he annual guide for disabled motorists has arrived for 2021. After a difficult year which has reduced opportunities for test driving cars, visiting showrooms and attending the usual Motability Scheme events to discuss your needs with Motability advisors, things appear to be opening back up. The Motabiliy Scheme has been operating throughout the pandemic, however, choosing a car is a big decision, one that most of us feel more comfortable with when we can physically experience a test drive and sit with someone to discuss adaptations and safety aspects in a safe and comfortable environment, not over Zoom or the phone.
T
This year we take a look at the spacious and bold Peugeot 3008 that is now available on the Motability Scheme. Discover the SUV appeal of this attractive yet functional car on
page 14. The pandemic didn’t stop the What Car? team from reviewing their usual plethora of cars and the What Car? Car of the Year Awards 2021 were still announced. You can find a rundown of the award winners that you can access on the Motability Scheme on page 16. If it is a WAV you are on the market for then take a look at the new offerings on the market that include internal transfer systems, allowing you to transfer from your wheelchair inside the vehicle. If you are looking for a thrill on the racetrack, check out page 24 to find out more about the track days and rally experiences offered by charity Spinal Track. We hope you enjoy this yearly instalment and it helps you in your quest to find your next perfect car.

CAR CHECKLIST
Decisions, Decisions Choosing your new car can feel overwhelming - there are so many different vehicles out there to choose from. How do you make the best choice for yourself and get a car that suits all of your needs?
Style
Finance
You never want to pick style over substance; yes, that supercar you’ve got your eye on is very cool and sporty, but can you get your wheelchair in the back as well as all your shopping? That doesn’t mean you have to drop style altogether when making your choice, because there’s nothing worse than looking out at your car and not feeling like you actually like it. As much as we all tell ourselves we don’t really care what our car looks like, we all have our preferences, and that’s perfectly ok! You probably know what kind of car suits your needs maybe you’re after a sporty hatchback because you mainly drive in the city or on motorways, or you need the power and space of an SUV but make sure you contrast and compare everything on offer to you in the category that meets your requirements. There’s also nothing wrong with saying no to a car because it doesn’t suit your style. Not many of us can pull off a lime green number, but if you’re one of the ones who can rock it? More power to you!
As much as many of us would like to be driving around in an Aston Martin, we may just have to settle for a hilarious “my other car’s a DB9” sticker on the bumper of our Nissan Micra for the time being. Once you’ve worked out what your Motability Scheme allowance is, you’ll be better able to make financial sense of what the right vehicle is for you: is it feasible for you to pay a little more each month to get a car that better suits your needs and style? Have you considered how much mileage you’re likely to be doing each month in the vehicle, and how fuel costs will factor in? These are all important things to think about before you make your choice.
Practicality Yes, you could spring for a sporty number to fulfil all of your dreams of getting from 0 to 60 slightly faster than your last car, but with sportier cars comes less space, and do you really want your kids’ tiny footprints all over the interior? Take into consideration who will be travelling with you most regularly. Do you need to prioritise boot space for travelling with prams or wheelchairs? Is it important to get as many seats as possible in the car to take everyone to five-a-side? Would it be helpful to look for a car with lots of nooks and crannies to store everything you might need while you’re out and about? You’re making a pretty big decision when you pick your new car; it’s an essential purchase for many people, and it offers you an unparalleled sense of independence and freedom. Don’t feel like you need to rush into the decision - take your time, think everything through, and if you need to talk it through with someone who might give you a wider sense of perspective on everything, don’t be afraid to lay it all out.

MOTABILITY SCHEME
The
MOTABILITY othing makes you feel as free and independent as driving: the ability to go wherever you want, when you want, and how you want. Scenic routes, service station stops, a pause to take in the scenery - it’s all your choice. For disabled people, the independence that comes with having access to a car that suits their needs is vitally important, and the Motability Scheme exists to facilitate that, helping to get disabled people behind the wheel and on to independence.
N
Motability was born out of a desire to replace the potentially unsafe oneseater Invacars which were distributed for free to disabled people from 1948 to the 1970s by the British Ministry of Pensions, the scheme has existed since the late 70s. It offered disabled people an opportunity to exchange a cash-balance for a car that suited their specific needs, as well as provide a standard vehicle that can be adapted in whichever way they see fit. The scheme supports disabled people and their families who would like to lease a car, powered wheelchair or scooter. Even with COVID-19 affecting all of our lives, the Motability Scheme is still running, and helping families get around in a time where it’s more important than ever. It’s a really simple scheme: if you receive the Higher Rate Mobility Component of Disability Living Allowance (HMRC DLA), the Enhanced Rate of Mobility Component of Personal Independence Payment (ERMC PIP), the War Pensioners’ Mobility Supplement (WPMS) or the Armed Forces Independent Payment (AFIP),
Scheme you can exchange all or part of your mobility allowance for a vehicle that’s included in the Motability Scheme. You don’t have to go out of your way to ensure this happens: once you’ve decided which vehicle you’re going to select from the almost 2,000 vehicles the scheme offers, the money is deducted from your higher rate mobility allowance every four weeks and paid directly to Motability by the Department for Work and Pensions (DWP). You can select a three-year lease for most vehicles, with WAVs being offered on a five-year lease, and the scheme also covers insurance, servicing, adaptations to the vehicle, full breakdown assistance, and the inclusion of up to two named drivers. Motability will also cover tyre repair and replacement, windscreen repair, MOTs and road tax, and they offer a pretty generous mileage allowance of 60,000 miles over a three-year lease or 100,000 miles for WAVs on a five-year lease. Batteries can also be replaced in scooters at no extra cost, and if you have to phone customer service, you’ll be receiving support from one of their UKbased customer service teams. It’s important to take into account that the Motability Scheme doesn’t cover your fuel usage, so while a big gas-guzzler might be well within the means of your allowance, it might be really expensive to run. The scheme offers a wide range of fuel-efficient petrol and diesel vehicles, as well as a selection of electric cars, which are ideal for those conscious about their vehicle’s CO2 output and environmental impact. There are currently over 630,000 customers who currently use the Motability Scheme. To find out more and see how you could benefit, visit motability.co.uk.

SMALL CARS
A good choice for a city car that will get you from A-to-B with little hassle, it’s got just enough oomph to get it around an urban environment without much of an issue. If you do make the occasional venture out into the countryside, you might find the Up a little lacking in the horsepower department, as it takes its time getting up to speed. Available in a multitude of colours and with various trims on offer - including a hybrid model - you’ve got a wealth of choice available.
THE DRIVE Volkswagens are renowned as cars that are incredibly enjoyable to drive, and the Up is no exception. It’s comfortable at any speed, and it can handle rubbish innercity roads without putting up too much of a fuss. It handles well, offering a good, grippy drive without too much lean in tight corners, giving you a real feeling of confidence behind the wheel. It’s got light, precise steering at low speed, but the weight

COMFORT AND SAFETY Good things come in small packages: the Up offers drivers an unexpected amount of space up front, with ample head and legroom for driver and passenger, and the interior is subtle. The car has a three-star Euro NCAP safety rating, scoring slightly lower as automatic emergency braking isn’t offered with the car. However, all Ups feature stability control and additional airbags as standard.

GRANT PROGRAMME
Driving Assessment
GRANT PROGRAMME Motability is running a pilot grant scheme to get more disabled drivers on the road otability has awarded grant funding of £50,000 to the charity Driving Mobility to pilot a new Driving Assessment Grant Programme for disabled drivers who do not currently use the Motability Scheme.
M
Driving Mobility has over 20 driving assessment centres across the UK that exist to help disabled drivers get on the road. These centres are managed by NHS departments and independent charities so they can offer drivers appropriate support from occupational therapists, approved driving instructors and other support staff. The Driving Assessment Grant Programme will help to provide driving assessments, vehicle adaptations and familiarisation lessons on a pilot basis to approximately 50 disabled drivers in receipt of a qualifying means-tested or disability-related benefit. Through the Driving Mobility centres, assessors can clinically recommend the most appropriate driving controls which can include adaptations to steering wheels, pedals, seating and secondary controls. With the right equipment, motorists can drive safely and comfortably with a vast range of medical conditions such as a stroke, MS, Parkinson’s, spinal injury and limb loss. Once fitted, drivers can benefit from lessons to build competency and confidence as they learn to drive in a different way.
Edward Trewhella, CEO, Driving Mobility, explains: “This new funding from Motability will open up even more opportunities for disabled drivers through our specialist services. Driving Mobility has always been fully committed to helping everyone gain independence safely. However, if clients have faced financial challenges, then we have been unable to help. This new pilot means we are able to support those who qualify – resulting in less restrictions for us and more drivers living life to the full. Alongside our relationship with Motability, we are supported by the Department for Transport; this new pilot programme fits perfectly with their inclusive strategy. “If clients are unable to afford Driving Mobility services or the cost of specialist vehicle controls, this 12-month pilot can cover costs up to a value of £2,000 per application. In special circumstances, applications over this amount may be considered, however, every client is assessed on a case-by-case basis, with each regional centre managing their individual allocated budgets. The pilot programme represents significant news to the disabled driving community.” Barry Le Grys MBE, CEO, Motability, adds: “As a national charity, Motability has a bold vision to ensure that disabled people are not disadvantaged by poor access to transportation. We know that mobility gives freedom and independence, and so we are determined to increase the range and reach of how we can support all disabled people in the UK with the costs of their transportation needs. We are delighted to award this grant to Driving Mobility and fund the pilot as their objectives align closely to our own.” The Driving Mobility Driving Assessment Grant Programme is scheduled to run as a pilot for 12 months and is available to qualifying drivers on a first come, first served basis. To find out more information about this pilot, visit drivingmobility.org.uk.

PEUGEOT 3008
PEUGEOT 3008 For SUV lovers out there, you can now get your hands on the slick, bold Peugeot 3008 on the Motability Scheme
A
vailable in a range of engines and trims, advance payments are on the pricier side between £2,699 £3,599, but the price tag can be offset by the efficiency offered by the plug-in hybrid models if used effectively.
DRIVING It may look a little bulky on the road, but from a driving perspective it doesn’t feel like this. The car grips the road well, comfortably tackles potholes and bumps, and offers drivers a nippy and overall fun drive on the road. The 19-inch alloys are recommended as they don’t compromise the cars comfort. The small petrol engines are surprisingly sharp for such a big car, there is one diesel option which performs well, and then there are two hybrid options. Both the hybrid versions come with an eightspeed automatic gearbox, the one named Hybrid offers just frontwheel drive, while the Hybrid4 300 offers rear-wheel drive by using a second electric motor to power them. The Hybrid4 boasts an allelectric range of 40 miles and a combined range of 222 miles. An impressive showing for a large SUV. Due to the rear-wheel drive the Hybrid4 outputs good traction on corners and although it can feel heavy with the second motor, it still makes for a smooth and powerful ride.
INSIDE The interior serves up high-end, quality surroundings that match that of premium badge rivals. The introduction of the new Peugeot i-Cockpit treats drivers to a more intuitive driving experience. The 10-inch touchscreen is combined with 3D navigation, voice control and multi-touch technology that provides greater functionality and a safer driving experience. The head-up digital display also ensures drivers don’t need to take their eyes off the road to check digital dials and displays.

PEUGEOT 3008
Space is at a premium inside the Peugeot 3008, passengers in both the front and the back are accommodated comfortably with plenty of room for taller individuals to stretch their legs. The car is well equipped with storage bins, pockets and drink holders, handy for travelling with companions or for families with kids who need to hide their toys and snacks throughout the vehicle. The rear seats fold down in a 60/40 formation and take only a pull of a lever to operate. Once they are folded down they make the rear completely flat (this is the case in all apart from the Hybrid model). Interestingly the Allure Premium model also has a folding front passenger seat, which allows you to carry any really long loads, but also acts as a picnic table for any day trips you fancy taking! Boot space is enviable, and the non-hybrid models offer a fantastic height-adjustable floor, allowing for easy loading of wheelchairs, buggies, mobility scooters, suitcases and any number of large items.
MODELS Entry-level models are certainly worth considering as they are packed with equipment, from climate control, power-folding door mirrors, automatic headlights, rain-sensing wipers and 17-inch alloy wheels. However, if you step up a notch you will get the upgraded infotainment system, a safety package, 18-inch alloys and a higher end interior. Opting for the hybrid versions will earn you an eight-year or 100,000 mile warranty on your battery and if charged often and used effectively the hybrids will offer real economic appeal.
SAFETY OPTIONS Peugeot have developed the exclusive ‘Night Vision I’ system that uses an infrared camera to detect pedestrians and animals on the road at night up to 200m away, that triggers an alert signal in the vehicle. Automatic braking can also be activated when cyclists or pedestrians are too close to the vehicle. Other safety features include lane departure warning system that corrects your trajectory if you are veering out of lane. Then there is the speed limit sign recognition and recommendation system that can read the speed limit from a road sign and display them on the instrument panel. It also offers drivers the option to adapt their speed to the speed limit read by the car’s camera through the cruise control function. With the UK’s commitment to rid the country of all petrol and diesel cars by 2030 and hybrids by 2035, it may be time to start looking at our greener options and getting used to charging points at home and on the road. The Peugeot 3008 could be an easy first step towards that transition.

REVIEWS MEDIUM CAR
The
ELECTRIC MYTH Words by Tim Saunders
Tim Saunders reports on the reality of driving an allelectric car as he puts the Nissan Leaf through its paces
B
y 2030 the humble combustion engine will be phased out in England and Scotland. Hybrids will be given a stay of execution for five more years. This means in less than ten years the majority of new cars will be electric.
In 2020 a total of 108,205 electric vehicles (EVs) were sold, representing a 180% year-on-year rise and rising from 1.6% of the overall UK car market to 6.6% despite new car sales hitting a 28 year low. When I was small I’d watch the electric milk float slowly make its way down the road wondering why it couldn’t go faster. It was painful sitting in the long tailback behind it. Then in 1985 Clive Sinclair invented his famous C5. There was a glimmer of hope that there could perhaps one day be a proper electric car. But true mass production didn’t happen until 11 years ago with the introduction of the Nissan Leaf and the Tesla when battery technology had improved. It’s 2021, so surely battery technology is even better. It’s not just me thinking this but fellow motorists in my area have replaced their old gas guzzlers with electric. I do wonder how clean the electricity generating process is, though. When Nissan offered me their green Leaf, I thought I’d better embrace this technology rather than avoid it, as I’ve always done in the past. Compared to traditional cars the Leaf ’s design is more bulbous. It’s finished in a striking magnetic red and black. It’s a shame there isn’t a manual five- or six-speed gearbox, instead there’s a lazy automatic, which isn’t particularly engaging.

We go on a 50-mile round trip leaving at 81% charge and 191 miles range. We return with 47% charge and about 100 miles range because of demisting the windscreens, heating the vehicle, listening to the radio and turning the headlights on. Try as I might I can’t find any way of heating my poor little feet, my wife’s or my children’s on a cold day. Not good enough. Where a conventional car uses the heat from the engine for such purposes electric ones can’t do this, so where’s the under floor heating then? In this day and age we shouldn’t have to suffer for protecting the climate. However, I would happily forego having power-folding wing mirrors, air conditioning, electric windows, even the heated seats and steering wheel if I could just have warm feet. Surely in the spirit of conserving energy and common sense all these luxuries should be stripped out? You might think me a killjoy, but when the car is 87% charged it will travel about 190 miles on standard mode. If economy is selected, noticeably slowing the vehicle down, it will travel about 10 or 15 miles more. However, deign to demist the front and rear screens and 10 miles are instantly lost. It increases a little when the demisters are switched off. I then find myself snooping around the vehicle to see what else can be switched off to prevent further wasted energy. I’m becoming like that old fart who won’t turn the heating on at home no matter how cold it is. That’s a point, we’ll each need to wear another sweater in the winter months to avoid shrivelling the Leaf ’s battery charge still further. That electric radio is a drain, so that can be switched off for a start. If this is what driving an electric vehicle is like, please save me. Now. There’s a constant fear that there won’t be enough charge left to get you to your destination.
“But it’s so silent,” says my wife, Caroline, sensing my anxiety. It also has impressive acceleration but you don’t want to enjoy yourself too much for fear of having to charge it up yet again. With a hybrid, at least you have back up once the charge is lost because it will revert to the conventional engine. Once the range has gone in an all-electric car there is no back up apart from a long wait for the breakdown service. When all is told, the 85% charged battery that claims to deliver 200 miles or so actually travels about 150 miles driving it normally, using the heating, demisting the windscreens and listening to the radio. That is just pootling around, travelling between 30mph and 60mph generally. Once you cruise at 70mph on the motorway that range drops further. There’s only a speed limiter and no cruise control. Huge advances have to be made in the next decade to convert the remaining 93.4% of car owners… Watch the video at testdrives.biz.

The Audi A3 is more than just a car that gets you from A to B, it is a statement car with great engineering, reliability, and luxurious accents throughout. THE CAR Anyone looking for an estate is in the market for space and practicality, which the Kia Ceed Sportswagon has in abundance. It is attractive, functional and not too shabby on the road. Depending on your needs there are several engines available, including the PHEV (plug-in hybrid electric vehicle), so if you are keen to go green but aren’t ready for a full electric experience you have options here.
THE DRIVE Overall this estate is pretty well-rounded in terms of handling. The steering is nicely weighted, and you can ease into corners with confidence. It will also tackle patchy urban streets smoothly and there is minimum wind and road noise, even at high motorway speeds. The PHEV is almost silent when in electric mode and even when shifted to petrol it keeps the roar of the engine quiet and refined. The diesel engines are also quiet and smooth, so definitely worth considering.

COMFORT AND SAFETY Kia are well-known for build quality and long warranties, so it is unsurprising that this car feels well-built and solid. SKODA KAROQ ESTATE
2.0 TDI SE 5DR
THE CAR One of Skoda’s three SUVs, the Karoq is the middle child between the smaller Kamiq and larger Kodiaq, and confusing naming conventions aside, it’s a great contender in the family SUV market, offering a whole host of modern extras and options to fully customise your driving experience. It’s a great, practical ride, and while it’s not as sporty as its siblings, it’s comfortable and the best all-rounder to swing for.
FOR ON AND OFF ROAD NEEDS, THE SUVS ARE THE KINGS OF THE ROAD
THE DRIVE Opting for the diesel gives you a good, swift engine, and springing for the larger of the two diesel engines ensures you’re better able to climb in speed - handy for motorway drivers. The Karoq swallows up potholes fairly well, and you’ll experience some excellent ride comfort, making long journeys a much less painful experience on your behind. As previously noted, it’s not a particularly sporty ride, and you’ll notice a little roll going into corners, but that’s to be expected in a larger SUV. Drivers will enjoy its accurate steering and grippy ride.
1.5 TSI 5DR
COMFORT AND SAFETY The Karoq is easily customised to ensure maximum comfort, and each version comes with height and lumbar adjustment, as well as a nice, high driving position. Visibility is excellent, and the Karoq’s 5 star Euro NCAP rating reflects how much thought has been put into keeping driver and passengers safe over the course of their journey. All models come with an 8-inch touchscreen infotainment system as standard, and you can enjoy Apple CarPlay and Android Auto connectivity as standard.
SPECIFICATIONS Fuel Type: Diesel Average MPG: 57.7 Brake Horsepower: 148 CO2 Emissions (g/km): 129 Boot Capacity (litres): 521
THE CAR Middle of the road isn’t necessarily bad, and Volkswagen proves that with their offering to the SUV market: the Tiguan. It’s not as powerful or as sporty as a lot of its rivals, but it’s a great alternative to some of the premium badge SUVs on the market. It’s a good option if you’re a commuter who needs a little more space for the weekends when you pile the family off on an adventure, so long as those adventures stick to the less challenging terrain, which the Tiguan struggles a little with.
THE DRIVE Choosing a larger petrol engine, or any of the diesel engines available on the scheme for that matter, means you avoid the hassles that come with the basic models: these struggle with heavier loads, and there’s a noticeable difference in power when the car feels overloaded. That said, the handling and suspension more than makeup for any loss of power. Despite the fact that it’s a larger SUV, it drives more like a hatchback, with precise steering and good manoeuvrability, and it

COMFORT AND SAFETY Lovers of infotainment will be happy to see the 8-inch touchscreen included as standard on all models, which is compatible with both Apple CarPlay and Android Auto, and can be upgraded to a fancier system and larger screen which comes with gesture and voice controls these could be helpful if you need a little more accessibility upfront. The Tiguan received a five star Euro NCAP rating, owing to its wide assortment of safety features fitted as standard, including an assortment of airbags in the front and back, autonomous emergency braking, and lane assist.

VOLVO XC40 ESTATE
1.5 T3 163R DESIGN
THE CAR With both style and substance, the Volvo XC40 was named this year’s What Car? Car of the Year in the Family SUV category, and it’s not hard to see why. Loaded with boot space, delivers a good performance, and a comfortable interior - what else do you really want out of an SUV? This model is also available as a hybrid if you’re looking to cut down on some of those emissions but be warned - the hybrid model takes a real dip in the quality of its output as a trade-off for being kinder to the environment.
THE DRIVE This model offers 0-62mph in 9.6 seconds, which is pretty respectable for an SUV - even more so if used in combination with the optional automatic gearbox. Unlike a lot of its competitors, the Volvo’s comfort isn’t sacrificed if you choose a trim with larger alloys, and most models glide over potholes and uneven roads without as much as a second thought. The steering lacks the accuracy of some of its competitors, but it’s a pleasant drive, and a great choice if you’re looking for a commuter vehicle with a lot of space and comfort.

COMFORT AND SAFETY This trim offers everything available in cheaper models and a few extras that really add a little extra luxury to the XC40’s ride. Inside, you’ll find seats trimmed in leather and suede for comfort, privacy glass, and ambient interior lighting. To compensate for the difficult rear visibility on the car, all models come with rear parking sensors as standard. In the dash is a 9-inch touchscreen infotainment system with built-in sat nav and Volvo On Call recovery. It holds a five-star Euro NCAP rating and boasts lots of safety features as standard, including speed and lane assist.

THE CAR The fourth generation of the South Korean company’s flagship family SUV has one thing that leaves its rivals in the dust: it’s got an absolutely massive boot. Space is the real selling point of this car, with the fact that it’s a mild hybrid coming a close second. The Tucson sports 48-volt hybrid technology to stretch its mileage out that little bit further, giving it a slight edge over the base model which doesn’t feature the same technology.
balance in its steering, but it’s a relatively quiet ride.
COMFORT AND SAFETY
It’s worth pointing out that, at the time of writing, this model is not yet rated by Euro NCAP, who are the gold standard of crash testing and safety assessment when it comes to cars. Still, this model sports a few essential safety features as standard, including lane assist, autonomous emergency braking and parking sensors. In the dash, you’ll find a 10.3-inch touchscreen infotainment THE DRIVE The Tucson only offers petrol system that gives you lots to play around with: Apple engines - with or without CarPlay and Android Auto are the hybrid technology - but included as standard, as well even its best hybrid engine as a DAB radio, sat nav, and doesn’t quite match up to Bluetooth connectivity. its competitors in terms of efficiency. The Tigon benefits from an exclusive flat, level lowered floor conversion, which enables the wheelchair user to travel centrally between two rear passenger seats in the second row. The internal headroom of 57½ inches provides an excellent view out over the vehicle’s surroundings, and creates a light, spacious interior - enhanced further by Toyota’s Skyview panoramic sunroof. The huge payload capacity of the Tigon conversion is complimented by the STORQ rear restraint system, which has been robustly engineered to restrain large wheelchairs up to 200kg with ease. By ensuring the rear restraints are properly tensioned, the wheelchair user enjoys a safer, more stable ride.

To further improve ride quality, an optional VB-FullAir air suspension system can replace the traditional rear spring setup with a full air suspension system that filters out unevenness in the road surface, thereby increasing ride comfort. Based on the acclaimed Ford Tourneo Custom, it’s comfortable, stylish and brimming with the latest entertainment and communication technology. WHAT IS AN INTERNAL TRANSFER VEHICLE? An internal transfer vehicle enables you to enter the car in your wheelchair, powerchair or mobility scooter and manoeuvre yourself so you can comfortably transfer inside the vehicle, whether to drive or sit in the upfront passenger position. With one press of your key fob, the tailgate (or boot) of Dream™ opens automatically. This simultaneously releases and deploys the strong and durable wheelchair ramp
