Our Club members represent two fine communities, both Celina and Gunter Texas. We best can be exemplified as a club that puts service above self. We have a history of creative fund raising to support both Rotary International and Local projects that help the less fortunate around the world and in our communities. Our Club has built an elevated water tank for a school in Jamaica, water well in Mexico and funded efforts to eradicate polio across the earth. We have supported our local Libraries, provided food baskets at Thanksgiving and Christmas for needy families, and created college scholarships for students from our communities. Our weekly meetings are full of fun, fellowship and educational opportunities with an array of invited speakers each week. Rotary Flag Program Serving the area of Celina and Gunter ISD! The goal of the Preston Trail Rotary Club is to see the American flag in front of every home and business around the Celina and Gunter ISD area on these important dates in our history. Join us in celebrating our national holidays by flying the red, white, and blue. When you lease a flag, we will install a sleeve into the ground near your front curb and discreetly mark the curb so we know you are a supporter. Prior to the holiday, a 3’ x 5’ US flag mounted on a 10 foot metal pole will be placed in the sleeve. The flag will be removed after the holiday. From The Desk of Rick DeMasters “What’s coming is going to come, and we will meet it when it does!” This idea is simple enough, but fails to take into account what has to take place prior to “meeting” what will be at our doorsteps before we know it. It’s not a secret that Celina is on the cusp of great growth that will have a substantial impact on our community and district for years to come. For the first time since 2008, the Celina Independent School District will have a bond proposition on the May 4th Election ballot. After almost 2 years of preplanning and research, the Board of Trustees called a $600 million bond, which is expected to serve our District for the next 10 years. The actual plan was devised and unanimously recommended by a Bond Steering Committee representing CISD administrators, teachers, students, parents, City of Celina leadership, business and community members. It was the desire of the committee to remain with one high school for as long as possible. Over the next 10 years, the proposed bond is expected to accommodate a student enrollment of approximately 12,000 students. Approximately, 93% of the $600 million will be used to build new facilities. The remainder will go towards land acquisitions and Districtwide improvements. Specifically, the allocations are as follows: •

$560 million for renovations and additions to Celina Elementary, 4 new elementary campuses, 2 new middle school campuses and 3 phases of additions and renovations to Celina High School.

$30 million for Districtwide improvements to include safety and security upgrades, new buses, relocation of the Data Center, and maintenance and transportation facilities.

$10 million will be used for the purchase of land to be used for secondary campuses and support facilities.

The official ballot will ask voters to vote “for” or “against” the Celina Independent School District Proposition A. The ballot will read: “The issuance of $600,000,000 of bonds by the Celina Independent School District for school facilities, land, and buses, and the levying of a tax in payment thereof.” Texas law requires that the ballot language include the bond amount and specifically how the bonds will be repaid. The “levying of a tax” simply refers to the fact that bonds are repaid by the taxes that are collected. However, with the continuous growth to Celina ISD’s tax base, the District will not increase the District’s tax rate. The total tax rate has remained at $1.64 since the 2010-2011 school year. The District is not increasing the tax rate and will continue to collect $1.64 per $100 of property valuation, as it has done since 2010. For those that are new to the State of Texas, registering to vote is an easy process. We have registration forms available at each of our campuses. The last day to register is Thursday, April 4th. Early voting will be held at the Celina Administration Building, located at 205 S. Colorado Street. Early voting will begin on Monday, April 22nd and will run through Tuesday, April 30th. We know what’s coming and have proposed a plan to accommodate our student enrollment growth. Throughout Celina’s history, a number of social clubs and organizations have come and gone. With memberships and activities for men, women and children, the histories of several of groups are detailed in the book Reminiscences of Celina, which is available at the Celina Museum. The Celina MacDowell Music Club was formed in February 1927, according to the book, when “Mrs. George Jenkins called a group of music lovers to meet in her home for the purpose of organizing a music club.” Local music teacher Alta Newsom acted as its chairman until 1935. Other board members included Jenkins, Mrs. Eldon Eartbman, Mrs. Walter Williams, Mrs. Ruth Tate and Emma Lou Tomlin. The group boasted 20 charter members.

Music Club staged an operetta called “Following in Foster’s Footsteps” as part of its Music Week festivities. The following year it presented a program of music by Texas composers as well as an American opera program. In 1937 in purchased songbooks for the local public school and organized a club chorus that presented a “Christmas Cantata” annually through 1948. Throughout its history and into the late 1970s, the music club stayed active, making generous philanthropic donations to other organizations, among others. During Word War II, it sent books, magazines and sheet music to a USO center; a pair of Victrolas, a radio, books and other donations to army posts and hospitals; and held an open meeting that honored war-service wives. It also sent monthly gifts to Ashburn General Hospital, a military hospital in McKinney that opened in 1943. “The club received a citation for exceptional services to soldiers in hospitals by the War Services Department.”

According to the book, in the late 1930s, “The entire membership sang carols on the doorsteps of friends during the Christmas season and gave the contributions of fruit and candy to the less fortunate children of the town.” Organized in November 1963, the Celina Women’s Chamber of Commerce was at the time “the only known Women’s Chamber of Commerce in existence” and was “an outgrowth of the need for an organization of women of the community. It was sponsored by the Inter Se Club at the suggestion of Mrs. Lee Ownsby.” The group’s purpose was “to foster the spirit of cultural and commercial progress among women, to encourage goodwill and fellowship and to enable them to assist in the advancement of agricultural, industrial, civic and community interests.” Among the chamber’s projects was the beautification of the park in Celina’s square. “The fountain was erected, a sprinkler system was installed, walkways were built and the park was planted with shrubs and flowering plants.” It also hosted an annual Americanism Dinner, a Newcomers’ and Resassembly Coffee; decorated the square at Christmastime and supervised the yearly Christmas parade. “From 1968 until 1972, the Women’s Chamber of Commerce held joint meetings with the Men’s Chamber of Commerce,” according to an account in the book. “After a covered-dish supper each group held separate business meetings.” The Celina Riding Club was established in 1967 “by a group of men interested in horsemanship and family entertainment,” it is explained. “They worked hard in the evenings and on weekends plowing, digging post holes and anything else it took to get the arena into shape.” Ronnie Vest served as board president.

The group held its first “playday” the same year and went on to compete in state-level competitions in Fort Worth and Waco, where several members “won first in the finals with others placing second through fifth.” The men “worked hard to make the club enjoyable for the whole family. We have had benefit playdays for those less fortunate than us. … We are especially proud of our younger members who compete in horsemanship and sportsmanship. They are what our club is all about.”

By: Renee Marler The last week of March, I was able to attend Collin County Days in Austin. Melissa Cromwell, President of Celina Chamber of Commerce and other members of Collin County chambers of commerce helped host the event attended by elected officials, school district leaders, community leaders and business professionals invited to attend during the kick off of the new legislative session. Approximately 200 community representatives meet with legislators and area elected officials during this time. It must be noted that Celina's Director of Government Affairs, Corbett Howard, was instrumental in arranging a full schedule of meetings with our Austin officials. Most everyone arrived on Monday late afternoon and after quickly checking into our respective hotel rooms, we made our way to Austin Club where we had an intimate dinner with Texas Attorney General Ken Paxton, Senator Pat Fallon, Senator Angela Paxton, Representative Jared Patterson, Representative Matt Shaheen and Representative Jeff Leach. I have been involved in Texas politics for many years and I can tell you, meetings like this are few and far between. The next morning, we met in the hotel lobby at 7:00am to begin what I can only describe as an action-packed day. Mid-morning, we were fortunate to have an audience with Attorney General Paxton in his office. His office is located in a secured area outside the Capitol building, Of all the groups we saw in the Capitol, Celina was the only group that seemed to have this opportunity. While we waited in the conference room for AG Paxton to arrive, his aide came in to apologize for a slight delay, but he was on the phone with President Donald Trump. After a few moments, he arrived, sat down and didn't miss a beat. After twenty-five minutes, his staffers walked us underground back to the Capitol. Just a few short hours, and about 10,000 steps later, we were standing in the Governors Reception Room waiting for Governor Greg Abbott. I have met Governor Abbott a few times previously, but each time it is an honor. Governor Abbott entered and greeted each of us individually then spoke with us for about twenty minutes. Mayor Sean Terry shared the vision of Celina. The Governor was familiar with many things in Celina, he asked questions and was genuinely connecting with us. Before he left, EDC Director Alexis Jackson even invited him to Tender Smokehouse. With so much focus this session on public school finance and public education, I want to assure you our Celina ISD Superintendent and Board members were very vocal about how various legislation could affect Celina ISD and Celina in general. In every meeting, with every handshake, it was evident Celina has a great reputation. Our community is truly incredible. In my work on OurCelina, I have gotten to know the Celina representatives who chose to attend the 2019 Collin County Days. Each of them have jobs, careers and families. In addition to the hours spent locally representing us, they put aside everything for two days to show their dedication to this community by being your voice at the State level. Decisions made in Austin affect literally every aspect of our lives and having the right people in place is important. We have a local election coming up on May 4th in Celina. Last election, a little over half of Celina registered voters showed up at the polls. Some people will argue that local elections "don't really matter", but I assure you, they do. Celina is poised for incredible growth in the next 10-20 years. We are paving the way for our children and they deserve your vote. Take time to truly educate yourself on the candidates, the issues and the opportunities. OurCelina is committed to providing our Celina community with neutral information so we are hosting a Candidate Forum for all those interested in attending. We are working on securing the date and location. We have not and will not endorse any candidate, that is up to you - as voters - to decide on your own. We simply want to provide a forum so we can get more informed voters to the polls on May 4th. The Power of Using the RIGHT Network!!! Have you ever had a medical emergency…gone to the closest hospital and then been shocked by the excessive bills you received?!? This is because doctors and hospitals can charge five to seven times what the medicare fee schedule allows if they are not held accountable to a network! If you have an HMO (Health Maintenance Organization) network, you HAVE to stay in network or your plan does NOT pay- except in an emergency! Even on a PPO (Preferred Provider Organization) network, the plan pays more in network then it will out of network. BUT there is another side to this...if you are OUT of network, that doctor or hospital can and will charge whatever they want to charge! (YIKES!) I’ve seen a lot of examples of this… Not too long ago, I met with a couple that had a plan that did not participate in a network, this means the ENTIRE balance that the hospital charged them, somewhere in the $120,000 range, had to be negotiated (hopefully) AFTER the fact! It had been somewhere around a year and a half before the hospital finally lowered the bill a little so it could be paid! With an insurance plan that uses a network and then making sure to use that network when you go to the doctor or hospital, you will see that in-network allowed price...for significant savings! I also helped a couple review their group plan, we found a disclaimer on their network search that stated: “this plan does not allow access to the network at any acute care hospitals.” Wait, do what?!? So…absolutely NO hospital is in the network? They were in disbelief- Not good. As an example, my husband recently had an outpatient specialist visit- In his Explanation of Benefits it showed that they billed $142.00. However, just by being an in-network provider, the actual bill that we received from that provider was $78.37. This is almost half of the total charge discounted without the consumer doing anything but showing a card. Again, the power of the RIGHT network! So, how can you protect you and your family? 1. Have a plan with a network and make sure that the doctors, hospitals and labs you use are in that network. 2. Know ahead of time what urgent care facilities and/or emergency facility you have in your network near your home or work. 3. If you need a surgery, MAKE sure you do not just go where the doctor says to go! They are not verifying your network- this is up to you. Did you know many doctors have partnership in ambulatory surgical facilities- so naturally they send you to their facilities! VERIFY the facility is IN your network. 4. In an emergency that is life threatening, bills should be in-network at least until you are stable enough to transport to an in-network hospital. VERIFY they bill in-network prices when you receive your statements. If it is not, you must request this change be made5. f you go to an in-network facility and a doctor on call or specialist bills you out of network prices- do not accept the first price they give you! Call the billing office and make them aware that you had no control of what doctor was on call at your in-network facility. 6. The City of Celina will host the third clean-up day on Saturday, April 6, 2019. The City’s trash provider, Waste Connections will provide four dumpsters that will follow the same guidelines as bulk trash pickup. Green Planet Inc. will provide a dumpster for residents to discard hazardous waste such as paint in liquid form, thinners, paint strippers, lawn and garden chemicals, fertilizers, etc. DTX Recycling will provide e-waste disposal for computer equipment, cell phones, gaming consoles, and medical equipment. In addition, Proshred Security will be on site for any documents that need to be shredded. The event starts at 10 a.m. and continues until 2 p.m. Drivers will enter the route at the intersection of Pecan Street and Louisiana Street, where there will be a checkpoint to verify you are a Celina resident. A current Celina water bill will be required to drop off any items. Drivers will proceed at one of the containers, unload their trash and proceed north along Beech Street and exit. Among the items expected for discarding are large pieces of furniture, mattresses, box springs, and other large or bulky household items. Tires, refrigerators, gravel, or other construction waste will not be accepted. Further information on this event can be obtained by calling the Community Relations Department at 972-382-2078.

A hero’s journey begins yet again on Celina Main Street and Historic Square. On Saturday, April 20 starting at 6:00pm, extraordinary individuals of all ages will don their masks and capes for the 4th Annual Super Hero Night on the Square. This family friendly event was first championed by Celina resident and Main Street Advisory Board Member Philip Ferguson in late 2015. He says, “I always enjoyed watching the Super Friends cartoon and playing superhero with my buddies when I was a kid, and I wanted to find a way to bring that fun here today.” Ferguson felt by capitalizing on the popularity of the current Marvel and DC Comics movie franchises, the event would be very popular. So, with a lot of help from many dedicated community volunteers, it launched in April 2016 and became an instant success. Several hundred people, consisting mostly of families with young children from Celina and the surrounding communities, have attended and that is expected to happen again this year. An important aspect of all the fun is the cosplayers who participate. These are individuals with authentic-looking costumes who help bring the characters to life. One of the key participants has been Daniel Sanchez, who portrays the local Clark Kent/Superman and is also National President of Heroic Inner Kids. This Plano-based non-profit organization assists with education, outreach and advocacy efforts so all people can find the own inner hero. “This event is pure joy in the best traditions of the small-town family drive-in, Sunday picnic and county fair combined,” said Sanchez. He adds, “There is no other place with the charm or spirit of fun to have an epic superhero tug-of-war and see the kinds of smiles we do here. As volunteer heroes, we LOVE this night. We love the innocence it represents, the togetherness it fosters, and the memories it helps make. We will come back as long as it exists in the world - which I hope is forever.” Another actively involved cosplay organization has been Heroes, Cops & Kids. This non-profit group was founded in 2011 by retired Dallas Police Officers. The mission for their volunteers is to provide positive role models for kids all over the country. Sofia Lumen, who portrays the group’s Wonder Woman character, says, “We are honored to be at this event, the people in Celina are so accommodating, friendly and just awesome individuals.” As a way of supporting this group and their efforts in Celina, the Main Street Advisory Board provided a $500 donation last year. Amanda Webber, President of the Main Street Advisory Board, said, “We truly appreciate them always coming out to support our event. It’s a great organization and we are glad we got to help them.” Super Hero Night has featured varying activities in prior years. Those have included an inflatable obstacle course, a game of High Striker, face painting, fitness challenges and much more. Many of those will be back this year along with themed music playing throughout the downtown square. Also, children and grown-ups can enjoy wearing costumes and dressing up as their favorite alter ego. Interestingly, a friendly competition has developed between the Celina Police and Fire Departments to see who can win the tugof-war challenge. Bragging rights currently belong to the police department but with great power, comes great responsibility. So, they will have to defend their winning ways this year against a highly motivated fire department. As always, there’s an outdoor showing of a movie for everyone to enjoy so attendees are encouraged to bring their lawn chairs and blankets. This year’s movie will be the Disney blockbuster Incredibles 2 beginning at sundown after the activities wrap up. “Thanks to the generosity and sponsorship of local community organizations, churches and businesses, we are able to keep this event free for the public,” said Ferguson. New venues, entertainment, handcrafted goods featured on 2019 Celina Garden Tour Tickets are on sale now for the 2019 Celina Garden Tour, an exclusive showcase of eight area home gardens and wineries, which will be presented rain or shine from 9 a.m. to 4 p.m. Saturday, June 8. Advance tickets are $20 and are available at www.celinagardenclub.org, for pickup starting at 8 a.m. on tour day in Celina’s historic downtown square, near Walnut and Ohio Streets. Celina Soccer...Soaring to New Heights It has been a complete joy and privilege to be in on the ground floor of building the Celina Bobcats soccer program! The girls are nearing the end of their fourth season while the boys are completing their very first season of high school varsity soccer. I am so proud of their effort, teamwork, togetherness, citizenship, and accomplishment this season. Both teams have locked up second place in District 9-4A, narrowly missing out on dual district titles in the same year. The girls, in their four seasons, have three second place (one third) District finishes and have their best-ever record of 13 wins, 2 losses, and 1 tie this season. Both teams begin playoffs at the end of March. It’s made me feel like a proud papa to see how well the two teams support each other, root for each other, and build each other up. Traveling with both teams on the same bus has been a blast! This season has been particularly bitter-sweet, mostly due to the fact that I’m watching my eight senior girls play their final matches. I thank God every day for the joy they’ve brought to my life and for the example they’ve set for future generations of Bobcat soccer players. While they are all very good soccer players, their true measure has been their extraordinary accomplishments as students in the classroom and their character and citizenship. They are all the type of human beings you pray your own daughters turn out to be. The same can be said of our four senior boys. All are outstanding young men, students, teammates, and players. But the fact that I have daughters and I’ve been able to be a part of these senior girls’ lives the past four years, fills a special place in my heart. Both of these teams have laid the foundation for a tremendous long-term soccer program here at CHS. We had about 35 boys attend tryouts for the Varsity team. We have eighten on the roster, with a very good mixture between the classes. So, while we’ll lose a few very talented seniors, the boys have numbers evenly distributed between the classes to ensure long-term success. And with the way Celina’s population is booming we should continue to see interest in soccer participation rise. Future teams will also have the benefit of training and playing in some of the finest facilities in all of North Texas, once the construction you see going on at the high school campus is complete later this Summer. All 37 of these young people are outstanding human beings, students, and athletes. I have enjoyed every minute I’ve been blessed to spend with them. I pray I’ve been able to enrich their lives just a small percentage of the amount they’ve enriched mine. I will never forget this year playing with my teammates who have become a second family to me. I started playing on the Celina soccer team the first year it was created, my 7th grade year down in the junior high, and since then the program has grown dramatically. It used to be kick and chase, with us struggling to connect the ball with one another. Now with the guidance of our coach and the hard work of my teammates we are playing as one unit the way the game was made to be played. It has been so much fun being able to play for my high school, and these amazing memories will always give me something to smile back upon when I think about my high school experience when I’m older. - Aly Cave

What Happened at the Celina Public Library?

March was a busy month at Celina Public Library. Events kicked off with the annual Dr. Seuss Celebration, which featured an appearance by Cat in the Hat. During Spring Break, youngsters created tie-dyed items on the library's front porch and let their imaginations run wild building Lego creations under the pavilion in the square. A weeklong leprechaun scavenger hunt was also held and the library's Teen Group had its monthly meeting.
