightLogix®, Inc., the leading manufacturer of smart thermal cameras for video security applications, is solving mission-critical outdoor security challenges for correctional facilities across North America. Accurate security and lowered costs make the SightLogix system an ideal solution for the unique challenges facing correctional organizations. “A primary objective for correctional facilities is to keep people from leaving the property while simultaneously preventing contraband from entering,” said John Romanowich, President and CEO, SightLogix, “SightSensor smart video security cameras are a time-proven solution for the key problems faced by correctional facilities.” One recent success story involves a detention center bordering a public area. Perpetrators were able to approach the perimeter undetected and launch contraband over the fence to insiders. Thermal SightSensors were installed to provide an automated,

early warning buffer zone of security beyond the fence. Shortly after the system was running, it accurately detected perpetrators in the act of delivering contraband, alerting prison security personnel to the precise location of the intrusion as it was unfolding, leading to a successful interception. Other correctional facility applications where SightSensor is installed include rooftop security, roadside applications that detect vehicles loitering along the perimeter beyond a specific period of time, and securing sterile zones between perimeter fences as an added layer of

protection. Unlike conventional cameras, sensors and physical perimeter security solutions, SightLogix SightSensor smart video security cameras provide a highly accurate means of automated detection. On-board image processing is used to virtually eliminate false detection alarms caused by wind, rain, small animals and other anomalies. The same image processing provides the clearest thermal images 24 hours even in difficult weather, humidity, or bright sun. The combination of accurate, automated detection and clear video images has earned SightLogix its reputation for being the most accurate outdoor security solution available. “SightSensors are delivering documented security results for correctional facilities around the country,” continued Romanowich, “While allowing management to realize a good balance between technology, manpower and costefficiency.”

leading image processing and immigration solutions provider in South Korea, the MBAS is an ergonomic, integrated unit that captures both facial and fingerprint data at the Korean immigration stations. It minimizes imaging time and acquires high-quality biometric data. Because the fingerprint sensors use multispectral imaging technology, the MBAS is able to read fingerprints on the first try. Multispectral imaging collects information about both the surface and subsurface fingerprint to capture reliable data, regardless of whether a user’s finger is dry, wet, dirty, slightly rotated, or difficult to capture. Data is captured on the first try every time, al-

lowing tired travelers to enter the country as quickly and easily as possible. “When selecting a fingerprint biometric for the MBAS, we had to make sure every visitor could use the device,” asserts Bong Kyu Choi, President of SMARTCORE, “We looked to Lu-

midigm because of the extremely low failure-to-enroll rates of their core technology. We were also able to leverage the superior performance of multispectral imaging to meet the liveness detection standards demanded by the Korean Immigration Service.” “SMARTCORE understands assured authentication,” adds Phil Scarfo, Senior VP of Sales and Marketing at Lumidigm, “The MBAS is a well-designed device that delivers the security the government requires with multi-factor authentication while ensuring as much convenience as possible for visitors to South Korea. We are proud to be part of this project.”

Wendy’s Deploys IndigoVision’s Solution to Reduce Security Investigation Time and Improve Staff Development

W

endy’s Old Fashioned Hamburgers, the world’s third largest quick serve hamburger chain, has deployed IndigoVision’s IP video security solution helping implement human resources policies, carry out staff training and dramatically increase security investigation efficiency in their New Zealand locations. The biggest challenge faced by Wendy’s was human resources and investigations teams gaining access to live and recorded footage. With the existing security system, remote access was impossible over the network meaning individuals travelled to distant locations and

often found the recorded video unusable. Due to the existing security equipment being a mixture of DVRs and mostly low-cost analogue cameras, the decision was made to upgrade all of the recording equipment to Network Video Recorders (NVRs) and to September 2013

replace the majority of cameras with IP cameras. As some locations had installed higher quality analogue cameras, these were to be converted via IP encoders minimising overall project cost. The challenge was finding an IP system that would not only give remarkable live

and recorded video quality, but could also be easily accessed from a number of remote locations. It was required that the new IP system also offer a hybrid solution of IP encoders and IP cameras, available in a wide range of form factors and resolutions. After a careful selection process, the IndigoVision video security solution was chosen for a number of reasons. IndigoVision’s unique Distributed Network Architecture (DNA) and dual processor hardware design meant remote access to live and recorded video was made easy. IndigoVision’s worldclass video compression technology, in

both IndigoVision IP cameras and encoders, delivered exceptional live and recorded video quality over low bandwidth. Control Center, IndigoVision’s video management software client, reduced investigation time even further through its advanced recorded video search and bookmark technology. “We were impressed by just how easy it was to get access to remote video and how good the video quality was,” said Roy Batt, Facilities Manager at Wendy’s, “By being able to quickly search recorded video in multiple remote locations, and easily tagging incidents through Control Center’s bookmark feature we

have dramatically reduced investigation time. Previously we would have to visit each of the locations and often the recorded video was poor. Now we can see video from anywhere and the quality is stunning.” Roy continued, “Not only is video being used by the security and investigations team, the system is being used by the Human Resources department to help identify opportunities to train staff.” “The IndigoVision solution has helped reduce investigation time, and the staff feel safer and happier as the solution is helping them with further skills development,” concluded Roy.

Milestone Integration Supports St Andrews University Medical School Video portfolios of exercises in clinical and communication skills are evaluated

munications worked closely with Milestone’s professional services team to complete both front and back-end system customizations. The system monitors and records simultaneously up to 46 clinical skills practical exams carried out at separate ‘bed head’ bays. All bays are monitored by high or standard definition pan-tiltzoom (PTZ) network video cameras from Axis Communications. They are viewed on two large monitors in the school technician’s room where instructions can be relayed via individual speakers to each of the bays. All bays are fitted with integrated microphones for simultaneous audio and video recording. The front-end system created through

the Milestone XProtect Smart Client is very easy to use: students can set the bay’s own PTZ camera to the location needed, enter their MedVu username and password, start and stop recording – all via a simple touchscreen display over the bed head. This enables students to carry out ‘guided study’ tasks in their own time without the need for a teacher or technician to be present. They view and select their recorded clips, choose the best video clip and move it into their evidence portfolio. Cameras are also installed in six interview rooms that are set up like doctors’ offices. These are used to help

L

medical students learn key communication skills such as building rapport, gathering medical history and specific symptom information from actors posing as patients. Video evidence saved by MedVu in these sessions is assessed in a classroom environment with peers and teachers as part of the learning process. Julie Struthers, Learning Technology Consultant at St Andrews University School of Medicine says, “MedVu enables our students to build and secure a comprehensive video portfolio which proves their practical capabilities in key clinical and communications skills. Stu-

dents can bookmark sections of video – noting good practice and areas of improvement for the future. MedVu is now integrated into our Galen Curriculum Management System.” King Communications & Security Ltd is the certified Platinum Milestone Partner who installed the system. They built the highly secure web portal which enables students to view and compile their videos. Milestone’s professional services team created a batched export process enabling the videos to publish to the web portal within an hour of recording. Access to MedVu is restricted to enrolled students only.

Lighting Revolutionises Productivity at Australian Mine

ED illuminators from Raytec have significantly increased productivity at the world’s largest bauxite mine in Western Australia, in a state-of-the-art lighting upgrade in an incredibly remote and challenging environment. The mine currently produces around 23 million tonnes of bauxite a year and was looking to improve overall efficiency by upgrading its site lighting and conveyor belt lighting. The conditions that light fittings operate under on site are harsh. They include vibration, dust, heat, heavy rain, and long running times; all of which affect the performance and life span of the illumination. Operation in these conditions can often lead to premature failure, causing pro-

duction downtime during maintenance/ replacement. The challenge was to find a lighting solution that could not only withstand the tough conditions on site, but could also provide adequate illumination for safe working conditions, and provide an energy and cost efficient solution with significantly reduced maintenance re-

quirements. After a successful trial of Raytec’s RAYLUX Urban illuminators, the mine was confident that they could satisfy all of their requirements. The tough, rugged illuminators are vibration resistant and are designed specifically for challenging environments such as mines and oil rigs. Typical illuminators would break down after 2-3 months due to the vibration, but the Raytec illuminators delivered a consistent performance over the 12 month trial, and continue to run. The Control System Engineer at the mine comments on the lighting installation: “The new Raytec illuminators have revolutionised the way we work. Previously we were making bulb changes every 2-3 months, but the

RAYLUX illuminators have allowed us to significantly increase productivity because of their reliability and need for no maintenance.” The RAYLUX Urban fittings deliver the highest quality illumination for the safest working conditions. They pro-

vide crisp white, even illumination for improved visibility with no dark areas, compared to older sodium style lights which produce a dull and uneven spread of orange light. All Raytec illuminators provide a long ten year life, have an extremely

low power consumption and low running costs, and require zero maintenance. This has allowed the mine to make significant energy, cost and labour savings compared to traditional high energy, short life lighting solutions.

And there is one other important difference from conventional cameras: Whereas PTZ cameras only ever record the zone that is currently being viewed live, which means that the success of searches depends crucially on the respective operators, with Panomera® the entire image – that is to say the entire area under surveillance – is recorded continuously and at maximum resolution. This means that no details are lost, and a wide range of analysis and evaluation options are made possible. The responsible staff members at the Allianz Arena were particularly concerned to provide security in the spectators’ areas in the North and South ends. So the Panomera® systems were mounted at a dizzying height: three cascaded Panomeras behind the scoreboard cover the upper tier of the North stand, several

n all, about 100 cameras are used to oversee the entire stadium area including the stands, the inner building, entrances and exits, and even the car parks. In the course of the modernisation, depending on their condition the existing cameras were either replaced with Dallmeier dome cameras or box cameras with integrated infrared illumi-

nation, or were incorporated in the new system. Four workstations, all equipped with the SeMSy® Management System and the Panomera® Viewer, have been set up in the command centre for the police. Another three workstations are located in the Welcome Area West, the Stewards’ Office and the Engineering Room. This enables the security staff and stewards to be deployed optimally in the stadium during matches, and even areas such as the stairwells or lifts can be overseen reliably. In addition, all status reports from the PGuard advance analysis software are routed to the

workstation in the engineering room, so the staff there is informed automatically if a fan or a camera malfunctions for example.

The IPS 2400 is a high-performance appliance with integrated storage system and high recording speed. The IPS 2400 is particularly notable for its extremely spacesaving design as well as low power consumption and heat emission.

ey control systems from Morse Watchmans, the industry’s premier manufacturer of key control and asset management solutions, are in place at Phoenix Sky Harbor International Airport to maintain strict security procedures for the safekeeping and access of facility keys. Installed throughout the airport complex for use in all back of house operations (i.e., mechanical, fleet pool, maintenance etc.), the various KeyWatcher Illuminated key control cabinets enable controlled access to keys and provide forensic capabilities such as automated tracking, alarm and reporting functions. “In today’s airport reality, whether it’s passengers, cargo or equipment, it’s all about security,” said Fernando Pires,

VP Sales and Marketing, Morse Watchmans, “Our key control systems provide Phoenix Sky Harbor International Airport with the most reliable, effective and efficient means for securing and tracking large numbers of facility keys.” The automated KeyWatcher cabinets can be used to hold keys needed for access to secured areas of facilities that are restricted from the general public. Authorized users who have permission to enter these restricted areas can access keys which they have been pre-programmed to use by entering their PIN code and swiping a preissued badge. If the criteria entered matches the information stored in the system data base, the key cabinet will unlock and the necessary key can be September 2013

DM Drugstores installs HIKVISION

W

hen the German giant, DM Drugstores, decided to upgrade their existing CCTV solution for each of their stores across the country, they chose Hikvision and as is custom, they did so because Hikvision offers a quality that is unrivaled in the security landscape. Christian Berkigt, Chief Development Officer at VeViTec-GmbH (the developer of this solution) remarked, “Obviously quality is a huge issue for any German corporation. In this regard, we felt confident that Hikvision would fully meet the demands of both DM Drugstores and VeViTec-GmbH. But, what equally impressed us was Hikvision’s technical support – it really made this solution come together.” But this solution was not a simple one-step process that is often customary in large CCTV solutions of this variety. Instead of the traditional melding of preexisting analog and newly purchased IP components into a cost-saving hybrid model, VeViTec-GmbH chose an altogether different route. VeViTec-GmbH initially utilized two Hikvision PCI compression cards,

the DS-4008HCI and the DS-4016HCI. Both cards feature similar technology, such as H.264 (MPEG-4/ Part 10) realtime video compression and up to real time 4CIF recording, with the main difference being the number of channels each can connect to (8 and 16, respectively). However, these compression cards were meant as only a stop-gap.

The IP future

I

nitially, prior to January 2012, DM Drugstores were using an exclusively analog system. These Hikvision compression cards allowed the older analog cameras to function to the top of their ability. “These are really good cards, providing great quality, and they allowed us to get the best possible video quality on PC monitors in the store locations,” September 2013

62

explained Berkigt. However, January 2012, brought a turning point for DM Drugstores. Instead of moving into the oftenused analog/ IP hybrid, DM made a total switch to IP. This shift entailed discarding all existing analog technology for this brand-new IP solution. And this is where Hikvision’s service and technology really shone. DM Drugstores wanted to place large HD monitors over the registers for their customers. Not only does this provide an elegant touch of class, it also provides a powerful visible deterrent for any would-be thief. However, DM Drugstores had an unusual request: they wanted a specially designed HDMI output on the adjacent IP camera so as to provide the ability to directly plug this camera into the HD monitor and eliminate cabling back to the server – providing efficiency, a saving of installation costs, and a cleanliness not often associated with bulky CCTV installations. For this request, Berkigt worked with Hikvision to design an indoor cus-

tom Hikvision megapixel vandal proof network dome camera to liberally place within all of DM Drugstores’ retail stores throughout Germany. 2,500 of these custom models, the DS-2CD753F-EZ, were built to feature a variety of special features tailor-made for this application. To begin with, the DS-2CD753-EZ’s vandal-proof housing elicits a sense of durability and high standard. Additionally, the aforementioned custom-made HDMI output allows the DS-2CD753EZ to be placed directly under, and connected to the HD monitor. Furthermore, a special lens was specifically developed to provide automatic focus, thereby allowing DM technicians a savings of time and effort. Securing the outdoors is the DS-2-

CD752MF-IFB 2.0 megapixel vandal proof network dome camera featuring infrared LED. Unlike the previous Hikvision IP camera, this unit is a standard catalogue model. One unit of this camera is placed outdoors near the back exit used by employees before leaving the store at the end of their shift. Similar to the already-noted HD monitor used by customers, an HD monitor is placed indoors near the backdoor for employees to initially check before exiting into the already dark evening, hence the importance of the DS-2CD752MF-IFB’s infrared ability. In essence, this camera is a security precaution for DM employees. Concurrently, a high-resolution video preview of 1600x1200 pixels provides the details to ensure that any po-

tential threat is identified well before an employee might encounter it outdoors. Additionally, a custom bracket was designed allowing the DS-2CD752MFIFB weather protection against the harsh winter conditions the German landscape is famous for. From custom to catalogue, and from color to quality, Hikvision teamed with VeViTec-GmbH to provide a total, and quality-driven, CCTV solution for Germany’s DM Drugstores. Where each customer-viewed HD monitor now has 2 to 3 IP cameras directly connected via HDMI outputs, each store has a Hikvision infrared IP camera guarding its employees. Unique solutions for unique security challenges, all highlighting DM Drugstores total commitment to quality.

Hochiki Europe ensures a safe stay at

ituated at the centre of the glorious Maltese Archipelago and overlooking the white sands of Mellieha Bay, the Seabank Resort & Spa is one of the Islands’ few fully all-inclusive holiday locations and attracts guests from all over the world. Its extensive facilities include five themed restaurants, three bars, Malta’s largest hotel swimming pool, and a wellness spa with heated panoramic indoor pool. Strategically located 30m away from

Malta’s largest beach, it has 1,700 beds

and 130 on-site staff. Ensuring the safety of such a high number of employees and guests is a top priority, so when the hotel underwent an extensive refurbishment in September 2013

2012, one of the key requirements was a state-of-the-art safety system. Firetech is Malta’s leading fire detection installation specialist and was awarded the contract to supply, install and commission Seabank Resort & Spa’s new system. Ivan Sciberras is the company’s project manager for this prestigious job, and, after making a thorough assessment of the client’s requirements he recommended a BS 5839 compliant category L1

addressable system from Hochiki Europe. Asked to explain why, he replies, “Firetech has installed Hochiki Europe’s fire detection systems for over 20 years. The reasons we have such long lasting relationships with our clients is down to the products’ extensive range of options, proven reliability and excellent support service. We were therefore confident that with Hochiki all Seabank Resort & Spa’s fire detection requirements could be met.” The fire detection system is based around the Enhanced Systems Protocol (ESP) – a robust total communications solution for intelligent fire detection and fully integrated systems. It has a multipurpose structure that provides the flexibility and expansion to accommodate simple addressable systems through to integrated building management and safety systems.

A wide variety of devices have been sited throughout the Seabank Resort & Spa including 1,184 ALG-EN smoke sensors, which feature Hochiki Europe’s High Performance Chamber Technology. This minimises the differences in sensitivity experienced in flaming and smouldering fires, thereby reducing the possibility of unwanted alarms, which can be highly disruptive and have a detrimental impact on customer satisfaction. In addition, 193 ACB-E heat sensors and 83 HCP-E manual call points are complemented by a series of other devices such as dual relay modules, mains relay controllers, mini zone monitors and smoke reflective beams. The size and scale of the installation meant that it was at times a highly complex process due, in part, to the configuration of multiple addresses. Given that Firetech had only an eight month

window to install and commission the entire system, time was of the essence and Sciberras comments, “Thanks to the design of the products, once the base is installed, fitting the devices can be done extremely quickly, usually taking about 30 seconds compared to some other manufacturers’ products which can take up to 20 minutes.” BS 5839 specifies that in areas where people are sleeping the sounder level needs to be 75dB at the bed-head. To meet this requirement 631 base sounders have been used along with 23 combined base sounder beacons in specific areas where an additional visual warning is considered necessary to alert occupants. The installation was completed on time to the exact specification required and, so far, few false alarms have been reported.

OSC and Wavesight form Partnership to deliver a new wireless CCTV network for

Boston Borough Council, Lincolnshire O CS has been selected by Lincolnshire Council to supply, install, commission and deploy the communication infrastructure in a major fibreto-wireless switch-out and IP camera upgrade in the area of Boston. In its tender, the council challenged the industry to come up with a solution capable of meeting a broad set of requirements that would effectively reduce its overall OPEX costs over the lifetime of the contract. Through its ‘invest to save’ policy, where the council acquires central government funding, Boston had to remove the associated costs of a traditional analogue CCTV system and

reduce expensive fibre leasing costs. The brief from the council was precise and exacting, and Boston’s confidence in the ability of both partnership companies to deliver a workable solution secured the contract. In this period of austerity, many local authorities have been exploring ways to reduce costs while maintaining high levels of services. Rather than procuring the services of a security consultant, the council favoured working directly with OCS, which in turn utilised the services of wireless CCTV specialists, Wavesight, to manage the physical surveys, network design/ lay-

Requirement

D

uring the tender process, it was clear that the council wanted an IP solution that was robust, scalable and future-proof – and one that would meet and exceed its capacity demands for many years to come. A 50% reduction in OPEX costs, primarily maintenance and transmission, was also required over the lifetime of the 4-year contract. OCS themselves challenged Wavesight to design a wireless communications infrastructure to migrate Boston coun-

cil’s CCTV services from fibre to wireless. In addition to this, out-of-date hardware, including ageing CRT monitors in the control room and a legacy of analogue cameras, needed to be replaced in order to achieve these levels of cost-saving.

The solution

W

avesight, in conjunction with OCS Security Services, recommended the overall solution which is due to be installed in three phases and will be achieved using the following: ● 103 licence-exempt Wavesight wireless radios (WaveSPRINT (87), WaveMAX-N (6), WaveSPRINTTURBO MP (6), WaveSPRINT TURBO (4) &WaveFLOW (6)). ● 61 new Panasonic IP CCTV cameras. ● A series of Panasonic NVRs. ● An application connecting three main buildings in the town – Pilgrim Hospital, Assembly Rooms (nightclub) and the Town Hall. At the core of the infrastructure are three town-centre buildings (Pilgrim Hospital, Assembly Rooms and the Town Hall), connected in a ring using WaveMAX-N wireless IP transceivers. WaveMAX-N links are ideal for the backhaul transport of high-resolution real-time video and are particularly suitable for use with high-resolution megapixel cameras. The CCTV cameras will be connected to all three buildings locally and each building is connected using two WaveMAX-N links providing a fully redundant wireless system. This type of design eliminates network downtime caused by a single point of

failure and will ensure that sites will remain available even if service is interrupted to one network. The council required this network redundancy for enhanced reliability. A further two colleges, an industrial estate lying on the outskirts of the town and the Fenside housing estate will all be covered. All images at the edge will be transmitted wirelessly to the core network and then backhauled to the control room situated in the Town Hall where they will be monitored and recorded. This use of technologies effectively provides the equivalent of a leased fibre service, while also lowering operating costs and ensuring connectivity to the control room in the centre of the town. The eventual benefits of the new CCTV network will mean that the council becomes the sole owner of a dedicated, highly secure, private WLAN infrastructure, capable of growing with the demands of the end-client, and with minimal additional investment. The flexibility offered by wireless technology means that further plans and connections (such as remote car parks and other temporary camera deployments) September 2013

65

can be realised in a much shorter timeframe than with fixed cables laid in the ground. The typical time required to plan a deployment can be as short as one day, while deploying a CCTV network can take as little as a few hours. Commenting on the project, Steve Clift, Public Sector Sales Manager Security Services at OCS said, “For us, the decision to involve Wavesight in this project was an easy one as they’ve successfully implemented many town centre surveillance projects for local authorities across the country. Not to mention the reliability of their products which, in our experience as the integrator, are one of the best ruggedised IP links on the market with the lowest failure rates. What’s also interesting about this new partnership, particularly on this project, is the council challenged the traditional way of working. Normally, a consultant would be employed by the council to facilitate the project, but OCS took on this role with assistance from Wavesight as they specialise in wireless CCTV networks. The council recognised this highly effective combination and duly awarded us the contract.”

The Central Bank of Nigeria (CBN) is charged by the Federal Republic of Nigeria with the overall control and administration of the monetary and financial sector policies of the Federal Government. “CEM AC2000 SE was chosen because it is a powerful and fully integrated security management system, offering powerful access control, alarm processing, photo badging, power management and integration to third party systems,” said Edward Van Trotsenburg, Export Manager, Pentagon, “CEM are also able to provide fully integrated biometric solutions with the S610f fingerprint reader. This means that CBN can efficiently increase security levels at required areas.” “The Central Bank of Nigeria required an access control solution that provides the highest level of security, and that is scalable to meet the needs of their different offices throughout the country now and in the future. AC2000 was the ideal solution to help CBN meet all their requirements,” said Philip Verner, Regional Sales Director, EMEA, CEM Systems, “The Central Bank of Nigeria is one of many recent finance industry wins for CEM Systems and represents a growing trend

for CEM in the sector and the African market.” AC2000 SE provides an advanced level of integration using industry standard interfaces to link to third party systems. CBN required the AC2000 system to integrate with Bosch video interface in order to control video and access via one solution. AC2000 application Alarm Event Display (AED) responds to all alarm situations in real time providing a dynamic on-screen interface to external CCTV systems with facilities for CCTV switching, remote door broadcasting and audio output in response to alarm events. AC2000 VIPPS (Visual Imaging & Pass Production System) allows CBN administrators to produce professional quality permanent and temporary ID passes for staff and visitors. CBN also utilize CEM’s AC2000 WEB Visitors application. This application has all the power of the original AC2000 Visitors feature but with the added benefit of being accessible via the web. This means that users can log in remotely via a web page to manage visitors without the need for client access control software on their PC. To meet the requirement for minimal downtime on site, CEM’s AC2000 Failover was selected to create a secondary server that can take over from the main server in the event of system failure. The switch between the two servers is automatic and results in zero data loss, with notification of the event being sent to system users and administrators immediately. In addition to the numerous softSeptember 2013

ware options chosen by the Central Bank of Nigeria, a variety of CEM hardware solutions are used on site. CBN is installing CEM’s S610e intelligent card reader, which gives full off-line validation and decision making at the point of entry, even when host communication is not available. The S610e also features a keypad and backlit LCD which provides meaningful messages to cardholders for example Wrong Time Zone, Lost/ Stolen Card and Access Granted. Given CBN’s focus on providing the utmost security, CEM S610f biometric fingerprint readers are being deployed in areas that required additional security. The CEM S610f is a fully integrated biometric and access control reader that is used to control access to restricted areas, which are managed and monitored by security staff using the AC2000 SE system. Additional hardware also included the S3030 portable reader that can be used for ID card validation at temporary entrances which have no power, and can be used as a mobile device for random checks within pre-defined zones. The display of cardholder details on the reader such as Name, Date of Birth and Job Title and also cardholder photograph, allows for visual verification of cardholders.

and regardless of target speed,” explains Graham Creek, MD at Luminite, “However, in more controlled settings, the detection range can easily be increased to up to 100m by simple adjustment. By using our specialist mounting bracket, which allows two PIR detectors to be placed back to back, PIRs can look both ways to offer an accurate ‘curtain’ detection span of up to a huge 200m.” The Genesis 2 is a professional, high-quality, well-engineered, PIR detector. The black mirrors include a unique adaptive zoom focal length fea-

ture, which means the PIRs sense evenly over the entire detection range. They can distinguish between humans and animals for outdoor applications and also filter out unwanted light such as glare from car headlights, and the white light elements in reflected sunlight. The PIRs are available in wired or wireless variants, for installation flexibility. The wireless solution uses highend radio communications to enable up to 64 PIRs within each Genesis 2 system to communicate with a Masthead transceiver. Transmission distances are up to

1km; ideal for use in large industrial and distribution applications. The Genesis 2 has front access for easy, on-site fitting and adjustment. It can even be set up to look directly down or along a wall. The case is IP 65 rated for external use and made from tough, weather-proof ABS. Battery life is up to 2 years using standard Alkaline cells, depending on settings and location. Lithium cells extend battery life further. The Genesis 2 can also take power from a 12V PSU, instead of batteries, if preferred.

Bolstered by the success of the previous cost-effective HD-SDI DVR series (DS-7200HFHI-ST 720p DVRs and DS-7200HFHI-SE 1080p DVRs) in June, Hikvision now introduces the DS8100HFHI-ST with HD-SDI technology to allow uncompressed and non-packetized Full HD 1080p video over analog cabling with no lag time. While many manufacturers have joined this HD-SDI product competition, Hikvision’s DS-8100HFHI-ST series stands out from the crowd by supporting up to 16-ch video inputs (4-ch and 8-ch are also available) with real-time recording at a resolution of 1920x1080p @ 30fps across all channels. This offers customers the capability to monitor larg-

er arenas (such as banking, gambling, and traffic environments) where IP systems may not be currently suitable, but the need for crystal-clear images are. As well, simultaneous HDMI and VGA outputs are supported with a high definition display of 1080p. The DS-8100HFHI-ST allows up-to 8 SATA HDDs, with up-to 4TB capacity for each disk. Furthermore, this model features an eSATA interface to connect with an external hard disk for recording or backup, as well as dual gigabit network interfaces with additional functionalities such as load balance and network fault tolerance. This series offers flexible alarm handling, camera control, remote management capabili-

ties and mobile phone surveillance. Apart from this new DS-8100HFHI-ST series, and the recently released cost-effective HD-SDI DVR series, Hikvision also will introduce a mid-end

HD-SDI DVR series to the market – the DS-7300HFHI-ST – to complete its HD-SDI DVR product line. This model shares the majority of the same features with the DS-8100HFHI-ST; however, it can only support up-to 4 SATA HDDs and one gigabit network interface. Now, regardless of entry level or high-end, Hikvision’s HD-SDI DVRs offer every customer a solution to fit their needs.

ctive infrared beam sensors have been in use in electronic security solutions for decades. Rather than that fact making them old fashioned, the reality is that it stands testament to their effectiveness. As a cost-effective and credible solution, the detectors take some beating. Whilst the core principle of operation is a simple one – a transmitted beam needs to be received without interruption, or the unit generates an alarm – the developments have ensured that the beams offer credible and dependable performance, and cannot be ‘spoofed’ during an alarm event. Issues such as cross-talk have been eliminated, and technology ensures that the introduction of an illicit light source will not trick the unit into missing a beam break. More importantly, the installation process has been greatly simplified to ensure that the installation and configuration of beam-based solutions is a one man job! Alignment used to be a slow process, but this has not been the

Active infrared beam detectors are the oldest and most established sensors in security applications. The units are – in principle – the same as they have always been, albeit with tweaks and upgrades to enhance security, performance and installation. Given the changes in technology, does the humble IR beam sensor still offer a credible solution? case for many years, and today’s beams are truly installer friendly. Active IR beams are very flexible. The detectors can be used internally or externally, and offer the ability to follow perimeters with shape deviations and over undulating ground. The beams themselves are silent and invisible, and even if an intruder is aware of the presence of the sensors, it is not possible to know where the beams actually are. Consider high levels of catch performance, stability and reliability, ease of installation

and operational flexibility, plus the fact that the units are very cost-effective, and the continued success of the technology is obvious. Whilst a number of manufacturers offer active IR beams detectors, many supply OEM product. There are some low cost IR beams available – not to be confused with ‘budget’ products from established manufacturers – but as with any detection device you get what you pay for! The principle behind these detectors might be simple; making them efficient and effective takes expertise!

Optex AX350TF The AX350TF detectors from Optex work in pairs (transmitter and receiver) and have a range of 100 metres in external use and 200 metres in internal applications. The units have four selectable frequencies. This ensures that in applications with either long perimeter runs, or where beams are stacked to create a wall-type detection pattern, cross-talk between adjacent units can be eliminated with ease. The beams are pulsed to ensure that extraneous sources of infrared light cannot be introduced to ‘trick’ the receiver unit. Light which is not pulsed at the right frequency is rejected. Also, the beam interruption can be configured dependent upon the site’s needs, with 4 selectable periods: 50, 100, 250 and 500 milliseconds are the options. Alarm period is 2 seconds. The unit requires both beams to be interrupted to trigger an alarm, eliminating nuisance activations created by animals, birds or wind-borne objects. Power to the unit is 10.5-30V DC, and current draw is 60mA in normal operation. The cover is tamper protected, and the main alarm output is a Form C relay. The sensors are sealed to IP54, and the cover design incorporates anti-frost protection. That said, the unit will operate with up to 99 per cent beam loss due to environmental conditions. It also features an environmental disqualification circuit to generate a trouble alarm if the beam strength falls below an

September 2013

acceptable level. Operating temperature is -35 to 60°C. Installation is straightforward. The detector head can be aligned through ±90° horizontally, and ±10° vertically. The sensor is supplied with pole mount brackets. Once mounted, ensure the transmitter and receiver pair is using the same frequency. The transmitter should then be set up using its simple viewfinder for initial optical alignment. There are adjustment screws to aid with the positioning of the detector head. Final adjustments are made at the receiver unit, and a series of LEDs indicate alignment accuracy. A blocking card is supplied to allow adjustment of each mirror. Once this process is finalised then the setting can be checked using a voltmeter; a jack is included for this purpose. The final stage is to set the beam interruption time and walk test the device. Once installed, the AX350TF behaved as expected. General stability was very good, and there were no nuisance activations. Even in very high winds (high enough to blow down a fence on the site) the unit only required a slight adjustment to the beam interruption time. During the test period there was only an occasional mild frost, and this did not affect the unit at all. All genuine activity was detected, and even attempts to defeat the unit with high-speed breaches were detected. Indeed, the accuracy of the unit served as a reminder of just how effective these units are when used for perimeter-based applications. Finally, the AX350TF beams are supplied with a well written and clear set of installation instructions. The wiring diagrams are easy to follow, and whilst the manual covers a few different products, it is always clear which specific device the information relates to.

Takex PB-IN-50HF The PB-IN-50HF detectors from Takex are supplied as a pair (transmitter and receiver) and have a range of 50 metres in external use and 100 metres in internal applications. The detectors are quad beam units, and feature

four selectable frequencies to eliminate crosstalk where multiple beams are used to effectively seal off an area, or where units are stacked or used back-to-back to cover longer distances. The beams are ‘double modulated’ to offer what Takex claims is the best level of light immunity available from its products. The units are also designed to reject infrared light from other sources, thereby ensuring that beam interruptions cannot be concealed. The beam interruption time can be adjusted to best suit environmental conditions. The range of adjustment is 50 to 700 milliseconds. All four of the beams need to be interrupted to trigger an alarm condition. This ensures that small animals, birds or wind-borne objects don’t generate nuisance alarm activations. Alarm time is 1.5 seconds. Power to the unit is 12-30V DC, and current draw is 60mA in normal operation. The cover is tamper protected, and the main alarm output is a dry contact relay. Takex has designed the cover to include anti-frost and anti-dew protection. Automatic gain control ensures that sensitivity is increased should beam strength fall due to frost, snow, fog or heavy rain. A module generates a fault signal if the beam strength falls below an operational level. Operating temperature range is -35 to 66°C, and the unit is sealed to IP55. The gain circuitry features gain lock which ensures optimum sensitivity based upon the range; there is also an option for low or high power, with the former used for ranges under 25 metres, and the latter for longer distances. Installation of the PB-IN-50HF is a simple task. The transmitter and receiver pair must obviously be using the same channel, which is set via two DIP switches. The pair are then optically aligned. Both units feature viewfinders for this purpose, and these are built in to the detectors. Fine adjustment is carried out using screws. More accurate adjustments are made using a ‘beeper’ system which provides an audible tone to indicate when alignment is correct. A blocking card is supplied to allow adjustment of each

element. The final adjustments are made using a voltmeter; a jack is included for this purpose. The beam interruption time should then be set and the unit must be walk tested to ensure that rapid motion is not missed. With regard to mounting, the detector head can be aligned through ±90° horizontally, and ±10° vertically. The sensor is supplied with pole mount brackets as standard. As expected, the PB-IN-50HF showed good manners throughout the test, including during a period of gale-force winds. Stability was high with no nuisance activations. Once the beam interruption time was configured correctly, the unit was extremely stable. An audible tone confirms that the auto gain lock is functioning once the unit is installed. With regard to adverse weather, aside from high winds the test site only suffered an occasional mild frost, which had no adverse effect. All intrusions into the protected area were detected, and both high-speed and low speed breaches did not cause any concern with regard to catch performance. The beams are supplied with a decent set of instructions including wiring diagrams.

Verdict That both manufacturers in the test are considered to be market-leaders – and experts – in active infrared detection is clear from the product quality and performance. It is difficult to separate the units, and it’s the small details that will be relevant when selecting which option to go for. Both companies offer a wide range of units with differing configurations and coverage ranges, so it is very much a case of considering the differences which – in reality – aren’t huge! The Optex beams are well built, effective and easy to install. Connections are clearly marked, and the adjustments are simple too. All in all, the AX350TF does deliver what you’d expect from an active infrared beam detector. There is equally little that will concern installers and integrators when considering the Takex units. Performance is high, and the units behave as expected. As such, there’s little that will disappoint.

Keeping in the Picture Vigilant Vision - ASM19LED-WGF

Consumer demand is driving the display market towards LED units, with LCD models becoming a budget choice. In the video surveillance market, this change is increasingly having an impact as economies of scale make LED units more costeffective. Benchmark looks at the ASM19LED-WGF from Vigilant Vision to see if it offers superior performance.

L

ED displays have shot to prominence in the consumer market, and increasingly such consumer trends are echoed in the world of video surveillance. Changes with regard to displays have not always been driven by outright quality - the CRT monitor wasn’t dethroned by the LCD display because it had inferior performance - but the hype relating to LED panels does indicate that quality should be enhanced over LCD alternatives. Of course, you have to understand that LED monitors use LCD technology; the LEDs are used for backlighting rather than the more common CCFL (cold cathode fluorescent lamps)

technology. The message in the consumer market is that LED monitors are thinner, greener, and feature enhanced colour depth and accuracy; however, there is some debate as to how much better the image is on units in the low to medium price range.

While some might question why the hype from the consumer market affects the video surveillance sector, it’s because it become necessary to manage users’ expectations if they opt for LED displays. Vigilant Vision offers a range of displays aimed at the security sector, and the ASM19LED-WGF is its 19 inch LED option.

Specification The ASM19LED-WGF is a 19 inch LED colour monitor with a metal case and glass front. Resolution is 1280 x 1024, and the display has a 4:3 aspect ratio. The monitor is multistandard, supporting PAL and NTSC video. The display is quoted as delivering 16.7 million colours, with selectable colour temperature for fine adjustment. Response time is specified as 5ms, and contrast ratio is 10000:1 with a brightness specification of 300cd/m2. The display’s connections are made via the left-hand side of the monitor. There are two BNC inputs with outputs for video, a VGA connection and an HDMI socket. The model also boasts phono sockets for audio in, as well as socket for PC audio in. It has two integral 1.5W speakers for audio output. Power input is 12V DC. The front of the display contains the user controls. There are six buttons: Menu, Select, -, +, Auto and Power. There is also a status LED for power. Other features include viewing angles of 80 and 85 degrees (V and H), multi-language OSD, PIP and POP modes, and various adjustments: picture mode, brightness,

contrast, colour, tint, sharpness, colour temperature and noise reduction. The monitor is supplied with a hinged stand, a PSU and a VGA cable. The manual is brief but sufficient.

Installation As you would expect, the physical installation of the ASM19LED-WGF is a very simple task. It’s a simple case of making the video connection, adding audio if required, and powering the monitor. Configurations are carried out using the fascia buttons. The menus are relatively straightforward, and you’ll soon get used to how the buttons navigate the structure. There are four menu groups: picture, sound, settings and PIP; the latter handles multi-screen options. The picture menu handles image quality settings, and includes pre-set modes as well as a user-configurable setting where contrast, brightness, tint, saturation and sharpness are individually configurable. We’d recommend this mode! Other picture settings include colour temperature and noise reduction. The sound menu handles volume, with a mute option, and the settings screen deals with operating language, image size and position, clock and phase (for VGA inputs only) and scale (Full screen 4:3 image, or 16:9). The PIP menu page is used for multiple source images. Options are PIP (an inset box containing the second source image), and POP (side by side images). The later are scaled and so appear stretched. The PIP box location can be selected, as can its size. Once the settings are complete and the menu closed, some of the buttons have secondary uses. The Select button calls up a source choice, navigated using the + and buttons. Also, the + and - buttons can be used to tweak screen brightness.

Performance Judging any type of display in isolation is a tough task; without any reference, images will typically either look poor or good, dependent upon expectations. Without such reference, the overall feel from the Test Team was that the Vigilant Vision display delivered good quality images. We preferred the User image

mode, as it could be finely configured, and whilst the detail was on a par with what we’d expect from a 19 inch LCD display, colours seemed to be more accurate, with a higher level of depth and fidelity. Benchmark uses a selection of LCD displays, which have been proven to be amongst the best performing, so these were used as a reference point to better judge the ASM19LEDWGF’s image quality. Detail was, as we had expected, very similar. The LED screen certainly offered image quality that was every bit as good as the best that the LCD displays could offer - and it must be remembered that the test LCD displays we use are the best we’ve found! The difference, however, was to do with luminance and chrominance. Colour fidelity was pretty similar, but colours on the LED display looked slightly more natural. Overall tone was also more consistent with the actual scene. It was also mentioned by a few that the LED image seemed ‘easier on the eye’. We asked a small sample of end users which display they would prefer to view (without explaining the differences), and the majority opted for the LED monitor!

Verdict The biggest driver for LED displays will be end user demand. That, coupled with the fact that LED backlighting is ‘greener’ than CCFL options, will cause demand to increase. The improvement of the ASM19LED-WGF over the best LCD displays is marginal, but if LED is wanted, this display will certainly deliver the right quality!

Iluminar - WL436-60-24

Talk to most people about illumination for video surveillance, and they immediately think of infrared light. Whilst IR does have benefits, it also has one weakness, and that is the loss of colour in captured images. White light can offer multiple benefits to video surveillance; Benchmark looked at the WL436-60-24 from Iluminar to find out more.

A

round-the-clock surveillance was once fraught with compromise. However, the introduction of surface mount LEDs has seen the cost of illuminators tumble, and today almost any application can benefit from true 24 hour video surveillance. It is interesting that when it comes to additional illumination for video surveillance, the almost automatic response is to specify infrared lighting. Whilst infrared lighting is very good - it is discreet, so some criminals will be unaware they are being viewed, and it provides a good level of contrast - it does have one significant downside, and that is a lack of colour information. Colour is an automatic identifier. Using colour in such a way is a natural reaction for most people. Tell a system operator to find a suspicious vehicle, and he might struggle when flicking through the camera views. Tell him it’s a red vehicle, and he can then process those views

September 2013

much faster. With infrared lighting, a red vehicle is grey, as is a blue or green one! White light delivers colour information. White light does need careful use, but many of the light pollution issues are avoidable. Indeed, much of the negative thinking about white light was created many years ago by infrared lighting salesmen! Iluminar offers a range of infrared lighting, but it also offers white light options too.

Specification The WL436-60-24 is a white light video surveillance illuminator. The unit has a range of 53 metres, with an angle of illumination of 60 degrees. Brightness is quoted as 2784 lumens, and colour temperature is 6500K, which is similar to daylight. The unit uses energy efficient high powered LEDs. The illuminator uses 24 LEDs, and the current is controlled using integral circuitry. Power consumption is 39 watts. The illuminator is sealed to IP67, and is housed in a rugged extruded anodised aluminium housing with a polycarbonate protective lens. The unit incorporates an integral mounting bracket. The unit has a photocell for automated switching. This is adjustable, but defaults to switching on at around 30 lux and off at around 70 lux. Alternatively it can be disabled and an external telemetry signal can be used.

CMYK

BMIS Sep 13_BM India Safe 21/08/2013 09:34 Page 8

The unit has a socket for a trigger connection; this is modular but a connector is not included. Other features include power adjustment and a pressure relief valve. Benchmark has looked at Iluminar products before, and they have always been well constructed and robust. The EL436-60-24 follows that trend, and we don’t see any reason to expect anything different with regard to longevity in the field. Expected life is quoted as 10 years.

Installation As you would expect, the physical installation of the WL436-60-24 won’t create any issues for competent installers. It’s really a case of mounting the unit, making a telemetry connection (if the function is being used) and a power connection. The unit is supplied with a 3 metre flylead for the latter, which should be more than enough. Power input is 12V DC or 24V AC. Once up and running, the rest of the set-up can be completed once darkness falls. The unit needs to be aligned with the camera field of view, and any adjustments to power and the switching level for the photocell are then made. Then that’s it. The illuminator is supplied with a generic illuminator installation guide, and it’s fair to say that you probably won’t need it.

Performance Viewing light is a slightly subjective thing. Whilst range and coverage can be assessed, light quality is less of a science with regard to what creates a good image for a user. For example, video surveillance images usually favour warm hues, because this gives more reality to skin tones. However, after many years of looking at images, we actually prefer accurate colour fidelity, which looks a bit cold to some. In order to assess the overall quality of light, we ran a variety of cameras using the Iluminar unit and a generic ‘white’ flood light. The difference was stunning. Using the Iluminar unit, colours were very accurate, and whilst they lacked a small amount of vibrancy that you get in daylight, they certainly weren’t

washed out or faded. The generic floodlight showed colours as faded and obviously offtone. Blues had a tinge of green about them, and reds were more muddy than red. It wasn’t just the general view that looked better with the Iluminar unit; colour test charts and tonal variations were all replicated with a higher degree of accuracy. Range of the unit was good, and whilst we wouldn’t recommend pushing the unit beyond its specifications, we would consider 53 metres to be conservative. Within the specified range, the coverage was uniform to the very edges of the viewed area. The light was also consistent, and the image showed no signs of hotspots or fade. With a very high resolution camera fitted with a high quality lens, there were no aberrations or issues with the light coverage. Switching using the photocell was reliable. Tweaking the unit for the application didn’t take long, and over the period of the test the unit was consistent with its switching point. Some illuminators have the photocell on the rear of the unit, which can cause problems, but Iluminar has sited theirs with some thought!

Verdict There are many who prefer white light to infrared illumination, and in applications where there aren’t light pollution issues, it does provide a credible alternative. The Benchmark test team was roughly split down the middle as to whether it was a preferred option to infrared illumination. The Iluminar unit is well built, and performs well. Indeed, we found that our test unit exceeded the specifications, and whilst we wouldn’t recommend totally ignoring the specs, you can certainly push them a little if you need too. Light quality was good and clean, and when tested with a range of cameras - including high resolution options - there was no obvious issues with coverage. If you are seeking white light illumination, then you could do a lot worse than considering this unit!

Fast Track Integration for

Wayside Condition Monitoring & Preventive Maintenance By Rick Peng – Assistant Manager & Richard Hsiao, Technical Writer – Moxa

Executive summary

T

he high financial and reputational costs of railway accidents, even non-fatal ones, have led railway infrastructure managers to adopt increasingly sophisticated preventive maintenance regimes. However, the ability of railway operators and maintenance engineers to prevent costly system failures and optimize resource allocation depends on myriad wayside condition statuses provided by separate monitoring systems. These data acquisition systems often comprise many sensors, transducers, and remote terminal units running on different platforms and closed communication protocols, which can make maintenance more challenging and costly. To ensure journey reliability and reduce expenditures, infrastructure managers and system integrators for railways should use a single, integrated condition monitoring platform that provides railway operators with ready access to all relevant statuses for predictive maintenance and asset management. This paper will discuss how railway operators are adopting increasingly sophisticated condition-based maintenance regimes to control costs and improve track performance, some of the key difficulties system integrators need to overcome when de-

ploying wayside condition monitoring systems for railway preventive maintenance, and how using a single condition monitoring platform can save time and costs for deployment and maintenance.

Overview

I

n the coming years, system integrators for railways around the world will need to provide innovative solutions to help infrastructure managers curb maintenance and renewal costs, and also ensure high track performance and safety at the same time. In addition to performing schedule-based preventive maintenance, condition-based maintenance regimes are becoming more robust and increasingly used by infrastructure managers to preempt future failures. As a result, system integrators for railways can better serve the needs of infrastructure managers and railway operators by noting the following budgetary and performance concerns when integrating a cost-effective wayside monitoring solu-

tion for preventive maintenance.

Grabbing RAMS by the horns

R

eliability, availability, maintainability, and safety (RAMS) have become the principal concerns of infrastructure managers around the world, especially in Europe. At the same time, infrastructure managers across Europe are also spending a whopping 15 to 25 billion euros each year on track maintenance and renewal alone. Responding to these astounding maintenance costs and the 2002 European Commission (EC) white paper on sustainable transportation for a single European transport area, infrastructure managers have been working with contractors through the INNOTRACK project to develop a competitive and resource efficient transport system. More specifically, the EC white paper has challenged the continent’s railway operators to: ● double passenger traffic and triple

As the old adage goes, “an ounce of prevention is worth a pound of cure.” That is why in addition to corrective maintenance taken to restore failed equipment to operational use, railway operators have also adopted several preventive maintenance regimes over the years to preempt system failures. The term ‘preventive maintenance,’ as used in this white paper, includes both schedule-based (planned) maintenance and condition-based (predictive) maintenance regimes. As European infrastructure managers have pledged to work towards achieving these targets, it is clear that the dual objectives of improving RAMS (i.e., track performance and safety) while reigning in unnecessary maintenance costs will be their top priorities for the next decade.

as the remote monitoring technologies used in condition-based maintenance regimes become more advanced, railway infrastructure managers will be able to employ increasingly sophisticated riskbased maintenance tools to optimize asset management and ensure journey reliability. Schedule-based planned maintenance ince the 1980s, preventive maintenance regimes have been used in the railway industry in the form of schedulebased maintenance (also called planned maintenance). The goal of planned maintenance is to improve equipment life by preventing excess depreciation and impairment through scheduled service visits. Although schedule-based maintenance is still better than waiting until disaster strikes to perform corrective maintenance, and offers infrastructure managers easier maintenance planning and budgeting, traditional planned maintenance is far from optimal as costly system failures can easily emerge before scheduled service visits. The problem with a purely schedulebased maintenance regime, however, is that maintenance tasks and intervals are determined according to component manufacturers’ recommendations and, more crudely, minimum legal requirements. Naturally, changing environmental conditions and intensity of use can shorten the useful life of a system component. In addition, hidden and unresolved damages or design defects

S

can manifest in system failures before scheduled service visits or the average end-of-life wear-out stage begins. Condition-based predictive maintenance n addition to using schedule-based preventive maintenance, railways are also turning to condition-based maintenance (also called predictive maintenance) in which operators keep an eye on critical indicators that provide warnings about possible equipment failures. To optimize resources and efficiency, maintenance engineers need a clear and comprehensive picture of all railway equipment statuses in order to determine which parts to replace and when to perform service visits. As a result, infrastructure managers have been adopting predictive maintenance regimes where maintenance tasks and service schedules are based on the real-time condition of system equipment instead of manufacturers’ recommendations or minimum legal requirements. In particular, condition-based maintenance can help improve maintenance responsiveness and agility, increase operational availability, and reduce life cycle costs of total ownership by: ● focusing maintenance on essential requirements. ● reducing excess equipment. ● eliminating unnecessary service visits that waste time and resources. More recently, risk-based maintenance has taken condition-based maintenance to the next level by incorporat-

ing sophisticated data analysis software that apply improved asset knowledge to quantify the most cost-effective levels of reliability and risk. For example, more granular knowledge about the resilience of assets gathered by improved remote condition monitoring systems can help railway operators execute targeted campaigns to improve resilience to weather events or identify hidden damage mechanisms like metal fatigue. As technologies for remote monitoring and data acquisition become more advanced, railway operators will be able to predict the likelihood of future equipment failures according to active and potential damage mechanisms. In fact, Network Rail, the primary railway operator in the United Kingdom, has made riskbased maintenance and the deployment of remote condition monitoring technology the cornerstones of its strategy for improving asset management and journey reliability. Although the predictive capabilities of various preventive maintenance regimes continue to vary, increasingly sophisticated condition-based maintenance regimes, such as risk-based maintenance, are on track to becoming best practice for the railway industry. As a result, system integrators will need to integrate remote monitoring systems to supply continuous asset information for front-end data downsizing and back-end data analysis.

Union of Railways, turnout monitoring systems have the lowest reliability and availability—but CMYK the highest maintenance costs—among all the critical monitoring subsystems used in railway preventive maintenance regimes.[5] Thus, the following discussion will use turnout condition monitoring to illustrate the potential benefits of deploying a single, integrated monitoring platform from a hardware vendor that provides easy data integration software tools.

outs are basically mechanical installations that guide moving trains from one track to another. Also called a railroad switch in North American terminology, a turnout comprises a set of points (two linked tapered rails, also called switch blades in North America) inside the diverging stock rails (i.e., the outer rails). The fact that turnouts have movable parts and a motor to move the points to the desired position while accommodating tight curves, lateral forces, and impact loads at transitions, necessitates a highly demanding maintenance regime. When used in turnout condition monitoring applications, a modular RTU controller can connect an array of digital and analog sensors – such as motor current sensors, force sensors, and open/ close sensors at a turnout – and record real-time measurements. Although precision instruments used to measure each parameter still need to come from highly specialized manufacturers, system integrators can mitigate interoperability issues by connecting all the sensors at each monitoring site to a single hardware and software platform. For example, Ethernet switches running on the same platform can be deployed to connect the RTU controllers to an Ethernet backbone for the entire railway, continuously transmitting critical asset information to a remote control center for centralized

monitoring and analysis. For network redundancy or locations where laying physical wires is impractical, cellular controllers from the same vendor can also be deployed to transmit monitoring data wirelessly from the RTU controller to the operation control center. Although currently available railway monitoring solutions cannot be used out of the box for advanced risk-based maintenance, system integrators can still save valuable deployment time, effort, and costs by taking advantage of hardware components (e.g., modular RTU controllers and Ethernet switches) and easy data integration tools (e.g., OPC servers and database gateways) from the same vendor. By converting raw data from myriad sensors into a more manageable form for SCADA and data analysis software, using a single, open platform can even provide a flexible foundation for integrating next-generation data analysis software in the future. Even though the aforementioned turnout example focused on just one wayside monitoring subsystem, the integrated approach advocated still applies to all the other subsystems that support the overarching railway wayside condition monitoring system. Thus, deploying an integrated monitoring platform like the solution above, at each field site not only reduces excess equipment that need to be maintained, but also improves system-wide responsiveness through the elimination of unnecessary service visits and the provision of readily available asset information.

ecognizing the benefits of increasingly robust condition-based maintenance regimes, infrastructure managers are willing to invest in remote monitoring and data acquisition technologies to provide maintenance engineers and September 2013

railway operators with readily available asset information to predict and preempt future failures. At the same time, exorbitant track maintenance and renewal costs are also putting pressure on infrastructure managers to eliminate unnecessary expenditures, improve efficiency, and optimize resource allocation. Accordingly, system integrators employed or contracted by infrastructure managers and railway operators will need to keep these performance and budgetary concerns in mind when integrating condition monitoring systems for railway preventive maintenance. Yet the system integrator’s task is far from easy. Traditional wayside condition monitoring systems for railway preventive maintenance often piece together hardware and software from different platforms that may succumb to interoperability issues and make maintenance more difficult. Moreover, system integrators need to figure out how to manage multiple asset types, deploy and maintain a highly complex and distributed system, and develop programs that deliver add-on value. Instead of using multiple hardware platforms and proprietary software solutions for different wayside monitoring subsystems, system integrators should use a single, open platform that supports multiple interfaces and provides easy data integration software. In particular, using a modular, hot-swappable hardware design with an open software platform as a template for individual wayside monitoring subsystems can save time and deployment costs compared to rigid proprietary systems. More importantly, such platforms will not only simplify the arduous task of integration, but also help infrastructure managers reduce maintenance costs without sacrificing track performance.

ASIS Asia-Pacific 2013 Be at the forefront of the security management profession

A

SIS International (ASIS) is getting ready to organise its 7th Asia-Pacific Security Forum & Exhibition which will be held in Macau, China from 3-5 December 2013. ASIS Asia-Pacific 2013 is set to commence on Tuesday, 3 December followed by two days of high-level educational sessions which will focus on current and emerging security threats, best practices, and other issues facing professionals responsible for securing their organisations’ people, property, and data in today’s challenging global environment. One of the key issues covered by the educational sessions will be fraud, with two separate presentations that will address this topic from different angles. On the one hand, Torsten Wolf, Group Head of Crime and Fraud Prevention of Zurich Insurance Company (Switzerland), will present a framework for managing crime and fraud. With reference to Zurich’s comprehensive anti-crime framework, Wolf will give the audience an understanding of the crime and fraud risks an insurance organisation typically faces and how these risks are addressed by a multinational insurance organisation. On the other hand, James D. Ratley, President & CEO, Association of Certified Fraud Examiners (USA), will explore the psychology and thinking patterns common among fraudsters, and

how security professionals can apply this information to increase the effectiveness of their fraud investigations. Cyber security will also be high on the agenda. Leonard Ong, CPP, Head of Global Information Security Risk, AsiaPacific of Barclays Capital (Singapore) and Werner Preining, CPP of Interpool Security (Austria) will talk about next generation cyber attacks. Both speakers will give delegates a better understanding of Advanced Persistent Threats (APT) which can be defined as cyber attacks that cross the line between cyber and physical security. Scott Bernat, Director of Maritime Solutions of G2 Ops (USA) will explore Indonesia’s port and maritime industry through regulatory issues, labour disputes, corruption, criminality, piracy and terrorism to give delegates the opportunity to learn how to tailor and market security risk management programmes that work. Pramod Bhatt, Vice President Protective Intelligence, Corporate Security and Business Continuity at Deutsche Bank (India) will talk about emerging risks for companies from extremists in South Asia. CCTV Tipping Point Still Coming in 2014: Network Video Surveillance Gear Sales to Surpass Analog Next Year

T

he CCTV and video surveillance market continues to be headed to a ‘tipping point’ in 2014, with revenue for network video overtaking analog for the first time ever next year, according to a new report entitled ‘The World Market for CCTV and Video Surveillance Equipment’ from IMS Research, now part of IHS. Analog cameras are still forecast to continue outselling network cameras in terms of shipments throughout the period to the year 2017, but higher value resides in their rivals. “Network cameras are generally higher-priced cameras with more advanced features,” said Jon Cropley,

principal analyst for video surveillance at IHS, “Therefore, even though less than 20 percent of all cameras shipped in 2012 were network cameras, the size of the market for them in terms of revenue was almost as large as that for analog cameras.” A high proportion of large and enterprise projects already use network video surveillance instead of analog equipment. Now, network equipment is increasingly being selected for smaller projects as well. Furthermore, price competition for analog cameras and digital video recorders (DVRs) is intense, with a degree of commoditization taking place for some product types,

providing further impetus for growth where network video is concerned. Overall, the world market for video surveillance equipment grew by more than 10 percent between 2011 and 2012, IHS estimates. Growth was predominantly driven by sales of network equipment in many countries where analog declined. An exception, however, was China, one of the countries where the analog market continued to grow. “The transition from analog to network video is continuing in 2013,” Cropley said, “This year the global analog space will be broadly flat while the network market will grow by more than 20 percent.”

Can Demand Match Supply for Wireless in Mobile Video Surveillance?

surplus supply of wireless download technology was fitted to 16 percent of all video recorders sold in mobile video surveillance markets during 2012, according a new report entitled ‘The World Market for Mo-

trends in mobile video surveillance in the past two years. “Adoption rates have increased quickly; the technology really suits the usage cases for these larger fleets of trains, buses or police cars,” said David Green, Senior Analyst for Video Surveillance at IHS, “Using Wi-Fi for downloading saves time and cost for the operator, can improve reliability and also offer added value features, such as remote vehicle health-checks.” In 2012 however, it seems that demand is lagging behind supply. While 45 percent of recorders sold were fitted with Wi-Fi that the customer will use, 16 percent were fitted with technology the customer won’t use – meaning that

manufacturers are adding to costs by paying for components that do not need to be fitted. “In reality, manufacturers won’t be losing out,” Green said, “The16 percent number might sound a lot in terms of unit shipments, but it’s only a small portion of the revenue. Economies of scale mean the component costs will be low to start with, plus most of the oversupply is coming from recorders made by low-cost, Asian manufacturers. These companies can’t move on price since they’re already at the bottom, so they compete with each other by loading up on features – even though they know the customers won’t use them.” “You take a look at the high-end

manufacturers and the level of oversupply is certainly less than 16 percent,” Green noted. So does that mean the high-end manufacturers have got supply levels right, and do they expect adoption rates to continue increasing at current rates? “Definitely they see adoption increasing into the future,” Green said, “Mobile Video systems are evolving and wireless is a key part of the more intelligent system, linking with back-end software to provide an end-to-end solution. Manufacturers aren’t wasting their money here – and they’ll see the rewards when the market sees a boost in sales over the next couple of years.”

Video Door Phone Market Opens Up to Fast Growth

he $1.8 billion global door phone market is transitioning from audio to video technology, with video set to grow and account for 50 percent of unit shipments in 2017, according to a new report entitled ‘The World Market for Audio and Video Door Phones’ from IMS Research, now part of IHS. Worldwide unit shipments of video door phones are forecast to grow by 7.5 percent during the next five years, with several technological advances and benefits helping to drive the transition from audio to video door phones. These trends include increased integration with building automation, a transition toward ‘hands off ’ indoor units along with larger 7-inch screen sizes, and an increase in the use of network systems and megapixel cameras. “The transition from audio to video door phones is occurring in all regions around the world, and is being driven by many factors,” said Oliver Philip-

pou, market analyst for video surveillance at IHS, “Ultimately, this change is due to a reduction in the price of video door phones, and the consumer’s perception of increased security via better identification of those who are trying to gain access.” But while all of these technological developments will generate a lot of interest and help drive the market forward, the highly price-sensitive nature of the business will ultimately mean that the majority of products shipped will be entry-level devices. Meanwhile, the arrival of low-cost Chinese suppliers is intensifying competition in the market, and helping to promote the rise of video solutions. “The increased price competition – with some Chinese manufacturers able to produce audio door phone indoor units for as little as $3 – has led to traditional branded suppliers moving away from the audio door phone mar-

ket and pushing their video door phone products more aggressively in order to maximize profits,” Philippou noted, “This has allowed low-priced, unbranded products to gain market share in the audio door phone market. However, it is not just audio door phones that are experiencing a price decline. Video door phones are also dropping in price, making them more accessible to wider markets.” The recently published report, ‘The World Market for Audio and Video Door Phones - 2013 Edition,’ forecasts the growth of analog door equipment, network door phone equipment, and other relevant topics in greater detail for both audioonly door phones as well as video door phones. IHS also offers a detailed region-focused look on audio and video door phones, in addition to providing incisive analysis of the Chinese market.

The Next Generation: BriefCam Syndex BriefCam’s new product range enables users to extract valuable information from video with even more efficient review for better decision-making and faster action

B

riefCam® (www.briefcam.com), the developer and provider of Video Synopsis® solutions for the rapid review, analysis and indexing of video for decision support, security and safety, recently announced BriefCam® Syndex, a new product range based on the company’s award-winning technology. BriefCam Syndex will launch at ASIS 2013 in Chicago, September 24-27, 2013. BriefCam Syndex is a next-generation product range based on Video Synopsis technology. Video Synopsis is the simultaneous presentation of objects, events and activities that occurred at different times. Users can pinpoint events of interest, reach targets quickly and take action as required. In addition to offering a powerful set of tools for fast video review, BriefCam Syndex augments the basic Video Synopsis by allowing users to search video according to attributes that they define: size, color, speed, direction and location within the frame. All parameters are under the user’s control – including the order of objects displayed in the Video

Synopsis. BriefCam Syndex is offered as a standalone product, or an integrated or embedded part of the VMS environment. (Preview video: YouTube/ BriefCamVS). Like all search engines, BriefCam Syndex ranks the Video Synopsis results in order by probability – from highest to lowest – ensuring that the most relevant events of interest are presented first. “Since launching sales in mid-2010 BriefCam products have been used successfully by law enforcement and investigative agencies worldwide,” said Dror Irani, BriefCam CEO & President, “The BriefCam Syndex product line is a major step forward in our effort to meet customer needs and stems from the vast experience we’ve gained during that time.” “The new product opens BriefCam up to new markets and uses beyond security as it also serves as a productivity enhancement tool. It enables users to extract value and actionable information from video that had previously gone unwatched due to time and cost constraints. With BriefCam, video can now easily be September 2013

accessed, searched and reviewed, with rapid video review facilitating proactive modes of use,” Irani added. BriefCam Syndex is geared towards a range of user groups and market verticals: ● BriefCam Syndex FS enables law enforcement, security officers, and others responsible for the post-event review and investigation of large quantities of video files, to review hours in just minutes. ● BriefCam Syndex FS+ is intended for law enforcement and/or security officer teams; multiple users responsible for the post-event review of large quantities of video files for investigative purposes, as an individual, group or collaborative effort. ● BriefCam Syndex EP is ideal for small to medium-sized enterprises already invested in a VMS environment with up to 200 video cameras and a small team of video investigators engaged in post-event and/ or real-time video review. ● BriefCam Syndex EP+ is a scalable

solution intended for use by large enterprises with more than 100 cameras, able to support an unlimited number of cameras and investigators. As with all BriefCam products, BriefCam Syndex stresses ease of use, integrating the user’s experience, intelli-

gence and intuition as a vital part of the search and review process. The human mind and eye are always engaged. Irani said, “Video contains potentially valuable data. Until now, most recorded video was unwatched and eventually dumped along with that information because the

existing tools for reviewing video were impractical. Your cameras and recording equipment are already in place. Why not exploit them? Our ultimate goal is to help turn seemingly ‘useless’ video into useful information that supports better decision making and faster action.”

ONVIF Expands Profile Concept with Physical Access Control, IP Video Integration Release Candidate

O

NVIF, the leading global standardization initiative for IP-based physical security products, announced the availability of the Release Candidate for Profile C, which enables interoperability between clients and devices of physical access control systems (PACS) and network-based video systems. This new Profile, which is available for review on the ONVIF website, extends the functionality of the ONVIF global interface specification into physical access control. With Profile C, systems integrators, specifiers and consultants will be able to more easily deploy an integrated IPbased video and access control solution from a variety of different video and access control providers. Compatibility between edge devices and clients helps to simplify installation and user training by reducing the need for multiple proprietary monitoring systems to handle different PACS devices. “Integration between IP-based physical access control systems and video surveillance is no longer considered a luxury in today’s market, and is becoming a necessary component for many different types of users,” said Baldvin Gislason Bern, Chairman of ONVIF’s Profile C Working Group, “With Profile C, users and specifiers will be able to

integrate the Profile C products of their choosing without relying on existing integrations between manufacturers.” As part of a physical access control system, Profile C conformant devices will be able to provide information about doors and access points in the system. Profile C conformant clients will enable the monitoring of doors, access control decisions and alarms, such as if a door is unlocked, when a door has been accessed and other similar functions. Profile C conformant clients will also provide basic door control functions such as providing access and locking/ unlocking doors. When combined with other Profiles such as Profile S for video and audio streaming, users can also group together related access control and video devices using a configurable discovery scope. Profile C and Profile S also share the same device management features such as network configuration and system settings. ONVIF introduced the profile concept to enable end users to more easily identify features supported by a profile without determining the compatibility between versions of the ONVIF specifications. Profile S serves as the standard interface to stream video and audio between conformant devices and clients, and Profile G will encompass video storage, searching, retrieval and playback. September 2013

108

ONVIF circulates new Profiles first as a ‘Release Candidate’ for six months, allowing members and stakeholders a final implementation review. When that process is complete, the final Profile is published and technology providers will be able to test their products for conformance to the final version of Profile C. This process is intended to allow members to more quickly introduce conformant products when the final Profile C is released in early 2014. As part of the inclusion of physical access control to the scope of ONVIF, the ONVIF Network Interface Specification Set version 2.3 has also been released. This update incorporates new services for physical access control clients and devices and also includes a number of minor clarifications for better interoperability among ONVIF conformant clients and devices. The ONVIF test specification set has also been updated with the Access Control Test Specification and Door Control Test Specifications for the new physical access control services. There are currently more than 1,700 products conforming to Profile S in the market from approximately 465 ONVIF member companies. Further information about ONVIF conformant products, including the vendors and the conformant models, is available on ONVIF’s website: www.onvif.org

Designing the Right Solution for

City Surveillance Applications By N.P. Arunkumar – General Manager, Fire & Security Solutions, Pelco by Schneider Electric

hy do you feel City Surveillance projects fail to deliver at the right time when it is required the most? There are various reasons for this. The first aspect is the operations part which includes the formation of the right core tendering committee, the tendering and evaluation process, the shortlisting of right vendors and finally, awarding the  contract to the right solution provider. The second aspect is the technology part of the entire solution. In this article, we will elaborate on the second aspect which is in our control and can be worked upon. There are a few observations we come across at city surveillance projects across the country, which are elaborated below. While selecting a CCTV camera for city surveillance applications, you need to consider a minimum of 1280x960p resolution. As these cameras are used for outdoor applications, day/ night cameras which work on ultra-low light technologies should be used. The cameras should preferably work on low light colour technology, as identifying colour of a vehicle or identifying colour of the clothes a suspect is wearing are very crucial in investigating a case. The cameras should have an extended dynamic range of 120db as a minimum; this would help in identifying people

major traffic signal junctions. There are advantages and disadvantages of using these cameras – the advantage being it’s low cost as it has an integrated camera, integrated IR LEDs, and a standard varifocal lens in a cost effective environmental enclosure. However, it produces high levels of grainy monochrome images at night which may not be useful when you  need it for forensic analysis. Low Light Technology This acts as a disadvantage. Since the major metros do not face power cuts for street lights, there is no reason to use an IR camera that does not meet the purpose of producing colour usable videos. Cameras with low light level having lux 0.005 (colour) which at the same time Image (a) support extended wide dynamic range for changing light situations like entering and exiting cars or even blooming caused due to the headlights of vehicles are the most ideal solutions for such application. The integrated IR bullet camera unit also provides a standard configuration lens which does not allow the user flexibility of selecting the Image (b) right view, thus compromising without low light technology and image on the solution delivered. The choice of (b) cameras supporting advanced low lens for such projects is vital to provide the desired coverage and angle of view. light technology. We also believe that a single PTZ It has been observed in many projects that bullet cameras are being camera can cover the entire junction. installed with IR LEDs for monitoring We need to seriously change the mindthe streets, highways, the tolls gates and set of reducing the cost by just putting in who are sitting in the car even if the car is using high beam from its headlamps. For city surveillance and traffic monitoring projects it is mandatory to have cameras which reduce blurring or scattering of light near the light source. The image below shows cameras producing colour images at low light, thus eliminating the need of IR cameras. Image (a) cameras

the junction movements. The best way to have an operational CCTV system for a city surveillance project is to have multiple small systems covering a maximum of 03~05 kms per system and not covering the entire city with one single system as these systems consume high bandwidth. It’s important to have information through small working system than not to have any information from a large non-functional system. It is very difficult to manage these systems on a large scale, as it requires lifecycle support which in turn needs highly skilled manpower and is also associated with high cost. For cameras with pan/ tilt and zoom, it is recommended that these have higher zoom and higher resolutions,

cameras with 1080p resolution with a sure but is needed to manage the safety 30x optical and 12x digital can meet the requirements of our cities. The high resolution also is a disaster, especially projects executed supports better digital zooming in market places. This will go a long way in ensuring that we live in safe and secure cities. The server and the storage solutions should be of Enterprise class to operate 24x7, 365 days doing the write functions of the enterprise grade discs. This ensures long life for the hard drives in highly demanding situations. The Storage should definitely have RAID architecture and a minimum of RAID 6 to support any failure of hard drives. Redundant power supplies and redundant cooling fans should be a standard package for all the storage solutions as it is one of the most critical components of a storage/ server system. The Video Management software should support basic features of failover and redundant recording in the event of a catastrophic failure for storage solutions. It’s also important to use Industrial grade monitors for viewing the images as this is

These measures and solutions can definitely minimize the risk of failure of a surveillance system and at the same time ensure long term operation of the systems. The budget for maintenance should not be an integral part of the tender, but should be a standard budget provisioned by the authorities – for example 10% of the contract value capped,
