velopment Board (NW WDB) Executive Director regarding WDB progress, recent career fairs, and events. Stevens provided reasons and justifications for a merger between the Northwest and Northeast Workforce Development Boards. He proposed the merger to take place on July 1, 2023 with NCMC becoming the fiscal agent for both programs beginning immediately. LOCAL DEATHS
Anthony Jay Brown Anthony Jay Brown, Maryville, born Sept. 17, 1955, in Trenton, died May, 28, 2022, of colon cancer after an extended fight against the disease lasting more than four years. Mr. Brown, who worked as a reporter and editor at the Forum for about 10 years in the 2010s and 20teens originally moved to Maryville in 2004, after which he served for several years as a media information specialist at Northwest Missouri State University. He spent the balance of his 40-year career in various parts of the country from California to St. Louis, Mo. - mostly working in public relations, higher education and journalism. In his capacity as a commercial writer, Mr. Brown produced publications and web content for Northwest Missouri State University, the University of Central Missouri, the Atascadero (Calif.) News, the Sedalia Democrat, the Missouri Department of Conservation, Northrop Corp. and other institutions in both the public and private sectors. He was also an accomplished semi-professional musician who performed for more than 20 years in dance halls, concert venues and at various festivals, gatherings and charity events. Mr. Brown experienced a classic “baby boomer” small-town childhood in Trenton, his hometown,
Anthony Brown
where his father taught at the local junior college, and his mother worked as a homemaker. He spent much time with his family visiting his brother, Thomas Alden Brown, at various state schools and group homes. “Tommy” Brown died in 2016 at age 64 after a lifelong struggle with Down syndrome and a decadeslong fight against Alzheimer’s disease. “If there is anything good in me, it’s because of my brother,” Mr. Brown often remarked. “He taught me the value of unconditional love and the importance of compassion and what little gentleness I possess. Without him, I would have been just another small-town kid with a chip on his shoulder and nothing in his head or heart.” An admittedly mediocre student who managed to make good grades without ever working very hard at it, Mr. Brown’s passions as a teen and young man revolved around music and Boy Scouting. An Eagle Scout, a Runner in the
Lillian June Eaton Tribe of Mic-O-Say and a member of the Order of the Arrow, he eventually joined the BSA’s summer camp staffs at Camp Geiger in St. Joseph and Camp Thunderbird near Moberly. At Thunderbird while in his 20s, Mr. Brown directed program for boys between the ages of 11 and 18 during summers off from college. Away from his beloved camps, Mr. Brown’s personal life was rocky through his mid-40s, when, after a couple of divorces, he fell in love with and married Venus Uzynski, an old college friend from Truman State University in the 1970s and a native of St. Joseph. Mr. Brown died after nearly 20 years of marriage to his treasured Venus, a period he always called the happiest of his life. Mr. Brown is survived by his wife, Venus L. U. Brown of the home; his mother, Sarah Brown and her two siblings, Jim Alden of Gilman City and Shirley Kelley of Pickering; as well as several cousins. He was predeceased by his brother and his father, Thomas V. Brown, who died in 2018 at age 94. The body is to be cremated. Private services will be held at a later date. Bram Funeral Home, Maryville, is responsible for all arrangements. Donations should be made in care of the emergency homeless fund at the First United Methodist Church of Maryville.

OP/ED FIVE POINTS WENDELL LENHART
DOWNTOWN TRENDING THE RIGHT DIRECTION
Main Street Trenton, the Trenton Downtown Improvement Association and Five Points Alive have all combined to help revitalize the downtown area. The last few years have seen some major improvements take place there with the renovation of older buildings and the opening of new businesses. There have also been many more activities taking place downtown which have drawn large crowds to the area and community which is good for everybody. The activities in turn have caused private investment to take place with the purchase and renovation of buildings into retail space and apartments. In the recently released Main Street Trenton 2021 Annual Report it was noted that in 2021 there was $22,339 in private building improvements which doesn’t include the investment of $2,059,493 in the new Pirate Plaza by North Central Missouri College. It also noted there are 64 businesses located in the downtown area and that there were no businesses that closed or moved out during 2021. As a matter of fact there will be some new businesses opening in the downtown area later this year. There were also 635 volunteer hours donated to Main Street Trenton which is equivalent to an investment of $17,780. I personally think that figure is low. In addition to making loans for building improvements, MST successfully completed 30 projects in 2021 including the 30th year Celebration Street Dinner, Sip & Stroll: Taste of Missouri, Peterson Farm Brothers Performance, Ice Cream Social, Five Points Festival, Brew Fest, Downtown Dollars, Small Business Saturday and Christmas in a Small Town. All of these events add a vibrance to the downtown area while bringing a lot of people to come and enjoy our community. I am excited to see what happens next while Main Street Trenton continues to build on the recent momentum. MST just hired a new director, E’Lisha Gass, and the future is bright for the organization and the downtown Trenton area. That bright future also spills over into our whole community.
Capitol Perspectives: Possible Reasons For Missouri's Legislative Dysfunction by Phill Brooks This column was inspired by a discussion with Missouri Independent Reporter Rudi Keller the day after the 2022 legislative session adjourned.
GUEST EDITORIAL We reminisced about earlier years when there seemed to be a more intense focus on the specific details of public policy rather than ideology and pondered what caused the change. Has it been the growth of a stronger ideological focus for many legislators? Or did a decline in legislative focus on policy details lead to more emphasis on ideology? Years ago, the legislature had frequent committee meetings between the annual legislative sessions. Without the pressure of fullchamber sessions to promptly act on pending bills, committees have more flexibility to devote hours on intensive hearings and detailed discussions about specific state issues. Those extended sessions provided legislators, their staff and reporters with a far deeper understanding of major state issues. Maybe if legislative debate and filibusters put more focus on policy details it might reduce the ideological warfare that was such a major factor in this year's session. But I'm doubtful. The two major political parties have become so ideologically divided that the warfare of values has become a far greater factor in the legislative process. Political campaigns have become dominated by an effort to fire up the ideological base rather than help the general public understand the complicated issues facing the state. A decline in campaigns based on the details of public policy leads to a less informed general public from whom legislators seek electoral support.
I'm not arguing that policy details were not discussed and debated in this last legislative session. But the long-winded ideological arguments often drowned out policy discussion. Compounding the problem is the growing ideological divide between the two parties in the legislature. At one time, there were fiercely conservative Democrats in the legislature and equally committed moderate Republicans to a degree that would be unimaginable today. For me, one of my strongest memories of that era was western Missouri Democratic Sen. Harold Caskey. The late senator was the legislative leader who led the fight for Missouri's current law allowing concealed weapons. He was the Senate handler for the bill in 2003, one of only four Democrats to vote for the bill, the only Democrat to vote to shut off a filibuster of fellow senators to allow the vote and just one of three Democratic senators who voted to override the Democratic governor's veto of the bill. As an aside, Caskey joked with me that he was the only member of the chamber without a conflict of interest on the issue because his blindness would prevent him from getting a concealed-weapons permit. But Caskey was far from a conservative ideologue. He sponsored legislation to expand educational services for the lower income, allow earlier release of non-violent criminal offenders and require health insurance to cover hearing aids for children. Further, he was a true policy wonk, as he demonstrated in his leadership with the education funding bill. It's one of the most complex and almost incomprehensible legislative issues I've covered. Caskey's history demonstrates the profound change in Missouri's legislature since he was forced out by term-
limits after 2004. After Republicans took control of the legislature in 2003, party-line votes became more common in Missouri's General Assembly -- by members of both parties. My database of major, news-worthy roll-call votes which goes back to 1995 shows a dramatic increase in partyline votes after Republicans took control of both chambers in 2003. In every year since GOP control, on the key issues of my database, Republicans voted with a uniformity approaching or exceeding 90 percent each year. A similar conformity was demonstrated by Democratic votes, but far from the magnitude of Republicans. For long-time Missouri statehouse reporters, these numbers are not a surprise. For some time a growing partisan divide on public policy issues in the legislature has been become increasingly apparent. What has caused Democrats and Republicans to become more in lockstep with their party colleagues? Is it term limits? Does it reflect campaigns that focus on ideological rather than substantive policy issues? Is it a reflection of a process that has less focus on the complicated details of public policy? Is there a stronger pressure on legislators to vote the party line? Or, is it more a reflection of the decline in the number of moderate legislators in both parties? Most likely, I suspect, it is a combination of those factors. ====================== [Phill Brooks has been a Missouri statehouse reporter since 1970, making him dean of the statehouse press corps. He is the statehouse correspondent for KMOX Radio, director of MDN and an emeritus faculty member of the Missouri School of Journalism. He has covered every governor since the late Warren Hearnes.]

Town And Country Garden Club Tours Member’s Lawn The Town and Country Garden Club met at the Eastside Park Shelter house on Monday, May 23. Twelve members and two guests carpooled to the home of Bill and Mary Axtell. They were given a guided tour of the lawn and landscaping by Mrs. Axtell. She prefers perennials in her flowerbeds and annuals in baskets, pots, and window boxes. There were many spring blooming shrubs highlighting the beds at this time. A north boundary fence featured birdhouses, hanging geranium baskets and outside metal ornamental décor hanging on the fence, with many different shrubs, perennials, and knockout roses planted in front of it. Sculpted beds surrounded three buildings on the property, also. It is a lovely yard, beautifully maintained, with years of effort invested in it. The group enjoyed the privilege of seeing it. After returning to Eastside Park, refreshments provided by Mrs. Judy Meeker were served.

President, Barb Peterson, conducted a short business meeting. Carol Wilford opened the meeting by reading a poem she had written titled “A Flower Show”. Roll call was answered by telling what was the prettiest plant blooming in their own yards right now. A report was given on the landscaping at the Grundy R-V High School. A new brick edging and new mulch was installed in early May, for a fresh update. Mulching, weeding, and pruning was also done at the elementary building in Humphreys. Several members brought plants to exchange. Carol Wilford won the hostess gift, which was a wandering jew hanging basket. It was announced the next meeting would be June 27 at the rural Trenton home of Barb Peterson.

Larry and Ramona (Ritko) Meservey will be celebrating their 65th wedding anniversary on June 8, 2022. Ramona is the daughter of the late George and Effie Ritko, and Larry is the son of the late Elden and Helen Meservey. The young couple was united in marriage in 1957 at the First Christian Church in Trenton in a ceremony performed by Rev. Herbert P. Davis. Not long after the wedding, Larry and Ramona moved to Columbia so that Larry could complete a degree in Agriculture from the University of Missouri. During that time, Ramona worked as Departmental Secretary of the University of Missouri Speech Department. Upon Larry’s graduation, he was commissioned as a 2nd Lieutenant in the Army ROTC. They moved to Fort Sill, OK for Larry to complete Officer Basic Training. They ultimately returned to Trenton and began working on the Meservey family farm. Ramona spent many years working at what was then Trenton National Bank. She was a member of the Southside Farm Club and continues to keep busy with church and community events. For years, Larry has enjoyed collecting International Harvester tractors, equipment, and memorabilia and the couple has cultivated numerous friendships nationwide from within the IH Collector Clubs. This summer Larry will be inducted into The National International Harvester Collectors Club Hall of Fame. The couple has four children, Brenda (Kendall) Koff, Norman Meservey, Dan (Kristy) Meservey, and Don (Rhonda) Meservey. They also have nine grandchildren, and two great-granddaughters. Larry and Ramona are currently retired and continue to enjoy life on the farm. To congratulate the couple, cards may be sent to their home at 380 SE Daisy Lane, Trenton, MO 64683.

The Green Hills Animal Shelter held its “Money For Mutts” fundraiser on Friday and Saturday, May 27-28. “Money For Mutts”, which is the biggest fundraiser for the shelter, takes place every Memorial Day weekend. Each year approximately 45 volunteers work 2 hour shifts standing at 3 intersections here in Trenton with their smiles, stickers and buckets for your donations. The money raised this year will be earmarked to pay for the HVAC system that had to be replaced at the shelter. Board member Chuck Jones and his wife, Emily, said the volunteers who worked this year are board members, shelter volunteers, family and friends of the board and shelter workers. Even some “local celebrities” pitched in to help. They welcome new volunteers anytime. Mr. Jones said “There are so many generous and heartwarming people in this town who give for the animals”. If you didn’t get a chance to give at “Money For Mutts”, the shelter is always accepting donations. You may drop your donations by the shelter during operating hours, mail it in, or donate through PayPal. The Green Hills Animal Shelter is a non-profit organization who relies on donations, memorials, adoptions and fundraising to help each and every animal they house.

North Central Missouri College Announces Bill Ausmus Faculty/Staff Mini-Grant Recipients North Central Missouri College Foundation announces spring 2022 recipients of the Bill Ausmus Faculty/Staff Mini-Grant. Projects approved for funding include Tutoring Center Coordinator Jayne Meservey’s “Food for Thought” application and Director of Marketing & Admissions Megan Pester’s “FIRE IN THE HOLE, Pirate Air Cannon” application. Applicants are asked to describe why the project is needed. “Donations to the Campus Cupboard have dwindled and no longer include grab-and-go items for our students,” wrote Mrs. Meservey. She added, “I appreciate the opportunity to apply for funds to improve our students’ college experience and help our many commuting students feel a part of the NCMC Community.” When describing how the success of the funded application would be eval-
uated, Marketing Director Megan Pester wrote, “A tracking report will be compiled throughout the academic year outlining when the air cannon was used, what it was used for, and the department that used it. Additionally, any comments or reactions to the air cannon from the student/public attending events will be documented and reported.” “To date, the Bill Ausmus Faculty/Staff Mini Grant has awarded over $4000 to NCMC departments. The awarded applications may not have otherwise been funded without this grant opportunity through the NCMC Foundation for faculty and staff,” commented NCMC Director of Development Alicia Endicott. The Bill Ausmus Faculty/Staff Mini-Grant is in honor and memory of Dean Emeritus Bill Ausmus. Bill joined Trenton Junior College in the fall of 1967.
During his 20-year tenure, he wore many hats, including Head Basketball Coach (1967-1972), Athletic Director, Director of Student Personnel, Dean of College, and after the legal separation in 1986 from the Trenton R-IX School District, Assistant to President. When Bill retired in 1987, a fund was created to promote faculty/staff development at the college, and those funds have grown to allow a regular disbursement by the NCMC Foundation. Grants are awarded during the fall and spring semesters to benefit programs and departments with equipment, programming, or staff development opportunities. Those interested in contributing to the Ausmus fund or have questions regarding the NCMC Foundation can contact the NCMC Director of Development, Alicia Endicott, at 660-357-6403 or aendicott@mail.ncmissouri.edu.

Congressional Redistricting Legislation Signed into Law JEFFERSON CITY, Mo – Legislation that draws new boundaries for Missouri’s eight congressional districts was recently signed into law by Gov. Mike Parson. The bill, which will maintain Missouri’s current split with six Republicans and two Democrats, was approved by the General Assembly during the final week of the legislative session. The first map was sent to the Senate by the House in January during the early weeks of Session. After several months of back-and-forth, a new map in the form of HB 2909 was passed by the House and finally agreed upon by the Senate. This map was created with input from legislators representing their constituents, public testimony from citizens across the state of Missouri, and 2020 census data. The map contains compact and contiguous districts as required by the constitution while also keeping communities of interest and like-mindedness together. The final map approved by the General Assembly can be viewed at the following link: https://house.mo.gov/RedistrictingMapInformation.aspx. HB 2909 included an Emergency Clause, which will put the bill into effect the moment it was signed by the Governor. Bills without an emergency clause can only go into effect on August 28th due to constitutional restrictions. Now, local election authorities will work to implement the boundary changes and update voter rolls in time for the August primary. In other news, citizens can now track the use of federal funds in Missouri. Given that we passed an unprecedented budget flush with federal dollars this year, it was only prudent that we create a way for Missourians to monitor how those funds are being spent. The new website will allow visitors to track funds and access information on how Missouri’s organizations, non-profits, communities, and businesses can apply for the state’s ARPA funds. ARPA funds can be used for projects or programs that support public health expenditures; to address negative economic impacts caused by COVID-19; to replace lost public sector revenue; or invest in water, sewer, and broadband infrastructure. Currently, the only grant programs accepting applications are the water, wastewater, storm water, and lead service line inventory grant programs. The remaining grant programs will begin accepting applications after July 1 and into the fall. To view the state's new website for ARPA funding information and opportunities, please visit https://moarpa.mo.gov/. As always, it’s an honor to serve you. If you have any questions or concerns, please do not hesitate to call my office at (573) 751-0246 or email me at Randy.Railsback@house.mo.gov. AREA WMH Announces DAISY Award Recipient, Unveils New Sculpture To Honor Nurses Wright Memorial Hospital recently recognized Addison Frazier, RN I in the medical/surgical unit, as the spring 2022 DAISY Award recipient. The DAISY Award is an international program that rewards and celebrates the extraordinary clinical skill and compassionate care nurses provide every day. The award was established in 1999 by the family of J. Patrick Barnes, who died from complications of the auto-immune disease Idiopathic Thrombocytopenia Purpura (ITP) at age 33. Today the DAISY Foundation recognizes extraordinary nurses everywhere who make an enormous difference in the lives of so many people by the work they do every day. Additionally, the Wright Memorial Hospital Foundation unveiled a one-of-akind, Healer’s Touch sculpture that was mounted along the hospital’s walking trail. The sculpture, which was purchased with funds donated to the Foundation for this purpose,

Kristie Coin, medical-surgical department at Wright Memorial Hospital, was recognized with the WMH 2022 BEE award. The BEE (Be Exceptional Every Day) Award is a Saint Luke’s Health System recognition program that honors and celebrates nursing assistants, medical assistants, and technicians who provide compassionate care every day. The award compliments the Saint Luke’s DAISY award given to nurses. Just as daisies need bees to grow, nurses rely on a larger team who all give the best possible care to patients. BEE Award honorees personify the exceptional patient care experience at Saint Luke’s. They consistently demonstrate clinical excellence, provide compassionate care, and serve as an outstanding role model in our clinical community.
