FROM THE DIRECTOR
I first encountered Martyna Majok when 4th Wall produced a reading of her play, IRONBOUND, as part of our “Women’s Voices” play reading festival in 2017.
Similar to the protagonist in IRONBOUND, Martyna is the daughter of a Polish immigrant. And she’s on record about growing up and going to school with people like the characters in tonight’s play: people who are in the USA illegally. A lot of what we’ve been talking about in rehearsal, and a lot of the information in this program you have in your hand, has to do with immigration. It is the necessary frame for the play.
But, to me, this play is a love story. I can’t elaborate without spoilers, so I’ll just say: keep that in mind as you watch.
From a different perspective, I’m delighted that SANCTUARY CITY brings the 4th Wall debut of Luis Quintero and Raven Troup, two younger actors with whom I’ve worked at other theaters in town. And it gives me great pleasure to work with Christian Tannous, who made his 4th Wall debut in our last production, THE SOUND INSIDE, and who I taught, for one semester, at the University of Houston. Amy Tones, a longtime 4th Wall patron and supporter, makes her 4th Wall debut as Dramaturg: see her excellent piece on immigration in this same program. My friend of over thirty years, Frances Limoncelli, makes her 4th Wall main stage debut as Assistant Director. And Chad Muska, who spends most of his working day at the Alley, joins us for the first time as Production Manager.
It’s wonderful to have new blood, new faces, new ideas, new perspectives at 4th Wall. You might say that our immigration policy here at the theater is “wide open.”
I’d like to thank Robert Vaughan, who was instrumental in helping us secure the rights to produce SANCTUARY CITY. Getting the rights to produce a play can be bewildering for a theater like 4th Wall, and without Robert, I’m certain that we would not be performing this excellent play tonight.
Thanks for being here at 4th Wall; we couldn’t do it without you.
Philip Lehl Director of Sanctuary City

IMMIGRATION IN CONTEXT
These famous lines from the plaque inserted at the base of the Statue of Liberty in the early twentieth century have become a symbol of the American Dream. America, a melting pot where anyone from anywhere can find freedom and succeed. A look at the history of immigration in the United States shows a much more complicated picture.
Almost as soon as the young country won its independence, laws restricting who could become naturalized citizens were codified. The Naturalization Act of 1790 made it clear that immigrants to the United States who wished to become citizens had to be “free whites of good moral character.” Citizenship was extended to immigrants of African origin in 1870. Further restrictions, limiting, and ultimately banning immigrants of Asian origins, as well as codifying what constituted a good moral character followed.
The landmark Immigration and Nationality Act of 1965 created a new system favoring family reunification and skilled immigrants, but for the first time set limitations on immigration from the Western Hemisphere making it harder for immigrants from Latin America to enter the country.
This play is primarily set in the sanctuary city of Newark, New Jersey, in the Ironbound Neighborhood. (Image: Google Maps, 2023)
“Give me your tired, your poor, Your huddled masses yearning to breathe free, wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed to me, I lift my lamp beside the golden door!”
-Emma Lazarus, from her poem “The New Collossus”
Still, many migrants came to the United States, both legally and illegally in pursuit of the American Dream. Growing demand in farming and industrial businesses for unskilled labor fueled this migration. Although many migrants came to this country legally, there was no path to citizenship for them, and many overstayed their authorized time.
Another major decision in 1986, the Immigration Reform and Control Act, granted legal status to millions of immigrants who met certain criteria and began to penalize businesses who employed these undocumented individuals. During this time, many of those involved in immigration increasingly focused on the plight of the children who were brought to this country by migrant workers hoping for a better life.
WHAT IS A SANCTUARY CITY?
The term “sanctuary city” refers to cities that have adopted a policy of protecting undocumented immigrants by not prosecuting them solely for violating federal immigration laws.
Sanctuary City, set in the early years of the twenty-first century, focuses on the children, and the precarious state that their parents’ decisions have forced upon them. These children grew up as Americans, knowing little of their countries of birth, but lack a legal path to citizenship. For a time in the early 2000’s, it seemed likely that these, and other immigration issues would be addressed. The events of September 11, 2001, put an end to the hopes of an imminent solution. The hope of discussions just five days before that infamous day evaporated instantly. Following a three-month moratorium on all immigration proceedings, an increasing emphasis on the security of the country led to deportations of hundreds of thousands of individuals, a number that continues to grow.
In 2001, a bipartisan bill, The DREAM Act, sought to address the status of minor children brought into the United States who are unable to establish permanent residency and who face deportation to their country of origin, despite the child having lived in the United States for many years. The Bill has been reworked and reintroduced many times but has lost bipartisan support and has never been passed. Other measures meant to support these children have been eroded by an increasingly hostile conservative opposition. Because of this, many young people like B and G face an uncertain future.

“...dazzling and ruthless...
FAIRVIEW is a series of perspective-altering surprises, and they keep coming at you even when you think [Drury] must surely have emptied [her] bag of tricks...a glorious, scary reminder of the unmatched power of live theatre to rattle, roil and shake us wide awake.”
