WELCOME REMARKS
In April 2011 at the extended session with the members of the Government of the Republic of Kazakhstan, the Head of the State set an object to create a system of worldclass colleges. In July 2011 NJSC «Holding «Kasipkor» was established.
In April 2011 at the extended session with the members of the Government of the Republic of Kazakhstan, the Head of the State set an object to create a system of world-class colleges. In July 2011 NJSC «Holding «Kasipkor» was established. The object of establishing the Holding was the demand in large-scale modernization of technical and professional education in order to create a new system of training of multifunctional high quality labor force. The professionals will be able to work immediately in the real production process and to manage the organization of labor and working time. The Government has planned the construction of 2 world-class colleges in Astana and Almaty, the launch of 4 interregional centers of advanced professional development in Atyrau, UstKamenogorsk, Ekibastuz and Shymkent, as well as collaboration with 10 partner colleges among those in other regions of the country, upon which the translation of accumulated experience of the Holding will apply. All of them shall have a special role in the national system of professional and technical education. They are intended to become the driving force of its development, similarly with Nazarbayev University and Nazarbayev Intellectual Schools and to translate all their experience to operating colleges of the Republic by transferring state-of-art curricula and advanced professional development of teaching staff of technical specialties. The demand in making changes into existing system of professional and technical education, starting from material-technical support, course plans and qualification of teachers became evident. The foundation of this process has already been laid under the activity of NJSC «Holding «Kasipkor», which establishes in Kazakhstan a system of state-of-the-art technical colleges, corresponding to all modern international standards. The Holding, together with international and social partners carries out the activity on changing basic regulations, governing the system of technical and professional education (ТVET) as a whole, and on improvement of quality of education in the ТVET system to a high level. It’s not an overstatement to say that future graduates of colleges, established by the Holding, will be the driving force in the process of development, innovation and sustainable growth of the country!

FOREWORD
Over the last years the ТVET system in the Republic of Kazakhstan has accumulated a number of systematic problems: - preference for higher education and attitude of young people to the ТVET as a second-rate education; - weak connection with the real needs of the labor market and the low level of involvement of employers in the development of the ТVET system; - insufficient funding of the ТVET system; - aging of engineering and teaching staff and low rate of those who have real production experience; - depreciation of training equipment and material and technical base of educational institutions; - isolation of the content of education from the modern realities of industry; - biased evaluation of the quality of education, based on a system of selfassessment by educational institutions of their graduates. It resulted in lack of technical personnel in the labor market of the country, covered at the expense of involvement of foreign employees and retraining of the graduates of the HEIs. The ТVET system didn’t meet the requirements in full and the needs of employers, employees and the state policy. Thus the Government of the Republic of Kazakhstan took the course to full-scale modernization of the ТVET system and its coordination with demand of economy.

About the Holding
NJSC «Holding «Kasipkor» (hereinafter – the Holding) was founded in 2011 in accordance with the instruction of the Head of the State to establish a system of world-class colleges in the country based on application of best practices of the world, received from foreign leaders in the ТVET system. Nowadays, the Holding conducts great work on modernization of the ТVET system generally in cooperation with the Ministry of Education and Science of the Republic of Kazakhstan.

The Holding, as the leader of Kazakhstani technical and vocational education, aims at creation of the system of advanced educational centers, which include:
world-class colleges, based on the system of specialist schools. The speciality of each school is developed in cooperation with international experts and reflects the economy demand in the most deficit labor resources

In accordance with the approved National Qualification Framework in the Republic of Kazakhstan, the Holding will deliver the professionals, which correspond with the level of: Technician Technologist Applied Bachelor The main focus will be on training professionals, demanded in the actual production: covered at the expense of involvement of foreign employees; covered at the expense of specialists with higher and post-graduate education; not covered by the ТVET system; emerges according to development of new industries. The integration of educational levels will be provided as follows: Graduates of grades 11 will be able to enter applied Bachelor’s Degree Programs for the period of study of 3,5-4 years Graduates of applied Bachelor’s Degree Programs (5 level) will have the opportunity to enter Master’s Degree Programs (7 level), passing over study at Bachelor’s Degree Programs (6 level)

Foreign partners
Work with foreign partners shall be performed according to approved sequence:
- The Holding and the Partner will conduct together an analysis of the demand of the labor market, on the basis of which the most required specialities will be highlighted.
- Principally new curricula will be developed based on adaptation of the partner’s programs and the employers requirements. - The evaluation of equipment, required for training students will be held. For the purposes of inoculation of practical skills the main emphasis will be made on procurement of training and production equipment, relevant to the actually used in production. The newest equipment will be the basis of students training in workshops, laboratories, production departments and training grounds of educational institutions of the Holding. - In order to provide educational process actual teaching materials will be procured.
- After all preparatory works are be done, the startup of the teaching and learning process in the educational institution will be implemented. - Instructors of the foreign partner will be involved into training. Kazakhstani teachers as assistant teachers will adopt international training experience. - Successful graduates will be issued diplomas of two samples: Kazakhstani and the Partner’s diploma, based on independent assessment and awarding qualification held by the association of employers.

INDEPENDENT EDUCATION QUALITY ASSESSMENT The Holding is working out the methodology of development of a rating of colleges, operating in the market of educational services at present, and the model of inspection of their operation, later the function on development of the rating will be made by the enters of Inspection, created by industrial associations of employers, trade unions, NGO and other associated members, including international ones.

World-class colleges Specialization of specialist schools of colleges was developed in cooperation with German Society for International Cooperation (GIZ). The methodologies of determination, used in development, were based on: - analysis of statistical data of labor market and educational market of 2005-2012 years; - results of discussion with employers of quality criterion to the required specialities; - results of surveys of more than 200 companies, held throughout Kazakhstan. SCHOOL OF CONSTRUCTION AND HOUSING-COMMUNAL SERVICING
For the purposes of substitution of foreign workforce, 60% of which is involved in construction industry of the Republic, specializations in construction engineering, heating, conditioning, ventilation, water supply and water disposal will be introduced. Today the demand in these specializations is partially secured due to specialists with higher education or foreign staff.
SCHOOL OF ICT
15% of vacancies in the labor market accounts for ICT-specialists (2 place). In order to cover the existing deficit in terms of 13-fold growth of the industry during 5 years and creation of communication infrastructure of conducting business, attraction of investments and development of modern technologies, the specializations in telecommunications, programming, IT –security and business informatics will be introduced.
SCHOOL OF DESIGN
As in has been specified during discussions with employers, lack of specializations at the ТVET level on design of industrial, constructional and landscape character led to critical lack of this staff in industry and construction.

World-class colleges SCHOOL OF ENERGETICS
Implementation of the principles of energy effectiveness and green economy according to the Complex Plan of raising energy effectiveness, as well as the need to increase the proportion of renewable energy sources within the framework of the State Program of Forced Industrial-Innovative Development (SPFIID) requires introduction of specialities in deficit occupations: renewable energetic, traditional energetic and energy distribution.
SCHOOL OF TOURISM AND HOTEL MANAGEMENT
Taking into account the expanding flow of foreign visitors to the country, growing by an average of 14% per year, it is necessary to provide the quality of service delivery corresponding to international standards. It will be provided at the expense of quality training of specialists in spheres of catering, touristic management, hotel business.
SCHOOL OF ENGINEERING
The school is created in consideration of the needs of modernization of production, required for performance of the SPFIID and the Map of Industrialization, under which, more than in 700 projects the demand in specialists, having integrated knowledge of electronics, program management and engineering in work in automated production will be amounted additionally about 200 thousand persons.

Interregional centers
The Holding will also include 4 interregional centers. Each of centers will have particular sectoral binding to regional structure: Atyrau - Oil and Gas Industry Ust-Kamenogorsk – machine building and metallurgy Ekibastuz – fuel and energy complex Shymkent- processing industry In March 2013 the first project of the Holding – Interregional Vocational Center of Professional Development in Atyrau city APEC Petrotechnic, is started, where 600 students have already being studying. For the purposes of its establishment in May 2012 , one of the world's leaders in the sphere of traning of the specialists for oil and gas sphere – Canadian South Alberta Technologies Institute - SAIT Polytechnic was involved. On the basis of educational programs of SAIT Polytechnic and consulting with oil and gas companies principally new curricula were developed.

APEC PETROTECHNIC
APEC Petrotechnic conducts training on 3 programs: OIL AND GAS PRODUCTION TECHNOLOGY
It is the biggest program that covers all major aspects of petroleum operations: including prospecting works and assessment of oil and gas deposits, drilling and production, complete maintenance of wells and their operation, transportation and processing, general management of production processes.
FIELD EXPLOITATION
It is a specialized program that provides training of specialists for oil-well development, influence on oil deposit, study of wells, and preparation for their exploitation, operating procedure and well repair and other types of work.
CONTROL MEASURING INSTRUMENTS AND AUTOMATION TECHNOLOGY
It is a specialized program that provides training of specialists for works in option and specification, installation and mounting, operation and discovering of malfunctions, removal and repair of all types of measuring and controlling instruments and automation technology.

APEC PETROTECHNIC SAIT Polytechnic has developed a training cycle of the Center, divided into two components: Foundation Program and subsequent Technical Program of training on speciality.
The organizational structure was formulated; the requirements for undergraduates and students, training staff, infrastructure and equipment were developed. The instruction is in the English language – the language of oil and gas industry in the world. The students study for free. At the primary stage the management of APEC Petrotechnic is performed in cooperation with the Holding and SAIT Polytechnic. Instructors from Canada are involved in teaching, which perform the transfer of professional experience and parallel training of Kazakhstani instructors.

Partner colleges In ten regions, not covered by new colleges and interregional centers, the Holding is going to develop a system of partner colleges on the basis and in cooperation with local colleges. Specialization of partner colleges will reflect the specificity of economical structure of the region. In 2013 a model of implementation of the program of partner colleges, providing for the framework of involvement of stakeholders, funding, management and comprehensive implementation of the program of partner colleges was developed. In 2014 10 colleges for realization of the program were selected In 2015 the process of approbation of the developed model will start.
The concept of the program of partner colleges will include facilitation in: Involvement of foreign and social partners Selection of specialities and development of curricula Instrumentation Revision of the policy of labor payment Renewal of teaching and training process etc.

Independent qualification appraisal
For the purposes of implementation of the Message of the President of the Republic of Kazakhstan N.A. Nazarbayev to the People of Kazakhstan dated 27th of January 2012 «Socio-Economic Modernization as Main Vector of Kazakhstan’s Development» on the basis of studying international experience of leading countries, the Holding has developed an institutional model of independent certification of qualifications and recommendations on introduction of amendments to current regulatory acts. In pilot regime independent centers on the basis of three sectoral associations were established: Kazakhstan Association of Organizations of Oil and Gas and Energy Complex «KazEnergy» the Republican Association of Mining and Metallurgical Enterprises – AMME Kazakhstan Tourist Association At the same time, during this period a certification examination in pilot regime was held in Akmola region, Atyrau region, Karaganda region and in Almaty city. In 2014 on the basis of the Corporate Fund «KASIBI» with participation of foreign experts a Center of Independent Certification of work specialities, including machine building, construction and housingcommunal servicing and ICT, was established. In order to expand sectoral coverage in upcoming years, it is planned to create centers of international certification in such industries as energetics, light industry, food industrym agroproduction industry, chemical industry, and in the sphere of design and healthcare.

Industrial Council
Nowadays in Kazakhstan there is no any council or advisory-consultative agency, which provide for presence of employers of the relevant industry in the operation of the ТVET organization. Creation of Industrial Councils in educational institutions of the Holding will provide for actualization of curriculum and establishment of mutually profitable cooperation with employers. The benefit for the employers from participation in the Council is the facilitation of the ТVET organizations in training specialists, with skills, which are required and by the employer himself. In November 2013 chaired by Magauov А.М. – the General Director of the ALE «Kazakhstan Association of Organizations of Oil and Gas and Energy Complex «KAZENERGY» the Industrial Council in APEC Petrotechnic college in Atyrau city was organized. The Industrial Council includes representatives of large petroleum companies, such as NCOC (North Caspial Operating Company), JSC NC «KazMunaiGas», JSC «MangistauMunayGas», JSC «KazTransOil», LLP «Саreer-Holdings», as well as APEC Petrotechnic itself.

Teachers training
TRAINING OF TEACHERS AND ADMINISTRATIVE STAFF The program of professional development of teaching staff in implemented on the basis of original 7 modules program, developed by the Holding subject to foreign and domestic experience, the special feature of this program is modularity, cascading and building of individual trajectory of professional development. The forms of professional development are course training on the program, in form of training, training practice in the workplace, apprenticeship at enterprises and educational institutions, obtaining and confirmation of work qualification. Professional development is carried out on the basis of the Training Center of the Holding. It is held both involving foreign partners and by employees of the Holding, as well as the teachers –trainers, taught by the foreign partner of the Holding Pearson Education Ltd. (the UK) on qualification of BTEC Level 4 in 2013-2014.

Teachers training
During 2013-2014 in this program, both in Kazakhstan and in foreign countries (Finland, Singapore, the UK) 294 teachers and ТVET managers were taught on specialities construction, ICT, engineering, tourism and hotel business, energetic, on the basis of professional pedagogy and psychology. Since 2015 managerial and engineering and training staff, prepared by the Holding will carry out professional development of teachers of technical disciplines of the whole ТVET system through translation of the learned new experience, gained up-to-fate knowledge and capacity to provide within short period of formation of new professional competences of the colleagues. Within five years the Holding is planning to raise qualification of 26 000 teachers and masters of the ТVET system.

Project «Obtaining of basic education on speciality»
In order to create and opportunity for the children from vulnerable social groups, as well as for the children from labor dynasties of petroleum experts to obtain quality education, starting from September of the current year the Holding is implementing a project «Obtaining of basic education on speciality». This project will allow the opportunity for employment or continuing study on the main program in the World Class Colleges and Interregional Center in Atyrau city. The training will be in English on educational programs of foreign partners British Council and the consortium GSE Systems, PetroED and SPT. The course duration is designed for 10 months, during which the student will master the English language at the top level and knowledge in subjects (mathematics, physics, chemistry), and get the required work speciality in accordance with the List of most demanded specialities of the petroleum industry for the next 3-5 years (approved by the Ministry of Oil and Gas as of 21st of November 2011). Funding is supposed to be made under contractual obligations of subsoil users in the sphere of education and professional development. Today the major financial support of the project is provided on behalf of JSC «NC «KazMunaiGas».

Worldskills Қазақстанда WorldSkills International (WSI)— is an international movement, which aim is the popularization of blue-collar occupations, raising of the status and standards of professional development and qualification all over the world. WSI provides expert assessment, development and formation of the highest level of world professional standards for blue-collar occupations in production and sphere of servicing. The Association was established in 1946, today it unites participants from 72 countries; the headquarters of the secretariat is in Amsterdam. On10th of June 2014 the application of NJSC «Holding «Kasipkor» (hereinafter – the Holding) for participation in the Association WSI was considered at the meeting of the Board of Directors of the Association and Kazakhstan was approved as the 70th participant of WorldSkills International. Starting from 2014 the Holding is planning to organize and to hold regional and national competitions of professional excellence among 18-25 years old students of colleges, subject to requirements of WSI organization, and from 2015 – to perform selection of participants and to form the national team of the Republic of Kazakhstan to participate in the international level. The best in their nominations will take part in WorldSkills Competition – the international Olympiad which is held every two years. The Kazakhstani team will be able to perform for the first time at the international championship in 2015 in Sao-Paulo, Brazil.

Commercialization of projects
For the purposes of reducing the load to the state budget and development of public and private partnership, rising of extra-budgetary sources of funding was determined as one of the most important specializations of development of the Holding. For these purposes the following specializations of commercialization were determined: Implementation of courses on professional development of existing employees on the order of the employers Performance of consulting services to social partners and partner colleges of the Holding Participation in international grant programs According to these specializations the Holding carries out operation with such companies as LLP «Tengizshevroil», JSC «Kazakhstan Contract Agency», largest construction companies LLP «Construction Company «Bazis», LLP «BI-Holding», LLP «HighVill Service», LLP «Global Building Contract». In cooperation with JSC «NC «Astana EXPO – 2017» a program of selection, preparation and training of volunteers for conducting the exhibition is developed.

National Center for Construction Education and Research
In 2015 NJSC «Holding «Kasipkor» is planning to organize the process of getting accreditation of NCCER and to start training in 4 specializations – introductory course, pipe installation, electric installation and control measuring instruments and automation technologist on the basis of APEC Petrotechnic. From 2015 to 2017 it is planned to work on implementation of higher levels of these specializations and relevant professional development of workers. NCCER is a North American association of construction companies which established the standards for training programs and certification in construction industry and technical maintenance in the USA. LLP «Tengizshevroil» within the framework of construction of objects at the Project of Future Expansion applies this standard in employment of work staff and its training. Thus, obtaining of accreditation and relevant conduct of the training programs and qualification attestation according to NCCER standard will allow rising qualification of Kazakhstani workers of construction industry, provide Kazakhstani employees and Kazakhstani contractual companies with advantages in projects of Tengizshevroil, therewith reducing the number of foreign experts in the territory of the Republic of Kazakhstan and increasing the Kazakhstani content.

Analytical support of the Ministry of Education and Science of the Republic of Kazakhstan
The System development of ТVET is performed by the Ministry of Education and Science of the Republic of Kazakhstan, including subject to analytical supervision on behalf of the Holding. In 2014 the Holding holds an analytical research and elaboration of recommendations by 7 components: 1) Integration of actual systems of classification of specialities and occupations in technical and vocational education – in order to elaborate integrated methods for establishment of the system of classification of specialities, occupations and positions, with exclusion of doubling and availability of direct connection between the considered systems; 2) Improvement of the system of quality control in technical and vocational education – for the purposes of elaboration of integrated methods for establishment of the quality assurance system; 3) Improvement of the system of funding of technical and vocational education and the public procurement; 4) Development of project capacity of technical and vocational education – with specification of the excessive load on colleges or excessive study places on the basis of analysis «demand – offer»; 5) Implementation of best practice of the world in the activity of technical and vocational educational institutions; 6) Improvement of legal basis of operation of the system of technical and vocational education. 7) Formation of an independent system of the assessment of effectiveness of the operation of colleges, built on the basis of rating method. First results of the research are expected by the end of 2014 and will be the foundation for taking the next complex of activities on modernization of the ТVET system.

ТVET Integrated Information System Due to rapid progress in the sphere of education, including the application of infocommunication technologies, the Holding elaborates the information system, which main goal is the yield of educational institutions of the Holding to a qualitatively new level of education. Under consolidation of the future informational space, the Holding took the course to implementation of a integrated informational system, which is devoted to provide students with the most comfortable and modern instruments of education through informational and communicational technologies. In other words, the process of education includes the most advanced technologies of getting knowledge, as well as their direct application. Besides, the integrated information system, established by the Holding, is intended to become the important instrument of involving employers into the process of gaining theoretical knowledge and practical skills through interactive regulation of curricula used and provision of the required data in on-line regime. For all educational institutions of the Holding the integrated methods of organization of teaching and learning process will be implemented. Moreover, the integrated informational system will be maximally comprehensive and comfortable for all end users, both for administrative staff of the Holding, employers, students, teaching staff, and for undergraduates and their parents.
The implementation of the integrated information system will allow the students of the Holding to be in the same level of leading world’s colleges.
