MOTABILITY SCHEME

The

MOTABILITY riving opens a world of independence and freedom that is much-craved among the disabled community. The expense of owning and running a car can be daunting though, but the Motability Scheme can help you on the road to independence. The scheme supports disabled people and their families looking to lease a car, scooter or powered wheelchair. If you’re a recipient of the Higher Rate Mobility Component of Disability Living Allowance (HMRC DLA), the Enhanced Rate of the Mobility Component of Personal Independence Payment (ERMC PIP), the War Pensioners’ Mobility Supplement (WPMS), or the Armed Forces Independent Payment (AFIP), you can exchange your mobility allowance in full or part for an accessible vehicle courtesy of the scheme. With Motability, you don’t just get a mode of transport – the scheme covers insurance, servicing and maintenance, adaptations to the vehicle, full breakdown assistance, and the inclusion of up to two named drivers for cars and WAVs. Tyre repair and replacement, windscreen repair, MOTs and road tax is also looked after by Motability, who also offer a generous 60,000 mileage allowance over the three years of their lease, or 100,000 over five years for WAVs. Battery replacement for scooters can be undertaken at no extra cost, and customers will receive support from the UK-based customer services team. The scheme was introduced to not only support disabled people, but

their families and carers too. Around a third of Motability users lease a car as a passenger, meaning carers can use the scheme for the benefit of the people they provide care for, and a parent can apply on behalf of their child. However, the nominated driver must live within five miles of the disabled person and must be at least 21 if they don’t live in the disabled person’s home. They’ll also be expected to have a clean driving licence free of convictions, disqualifications or endorsements for five years. Motability offers around 2,000 different vehicles for disabled people to choose from, including all shapes and sizes from SUVs to small cars, all of which can be adapted to suit the needs of the user. The leases are offered on a three or five year basis, depending on the type of vehicle chosen. Some vehicles may require an additional upfront payment, which is not a deposit and is therefore non-refundable. The cost exists to cover the difference between the cost of the car and the allowance you will pay over the length of your lease. It generally tends to only affect more hi-tech or premium models, and there are around 500 vehicles which do not require an advance payment at all, ensuring Motability has an option available to everyone looking to take advantage. Motability also run opportunities to receive charitable grants, some of which help people with severe disabilities find appropriate modes of transportation. The leases for these vehicles tend to be five years for WAVs or heavily adapted vehicles.

While supporting users widely over the experience of leasing the vehicle, the Motability scheme does not cover fuel. It’s therefore important to ensure the car you select is economic to the level you require. Motability lays out all of the details of its cars on its website, including the car’s average miles per gallon, its CO2 output, and other information which may impact your choice of car. These can give you an idea of how much you will have to invest into the vehicle outside of the scheme. A spokesperson from Motability explained the inspiration behind the Motability Scheme: “In the late 1970s the government wanted to find an alternative to the unsocial and potentially unsafe blue trikes and introduced a cash mobility benefit which would enable disabled people to spend the money on their disability needs, in whatever way best suited themselves and their families. “It became clear that even with the new allowance, the ability to access a car was still beyond the reach of most recipients. The government asked the late Lord Goodman to consider how disabled people could use the allowance to affordably obtain a vehicle. He enlisted the help of Lord Sterling (the current Chairman of Motability) and together they devised the Motability Scheme. Motability was formed as an independent charity with all-party Parliamentary support in 1977. Motability Operations (formerly Motability Finance Ltd) was established around the same time to operate the Motability Scheme under contract to Motability.” They went on to tell Motoring with PosAbility about how it helps people living with disabilities from their organisations point of view. They said: “The Motability Scheme offers choice, value for money and a high level of personal care, expertise and service to anyone who chooses to use their allowance to join. Customers can select a vehicle from a wide choice of manufacturers, including specialised adaptations and wheelchair accessible conversions. Many common adaptations such as hand controls are available at no extra cost when ordered with the vehicle. “Motability also provides financial help to disabled people who would not otherwise be able to afford the vehicle or adaptations they need. “Over 640,000 disabled people currently use their government-funded mobility allowance to lease a car, scooter or powered wheelchair through the Motability Scheme, providing a level of independence that many people may take for granted.” motability.co.uk

This version is the most powerful of all the Picanto models, with the additional brake horsepower meaning the car doesn’t need to be worked quite as hard as other models, and has everything it needs for comfortable cruising.

THE CAR For those with concerns regarding the environmental damage that most cars output, the Renault ZOE alleviates all of these complaints. It’s one of the first affordable pure electric cars on the market. On a full charge and a cool day, the ZOE can do 150 miles, and comes complete with a wall-mounted charger and a warranty that covers both car and charger for five-years or 60,000 miles.

THE DRIVE Comfort is the name of the game in the Polo. The suspension takes everything from rogue potholes to speedbumps in its stride, and passengers hugely benefit from how absorbent it is. The Polo is grippy, especially in corners, and its steering is precise and secure. You’ll be struck by how little wind noise gets into the interior, too.

Arguably hatchbacks are the easiest cars to drive because of their generally smaller size. This is a good opportunity to consider three that I have recently driven.

CITROEN C3 The Citroen C3 with its 1.2-litre turbocharged petrol engine is the most efficient car I’ve been in for a long time and the cheapest in this line up at under £20,000. With its blue bodywork and white roof the five-door hatchback is fun, sporty and stylish. It should also not suffer supermarket trolleys gladly - thanks to Citroen’s patented Bump technology. Ram into the door and it should rebound and likely damage the assailant. Inside there’s daring orange leather on the dashboard and on the edges of the black fabric seats as well as around the steering wheel. The petrol engine is responsive and I like the five-speed manual gearbox

MOTABILITY SCHEME MATCH and traditional handbrake. There’s engine stop/start and on a full 45-litre tank it will easily cover over 500 miles. Head on it looks quite chunky with its large grille and bumper and inside there’s a reasonable amount of space with an adequate boot. The satnav is easy to use but I cannot get it to search by postcode. That said, it’s a trustworthy system and I’m impressed how it introduces me to some of Devon’s scenic country roads that I’ve not come across before and I’m all the better for this experience. The C3 can be driven with urgency and it won’t disappoint. Its engine bears the distinctive sound of other

small three-cylinder Citroens and Peugeots; a sound that has grown on me. There’s a helpful reversing camera, all round electric windows and wing mirrors and the central touchscreen operates the heating, satnav and radio.

HYUNDAI I30 FASTBACK If the size of a standard hatchback is too small then the Hyundai i30 Fastback is worth considering. Its striking front is impressive if similar to a growing number of cars. The rear has hints of Mercedes about it, and Aston Martin without the hefty price tags. Probably the biggest achievement is the fact that it is powered by a one-litre

petrol engine, promising low emissions. The satellite navigation system is easy to operate. Simply punch in a postcode and it will reliably take you to your destination. Unlike some setups it will allow a postcode to be entered without any spaces, which makes life easier. Build quality is on the flimsy

side. When shutting one of the rear doors there’s still a fair amount of give after it is closed. I notice that the paint finish isn’t as sharp as it should be around the boot rubber. My biggest gripe though is the positioning of the three seatbelt points in the rear meaning that it is difficult to fit three children’s car seats without hurting your fingers.

The last of our trio is the SEAT Leon Cupra, a fast five-door hatch. Its side profile highlights some interesting lines, slightly higher at the front and lower at the back. Then there are the bright red brake callipers inside the black alloys and their low profile tyres. The test model is finished in a staid silvery grey; it is a wolf in sheep’s clothing. There are tell-tale twin tail pipes, the Cupra name and a little 300 emblem on the boot lid, giving a little hint as to what is under that bonnet - a SEAT TSi engine producing 300bhp. This is coupled to a six-speed manual gearbox. The result is a boy racer’s delight; a blisteringly hot hatch. 0 to 60mph in 5.6secs and a top speed of 155mph. Because the low down acceleration is so swift, it can reach 70mph quicker than

many cars travel to 30mph. The other night I was driving with the flow of the traffic when a Renault Laguna sped up behind me, after overtaking cars behind. After a brief moment the driver visibly allowed a space to return between the Leon and himself. The threat of those 300bhp was enough to put him in his place. The Leon demands respect from others but most importantly from the person behind the wheel. As I found when accelerating away from a roundabout onto a dual carriageway, there is so much power being fed to those front wheels that a senseless boy racer could very easily lose control. You cannot help but love the roar it makes when the accelerator is pushed to the floor. It is a joy and is sure to raise a smile.

THE CAR The Hyundai Kona is a decent alternative to larger or chunkier SUVs and offers a great range of engine sizes and infotainment systems. The eye-catching design will please those looking for something attractive on the roads.

THE DRIVE Boasting a quiet engine, drivers and passengers can enjoy a pleasant and peaceful journey. While large enough to qualify as a small SUV, it is best suited to lend itself to something of a city car, with decent handling. While the one litre option claims it goes from 0-62mph in 12 seconds, it actually rises far faster.

REVOLUTION his year saw an electric car crowned the What Car? Car of the Year for the very first time. The Kia e-Niro was described as “the first sensibly priced electric car that can fit into most people’s lives” by the judges at What Car? and it certainly doesn’t disappoint.

Boasting a class-leading 282-mile range, zero emissions, drive quality, affordability and style it is clear to see why it would scoop the Car of the Year accolade. Using new production technologies developed specifically for Kia electric vehicles they have achieved a next-generation electric powertrain that offers drivers a realistic option to own an electric vehicle. Electric vehicles have largely been reserved for those who can afford a top-of-the-range Tesla or those who are willing to compromise on size and range with a Renault Zoe or Nissan Leaf, but the e-Niro has landed as a real game-changer. Its crossover-inspired style appeals to a wider audience and the car itself handles well with precise steering and great pulling power. The interior is of a pretty high standard, not as plush as the likes of the pricier BMW i3, but for the e-Niro’s price point it is quite impressive. Space inside the cabin is generous with plenty of head and legroom for front and rear passengers. There are several cubby holes dotted

There is only one trim level so far, but it comes with 17in alloy wheels, all-round electric windows, climate control, automatic lights and wipers, keyless entry and start, adaptive cruise control, a sunroof, leather seats (heated in the front) and a heated steering wheel. What Car?’s verdict on this year’s award winner praised Kia for managing to do something no other brand has achieved yet: “The Kia e-Niro pulls off a trick that many electric cars have thus far failed to do, and that’s to be a fantastic electric car – one with a long range – as well as a good car in other respects. After all, it would be rather a double-edged sword if every mile of the e-Niro’s hugely impressive 253-mile real-world range was a living hell. But as well as offering better performance than its immediate rivals, the e-Niro is more spacious for passengers than the Volkswagen e-Golf, as well as more comfortable and bigger-booted than the Hyundai Kona Electric. Throw in its decent infotainment system and oodles of equipment and it is a very fine car, full stop.” Unfortunately, the Kia e-Niro is not available through the Motability Scheme yet, but there are a couple of alternative options that may interest you if you are looking for an environmentally-friendly vehicle.

Team BRIT is enabling disabled drivers to compete against the best in British motorsport — and ultimately the world.

was always into cars; a sort of a motorsport person,” says Ash Hall, “but I’d never actually raced until Dave invited me to come to do so.”

The 27-year-old from Colchester in Essex is a Royal Engineers veteran who was hit by an improvised explosive device (IED) while serving in Afghanistan in 2010. Now a double abovethe-knee amputee, Ash first got into racing during his treatment and rehabilitation—indeed, he’s a Guinness world record holder for longest distance travelled in 24 hours using a go-kart with hand controls.

Ash has now been driving competitively for the best part of two years, and is currently taking part in the BMW 116 Trophy. Like the rest of Team BRIT, he has his eyes set on greater challenges, however, not least the prestigious “Grand Prix of Endurance and Efficiency” that is Le Mans 24. It’s arguably the greatest challenge in endurance racing. “We’re building our way up to that,” Ash says. “Obviously it’s quite a high standard of racing, and at the minute we’re sort of mainly at club level. We’re working our way up the ladder.” That’s as much in terms of engineering as building the skills and experience of Team BRIT’s driving team. “It’s a bit of a challenge in itself to come off the street and race at club level,” he says. “On top of that you have to take into account everyone’s [different] abilities, and the fact that we have to customise the vehicles to suit those disabilities.

Ash was subsequently able to attain a race licence and start competing against non-disabled drivers thanks to the self-declared “most inspirational team in motorsport,” Team BRIT—founded by fellow former Royal Engineer and business entrepreneur, Dave Player, in 2015. Team BRIT has most recently launched the UK’s first Racing Academy for disabled drivers, teaming up with Nicolas Hamilton—brother of Lewis, and the first disabled driver to race in the British Touring Car Championship. Nic, who has cerebral palsy, supported the launch to spread awareness to Britain’s

Team BRIT is using the world’s most advanced hand control technology to enable its drivers to compete on equal terms with non-disabled competitors

The majority of Team BRIT’s drivers are currently, like Ash, injured military veterans, but they cover a range of physical and psychological conditions. “We’ve got people in the team that are single-arm amputees, who obviously need power steering and gear-change specific for that,” Ash explains. “Then you’ve got guys like me who are above-knee amputees who obviously can’t use feet at all, so everything has to be on the steering wheel. Nor is it just about driving the vehicles safely and effectively. “We’ve got guys that are in and out of wheelchairs; so they need everything on the steering wheel but also to be able to exit the vehicle quickly. There’s a mountain of different variations that we have to take into account when we do the hand controls, but we’ve worked out a system that is pretty inclusive.” It’s fair to say that Team BRIT is using the world’s most advanced hand control technology to enable its drivers to compete on equal terms with non-disabled competitors. Don’t, however, expect to be able to pop down to your local dealership and get them fitted to your own car—not yet, anyway! 28

“The controls that we use are way more refined than those in a standard road car,” Ash explains. “In a standard road car you tend to drive an automatic, and just have what would be called ‘push-pull’ hand controls—pull to accelerate, push to break. On ours we normally use a manual gearbox, which means that then has to have alterations to it so it can be used in the style of an automatic. As far as we’re aware, we’re the only race team outside of Formula One and World Endurance Championship that uses a fly-by-wire breaking system, which is pretty advanced.”

In the relatively short time Ash has been with Team BRIT, the hand controls have “changed a fair bit since the first iteration”; as he puts it, “it’s always changing and adapting and improving”. The team has developed its bespoke hand controls with Slovenian motorsports expert Marko Mlakar, but there are hopes that the system can be ultimately certified and approved for use in motorsports more generally so that anyone will be able to purchase them and be allowed to take part. Even if you don’t yourself plan to start a career in motorsport, there’s also a chance

that some of the developments made by Team BRIT could ultimately aid regular road-users. “When you think of it ABS (Antilock Braking Systems) started out in motorsport and, over the years, made their way to normal road users,” Ash says. “So hopefully some of the technologies we’ve used in our vehicles maybe find their way into normal road users.” For Ash himself, however, Team BRIT has already provided something really special. “After you spend ten years in the Army, it’s been good to find myself part of another team.” ■

RALLY Spinal Track launches UK’s first dedicated Rally Experience for disabled drivers

pinal Track is set to open its doors to the UK’s first Rally Experience designed specifically for disabled drivers.

Founded by racing drivers Nathalie McGloin and Andrew Bayliss in 2016, charity Spinal Track gives people with disabilities the chance to take part in track driving experiences in specially adapted cars, and will open its latest outing on 10 April. The world’s only female tetraplegic racing driver Nathalie McGloin last month became the first female with a spinal cord injury to pass the British Association of Rally Schools rally driving exam. With her newly-acquired rally licence, Nathalie also made history on 3 March 2019 by becoming the first woman with a spinal injury to compete as a driver in a rally, at the Donnington round of the MSN Circuit Rally Championship.

Being able to drive has changed my life – it’s amazing got polio when I was four years old. I lost the feeling in my limbs, although now it mostly affects my left leg and I don’t have much stability. Whilst I can walk short distances with crutches, I rely on my wheelchair.

I have six-year-old triplets and previously I had to rely on public transport to get us around. The everyday trips, such as getting to school, were stressful. I can’t run for the bus, so there were times when one of my triplets would run ahead to hold the bus until I could get there. I needed to learn to drive so I contacted QEF. I had an assessment with an occupational therapist who tested my reaction times on a static rig - using hand controls as I can’t move my legs. As I had

a good response to this we moved outside, where I drove a car on their private track for the very first time! It was a one-day assessment which, along with my doctor’s letter about the medication I was on, was sent to the DVLA. Once I received my provisional license, I started driving lessons with QEF and passed my driving test in May 2018. Since then it has been fantastic – it has given me freedom - we can just get up and go and I can drive anywhere we want. There’s no stress and I don’t have to argue with anyone to get on the bus. Now I can get the kids to school on time! Driving’s opened up so much for me. I have my first paid job two days a week and I also volunteer at QEF because it’s changed my life – it’s amazing.

The Reboot Most Blue Badge holders are well aware of the trouble they face trying to find a suitable and accessible parking space, with many finding their designated spaces occupied by vehicles without Blue Badges. To combat this, Disabled Motoring UK’s Baywatch campaign has researched and is continuing to monitor the level of disabled parking abuse at supermarkets, by asking disabled motorists to survey their car parks at supermarkets. Motorists are asked to count how many disabled bays are provided in the facility and how many cars that are parked in them without displaying a Blue Badge. Participants are then asked to report what, if any, action was taken by the operator in charge of policing the car park, whose details they can find on signage near the disabled bays.

Results will be calculated, published and sent to the supermarkets offering the opportunity to work with DMUK to improve their parking policies and support them to tackle disabled bay misuse and apply effective enforcement. It’s website’s manifesto states: “The Baywatch campaign also aims to change public attitudes by bringing to the attention of disabled bay abusers the impact that their actions can have. “No enforcement can lead to tragic consequences, such as in December 2013 when Brian Holmes was killed after being punched by Alan Watts in the Asda car park in Biggleswade following a dispute over a disabled parking bay. This case is a tragic example of what can happen when people try to police disabled bays themselves. “This campaign was first launched in 2002 and over the years we’ve seen small improvements in the levels of disabled parking abuse at supermarkets. In light of the future changes to the eligibility criteria for the Blue Badge there is likely to be an increase in Blue Badge holders and therefore an increase in demand for Blue Badge parking. It is now more important than ever that Blue Badge bays are enforced to make sure that only genuine Blue Badge holders are parking in disabled bays. Driverâ&#x20AC;&#x2122;s Seat Getting yourself motoring is the ultimate freedom. It provides a sense of independence that few other things can match, but for disabled drivers, there can be some serious hurdles to attaining the independence that driving affords.

Fortunately, help is on hand from the Regional Driving Assessment Centre, who since 1998 have been offering accessible driving lessons and providing accessible test centres which allow disabled drivers to get behind the wheel with ease. Over 2000 people every year are helped into the driver’s seat at their Birmingham-based testing centre, where they can provide accessible testing and lessons for not only

cars but motorcycles, too. Established as part of the NHS’s West Midlands Rehabilitation Centre, they became a separate charity in 2008, they are accredited by both Driving Mobility and the Forum of Mobility Centres, ensuring they’re the right people to go to if you want to start learning, get back into driving, or just need some help and advice on choosing a car, adaptions and much more.

CAR DRIVING ASSESSMENT

This isn’t a learning service, but rather a check-up to ensure that both you and your vehicle are up to the high standards the law requires to be road legal. It’s ideal for those who are just about to get behind the wheel and aren’t very sure on how their car might need adapted, or those who are worried a disability may be affecting their driving or ability to drive, like those who may have recently suffered a stroke, for example. The assessment will be carried out by both a driving advisor and an occupational therapist, who will first determine your requirements through a physical assessment. This will involve making sure you are able to read a number plate at the required distance of 20m and other assessments of your physical ability. Both will then accompany you on a test drive, which is designed to check that you’re in full and safe control of the car, and gauge your reaction time. After this, the assessors will make recommendations for both you and your car – be they changes in technique or adaptions to your vehicle – which will make driving easier and safer for you and other road users.

MOTORCYCLE ASSESSMENTS

For those wanting to get back on two wheels or make their bikes more accessible, RDAC also carry out motorcycle assessments, which begin when possible in a car. This allows the assessor to check how the driver handles road situations, planning and cognitive skills. After this, RDAC can arrange CBT – compulsory basic training – for those who don’t at this point hold a driver’s licence for a car. Once the rider can demonstrate that they’re able to control the motorcycle, a qualified motorcycle instructor from RDAC will take them out on an on-road assessment in order to generate a report on what’s needed for their motorcycle.

RDAC also offer assessments for large goods vehicles (LGVs) and public service vehicles (PSVs), which begin with standard car assessments per restrictions enforced by the DVLA. After this, the person being assessed must demonstrate that they’re able to drive an LGV or PSV to the standard required by law, which will be overseen by a qualified LGV or PSV assessor, when they will finally be allowed to sit their assessment for their chosen vehicle type.

CHILD CAR SEATS AND HARNESSES

Not only are RDAC concerned with your safety, but your children’s safety. They offer a comprehensive assessment of child car seats and harnesses, and can provide support and advice for the ideal seat to the needs of disabled children or those with challenging behaviour. The assessments are offered in conjunction with specialist companies, working closely with the child’s therapist to ensure that all of their needs are met. RDAC will also provide a list of charities or organisations who may be able to help in the funding of the seat.

ACCESS ASSESSMENTS

RDAC offer free of charge assessments at their centre for drivers or passengers who may experience difficulty getting in and out of their vehicles, including any carers who help load people or equipment into vehicles, too. or wheelchair users who cannot transfer into their wheelchair from a car or no longer want to have to make that transfer every time you get in or out of a car, wheelchair accessible vehicles, also known as WAVs, could be the perfect solution to your driving or travelling needs.

The market is flooded with options available to drivers and passengers alike, with the choice of driving from your wheelchair, travelling as an upfront passenger or travelling as a rear passenger all on offer. WAVs come in many different shapes, sizes and seating configurations to ensure there is an option that will suit every customer and help create the bespoke and comfortable experience you need to maintain your independence. Unlike a regular larger car, these vehicles are highly adapted and so, do come at a much higher price. But with that increased cost, does come a significant increase in independence. There are many WAV options available through the Motability Scheme, and while they do have fairly high initial advance payments, the scheme certainly makes the leasing of a WAV a realistic and viable option for wheelchair users.
