2. THE 4SIGHT TEAM
Delivering the best outcomes demands a depth and breadth of skills – and a passion for getting the balance right. That’s why we don’t just look for talented people, we seek out experts who share our vision; that the best approach meets the needs of land, people and water. In this instance, we propose a team of nationally recognised Urban Designers with specific expertise in public realm improvements, award winning innovative public realm, streetscape improvements and commercial buildings. We can provide Urban Designers at all levels of experience and have sufficient capacity to undertake this project. The project would be led by Zoë Avery with strategic and technical input and peer review from James Lunday. James will also attend the Council presentation and key stakeholder consultation. Zoë will be supported by the wider Landscape Architecture and Urban Design Team and the Project Team will not be amended without prior written consent from the Client. 3. KEY PEOPLE
JAMES LUNDAY | PRINCIPAL URBAN DESIGNER James Lunday has significant expertise and experience in urban design, regeneration and economic development. James recently joined the 4Sight team but has over the last 4 years had a collaborative arrangement with 4Sight on urban design projects. He was previously City Design Champion (UNESCO) Manager Urban Design and Heritage at City of Greater Geelong, Victoria, Australia; General Manager Regeneration Strategy and Planning, Regenerate Christchurch and contracting part time at Development Christchurch Limited. For this project James will collaborate with Zoë on the urban design aspects of the preliminary masterplan. As an Urban Designer with 35 years’ experience, James has a strong background in Urban Design; Planning; Landscape Planning; Architecture and Economics – all of which has enabled him to fully grasp the challenge of creating successful urban spaces, Urban Spatial Plans, Masterplans, City Revitalisation Programmes, Retail Planning and leading the multi-disciplinary teams necessary to deliver the outcomes and infrastructure interventions. James has been member of Manukau and Auckland Urban Design Panels, and an Urban Design adviser to NZTA. He appears as an expert witness in Environmental Court and is regarded as a leader in the Urban Design profession. He is the recipient of awards in urban design, architecture, planning, landscape, economic development and has won a competition in China for a New Town Design and in Kuwait for the Government Legal Institution Campus. James has worked in Europe and continues to work in Australia and New Zealand.
ZOË AVERY | PRINCIPAL LANDSCAPE ARCHITECT & URBAN DESIGNER Zoë has over twenty years of experience in New Zealand, Australia and the United Kingdom with a focus on major projects, sustainable development and urban environment improvements. With a knack for managing multiple demands, Zoë has expertise in guiding multi-disciplinary teams whilst successfully managing several large-scale developments, from design and green infrastructure inclusions through the planning and urban design process. Zoë is involved in promoting sustainable development in New Zealand, including the encouragement of green infrastructure. She is immersed and engaged in Green Roofs Australasia, the World Green Infrastructure Network and Living Roofs New Zealand; all which encourage environmentally sustainable design to deliver better quality places to live and work and to create a better and more sustainable and equitable New Zealand. Zoë has a Bachelor of Planning with Honours from the University of Auckland, a Masters in Landscape Architecture, and is completing a Masters in Urban Design at the University of Auckland.

5. UNDERSTANDING OF THE PROJECT
We understand that Matamata-Piako District Council (MPDC) are seeking an innovative and exciting Masterplan for the Hetana Street and Reserve area within Matamata. Our current understanding is that the urban design input includes the preparation of the Masterplan; land use analysis; movement and connectivity analysis; , SWOT (strengths, weaknesses, opportunities and threats) analysis; concept for structures (i.e. toilet block, community structure); attendance at Council kick off meeting; key stakeholder consultation; one presentation to the Council introducing the Masterplan; renders/illustrations and preparation of the Urban Design Masterplan Package. 4Sight’s Urban Design Team have worked on master planning projects designing for public realm improvements, regeneration, retail, hospitality, hotels and residential previously - both nationally and internationally.

6. SCOPE OF SERVICE
TASK 1 – PROJECT SET UP & PROJECT MANAGEMENT During the project set up and project management phase we will undertake the following:
• Project setup, project management and liaison with yourself over the course of the project; • Initial ‘kick off’ meeting with yourself (up to 1 hour via skype); • Weekly Client updates via email; and • Set up site in Collector (ArcGIS) for gathering site visit data. TASK 2 – INITIAL URBAN DESIGN ASSESSMENT This phase will include the following tasks:
• Reading various background reports; • Initial Design Team Meeting (up to 2 hours); • Site visit for Zoë Avery and James Lunday, including travel time; • Note any additional key stakeholders in the area; and • Undertake initial site analysis (SWOT analysis) on site. TASK 3 – CONSULTATION This phase will include one consolidated day (8 hours) of consultation organised and facilitated by the Client and held at the Council offices with: ‘i-Site’ Manager;
• ‘Railside by the Green’ Manager; • Council’s Assets Strategy & Policy Team; • Iwi (Councils iwi liaison officer or representative); and • Any other key stakeholders deemed appropriate through client liaison. Following this consultation day a brief summary of consultation undertaken will be prepared.

6. SCOPE OF SERVICE CONTINUED.
TASK 4 – MASTERPLAN
• Interpretation of brief, design principles and narrative; • Core design principles/statement – overview of the over-arching look and feel and intent alongside establishment of a set of design values; • Identity – brief description with imagery of the narratives linked to the design principles and overall design approach for the site. This aims to establish an iconic and distinctive identity for the area that tells the unique story of its context; • Urban Design Analysis including history, land use, existing buildings (fronts and backs), movement/connectivity, landscape, form, context, aspect; • Site specific design constraints – brief overview of design constraints; • Character Zones – brief identification where appropriate of particular character areas within the site and zones of activity; • Design approach and precedents of relevant activities; • Concept and proposed use; • Masterplan including opportunities; projects explanation; recommendations and outcomes; and • Presentation of Masterplan to Council (one total up to 2 hours). No urban design input is priced for the following phases:
• Consultation beyond that detailed above (being 8 hours total); • Resource Consent; • Developed Design; • Detailed Design; • Building Consent; or • Construction monitoring.

7. WHAT WE NEED FROM YOU
We request that the following information be provided to enable us to undertake the proposed scope of work:
• GIS layers; • Planning maps, relevant reports, plans and Long Term Plans; • Organisation of stakeholder meetings for one day (including iwi) at the Council offices (or nearby in Matamata CBD) including provision of meeting rooms; • CAD/DWG format of area/Hetana Street traffic upgrade works if available (i.e. site plan); and • Previous consents on current consented development in the site and adjoining if needed.

8. PROGRAMME FEE & ESTIMATE
We can start work immediately upon receipt of the necessary inputs we have requested and your approval to proceed. The documentation outlined in our scope above will be provided by 18 May 2020 on the basis approval to proceed is awarded on 18 March 2020. Please see an estimate of our fees below. It is proposed that Tasks 1-4 as outlined above will be undertaken on a fixed fee basis of $45,000 (excluding GST and disbursements). This estimate is based on our understanding of the scope of services and experience with similar projects; however, our time, staffing or materials may vary due to unforeseen circumstances, changes to the scope and other factors beyond our control. Should there be any reason to exceed the estimated fee, we will discuss this with you at the earliest opportunity and seek approval in writing before continuing.

9. ALLOWANCES, LIMITATIONS & ASSUMPTIONS
The fixed fee price is limited to the scope of services;
• We have not allowed for photomontages/visual renders to be included as part of the Masterplan – as these would better be scoped and priced following • • • • • •
the Council presentation as to what would be most beneficial to communicate the Masterplan based on the outcomes achieved (i.e. better to have perspectives, oblique, isometric, elevated render); We have not allowed for any additional meetings or liaison with Client, or other stakeholders, outside any specifically identified in the above scope; We have allowed for one site visit, up to 8 hours over one day for key stakeholder consultation and two hour presentation to Council staff; All reports will be issued electronically. We have not made allowance for any hardcopy reports; We have not allowed for any additional work following the Council Presentation (i.e. amendments to the Masterplan); Any meetings with Council officers or others unless identified in the above scope; and For clarity, this proposal does not include scope or budget provision associated with the following: Detailed landscape plans, 3d modelling, and Visual renders or photomontages.

10. SUSTAINABILITY
4Sight recognises the vital importance of conducting our operations in a manner consistent with the principles of sustainable business, and specifically, in ways which minimise impacts on the natural environment and the communities within which we work. We have an environmental policy which provides the foundation for our in-house environmental sustainability activities and actions; and a sustainable procurement policy, which includes being a Fair-Trade Workplace. We are committed to measuring and publicly reporting our greenhouse gas emissions, setting a public emissions reduction target, and working with our suppliers to reduce their emissions. We have been measuring and monitoring our main direct impacts for several years and taking steps to reduce those impacts. Our data has been independently verified by ToitĹŤ Envirocare: CEMARS, a third party, year on year, since 2012 and we make the information publicly available on our website.
